The year 1991 recorded unprecedented change throughout the world; war in the Middle East, economic recession in key industrial nations, upheaval in Eastern Europe, and the disintegration of the former U.S.S.R. These issues and growing environmental concerns will affect the entire world mining industry. Environmental issues continue to have an ever greater effect on industrial minerals. In the United States, major issues involving the Clean Air Act, Clean Water Act, and the recent Stormwater Rule by the U.S. Environmental Protection Agency (EPA) affect many types of mineral operations. Significant developments include an important decision in 1991 by a Federal Appellate Court to overturn EPA's asbestos ban on certain products, partly on environmental grounds, and proposed legislation that would overhaul or abandon the 1872 Mining Act. On a global scale, prominent issues include environmental concerns over mining in the Antarctic and Arctic regions and a cutback in plans to clean up the Kola Peninsula in the Commonwealth of Independent States (C.I.S.).

[Testing explosives for safe use in coal miner ran boon an important factor in preventing mine explosions. In the United States, explosives that have been approved by the Bureau of Mines are called permissible explosives. A purvey of the history of coal mining since permissibility testing welt, instituted some 4 years ago shown that there is no record of a coal-mime explosion caused by permissible explosives when used in a manner prescribed by the Bureau. To maintain the appropriate standards of quality, the Bureau of Mines conducts a series of examinations and tenth on samples of explosives collected in the field. In what is considered the most crucial test, teat 1, the explosives An fired from a steel cannon into a gallery atmosphere containing a mixture of natural gas and air, In another important test, test 4, the explosives charge to fired into a mixture of natural gas, air, and coal diet. To satisfy the permissibility requirements, the explosive must undergo throe gallery teats without igniting gas or coal duet. Other tests also are required for permissibility, but they do not come within the scope of the present paper, which studies the factors affecting the incendivity of explosives when fired into methane, air, and/or coal-dust mixtures. "INTRODUCTION The great demand for tungsten incident to the war has led to the exploration of a large number of low-grade tungsten deposits. To properly evaluate the low-grade deposits it is essential to have available a dependable method of analysis applicable to all types of low-grade tungsten ores. Results reported on the tungsten content of the ores have often varied quite widely and have led to confusion. The Bureau of Mines has been requested by Government lending agencies and by companies interested in the production of tungsten to publish a general method for the determination of tungsten in low-grade ores. To meet this need, the Bureau of Mines is herein submitting two methods for analysis that have been proved on a large number of tungsten-bearing ores various types in the Bureau of Mines laboratory in Salt Lake City. Also, a third method was developed that requires no cinchonine and has proved to be applicable on most tungsten ores. The cinchonine method is the generally accepted for analysis of tungsten ores. Very reliable results can be obtained by this method if certain precautions are taken, as outlined in this report."

It is estimated that 10,000 lives were lost and $285,000,000 worth of property was destroyed by fire in 1937. Of the 103 fatalities in tie petroleum industry in 1938, 36 resulted from fires and explosions.3/ Everyone can help to prevent the tremendous losses, both in life and property, caused annually by fires and explosions, Forest fires occur every year, in which the tremendously intense heat wave ahead of the flame turns beautiful green trees into blazing torches like so much gasoline, vapor, and jumps over the tops of trees to start fires behind the firs fighters; prairie-grass fires occur, and a farmer in the path of the fire must plow a furrow around his home and outbuildings before the flame reaches them; and frequently automobiles are burned up in filling stations. Persons who have witnessed such sights know better than to throw a lighted match, cigarette, cigar, or hot coal from a pipe out of an automobile or to discard a fire or flame of any type in the forest, in the country, or in the city.

Values for CP°, S°, H° -H°298, ?Hf°, and ?Gf° are given in tabular form. A brief thermodynamic background and a number of examples and applications are presented.

Since its inception the United States Bureau of Mines has fostered the development of portable mine lamps. Although there is still much to be desired with respect to illumination in coal and metal mines and the replacement of open lights has been slow the Bureau has been given credit for assisting materially in the development and introduction of the safe and efficient portable mine-lighting equipment available today. Much of the work conducted by the electrical section of the Bureau entails approval tests of various types of electrical equipment, including lamps; to be used in atmospheres that may contain methane or coal dust in explosive proportion. If a can lamp meets the requirements-for safety, efficiency, and adequacy, as published in Schedule 6B,4 it is approved and is generally known as a "permissible" lamp. The terms "approved" and '"permissible' often are used interchangeably. The manufacturer must put an approval plate on each approved lamp, showing it has mot the schedule requirements. The approval plate is not a guarantee that the lamp is safe. However, if the lamp, once in service, has not had any parts changed or improperly assembled or if carts that wear out or depreciate have been properly replaced it should still, be safe, efficient, and adequate for the service intended. Virtually all electric cap lamps in service today in the United States and a great many that have been sent to foreign countries bear the approval plate of the United States Bureau of Mines. Although many explosions have been attributed to open lights none has been charged against the permissible cap lamp. Nystagmus, a disease of the eye attributed to working under insufficient illumination, is practically unknown among; American miners, although it is quite prevalent among European miners.

The compensation-insurance rates for quarrying in North Carolina are 11 times higher than for the State?s major industry, textiles. Some operators are willing to accept this as representing the ratio of existing hazards. This was not true of the management of the Southern Aggregates Corporation, and in 1935 it tools definite steps to correct the idea of its local officials and employees that loss of life and limb in quarries is inevitable. A highly flexible laboratory-scale fluidized-bed reactor was designed, constructed, and successfully operated continuously at temperatures up to 1,300° C during an investigation of thermal methods for decomposing gypsum. This report discusses briefly the many problems encountered in developing the 10-inch-diameter reactor and describes its design and construction in sufficient detail to enable other research organizations to build a comparable unit. The reactor consists of a 10-inch-inside-diameter vertical tube which can be varied from 6 to 10 feet high; it is formed from 2-and 3-foot sections of silicon carbide pipe. The tube is surrounded by a 3-inch heating space formed by an outer 4.5-inch-thick circular wall of insulating firebrick. A cone-shaped fluidizing chamber is bolted to the bottom of the reactor. Fluidizing gas enters through the bottom of the cone, and ore is introduced by means of a screw feeder connected to an inlet located just above the gas port. A silicon carbide overflow tube of 1.25-inch inside diameter extends upward into the reactor. The depth of the bed is controlled by substituting different lengths of overflow tube. Twin dust-recovery systems, each composed of a cyclone and Fiberglas filter, are attached to two gas outlets at the top of the reactor tube. The reactor is designed for research on both exothermic and highly endothermic reactions. It can be fired externally by means of four natural gas burners that jet tangentially into the annular space at the base of the reactor. Alternatively, it can be fired internally, using a mixture of air or oxygen and natural gas as the fluidizing medium. A separate instrument panel contains flowmeters, manometers, an automatic program controller, and a multiple-point recorder for printing a record of the temperatures measured by thermocouples located at critical points in the reactor.

IN 1944 the Congress passed the Synthetic Liquid Fuels Act that authorized the Secretary of the Interior, acting through the Federal Bureau of Mines, to conduct basic research and construct and operate demonstration plants to produce synthetic liquid fuels from coal, oil shale, and other substances. As a basis for the oil shale investigations to be undertaken in this country, the progress of foreign countries in developing and using oil shale as a source of liquid fuels was studied by the technical missions of the Federal Bureau of Mines. Oil shale mines, retorting plants, and refineries were visited; geological information on the nature and occurrence of the foreign oil shales was obtained; and samples of the oil shales were collected where possible. Samples collected by these missions or acquired by other means came from Australia, Brazil, Canada, France, Manchuria (China) , New Zealand, Scot-land, Spain, Sweden, Thailand, and Union of South Africa. These countries represent a large part of the locations where oil shale developments have taken place. The major omissions are the Estonian, German, and Russian developments.

Since the passage of the Federal Coal Mine Health and Safety Act of 1969, the need for improved duet control methods has become imperative. It has been proposed that one promising dust control technique would be the application of water through the cutter drum. In November of 1972, the Jeffrey Mining Machinery Co., who had been pursuing the development of wet drum miners since 1969, completed the manufacture of a 120M HELIMINER which had sprays in front of the cutting bits on a fixed width drum. On June 27, 1973 Jeffrey and the Bureau of Mines signed the contract numbered B0232060 for the purpose of evaluating "the effectiveness of respirable dust control on a Jeffrey 120M HELIMINER by use of water piped through the head." This evaluation, as described by the contract, was to be accomplished by the collection and analysis of dust samples at various locations of an operating mine production section.

THE INJURY DATA and experience at coal mines in the United States for 1951 are presented in this bulletin under the following general heads: (A) General injury experience: Tables 1 to 18: Contain current data on number of fatalities and nonfatal injuries, frequency and severity rates, average severity, major and detailed injury agencies, and distribution of injuries by part of body and days of disability. (B) Selected injury data: Tables 19 to 43: Contain current data on various selected factors of operating and physical conditions that contributed to the occurrence of injuries at bituminous-coal, lignite, and anthracite mines. These factors include extent of hand and machine loading, size of mine by employment and production groups, thickness of bed or vein, duration and number of work shifts, rating of mine as gassy or nongassy, types of cap lamps, explosives, and combination of factors that influence mine safety. (C) Injury experience by States: Tables 44 to 50: Contain current data on number of fatalities and nonfatal injuries, frequency and severity rates, average severity, major causes and principal agencies, injury records of all coal-producing States, and the relative standing by States according to injury-frequency rates. (D) Major disasters: Table 51: Lists the coal-mine disasters that occurred during 1951, giving location, source, and cause. A major disaster in coal mining is defined as a single accident in which or as a result of which five or more men lost their lives. (E) Historical coal-mine injury experience: Tables 52 to 86: Contain data on injuries, injury-frequency rates, employment, and production at bituminous-coal, lignite, and anthracite mines from the earliest records through 1951.

To improve the level of hearing protection by providing workers with an inexpensive, easy-to-use device to check earplug fit. Background Approximately 30 million workers are exposed to hazardous noise on the job, placing them at risk of permanent hearing loss, tinnitus, and other disorders. Although the preferred solution is to eliminate noise through engineering controls or to reduce noise exposure through administrative controls, hearing protectors are critical when noise is unavoidable. Studies of hearing protector users have shown that average protection values in the real world are much lower than the labeled noise reduction ratings determined in laboratories with trained and motivated subjects. Even worse, many hearing pro­tector users get virtually no protection at all because of poor fit. The studies also show that users have a harder time achieving adequate protection levels with earplugs than with earmuffs. It?s difficult for users to tell if earplugs are working well just by looking at them. A more accurate approach is to check how much they block or ?attenuate? noise. Earplugs vary in their attenuation characteristics, with most providing a maximum of 20?35 decibels of noise reduction when worn correctly. Any earplug that?s suitable for use in noisy settings will attenuate noise by at least 15 decibels. Personal fit testing is an effective way to help hearing protector users improve the fit and protection levels of the devices. However, existing fit-testing systems are expensive and unsuitable for use at many industrial worksites.

Outside air for ventilating coal mines in Alabama varies considerably in both temperature and moisture content during the year. Alternate condensation and evaporation of the moisture on mine roofs may result in stresses detrimental to the strength of mine roof. It is well known that the clays in shales absorb moisture, and many investigations have noted the weakening of shales by absorption of moisture. Parker (1970) concluded that there is an annual cycle of rock deterioration in mine roof rock caused by the annual temperature-humidity cycle at the surface. He further noted that moisture reduces the strength of dry rock by one-half, that moisture added to dry rock can cause failure in compression, and that drying of wet rock causes tensile stress buildups by shrinkage. His recommendations for alleviating the moisture-temperature problem was to seal the rock in critical areas and to control ventilation so that air temperature will be lower than rock temperature. The latter recommendation will avoid condensation on the rock surfaces. Hartmann and Greenwald (1941) published the results of a very comprehensive experimental project to determine the effect of temperature and humidity changes on the behavior of mine roof. Their general conclusions included statements that roof rocks were very sensitive to moisture changes, but had low coefficients of thermal expansion. Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners? activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly under-stand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985.

Bureau of MinesThe Bureau of Mines studied the development of practical methods for recovering manganese from the extensive domestic resources of low-grade ores and open hearth slags. A one-step operation was developed on a laboratory scale in which manganese and iron compounds are treated with chlorine, volatilized, and separated by selective condensation. Manganese recoveries of 90 to nearly 100 percent were obtained from 9 of the most important domestic ores. Analyses of the manganese chloride product indicated that it was suit-able for aqueous electrolysis with little additional purification. A complete, integrated process that provides for the recovery and recycling of chlorine is proposed. This process appears to have distinct advantages over previously proposed manganese recovery processes, and, in sharp contrast to leaching procedures, it is applicable to practically any manganese-bearing material.

Gypsum mining and processing has been one of the principal industries in Iowa for more than 75 years. For most of that period, Iowa has ranked among the five leading States in the production of crude gypsum and of calcined-gypsum products. The Fort Dodge area accounted for 11 percent of the gypsum products produced in the United States in 1956. Before 1927 the output by the major companies came from underground operations, using a room-and-pillar stoping method. At present, all production comes from quarries. The quarry methods at the various properties are similar. This paper describes the quarrying, methods employed in the district and the type of equipment used by each company. The sections on history and geology are, in part abstracts from State annual reports and an Iowa Geological Survey publication.3/

U.S. Bureau of Mines (USBM) research has shown that fuzzy logic and genetic algorithms (GA's) have great potential for industrial process control. A technique has been developed by the USBM in which GA's are used to substantially reduce the time needed to design fuzzy logic controllers (FLC's).This technique shows promise as an efficient, robust approach to developing control systems. The research described in this report is twofold. First, the basic approach to developing an FLC using GA's is presented. The GA-designed FLC is developed for a specific physical system, a pH titration system. Second, empirical results are presented in which variations in the FLC implementation are compared. Specifically, the effects of altering five aspects of the pH FLC are considered: (1) membership function form, (2) number of fuzzy classes, (3) the center-of-area method, (4) implication operator, and (5) fuzzy rule form. Results indicate that (1) the technique in which GA's are used to design FLC's is effective, and (2) when this technique is used, variations in FLC implementation have little effect on FLC performance in a chosen control problem.
