Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

The NASA Lewis Research Center, under U.S. Bureau of Mines program direction, performed an assessment of alternative mobile power sources for mining applications. A wide variety of heat engines and energy systems was initially examined to ascertain which could be considered as potential alternatives to presently used power systems. The present mobile power systems are electrical trailing cable, electrical battery, and diesel - with diesel being largely limited in the United States to noncoal mines. Each candidate power source was evaluated in terms, of the following requirements: (1) Ability to achieve the duty cycle (2) Ability to meet Government regulations (MSHA certification) (3) Availability (production readiness) (4) Market availability (5) Packaging capability An initial screening reduced the list of candidates to the following: (1) Diesel (2) Stirling (3) Gas turbine (4) Rankine (steam) (5) Advanced electric (batteries) (6) Mechanical energy storage (flywheel) (7) Use of hydrogen evolved from metal hydrides This list of candidates was divided into two classes of alternative power sources for mining applications - heat engines and energy storage systems. "One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

Vaporization of a solvent into an airstream at temperatures above the flash point of the solvent is hazardous if vapor is liberated at a rate that is sufficient to produce a flammable mixture. In may operations, the formation of such a mixture is prevented by rapid diluton of the vapors with air. The minimum air requirements for the dilution process are determined by the composition of the lower limit mixture at the temperature and pressure of interest. Because limits of flammability cannot always be calculated with sufficient accuracy for a proposed operation, they .rust often be determined experimentally. The present Bureau of Mines investigation was prompted by an application in which the lower limits of flammability of a number of solvent mixtures were required over a range of temperatures at atmospheric pressure. These limits were to be used along with available solvent-vaporization-rate data to establish minimum airflow rates needed to prevent the formation of flammable mixtures in an industrial process. Lower limits of flammability were determined for a number of mixtures containing methyl ethyl ketone, tetrahydrofuran, toluene, ethyl alcohol, and ethyl acetate in dry air-at atmospheric pressure and temperatures between 16° and 200° C. The experimental values were found to be in good agreement at with those predicted by Le Chatelier's law; variations with temperature were in fair agreement with those predicted by a modified Burgess-Wheeler law.

The u.s. Bureau of Mines investigated electrode designs for electrowinning lead metal from a LiCl-KCl-PbCI2 electrolyte at 4500 C. The major objective of this investigation was to decrease the energy requirement for lead electrowinning. Electrolysis was performed in a bench-scale cell using several graphite electrode assemblies. Such parameters as electrode spacing, current density, and chlorine gas removal from the anode were investigated in the bench-scale tests. An optimum electrode assembly, termed the sawtooth design, was scaled up and operated at 3,000 and 4,000 A. The sawtooth electrodes operating at 3,000 A produced lead for 0.66 kW·h/kg. The electrodes were constructed by cutting large triangular grooves in the electrode surfaces. The electrodes were placed together such that the triangular peaks of one electrode projected into the triangular valleys of the other electrode. Chlorine did not build up on the anode with the sawtooth electrodes.

This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was clone through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will he useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetimes. The Bureau of Mines, United States Department of the Interior, has established a testing adit on the Government reservation at Mount Weather, Virginia, to facility to research on the fundamental tats of mining under actual metal-mining conditions. A number of sites in several Eastern States were investigated, out Mount Weather was selected because the rock seemed best suited for rock drilling and other mining tests and because the ground was already owned by the Federal Government, the site having been acquired in 1902 for use of the Weather Bureau. The testing edit has an advantage over en active metal mine for certain investigations because variable conditions affecting any particular research problem can be controlled and maintained in a fixed status, whereas in an operating mine this seldom is feasible. Operations were begin September 1935, with a crew of four laborers under a resident engineer. The laborers were recruited from, nearby farms, and. although they had no previous mining experience, they have developed into satisfactory miners.

This study was done to evaluate the economic and technical considerations of using pozzolanic materials in order to guide cement manufacturers, pozzolan producers, contractors, Government organizations, and others interested in concrete construction work. Five hundred and thirty-eight samples of pozzolanic raw materials were taken from 27 central and western States. These samples were evaluated by petrographic procedures, and about 200 of the most promising ones were given a complete series of physical tests (American Society for Testing and Materials) to evaluate further their suitability as a pozzolan. This investigation showed that deposits of natural pozzolan materials were widely dispersed in the central and western parts of the United States but that exploiting these deposits would depend on whether they could compete economically with an increasingly abundant industrial waste product--fly ash.

As one of its projects for degasification of major panels of coal prior to mining within them, the Bureau of Mines conducted methane emission studies during development of a set of three headings 1,800 feet in a major coal panel (2,700 by 3,500 feet) which had been completely isolated by sets of main headings for 12 months in the Federal No. 2 mine (Pittsburgh coalbed) in northern West Virginia. Similar emission studies were conducted in the development of two sets of main headings in virgin coal areas nearby. Comparing the two sets of data indicated that the isolated coal panel had been degasified by approximately 70 percent.

This report summarizes completed research pertaining to the reaction of human subjects exposed to Self-Contained Breathing Apparatus (SCBA) stressors during escape conditions (viz., resistance breathing, C02 breathing, hot air breathing, and static positive facepiece positive pressure breathing) and the development of an automated breathing and metabolic simulator (ABMS). Volume I contains summarizes of the studies performed under this contract. Volume II is an appendix which contains more detailed descriptions of these studies.

Pillars with width to height ratios of less than 1.0 are frequently created in underground hard rock mines. The strength of slender pillars can be estimated using empirically developed equations. However, the equations can provide variable results when the width-to-height ratios approach 0.5. This paper investigates some of the issues affecting pillar strength at low width-to-height ratios in hard brittle rock. The investigation includes an evaluation of empirical pillar strength data presented in the literature and observations of pillar performance in underground limestone mines in the eastern United States, supplemented by numerical modeling in which failure processes and sensitivity of slender pillars to variations in rock mass properties are evaluated. The results showed that the strength of slender pillars is more variable than that of wider pillars. The numerical model results demonstrated the increasing role of brittle rock failure in slender pillar strength. The absence of confinement in slender pillars can result in a fully brittle failure process, while wider pillars fail in a combined brittle and shearing mode. The onset of spalling in slender pillars occurs at or near the ultimate strength, while this is not the case for wider pillars. Slender pillars are shown to be more sensitive to the presence of discontinuities than wider pillars, which can partly explain the increased variability of slender pillar strength. Two examples are presented, which illustrate failure initiation by brittle spalling and the sensitivity of slender pillars to the presence of discontinuities.

This paper is one of a series on milling methods and costs being. published by the Bureau of Mines. The milling practices and special problems relating to grinding, tailings disposal, and choice of a treatment process at the Cardinal mill are discussed. The property of the Cardinal Gold Mining Co. is about 18 miles southwest of the town of Bishop, Inyo County, Calif., at an altitude of approximately 8,500 feet. The camp has been designated Bishop Creek by the postal authorities. The property comprises 33 mining claims, including fractions and millsite in sections 19, 20, 29, and 30, T. 8 S., R. 31 E. These claims are located in a general way along the strike of a band of quartzite.

One of the best methods by which the results of accident-prevention work can be measured for any particular period is to keep an accurate record of the accident experience, which may then also be compared with the experience of others. The purpose of this report is to compare records of the salt-mining companies operating in Louisiana, and their assistance in making available their accident records is gratefully acknowledged. PRODUCTION Four companies produce salt in Louisiana -Avery Salt Co., Avery Island; Jefferson Island Salt Mining Co., Jefferson Island; Myles Salt Co., Weeks; and Carey Salt Co., Winnfield. Three of these companies operate within 30 miles of each other in the southern part of the State, and the other operates in the central part.

This paper describing the inclined cut-and-fill, and the semishrinkage methods of mining at the Campbell mine of the Calumet and Arizona Mining Co. at Warren, Ariz., is one of a series being prepared by the United States Bureau of fines on mining methods, practices and costs in the various mining districts in the United States. The major portion of the production from the Bisbee mines of the company is mined by these methods. The total average yearly production for the last two years has been 493,612 tons of 5 per cent copper ore. The average employment in the mining department eras 940 men. With the exception of a small tonnage mined for the high iron and sulphur content, the ore is direct-smelting and is mined for its copper con¬tent and associated gold and silver values.

A rotary kiln process was developed by the Federal Bureau of Mines to produce consistently an iron product containing 3 to 7 percent nickel. Cuban laterite and serpentine ores were smelted in a gas-fired batch-rotary kiln) 5 feet in diameter and 9 feet long. The metal contained 2 to 4 percent carbon, with little or no silicon, and could be produced on a large scale with modest capital investment. A total of 121 tests was run using this procedure. The tests were conducted with a maximum temperature of 2,625° F., using linings of firebrick containing 40 to 70 percent alumina. Slags in the kiln were acid to neutral. The material in each batch passed through three stages: (1) Sponge metal, (2) carburization, and (3) balling and meltdown. Half the tests were made while firing the kiln with atmospheric-temperature air; the remainder were fired with preheated air. Tests showed that preheated air decreased fuel requirements, dust losses, and reducing agent, and increased the capacity of the kiln.

Reclamation of surface-mined landscapes is commonly defined only in terms of biological productivity. Other critical concerns associated with surface mining include the long-term quality of groundwater and stability of the postmining landscape. Meaningful reclamation design must address all these concerns. Reconnaissance of postmining landscapes indicates that three types of instability occur in these settings. These include: area-wide settling, localized collapse, and piping. Area-wide settling is most pronounced during the first year after contouring but appears in precontouring valley areas where frozen materials are contoured with a dozer. Although severe in some settings, development typically ends within one year. Piping appears to be a severe and long-term problem in some settings. Piping usually begins soon after contouring ceases and may continue for several years. In some postmining landscapes, piping has only started to develop after as many as five years of apparent stability. Piping is controlled by a combination of physical and chemical conditions in the spoil. A key factor is the presence of highly dispersive materials in the near surface. The design of a stable postmining landscape requires the integration of severe critical factors. These include: 1) detailed knowledge of the distribution of overburden materials with emphasis upon the delineation of highly sodic sediments; 2) proper equipment selection; and 3) a consideration of climatic factors. For reclamation to be successful, it must consider the entire landscape, not merely the soil zone. Any approach short of this will lead, at best, to temporary solutions.

"DEFINITION OF VISCOSITYViscosity has been defined as the resistance experienced by one portion of a liquid moving over another portion, such as one molecular plane moving over an adjacent plane. A measure of viscosity is the force required to keep one plane in motion at Unit velocity, the other plane being considered stationary. Figure 1 illustrates the general idea that the surface friction between two adjacent areas will be greater the larger the molecules. Therefore it may be assumed that viscosity will be increased by molecular association or agglomeration, and likewise dissociation rill decrease viscosity. According to Maxwell (1)6 the unit of viscosity, the poise, is the tangential force per square centimeter of area of either of two horizontal planes 1 centimeter apart, one of which is fixed while the other moves with unit velocity, the space between being filled with viscous liquid of unit viscosity.The need for a satisfactory apparatus and experimental procedure for the determination of viscosity of high-melting materials at temperatures corresponding to those in pig-iron and steel making has been recognized during the past few decades. The condition of the slag during the smelting and refining periods in the iron- and steel-making processes exerts an important influence on the metal product obtained, this slag condition really meaning the state of viscosity or, vice versa, fluidity, which the slag attains under certain conditions."

Data are presented for oil produced in 1971 from fields in 26 States that accounted for about 76 percent of total U.S. oil production; the foreign data cover fields in 24 foreign countries that accounted for about 64 percent of the total oil produced from these countries in 1971. Most of the data are presented in tabular form.

This publication summarizes the in-house and contract research and development projects programed for fiscal year 1981 by the Bureau of Mines under its Minerals Environmental Technology activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau?s environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau's mission. The environmental research and demonstration activities of the Bureau were consolidate in 1979 with the formation of the Minerals Environmental Technology program, which is directed toward the elimination or reduction of environmental problems associated with the extraction and processing of minerals. Among the efforts underway are development of data and technology for assessing the potential environmental impact of minerals development, for monitoring minerals extraction operations, and for establishing viable reclamation requirements on abandoned mine lands; development and demonstration of technology 'or control of environmental disturbances during minerals extraction operations; development and demonstration of land reclamation and mine closure techniques to restore or enhance the productive use of mined lands; development of engineering techniques that incorporate state-of-the-art mining environmental technology in the design and planning of minerals extraction operations; development and demonstration of new mining systems that greatly reduce or eliminate the adverse environmental impacts of minerals extraction; and providing the technologic base for Federal, State, and local establishment of environmental standards for mining operations. Included in the minerals-processing-related work are projects to clean mineral-processing waters: demonstrate a Bureau process for scrubbing SO from powerplant stack :;as; recover dissolved minerals from process streams; stabilize discarded dusts, slags, and tailings: remove hazardous contaminates from byproduct wastes; reduce generation of waste solids; and improve metallurgical process engineering to eliminate pollution. Approximately $21 million was appropriated for this work in fiscal year 1981.

In the experimental concentration of Vermont talc-magnesite ores, talc concentrates and tailings rich in magnesite were obtained. On account of the possible market value of the magnesite, the tailings are given consideration' in this report along with the talc. After some comments about the talc industry, the magnesite that accrued as tailings will be considered. Then the flotation results will follow.
