A sufficient period (varying in the discretion of the Committee, according to the residence of the candidate) will be allowed for the reception of such communications, before any action upon these names by the Committee. After the lapse of this period, the Committee will recommend action by the Council, which has the power of final election.

I would like to ask Bob Merrill whether he considers that horizontal concave curvature of a slope has any stabilizing effect, such as Jenike 1 suggested several years ago. The stabilizing effect is due to the restraint offered to radial movement by the curvature. We found in laboratory tests that if we constrained the rock with the same stresses as those measured in the pit then it would sustain a maximum stress about two or four times greater than when the same rock type was unconstrained. We are therefore definitely of the opinion that a constrained situation in a slope is favorable towards stability.

Mankind's progress is measured in minerals. Man's emergence from prehistory is marked by passage through a Stone Age and a Bronze Age and into the present era, sometimes called the Iron Age or the Age of Metals. With the evolution of civilization and the development of a modem industrial economy, minerals become more and more important. Structures, roads, and machines are built largely of minerals; the energy to heat the structures and to drive the machines is mostly mineral; agricultural fertility is maintained by mineral fertilizers and water; and military strength is provided by fortresses, armaments, and munitions, largely of mineral origin. Thus in the material world, in the productivity of the economy, access to minerals has paramount importance. Every evidence indicates increasing dependence on minerals in the modem economy, particularly on the mineral fuels as energy sources to provide the power base for advancing industrialization. Both the total and the per capita consumption of almost every mineral is increasing in the industrialized nations. Moreover, nations with predominantly agrarian economies call themselves underdeveloped and universally strive to industrialize. Most mineral consumption trends in the more advanced economies have been greatly exceeding population growth-which itself has been advancing at an accelerating rate-and sometimes have surpassed the growth in real income. Some minerals have only recently been adopted or grown to importance in use. Titanium metal did not appear as a commercial product until 1948, and even coal seriously displaced wood as a source of heat less than two centuries ago. On the other hand, minerals have always played an important role in construction. The prehistoric megaliths that form the dolmens of Salisbury Plain are stone; the pyramids are andesite faced with limestone; and many other ancient structures are built of mineral materials. Stress measurements taken at Climax, El Teniente, Henderson, Lakeshore and Urad mines indicate that the deposits cited are generally subject to an inclined stress field that can be highly anisotropic. The horizontal stresses vary significantly between deposits and exceed the measured vertical stresses at Henderson and El Teniente mines. Experience at Henderson, Lakeshore and Urad mines is used to suggest a relationship between cavability and the premining stress. In poorly fractured, high strength rock masses, high stresses can assist the caving process. In well fractured, low strength rock masses, caving is ensured by breakage along fracture planes. The relationship between ground weight and the premining stress is also investigated. Ground weight problems appear to be most related to the competence of the ground rather than the magnitude of the premining stress as supported by experience at Climax and El Teniente mines. Recent developments in block caving favor the extraction of poorly fractured, high stressed rock. Accompanying the development of these deposits are new problems such as rock bursts. These pose particular problems to mine designers in that no experience currently exists in combatting rock burst problems at block caving mines.

THE growing dependence of our vast industrial civilization (:n mineral products demands today, as never before, the highest technical skill in those who produce these product-;. That the duty of training the engineers, whose responsibility it is to produce these mineral products efficiently and in sufficient amount, falls directly on the schools of mining is beginning to be more fully recognized. The Institute, realizing this fact and that its future membership depends largely on the annual accretion of young men, is showing a keen interest in the problems of the mining schools and in the work of its Committee on Engineering Education. The Committee has, during the past several years, considered the problems connected with the training of men for the mineral industry, whether these have been problems of college training, or placement of the young engineer in the industry, or personnel training after he enters the industry. The field of interest and discussion has been as broad and varied as the mineral industry itself. Coal mining, metal mining and metallurgy have been discussed and the papers on these subjects have been outstanding contributions to the literature on mineral education.

NEW economic forces are at work in the petroleum industry.. In order to visualize these forces and clearly see their bearing on the producer, refiner and marketer, it is necessary to see in perspective the economic evolution of the business. For several decades prior to 1913 the outstanding feature of the petroleum industry was a trend toward integration, culminating in a huge combine, the Standard Oil Co. An important aspect of this integrative trend, however, was its concentration on the combination aid control of refining and marketing, leaving crude oil production, for the most part, to the exigencies. of small-unit competition. It is a noteworthy coincidence that during this era the law of oil and gas was formulated and applied, whereby these substances had to be reduced to possession to establish ownership; and the forces of competition in crude oil production were thereby intensified. It was to the interest of an industry, safeguarded in its control of manufacturing and markets, to have supply stimulated by legal convention as well as by individual initiative in order that the growing demand could be met without interruption. And so over-production of crude oil during this era was no handicap, but rather an aid, to the progress of the industry.

Discussion of a Paper by Mr. C. H. White, read at the Atlantic City Meeting, February, 1904. (Annual Meeting, February, 1005.) ARTHUR JARMAN, Sydney, New South Wales, Australia (communication to the Secretary*) : All designs for modern metal¬lurgical and chemical laboratories should provide each student's desk with a hood or cupboard for the removal of fumes, but I doubt the advisability of placing air-baths and similar apparatus close to the hot plate. It seems to me that unless the draft be exceptionally strong the fumes from ordinary wet assay work will corrode the iron-work of the fittings, in which case the baths would have to be removed to a general desk in order to lighten the work of the laboratory attendant. Since the laboratory described by Mr. White has been in use for two years, I should like to ask if any inconvenience has resulted from this corrosion. If not, it is certainly an important improvement to have the air-baths and similar apparatus placed -on the student's desk. The hoods described by Mr. White are supplied with a good draft by means of a fan, which gives them a great advantage over those at the metallurgical laboratory at the University, Sydney, in that no doors to the hood are needed. Each hood in the laboratory at Sydney is connected by a glazed earthenware drain-pipe with a vertical flue, 20 ft. high, having a lighted gas jet at the bottom to assist the draft. Although the draft is good, fumes of sulphuric acid cannot be drawn o$ unless the doors of the hood are lowered more than half-way. In my opinion, a fan should be used for the purpose of creating the draft, and glazed drain-tile should invariably be used for the flues because no other material possesses the same advantages. The nature and comparative features of anthracite and bituminous coals have been discussed by the writer in two previous papers.' Although this paper is offered as a further contribution to the subject, it seems desirable at the outset to repeat some of the descriptive matter of the early works in order to show the actual connection between various constituents of both coals and the new photomicrographs and other physical and chemical properties. Structure of Anthracite and Bituminous Coals A lump of bituminous coal (Fig. 1) is readily seen to be composed of layers differing from one another in texture, luster and thickness. There are, in general, three kinds of layers, although only two are usually seen. One is deep black, very compact, and has a bright luster; another is grayish black, has a duller luster and is less compact; the third is black, dull and porous in appearance, but because of its thinness is not often seen except on parting surfaces. This last material is charcoal. American students of coal morphology use the names anthraxylon, attritus, and fusain to designate these three constituents of laminated coal. Anthraxylon refers to the brightest bands, attritus to the duller layers, and fusain to the charcoal. Close examination of a lump of bituminous coal shows the brightest deep black layers to be embedded in the duller grayish black laminae. These deep black layers are lens-shaped and vary in thickness from thin sheets to over half an inch. They are often so continuous through the lump that their tapering terminae are not noticeable. On careful examination the duller grayish black laminae (Fig. 7) are seen to contain many very thin sheets of this very bright black material. The charcoal

IN designing a pocket instrument whereby any given horizontal or vertical angle may be closely approximated, the following points should be kept in view, if general utility is aimed at 1. The instrument should be light and compact, so that it can be carried in the pocket, or in a sling. 2. It should be capable of observing any angle whatever, horizontal or vertical. 3. Since time is often an important consideration in making a preliminary survey, it should be capable of giving the horizontal and vertical angle at one observation. I do not know of any instrument that will fulfill these requirements, except the one here described. Where the depression- or elevation-angle of the distant object, whose bearing is required, exceeds 50 or 60 degrees, it becomes difficult or impossible with a prismatic compass, for instance, to obtain accurate results; and since it frequently happens, particularly in mining, that much work requires to be done beyond that limit, it is obvious that an instrument which can be used to observe a high angle just as easily as a low one, if not absolutely a necessity, will at least be a great convenience. How this " pocket transit " attains to the required degree of universality will be understood from the diagram, Fig. 1, in which B is a beveled, graduated circle, attached to and freely revolving about the center of the magnet A. Light falling on B is reflected through a window in F (the compass-box), along the line AC, and is again reflected back to the eye at D by the prism C. THE problem of picking the best students for an engineering college can no longer, be considered as simply one of determining the amount of general ability, but rather of finding special aptitudes for scientific work, according to Carl C. Brigham~ a Princeton University professor, who has been conducting researches on methods of selecting engineering undergraduates at Cooper Union, an evening school in New York City. When we first began this investigation seven years ago," says Dr. Brigham, "we thought the whole job would be done a soon as we had found a good method of measuring general intelligence. Today we feel that we are still about five years away from a solution, but on somewhat firmer footing than when we were looking for general ability.

0 N March 5, at Carnegie Hall, Cleveland, the Ohio Section held a joint meeting with the Cleveland Engineering Society, and the local sections of the American Chemical Society, American Society of Mechanical Engineers, and the American Society for Steel Treating. Prior to the meeting there was an informal dinner attended by 50 men. Then followed an address, "The Principles of Corrosion Protection," by Ulick R. Evans, the well-known British specialist in this problem. There were 266 present, presided over by Zay Jeffries, president of the American Society for Steel Treating and a member of the Cleveland Engineering Society. On Nov. 11, 1909, M. Alexandre Pourcel, of Paris, France, upon the proposal of a large number of distinguished members, and the unanimous recommendation of the Council, was elected by the Board of Directors an Honorary Member of the Institute. M. Pourcel has devoted forty-three years to the metallurgy of iron and steel ; and the work which he did between thirty and forty years ago constitutes an important part of the founda¬tion of the practice of to-day. Among his striking contribu¬tions are : (1) his perfection, in 1869, of the manufacture of high-grade ferro-manganese in a carbon-lined open-hearth furnace, instead of the costly crucibles previously used; (2) his discovery, in 1874, of the method of making solid steel cast¬ings; (3) his manufacture, in 1875, of ferro-manganese and silico-spiegel in the blast-furnace; and (4) his anticipation, in 1875, of modern American blast-furnace practice, by the pro¬duction, in a very small furnace, of Bessemer pig containing 2.5 per cent. of silicon, from a burden yielding only 46 per cent. of iron, and with a consumption, per ton of pig, of only 1,8401b. of coke, containing 15 per cent. of ash. These brilliant pioneer achievements, together with his contributions to cur¬rent technical literature, won for him the Bessemer gold medal of the Iron and Steel Institute ; the great" medal of honor," which is the highest award of the French Society of Mineral Industry, and other gold medals, as well as the distinction of honorary membership of the Comité des Forges de France, which was conferred upon him in 1891. Pourcel has been instrumental, as consulting engineer of the Société de Commentry-Fourchambault, at Decazeville, France, in an extraordinary development of the manufacture of special steels. The dynamic principal stresses induced within rock by an explosion under con fined conditions are analyzed for the case of blasting with one free face by applying the values of measured radial displacement, particle velocity and so on to equations derived from the theory of elasticity. The dynamic stresses on the free face are also calculated from the strain measured by wire strain gauges affixed on the free face. Some results obtained are briefly: 1) The maximum stress on the free face appeared at the intersection between the free face and the burden, and its magnitude was about twice as large as the magnitude of the tangential tensile stress imparted by the incident stress wave within the range related to the breakage by blasting. 2) The maximum value of the compressive stress near the free face was decreased due to the existence of the free face, while that of the tensile stress was increased. 3) At any point near the free face, the directions of the principal stresses in the r? plane using spherical coordinates with the origin at the center of the spherical charge, changed with time except in the direction of the burden. However, at another point near the explosion point where the principal stresses were mainly those stresses caused by the initial longitudinal wave, the directions of the principal stresses coincided with those of the coordinate used. 4) The maximum value of the tensile stress in the F direction was larger than those in the re plane at and near the free face. 5) The tensile stress caused by the Hopkinson effect appeared only near the burden. 6) It is presumed from the results of stress analysis that radial cracks will be produced in the rock mass near an explosion point, but with the approach of the free face, the directions of cracks curve towards a direction parallel to the free face. INTRODUCTION In order to investigate the mechanism of rock breakage by blasting, it is considered to be very im- portant to know how the stresses are generated and distributed within the rock by explosion of a confined charge. As part of a research program concerning the mechanism of rock breakage by blasting, the authors have already published papers on the detonation pressure produced at the inner surface of the charge hole1 and on the behavior of the dynamic stresses within rock caused by an explosion in the case where no free face existed.' In this study the dynamic stresses on and near the free face have been investigated for the case of blasting with one free face. The mechanism of rock breakage in blasting is discussed in the light of these studies.
