THE safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. This fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossment in earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual-cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

ALTHOUGH the diamond as a gem stone dates back many hundreds of years its use industrially, at least to any extend is recent. The old adage: "Use a diamond to cut a diamond" indicates that some industrial use was made of this material in cutting and polishing many years ago. It also put to various other industrial by the Romans. General industrial use however was never developed to any considerable extent until about the time of the first World War. It is definiely known however, that a Swiss watchmaker, M. Leschot by name, invented a diamond drill in or about the year 1862, Today, some 75 or 80 per cent of the total didamods produced are used in industry. There are two main classifications of diamonds : (1) carbonados or "black diamonmds," and (2) diamonds proper.

IN extension of a suggestion already made to account for certain features observed in the Juneau gold-belt in southeastern Alaska,' it is the object of the present paper to indicate in detail certain conditions in which deformation of rocks under their own weight might lead to the production of fractures in which veins could be deposited. A direct, uniformly-distributed pressure of sufficient intensity applied to an elastic brittle mass offering strong resistance to deformation produces rupture. In a material of ideal properties the surfaces of rupture under such pressure would be shearing planes inclined at 45° to the line of force, unless there be preliminary deformation, in which case this angle would be greater than 45°. This general conclusion, resting upon ana¬lytical mechanics, is completely supported by the results obtained by Daubrée in experiments upon the deformation of wax and resin prisms under compression. Let us then first con¬sider one of Daubrée's diagrams. In the case illustrated in Fig. 1, four sets of fractures in two appproximately right-angled pairs (that is to say, in conjugate sets) were produced by end-wise compression of the square cross-sectioned prisms. These fractures cut the axis of compression at approximately equal angles, not varying greatly from 45°. The location of the four sets of fractures is obviously determined by the shape of the prism, since the material in each corner acts in a way as a buttress, permitting the bulging to take place most readily on the sides. THE general public does not know that there is such a thing as metallurgy and it is very seldom that you see the word metallurgy in print except in technical magazines. Perhaps it is more to the front now than in former years; the Dee. 30, 1929, issue of Time mentioned under the heading of "Science7' certain new achievements in metallurgy, which may be cited as a rare instance of the use of the word in anything but the technical press. Too often the part the metallurgist plays in the advancement of the different branches of engineering is overlooked. To say that the public does not know there is such a profession as metallurgical engineering seems to be a bold statement, but had there beep time a questionnaire could have proved this beyond doubt. Suppose a carefully-planned questionnaire had been sent to all high school students asking them, among other questions, to list the different branches of engineering, I believe that the several professions would have been listed in this manner: (1) Electrical engineering; (2) mechanical; (3) civil, and (4)' mining. One in each hundred might have listed metallurgy as an engineering profession. Even the Society for the Promotion of Engineering Education in its Bulletin No. 10-"Investigation of Engineering Education" lists Civil, Mining, Mechanical, Electrical, and Chemical, leaving out Metallurgical Engineering.

LONG before the Stone Age, when man first sought shelter where there-were no natural shelters, such as caves and clefts in the rock, he uprooted trees and planted them upside down so that the roots formed the roof. By selecting trees whose roots grew out in a horizontal direction and; by planting these trees close enough - together, a crude shelter was formed. He then took mud, formed a plaster and covered over the' roots. Later the walls were made by using sticks and twigs and plastering between them. It is natural then, that he wiped his muddy hands on- his own hairy body and soon found that the mud was difficult to remove when, dry. It is due, to this discovery that we mix animal hair in 'our modern plaster to increase its strength. The use of fibrous asbestos in some refractory cements has followed this same principle.

THE No. 9 mine of the Wheeling & Lake Erie Coal Mining Co., a subsidiary of M. A. Hanna & Co., at Fairpoint, Ohio, has normally produced about 1000 tons of coal daily for several years, but recently it was converted into an experimental mine to afford means of studying new methods and equipment under consideration for development and mining. Among other projects, the possibility of using a duck-bill, self- loading conveyor in driving entries, with a view of in- creasing the rate of progress where quick development is of importance was studied. Actual operation soon revealed that even though break-throughs are made ,every 60 ft., as required by the state mining laws, the :amount of natural Ventilation reaching the working face was not sufficient to supply the men and that in ,order to obtain a plentiful supply of pure. air and maximum efficiency and to avoid costly interruptions after shots, it was necessary to supply auxiliary ventilation by using Ventube and a Vano fan.

A first requirement for assessing the safety of a rock slope, either artificial or natural, particularly if the rock behaves in an elastic-brittle manner, is a proper knowledge of the distribution of stresses within the slope and their development with time and advancement of workings.

FOLLOWING careful study of the relations of the Institute to students and the younger members of the profession, the Membership Committee recommended to the Board a change of plans abolishing the Junior Associate class of membership, substituting a -Junior membership and providing for Student Associates. The Board adopted this report at its meeting on Nov. 23, and asked Counsel to draft the necessary amendments to the By-laws, and gave formal notice of intentions to amend as provided in Section I, Article XI1 of the existing By-laws. The By-laws as it is proposed to amend Article I, 11, 111, IV, X, and XI follow. The new plan requires no changes in the other Articles. The matter will come before the Board for vote on Jan. 25.

THE Sydney coal field, the largest and most valuable in Nova Scotia, is on the northeastern coast of the Island of Cape Breton, extending from Mira Bay on the south to Cape Dauphin on the north, a distance of 30 miles, and has a general dip northeast under the sea. The field embraces the mining villages of Morien, Birch- grove and Reserve and the towns of Dominion, Glace Bay, Waterford and Sydney Mines. The city of Sydney is about midway between the northern and southern extremities of the field and on the western fringe of the productive coal measures. Sydney harbor crosses the coal field, cutting off direct rail connection between Sydney Mines and the greater part of the field to the southeast.

THIS account of a contrivance which has been found serviceable in practice may be of interest to engineers, and' especially to those engaged in hydraulic mining. In that process, one feature which seems at first sight to possess little significance, is highly important in its effects, namely, the regular supply of water to the " giants." The chief condition of this regularity is an even flow in the pipe-line from the penstock to the nozzle. This, of course, requires that the penstock be kept full. Any considerable surplus of water, overflowing at the penstock, is a simple waste, unless it be otherwise utilized in the sluices. At all events, it does not affect the delivery of the nozzles. But a deficiency at the penstock may admit air into the pipe; and this may produce hydraulic recoil, injuring the line by incessant vibrations, giving rise to leaks, and even to blow-outs, and (when a partial vacuum exists at the time of the fracture the collapse of the pipe. An accident of this sort in our main pipe-line, occasioned partly by a settling of the ground and partly by the presence of air in the pipe, led to the employment of the device here described. The line referred to is made of 30-in. pipe, successively reduced to 18 and 15 in. in diameter, for the supply of two giants. By reason of the causes above mentioned, the 30-in. pipe burst more than 1,400 ft. from the penstock, and, despite the air-valve, the 30-in. pipe was collapsed to such a degree that one length of it, next to the penstock, was squeezed together and positively swallowed by the main pipe, through which it traveled for 750 ft., piercing through a short elbow on the way. This remarkable result was undoubtedly the effect of the vacuum suddenly produced when the pipe burst.

THE initial meeting on Mining Methods* opened at 10 o'clock Monday morning with Scott Turner as chairman and W. Spencer Hutchinson as vice- chairman; about 60 attending. After preliminary announcements Theodore Marvin was called on for his paper,, entitled "Rock Tunnel Methods," which has been appearing serially in The Explosives Engineer. Marvin read the introduction and called attention to the account of one or' two particularly' interesting projects, such as the. Brooklyn water supply tunnel. E. D. 'Gardner, Char1e.s S. Hurter, L. D. Lamont and Spencer P. Howell took part in the discussion, Howell commenting on the fact that, in one case cited, misfires had occurred through detonator wires 'coming in contact with the case of an unapproved flashlight, .,: and that all flashlights should be approved.

BENTONITE deposits are known to occur in Texas within the Jackson group of formations. This group represents the uppermost Eocene age sediments found in the coastal plain area of Texas. It outcrops across this area of the state in a narrow band of some 4 to 20 miles width. The outcrop pattern roughly parallels the present Gulf of Mexico shore line and is some 100 miles inland from the Texas shore, Fig 1. The principal bentonite deposits are found in the areas where this outcrop pattern cuts across the south-central Texas counties of Karnes, Gonzales, and Fayette. In these deposits, the better quality bentonite is found in the lower or bottom layers of the volcanic ash deposits in which they occur. Some of these better quality bentonites develop very light colors upon firing and therefore justify their being classified as "white firing." The deposits in Karnes and Gonzales Counties apparently occur in commercial quantity, whereas the white firing strata so far uncovered in Fayette County have been too thin to be classified as yet as "commercial." A study of the ceramic properties of the weathered ash in Gonzales and Karnes Counties was reported in 1941.1

THE Charleston Section of the A. I. M. E. held a joint meeting with the National Coal Association and the American Society of Mechanical Engineers on May 6 and 7, at which 94 members and guests were registered. Mechanical operation of coal mines was the subject discussed. First on the program was a paper entitled "Rock Dusting in the Coal Mines of West Virginia," by R. M. Lambie, chief of the Department of Mines, and Gordon MacVean. It appears in full in the current issue of MINING AND METALLURGY, p. 290. J. E. Jones of the Old Ben Coal Corp. opened this discussion by describing the method of rock dusting employed in the mines of that company, giving many interesting details, incidentally referring to the use of rock dust in fighting mine fires. He described one case where a number of troughs was brought to within 150 ft. of the fire, and rock dust had been thrown in its direction. After each trough had been thrown the party advanced a few feet, where another trough was discharged. About 10 ft. were gained on each advance, until the party found they had advanced completely over the fire.

THE present milling operations of the Chief Consolidated Mining Co. consist- of flotation of oxidized minerals from siliceous ores of the Tintic Mining district, Utah. As the lead, silver, and gold minerals that give the ores economic value are almost entirely oxidized; their successful flotation has necessitated the solution of many new problems. Laboratory effort resulted in the selection of a, natural float for the oxidized minerals. 'By "natural float," I mean that no reagent was added to produce a sulfide film on the osidized minerals before or while subjecting them to flotation operations. As compared to methods involving sulfide filming, the natural float was selected because it promised successful treatment of a larger variety, of ores without change in quantity or kind of reagents, as well as a better economic balance between metal recovery and concentration ratio. In explanation, I can, state that with sulfide filming, the efficiency of the method decreases rapidly with increase of hydrated, iron osides in the ore, whereas with the natural float the same effect has not been noted. Evidence shows that although sulfidizing can produce greater metal recoveries, it yields a concentrate so much lower in grade that no advantage results.

JOHNSON, JR., Ashland, Wis. :-Is it true that titanium reduces the chill in chilling iron? If so, as I think Mr. Stoughton has stated elsewhere, then I do not see how titanium is beneficial in car-wheel mixtures. One of the most difficult things to do is to get a proper chill and a proper degree of toughness, and the goodness of an iron of the given composition for charcoal-iron purposes is denoted by the chill which it will take as compared with its composition. If titanium reduces that chill, then it does not seem to me as good for car-wheels as its absence would be, and I should like to have it explained what effect titanium has on the chill of a given iron. MR. STOUGHTON : It is true that titanium reduces the chill of iron quite noticeably, yet, at the same time, if I am correctly informed, 90 per cent. of all chilled-iron rolls are made to-day with the titanium treatment, and a great many car-wheels, but one has to make changes in the silicon added and also, if I am correctly informed, in the manganese. The advantage of titanium is that when the proper changes are made, so that we get the same depth of chill with the titanium as we otherwise would without, the chill is much harder than before, and also the body of the roll or wheel is tougher and somewhat stronger, especially under shock. WHEN pouring concrete it frequently happens that space prohibits the placing of a mixer at the point, or points, where the concrete is to be used. Usually in such cases recourse is had to some form of pressure chamber, or concrete gun, to blow the mix by compressed air from the mixer to the point of pouring. Recently such a case arose at one of the western mines. The experience obtained there may be of benefit to others, not expert in the means of transporting mixed concrete, when they run up against similar situations. The first stage in pouring in this instance was a vertical drop of 100 ft. from the mixer on one level to the point where horizontal travel began on a lower level. Standard 6-in. pipe with flange joints was used, hung in the shaft space available. A standard 45" bend near the bottom directed the mix, with free discharge, into an air chamber for the horizontal stage of travel. With an air chamber at the mixer and pressure applied to the falling mix in the vertical section, jamming frequently occurred at the turn and the pipe would have to be taken apart for freeing. To obviate this difficulty the mix was poured slowly without the addition of air pressure, when it was found that the mix got through much better.
