Probably the newest thing in mining safety, or safety for mines, is the apparent dissatisfaction on the part of the mineral industries, as represented by both management and labor, and the general public of the Nation, with the safety record of the mining industry. This is reflected by published comments and papers in the technical press;1-8 in labor periodicals, 10 11 in popular journals and periodicals,12 13 and in the daily press; also by discussions of the Safety Committees sponsored by the National Safety Council, 9, 14-15 the American Mining Congress, 1, 16 the American Institute of Mining and Metallurgical Engineers, 2, 4 the Mine Inspectors' Institute of America,6,8,17,18 the Coal Mining Institute of America, 5, 19, the American Standards Association, and others.20,21

Geochemical prospecting seeks hidden mineral deposits by sampling for variations in the chemical composition of naturally occurring materials. Usually the samples are of soils and other products of weathering and erosion-surface materials extremely susceptible to contamination by human activities. Except when a survey is conducted well away from populated areas, contamination is an ever-present hazard. The program's success is particularly endangered when the contaminants are the elements sought; if these occur erratically throughout an area, spurious anomalies completely unrelated to mineralized areas can be formed. Evenly distributed contamination can be dangerous too, if it raises the background to such a level that true anomalies can no longer be easily detected. Suppose, for ex- ample, that in an area where the lead background is 20 parts per million the soil over a lead vein contains 1000 ppm of lead. Here the contrast would be 50 to 1, which is very satisfactory for geochemical surveying. Now if 1000 ppm of lead from some source were added evenly to the soil in this area, the contrast would be reduced to about 2 to 1, and the anomaly would no longer be readily detectable because a threshold of significance twice the value of the background is the minimum generally used for interpreting geochemical data.

PRESIDENT SCOTT TURNER officiated as chairman of the opening session on mining methods, Monday morning, Feb. 15. The first paper was that of Max H. Barber on open-pit mining in the Lake Superior district, read by C. F. Jackson. W. L. Taylor stated that liquid-oxygen explosive had been tried but that the operators are satisfied with the explosives used; lb. of dynamite breaks one ton of rock. Although black powder is considered the most effective explosive, the factor of safety has decided in favor of high explosives. Lucien Eaton told of the Michigan Lime and Chemical Co.'s large L. 0. X. plant at Rogers City, Mich. Mr. Turner referred to this plant, also said that the Bureau of Mines is shortly to issue Bulletin 349 completely covering the use of L. 0. X. from its inception. W. D. B. Motter, Jr., gave some items concerning Chuquicamata, Chile. Twelve years ago the blasts moved 850,000 to 1,000,000 tons, but average shots now move 250,000 to 300,000 tons. One pound of L. 0. X. breaks 3.7 tons, against 3.1 tons by dynamite. Another speaker told of some large dynamite blasts in open pits, one of 360,000 Ib. in March, 1931, and another of 430,000 lb. to be shot in 1932. Tests have been made to determine the effect of large shots on the surrounding country. Mr. Taylor said that 4- and 5-yd. shovels were preferable to those of 8 yd.; their performance is better and cost is lower.

IT seems proper to present in the Transactions of the Institute, from time to time, formal record of the advances made in the arts and sciences to which our organization is devoted-milestones in the highway of progress-from which our successors may measure what they in their turn have gained. The admirable address of the Hon. Abram S. Hewitt, then president elect of the Institute, on "A Century of Mining and Metallurgy in the United States," read at the opening of the meeting held in this hall in June, 1876, forms a point of departure, and the conclusion of the eighth decade of the nineteenth century and the end of the first five years of our country's second century seem to offer a fitting time for again making up our record. The period since 1875 has been marked by a degree of activity in mining and metallurgical industry never before equalled in our history, while the progress made in the science and art has been, if possible, still more noticeable. Whether we consider the mining of iron, ore, and coal, or of the precious metals,-the advances made in smelting the former and in reducing the latter, the extraordinary increase in the production of Bessemer steel, or the science of Thomas and. Gilchrist, which makes the hitherto rejected phosphorus the corner-stone of success,-the past five years are alike memorable for the progress they have shown and to some of the most marked features of this progress I will now oriefly call your attention. It may be of interest in this connection to note the following figures, showing the growth of the population of the United-States during the last three decades :

THE most concentrated industry of major character in the United States is that of the Ford Motor CO., which is to say Henry Ford. Its sole function is to supply the public with a cheap motor car which it does to the extent of two million or so per annum. In doing this, a relatively small profit per unit is multi- plied to an enormous aggregate per annum and has resulted in the creation of one of the greatest industrial fortunes of the world. The industrial and sociological consequences of .this are bound to be immense. On the physical side the production of two million automobiles means the consumption of two or three million tons of materials, chiefly metals, in the 'direct form of the finished product', and a huge additional tonnage of coal and other things that ,are consumed en route, and also the labor of many thousands of men. In the development of a business on this scale it was but natural that the Ford Motor ,Co. should seek to supply itself with the raw 'materials it needs, and they being so largely coal and metals the company is brought into close contact with the mining and metallurgical industries. It is a huge consumer of - steel. It is the fourth largest consumer of copper. It is a large consumer of lead, tin, aluminum and zinc. The mining and metallurgical industries have, therefore, good reason to learn to know Henry Ford, his personality, his thoughts and his policies.

MUCH has been said and written on this subject and probably little new can be said. However, the point of view of the operating company changes from time to time, and more stress may be laid upon a subject today than was done some years ago, and it is with this changing point of view that the following observations are presented: The writer wishes to limit the discussion to views of a company mining bituminous coal, particularly to what the production department expects of the college grad¬uate. In an editorial in MINING AND METALLURGY for February, 1929, entitled "Is. Mining Engineering Passing?" it is stated that: It is not by accident that mining engineering courses have been general rather than special and form even today the only general engineering courses widely offered and followed by engineering students.'* * * even in this age of specialization, the mining engineers remain a body characterized particularly by broad knowledge.

The Synthetic Liquid Fuels Act (58 Stat., 190; 30 U.S.C. Sup., Secs. 321- 325) was approved by Congress April 5, 1944; it directed the Bureau of Mines to build demonstration plants to produce synthetic liquid fuels from coal, oil shale, and agricultural products. The most important oil-shale de- posits in the United States are in the Green River formation of Colorado, Utah, and Wyoming. The oil shale of western Colorado generally is more amenable to exploitation, more persistent, and apparently richer than elsewhere in the Rocky Mountain Region. It occurs at the top of a high plateau surrounded by bold, nearly vertical escarpments 500 to 600 ft in height. The top 400 to 500 ft of these escarpments comprises an oil-shale measure that averages 15 gal of shale oil per ton; the bottom 70 to 100 ft of the measure, called the Mahogany Ledge, averages over 30 gal per ton. The full measure in a 1000-square-mile area is estimated to contain 300 billion barrels of shale oil;' the Mahogany Ledge is estimated to contain 100 billion barrels of oil. These estimates are based on numerous surface samples and on core-drill holes drilled by the Government and by private enterprise. The oil-shale beds are undisturbed and lie nearly horizontal. The great coal strike of 1902, which confined the work at the Short Mountain colliery of the Lykens Valley Coal Com pany almost exclusively to pumping, gave an opportunity to determine with considerable accuracy the cost of pumping the water from these very old, extensive and wet mines. This colliery, which is located in the extreme southwestern end of the anthracite coal-field, has been operated continuously since 1836, and has shipped 7,747,313 tons of coal. This and the Williamstown colliery are the only operations in Dauphin county. The workings cover about 5 miles along the North dip of the extreme westerly end of the basin, with the operating slopes near the center. They extend around the westerly spoon of the basin and back about 31/4 miles easterly on the South dip. The mines are very deep, the present workings ex tending to 711 ft. below sea-level, and about 1600 ft. below the lowest surface-opening. The coal is hoisted principally from the Short Mountain slope, which is 1550 ft. long, with 26 to 68 degrees dip, and from an inside slope, No. 4, 800 ft. long, with 52 to 72 degrees dip. The ordinary capacity of the colliery is about 1000 tons per day, and the average output for the years 1897 to 1901, in clusive, was 297,000 tons per year. The seams worked are the lowest Red Ash measures, being, respectively, Nos. I, II and III of the coal-bed series, but locally called the " Little Lykens," " Lykens," and " Whites." On the accompanying plan the Lykens seam is shown in full and the Whites in dotted lines. The pumping-plant is divided into four lifts, the pumps being located as shown in the section, Fig. 1, and the plan, Fig. 2.

I. INTRODUCTORY. INDUSTRIALLY, the most important service that geological science can now render to mining in the Upper Mississippi leadand zinc-fields is to devise some practical scheme whereby the productive ore-belts may be located with greater certainty than they have been in the past. Up to the present time there has been little service of this kind, and in spite of all that has been worked out concerning the geologic features of the region, and notwithstanding all that has been written about these ore-deposits, this particular phase of the subject has been, for some reason or other, the very one that has received the least consideration. The neglect by geologists in this respect has been all but complete. The following notes are suggestive of some practical solutions to the problems presented. As here suggested, the geologic relationships of the ore-bodies were surmised some years ago, though somewhat vaguely perhaps. No opportunity for securing critical data appeared until recent investigations of a private character were undertaken, which bad in view the extensive prospecting of undeveloped areas. Fresh from rather wide experiences of a decade in the principal mining-regions of four continents, and after a lenstrum's residence among the chief mining-camps of the West and of Mexico, under conditions which measured geologic hypotheses in meters and rigidly tested their values in, terms of dollars, the recent return to the Joplin field and a new survey of its ore-conditions were fraught with somewhat unexpected results. Aspects of the ore-deposition were presented of which previously there was no hint. Ten years' absence from the district had tended greatly to clarify former hazy impressions. It enabled many features, then only dimly outlined, to be considered more nearly in their true perspective and in their real relationships to their surroundings. MOST people believe that rare metals are always, scarce in nature, expensive to make, and therefore useless despite some miraculous properties which might make them a cure-all. There are' some metals, which are quite frequent in nature, such as zirconium, which are called rare only because our present methods for making them are elaborate, thus forcing the manufacturer to sell them at a high price. There are also truly rare metals, such as gallium, which do not occur frequently in ores, but are easily reducible from their oxides. In these cases the price of the concentration operation is the decisive factor. The distribution of the elements in the earth's crust is no indication as to the availability of a metal; the concentration operation is the critical factor. Concentration is frequently obtained in the course of metallurgical operations for the extraction of other metals, and the rare metal may be enriched in by-products, flue dusts, mother liquors or precipitates from electrolyte purification as are indium, thallium, selenium, and tellurium. A periodic table of the rare elements may serve as a basis for discussion of their properties and to establish a program. (Table 1.)

JAPAN'S iron and steel industry has always been closely connected with military strategy. Many years ago it became evident that the country's iron-ore resources were too small to support any extensive industry. As a result a belief in the imperative necessity of securing such resources has influenced Japan's political and economic policy in the Far East. Iron-ore developments in China are too well known to need repeating except to note that they have been rather unsatisfactory to both China and Japan. The ore deposit at Tayeh, in China, is not as large as was first believed and, though that and other sources of supply in China proper are now furnishing Japan a little more than a million tons of ore yearly, it cannot be counted upon as a large permanent source of supply. The deposit in Shantung proved so disappointing on further exploration that operations there have, so far as I know, long since ended. The operations at Pen-bsi-hu, in South Manchuria, which C. F. Wang de¬scribed in the A.I.M.E. TRANSACTIONS for 1918, Vol. 59, were reported to have yielded 84,000 tons of pig iron in 1928 and about 50,000 in 1935, so they seem to be going back.

Discussion of the paper of D. W. Brunton, presented at the Spokane meeting, September, 1909, and published in Bulletin No. 33, September, 1909, pp. 837 to 855. WILLIAM' KENT, New York, N. Y.:-The Institute may congratulate itself on the opportunity of reading the splendid address of President Brunton. It is au admirable summary of the progress that has been made in the mining and metallurgical arts in recent years. The paper rightly give's the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that. the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation' of the headings of the address, grouped as below, shows this most clearly. Eight members of the Board, the Secretary of the Institute, and eleven guests were present. Vice-president Henry S. Drinker presided. The President was authorized to appoint delegates to a meeting, on May 16, of the League to Enforce Peace. The Joint Conference Committee reported that the American Institute of Metals had accepted the invitation to form the Institute of Metals Division of this Institute. The Committee on Publications of the Institute of Metals was added to the Committee on Publications of the A. I. M. E. Exchange of one volume of Transactions of the A. I. M. E. at reduced price to members of the British Institute of Metals was authorized, in return for the reduced price given to our Institute of Metals Division on the annual proceedings of the British Institute.

T HE Executive Board of the American Engineering Council held its fourth meeting at St. Louis on the first anniversary of the organizing conference which met in Washington on June 3,1920. Representatives of a number of the leading engineering organizations in the vicinity of St. Louis were present by invitation. The members of the Executive Board were guests of the Associated Engineering Societies of St. Louis. They were given a delightful ride about the city and were entertained at the Glen Echo Country Club at dinner. The special committee that had been appointed to draft resolutions to Mr. Hoover submitted the following, which were adopted : WHEREAS, our President, Herbert Hoover, has been appointed Secretary of Commerce in the Cabinet of the President of the United States, and WHEREAS, in consequence of his acceptance of this high public office, he has deemed it necessary to tender his resignation as President of The Federated American Engineering Societies.

Jasper County lies just north of the geographical center of Georgia, bounded on the west and north by the Ocmulgee River. The county seat, Monticello, is approximately 65 miles east-southeast of Atlanta and 40 miles north of Macon. It is served by the Macon-Athens branch of the Central of Georgia Railway Co. and by five paved highways converging from adjoining county seats. Farming and lumbering are the principal local occupations. About half the county is covered with pine and mixed hardwoods; a large part of the forested land is owned by the Soil Conservation Service of the Department of Agriculture in its Piedmont Land Utilization Project. The topography is one of gently rolling field and forest with occasional hills rising 100 ft or: more above the creek beds. Though annual rainfall is in the neighborhood of 60 in., most of it falls in torrential downpours of short duration which tend rapidly to erode the red soil and convert the country roads to greasy tracks of red mud.

Metal prices continued to improve in 1964, resulting in the opening of new mines and re- activation of old ones. Larger and deeper shafts are being bored. At the AEC's Nevada Test Site, a 72-in. diam shaft is being bored to 3200 ft. In New Mexico a 1650-ft shaft was bored with a 48-in. bit, then reamed to 124 in. to 935 ft, and 102 in. to 1650 ft. Deviation was only 26 in. In California a shaft sinking machine has been developed which combines drilling and mucking equipment into one mobile, integral unit.

PART I. § 1. Introduction. After giving certain definitions, this paper gives the reasons which led to Roozeboom's form of the diagram of the freezing-point curves and general equilibrium of the iron-carbon compounds, steel and cast-iron ; and then those which led to replacing it with the present or double diagram, in which graphite is at all temperatures held to be the more stable and cementite the less stable (metastable) form of carbon. Next in § 10 the evidence supporting this greater stability of graphite is examined, then in § 17 that which seems to oppose it, and in § 22 a summary of the evidence is presented. The second part of the paper considers the topography of the graphite-iron diagram, rejecting summarily the solubility-lines based on the data of Charpy and Grenet and of Mannes-mann, on the ground that the data even on their face do not really point toward these lines, and that they are wholly incompetent to determine any solubility-lines whatsoever, because they report together with the dissolved carbon also an indeterminate quantity of cement-carbon, and because even such carbon as is actually dissolved, only in part represents the solubility of graphite, and in another and indeterminate part represents the solubility of cementite, or at least of carbon in presence of cementite as distinguished from graphite. It might be thought that graphite is but slightly soluble in iron, because of the absence of any suggestions of eutectoid graphite, corresponding to the eutectoid cementite of pearlite in very many cases in which the cast-iron seems to consist of ferrite and massive graphite only, and because of the micrographs of Goerens and Gutowsky. In these the primary austenite of cast-iron quenched but little below the eutectic freezing-

THE grades of commercial steel produced in large quantities can be divided into two general types from the standpoint of ingot structure-killed and rimmed. Killed steel covers a wide variety with carbon contents throughout the range of the steel portion of the iron-carbon diagram, and is the kind usually used in the production of alloy steels. Rimmed steel is normally associated with carbon ranges under 0.30 per cent, and is not yet used to a large extent in alloy practice, except for copper-bearing steels. The fundamental differences in the ingots made from these two types of steel can be seen most easily in Figs. 1 to 7. In the rimmed ingot shown in Figs. 5 to 7 there are two lines of blowholes approximately parallel to the sides and coming together at the top and at the bottom of the ingot. In the killed ingots shown in Figs. 1 to 4 these blowholes are not present. Also, the rimmed ingot has no well defined pipe, as com-pared to the deep pipe on the killed ingots, and there are numerous pri-mary blowholes in the lower portion of the rimmed ingot perpendicular to the surface and close to it, while on the killed ingot there are no blowholes of this type in the ingot shown in Fig. 1 and very small ones close to the surface in the lower part of the ingot shown in Figs. 2 to 4. With respect to the presence of pipe and the primary blowholes, the structure may vary considerably in both rimmed and killed ingots, therefore these cannot be considered as fundamental structural characteristics differ-entiating the two types of steel. The primary blowholes in rimmed ingots may be much less pronounced than those in the ingot shown in Figs. 5 to 7-as, for example, in "ingot iron," which is entirely free from them. A certain amount of pipe may also occur in rimmed ingots, though it is normally porous and not as well defined or deep as in the killed ingot of Fig. 1. Diminishing returns in management's fight to lower manufacturing expenses have added luster to savings that can be achieved in delivered costs through creative management of the distribution function. This is especially true for companies engaged in the production of bulk commodities, for which transport costs may represent 25 to 50% or more of total delivered price, A. E. Cascino, vice president of International Minerals and Chemical Corporation, recently gave an example of why top management in his firm is concerned with distribution: "The price of a ton of phosphate rock, f.o.b. mine, is about $7. The cost of warehousing, freight, and handling frequently totals an additional $11 . . . . If one of our competitors . . . discovers a way in which he can cut his distribution costs by $3, we're dead! Even if we wanted to offset our competitor's more efficient means of shipping with reduced f.o.b. price for our product-we don't have that much profit margin . . . ." In a special report on the revolution now occurring in transportation of goods, Business Week stated in its September 24 issue: "Moving and storing goods on their way from mine and mill through various sub-assemblies to their final markets costs anywhere from $50 billion to $75 billion a year- $100 billion if paperwork costs are included.
