Shortly after the outbreak of war in September, 1939, it became apparent that considerable quantities of certain metals and alloys which at that time were not being produced in Australia would be required in increasing amounts for the prosecution of the war effort.Australian industry had relied on overseas sources of supply for the relatively small quantities of many special metals which were needed under peacetime conditions. As the war progressed so great became the demand for mooy of these alloys in Great Britain and other allied countries that it was necessary for them to place an embargo on the export of these materials, and thus it soon became evident that if Australia's production of munitions was to expand and develop it would be necessary for her to become independent of overseas sources for many of these essential 'items. The shipping position also became very acute, and this, accentuated the difficulties of obtaining these alloys. Because of the conditions outlined aqove, the manufacture of over thirty different metals and alloys .was undertaken at Newcastle during the past decade. It is with two of these that this paper proposes to deal. They are tungsten powder and ferro-silicon.TUNGSTEN POWDERTungsten is a rare and comparatively new metal. It is used extensively in the production of high speed tool steel, some grades of which contain up to 22% tungsten. Such articles as twist drills, reamers, milling cutters, and lathe tools are made from tool steel, and the demand for these during the war years was greater than ever before. The use of tungsten in the manufacture of high speed steel was first developed in 1914 by the Germans, and when it was discovered that they were using tungsten bearing steel for the production of munitions there began a world-wide search for ores of this rare metal.

Within the mining industry computers have made their most significant impact with 3D design, visualisation and resource modelling/ optimisation. Recently, the application of computers to data gathering and accounting functions has also started to reap benefits. These two areas of application cover the beginning and end of the mining process. There has been limited use of computers on the middle section, the actual mining process. This is interesting when considering the relative proportion of overall mining costs that this section produces. There is a certain amount of irony in the lack of mining application software for developing accurate budgets compared to the systems/software then used to review performance against budget. Computers have been used extensively in the manufacturing industry to design, model and simulate the manufacturing process. This has not been extended to the mining process. But, we all strive to have an open pit that replicates a manufacturing plant û smooth, efficient, optimal production. If we could model mining operations with the confidence of plastic box makers we would reduce risk by an order of magnitude, improve planning and focus on value drivers. Cost û benefit analysis would be easy. The extrapolation of manufacturing to mining process models is difficult. The variables in the manufacturing process are fewer in number, have low volatility and are highly predictable. The time between a box falling on a conveyor belt and falling off is very consistent. Mining is quite the opposite. It has large numbers of variables, some of which are unpredictable and volatile. The time to fill an excavator bucket could vary by 30 per cent and the frequency distribution is unlikely to be a mathematically simple normal distribution. Further, each of these variables can be distorted by one-another û they are interrelated. The mining process is a disjointed flow of parcels whereas manufacturing is a controlled continuous feed. A loaded truck might join a ramp and follow a slow water cart up. This is the equivalent of a localised voltage drop on equipment in a manufacturing plant. The manufacturing plant is quite likely to rapidly recover to full capacity. Whereas the slow truck might throw the mining fleet cycle out of balance for hours û trucks queuing at the ROM bin and so on. A mining process simulation has been created that addresses these mining variable issues to produce a highly accurate model of the open pit mining process. The number of uses for such a model is growing rapidly as it is being utilised for a variety of projects within the industry. This paper discusses the need for and application of mining process models.

Mineral exploration and development can have a significant impact on the environment and local communities, in some circumstances extending well beyond the mine site. Poor environmental performance and consequent social impacts by some companies have affected the reputation of the whole industry to the extent that the principal public concern about mining is its impact on the environment. This is consistent with public attitudes about other major natural resource sectors such as forestry and commercial fishing. Traditionally the community has relied on governments to set the benchmark for acceptable environmental and social performance through establishing and revising regulations governing the mining industry. This however assumes that regulations keep pace with community expectations. It also does not take into account those circumstances where governments can have conflicting roles as both watchdog and project partner. Government regulations and industry self-regulation are not in of themselves sufficient for the minerals sector to demonstrate that it has adequately addressed environmental and social issues associated with the sector. For the minerals sector to improve its reputation it must first improve its environmental and social performance. To do this requires the sector to operate to acceptable standards of environmental and social performance and for the sector to be able to credibly communicate this to its stakeholders such as investors, non-government organisations (NGOs), customers, staff, regulators and local communities. Independent third party certification of environmental and social performance (æcertificationÆ), already operational in forest and fisheries management, is proposed as a mechanism to enable the minerals sector to achieve this. World Wide Fund for Nature (WWF) and industry partners will be collaborating in a project to ascertain the applicability of æcertificationÆ to the minerals sector. A number of economic, social and environmental benefits are identified that could accrue should mining companies be able to differentiate themselves on the basis of environmental and social performance, an attribute evident in æcertificationÆ schemes. External audiences are seeking increasing levels of information and data on environmental and social performance of mining companies, be it local communities, investors, financial institutions or NGOs. Environmental and social reporting should be a key communications device that stakeholders can rely on as a reliable, credible source of information on environmental and social performance. WWFÆs contribution to the debate about environmental and social reporting has been to develop a process to assess the quality of environmental and social reports against reporting ingredients which WWF believe are important if a report is to be an accurate reflection of the reporting entitiesÆ environmental and social performance.

P754 has been an unusual project in that its main aim was to develop a code of practice for metal accounting with the following key objectives:Development leading to an agreed industry standard at corporate governance level Significant improvement of the credibility of metal accounting from deposit to saleable product Development of guidelines for data collection, data analysis, reporting and audit A data analysis toolbox which provides go/no go testing for metal balance data Promotion of industry adoption of these guidelines to improve transparency and financial credibility. Over time, these guidelines may evolve into a code and eventually into a standard Develop and train engineers to become expert in metal balancing and reporting. Papers like this one and the workshop which follows this conference are part of promoting the code for adoption by industry. Developing a code of practice has traditionally been the provenance of professional bodies associated with particular industries û often on a voluntary basis. Given todayÆs industry pressures, it was felt that funding key input might accelerate the development process as well as offer opportunities to research some of the problems and to train some post graduate students in a difficult discipline. In fact, the project has brought together six industry sponsors from a wide range of process types, three research providers, and funded students in South Africa and Australia. The project has also attracted input from the financial community. A textbook to support the application of the code has also been written. The industry sponsors have made the Code and Guidelines available on request to help to facilitate its use by the mineral industry beyond the sponsor group. The Code and Guidelines have already been translated into Spanish and Portuguese which suggests that industry acceptance may happen quite quickly. The main thrust of the code is to integrate commercial and technical performance to a much higher degree. The Check in-Check out (CI-CO) method has been chosen as the vehicle for this combined approach. The mass and metal values used for CI-CO are 'absolute' and provide the basis of financial transfers. The CI-CO process occurs at each transfer of custody - whether between divisions within a company, or between companies. This approach means that measurement of mass and metal flows becomes the critical element of the process and that a quantitative knowledge of measurement accuracy and precision is also essential. This knowledge allows technical differentiation between differences which are within the expected margin of variation and those which must be formally identified as discrepancies and subject to a process of investigation and sign off. Hence, the application of the code for most companies should be more evolutionary than revolutionary, but with substantially more emphasis on measurement and definition of measurement error. Where this can be achieved, it should bring the mineral industry more into line with other industries competing for investment funds, community acceptance and future employees.

The mineral exploration and extraction industries have gained major cost and efficiency benefits from the use of computers. However these industries are now at a cross-roads with two seemingly disparate developments - that of an increasing number of complex geoscience databases and, at the same time, the merging of all known data for the particular regions at minimal cost. These two developments can be managed by the development and of an industry accepted geoscience data model and dictionary. This will provide a common basis of understanding for geoscience data through a common language and a common structure for geoscience information. Integration of specialist systems and databases can then proceed efficiently. The development of a data model is going ahead with consensus from the mining industry. This is a joint government and industry funded project and managed through the Australian Mineral Industries Research Association, AMIRA. AMIRA is a well known research broker to the Australian mining industry obtaining sponsorship for projects both from private and government groups. The AMIRA project, P431, called the Geoscience Data Model, is to be the Australian standard data model for geoscience disciplines. The requirement for a standard geoscience data model has been recognised in Australia for some time. In October 1991, the Australian Government Geoscience Database Policy Advisory Committee (GGDPAC) established a Geoscience Data Standards Working Group which drafted a comprehensive list of data categories of the geoscience area. An AMIRA project called AMDEX was established to develop a transfer standard for the mining industry data at about the same time as this committee was in operation. The first AMDEX sponsors meeting was held in May 1991. It was proposed to use the US Spatial Data Transfer Standard (SDTS) as the basis to transfer mining data in AMDEX. A limited data model of mining data to be transferred was developed for the AMDEX standard under SDTS. The Australian Geological Survey Organisation (AGSO) saw the need to extend this and develop a complete data model for the geosciences and proposed this as a new project to AMIRA. This was strongly supported by GGDPAC which lead to sponsorship of the project from most state geological surveys. The Geoscience Data Model can be broken down into separate data models for a number of geoscience themes and sponsorship obtained so far will enable models to be developed for a comprehensive set of themes selected by the project sponsors. Further sponsorship is required to enable a more complete coverage of the geoscience area to be developed. Sponsorship for the Geoscience Data Model has been strong from the geological surveys and there was some effort by GGDPAC to promote the project in these organisations. An Australian geoscience data model is of immediate use to the geological surveys in assisting the standardising of huge quantities of geoscience data held by government agencies and it is preferable that this be an Australia-wide standard.

As remaining gold deposits tend to become more refractory, some form of oxidative pre-treatment involving hydro or pyrometallurgy is necessary to maintain high metal recoveries. These pre-treatments include pressure oxidation, bio-leaching or roasting. In the past, the primary criterion for selection of oxidative pre-treatment relied mainly on the extent of gold recovery and relative economics. In this study, a different approach has been adopted, ie the quantitative determination of environmental performance of the oxidative pre-treatment processes bio-leaching, roasting and pressure oxidation to assess which had the least impact on the environment. By establishing the environmental performance of processes, waste minimisation can be addressed early in process selection. Using mass balances, the environmental theme method was applied to determine the performance, on the basis of gold treated, of the oxidative pre-treatment processes of selected plants. No clear trend was observed in the overall impacts of each of seven plants, with all but one of the environmental evaluation indices being of the same order of magnitude; this was probably due to masking effects arising from the large variations in feed composition, tonnage, and gold levels. Within each type of pre-oxidation plant however, certain trends were detectable. For instance, irrespective of plant size, ore composition or mineralogy, for the bio-leaching and pressure oxidation units, the general order of environmental impact from greatest to least was sequentially toxicity, acidification potential, depletion of resources, solid waste generation and greenhouse enhancement. For the roasters the acidification potential was the most significant. Determination of the environmental performance of the oxidative pre-treatment of a hypothetical ore in a plant of fixed tonnage was undertaken to remove the possible masking effects of variables associated with feeds of different mineralogy, gold tenor and tonnage. The bio-leaching process gave a marginally better performance than pressure oxidation, the roasting process the worst, although there was not a great difference between them. The decreasing order of contribution to the environmental index was acidification potential, toxicity, resource depletion, solid waste generation and greenhouse enhancement for bio-leaching and pressure oxidation; whereas it was acidification potential, solid waste generation, toxicity, resource depletion and greenhouse enhancement for roasting. Since the major contributor to the environmental index was the acidification potential, the environmental performance of treatment processes for the acidic effluents was calculated. After neutralisation of the net acid resulting from bio-oxidation and pressure oxidation, and the application of various scrubbing and product formation processes for the sulphur dioxide from the roasting process, it was shown that pressure oxidation gave a marginally better performance than bio-leaching, ahead of roasting. This study demonstrated the potential for the development of a predictive tool which could be used in determining the environmental performance, and thus the selection, optimisation, and improvement of pre-oxidation processes for least impact on the environment. These would allow operation of these processes within defined environmental performance limits and decisions regarding the desirability of processing various parts of a heterogeneous orebody to be made on environmental grounds.

Samples of the feed, underflow and overflow mediums from dense medium cyclones operating at low separation densities in eight commercial coal washeries were sized and analysed, to obtain comparative cyclone classification performance curves for the magnetite, shale and coal components in the circulating medium. The resulting component classification curves indicated that the dense medium cyclones hydraulically classify the magnetite and the shale to the underflow with a Stokesian size and density relationship at these low medium densities, ie the shale curve was shifted parallel to and appropriately coarser than the magnetite curve because of the lower density of the shale. However the lower density coal reverse classified to the overflow (ie away from the cyclone wall) with a similar Stokesian relationship. By correcting the magnetite and shale classification curves for the bypass inefficiency to underflow, and similarly correcting the coal classification curves for the bypass inefficiency to overflow, the corrected classification curves for the magnetite, shale and coal were reasonably parallel (considering that the coal has a range of densities). Using a value of five for the density of the magnetite, the displacement of the shale and coal curves corresponded to densities of 2.27 and 1.38 respectively for one circuit, although the data was not as good for the other circuits. This reverse classification mechanism was confirmed in a 140 mm diameter laboratory dense medium cyclone circuit using low density (1.20 - 1.30 RD) tracers, sized from 0.25 to 2 mm. These classification performance curves were corrected for bypass ineffiency (as above). The corrected curves were parallel and displaced according to tracer density, even though the lowest density tracers were reverse classified to the overflow. The data indicate that the rates of classification of all particles could be described by the same Stokesian relationship, regardless of the direction of travel, except for a narrow band at the partition density. Particles heavier than the partition density classified to the underflow, particles lighter than the partition density reverse classified to the overflow and particles identical to the partition density were not classified at all. Consequently it should be possible to simulate partition in dense medium cyclones, operating under free settling low density conditions, with a simple cyclone classification model, provided the partition density can be accurately calculated from, or correlated with the cyclone feed, underflow or overflow pulp densities. The tracer partition performance in the laboratory cyclone was an inverse function of the tracer particle size, as proposed by King and Juckes (1984) for medium/coal ratio in low density medium systems. Their sized coal data was parallel, with lower partition values due to a higher energy cyclone. Partition data with similarly sized tracers (Scott, 1988) showed a parallel shift to higher partition values due to the separate effects of higher viscosity medium and a larger diameter lower energy Cyclone.

The Doe Run Company and its predecessors have been mining for over 130 years utilising the room and pillar mining method. This method has left approximately 20 per cent of the orebody in the remaining pillars. The original design and planning for the mines did not include extensive pillar extraction. This paper summarises the introduction of the pillar extraction and backfill techniques which have been implemented since 1991. These techniques include the use of low cost fill walls up to 20 m in height and the use of slinger trucks for topping off the fill. In conjunction with these accomplishments, much experience and confidence has been gained in the use of numerical modelling as a method of predicting pillar stability as the mining of pillars progresses. These advances have led to pillar extraction becoming a major portion of the overall production and have added to the mine life of Doe RunÆs six operating mines.

In feasibility studies the choice of optimum cut-off grade is typically based on an evaluation of tonnage grade curves and manual design of stopes at one or two cut-off grades. In the industry these stope designs are usually based on break-even cut-off grades, but there is little consensus on what cost and price assumptions ought to be included. A new tool for automated stope design has been developed that generates sets of stope shapes for a nominated range of cut-off grades, or depending on the nature of the mineralisation, cut-off values based on net smelter return calculations in the block model. The stope design procedure includes constraints in stope and pillar geometry for the selected mining method and can be used to evaluate sublevel interval and sensitivities to other design parameters in the specific geological and geotechnical environment. These ænested stopesÆ are analogous to ænested pitsÆ in open cut design, and can be used as a key input in the æhill of valueÆ methodology for the evaluation of the optimum cut-off grade in underground design. The results of many consulting studies indicate that a break-even cut-off grade will not be the optimum cut-off grade. A particular benefit of the new stope design tool is that the design rules used to establish stope shapes in the feasibility study can then be used in mine production, in an optimal and repeatable method. This methodology is being advanced in the AMIRA P884 PRIMO project, which is a new research collaboration coordinated by AMIRA International. The project has brought together active research groups in Australia and Canada, with the goal of developing a flexible framework and set of software tools for optimisation in underground mine design.

The south-east Missouri cobalt-copper-lead-zinc district is the worldÆs largest lead producer and a significant producer of by-product zinc, copper, cobalt, silver and cadmium. Current production in the district comes from six or seven mines in the Viburnum Trend. Most ores in the Viburnum Trend are characterised by a small number of minerals with simple compositions. Portions of some orebodies contain ores that exhibit greater variations in mineralogy, and these include shale-hosted lead- copper ores, bornite ores and nickel-arsenic sulfide ores. Ore textures include both replacement and open space filling textures, and the paragenetic sequence for the ores is characterised by repetitive periods of deposition of all of the ore and gangue minerals. Ore microscopy is an effective tool for not only the identification of the minerals and textures shown by the ores, but also to determine the mineralogy and textures responsible for beneficiation problems. An interesting variety of sedimentary and structural ore controls have determined the locations of individual orebodies in the district. Based upon the positions of orebodies with respect to Precambrian ridges and knobs, together with areal patterns of mineral/metal zoning, it is interpreted that the ore fluids came from diverse directions to form the deposits in the district. It is concluded that the Old Lead Belt subdistrict was mineralised by fluids that flowed from the north-east and north-west, the Fredericktown area by fluids from the north-east, the Indian Creek subdistrict by fluids from the north-west and the Viburnum Trend by fluids from the north-west and west.

The basic condition necessary for flotation is hydrophobicity of the surface of the mineral to be floated. For sulphides, this condition usually requires treatment with a collector solution. The conditions for this treatment have until recently usually been chosen by the trial and error principle which has indeed been working relatively well under favourable conditions; ie for simple homogeneous ores. However, the present tendency to increasing use of complex and often relatively lean ores sets increasing requirements for the control of the flotation process. This development is the reason for the present rapid development of process control methods in flotation. In addition to the already well-established practices of pH and reagent feed controls, the importance of measuring and controlling the electrochemical potential of the ore particles to be floated is recognised in the case of sufficiently conductive minerals. In fact, the electrochemical potential seems to be the basic quantity determining the flotation behaviour of such relatively well-conducting minerals as sulphides. Since the hydrophobicity of the mineral and, hence, its flotation properties are ultimately determined by the composition and structure of its surface, information on these under different process conditions is important for design and operation of efficient flotation processes. The basic requirement set for the methods used for obtaining this information is high surface sensitivity of the method. The recent rapid development of surface characterisation has produced several methods which fulfil this requirement. Their application to the problem of characterising surfaces of mineral samples in contact with collector solution is, however, often complicated. The main reason for this is the vacuum environment necessary for the measurement. In the case of flotation experiments this means that in most of these methods the measurement cannot be made in situ, but the sample must be extracted from the liquid and subsequently evacuated in the vacuum chamber of the instrument. It is essential to carry out these steps so as to avoid to the extent possible changes in the sample surface. For the purpose of establishing whether this has been accomplished it is important to compare the results of methods operating in vacuum with some available in situ method. An optimal choice of methods seems therefore to be a combination of the available powerful vacuum methods with in situ measurements. The most usual combination seems to be X-ray photoelectron spectroscopy (XPS or ESCA), Fourier transform infrared spectroscopy (FTIR) and electrochemical measurements. This choice combines the unique possibilities for direct elemental and chemical characterisation offered by XPS (Cecile, 1985) with the in situ capability of FTIR and electrochemistry. In the XPS measurements, it is essential to apply a special sample handling technique to avoid loss or damage of some sensitive species of the collector-based layer on the mineral surface. In the following will be given some examples of the application of the XPS technique in combination with electrochemical methods of sample treatment to studies of the layer formed on sulphide substrates in ethyl xanthate (EX)

Acid rock drainage (ARD) can have detrimental effects on mining infrastructure, water reuse options and environmental discharge. As a result, some form of short- or long-term treatment is required at many mine sites. Successful treatment depends on a number of factors including the selection of an appropriate treatment technology and its correct implementation. A variety of passive and active technologies are available for dealing with ARD. Passive treatment solutions do not require continuous chemical inputs but take advantage of naturally occurring chemical and biological processes. They are often low cost, site specific approaches and are predominantly used in post-closure situations. Passive systems are well suited to drainage with low acid loads and low soluble aluminium concentrations, and are more effective with highly reduced (ie low oxygen) water. While they are often regarded as permanent fixes, most require some form of ongoing maintenance and all have an engineered life expectancy (ie finite carbonate and organic matter budgets). Passive treatments include, oxic limestone drains, anoxic limestone drains, limestone diversion wells, various reducing and alkalinity producing systems, pyrolusite limestone beds, aerobic and anaerobic wetlands, permeable reactive barriers (organic ¦ carbonate and zero valent iron), slag leach beds, and gas redox and displacement systems (GaRDS). Active treatment solutions require a continuous or semi-continuous activity (eg reagent dosing) to correct water quality issues. They can be engineered to treat virtually any type of drainage or site specific ARD issue, and have no set acid load or redox limitations. Tasks handled by active treatment systems are almost invariably larger and more costly than for passive systems. Active treatment approaches include; pH control, adsorption/absorption, ion-exchange, electrochemical concentration, biological mediation/redox control, flocculation/filtration and crystallisation. A range of generally available and proprietary technologies has been developed around these approaches. Active treatment involving pH correction with alkaline amendments is the most common and cost-effective form of ARD treatment. A variety of fixed plant and portable treatment systems are available. Calcium-based reagents, including quicklime (CaO), hydrated lime (Ca(OH)2) and limestone (CaCO3) remain the reagents of choice for the majority of active ARD treatment worldwide. This is principally due to their widespread availability, non-proprietary nature, and variety of proven dispensing technologies and cost-effectiveness. Limestone, in particular, is a very low cost reagent. However, due to æefficiency of useÆ problems with limestone in passive treatment systems, combined with its very low cost, there has been a recent emphasis on developing active treatment systems that use limestone efficiently. As the requirement for treatment increases, there is a growing emphasis on treatment sludge management and sludge stability. The final choice of a suitable treatment technology is dependent upon water chemistry (eg pH, type of metal contamination, acidity), flow rates, acid load, local natural resources (neutralising materials, topography), climate, site logistics, environmental risk and economics. The benefits and limitations of both passive and active treatment technologies are summarised.

GHD-Black & Veatch (GHD-BV) have completed design and specification of the ash thickening plant at Tarong Power Station, including operation of a pilot plant. Construction of the plant is in progress and commissioning is planned for early-2004. The objective of the new plant is to convert the low concentration (lean phase) ash slurry currently generated by the power station into concentrated slurry which will then be pumped to the existing ash dam. Water recovered from the lean slurry will be returned to the power station for reuse. The drivers behind this project are to extend the life of the ash dam and to reduce water pumping costs. A maximum flow of 1000 litres per second is expected in the thickening plant. The process involves a screening phase, which removes large material that could cause blockages or equipment damage. A 50 metre diameter thickener then concentrates the screened lean ash slurry to 55 - 60 per cent w/w solids. In addition, the thickener plant will allow the harvesting of floating cenospheres (hollow, spherical ash particles) from the lean slurry. Cenospheres are currently collected from the surface of the ash dam and drained on a pad adjacent to the dam. The new system will use a surface skimmer to remove the cenospheres from the thickener and transfer them to settling ponds for further classification. The settling ponds simulate the detention on the existing ash dam, and allow entrained fine ash and slow settling cenospheres time to settle. As settling occurs in ponds, the slow settling cenospheres can be completely recovered whereas when they settle in the dam, the opportunity for recovery is lost. Cenospheres are a valuable by-product produced during the combustion process, and recycling of this material reduces the waste generated by the power station. Water recovered from the thickener drains to a three megalitre reservoir. Water is drawn from the reservoir for thickener plant service water and various other uses in the power station. The bulk of the water is used to sluice ash from the power station to the thickening plant. In the current configuration, surface water from the ash dam is reused but must be pumped several kilometres back up to the power station. The dam also holds an inventory of several thousand megalitres of water and has significant evaporative losses. Therefore the current raw water make up demand is substantial. In addition, some areas of the power station traditionally using raw water will be modified as part of this project to allow the use of recovered water, further reducing the raw water demand. The design incorporates many features of sustainable water management. By more effectively recovering water from the lean ash slurry, the amount of raw water make up required by the system will be significantly reduced. This method of water recovery provides a more sustainable and energy efficient ash-transport mechanism.

The geographical region of South East Asia is variously defined, but generally agreed to include the Asean group - Philippines, Malaysia, Thailand, Singapore and Indonesia. Other regional countries, such as Vietnam, Laos, Burma, Kampuchea etc. are of course geographically part of the region, however in economic terms, they play a minor role. It is the Asean group that dominates present economic activity and provides the overwhelming opportunity for commercial development. My experience in South East Asia has been gleaned over 15 years of regular travel in the region. More recently, we have established company offices in Malaysia, Singapore and Indonesia to extend and deepen contacts with major customers. This progressive development is an integral part of a planned growth pattern and will be discussed in more detail shortly. South East Asia is a rapidly developing economic growth centre, a fact which is clearly recognised and accepted by most commentators. An important question is then to be asked: Why has the region been relatively neglected by Australian, U.S. and European industrial supply companies? I will attempt to address this question in the context of industrial minerals and propose some ideas as to how effective sales programs could be developed. Firstly, let's consider the market potential provided by countries within the region. It is reasonable to suggest that industrial growth in S.E. Asia over the past 20 years has been generally steady and in some cases, explosive. Until recently, this growth has predominantly been driven by development of internal (regional) demand. Population growth and rising living standards have ensured that basic industries have enjoyed a solid uptrend in sales and production. The industries which most benefitted from regional economic development over this period were, interestingly, those which we understand to be major users of industrial minerals - glass, ceramics, paper, surface coatings, cement, refractories, rubber and plastics. Each of these industrial sectors has been influenced by different growth stimulii over a 20 year period. Nevertheless, they also enjoy a common feature which ensured an above average performance. All sectors are fundamental to an environment enjoying rising living standards and rapid growth in general prosperity. More recently, internal growth factors have been overtaken by a recognition that manufactured products from the region are competitive in export markets. This comparatively recent development provides the most interesting possibilities for higher value industrial mineral raw materials. Let me explain: For 20 years, industrial growth in South Asia has essentially been focused on satisfying domestic demand. Finished quality of manufactured items was orientated to a developing market more interested in cost than aesthetics or long life. This was reflected in raw material specifications, which often did not exist and at the best were undemanding.

Gold was discovered in the Bendigo area of Victoria in 1851 (Willman and Wilkinson, 1993), and all the early gold mining of any note involved washing (puddling) the gold out of the regolith or alluvium. The waste material from this process was a semi-fluid mixture of rock debris, soil and water, referred to as `sludge'. Puddling machines were gradually introduced to speed up the puddling process (Cole, 1994), and by 1855 an estimated 2000 machines were in the district (Anderson, 1978). In 1859 it was estimated that approximately 2 293 000 m3 of material was puddled annually by the machines on the eastern side of the goldfield, whose waste drained into Bendigo Creek and its tributary gullies. It was also estimated that after the gold was removed, approximately one-quarter of the residue/sludge consisted of the heavier, coarse-grained material which settled out fairly quickly, while the remainder, approximately 1 720 000 m3, was the fine-grained material which flowed downstream for some distance (VPP, 1859 - 60). From these figures it can be assumed that for the ten years during which this volume of puddling was maintained (1854 - 1864) over 5 700 000 m3 of gravels and sands and 17 200 000 m3 of fine-grained sludge had been discharged into and around Bendigo Creek. This was enough to cover an area of over 400 km2 to a depth of 5 cm. By 1859 the problems associated with the sheer volume of sludge being discharged were such that a Royal Commission was appointed to `Enquire into the Best Method of Removing the Sludge from the Gold Fields' (VPP, 1859 - 60). The goldfields referred to were those in the Bendigo area around the township of Sandhurst (now known as Bendigo). The Report of the Commission (VPP, 1859 - 60) stated that: `... inspection of the country bordering upon the course of the Bendigo Creek, to a distance of about fifty miles from Sandhurst . . . ' had revealed that the sludge had ' . . . filled up watercourses and flooded pasture lands . . . '. It also noted that ' . . . even on the plains, thirty or forty miles away from Sandhurst, where the sludge flows thin, and is relieved from its heavier particles, we found it baked into a perfect concrete, and in thicknesses varying up to two feet or more . . . '. The italics were used for emphasis in the original text. As it was considered unlikely that the physical evidence for such widespread inundation would have disappeared completely over the intervening 130 or so years, a project was initiated to locate any evidence of the inundation in the current landscape. If such evidence were to be found, then an estimate could be made of both its extent and its effects on the topography, drainage, and land-use of the inundated area. Extensive field work has determined that over 700 km2 to the north of Bendigo was inundated by the sludge. The area has not been uniformly covered, but has occasional `inliers' which have obviously escaped inundation by being slightly higher than the surrounding areas. Today the sludge is readily identified as a very fine-grained, hard-setting, concrete-like `capping' overlying a well-developed, well-structured, pedal horizon, or in some instances, the gravels and sands of a creek bed. The thickness of the sludge capping varies between a few centimetres and three metres (Peterson, 1996). Callide Coalfields produces a sub-bituminous, very subhydrous, low rank, steaming coal with good combustion properties, primarily for domestic power generation. Geological input into planning of coal extraction requires expedient production of detailed structural, lithological, analytical, geophysical and geotechnical data. The CSIRO-developed SIROLOG borehole logging software and hardware system allows for detailed spectrometric analysis of coal/interburden. The gamma-gamma and neutron-gamma SIROLOG techniques both provide improved prediction of ash content over other borehole techniques. The neutron-gamma technique also predicts density and some important ash constituents (especially iron, alumina and silica). The software/hardware configuration allows for quick, easy interpretation of coal seam depth and lithology, parting thickness and ash/ash constituent contents immediately after a borehole has been logged. Within certain mine areas in the Callide Basin, the iron content of mined coal is widely variable in both vertical and lateral extent within and between seams. This variability creates problems in predicting the slagging behaviour of æas-receivedÆ coal during combustion, especially where the iron content of the ash exceeds 19 per cent. Using the SIROLOG tool in co-operation with traditional borehole sample laboratory analysis results, patterns in this variability can be determined and related to geological properties and process of formation of the coal seams. Subsequently, areas of high iron can be predicted in advance of mining. Since 1992, on-going collection and interpretation of SIROLOG downhole geophysical log data has significantly contributed to a number of research projects related to gaining a preliminary understanding of the iron distribution and formation during the Coal MeasuresÆ deposition. Because the probe was able to record variations in coal mineral matter content, it was found to complement more conventional techniques such as reflected light petrography, X-Ray Diffraction and SEM techniques that examine the mineralogy of iron species. Additionally, software has been developed to allow integration of SIROLOG data into existing geology databases, enhancing coal quality modelling and daily prediction of parameters such as raw ash, silica and iron contents that are indicators of ash fusion propensity. The correlation of SIROLOG-derived iron geophysical traces between drillholes and other sample points highlighted lithological and structural controls in the iron distribution in the sequence previously not detected. This work has allowed the development of a methodology for predicting iron in advance of mining and reconciling as-sold coal quality to that predicted. Predictions are currently being assessed at the coal face as mining progresses through high-iron zones.

While specific definitions of the main categories of mineral reserves and mineral resources are becoming well established through the efforts of the Australasian Joint Ore Reserves Committee (JORC) and the Combined Reserves International Reporting Standards Committee (CRIRSCO), there has been perhaps less attention paid to the standardisation of language used in the definition and reporting of Mineral Exploration Results and a clear understanding of the transition to Inferred Mineral Resources. This is an area of significant importance to small and medium sized enterprises in the mineral exploration sector as it represents in many cases the only tangible information by which the reader or potential investor can evaluate the future potential of such enterprises. By its very nature information in the Mineral Exploration Results category is incomplete, and frequently complex, and it is open to a broad range of interpretation by readers of various competency levels and disciplines. Many will have a short-term speculative view rather than a long-term perspective, with others out deliberately to misrepresent the information, and as such it can have an enormous impact on investment decisions if the risks associated with this information being reported are not fully understood. Authors of reports on Mineral Exploration Results, who may be Competent Persons or company directors, have to put themselves in the shoes of the reader of the report, second-guessing if you like what the reader will understand by a report, which in many cases will be of a highly technical nature. This raises reporting dilemmas and questions that require to be understood and addressed. Looking at reports on Mineral Exploration Results from the other side, readers have a degree of responsibility as well, particularly if they engage in an advisory or communications role. The tendency of commentators, journalists, analysts, and bulletin board posters to over-exaggerate the significance of a particular exploration result is all too familiar. Questions arise here as well about whether there should be more regulatory supervision and control exercised over those who use this information, all of whom greatly influence investment decisions, and many of whom have no idea there is a Reporting Code, far less an understanding of it. Examples are given and questions raised to illustrate the dilemmas surrounding the reporting of Mineral Exploration Results. In order to retain credibility with markets it is incumbent on companies to be transparent, not to be selective and to report all material information. On the other hand, information has to be taken and read in its proper context in order to avoid fuelling dramatic and unjustified company share price escalation. Timing of course is another factor that can affect the market price of shares, which may be beyond the control of those making the reports. Emotive and imprecise language, however, when reporting Mineral Exploration Results, coupled by speculation, can trigger damaging short runs on shares and destroy credibility where formerly there was long-term promise. The paper will review how Mineral Exploration Results are dealt with in various jurisdictions, and conclude that there has to be a balance between prescription and the tempering of undue optimism on the one hand, and the entrepreneurial spirit, which the industry needs, on the other.

The South Deep surface shaft system is being sunk to a final depth of 2750 m below surface and on completion will be the deepest single drop shaft in the world. The shafts will intersect the target reef horizon at 2650 m below surface. In order to negate the requirement for a shaft pillar, which would be extremely large at this depth, the reef horizon in the vicinity of the intersection is currently being mined. A high quality crushed waste/classified tailings backfill is being placed in the longwall stoping panels around the shaft intersection area. This will limit closure and ride which following shaft reef intersection could have a detrimental effect on the long term shaft stability. This paper discusses underground instrumentation results and numerical modelling exercises carried out to confirm that the shaft system will be stable throughout the life of the mine. Instrumentation projects include closure and ride measured between backfill paddocks and haulage leveling exercises carried out to determine the far field rockmass response to mining with stiff backfill. Results from the numerical modelling exercises show good correlation with measured data. This indicates that a high degree of confidence can be placed in the model input parameters and consequently in the design of the shafts to ensure their long-term stability.
