THE term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. "Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper.

FOR the past several years it has been growing practice to install circular shafts at deep mining operations. Several factors have brought this about. Throughout eastern and midwestern coal fields circular shafts have been conventional for many years. Where large bodies of coal are mined, a production shaft may have a life of 20 to 30 years. Quantity production is essential; therefore the shaft must have a large cross-sectional area for larger skips and cages. Mechanical mining has become a necessity if a company is to stay in business today. Continuous mining machines and cutting, loading, and hauling equipment must be taken in and out of the mines. If the access shaft is not large enough there will be expensive dismantling and assembling. This has become a problem at many operations, particularly in the western sections where ore was originally mucked by hand into small cars and hoisted by a skip through a narrow rectangular shaft having small compartments. Mechanical loaders must be dismantled to wheelbarrow size to go into these mines.

WITH coal-preparation plants becoming more complex and containing widely diversified types of equipment and processes, it is necessary that considerable control be exercised in their operation. Rising mine costs make it imperative that close check be made of plant efficiencies to assure a minimum loss of coal to the refuse bank. Further, much of the coal sold today is sold on a competitive specification basis, and this makes it necessary to provide frequent analyses and inspections. Many ' plants are required to operate on a two or three-shift basis, and as a con- sequence an efficient organization is required to eliminate down time and provide for smooth low-cost operation. ORGANIZATION Probably the most important item for successful operation of a preparation plant is a capable, properly organized staff, with the individual workers properly informed and well trained for their particular jobs, clear-cut lines of authority among the supervisors and in general a standard operating procedure for most conceivable conditions that may occur. The idea of placing the older, partially disabled and generally incompetent coal miner in the cleaning plant, as was the practice on the earlier tipples, is entirely inadequate in a modern complex cleaning plant. The new plants require intelligent, alert, and reasonably educated men. With perhaps millions of dollars invested in an installation, it is poor business to use other than a well organized, well trained, and properly supervised force. Organizations naturally must vary with the size of the plant and local conditions; whether it is a central cleaning plant at a distance from the mine organization or one of several cleaning plants operated by the company. Smaller operations can be operated by a washery foreman, under the supervision of the mine superintendent or perhaps the "outside" superintendent. Large installations should have a plant superintendent either responsible to the mine superintendent or preferably, where possible, responsible to a preparation manager or engineer. Wartime geological studies by the U. S. Geological Survey and subsequent drilling carried on by the Bureau of Mines disclosed new ore in the Illinois-Wisconsin zinc field. As a result, several companies are carrying on drilling programs to locate and define new ore bodies. The Vinegar Hill company, which operates a custom mill to handle ores from various sources, now employs about fifty men in production at their Andrews mine. The ore is usually found in a 200-ft horizon below the surface. Water problems are not serious. Commercial-grade ore ranges up to 8 and 9 per-cent zinc and the cut off is approximately 41/2 percent.

LEROY SALSICH has had 37 consecutive years of operating and executive experience in the Lake Superior iron region during 35 of which he has been a member of the A.I.M.E. His recent election as an institute Director to represent the iron and copper country therefore brings to the Board a man long known throughout the area that he represents and well acquainted with the history of the Institute. Mr. Salsich is a native of the area in which his professional life has been spent, having been horn at Hartland. Wis., and graduating from the state university's college of engineering in 1901. A call had come to the college from the Lake Superior Consolidated Iron Mines, at Duluth.

General prosperity marked the industrial mineral industries of the U.S. and Canada in 1962. For most commodities, production and sales exceeded 1961 figures, and for several commodities, all-time production peaks were reached. Many millions of dollars were spent on exploration for and development of industrial mineral deposits, construction of new plant facilities, and expansion and modernization of existing plants. This generally satisfactory state is attributable mostly to a continuing high rate of building and heavy construction. However, for large segments of the industrial mineral field, 1962 was a year of increasingly severe competition and of problems, either existing or potential, of overproduction and overcapacity. Such problems are of particular concern to the asbestos, cement, potash and sulfur industries. As in years past, the trend continued toward larger-scale operations to permit lower production costs per unit of material mined, toward more stringent quality controls and toward marketing methods that provide greater efficiency and customer convenience.

PREFERRED orientations in cold-rolled body-centered-cubic metals appear to have remarkable similarity. The as-cold-rolled textures in iron,1,2 silicon-iron,3 mild steel,4 molybdenum, vanadium,&apos; chromium,&apos; tantalum,&apos; tungsten,&apos; and a-zirconium-niobium alloys10 have been determined. Modelling of industrial sulphide flotation based on data collected in several flotation plants is discussed. A mechanistic approach is used in which it is recognised that flotation is a two stage pro- cess with concentration occurring both in the pulp and in the froth. The important features of the model, which is a kinetic model, are – 1. for each particle species there is a range of flotation rates which corresponds to the range of particle sizes, 2. the flotation rates of the liberated gangue particles which have no hydrophobic properties are dependent on the flotation rate of water and are controlled by variables such as the air and frother addition rates, and the pulp level, 3. as an approximation the valuable sulphide particles may be regarded as being present in two groups with high and low flotation rate constants, 4. increase in the addition rate of collector tends to increase the proportion of sulphide particles which are in the high flotation rate constant group. The actual flotation rate of each group of particles is a combination of an "inherent" flotation rate and a flotation rate which is dependent on the flotation rate of water, 5. at particular air and frother addition rates and pulp levels there is a physical limit to the rate at which particles can be transported into the concentrate and this is recognised in the model. The model has been used to study the steady state and dynamic properties of flotation circuits in operating plants. The assessment of the behaviour of composite particles is difficult because of the problem of quantitatively describing the surfaces of mineral particles. A method which is being developed to measure unpolished particles is described briefly.

The Belmont mill at Tonopah, Nev., was designed and constructed by the Belmont staff. Ground was broken in August, 1911, and milling operation started July 25, 1912. The metallurgical flow sheet, and the machinery adapted 60 carrying out operations in accordance with this plan, were decided upon from experience gained in the treatment of Belmorlt mine ores at the old Belmont mill at Millers, Nev. The detail drawings were madc by the engineering staff of the Tonopah-Belmont Development Co., under the supervision of Otto Wartenweiler, who also had direct charge of the construction, consulting with the General Superintendent of the company, Frederick Bradshaw, and the writer.

INTRODUCTION THE literature of geophysics as applied to the discovery of mineral deposits has been very extensive during the past few years, but there seem to be few references to the use of the method of least squares for obtaining better interpretations of the observed data .2 There seems to be a general reluctance among geologists and. engineers to acquire the technique of least squares, in spite of the fact that a thorough knowledge of the theory is not necessary for the use of the method.

TUESDAY, Feb. 16, was no day for strolling along the cold sidewalks of New York, and a large number of metallurgists sat down with pleasure to the warming task of wiping a few soldered joints. Presented by a joint-wiper of the modern school, G. M. Bouton, of the well-known team of Schumacher, Bouton, and Phipps, the initial paper brought into focus the theme of conservation of strategic metals and described the technique of making the fillet-type joint now employed by the Bell System. Using an over-all average of only 40 per cent of the solder formerly used by the conventional method. this important development bids fair to stick when the war is over. D. L. Martin and E. R. Parker then described the embrittling effect of hydrogen on silver previously heated in oxygen and the less serious but troublesome result obtained under the converse conditions. An interesting example of grain growth restriction created additional material for the lively discussion that ensued among those who have encountered one or another of these phenomena in silver and copper.

The constitution of the system silver-mercury has attracted the attention of many investigators during the last two decades, but since their results are for the most part in poor agreement, there is little need for a review of their individual contributions. It remained for the very careful thermal and microscopic investigation of Murphy1 in 1931 to give the constitutional diagram in its present and unquestioned form, which is shown in Fig. 1. He devised methods for taking cooling curves on alloys under high pressures and for the microscopic observation of alloys which contained liquid mercury as a structural constituent at ordinary temperatures. The compositions of the intermediate phases were confirmed and supplemented through X-ray analyses by Preston2 and Stenbeck.3 According to Murphy, at 2760 C. silver is able to dissolve 44 to 45 weight per cent of mercury, which may increase at lower temperatures to about 50 per cent. Preston concluded that the saturation boundary occurred at 46 ± 2 per cent at 100° C. From the values reported in the literature, these are the only ones that may be accepted as lying even in the right region. Preparation of Alloys The silver used in the present investigation was supplied by the United States Metals Refining Co. through the courtesy of the Committee on Industrial Uses of Silver and, since a complete spectrographic and chemical analysis was furnished, no attempt was made to purify it or to further establish the impurities present. The analyses reported by the company are shown in Table 1. Milligan4 has found that the magnesium content is probably less than 0.0005 per cent.

The production of lime by the burning or calcination of limestone, including all varieties from true dolomites and magnesian limestones to high-calcium types, continues as one of the essential basic industries. In 1937, a total of 4,124,165 tons of lime valued at approximately $30,091,000 was produced in the United States.&apos; The importance of any contribution to our knowledge on the mechanism of the lime-burning process is, therefore, obvious. The burning of limestone has been practiced since the earliest days of our civilization, and the literature on the various phases of the industry is voluminous. Calcination of the various types of limestone has been studied by many previous investigators, but some points require additional research. Each occurrence of limestone provides an opportunity for specific investigation, because the characteristics of stones in different localities vary. Knibbs13 has given an excellent discussion of available data on the theory of lime and magnesia burning. The thermal dissociation of calcium carbonate has been studied more recently by Johnstonr2 Smyth and Adams,3 Ralston et al.,4 Furnas,6 Potapenko,6 and Southard and Royster.7 As a result of these investigations the dissociation temperature at atmospheric pressure has been established as 894" to 898&apos; C. The dissociation of dolomite and magnesite, although studied by several investigators,4,6,8 still requires clarification by additional data. The calcination of limestone was studied for a twofold purpose: (I) to extend our information on the mechanism of the lime-burning process and (2) to standardize the conditions for calcination of high-calcium and dolomitic limestones for subsequent hydration tests on the lime.
