The Bureau of Mines has developed an interactive computer program that enables mine operators and others to identify the effect of cut-ting system changes on relative dustiness at the face. The program, which simultaneously evaluates machine parameters, coal seam parame-ters, and operator-controllable parameters, was developed for use on any microcomputer using BASIC programming language. The program allows the user to change one or more of the cutting system parameters at a time to see how these changes affect relative dustiness. A complete program listing and flowchart are included along with operating in-structions and sample outputs. An example showing how to use the program is also included.

At the Groveland-mine iron ore is mined by open-pit methods and concentrated by means of spirals and flotation. A brief history of the mine and its early development is given. The Bureau of Mines studied the compaction characteristics of metal and nonmetal tailings. Densities of the tailings and zone of compaction influence, compactive effort, and cost of equipment are related to changes in the factor of safety for specific grain-sized tailings and embankment configurations. Field testing was accomplished in two distinct phases. The first phase investigated the effectiveness of using a nuclear gauge on metal and nonmetal tailings to produce rapid, instantaneous measurements of moisture content, wet density, and dry density. The results of the nuclear gauge testing are presented in chapter 1. Chapter 2 presents a comparison of the compactive effectiveness of three different pieces of construction equipment on a coarse-grained metal tailings pond. The three pieces of equipment chosen for study were a DBH track-mounted dozer, a DSOO rubber-tired dozer, and a SP848 vibratory smooth-drum compactor.

The Bureau of Mines used data from 31 core samples to develop prediction equations for evaluating chemical and carbonization properties of six seam units in a lignite deposit approximately 2 miles wide and 8 miles long in the Wilcox Formation of central Texas. Statistical response surfaces, based on core analyses, were computed for 14 parameters indicative of lignite quality. These computed surfaces, and their mathematical equations, can be used to predict values of the selected properties of the lignite seams at any desired surface coordinate position between core hole locations. The wide range of application shown by this study indicates that the methods of statistical regression analysis may be useful to evaluate large deposits of lignite or higher rank coal.

Between 1990 and 1991, the Bureau of Mines studied the mineral resources of the Kaibab National Forest to appraise the resources present and to determine the types of deposits, and their location. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Small amounts of copper with lesser amounts of gold and silver have been produced from limestone-hosted, strata-bound deposits in the North Kaibab and Tusayan Ranger Districts. In addition to these small metallic deposits, volcanic cinders, pumice, flagstone, and sand and gravel have been quarried in the Chalendar and Williams Ranger Districts. At least ten uranium-mineralized breccia pipes have been identified in the Tusayan Ranger District, One of these, the Canyon pipe, contains a high-grade uranium ore body with associated silver, copper, lead, vanadium, and zinc. The mine permit for the Canyon pipe has been approved and the mine shaft head frame erected.

Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and·silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied. E. M. Hamilton, in 1909, was perhaps the first to define clearly the problem as it affects the cyanidation of silver ores and to suggest possible methods of preliminary treatment. Most of the work done in the interval between the appearance of Hamilton's paper and the assumption of the investigation by the authors was in the nature of routine tests covering suggestions already made rather than of research directed to a fundamental study of the problem. No practical application has so far been made of any of these proposed processes. The investigation described in this bulletin has proved that there s a refractory compound of manganese and silver-probably a manganite- insoluble in cyanide solution and other common solvents for silver. Although this compound has not been isolated from natural ores, it has been made synthetically, and shows all the characteristics of the natural product. The Bureau of Mines investigated ground support problems in four major block-cave mines to assess the current "state-of-the-art" and to delineate areas for future research. The most significant problem is the inability of present support systems to hold moving ground. Further, as mining progresses to greater depth, this problem becomes more serious. Providing adequate temporary support capable of withstanding primary and secondary blasting is the next most significant problem. A detailed analysis of the effect of mining methods on support problems is also recommended for future research.

Although virtually every available indicator of world mineral industry activity demonstrated a gain in 1983 relative to the 2 very poor years of 1981 and 1982, the overall prospects for future years seemed far from bright. There were significant upturns in the quantity and value of mineral commodities produced, traded, and consumed in 1983, and many nonfuel mineral prices advanced, although the price advances in current dollars in most instances barely compensated for inflation. The pattern of investment in exploration and development of new mining ventures and new plant construction reflected virtual industry-wide concern that substantial upturns in demand for mineral commodities in the near future were unlikely, at least for most large volume products. The world oil glut continued despite cutbacks in production, and substantial stocks of many other mineral commodities mitigated against growth in total productive capacity, at least among market economy nations. In these countries, development activity at both mines and plants was confined largely to programs aimed at substituting new, more efficient installations for old, uneconomic or marginally economic plants. Among the centrally planned economy countries, the pattern was somewhat different on the whole, but even there, growth in total productive capacity was evidently somewhat restrained, although it seemed questionable whether the restraint was a function of intentional planning or simply an inability to accomplish planned programs on schedule. International political events, particularly the Iran-Iraq war and the unstable situation in the eastern Mediterranean countries (Lebanon, Israel, and Syria), continued to adversely affect mineral industry activities in those areas. Similarly, the internal and international conflicts in Central America negatively influenced mineral industry operations there. In Afghanistan, it appeared that there was some upturn in the very modest mineral industry operations, but industry activities there undoubtedly continued to be affected by confrontations between the Soviets and the local citizenry.

Low-temperature carbonization product yields for 129 coals representative of 12 Utah coalfields were estimated, using regression equations developed from heating value and proximate and ultimate analysis data. It was shown that yields of char, tar plus light oil, water of decomposition, and gas, as well as the gas volume and the heating value of the gas, could be predicted with reasonable accuracy. Published and experimental results from eight Utah coals carbonized at selected temperatures in the 4500 to 1,000° C range were used to determine the effect of temperature on product yields. Carbonization temperature, heating value) oxygen, and volatile matter of coal appear to be the principal variables influencing carbonization product yields. Data presented show that the heating value and the residual volatile matter in low-temperature char may be predicted using relationships developed from proximate analysis data for 220 coals.

Direct costs such as medical, legal, administrative, and worker’s compensation costs, property damage, lost earnings, and lost benefits are typically used to compute the economic impacts of occupational injuries. However, there are also a number of less obvious, indirect costs that substantially contribute to the overall loss costs. In fact, for every $1 of direct costs an estimated $3 to $5 of indirect costs are also incurred. This paper presents a systems approach that incorporates engineering, economics, psychology, and sociology in order to evaluate the total value of investments in safety. By studying the interrelated system comprised of the injured worker, their family and coworkers, as well as the organizational structure that was the setting for the incident, a methodology can be developed that will more accurately capture the true costs of mine injuries.

THE injury data and experience in this bulletin are presented in three general sections. The first section contains general and detailed data relating to 1948 injury experience in bituminous-coal and Pennsylvania anthracite mines, separately and combined into totals for all coal mines. The related employment, worktime, production, and productivity data are given in each breakdown of the statistical data. Tables 1 through 22 constitute a subsection and present statistics on number of injuries, frequency and severity rates, average severity, detailed and major causes of injuries, injury records of the coal-producing States, distribution of injuries by part of body, and distribution of injuries by days of disability. Tables 23 through 45, the second subsection, present injury experience in bituminous-coal mines by various selected factors of physical or operating conditions that ma contribute to the occurrence of injuries. The degree of mechanical loading, productivity, size of mine by number of men working and by tonnage mined, thickness of bed, length of shift, number of shifts, type of cap lamps, rating of mine as gassy or nongassy, type of ventilation, and combinations of these factors influencing mine safety are presented in this group of tables. Similar data on Pennsylvania anthracite mines are listed in tables 46 through 63, which comprise the third subsection. The second section of the report contains the generalized annual injury records of bituminous-coal, Pennsylvania anthracite, and all coal mines from the earliest available data through 1948. Tables 64 through 97 list the number of fatal and nonfatal injuries, injury rates, and causes of injuries on an industry basis, the long-term injury records of each coal-producing State, and the related employment, worktime, and production data.

A minitest, consisting of an injection/production well and at least two observation wells designed to detect the arrival of injected fluid leached minerals, and nonideal flow, is considered in this report. The test goals are to determine the susceptibility of the host formation to uranium leaching, kinetic parameters to scale the process, and to facilitate site restoration. This report considers permeability and mineral heterogeneities and other oxidant-competing minerals. To circumvent these nonidealities, which obscure the results, methods of interpretation have been proposed and tested by a computer simulator. In complex cases, clear-cut methods of interpretation were not found; but in every case the design of a test most susceptible to interpretation has been considered. The minitest is operationally simple and can be completed in a short time. With the correct design and interpretation it can return information to evaluate economics, ensure satisfactory leachate performance, scale to larger operations, and to identify restoration problems.

To aid the U.S. Army Corps of Engineers In their Resource Development Navigation Study, the U.S. Bureau of Mines (Bureau) examined the potential for mineral development near ten Alaska port sites. This report presents the results for the first three sites: Bethel, Kivalina (Red Dog), and Omalik Lagoon. The mineral deposits near Bethel are primarily gold and mercury; the nearest deposit being 55 mites away. Because of the expense of constructing and maintaining a road over the poorly drained lowlands, the potential of Bethel as a port site in the near-term is considered to be low. The Kivalina site currently serves the Red Dog mine and has the potential to handle material for similar deposits in the area. Results from a lead-zinc mine model indicate that potential for additional mine development exists in the area. Coal is the major deposit type found near the Omalik Lagoon site. Due to environmental constraints, development of a large-scale mine producing coal for export is considered unlikely. A small-scale coal mine model was used to examine the feasibility of producing coal for regional use. This alternative may be feasible but would require conversion of heating/generating equipment in the area.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). This information circular documents the status of a laser-based guidance system to track and control the tramming maneuvers of a continuous mining machine. The work is part of a multiple project effort at the U.S. Bureau of Mines to develop technology for computer-assisted mining systems. The system includes stationary offboard laser-scanning sensors that report the angular coordinates of retroreflective targets on the mining machine. A microcomputer system processes the angular coordinates, determines position and heading, handles requests for data, and controls tram maneuvers of a continuous mining machine. This report describes the hardware for the sensor and computer systems and the software algorithms for continuous miner position and heading determination, closed-loop tramming, and data request handling. Improvements made to the system since previous documentation include the rewriting of the software on a stand-alone real-time microcomputer system, the implementation of real-time programming techniques, the use of a new version of the laser sensor, and the design and development of explosion-proof enclosures for the lasers and corresponding power supply.

The hot-gas-recycle process, for the hydrogenation of carbon monoxide, was investigated in a 12-inch-diameter reactor. Initially because the distribution of gas was poor, hotspots developed in the catalyst bed. After the velocity profile of the gas flowing through the bed was studied, the method of packing the catalyst was altered. Because this change improved the distribution of gas, temperature control was excellent. The l2-inch-diameter reactor was operated successfully in the synthesis of gaseous and liquid fuels. When high-Btu gas was synthesized in two stages, parallel-plate assemblies of Raney nickel were almost as active as granular Raney nickel in the second reactor. The pressure drop through the second reactor, however, was reduced 90 percent by the use of these assemblies.

The emphasis is on the measurement procedure and the interpretation of the measurement rather than on the instrument itself.] The failure to properly sample for methane is a major contributing factor to methane explosion risk. Sampling errors are most likely to occur at mines or tunnels where the presence of methane is not suspected or during nonroutine tasks at mines or tunnels known to have gas. More specific information on methane sampling at continuous miner sections is in Chapter 3. Chapters 4 and 5 discuss sampling at longwall sections, and Chapter 14 discusses sampling at tunnels. METHANE DETECTORS FOR MINING Many models of gas detectors are available to measure methane concentrations, as well as most of the other contaminant gases found in mines and tunnels. An example is the iTX Multi-Gas Monitor, a portable gas detector available from Industrial Scientific Corp., Oakdale, PA. This handheld instrument measures several gases simultaneously. The cost (2004) ranges from $1,300 to $2,200, depending on the number of gases measured. Similar instruments are available from other manufacturers. Most methane detectors used in mining use a catalytic heat of combustion sensor to detect methane and other combustible gases. These have been proven through many years of reliable operation.
