The Colorado Mine Safety & Training Program (MSTP), in late 2005, completed and began distributing two new training tools; one geared to underground coal mine foremen and the other to surface aggregate employees. Through strong partnerships with MSHA, Colorado Coal Mine Board of Examiners, Colorado Mining Association and the Colorado Rock Products Association, the MSTP continues to create innovative and interactive training tools for not only Colorado, but for the national mining community. "Although we shoot and produce these materials in Colorado, it's important to us to make sure they are useful nationally," said Bill York-Feirn, MS TP Manager. The interactive DVD program "Underground Mine Foreman Certification Study Guide (Coal)," was completed in October 2005. It won the 2005 Grand Prize at the MSHA National Training Materials Competition in Beaver, West Virginia. [ ] This program is fully based upon the requirements of Title 30 Code of Federal Regulations (30 CFR) Parts 48, 50, 70 and 75 for underground coal mine foremen. It contains eight modules plus immediate access to relevant laws in the appendix. Topics covered include: Federal Law, Practical Math Skills, Mine Gases, Ventilation Maps, and scenarios addressing a variety of practical mining concerns. The DVD is designed for self-¬paced study and practice.

The Northwest Experiment Station of the Bureau of :,!in-s, in cooperation with the College of Mines, University of Washington, has completed a detailed investigation-of the physical and chemical properties of western cokes made or used in the Pacific Northwest, as evaluated by standard methods./ One of the properties determined, to which more or less importance has been attached, was reactivity5/ or combustibility. As no standardized procedure is available, it was necessary to develop a workable method for evaluating this property. The combustibility of coke is usually measured by the formation of carbon dioxide with time at a particular temperature or by the reduction of carbon dioxide to carbon monoxide. Analysis of the resulting gases commonly is required to evaluate the result. The method described in this paper is simple and direct in that the sample of coke or other carbonaceous material is weighed as it burns; the loss in weight and time is indicated by a balance and clock arrangement. Gas analyses are not required. Methods similar in principle have been used by Tu, Davis, and Hottel6/ and by Oshima and Fukuda7/ for determining the combustion rate of carbon and for studying the effect of ash on combustion characteristics. History and performance data of 17 water-injection projects in Cooke and Grayson Counties in north Texas are presented for the purpose of studying and comparing operating practices and oil-recovery techniques. Water is injected into Strawn and Canyon sands of Pennsylvanian age. The principal formation flooded is the Strawn, which ranges in depth from 725 to 6,900 ft in the projects covered. Estimated ultimate recoveries range as follows: Primary, 22 to 494 bbl per acre ft; and secondary; 63 to 296 bbl per acre ft. These figures represent the following percentages of original oil in place: Primary, 10 to 46 pct; and secondary, 8 to 23 pct. Shallower projects; 725 to 1,500 ft in depth, had higher average primary and secondary recoveries than did deeper projects. Crude-oil gravity, which ranges from 20° to 45° API, was not relatable to yield of secondary recovery oil. Analysis of the data indicates that five-spot injection patterns will yield the highest percentage of oil remaining at start of flooding; that is, 28.8 pct for five-spot injection patterns, compared with 20.8 pct for line-drive patterns and 11.6 pct for random patterns. Waterflooding in this area appears to be very successful. Secondary recoveries of most projects are expected to nearly equal primary recoveries.

To provide an engineering solution to wood crib design and deployment strategies that will ensure safety for underground coal mine workers. This is accomplished by preserving necessary ground control requirements while minimizing support costs or by developing new support strategies to enhance ground support in difficult conditions. A secondary objective is to be able to quantify wood crib support performance to define support requirements for alternative support systems. These objectives have been achieved through a simple-to-use computer program called the wood crib performance model (wcpm).

This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

The Bureau of Mines, under a cooperative research program with four lead companies, has investigated a nonsmelting process for the production of lead metal. The process, which would eliminate sulfur dioxide generation and minimize particulate lead emissions, involves ferric chloride leaching of galena concentrate to produce lead chloride, followed by molten-salt electrolysis of the lead chloride to yield lead metal and chlorine. This chlorine is used to regenerate ferric chloride in the leaching solution. The process was tested in an experimental unit with a capacity of 500 lb of lead metal per day. The tests were performed in three 10-day and six 5-day campaigns, during a period spanning 28 mo. The study was carried out using a southeastern Missouri lead concentrate. Typical lead recovery was about 98 pct. Process problems related to impurity buildup and control were studied. When copper and silver impurities were removed from the leaching solution, a lead metal purity of 99.999 pct was obtained. Lead-in-air levels and lead-in-blood levels of operating personnel were monitored. The process has potential for producing lead with minimum pollution, but is not ready for commercial utilization. Operation of a prototype commercial electrolytic cell and a full-scale pilot-plant investigation by industry are needed to evaluate the commercial viability of the process.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines Studied 25,340 acres of the 28,960-acre Twelve Mile Creek Wilderness Study Area (OR-003-162) in order to evaluate its identified mineral resources. The study area is located in Malheur County, OR, about 30 miles northwest of McDermitt, NV. The area is underlain by thick sequences of rhyolite to with lesser amounts of andesite and basalt flows. Bureau of Mines personnel reviewed pertinent literature, mining records, and examined the study area for possible mineral resources in geologically favorable sites. There are no organized mining districts and no record of past or current mining activity. Based on sample results, published literature and field observations, there are no identified mineral resources.

On December 27, 1961, a fire and explosion destroyed the blasting agent mixing plant and an attached storage barn of the Whitaker-Atlas Supply Co., near Norton, Wise County, Va. Five residences, an office building, four trucks, and three automobiles were completely destroyed; a house trailer and several other trucks and automobiles were severely damaged; and other property damage, including much window breakage, occurred up to 3 miles or more airline distance away. Through the quick action of the fire marshal of the Norton Fire Department, Norton, Va., there were no fatalities and only five persons required hospitalization. This incident is of particular interest because of the widespread practice of mixing fuel oil (FO) with ammonium nitrate (AN) to prepare low-cost blasting agents, in many cases under conditions and circumstances not very different from those presented here. A representative of the Bureau of Mines Explosives Research Laboratory, Pittsburgh, Pa., and field representatives of the Bureau's Health and Safety Activities conducted the investigation. Information in this report was obtained from representatives of the Whitaker-Atlas Supply Co., the Norton fire marshal, and others who were on the scene either shortly before or after the incident occurred. Representatives of the Manufacturing Chemists' Association, the Institute of Makers of Explosives, and individual ammonium nitrate producers participated in the inquiries and investigations.

Disposing of coal mine waste at the surface has been and continues to be a problem which has yet to be resolved within the coal mining industry. A possible solution to this problem is to return the refuse back into the operating underground mine generating the waste material. It is believed that the approach described will provide an inexpensive and pratical solution to the problem. The designed system is installed and operable at the Millers Cove Energy Company, Inc. property in Lee County, Virginia. This system limits surfact facilities to a minimum size. It incorporates state-of-the-art hydraulic transport and backfilling technology and equipment to systematically backfill areas within the active mine. It maximized the benefits of reducing treatment of coal wasts while it minimizes environmental impacts on groundwater. The system approaches the problem in a manner to maximize benefits and minimize risks. The cost of returning coal waste back underground at the Millers Cove site is estimated at $0.67 per ton of marketable coal (1982 dollars), which is slightly higher than their surface disposal cost of $0.61 per ton of marketable mat (1982 dollars). The underground disposal costs do not include cost savings that should be realized within the preparation plant and treatment facilities at the surface. Preliminary tests of the system were conducted at the surface; funding restrictions prevented an in-mine trial. Efforts should continue to demonstrate the feasibility of solving the problem of refuse disposal. The installed system and plant at Millers Cove should provide the opportunity to test an underground disposal operation. This report contains guidelines to pursue this opportunity.

A detailed experimental study of breakage kinetics in a batch rod mill indicates that while the system is inherently nonlinear, the feed disappearance kinetics for the finer sizes and the coarser sizes at high holdups is well represented by first-order behavior. The set of breakage distribution functions was found to be normalizable and independent of particle holdup in the mill. The size discretized initial breakage rate functions were found to be inversely proportional to particle holdup and almost directly proportional to particle size. A linearized grinding model that results from the first-order Taylor's series expansion of the breakage rate expression was found to give good simulations of the mill product size distributions without recourse to any parameter improvement routines. Material transport through rod mills was evaluated by investigating the effect of operating variables on the holdup and residence time distribution of particulate solids flowing through the mill. Identical experiments performed in a continuous ball mill helped delineate the fundamental differences in particulate transport through these two types of mills. Mechanistic interpretations of the observed transport phenomena are presented, and their implications in the context of tumbling mill analysis and design pointed out.

Bench-scale test methods were developed by the Bureau of Mines for use by the Department of Transportation in the classification of solid and liquid oxidizers. A burning rate test is recommended for evaluating the fire hazard of solid inorganic oxidizers when mixed with a red oak sawdust as the reference combustible. A spontaneous ignition test is proposed for evaluating liquid and solid inorganic oxidizers which may decompose violently or ignite spontaneously when unmixed or mixed with the wood sawdust under unconfined conditions. Test results are compared for various representative oxidizers and a classification system is proposed for use in the government transportation regulations.

Theoreticians in soil mechanics have been pursuing a probabilistic approach to the factor of safety of an embankment or darn for the past 10 years. The motivation for this work is in contrast to the current practice of deterministically computing a factor of safety and treating it as an absolute with no regard to its inherent statistical variability. Basic to the probabilistic approach is the selection of an appropriate statistical model to represent the histogram or probability density function (PDF) of the factor of safety values, Rather than simply assuming which PDF is appropriate, the Bureau of Mines collected data at two waste disposal embankments for consideration, This report addresses three candidate models, using the techniques of nonlinear curve fitting, and identifies the "best" model. A propagation of error formula for estimating the variability of Fellenius? factor of safety is also discussed.

This Final Report summarizes the results of work accomplished under Contract No. J0215039. It is in an executive overview or executive summary format. The number and description of the various technical reports prepared and submitted is outlined. The essential changes and reasons for the revised program schedule/contract modifications actually enacted in May 1982 are discussed in detail. The evolving mines/deposits list and the accompanying criteria classifications are explained along with the verifications/justifications for adding or deleting specific mines/deposits to the list. Difficulties and problems experienced during the different phases of the project in conjunction with the ensuing remedies are highlighted. The final section of they report is devoted to presenting Davy McKee's suggestions for improvements to future MAS commodity studies. Appendix I is comprised of three of the evolving mines/deposits lists starting with the original RFP list and ending with the final completed list. Appendices II and Ill are tabulated summaries of property data including reserves/resources, assays, production, and operating costs. The figures for the specific mines/deposits are given in "range of values" so as to protect the confidentiality of the individual owners/ operators.

This research program was a theoretical and experimental study to improve understanding of the mechanisms of flame extinguishment in methane-coal dust-air-suppressant mixtures. This final report is a summary of work conducted during this grant, sponsored by the Bureau of Mines. Work under this new grant closely followed a recently completed contract for the Bureau of Mines that was conducted at this laboratory, and results of the earlier contract are also summarized in this report, as required in the grant work statement. The experimental effort was concentrated on supplementing the limited data available to describe laminar flames in methane-coal-air-suppressant mixtures. The theoretical effort was devoted to developing a comprehensive model that could be used to explain and extrapolate the experimental data. Selected for study were the following flames: Methane-air; methane-air plus KHCO , KNO3, K C204, KBr, Al203 or Monnex; methane-coal dust-air; coal dust-air with size, volatiles content, and concentration as variables, and coal dust-air plus KHCO3, KN03, KBr, NaCl or CaC03.

The disposal of the brines produced with crude petroleum and natural gas has long been a constant source of trouble to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. The amount of oilfield brines Produced from wells on new properties may be almost negligible, but some older wells may produce several hundred barrels a day. A survey of almost 200 wells on 31 properties in the eastern part of Osage County, Okla., showed that during the month of November, 1928, the average production of water was 3.26 barrels per barrel of oil produced. The age of the wells included in this survey ranged from two to 28 years; the maximum amount of brine produced was 26 barrels of water to one barrel of oil and the lowest was one barrel of water to 27 barrels of oil. These figures apply to a small area. In other fields the production of water also varies widely; for example, in the Cushing4, Okla., field several yells were reported as having produced 100 barrels of water to every barrel of oil produced. Often the production of oil-field brines is decreased materially and the production of petroleum increased by the use of bottom hole Plugs and by a general repair and cementing of wells. The records5 of 22 wells cemented in the Gushing field showed that prior to the repair work, the average total dally production was 242.5 barrels of oil and 3,977.5 barrels of water. The nonmetallic minerals work of the Bureau of Mines started with the organization of the Mineral Technology Division in 1912. A special experiment station devoted to the mining, preparation, and processing of nonmetallic minerals was established in 1923 at New Brunswick, N. J., and concentration problems on nonmetallic minerals of all kinds also were studied at the Mississippi Valley Experiment Station at Rolla, Mo. In July 1936 the Nonmetals Division was organized, and in May 1937 the Nonmetallic Minerals Experiment Station at New Brunswick, N. J., was moved to and made a part of the new Eastern Experiment Station at College Park, Md. At present the Nonmetals Division operates at three points: The Eastern Experiment Station, College Park, Md., which is headquarters for the division chief; the Southern Experiment Station, Tuscaloosa, Ala.; and the Northwest Experiment Station, Seattle, Wash., where coal washing and preparation studies are included with those on nonmetallic minerals. Sand, gravel, and aggregate work is carried on by the Mining Division, as sand and gravel preparation are intimately associated with mining methods. The Economics Branch of the Bureau of Mines also prepares occasional papers on nonmetallic technologic subjects in connection with the presentation of statistics on a particular industry and reviews of the mineral industry in foreign countries for use in the monthly publication, "Mineral Trade Notes."

Iron and steel scrap has accounted for 45 to 50 percent of the metallics used by the steel industry. In an electric furnace which utilizes a 100-percent cold charge consisting of about 99 percent scrap and 1 percent pig iron, sensible heat from molten pig iron is not present as it is when hot metal is charged to open hearths and converters. A study of means for more efficient utilization of iron and steel scrap in steelmaking indicated that the time and fuel requirements to melt scrap were important cost factors, particularly in arc-furnace steelmaking. A process to preheat scrap economically prior to charging into the arc furnace has been developed, utilizing efficiently the heat from combustion of fossil fuels as a substitute for electric-arc heating in the initial stage of arc-furnace steelmaking. Scrap is loaded into a portable vertical cylindrical furnace body that is open at the top and has a perforated dropout door at the bottom. In the heating operation, the furnace body containing scrap is placed upon a hollow base connected to a flue, and then the burner and combustion-chamber unit is lowered on top of the furnace body. The stream of hot-combustion products flows down through the bed of scrap imparting heat to it, and the cooled gases exhaust through the flue. After the heating operation the furnace body containing hot scrap is transported to the arc furnace for charging. Thus, the furnace body serves as a charging bucket for top-charged arc furnaces, enabling this preheating process to be integrated into existing material-handling patterns in many arc-furnace plants.

There were no significant changes in the mineral industries of the smaller Caribbean Islands during 1980. Imported petroleum requirements continued to erode economic gains that may have occurred in other sectors. Some relief may be forthcoming as more qualified Caribbean countries take advantage of Trinidad and Tobago's petroleum product financing program (see Trinidad and Tobago). There were no crude oil discoveries in these areas during 1980, although some geophysical testing around the British Virgin Islands and Antigua war underway. In March 1980, the Government of Antigua sold a 75% interest in the 16,000-barrel- per-day West Indies Oil Co. refinery to the Swiss Intermaritime Bank and Intermaritime Management Services for $6 million. The new refinery company is called the National Petroleum Co. Shutdown since 1976, it was originally planned for the refinery to reopen in 1980, but refurbishing has proved to be more extensive than anticipated. The reopening is now expected in 1981.
