INJURY DATA and experience at, coal mines in the United States for 1953 and 1954 are presented in this publication with a minimum of interpretation and comment because of the numerous tables required to afford detailed comparisons between the 2 years. Corresponding tables for 1953 and 1954 follow in consecutive order under the following general sections: (A) General injury experience: Tables 1 to 11: Contain current data on number of fatal and nonfatal injuries, frequency and severity rates, and average severity and time-loss rates. (B) Selected injury data: Tables 12 to 85: Contain current data on causes of injuries, distribution of injuries by part of body injured, days of disability, extent of hand and machine loading, experience by employment and production groups, and various other operating factors and physical conditions related to the occurrence of injuries at the Nation's coal mines.

Zirconium has possible use in industry where severe corrosion conditions are encountered because it resists attack from a variety of corrosive environments. However, very little experimental testing has been done to evaluate the corrosion behavior of zirconium when simultaneously subjected to high tensile stresses and exposed to corrosive environments. This investigation was initiated for an evaluation test, but was limited to environments consisting of ferric chloride solutions which were known to attack zirconium and were shown to promote stress-corrosion cracking in preliminary tests. Tests for cracking susceptibility were conducted by the Bureau of Mines to show the effect of stress, solution concentration, air aeration of solution, and the method of mechanical processing. Tensile stress was applied to the specimens by a constant-load method which proved more reliable than a constant-strain method.

This study was made to determine trends in fresh water usage by California petroleum refineries, to forecast fresh water requirements to 1975, and to evaluate water conservation practices. Statistical data used in the study were obtained largely from published sources and from records of selected companies. An adequate sampling of the State's refining capacity was obtained, and the data were extrapolated to the total California refining capacity. A breakdown of the data was then made on the basis of the following refining regions: (1) the Los Angeles Basin and Southern Coastal region, (2) the Southern San Joaquin Valley, and (3) the San Francisco Bay area. An unpublished forecast of crude oil input to refineries by a major oil company operating on the West Coast was used as a basis for predicting fresh-water usage. The 1963 fresh water intake by California petroleum refineries was 84 million gallons per day. This is expected to increase to 128 million gallons per day by 1975. The fresh-water to crude-oil ratio is increasing in all regions except the Southern San Joaquin Valley. At present, the supply of fresh water available to almost all of the State's petroleum refineries, mostly from surface sources and company-owned wells, is adequate, although shortages may develop within the foreseeable future. Present conservation methods are centered around the following four objectives: (1) minimum intake of fresh water of the lowest possible quality commensurate with sound technologic practice; (2) optimum recirculation; (3) proper treatment before discharge; and (4) substitution of air cooling for water cooling.

[This Is the ninth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the United States Department of the interior. The first report gave data on motor gasoline sold during the winter of 1935-36.3/ The Present report presents analytical data for 2,033 samples, representing the products of approximately 80 companies, which, as in previous surveys, include both large and small suppliers. In addition, the Pacific coast is represented by data that were average by the Pacific Coast Technical Group before 'being submitted and are published exactly as they were received. As in previous surveys, the data are divided into the three groups of samples of regular-price, premium-price, and third-grade gasolines, and each group has been averaged separately. The cumber of samples, items, and brands comprising each group, exclusive of those of the Pacific coast, arc as follows: Regular price, 1,066 samples, 208 items, and 49 brands; premium price, 575 tamales, 154 items, and 38 brands; third-grade gasoline, 7;4 samples, 150 items, and 53 brands. 1. The major sources of heavy metal ions in wastewaters of the Coeur d'Alene Mining District are effluents from metallurgical processing plants. Effluents from mine operations provide a secondary source for heavy metal ions. Based on data analyzed by the Federal Water Quality Administration, mercury and arsenic are escaping from some mill waste ponds, but they are in the suspended phase. 2. Metallurgical process effluents are combined with mine waste effluents in tailings ponds, consequently, the quality of the tailings pond decant water is highly degraded. The major effect of combining metallurgical process effluents with mill wastes is a drastic change of pH in the tailings pond. This chance may be an increase or a decrease depending on the metallurgical process. The effluent from an electrolytic antimony plant drastically increases the pH in the tailings pond permitting the removal in solution of antimony via the pond decant system. The addition of low pH effluents to the tailings ponds results in a net decrease in pH which makes lead, zinc, cadmium, and copper more soluble, thereby permitting their removal from the pond via the decant system.

The number of petroleum refineries in the United States continued to decline during 1954, and according to the Bureau of Mines annual survey there were 326 refineries with a total daily throughput capacity of 8,420,630 barrels, as of January 1, 1955. The increase in capacity for the year was 413,733 barrels daily, while the number of refineries declined 11. The capacity of the average refinery to process crude oil increased during 1954 from 23,759 barrels daily to 25,830. Breaking down the crude-oil capacity increase, by refining districts; 32 percent was installed at refin¬eries located in the Texas Gulf Coast district, 25 percent in the East Coast district, and 13 percent in both the Louisiana Gulf Coast and the California districts. The Appalachian No. 1, Texas Inland, and New Mexico refining districts reported declines in capacity during the year. Additional crude-oil capacity under construction, January 1, 1955, totaled 146,800 barrels daily. Included in this total are 4 new refineries, 1 each in California, Minnesota, New Mexico, and Washington. In addition to the' new facilities, equipment producing 1.49,550 barrels daily is being replaced.

The Bureau of Mines process for recovering Ni and Co from low-grade domestic laterites uses a reduction roast followed by an ammonia, ammo-nium sulfate leach. This investigation examined the waste streams of the process for their potential environmental impact and focused on the laterite residue produced. The U.S. Environmental Protection Agency's extraction procedure (EP) toxicity tests and column leaching showed that leachable metal concentrations would be low enough so that the residue would not be considered a hazardous waste under present definitions. Under nonacid leaching conditions, about the same amount of metal was extracted from laterites as from their residues, and the leachates were similar to water samples from an undisturbed laterite deposit. Washing tests on the laterite residue showed that ammonia and ammonium sulfate concentrations were reduced according to equilibrium stage calculations, resulting in residues that would be acceptable for revegetation. With water washing only, the residue would not be considered a hazardous waste even though significant amounts of Ni and Co were absorbed from entrained leach solution onto the residue. Washing first with fresh leach solution and then with water prevented this absorption and thus improved the overall metal recovery.

The U.S. Bureau of Mines conducted an experimental and theoretical study of coupled chemical kinetic and mass transport processes during leaching of pyrite from coal in a counterflow, "trickle-bed" column reactor. Spatial and temporal data on reactant and product concentrations were used as solutions to appropriate continuity equations, which in turn define chemical kinetic reaction rates. Data from four 180-by 30-cm column leaching experiments using coal, coal waste, and air-water and air-FeC13 lixiviants have been analyzed. The rate of leaching was found to be diffusion limited (probably by Fe3+) and not controlled by bacterial action. Rates of pyrite oxidation were found to vary with elapsed time (80 to 225 days) and followed a bell-shaped curve, sometimes with a delay before start of reaction. Maximum rates of reaction ranged from 3 to 10 (mmol/d)/L (column) for coal waste and 0.4 (mmol/d)/L (column) for coal. Reaction was 30 to SO pct complete, probably due to precipitation of product salts (e.g., jarosites), which impede transport of oxidant through the coal. An absorption-desorption model of solids leaching, which considers the role of heterogeneous porosity in solids leaching, was used to describe time-dependent leaching rates.

Discussions are presented of the three phases of the noise reduction program on flight-type coal conveyors. The three phases are identification of noise sources, evaluation of potential noise reduction concepts, and implementation of noise reduction which is intended to reduce conveyor noise to less than 90 dB(A) in the underground mining environment. The major noise sources are impacts of the chain on the tail roller and on the top and bottom decks. A total noise reduction of 11 dB(A) was achieved by using techniques which are applicable to retrofit. These are a vibration isolated tail roller and an isolated wear strip on the return deck. A theoretical model of isolation provided by the isolated tail roller is developed. Appendices are presented which contain information on other potential concepts and additional data generated.

This report summarizes studies of 28 National Forest roadless areas in Montana completed by the U.S. Bureau of Mines (USBM) in the period 1974-1993. It also briefly describes 20 areas for which field studies have not been conducted. All 48 of these roadless areas have been recommended for addition to the National Wilderness Preservation System or proposed as special management areas by the U.S. Forest Service (USFS) or the Montana congressional delegation. The Bureau studies indicate which parts of the roadless areas have a high likelihood for mineral-resource development. They also show where mineral production has occurred in the past and where abandoned mine workings (possible hazards) would be encountered. The number of mine and prospect workings found are a measure not only of surface disturbance, but of areas not wilderness in character. For the purposes of this report, mine refers to a property which produced (or is currently producing) a mineral commodity, a prospect is a property which has been explored but has no record of production.

The utilization of large diameter drilled holes for mine shafts seems to have had its beginning in Europe about 1850 (28) where the mining industries of Germany and The Netherlands first used drilled shafts. Recent shafts in softer formations of diameters as large as 25 feet and as deep as 1, 700 feet have been drilled in both The Netherlands and Germany. The first shaft drillers utilized cable tool or churn drilling techniques which limit both hole diameters and drilling speeds. Though some churn drilling of shafts is still performed, rotary drilling has been the dominant technique for many years.

This Bureau of Mines report presents a review of underground testing, test results, and design guidelines of steel-fiber-reinforced concrete (SFC) mine support (cribbing) developed at the Spokane Research Center. The objective of the work was to verify, in field applications, the performance, economics, and acceptance by the mining industry of the SFC supports and establish design guidelines for their use underground. Results indicate superior performance, favorable economics, and enthusiastic acceptance by the mining industry.

As no cure is known for silicocis after it has developed, prevention is the only effective remedy. There are two main lines of approach to the problem of dust-disease prevention in industry - the engineering, through control of dust production, and the medical, through selection of workers by examination; success probably depends upon a combination of the two. Hatch (146) considers the following measures essential to a complete, well-balanced program of control of the dust hazard in industry: 1. Selection of workers by means of physical examinations in order especially to eliminate those with tuberculosis and other disorders of the respiratory system. 2. Reduction of the duct concentration below the standard of permissible dustiness through adequate moans of dust control and good housekeeping. 3. Limiting the frequency and duration of employment in the dusty occupations, thus reducing the rate of deposition of dust in the lungs. 4. Routine measurement of the effectiveness of the dust-control program by means of periodic medical examinations and duct surveys.

In order to reduce waste and improve resource conservation, mine planning, and development, the U.S. Bureau of Mines is investigating the effects of multiple seam interactions associated with longwall coal mining. Field investigations were conducted at a mine located in Boone County, WV, where a longwall panel was operating subjacent to room-and-pillar workings in an overlying seam. To assess the effects of overlying workings on longwall headgate stability, the Bureau gathered various geotechnical information at this minesite. Headgate pillars and entries were instrumented and monitored to study their behavior during side-abutment loading as the longwall panel approached and passed beneath the overlying room-and-pillar developments. The two operations are separated by 800 ft of interburden, and although interactions between operations separated by this distance are uncommon, geomechanical measurements indicate the occurrence of an interaction. These measurements show that convergence on the headgate entries was most adverse subjacent to barrier pillars in the overlying mine. Pillar measurements indicate that side-abutment pressure increases were slightly greater than predicted values. Several factors related to both geology and mine design, believed responsible for this large interactive distance, are discussed.

"Accidents at coal mines in the United States in September 1926 resulted in the loss of 170 lives, according to information furnished to the Bureau of Mines, Department of Commerce, by State mine inspectors. Of this number 125 occurred at bituminous mines and 45 in the anthracite field. As the bituminous output of coal for September was 48,976,000 tons, and the production of anthracite was 8,444,000 tons, the fatalities reported represented a death rate of 2.55 per million tons for bituminous mines and 5.33 for anthracite mines. The industry as a whole showed a fatality rate of 2.6 per million tons of coal produced in September 1925 the rate for bituminous coal mines was 3.29; the anthracite mines were idle in September last year due to a strike.During the first nine months of the present year 1,759 men have been killed by accidents at the coal mines throughout the United States, resulting in a death rate, per million tons of coal produced, of 3.76 as compared with 3.95 for the same period in 1925. Reports for bituminous mines alone showed a nine-month fatality rate of 3.53 which was about the same as the corresponding rate from January to September in 1925. The anthracite rate for the present year, however, shows a decrease of about 17 per cent; that is, the rate has declined from 6.36 to 5.28.Records covering the first nine months of 1926 show that 12 ""major"" disasters, that is, disasters in which five or more men were killed at one time, have resulted in the loss of 271 lives as against 10 disasters and 199 deaths in the corresponding months in 1925. The fatality rates for these disaster: alone were 0.579 and 0.465, respectively. One major explosion occurred at Tahona, Oklahoma, on September 3, 1926, in which 16 men lost their lives.An analysis of the principal causes of the 1,759 fatalities for the first nine months of the present year shows a reduction in the death rate as a whole and for falls of roof and coal and for explosives, but an increase in haulage, gas and dust explosions, and electricity. This report summarizes part of the work performed under the USBM Contract No H0155113, "Noise Abatement of Continuous Mining Machines." It describes the noise source diagnosis of a Jeffrey 120M conveyor and the evaluation of several treatments all conducted in a test facility aboveground. The conveyor noise at the operator's position was gradually reduced from 101.5 to 93 dBA using damping, vibration isolation, sound barriers and smoother discontinuities. The underground performance of the selected treatments will be addressed in Volume II of the report.

This Bureau of Mines report describes several significant problems associated with absenteeism among underground coal miners. The vast empirical literature on employee absenteeism is reviewed, and a conceptual model of the factors that cause absenteeism among miners is presented. Portions of this model were empirically tested by performing correlational and multiple regression analyses on data collected from a group of 64 underground coal miners. The results of these tests are presented and discussed.

In 1919 the United States was threatened with a shortage of gaso- line. In spite of this well-known fact, a detailed field investigation has shown that in one stage only of handling crude oil the volume of gasoline that evaporates is equal to one-thirtieth of the country's yearly gasoline production. This loss occurs during the few days that the oil is stored on the leases before being taken by the pipe line, and in 1919, in the Mid-Continent field alone, it amounted to 122,100,000 gallons. Large as it is, it is only a part of the loss on the lease. Investigation has further shown that the gasoline in crude oil evaporates from one-half to six-tenths as rapidly as the same gaso- line after being distilled and stored, all evaporative conditions being the same. Many wastes in the oil fields are called "necessary." By this is meant that the cost of preventing the waste is greater than the gain through saving. Evaporation losses have fallen heretofore in this category, but now they must be considered unnecessary. In other words, it is no longer economical for any handler of crude oil to permit losses through evaporation. In accordance with its purpose of seeking to conserve mineral resources, the Bureau of Mines investigated the loss of gasoline by evaporation in the storage and handling of petroleum. Inasmuch as most producers had not decided that their losses justified cor- rective measures and no evidence was available on the comparative losses in various stages of handling the oil, the investigation was limited to determining by experiment and observation the nature and magnitude of evaporation losses, where the greatest losses are, and the factor controlling evaporation.

An absorption-desorption model of particle reactivity was employed to describe the observed relationship between two apparently diverse phenomena which have been the subject of considerable study at the U.S. Bureau of Mines: (1) coal-rock dust reflectance and (2) coal-rock dust explosibility. The model accounts for heterogeneities in particle-size and material properties; however, in the present report, only particle-size distribution is considered. A mean particle-size parameter, appropriate to the explosion extinction process, is derived, and then taken as appropriate to describing optical reflectance. The derived form-to-function relationships for the two processes, when compared with experimental data, suggest that a problem exists with previously derived theory relating optical reflectance to rock dust concentration. A reexamination of that theory leads to a new theoretical expression, changed by a factor of 2, for the variation of rock dust concentration with reflectance which is in quite good agreement with experimental results. The current work offers justification for measuring and establishing rock dust requirements for specific coal dust size distribution(s) found in the mine-distributions that undoubtedly depend on the mining method and the type of coalbed.
