The New Zealand Minerals Industry is small but growing. Over the next 10 years it will be facing stiff international competition for skills to support this growth, particularly from Australia who are forecasting that a further 70 000 people will be employed by 2015.   The value of commodities mined and quarried in NZ continues to increase; and the value of coal, metals and industrial minerals production reached $1.505 billion in 2006, an increase of 15 per cent on 2005. Production increases will continue à. Latest Crown Minerals statistics show that national prospecting and exploration expenditure rose to $29.9 million in the year ended March 31 2006 û an increase of 46 per cent from the $20.4 million spent in the March 2005 year. The equivalent 2001 year expenditure was only $2.48 million.   The industry already experiences difficulty in recruiting the people it needs with ongoing demand for skilled underground miners, trades people, and mining professionals. This discussion paper will outline the national context with regard to labour, skills and training. It will suggest options and provide an opportunity for conference participants to discuss the way forward.

"In the 1990s metal prices were trending in a long-term decline and the usual cost-cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine to Mill movement that optimised across organisational ‘silos’ and utilised new technology tools, innovative software and increased computing power. Many applications of Mine to Mill exploited the fact that comminution is usually the site processing bottleneck and blasting is more efficient at breaking rock than grinding. This approach sought to: understand and characterise rock breakage from mining to the milldevelop models and simulators for blast design, fragmentation, crusher and mill circuitsdevelop tools to measure in real time the particle size distribution of rocks on run-of-mine (ROM) muck piles, at the primary crusher truck dump pocket and on conveyorsensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists.These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. Semi-autogenous grinding (SAG) mill throughput increases of 10–20 per cent were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay.Except, in too many cases, it didn’t. In the minerals price boom of the 2000s Mine to Mill was no longer necessary to ‘survive’, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine to Mill and developed new techniques. Mine to Mill was still successful, but not as widely adopted as we had expected it to be. Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine to Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are now available for Mine to Mill projects: blasthole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, and even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?Citation:Cameron, P, Drinkwater, D and Pease, J, 2016. One of the important directions of further increase of quality and efficiency of control of mining companies and branches is the creation of the operation and development monitoring systems of such facilities. The main purpose of these systems is to provide managers with reliable and timely information on the current state and typical tendencies of operation of the facilities under control. However until the present time no scientific and methodical ground for system monitoring of the mining companies and branches has been created. Therefore, the authors of the report have aimed to assess the current situation with regard to the researches in this field and to do analysis of the most important aspects and ways of solution of the issue under consideration.

Supergene processes in banded iron formation (BIF) result in important dissolution, material transport and simultaneous disorder of the residual bands. The rock physical properties such as density, porosity and rheology change during the weathering attack. The itabirite, Paleoproterozoic metamorphic BIF from Quadrilßtero Ferrffero (QF) û Brazil, shows several weathered facies. Strong linking between topographic surface, rock density and iron grade occurs within the weathered zones. This linking is due to partial dissolution of silica and carbonate from itabirite and gravitational rotation and break of the remaining blades, generating kink-like slump structures. The original itabirite density, 3.7 t/m3, decrease at the first leaching steps, until 2.7 t/m3, and increase at the end of the leaching process until 3.6 t/m3. Iron grade increases from 38 per cent to 68 per cent and depressions (sinkhole), subsequently filled by Cenozoic basinal sediments, are developed over the enrichment zones. The formation of important supergene iron ore deposits of QF is intimately related to such a process. Several iron deposits at QF, such as Pico do Itabirito, Fßbrica Nova, Casa de Pedra, Tamanduß, -gua Claras, Cappo Xavier, etc., reveal the aspects related to the proposed evolution, implying that the formational process of the soft iron ores had a regional character. Granular medium model helped in the understanding of the development of the structure and the formation of the deposits. A numerical model has been developed in order to simulate a leaching system in a two-dimensional matrix, composed of two types of materials: leachable and unleachable. Equal volume proportion and vertical banding were considered. Drilling data was used as multipoint attractors to remove leachable matrix nodes.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

Low sulfidation epithermal deposits are important sources of gold and silver, and are considered the extinct analogues of modern geothermal systems. The aerial extents of alteration halos that surround twenty-two epithermal deposits range from 4 to 315 km2, with many less than 60 km2. Deposits with alteration halos <30 km2 typically have well defined limits, whereas deposits with alteration exceeding 30 km2 are commonly complicated by overlapping alteration centres related to adjacent epithermal deposits or other deposit types (i.e. high sulfidation, porphyry). Irrespective of the physical coverage of vein or alteration halos, both large (>60 km2) and small (<20 km2) deposits can contain large amounts of gold and silver. The size ranges for twenty-one analogous liquid-dominated geothermal fields from around the world have a restricted size range of 5 to 60 km2 and irrespective of physical size, commonly have multiple zones of focused fluid upflow. From an exploration perspective the comparison between epithermal deposits and geothermal fields provide the following four important points. 1) Alteration halos surrounding epithermal deposits as well as those for analogous geothermal systems show a range of sizes, although most are less than 60 km2. Therefore, where alteration exceeds 60 km2 multiple vein systems related to several paleogeothermal systems are predicted. 2) Multiple upflow zones are common in geothermal fields of all sizes (5 to 60 km2) and although difficult to demonstrate in epithermal deposits there is a strong possibility of discovering several discrete adjacent mineralised centres. 3) The orientation of veins parallels the principle orientation of the surrounding alteration and where alteration is wider than the vein strike length, this could suggest the occurrence of adjacent veins. 4) The physical size of both veins and alteration zones is not important in relation to amount of contained gold, as both large and small can contain large amounts of gold. These conclusions provide insight into the physical size limits and hydrologic structure of these paleogeothermal systems and highlight the potential for multiple mineralisation centres within a single alteration halo.

Arc-type volcanic activity has been a major feature of the late Cenozoic geological evolution of the Pacific-Australian plate boundary in the northern New Zealand region. The timelspace distribution patterns of arc-type rocks reflect changes in the nature of the plate boundary as it has evolved. Inception of volcanism began in the north during earliest Miocene times (26 Ma) following ophiolite emplacement and during the next 10 Ma developed into a volcanic arc segment extending south to the present position of the central North Island. The northern part of the arc became extinct about 15 Ma ago, but activity continued in the central (Coromandel) part of the arc until about 5 Ma ago. In late Pliocene and Quaternary times volcanic activity has become concentrated in a northeast trending zone which is collinear with the Tonga-Kermadec Arc.

A Loss of Strength of Gold Sulfide Concentrate Before Grinding and Cyanidation Using Magnetic Impulse Treatment Gold recovery from sulfide concentrates is going with cyanidation usually. The fine grinding to 95 per cent -0.020 mm is required for refractory concentrates, in which gold encapsulated by sulfides. According energy consumption is 10 and more kW h/ton. At this paper we suggested to use magnetic-impulse treatment with small energy consumption 0.1-0.2 kW h/ton for loss of sulfide strength before grinding and cyanidation. The object of studies was the gold-pyrite flotation concentrate which was produced from ores at the Kumtor Mine, Kyrgyzstan. The concentrate composition, physic-mechanical properties and loss of strength mechanism were studied there. The tested concentrate assayed, per cent: 62.5 pyrite, 10 feldspar, 10 mica, 5 quarts, 5 carbonates, 4 haematite and another. Haematite has intimate intergrowth with pyrite ? partially with quarts. The magnetic susceptibility of haematite and less pyrite causes in these grains and mineral complex the effect of magneticstriction. As a result numbers of deformations are increased and minerals and gold are also exposed. Lateral and longitudinal strains in the minerals by magneticstriction were calculated in this work. By quantitative analysis of pyrite mono fractions were showed next micro impurities: alumina, arsenic, nickel and others elements. These micro impurities are generated a charged dislocation, cracks and micro cracks. The inter-granular links at a boundary of haematite-pyrite, pyrite-quarts, haematite-quarts have disintegrated. The dislocation is depended from mineral modulus elasticity. It was determined an indicator of mineral electro-mechanic sensitivity which characterises a conversion of electro-magnetic energy to mechanic energy. Pyrite has most dielectric constant and electro-mechanic sensitivity as haematite and quarts. The dislocations in pyrite are account for clacks and a loss of mineral strength. Size analysis of the flotation concentrate after magnetic-impulse treatment is shown the increasing the content of thin fractions by comparison no treated concentrate. Magnetic-impulse treatment has increased the effect of the next fine grinding too. The electronic microscopy has confirmed a loss of strength of gold sulfide concentrate. The gold recovery by cyanidation increased too after preliminary magnetic-impulse treatment of concentrate by laboratory tests. The magnetic-impulse concentrate studies at the Kumtor plant have showed that a recovery gold increase in the processing of cyanidation. The consumption of energy also reduced.

The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

The mining licence for the Macraes gold mine places emphasis on the progressive rehabilitation of the land to a state compatible with the landscape and environment that existed prior to mining activities taking place. The shallow soils and hostility of the environment dictate that choices of plant species should focus on persistence rather than high productivity, choices that are made easier by observing the vegetation patterns that have developed naturally within the area, by recontouring landforms to integrate with the surrounding countryside and the use of appropriate plants and establishment techniques.

Opportunities to improve mill operations are often cited by mining companies and recognised in many concentrators spread throughout the world but are not always followed through. Copper-molybdenum concentrator operations are challenged by a continuously increasing list of detrimental factors. They include deteriorating ore characteristics and poor mineralogical information on deeper ores, water quality and availability, steel wear and increasing power costs. Rapidly declining productivity, sustainability and environmental factors, new taxes, mining industry global skill set shortages, to name but a few, must also be considered. The days of maximising value by just increasing production or simple cost cutting are fading and will not be sufficient for the future of more complex mineral processing operations and larger plants. As a result, FLSmidth’s Global Process Technology Group has launched a plant and process optimisation program based on mineralogical and metallurgical surveys.Copper-molybdenum concentrators of the future need a paradigm shift. Modelling and simulation tools alone are not the answer to complex mineralogical associations and larger scale equipment and operations. Detailed area by area review aimed at identifying process constraints in terms of equipment and operating practice in conjunction with robust diagnostic work, ie mineralogical and metallurgical characterisation, are mandatory for process optimisation. The navigational beacon, for all operations who want to remain competitive, will be ‘process efficiency’. Since the use of automated mineral analysers has become more readily available and reliable, mineralogical-metallurgical plant surveys have proven themselves as the most efficient tool for optimising plant performance.The following paper will illustrate how operations can move toward eliminating under-performing flow sheets, fixing run-away flotation conditions, maximising individual process equipment performance, preventing shortcuts in Bond work index testing which may cause the failure of comminution models and minimising costly and time-consuming ‘debottlenecking’. As previous plant surveys have shown, the net project cash flow can be increased by 50 to 200 per cent if a combination of robust ore characterisation and plant process mineralogy is performed. The combined plant survey approach has been demonstrated successfully in a multitude of operations. A simulation and animation model was constructed for the Stockton Coal Mine. This mine is located in the north western area of the South Island of New Zealand. This model was used to study the optimum size of the stockpile areas whilst achieving the correct product coal qualities. The model evaluated the impact on stockpile size and product coal qualities for both bulk and selective mining. The effect of modifying the amount of known clean coal quality was also investigated. The software used was GPSS/H« for the simulation and Proof Professional« for the animation. From the study, it was recommended to incorporate selective mining in future studies. The shipping plan needed to be modified for a better correlation between coal production levels, in situ coal resources and wash plant capacity.

ThePike River coal field is located between 700 and 1000 m above sea level on the West Coast of the South Island. The area contains a resource of some 60 million tonnes of coal in a single coal seam and is part of the Paparoa mountain range that receives between 6.0 and 6.5 m of rainfall per annum. The area has been isolated and has received no on the coal plateau but has been extensively logged in the lower 3.5 km of Pike Stream. The PRCC development proposal recognises this and calls for an environmentally benign development that includes underground development of this resource. The coalfield abuts and is partly overlain by the Paparoa National Park. The underground development will enable a number of environmental goals to be readily achieved: it will be out of sight of the public,it will not impact the national park,noise will be mostly absent,there will be absolute minimal disturbance to the land surface,coal will be transported from the mine to a dewatering complex on PRCC land in a slurry pipeline thus obviating the need for trucks and noise in Pike Stream valley,all water draining from the mine will be collected, treated if required to consent standards and discharged from a single point,the road into the area will allow for an effective predator control programme to be undertaken enhancing native bird life,an environment suitable for the reintroduction of Whio (Blue Duck) will be created, andthe net effect of the mine development on the environment will be positive.

The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

Strategy development by the minerals industry identified the fragmented management of mineral resources as a significant impediment to the discovery and development of New Zealand Æs mineral resources. The total gross value of New Zealand Æs potential resources of coal and minerals is estimated at about $400 billion, but their potential value is not being realised. The management of minerals is now largely under the control of 86 local authorities (regional and district councils) and the lack of recognition of the significance of the sector has lead to inconsistencies in the way minerals are managed. The industry strategy influenced science funding for minerals, with the result that the 'mineral wealth' component now includes research on making better use of resource data in minerals management. Initially this research has targeted Otago and Northland regions where a number of initiatives are now in progress.   In Otago the Regional Council has budgeted to contribute $1 million towards a regional geophysical survey to advance mineral exploration and the management of subsurface resources in the region, to work cooperatively towards improving public awareness of the significance of minerals to regional economic activity, and to better coordinate policy-making for minerals at regional and district levels.   Crown Minerals, and the Far North and Whangarei district councils are considering providing funding support for an economic study of the mineral potential of Northland, building on a mineral resource assessment undertaken by GNS Science. Enterprise Northland is adding minerals to their list of potential growth sectors, and is supporting the operation of a Northland region minerals focus group.   Regional development agencies and local authorities have shown that they are willing to include mineral resources in their development strategies and to provide for them in policies and plans when supplied with information and assisted with technical support.

A key issue facing mine managers in remote locations in Australia and overseas is that of managing a fly-in, fly-out (FIFO) workforce. Current Australian research (Sibbel, in prep) indicates that FIFO employees and their families do not differ from the general population in terms of their overall mental health and the well-being of their family relationships. However, they do face unique issues/pressures associated with the lifestyle, the impacts of which are dependent on the policies and practices of the company as well as individual coping and support mechanisms. Successful management of a FIFO site and its employees therefore requires specialist knowledge and skills beyond those of a solely residential operation. The well-being of the FIFO workforce depends on both site and individual employee characteristics, and has implications for productivity and turnover, as well as safety and health. In addition, although FIFO separates individuals and their families in time and space, the interaction between work and home must be acknowledged and taken into account. Drawing on findings from recent Australian and international FIFO research (eg Annear, Poot and Kingston, 2006; Beach, Brereton and Cliff, 2003; Brereton et al, 2006; Gallegos, 2006; Keown, 2005; Parkes, Carnell and Farmer, 2005; Sibbel, 2001, 2004, in prep; Shrimpton and Storey, 1996; Storey, 2001; Watts, 2004) this paper discusses key understandings of both the positive and negative impacts of FIFO employment on employees and their families, and provides practical management strategies as an aid to the development of best practice. Individual impacts including fatigue and loneliness, as well as family issues such as communication, continually changing roles and responsibilities and the impacts of regular parent absence are key areas which can be ameliorated by appropriate management understanding and action. A flexible framework approach is presented that is suitable for a diversity of operations, including principal and contractor workforces of different sized operations.

The extent to which man's activities are influencing the earth's climate is subject to considerable debate. Internationally however, this debate has been put aside somewhat by the Kyoto Protocol. This international agreement is the political response to the threat of Global warming, predicated on the precautionary principle.NZ is seeking to be a leader in the Kyoto Protocol. Given our unique GHG emission profile and the structure of our economy, and the major uncertainties in both the science of climate change and the Kyoto Protocol itself, this desire to lead is absolutely inappropriate in this instance. We face a different, and often more severe, set of challenges in an economy that prices C emissions than virtually all of our trading partners. Unfortunately, these differences have not been reflected in climate change policy development to date. This represents a major threat to New Zealand's economy, wealth and jobs, particularly in the sectors that have been the core drivers of our economy over the last 20 years or so - agriculture, energy, primary processing. We do not, and should not, seek to avoid the issue but we must protect our economy and move with or follow our trading partners and competitors, not lead them.
