This report describes the results of a study to determine which types of, and to what extent, mining wastes can contaminate groundwater through leaching of acid-forming or potentially toxic constituents. The primary focus of this study was on coal mining wastes, especially overburden spoils and preparation plant refuse. In addition, the potential for contamination by leachates from clean coal stockpiles was also examined. The study approach included investigation of (a) the amounts and geographic locations of mining wastes in the United States; (b) the chemical character of mining wastes, especially with regard to potentially acid-firming or toxic constituents; and (c) the extent to which acid and/or toxic components are leached from mining wastes by rainwater. To evaluate the leachability of coal wastes, a laboratory waste leaching method was developed during this study to specifically simulate the leaching process over a long-term. Waste samples collected during this study were also leached by the EPA extraction procedure and ASTM waste leaching method. Results of the three leach test methods were compared to evaluate their relative capabilities to predict the leachability of mining wastes.

"INTRODUCTION The Edison mine comprises workings on two irregular spodumene-bearing pegmatite dikes which outcrop near the town of Keystone in the southern portion of the Black Hills of South Dakota. The Bureau of Mines conducted an investigation of the Edison mine as part of a comprehensive study of the lithium mineral-production possibilities in the Black Hills area. The work was undertaken during the Second World War, when the demand for certain lithium salts and compounds exceeded the then small productive capacity of the industry.During the course of the project, the Bureau of Mines completed 13 diamond core-drill holes, aggregating 2,114.5 feet of drilling. Twenty-six cannel samples were taken from the main Edison shaft, and 13 miscellaneous samples were obtained to permit analysis of the efficiency of phases of mining and sorting operations. Metallurgical tests were made by the Bureau of Mines to investigate the feasibility of beneficiating spodumere-bearing ores from the Edison mine. 3/"

The first section of this circular has been prepared with a view to answering inquiries frequently received by the Bureau regarding laws governing the staking of claims and regulations covering requirements for holding them and obtaining title in fee to placer ground. These laws and regulations were summarized briefly in Information Circular 6796, "Placer Mining in the Western United States." These laws, however, are administered by the General Land Office, Department of the Interior, and it has been considered advisable to combine an authoritative résumé thereof by the Commissioner of that Bureau with information on small-scale placer mining previously published by the Bureau of Mines. The second section of this circular is largely a revised reprint of Information Circular 6611, "Small-Scale Placer Mining Methods", first published in April 1932 for the purpose of answering the many daily inquiries then being received on this subject. This circular has been reprinted repeatedly, and about 30,000 copies have been distributed, most of them in response to applications therefor. At present (June 1937) requests for this publication continue to be received daily.

"INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The contemplated use of dichloro-difluorco methane in domestic and commercial refrigerating appliances and in air-conditioning equipment for public buildings and possibly homes, brims attention to the health hazards involved in a wide potential exposure of the public to vapors of another new product, and for the first time to vapors of an organic fluorino compound. The objective in the development of this new refrigerant, however, has been the mitigation of health and explosion hazards in automatic refrigeration, and accordingly these factors have been given primary attention. Early in the development, the Bureau of Mines as requested to make a laboratory study of the toxicity and potential hazard, and it was ca the oasis of the results is of this work and the results of a preliminary investigation made in another laboratory6 that the compound has been selected for commercial use. The investigation conducted by the Bureau of Mines is still in progress, enough information has been obtained to indicate the order of the toxicity and the magnitude of the health hazards involved in the use of dichloro-difluoro methane as a refrigerant. The following is a summarized report of the work completed to date:

The mines in the eastern part of the now active region of the Tri-State zinc district of Missouri, Kansas, and Oklahoma have unusually acid water, which during periods of moderate or no rainfall is used in the mills to replace losses from evaporation, seepage-, and tailings disposal. Its use has caused difficulties by corrosion of equipment and by interference with flotation. The growing importance of flotation, which requires good water, and the increasing troubles caused by the corrosion of the milling equipment have prompted the Mississippi Valley Experiment Station of the United States Bureau of Mines, in cooperation With the Missouri School of Mines and Metallurgy, Rolla, Mo., to investigate the action of the waters on flotation and to undertake to develop means of obviating their harmful effects. The work was under the immediate direction of W. T. Schrenk, consulting chemist, United States Bureau of Mines, and professor of chemistry Missouri School of Mines and Metallurgy, and. Will H. Coghill., supervising engineer of the ore dressing section of the United States Bureau of Mines.

It is outstanding because the producing formation is very thick; ever modern technique of drilling' and development has been applied; complete records of all operations,, including detailed subsurface information have been kept; the field has ,been developed systematically; and every effort has been made to utilize the reservoir energy efficiently. Data and information pertaining to the development anal operation were collected, compiled, and studied by the writers as if the field were under single ownership. The chief aim of the study was to increase the accuracy of the existing methods of estimating reserves by applying all the data collected during the modern development of an oil field, These scientific aids include coring; electric logging; micropaleontology determinations of porosity, permeability of oil-bearing sands, and their connate water content; subsurface sampling of the reservoir oil; and depth-pressure measurements. Because the reservoir structure in the Anahuac field is extremely complex, special attention was given to methods of calculating the reservoir volume.]

The work described in this report was undertaken to evaluate and develop techniques for determining the oxygen content of titanium and titanium alloys. Early investigations of volatilization techniques involving halogenation were unsuccessful. Later efforts were concentrated on evaluating vacuum fusion and inert-gas fusion techniques. Two vacuum fusion methods and an inert-gas fusion method were found to be satisfactory in the 0.02 to 1.00 pct., oxygen range. These methods are described in detail. The coefficient of variation by any of the three methods is approximately 5 pct, While the main portion of this paper is devoted to the vacuum and inert-gas fusion methods, a resume of other suggested methods for analyzing titanium for oxygen also is given. INTRODUCTION The Federal Bureau of Nines has conducted research on titanium metal since 1938. This research included development of the Kroll process for the production of titanium (2)4, various sodium reduction processes for making titanium metal and lower valent titanium chloride-sodium chloride mixtures (17), and a fused salt electrolytic process for Me production of high-purity titanium metal and the recovery of titanium by electrorefining from off-grade materials (20).

Mining-induced microseismicity data collected by the U.S. Bureau of Mines in a hard-rock mine were analyzed for spatial and temporal patterns that might prove useful for prediction of rock bursts or assessment of rock mass damage changes. Pattern attributes described and illustrated in the previous report (part 1) were applied to the study of aftershock sequences associated with two different stopes. The aftershock sequences were spatially and temporally fractal, and the fractality was maintained for up to 16 h following a sequence progenitor. This suggests mechanical interdependency among the after-shocks. No statistical difference was found in the distributions of fractal dimensions when comparing two different stopes or when comparing aftershock sequences initiated by blasts or bumps. This suggests a lack of sensitivity to both stress perturbation mechanism and local damage states. However, differences between the two stopes were found in other sequence attributes that support inferred differences in the magnitude of stress concentrations and damage near each stope, and over time as a stope is developed.

The Heliopore process is essentially an arrangement that uses the waste heat in the exhaust gas of an internal - combustion engine to carbonize coal (noncaking ) or lignite . The gases distilled from the coal furnish fuel for the internal - combustion engine , which drives an electric generator . Thus the main products of the plant are electricity and char . A flow diagram illustrating the principles of operation of the Heliopore process is given in figure 1. The primary equipment consists of a carbonizing retort , gas cooling and scrubbing equipment, a gas storage holder, and an engine to burn the gaseous carbonization products . Coal is charged into the top of the retort while the hot gases from the engine travel upward through special ducts in the retort countercurrent to the coal flow . The hot gases never come into direct contact with the coal . Char is discharged at the bottom of the retort and hot gases at the top . The gaseous products resulting from carbonization of the coal are drawn off by an exhauster through the condensing and scrubbing equipment to take out tar and liquor , then to a gas holder , and finally are burned in a gas engine . The gas engine drives an electric generator and the engine exhaust gases are returned to the retort to carbonize coal . The entire process was intended to be continuous and self - sustaining, and to use coal as the only fuel . The plant may be said to be a large - scale pilot plant in that , although it is of full commercial size , its main purpose is to provide data for the design of others of its type . The installation tested had a daily throughput of about 4 tons of coal . Figures 2 , 3 , and 4 picture some details of the plant and equipment used in the experimental testing . Further details of the equipment and engineering drawings of the castings are shown in figures 8 to 22 in the Appendix .

The U.S. Bureau of Mines investigations of the three subunits (fig. 1) of the Homestead RARE II area (No. 6291) revealed no evidence of mining activity or mineral deposits in the area. The Iron Dyke Mine, 3 mi (5 km) outside the study area produced ore between 1916 and early 1982 from a volcanogenic massive sulfide deposit in the Permian volcaniclastic Hunsaker Creek Formation of the Seven Devils Group. The Hunsaker Creek Formation does not crop out in the RARE II area, but extends into the area beneath Miocene flows of Columbia River Basalt. The abundant basalt in the area could be used as aggregate or dimension stone, but equivalent deposits exist closer to markets. INTRODUCTION Location and Access The Homestead RARE II area (fig. 1) encompasses 6260 net acres (253U ha), in three units, of the Wallowa-Whitman National Forest in Baker and Wallowa Counties, Oregon. Two small units of 160 and 300 acres (65 and 120 ha) are 5 mi (8 km) north and east of the main study area. Homestead, Oregon, on the Snake River, is about 3 mi (4 km) south of the two small areas, and about 3 mi (4 km) northeast of the main study area. Peripheral access is provided by State Highway 86, U.S. Forest Service Road 39, and ancillary roads and trails.

This circular is an abstract of a manuscript-completed in August 1932, which cannot be published in its entirety due to lack of printing funds. It was originally planned to publish the manuscript as one of a series of bulletins dealing with the mining and milling of ores of the principal metals. Because of the common association of lead and zinc minerals in many ore deposits, and because a considerable proportion of the zinc produced in this country is obtained as a by-product of lead mining or vice versa, it seemed necessary to treat the mining and milling of lead and zinc ores in the same volume.

In This Chapter [Designing bleeder systems Examining and maintaining bleeder systems Evaluating bleeder system effectiveness] INTRODUCTION Bleeder systems are that part of the mine ventilation network used to ventilate pillared areas in underground coal mines. Pillared areas are those in which pillars have been wholly or partially removed, including the areas where coal has been extracted by longwall mining. Bleeder systems protect miners from the hazards associated with methane and other gases, dusts and fumes, and oxygen deficiency that may occur in these mined-out areas. Effective bleeder systems control the air passing through the area and continuously dilute and move any methane-air mixtures and other gases, dusts, and fumes from the worked-out area away from active workings and into a return air course or to the surface of the mine. A bleeder system includes the pillared area (including the internal airflow paths), bleeder entries, bleeder connections, and all associated ventilation control devices that control the air passing through the pillared area. Bleeder entries are special air courses designed and maintained as part of the mine ventilation system. [This chapter focuses on the design, examination, maintenance, and evaluation of bleeder systems in underground coal mines.] The history of coal mine explosions in the United States is a reminder of the importance of adequate ventilation. Some of those disasters were the result of inadequately ventilated pillared areas. The importance of developing bleeder systems to ventilate these pillared areas and evaluating the bleeder system’s effectiveness is reflected in present-day federal regulations. The 53 countries that constituted Africa in 1990 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, the titanium minerals-ilmenite and rutile, vanadium, vermiculite, uranium, and zircon. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States. Despite the underdevelopment of much of Africa, mineral raw materials playa very important part in the national economies of many of its countries. In many cases, the production of minerals is the dominant economic activity in the country, often having the largest and most sophisticated work force. In several countries, one or two mineral commodities are dominant in a weakly diversified economy. Among these are petroleum and diamonds in Angola, petroleum in the Congo, gold in Ghana, bauxite in Guinea, uranium in Niger, phosphate in Senegal and Togo, and copper and cobalt in Zaire and Zambia.

The National Institute for Occupational Safety and Health and the Stillwater Mining Company worked cooperatively with the Montana Bureau of Mines and Geology to develop a system that would collect seismic data at the Stillwater and East Boulder mines. The purpose was to obtain baseline information on the magnitude and location of mining-induced seismicity to determine if the mines needed multi-channel in-mine monitoring systems. Seismic data recorded at field sites near the mines are being telemetered via FM radio through a series of repeaters to a central recording site where the seismic signals are digitized using an Earthworm data acquisition system. The Earthworm system performs several data analysis tasks in near-real time and places raw seismic data, preliminary hypocenter locations, and magnitudes on a Website within 5 min of a seismic event. Such rapid access to seismic data allows personnel at the Stillwater Mine, Spokane Research Laboratory, and Earthquake Studies Office to evaluate seismic events quickly and respond in ways that may improve the safety of mine personnel underground. Installation of the system also broadened earthquake coverage to south-central Montana, a region previously not covered by the seismograph network.

This U.S. Bureau of Mines report reviews the first 2 years of the agency's progress in implementing total quality management (TQM), which the agency refers to as Quality Improvement (QI). All employees have been trained in basic TQM concepts, a cadre of facilitators has been selected and trained, and 13 Bureauwide teams are addressing specific issues that were identified by Bureau employees nationwide as problem areas. Also in place are a Quality Council composed of the Bureau's top executives, a Quality Management Board, and eight QI Working Groups to provide a national 01 infrastructure. There are also Quality Steering Groups at each Bureau location nationwide to address local concerns. In addition to the narrative text, the texts of salient memoranda and other documents are included as appendixes.

The prevention of fires and explosions involving the combustibles and oxidants likely to be found in flight vehicles requires a knowledge of the flammability and related characteristics of these materials. This circular is a compilation of the available charactersilics data for a series of combustibles and oxidants of current interest. Vapor pressure data are presented for fluorine, oxygen, chlorine trifluoride, nitrogen tetroxide, nitric acid, hydrogen peroxide, ethylene oxide, hydrogen, ammonia, pentaborane, unsymmetrical dimethylhydrazine, monomethylhydrazine, hydrazine, and a series of hydro-carbons including decalin, tetralin, bicyclohexyl and other high-density fuels. In addition, flammability characteristics diagrams are included for each of the fuels in contact with air and, where available, other oxidants (for example, oxygen and nitrogen tetroxide). To assist in understanding these data, sections on definitions and theory and applications have been included. Each section is complete in itself and can be used separately. For example, a reader who is familiar with the general theory of combustion and detonation may find the data sections more useful than the definitions and theory and the application sections. However, since pertinent data are included in these sections, they should also prove useful to the experienced engineer interested in preventing fires and explosions.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, The United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Norway, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.
