ALL viscous or plastic flow of incompressible matter is the result of shear strain; the changing shape of any body that is being plastically deformed can be completely described in terms of the shear strain occurring at each point in the body.[t] Furthermore, the relative amounts of shear strain occurring in different parts of a body under stress depend upon the relative rates of shear strain at those different points, so that if the dependence of the shear rate of any material on the temperature, shear stress, previous history, etc., were understood, the principles of plastic deformation would be known, and we could calculate how a body made of a given material, having a given shape, and subject to a specified system of forces, would change its shape with time. It may be said, then, that the problem of plasticity resolves itself into, first, the problem of the rates of pure shear processes, and second, the application of what is known about pure shear to actual cases. It is the purpose of this work to investigate the former problem -i.e., the dependence of shear rates on temperature, stress, etc.-from the standpoint of recent developments in the field of chemical-rate theory and with particular reference to the phenomena occurring in the creep of metals and in the plastic flow of crystalline solids in general. It is left for the mechanical engineer, and perhaps the expert in hydrodynamics, to deal with the problem of applications.1 RESOLUTION OF MACROSCOPIC SHEAR INTO MICROSCOPIC MOVEMENTS; RESEMBLANCE TO CHEMICAL REACTIONS Just as any large body is made up of many small units, or atoms, so macroscopically observable shear is the result of many microscopic unit shear processes; just as the understanding of the behavior of large bodies demands the understanding of the atoms of which it is made, so the understanding of macroscopic shear demands the understanding of these fundamental unit processes. The study of shear from this "atomistic" point of view has made considerable progress. There has been fairly complete understanding of shear processes in gases for a long time, at least for nonturbulent flow, as a chapter on gaseous viscosity in any text on the kinetic theory of gases will prove. In recent years Andrade2 and Eyring3 have presented important theories for the flow of liquids and amorphous solids. Becker,4 Orowan,5 Taylor,6 Burgers,7 and Kanter8 have considered the

THE discovery of oil on the Goleta anticline has extended the petroliferous areas of California 18 miles west of the previous limit at Summerland and 35 miles south of the fields at Santa Maria. In each of these localities the oil is found in the Miocene-Pliocene strata, but as the oil at Goleta is found in the Sespe formation, which is generally considered as Oligocene or lowermost Miocene, the Goleta field extends the production of that horizon 52 miles west of South Mountain, the previous western outpost. Two horizons of high-gravity, paraffin-base oil have been found at shallow depths, and the exploratory well, Goleta No. 1, is now being drilled to test the productivity of an expected horizon in the Meganos formation. The Goleta structure is 12 miles west of the city of Santa Barbara and 2 miles north of the coast. Although it is within part of the old Spanish Rancho, Los Pueblos, it corresponds to T. 4 N., R. 29 W., S. B. B. and M., Santa Barbara county, California. The discovery well, Goleta No. 1 was drilled by the Miley Petroleum Ex-ploration Co. on the Tecolote ranch in the part of the Spanish grant corresponding to the sw. 1/4 of the nw. 1/4 of Section 3. Despite the apparent isolated position of the Goleta field, it is within the Ventura basin. The idea that the Ventura basin terminates at the ocean beach near the city of Ventura is neither sup-ported by the geologic structures nor the sequence of strata west of that city. This basin at the present time is known on the land as the Santa Clara valley and beneath the sea as the Santa Barbara channel. It extends westward to Point Concepcion. The Ventura basin, before the Miocene and Pliocene epochs of deformation, was much broader than at the present time. It is bounded by two lines of uplift, the Santa Ynez range on the north and the Santa Monica mountains with their extension, the Channel islands, on the south. Both of these ranges trend east and west. The Ventura basin and the mountains that bound it are part of a remark-able east-west orogenic unit, which interrupts the pre-vailingly northwest ranges along the Pacific Coast.

FEB. 17-The past month found the average citizen backed off just a little more into his blind corner staring glassily at hydrogen bombs, unbalanced budgets, John L. Lewis, more inflation, a rising wave of strikes, the country's only active battleship on a mudbank, a famous scientist in gaol as a traitor, a favorite actress on a Roman holiday, and rising mountains of potatoes, butter and eggs begging for destruction. About the only bright spot has been industrial activity and employment, but even these are menaced by the coal shortage. Most industries have orders on hand or in prospect to warrant high operations for some time to come. The trend of the Reserve Board's production index is upward except as strikes may interfere. There has been heavy buying at the seasonal merchandise shows, particularly in furniture and house-hold goods. The demand for goods of this kind illustrates greater confidence in the Spring outlook than was generally felt a year ago. Further, the demand also reflects improved market positions due to curtailment of output and reduction of inventories in 1949 and sustained consumer buying power. It demonstrates the strong support that is given directly to many businesses, and indirectly to all, by the phenomenal construction activity that is now under way. The Commerce Department places the number of new dwelling units started in 1949 at the new all-time high of 1,019,000.

The greatest objection to be brought against the present methods for estimating phosphorus in iron and steel, is the time consumed in the operation. The following method, originated and perfected by Mr. E. D. Campbell, assistant in the chemical laboratory of the University of Michigan, will, 1 think, if carefully followed out, give results that are sufficiently accurate for technical purposes, and will give them in less time than they can be obtained by any other process. The process consists in comparing the color obtained by the action of stannous chloride upon a solution of the phospho-molybdate precipitate obtained from the solution of iron or steel, with that obtained from a standard solution of molybdie acid which represents a given amount of phosphorus. The operation is as follows : Take of ordinary steel 1 grm. and treat as in any of the wellknown processes until the phosphorus is precipitated as ammoniumphospho-molybdate. When precipitated, the phospho-molybdate precipitate is filtered out, thoroughly washed with an acid solution of ammonium nitrate, and, finally, twice with water, to remove most of the ammonium nitrate. The precipitate is then dissolved in about 1 c. c. of 10 per cent. potassium hydrate, which is let fall drop by drop on the filter till the precipitate is dissolved ; the filter is now washed with about 25 or 30 c. c. of water, and the potassium hydrate solution, which now consists of 25-32 c. c. of solution, is boiled until the peculiar frothy appearance, which first appears on boiling, is entirely gone. The solution is then cooled until perfectly cold, and about 10 or 15 c. c. of strong hydrochloric acid added ; if the solution is kept cold this will form no precipitate, but a light yellow or colorless solution. The solution is now ready for the addition of stannous chloride, and the subsequent comparison of color produced with that obtained from the standard molybdie acid. The comparison is made in tubes that are calibrated like carbon-tubes, but which are larger, about 5/8-inch bore, and graduated to 100 c. c.; this makes them about 18 inches long. It is impossible to speak in exact terms of the effect that selective flotation has had, is having, and may have on the State of Utah. Its results enter into the economic structure of the state in so many ways and its ramifications are so widespread, that every line of industry is affectcd. Some effects can be definitely determined; others can be reasonably approximated; but the effect as a whole can not be set out in exact figures. Utah is essentially a mining state; mining is its basic industry and always will be. Agriculture, equally a basic industry, and of course, equally vital, can be practiced on only 6 per cent. of the 85,000 square miles of its area. It follows, therefore, that the economic future of this state depends upon a development of its natural resources. About 6 or 7 years ago, the mining industry in Utah was at a low ebb. This condition was caused partly by postwar conditions and other temporary causes, but prevailed also, which was most important, because the direet-smelting ores of the state were being rapidly exhausted and the cost of treatment of complex ores was almost prohibitive. Furthermore, the wet concentration of low-grade ores was unsatisfactory and did not result in producing a good smelting product. On visualizing this situation, one of the large smelting companies in the valley had the courage, ability and faith to develop and expand the principles involved in selective flotation of complex ores. This example has been followrd by other smelting and reduction companirs and the result has changed the entire aspect of the mining industry in Utah. The utilization of the zinc in the low-grade, lead-zinc-silvrr ores was the principal prob1t.m to be solvcd. The average yearly production from the State of Utah for the 10 years beginning 1914 and ending 1923, was something less than 10,000 tons of zinc corlcentrates. This period includes the world war, when abnormal priccs stimulated production. In 1924, selective flotation began to be practiced on a considerable scale, replacing concentration by gravity and bulk flotation which had been used generally until this time. Production and Value of Zinc Concentrates The production of zinc concentrates during 1924 was approximately 24,000 tons, or twice the average yearly production of the previous 10

The following have been compiled from information furnished through the courtesy of Dr. W. P. Haynes, of London, and Mr. T. V. Grigorescu of Ploesti, Rumania. Gura Ocnitzei was the most active field during the year, furnishing 40 per cent of the production and 50 per cent of the drilling activity. Extensions to the west in this field were made both by Concordia and Romana Americana. In these new extensions the bulk of the production comes from the Drader member of the Dacian, with an average depth of 1300 m.; the underlying third Meotic at 1700 m. has not been developed yet. In Gura Ocnitzei east no new drilling has been done in 1933, but here declining pressures have led to the extensive use of gas-lift and pumps. Ochiuri saw some small drilling activity, but production declined. Two good wells were brought in by Unirea and Astra at the close of the year. Boldesti continued to be developed on a general plan by the four major companies interested. Production was from the Meotic, which in this dome has been penetrated for 356 m. Reserves have been estimated at about 63,000,000 bbl. An important discovery in this area was the bringing in of Credit Minier No. 1 Harsa to the east of the main field and producing from the Meotic. This well came in during October, 1932, and is now making 1400 barrels. In the Moreni Piscuri field only routine operations have been carried on. The prolific sands are now declining rapidly. Ceptura also saw only routine operations. In the Arcesti field development of the Meotic continues. Seven new wells were brought in during the year and ten were drilling at the close of 1930. The field produced over a million barrels for the first time during 1933. In the other fields only routine operations were carried on. A considerable increase in efficiency of operations was noted during the year. The average drilling time has been reduced, coring programs have been amplified, and much care has been taken in straight hole drilling. The Schlumberger electrical coring apparatus is extensively used. Electric-driven rotaries have been introduced at Gura Ocnitzei. The Moniteur du Pétrole Rouman reports that the index cost of drilling one meter, taking 1929 as a base of 100, has been reduced to 32 in 1933.

FROM the first to the last meeting of t h e Rocky Mountain Club John Hays Hammond served as president. He guided its deliberations when there were any, but that always y o u n g organization was never particularly deliberate. Youth never is. And the Club was the embodiment of the youthful spirit of the West, which considers any- thing can be done if there be but the will to do it. Ham- mond and the others came out of the West, but they, brought the West with them P and in all the far countries in which he has served his profession and in all the honorable offices in which he has served his country, he lived true to the ideals under which he was raised. A Californian, born in San Francisco in 1855, the son of an army officer, Major Richard Pindell Hammond, educated in the public schools of his native city, at Yale, and at Freiburg, he turned early and quickly to mining. He served his apprenticeship as all successful mining men do, as assayer, surveyor, as assistant in ex-aminations and later as principal, and finally as mine manager. Even in those days of beginnings, his future world-wide career was foreshadowed in that Mexico as well as California served as his training school. His first major step up the ladder was in connection with the Bunker Hill and Sullivan mine, where he served in various positions finishing as president and considerable owner. It was from this great lead mine that he was called to South Africa, where he remained a number of years and was the technical expert who guided the great enterprises of Barnato Brothers and Cecil Rhodes. The story of his activity in developing the "deeps" of the Rand and in opening Rhodesia has been often told but is always an alluring one of adventure and accomplish-ment. After his famous escape from death at Johannes-burg as a member of the Reform Committee, he went first to London and later returned to the United States representing both British and American capital in the purchase and development of great mines in all parts of the world. For some years he was general man-ager, consulting engineer, and director of the Guggen-heim Exploration Co., but of recent years he has oper-ated entirely on his own account and with marked success.

THE importance of having perfectly pure metals has led me to present to the Institute a record of some of the trials that have been made to obtain these metals, and also to show one of the largest specimens of extremely thin metal plate which has ever been made. The malleability of metals varies generally directly with their purity, and hence it is only with very pure metals that thin sheets can be obtained. The competition among different manufacturers has been so great at times as to lead to expensive and apparently useless experiments in obtaining in the first instance very thin sheets, and afterwards very large and thin sheets of metal, apparently with no other purpose than that of being able to say that they had produced the thinnest or the largest thin sheet that had ever been made. These experiments were at first confined exclusively to iron, their object being to show the great dexterity of manipulation, as well as the purity of the metal manufactured. They have since been extended to almost all metals by electrical action, and have gone far beyond the limits of what was possible with purely mechanical means. The processes which have been used are rolling or hammering, electrical deposition in a vacuum, and lastly, electrical deposition on plates, easily soluble in acids. The first and last of these methods have been known and practiced for a very long time, having been used to make thin sheets of almost all the metals. The other is of quite recent application. In the iron manufacture, the strife to produce these thin sheets was commenced in the year 1865, by the Sligo Iron Works writing to a firm in Birmingham, England, on a sheet of iron containing 270 square centimeters, and weighing only 4.469 grams. For some time this was considered to be the thinnest sheet iron that could be made. T. W. Booker & Co., of Cardiff, England, however, produced a few months afterward, a sheet of the same size, weighing only 4.015 grams. This was succeeded by one rolled by Neville and Everitt, of Llannelly, weighing only 3.174 grams. This was followed by one from Hallam, of Swansea, which was 283 square centimeters in size, and weighed but 2.979 grams; and this by one rolled by R. Wil-

Discussion of the paper of DORSEY HAGER, to be presented at the Colorado meeting, September, 1918, and printed in Bulletin No. 138, June, 191S, pp. 1109 to 1118. WALLACE E. PRATT, Wichita Falls, Tex. (written discussion*).¬Mr. Hager has touched upon interesting problems related to the broad subject with which he has entitled his paper. As to the existence of the important structural feature in the buried Bend series, which Mr. Hager constructs from well-logs, and designates as the "Bend Arch," there seems to be general agreement among a number of observers. Indeed, M. G. Cheney1 and Robt. T. Hill2 have each published structural maps of the Bend Arch that do not differ essentially from the map shown in Mr. Hager's Fig. 1. The reflection, in the overlying, unconformable Cretaceous, of certain folds in the Pennsylvanian, with which the petroleum accumulations has to do, is an important observation on the part of Mr. Hager, since, as he says, much critical territory is covered by Cretaceous, and it is highly desirable that the underlying Pennsylvanian structure be mapped, if possible. If the folds in the Pennsylvanian are of post-Cretaceous age, then it should be possible, in spite of the intervening unconformity, to determine approximately the position of buried folds beneath the Cretaceous overlap. The idea of post-Cretaceous folding would not be out of accord with the suggestion by Carroll H. Wegemann that the folding of the Permian beds in southern Oklahoma was still in progress as late as the Tertiary.3 But most observers have related the folds in the Pennsylvanian and Permian beds at the surface, both in North Texas and southern Oklahoma, to the process of. emergence of the land area at the end of the Permian. It seems more probable that the reflection of Pennsylvanian folds in the unconformable Cretaceous which Mr. Hager observed is due to long continued persistence of stresses which were largely relieved at the close of the Permian, than that the principal period of folding was post-Cre-taceous; this being the case, it seems likely that only folds of greatest intensity in the Pennsylvanian will, be decipherable in the Cretaceous overburden, and that many promising structural features are so concealed by the Cretaceous as to escape detection except by drilling.

Discussion of the paper of E. L. deGolyer, to be presented at the Colorado meeting, September, 1918, and printed in Bulletin No. 137, May, 1918, pp. 987 to1000. J. A. UDDEN,* Austin, Tex. (written discussiont).-I have read Mr. E. L. deGolyer's paper on The Theory of Volcanic Origin of Salt. Domes, with a great deal of interest. It seems to me a very able summary and discussion of the various theories set forth to account for the origin of our salt domes on the coast. It has always appeared to me that what we need is more observations on the facts involved and I regret very much that so far we have not been able to devote much time to the study of our salt-dome fields on the coast in this State. One feature that I do not find mentioned in Mr. deGolyer's paper is the so-called "cap. rock" overlying the salt. The nature of this rock seems to vary from a coarsely crystalline limestone to a fine-grained limestone containing sand and in which the limestone seems to be intersticially introduced material. We should be prepared to accept, if necessary, "more than one theory. To my mind, the igneous theory and the artesian theory, if I may so call it, may very well both be true. The "squeeze" theory and the artesian .theory may,, it seems tome also, jointly explain the phenomena. Neither the volcanic nor the salt "squeeze" theory explains the presence of the cap rock. The latter certainly does not explain the extensive sulphur deposits which occur in association with the cap rock. Whichever additional theory will be found best to explain the salt-dome structures, when we shall know them better, it seems to me that the theory first advanced by R. T. Hill and later elaborated by G. D. Harris, is not likely to be entirely replaced. Whatever cause has first set into action an upward circulation of gases and liquids in our salt domes, it seems to me that to a gentle circulation of the kind postulated by their theory is to be ascribed the uppermost and the later phenomena in our salt domes on the coast, with which we are most familiar; such as the cap rock, the sulphur, and the gypsum and anhydrite deposits.

THE direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1. It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes. PREVIOUS investigations on the effect of stress changes on the high-temperature creep and fracture behavior of metals have been confined mainly to the testing of complex alloys.172 Most of these alloys are structurally unstable during creep because of such effects as recrystallization, overaging, and so forth, so that the results are of limited application. The only pure metals on which observations have been made appear to be lead3,4 and aluminum5 tested under conditions which allow rapid recovery to take place. The present work describes the effect of a single stress change on the creep and fracture properties of a metal in which recovery is very slow. A Ni 0.1 at. pct Pd alloy was used so that grain growth and recrystallization did not occur during creep testing. Specimens of this material were heat-treated to give a uniform grain size of 10 grains per mm. Creep tests were carried out at 500°C using Denison T.47 machines; details of the creep-testing procedure have been given elsewhere.' All specimens were tested at a constant initial stress of 5 tpsi which gives, in an uninterrupted test, a minimum creep rate of ~10-3 pct per rnin and a life of -7000 min. Specimens were loaded under these standard conditions and after 1500 min, when secondary creep was well-established, the stress was changed to either 8, 7, 6, 4, 2, or 0 tpsi for a period of 180 min. After this time the original load was reapplied and the tests continued to fracture. The results are shown in Fig. 1. No detectable creep occurred during the period of reduced load, even at 4 tpsi, and on reverting to 5 tpsi the creep rate returned to its original value immediately. Increasing the stress to 8, 7, or 6 tpsi resulted in an instantaneous extension followed by a period of transient creep leading to a new steady creep rate. On returning from these higher stresses, the resulting creep rate at 5 tpsi was very low compared with the original value. Furthermore, the higher the stress during the stress change, the lower was the final creep rate. It is significant that the rupture life is comparatively unaffected by any of these stress changes.

M. Balicki—As one who some years ago spent much time searching for an alloy with high thermoelectric power that would be suitable for heat energy-electric energy converter based on the principle of a thermoelectric pile, I would like to make a few comments touching upon that aspect of this excellent paper. The specifications which one of the authors has formulated so aptly do not appear to me as complete, and I would like to add to them the following two demands: (1) Melting point not less than 500°C and (2) elongation on 2 in. at least 5 pct. Condition 1 would insure good thermodynamic efficiency of the pile by permitting a reasonably high temperature of the hot junction and at the same time making it suitable for such application as salvage of vast amounts of energy which is lost in the form of sensible heat of waste gas leaving industrial and other furnaces. Condition 2 is also a very important one; particularly, because of the fact that all elements and alloys which exhibit attractive thermoelectric properties seem to be as a rule very brittle. The design, erection, and maintenance of a pile incorporating a brittle material in one of the most crucial parts of the converter would be a very difficult and costly affair indeed. To illustrate this point I may mention great difficulties I encountered when trying to make thermocouples of silicon. Casting of 1/4-in. rods in iron or graphite mould yielded only broken pieces which had to be welded into a bar. Such a bar had to be handled very carefully during the determinations. Raising the molten silicon by vacuum into a silica tube and solidifying it there solved the problem of stability as well as that of electrical insulation of a bar. On tests this bar (98.5 pct Si) showed dE/dT = — 275.5 microvolts per degree C vs. copper. Thermocouples made of this grade of silicon and pure nickel developed 0.39 v when temperature of the hot junction was approximately 1000°C. The possibility Dr. Gonser has mentioned of trying to impart to metals good thermoelectric properties by alloying them with silicon, has been considered. The preliminary survey which I have made was, however, disappointing. Perhaps, it will be advisable to record the results obtained (table VI), as this might save repetition of search in fields already covered.

THE pressures of Mn(g) in equilibrium with Mn7C3 and graphite have been measured by McCabe and Hudson' and Butler, McCabe, and paxton2 by means of graphite, zirconia, and Ta-Mo Knudsen cells. The details of corrections in their measurements were somewhat different from those of the authors;3'4 hence, further independent results at higher temperatures seemed to be warranted. The stoichiom-etry of Mn7C3 in equilibrium with graphite and its stability up to the vicinity of 1373 °K have been satisfactorily established by Kuo and persson5 (See also Hansen and Anderko).' The method of investigation has been described elsewhere in detail.3'4 The carbide was prepared in the manner described by McCabe and Hudson. In order to avoid possible reactions with refractory oxides, only graphite cells were used for the effusion experiments. The authors' results are the runs M-1, M-2 and M-3 listed in Table I, together with those of McCabe and co-workers. The heat capacity, c;, of Mn7C3 is not known; therefore McCable et al. plotted their data as log P vs 1/T and the results were only expressed first' as, and later2 as logP=- -14220+6.06 without further thermodynamic calculations. However, it is possible to estimate closely the necessary heat capacity as follows: When H; - &98 of CrC, or MnO, is plotted vs x, corresponding to various compounds, with temperature as the parameter, it is seen that the relationship is represented by a line of very small curvature. This relationship is also followed by other compounds which do not exhibit solid state phase transformations. In view of the fact that chromium and manganese have the atomic numbers of 24 and 25 respectively, it is reasonable to assume that H; - H;ae vs x for MnC, follows the same type of lines as those for CrC, for which adequate data are available.7 Similar correlations appear to be valid for oxides of two neighboring metals for which reliable data are available. The procedure is thus to move the lines for CrC, vertically (parallel to the axis of HT - H298) until they coincide with the points for MnC1/3, the only carbide of manganese whose H; - HO298 has been

F. C. HENDERSCHOTT,* New York, N. Y.-I am going to take, as the text of what I shall discuss, a portion of the second paragraph of Mr. Stanford's paper. It read as follows: "The most vital need of the management is for more brains. The logical course for an engineer ;in charge of an industrial organization is, therefore, to direct whatever forces may be at his command toward the development, training and guiding of-all the brains in his organization. This is easier said than done, for it involves the carrying on toward two objectives, the maximum of productive work and the development of the individuals, who perform it;" and the last sentence of the paper; "Industry has no greater asset than an intelligent workman." The United States of America, at the outbreak of the present war, had the best equipment of any nation in the world. That statement holds not only for our -shops and our transportation systems and our stores and our farms and our homes, but it holds generally.. There was no other nation in. the world that had so good equipment as the United States. There was no other nation in the world that could be called progressive that has such poorly trained workers as the United States. Even Norway, Denmark, Sweden and New Zealand ranked ahead of us. Now that is the, problem, generally speaking, and there was recognition of that fact, a growing recognition which-took form, and one of its forms was what we call the corporation school. Now obviously a corporation has no particular educational functions, but as is said in the closing sentence of Mr. Stanford's paper, or as is implied, an industrial institution is, after all, the reflection of the aggregate of the efficiency of the individuals who compose that organization. There is no way of getting away from that. If your individuals, from your president down, are efficient, if your individual has developed his brains, if he is a trained man, you have got an efficient organization, and if you haven't that condition, you have got weaknesses and your organization is no stronger than those weaknesses. I maintain that the same thing holds for a nation; .a nation is as efficient as the collective efficiency of the individuals who compose the nation, and no more so.

Records of coal in Colorado begin only a few years before the Civil War. In 1859 Macomb reported beds of lignite on both sides of Galisteo Creek, and in the foothills of the Placer Mountains, a place where an outburst and overflow-of trap had changed the lignite into bright, hard anthracite.1 The Union Pacific Railroad sent Joseph T. Hodge to investigate the coal deposits in the Rocky Mountains, close to the projected line, in the fall of 1863. He was told of coal on South Boulder and Rock Creeks, and that somewhere on Lodge Pole Creek it was being worked for supplying fuel for stage stations; a bed was also reported seven miles north of the stage road between Laporte and Latham. It was only in the vicinity of Denver that coal mines were being worked to any extent; these openings were on Coal Creek about 22 miles north of the town, said to have been opened in. 1860. The coal was used by the smiths with ,difficulty and slacked badly on exposure., Some coke was made from one of the seams, the coke being preferred to the raw coal by smiths. Another district was opened along South Boulder Creek, about two and a half miles from the base of the Rocky Mountains, two mines being worked to supply the Denver market.2 Hayden reported a large bed of coal at Golden in 1861 and of having seen a similar one in 1862 about 65 miles east of Pikes Peak, and in 1866, he saw large beds on Rock Creek 16 to 19 miles from Golden. In 1867 he saw the Belmont or Marshall's mines opened in 1863 on South Boulder Creek, which he said was the finest exhibition of coal in the state. The next one was the Murphy mine, on Ralston Creek, five miles north of Golden. A mine was also being worked near Canon City at that time.3 The coal at Golden was being worked in 1864.4 In 1867 the coal mined at Golden was being used in a firebrick' works. At Canon City and other places on the waters of Arkansas River, coal was being mined for use in the valley towns, bringing $5.00 per ton at the mines.5

Discussion of the paper of SAMUEL S. WYER, presented at the New York meeting February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 263 to 279. DAVID T. DAY, Washington, D. C.-I would like to ask whether the court decisions quoted in the paper are general, or do they represent one side of the case; if so, are there any decisions that represent more than one side of the case? Are they of general application, or do they affect only one side? Also, what is the difference between a pump and a compressor from the standpoint of the natural-gas industry? I notice stress is laid on the word "pump" in. connection with some of the legal decisions, and then it is stated. that they must not pump or compress above 300 lb. The question is, is a pump a compressor and a compressor a pump, under certain conditions? SAMUEL S. WYER, Columbus, Ohio.-Answering the first question, I will say that the decisions cover both sides of the case very thoroughly, and are uniformly on the side that a company is justified in the use of gas compressors; in other words, there are no decisions holding it to be illegal to use gas compressors, with the exception noted in Indiana, Kansas, and Oklahoma where you cannot go below atmospheric pressure. In regard to the second question, I think the engineers and the gas operators themselves are responsible for the confusion. It is because the use of the term "pump" is almost universal, and so many people have obtained the idea that the primary function of a gas compressor is to pump air into the gas, in order to increase the consumers' gas bills. I appreciate that it is very hard to draw a clear line of demarcation. between a pump and a compressor. The distinction I have always made myself, and which I think is a logical one, is that you do not get the pumping action until you get below atmospheric pressure. As far as the compression end is concerned, there is only one State, namely, Indiana, that has any statutory limitation with regard to how high the pressure may be increased in order to put the gas into the transmission lines. The State law in Indiana limits the maximum pressure to 300 lb. per square inch.

Most of today's open pits take the form of conical-shaped excavations in the relatively flat or undulating terrain surrounding them. Ore is usually hauled uphill from the pit bottom by truck, rail, or skip to crushing, beneficiation, railroad loading, and stockpiling facilities near the edge of the pit. There are, however, a few orebodies whose locations in mountainous terrain causes special problems that generate different technical solutions. LAMCO's 10.5 million metric tons per year high-grade iron mine in the Nimba Range in tropical Liberia is probably one of the most extreme of these exceptions (Fig. 1). At Nimba there is a 2,000-ft difference in elevation between the upper- most levels of the orebodies and the start of the railroad below at the foot of the mountain. Haulage to the crusher is usually downhill at grades of up to 12% dictated by the topography of the rugged terrain. Ore is transported from the crusher down the mountainside by a conveyor sys- tem 10,096 ft long, whose average grade is 18%. The belt is braked by asynchronous generators, feeding power into the local network. The original crusher must be relocated at a lower elevation outside the final pit limit to allow that part of the mountain on which it now stands to be excavated. HISTORY The LAMCO Joint Venture is owned 75% by the Liberian-American- Swedish Minerals Co. (LAMCO) and 25% by Bethlehem Steel Corp. LAMCO is comprised of a 50% interest by the Liberian Government and 50% interest by Liberian Iron Ore Ltd (Fig. 2). This joint venture was launched to develop the high-grade iron ore deposits of the Nimba Range.

THE geology of the Coeur d'Alene mining district is so familiar to every one interested in mining that I will only note as an introduction that the main producers are mines whose orebodies lie in the Revett or Burke quartzites ; that the known orebodies in the eastern part of the district all lie north of the Osburn fault; that the Prichard formation is quite generally looked upon as being unfavorable for lead deposits ; that the monzonite intrusive mass extending north from Gem to Sunset Peak, and over into Cedar Creek divide, is considered to have been the prime agent in the crea-tion of our orebodies, and that diabase dikes are a quite common feature at most of the properties with which I am familiar. Some of the exceptions to these statements may be mentioned. The Interstate-Callahan mine is considered the exception disproving the alleged relation between large ore-deposits and the Prichard formation, but this property was primarily a zinc producer, with lead secondary, though of sufficient tonnage to be a valuable product. A second interesting occurrence in the Prichard worth calling to your attention is the Jack Waite property, on Tributary Creek, north of Murray. This vein lies at a low horizon in the Prichard forma-tion, and the ore differs essentially from others in the same horizon elsewhere in that it is a clean, medium to coarsely crystalline, lead ore carrying very little zinc, about one ounce silver to ten units lead, and is accom-panied by a clean quartz gangue or vein filling. I believe that quartz was the primary mineral in the fissure, and that the lead ore was deposited in the vein as a replacement of the quartz.
