"This article deals with the excavation of a tunnel below the town of Isola LIRI, nearFrosinone, in central Italy. The tunnel was driven into a conglomerate formation, of lacustrine_fluvial origins, consisting in carbonate clasts with a sandy_silty matrix and calcitic cement. ""Drilling andblasting"" had to be adopted in place of a tunnel boring machine which had showeduneconomical performances. Good advance speed rates were achieved notwithstanding thepresence of some above structures to safeguard. The nearest structure (an old votivechapel) was less than 10 meters (33 ft.) far from the tunnel crown; the nearest residentialstructure was at about 15 m (49 ft.)."

The National Institute for Occupational Safety and Health (NIOSH) carried out exploratory laboratoryscale studies to identify factors that may contribute to nitrogen oxides (NOx) production associated with non-ideal detonation of blasting agents. Explosive admixture with drill cuttings, loss of fuel oil in ammonium nitrate and fuel oil (ANFO) from wicking, ammonium nitrate dissolution with water, degree of explosive confinement, ANFO density, and critical diameter were identified as contributing factors to increased NOx production under the laboratory test conditions. Experiments were also conducted to examine the effectiveness of various additives in reducing the NOx production from ANFO, emulsion, and ANFO/emulsion blends. Aluminum powder, coal dust, urea, and excess fuel oil in ANFO formulations were tested and were found to reduce both the nitric oxide (NO) and nitrogen dioxide (NO2) production. Fumes measurements were obtained in the NIOSH underground closed chamber from the detonation of 4.5-kg (10 lbs) charges in schedule 80 seamless steel pipe and from detonations in light weight galvanized steel stove pipe. Some exploratory tests were also conducted with 0.8-kg (1.8 lbs) charges of pulverized ANFO initiated with 0.08-kg (0.18 lbs), 50/50 (Pentolite) boosters (in the NIOSH 12-ft (3.7-m) diameter steel sphere) to measure the degree of fumes production associated with post-detonation oxidation. Ammonium nitrate, emulsion and Pentolite boosters were also detonated in an oxygen-poor environment.

SAFEX International, as the name suggests, is a global organisation, which has the fundamental objective of improving the safety of operations concerned with the manufacture, storage, transport, and use of commercial and military explosives and pyrotechnic products throughout the world. It is a nonprofit making organisation of manufacturers of explosives from all parts of the world, founded in 1954 with the aim of exchanging experiences within the explosives industry. Every third year SAFEX organises a Congress during which members present papers on selected themes and discuss reports of significant incidents that occurred since the previous Congress. Admission is for SAFEX members only, thereby creating a safe environment for discussing problems “within the family”. The XV Congress will celebrate the Association’s 50th anniversary in Geneva where it was founded. An overview of the Congress indicates its structure and covers aspects such as the training event, technical seminars and the themes for the plenary sessions and associated workshops. The paper also highlights the special event for the chief executives of member companies and the review of incidents that occurred in the industry since the last Congress. The Congress concludes with a social programme for delegates and their partners on the last day.

This report is not everything we would like it to be. Access to information concerning unresolved legal actions is a sensitive matter. Obtaining the information presented in this report was a challenge alone. The Tennessee Department of Commerce and Insurance, Division of Fire Prevention, the firms and individuals that elected to share information did so with various assurances of nondisclosure, confidentiality or anonymity. All those providing information did so with the expectation that the industry and ultimately the public would benefit from this effort. There are wide variations in the values of heats of explosion and detonation as reported in literature. These values are not “stand-alone” or sole properties of the explosives. Specifications of the conditions under which they were determined are necessary to characterize these values. This paper proposes that these values are dependent on their oxygen content and the surroundings their products “work against” upon expansion. Also, the heats of explosion and detonation values can have the same values, but different products, showing that the products can take “independent paths” but have the same values.

This paper considers the current methods of analysis employed, the validity of assumptions made and the reliability of results and predictions derived; where appropriate, alternative methods are proposed which are more accurate and can be applied with greater confidence. In regard to data collection, new local blasting data has been analysed and conclusions drawn but, due to the restricted amount of space available, reference to data set A only has been made in the text. The problem of mathematical model choice is considered and results for two and three parameter power laws are compared. The very important matter of parameter determination is discussed fully, with major emphasis being placed on the comparative merits of log-log linear, log-log planar and direct power law regression. Supporting data analysis examples are included. Assumptions regarding the normality of ‘best-fit’ regression model residual distributions are questioned and the reliability of associated safety limit determinations is discussed.

The ISEE Blast Vibration and Seismograph Section provides a forum for the discussion of issues related to vibration and noise from mine, quarry and construction blasting. The section began as a Technical committee in 1995 to promote the accuracy of blasting seismographs. Currently five subcommittees exist within the section: Seismograph Standards; Seismograph Testing and Calibration; Vibration Limits, Technical; Vibration Regulations; and Program and Communications. Foremost, the Seismograph Standards section wrote the first two technical standards adopted by the ISEE. The historical accomplishments, current activities and objectives of the section are discussed.

Every blasting engineer or professional can attest to the age-old conundrum of obtaining accurate hole information on a large scale prior to loading explosive charges in a blast hole. Even though the benefits of QA/QC are well known and documented and are becoming increasingly important when digitizing and automating mining operations, the QA/QC process itself has not changed significantly over generations. The current methods where operators deploy measuring tapes of variable standards recording their subjective assessment of hole length on a paper blast map or manually transcribing to a tablet, are unreliable and non-auditable. Additionally, the process in its current form is time intensive, obtaining only moderate results and benefits, making it difficult or impossible to resource in today’s tight labour markets. Often only two data points, depth, and water presence, are captured when visiting the hole resulting in a high cost per bit of data. For these reasons, the process is seldom done on a large scale, let alone integrated. The QA/QC process in its current shape is a gap that will need to be addressed if autonomous blasting and mining is to become a reality.

Regardless of the care exercised by a blaster, seismic and acoustic effects produced by blasting can be disruptive and alarming to many people. With the general trend toward larger blasts, increased population, and urban sprawl, as well as sensational accounts of explosives - related incidents by the news media, fear and concern often leave residents searching for damage to their property. As a result, many blasting companies today find themselves at the center of litigation at an accelerating rate. Obviously, the best strategy for handling vibration and airblast complaints is to operate in a manner that does not create grounds for them in the first place. During the bidding process, ask questions. See the actual site to perf o rm an “exposure analysis.” Collect as many facts as possible before blasting including geological issues, contractual obligations, zoning, historical use of site, disruption of daily life to local residents, demographics of the surrounding area, as well as any unfavorable public opinions or prejudices connected with local construction projects or mining operations. A consultation with local pre-blast firms may assist in tracking down previous problems in the area.

This paper will attempt to clarify today’s regulatory picture by identifying some of the regulatory “hotspots” and “pitfalls” that affect individuals and companies involved in the sale, transportation, distribution and use of explosives.

Others apply to subsequent mining unit operations and can generate data for objective assessment of blasting results. Emulsion explosives have become the product of choice for many blasting applications and are not limited to just extreme wet hole conditions or special application environments as in the past. Today’s novel emulsion technology has evolved over many decades, allowing a great diversity of formulations, Emulsion explosives can be effectively designed to produce very high energies, cap sensitive high explosive cartridges to bulk blasting agents, with varying viscosities, stable VOD’s, excellent water resistance, long shelf life and sleep time. They are also conducive to the mixture of emulsion, An/F0 blends in varying proportions and are amenable to any type of sensitizer. The key to a stable, reliable and consistent emulsion formulation is the careful mixing of the internal phase, which consists of a solution of oxidizer salts suspended as microscopically fine droplets, with the surrounding continuous fuel phase. There are few blasting applications today where some form of an emulsion explosive cannot fit the application. In massive, hard rock, dense, tightly jointed and fine grained rock types, the emulsion explosives are the best choices in creating new fracture networks for good fragmentation with a few alternatives. In such environments, emulsions with expanded drill patterns often result in better economics than the use of straight AnLFo. This paper will cover emulsion formulations, sensitizing options, product testing, material handling, and blast optimization, Emulsion explosives characteristics have also proven to reduce adverse environmental effects such as noxious fumes, ground vibration, and airblast while still remaining cost effective.

Westslope Cutthroat trout have declined in distribution and abundance across their range and currently occupy about 59% of their historic habitat. Due to hybridization with non-native species such as rainbow trout, genetically pure populations persist in only 10% of that range. A westslope cutthroat trout population with relatively high genetic purity (97%) and conservation importance persists in less than two linear stream miles in the headwaters of the South Fork Madison River in southwest Montana. The relative purity of this population has been maintained through the presence of a downstream intermittent reach. However, spring flows fill the intermittent reach, creating a connection between occupied westslope cutthroat trout habitat in the headwaters and the habitat of competing trout species downstream.

In underground mining a great deal of time, money, effort, and resources have been used in the effort to minimize blast-induced damage. This damage occurs to the back, ribs, and pillars when the energy of the explosive is released back into the rock due to over confinement or the overloading of explosives in the perimeter holes. This damage can result in roof falls, dilution of ore, excessive rock bolting, scaling, screening, shot-creteing and other safety and support issues.

In this paper, the model of optimizing selection on preparation of Powdery Emulsion Explosives(PEE) is established by the Neural Net Theory(NNT). On the basis of some data in the study of PEE, the training, prediction and optimizing selection of the Neural Net (NN) model are finished by a compiling procedure.
