It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

As has been the case since the early Phoenician traders, the minerals used by modern man come from deposits scattered around the globe. The price received is more and more being set by worldwide supply and demand. Thus the price component in the profit equation:Profits = Material sold (units)x(Price/unit û Cost/unit) is largely determined by others. The recent price history for two of the major metals, copper and iron, are given in Figures 1 and 2, respectively. As can be seen there has been a steady decline in the prices (when expressed in constant dollars) over the 20 years which have lapsed since the first of the International Conferences on Mass Mining, æDesign and Operation of Caving and Sublevel Stoping MinesÆ was held. If one would look back over the entire 20th century this would also be the trend. Cost containment/reduction through efficient, safe and environmentally responsive mining practices is serious business today and will be even more important in the future with increasing mining depths and more stringent regulations. A failure to keep up is expressed very simply as: Profit This, needless to say, is unfavourable for all concerned (the employees, the company, and the country or nation). The mining companies have had to look at ways of reducing the expense part of the profit equation while maintaining safe, environmentally conscious operations. Table 1 summarises the rules for working in todayÆs economy.

The Myra Falls minesite, of Westmin Resources Limited, is located at the geographic centre of Vancouver Island, within the confines of Strathcona Provincial Park. The operation includes two active underground mines, II-W and Lynx, together with a modem 3650 1/d milling facility. Recent exploration successes will lead to the commissioning of a third mining area in late-1993 - The Battle/Gap Mine. These ore deposits are complexly metal-zoned volcanogenic massive sulphides of Devonian age, hosted in the Myra Formation of the Sicker Group volcanic assemblage. Three distinct felsic volcanic units are defined within the 450 metre thick Myra Formation. They are, from oldest to youngest, the H-W Horizon, the LMP Horizon and the Upper Rhyolite Unit. Massive sulphide mineralisation occurs throughout the property in the H-W and LMP Horizons. There are a number of orebody types, including polymetallic massive sulphides, polymetallic disseminated sulphides, zoned pyritic massive sulphides, elastic sulphide zones and stringer sulphide zones. Individual orebodies range in size from 10 000 tonne zinc-rich polymetallic lenses to the ten million tonne, zoned massive sulphide H-W main lens. The property has been in continuous operation for 26 years, producing over 13 Mt of ore averaging 2.2 g/t Au, 64.0 g/t Ag, 1.9 per cent Cu, 0.6 per cent Pb, and 5.6 per cent Zn. Current geological reserves stand at 12.5 Mt at a comparable grade, including 4 Mt of recently discovered high grade ore in the Battle and Gap Zones. Mining and milling methods have evolved over time to enable successful extraction and milling of these complex ores. Change is on-going with the recent conversion of the H-W Mine to large-scale bulk mining methods, and the development of effective computerised ore reserve calculation and mine planning tools. These changes, in concert with successful exploration techniques that led to recent high grade ore discoveries, have breathed new life into the operation and should assure its present and future viability.

One critical factor in open pit mining projects is the estimation of the recoverable reserves. The reason for this is that at the valuation stage there is a lack of information about future metal prices and production costs. Consequently, the estimation of the recoverable reserves needs to be done based on a fixed break-even cut-off grade (BECG), in which fixed expected metal prices and production costs are assumed throughout the operating life of the mine (OLM). In this paper, an alternative technique for estimating the recoverable reserves of an open pit mining project is presented and explained in detail. The main characteristic of this technique is that it estimates the recoverable reserves of the project using mining costs as reference: this is done due to the fact that mining costs are easier to model than metal prices. Another important characteristic of this technique is that it uses the uncertainty of the geology of the orebody, given by simulations of the deposit, to make final strategic decisions, such as the selection of the operating life of the mine and the optimal production rate, which minimise the risk of not achieving future production targets while maximising the upside potential of future rewards. As it will be shown, the final outcome of the proposed technique is the generation of a robust open pit design, that include cutbacks and ultimate pit limits, called the marginal open pit mine design (MOPMD). One characteristic of the MOPMD is that, at each production period, it will be characterised by their respective geological uncertainty, given as probability distributions of ore, waste and metal quantities, and by marginal economical project indicators, such as cut-off grades and metal prices, among others. Many mine accidents will affect the mine ventilation system when they occur. At present, there is a lack of monitoring means to capture the occurrence of accidents in time by monitoring the ventilation system, so as to take emergency measures to reduce the loss of personnel and property. Pressure wave is an elastic wave existing in air. Most accidents in mine will cause obvious changes of pressure wave. It is an innovative idea to monitor the occurrence of accidents in mine by measuring pressure wave. The development and functions of the pressure monitoring device and related software are introduced in detail. The pressure wave monitoring test is carried out in San Xavier underground mining laboratory, and the D-wave and S-wave waveform data are collected. The waveform characteristics are analysed, and the main frequency distribution of the pressure wave is found to be within 1 Hz by using FFT. At the same time, the influence of the propagation distance of the pressure wave on the waveform is analysed. The propagation velocity of D-wave and S-wave are roughly calculated, and they are 279.6 m/s and 397.3 m/s respectively. S-wave is slightly faster than D-wave. Although there are errors and uncertainties in the test, the test verified the feasibility of the existence and collection of pressure waves in the ventilation roadway, and provides a method for the future study of the propagation of pressure waves in the mine ventilation system.

New Zealand has an established history of gold production beginning with the gold rushes of the 19th century in the Coromandel, Nelson/Marlborough, West Coast and Otago regions. Despite this, the number of significant modern hard rock gold operations has been limited in recent years due to a lack of sustained exploration capital and not limited geological prospectivity.The New Zealand Government is actively encouraging explorers to invest in New Zealand through a series of targeted promotional visits, more importantly through the acquisition of precompetitive regional geophysical data. Data collection has been completed over the prospective Northland epithermal district and a large portion of the South IslandÆs west coast that is prospective for both orogenic gold and intrusive related gold.Analysis of new data has been an important component in aiding the generation of exploration targets from prospectivity modelling. Determining the prospectivity of an area involves reviewing all the available data and analysing it with respect to the most up-to-date mineral system model for the mineralisation style of interest. Using the weights of evidence modelling approach, the most prospective areas for epithermal gold-silver, orogenic gold and intrusion-related gold have been identified. The key exploration parameters relevant to each mineral system are first represented spatially and then statistically combined into a single prospectivity map. New potentially economic deposits could be found by focusing exploration on targets identified from these models. The prospectivity modelling approach can greatly reduce the risk involved in mineral exploration.CITATION:Peters, K and McKenzie, C, 2013. While in some cases it is vitally important to measure the virgin stress in rock prior to tunnelling there are a number of cases where such stress measurement is really not required. The concept of having to have a number to put in a numerical model representing a continuum is often quite inappropriate. This paper discusses the cases when virgin stress measurement is required and the most appropriate means to measure it. The techniques discussed cover all of the overcoring systems, hydrofracture and borehole breakout measurements. It also covers the use of rock surface stress measurement, which is easy to perform and should be used to check for changing stress conditions. Unfortunately this technique has been ignored in recent times because engineers are addicted to numerical models requiring far field stresses rather than measuring the real values that exist where they matter – at the tunnel wall. A case is presented in which the measurement of surface stress in a tunnel boring machine tunnel enabled the far field stress to be determined in what must be the world’s largest overcore.CITATION:Gray, I, 2014. Late in 2005 it became apparent that cave propagation at the Northparkes Mine was not progressing as planned. By mid-2006 sufficient Reserves were identified to warrant an extensive drill and blast program to assist in cave propagation. This program began late in 2006 and concluded early 2007. A significant challenge faced was the drilling and blasting of holes between 75 - 240 m in length in the South Wedge in Lift 2 at Northparkes Mines E26 orebody. The project set new benchmarks in production drilling and charging in underground metalliferous mining. This paper discusses the drill and blast designs, the challenges and the operational issues encountered with this project. Also highlighted are ways in which these were overcome.

In 1987 the control strategies at the then ZC Mines' New Broken Hill Consolidated concentrator were a miscellaneous mixture of computer hardware and technology for ISA, grinding and residue thickener control. Field instrumentation was based on current-to-air technology of approximately the 1960s. Decisions were made to rationalise computer and field instrumentation technologies; the object being to consolidate control loops into one system to enable expansion of the system to include all facets of plant operation. The first stage was to install a DEC Micro PDP 11/23 computer and serial line communication as recommended by AMDEL Ltd, for the ISA system, as discussed by Walsh and Freeman (1988). The second stage was to select and install a distributed control system for the centralisation of the control loops into one system, and to replace field instrumentation with state-of-the-art technology. This paper deals with the second stage of the rationalisation, in an attempt to give an insight into what is required when personnel are faced with such a decision, details of costs involved in keeping a system functioning and utilised; and the requirement to train personnel for acceptance of further control strategies.

Andesites are a major source of aggregate for much of the North Island of New Zealand. There are regional differences with respect to some important properties of the andesites. Some are reactive with cement and are designated as potentially deleterious or deleterious by the concrete industry. Other andesites, particularly those that are slightly altered or weathered, have rather high Plasticity or Clay Indices and perform poorly in road construction.   The performance of the andesites has been investigated and can be shown to be determined by: +        the chemistry of the rock which in turn determines the chemistry of the glass in the rock; +        the presence of large amounts of groundmass glass in the rock; and +        the nature of the superimposed alteration processes. Environment of extrusion and how rapidly the rock has been cooled or chilled are also important as they determine the fabric of the rock and how much glass will be present in the rock.   There are three main types of alteration that affect the quality of the aggregate: 1.   hydrothermal alteration, 2.   late magmatic alteration associated with the devitrification of glass, and 3.   weathering.   Each of these alteration types produces different alteration minerals. In fresh andesites the devitrification of glass has an important affect on the rockÆs properties. The Taranaki andesites are shown to have unusually (in comparison with other North Island andesites) high Na2O contents, held in the groundmass glass, which is the fundamental reason for the high alkali û silica reactivity of these andesites.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Tifalmin porphyry copper district is located in the Star Mountains roughly 35 km north-east of the Ok Tedi mine. The district is a cluster of temporally and geochemically related porphyry copper deposits and their associated skarns. It covers an area of roughly 10 × 6 km and comprises at least three intrusions (Olgal, Futik and Kum Kom) where drilling has demonstrated the presence of porphyry copper mineralisation, and another three intrusions (Rattatat, Unfin and Pad 48) where porphyry copper mineralisation is strongly suggested by surface investigations and geochemical or geophysical signatures.Copper and gold mineralisation was first discovered in the area in the 1960s as part of the regional exploration program by Kennecott that located Ok Tedi. The mineralisation is associated with poly-phase porphyritic diorites, quartz diorites and tonalites that intrude the Upper Eocene to Middle Miocene Darai limestone and underlying Cretaceous to Eocene Feing Group. Radiometric K-Ar and U-Pb zircon ages cluster between 4 and 2 Ma for both the mineralised and post-mineral intrusions. In addition to porphyry-type mineralisation, variable amounts of calc-silicate and/or magnetite skarn occur near the contact of most of the intrusions. Mineralisation in the Olgal and Futik porphyries occurs as chalcopyrite replacement of mafic minerals and in a stockwork of micro-veinlets. Mineralisation mostly occurs in the intrusions but is also observed in hornfelsed siltstones and sandstones of the Feing Group on the southern margin of the Olgal intrusive body. Quartz veining is uncommon. Secondary magnetite is commonly associated with the highest copper and gold grades. Sericitic alteration is most prominent in the mineralised hornfels. Structurally, the area is dominated by syn- to post-mineralisation thrusting from the north. At least one of the deposits (Olgal) appears to be truncated at depth by a thrust fault.CITATION:Queen, L D, 2015. In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

The Onemana prospect is located on the eastern Coromandel Peninsula, North Island, New Zealand. Systematic exploration involving surface geological mapping, geophysics, rock and soil geochemistry, reverse-circulation and diamond drilling has identified a number of important features of a fossil hydrothermal system at Onemana. This relatively intact gold mineralised system is hosted within a sequence of rhyolitic volcanics and volcaniclastics, overlain by lake sediments, sinters and hydrothermal eruption breccia. The system lies within a graben/half graben bounded by major NE-trending faults which form the approximate boundaries to hydrothermal alteration. Rock and soil geochemistry indicate a broad zone of anomalous gold, silver, arsenic, mercury and antimony. Overlapping elevated rock and soil gold anomalies indicate strongest mineralisation occurs over two zones of hydrothermal brecciation named 'Breccia Knob' and 'Western Ridge'. Geophysical data obtained from Gradient Array Resistivity and Ground Magnetics have been used to produce anomaly maps. The terrain corrected resistivity plot shows a number of well defined linear resistivity anomalies which are believed to represent large silicified and quartz veined bodies at relatively shallow depths. The strongest of these anomalies correspond with 'Breccia Knob' and 'Western Ridge'. Reverse-circulation and diamond drilling targeting these resistivity and geochemical anomalies has confirmed wide intervals of quartz veining, silicification and gold mineralisation. Petrologic data based on drill samples indicates the existence of a laterally extensive gold bearing epithermal system. Hydrothermal alteration is thought to have been caused by strongly convecting, two-phase (boiling), near-neutral chloride fluids which persisted at high temperatures (170 - 220¦C) to the paleosurface. A geological model is postulated of a large, complex, hydrothermal system developed in a shallow lake or marginal lake environment created by rifting and graben development within a recently extinct rhyolitic volcanic centre. Geothermal activity alternated between relatively quiescent periods of unrestricted fluid upflow and sinter development interspersed with violent hydrothermal eruptions caused by near surface silica capping and overpressuring above a major fluid conduit centred under 'Breccia Knob'.  Opportunities for precious metal mineralisation are evident from drilling to date. Upflow of near-neutral chloride fluids to shallow depths favours the presence of strongly mineralised stockworks at relatively shallow depths. Periodic hydrothermal eruptions would have caused fracturing and rapid depressurisation of the hydrothermal system, strongly favouring the precipitation of gold from solution both near surface and within feeder-vein systems at depth.

Inpit tailings disposal has been undertaken at a number of mining sites within Australia. This paper presents a brief history of the experience of inpit tailings disposal at the Marymia Gold Operation in Western Australia, including geotechnical aspects of the design. Regular monitoring of the inpit tailings disposal into the K1SE Pit at Marymia has allowed the operators of the mine to assess the performance of the tailings storage against its predicted performance during the design phase. Results of this monitoring indicated that the predicted performance was exceeded and the results have been incorporated into the design of another large inpit tailings disposal, the K1 Pit. Monitoring of tailings disposal to both the K1SE Pit and K1 Pit has allowed the mine operator to make substantial savings from inpit tailings storage when compared with above ground tailings storage facilities. The inpit method of tailings disposal at Marymia has proven to be acceptable from an environmental perspective by reducing the water resource requirements of the project, backfilling pits, which would otherwise collapse with time and eliminating the need for disturbing additional areas of mining leases, which usually accompanies construction of above ground tailings storage facilities.

A number of mineral deposits occur in close proximity to the Pacific plate fronts. Among these deposits are gold-silver and the base metal sulphide deposits of copper, zinc and lead. Gold deposits that commonly occur in these areas are of hydrothermal origin. Of these the epithermal deposits have attracted the attention of the exploration geologists as well as the metallurgists. One vital aspect of the activity of the geologists is the development of models for epithermal gold mineralisation in the Pacific Rim. These models can also be used by metallurgists for predicting gold extraction processes. This paper reviews the mineralogy, fineness and the host minerals of gold and examines the data in the light of gold mineralisation in the southwest Pacific Rim. The gold mineralisation models proposed for the Pacific Rim have been used to predict gold extraction processes suitable for the various mineralisation types. Discussed also are the mineralisation and treatment processes of some selected epithermal gold deposits and gold-rich porphyry copper deposits in Indonesia, Papua New Guinea, Solomon Islands, Fiji and New Zealand.

The paper examines three types of polar zoning of ore-forming and associated elements that can be detected from geochemical data. Polar zoning is mapped in the form of geochemical ore systems of various ranks. Various types of polar zoning can be found in some systems, which present a general geochemical model of the ore object. The genetic basis of zoning is examined from the perspective of the conception of geoelectrochemical redistribution of matter, including ore-forming elements. The volume of the geochemical ore system may be used in the prognosis of resources for every rank.
