The Bureau of Mines is endeavoring to ascertain how mineral fuels in which the Government has a direct interest, by ownership or use, can be utilized with highest efficiency. For this reason the bureau has been, and is, carrying on investigations to ascertain the condi- tions of furnace construction and management that are necessary to insure the smokeless combustion of the different coals that are found in public lands or are purchased for Government ships and power plants. Another reason for the bureau undertaking these investigations is the need of better furnace management and a more careful selec- tion of fuel at many Government plants. There are Federal build- ings in hundreds of cities. The coals available at many of these cities differ greatly in quality, and the furnaces in some of the Fed- eral buildings were not designed for efficient utilization of the cheap- est available coal. Hence, some of the boiler plants smoke badly unless fed with low-volatile coal and have caused repeated com- plaints not only from neighboring property owners who have suffered damage, but from persons endeavoring to create a civic pride in clear air. In the course of its fuel investigations the bureau has noted the conditions governing fuel consumption in different cities and has studied the attempts made by these cities to abate smoke through the passage of ordinances imposing penalties on smoky stacks. Some results of that study are presented in this report. The most im- portant conclusion reached is that smoke abatement by ordinance can not hope to succeed unless supported by public sentiment and that a smoke ordinance should look to future prevention rather than to immediate prohibition. In other words, strict control of furnace construction offers much greater hope for smoke abatement than desultory imposition of severe penalties on the escape of "dense" or "black" smoke.

The great expansion of production of aluminum for war purposes has aroused some concern regarding the available supply of carbon suitable for making carbon electrodes required in the electrolytic aluminum process. Approximately three-quarters of a pound of carbon electrode is consumed for each pound of aluminum produced. 5 Because of its small amount of impurities and its suitable physical characteristics, calcined petroleum coke is the standard material used by the aluminum industry for making electrodes As it may be necessary to use some substitute materials, the possibility of using coke made from coal has been considered. Besides this possible use, information concerning the source of low-ash coals is of general interest. Specifications of the aluminum industry for calcined petroleum coke suitable for the manufacture of electrodes are very stringent in regard to allowable impurities. In one such specification the maximum allowable ash is 1.0 percent; the maximum allowable content of iron (as Fe) is 0.06 percent and that of silicon (as Si) is 0.08 percent; the maximum for cal- cium (as Ca) and for sodium (as Na) is 0.12 percent for each, but the two combined may not exceed 0.12 percent; maximum allowable sulfur is 2.0 per- cent. The presence of barium, nickel, chromium, manganese, cobalt, or vanadium is objectionable, and only extremely small amounts are allowed. In regard to physical properties, the coke is required to be so thoroughly calcined that it has a real density of at least 2.02.

Experience with the current version of gallery test 4, in use since 1913 to evaluate the incendivity of permissible explosives in the presence of coal dust, has shown the procedure to have inadequate discrimination. Consequently the Bureau of Mines used the up-and-down method of statistical design to investigate the incendivity of permissible explosives in the presence of coal dust and gas. A suitable device was developed to measure coal dust concentrations in the air-gas mixtures and to disperse the dust in the gallery atmosphere. A proposed testing method which uses suspended shots in a predispersed coal dust-gas-air mixture was evaluated. The new method can discriminate between different explosives with respect to their incendivity. Maximum ignitibility of the coal dust cloud by permissible explosives occurred in the vicinity of 0.3 oz/cu ft. About 10% sodium chloride in permissible explosive formulations had a very significant effect in reducing the probability of igniting coal dust. Bundled charges were more incendive than column charges.

Noise induced hearing loss continues to afflict workers in many occupational settings despite longstanding recognition of the problems and well-known methods of prevention and regulations. Sound levels associated with heavy construction equipment range from 80 to 120 dB(A) and power tools commonly used in construction produce sound levels up to 115 dB(A).(1) The focus of this research was to determine the noise exposures of heavy construction equipment operators while documenting the workers’ tasks, (i.e. hauling, moving, and/or pushing construction material). Time-motion studies were performed at the construction sites and were used to correlate the noise dosage with the work performed by equipment operators. The cumulative dose for the operator was then plotted with references to work tasks, to identify the tasks that caused the greatest noise exposure. Three construction sites were studied for this research located in the western Pennsylvania and eastern Ohio areas. The types of construction equipment studied included asphalt pavers, backhoes, bulldozers, compaction equipment, excavators, haul trucks, telehandlers, and wheeled loaders. The results showed that bulldozer operators consistently had the highest noise exposures, ranging from a NIOSH REL (Recommended Exposure Limit) dose of 844% to 25,836% and an OSHA PEL (Permissible Exposure Limit) dose of 139% to 1,397%.

The Holmes Safety Association , organized and named in honor of the late Dr. Joseph A. Holmes , first director of the United States Bureau of Mines , has for its object the prevention cf accidents , the improvement of health conditions at work, in the home , and in public places , and the promotion of the general welfare of its members . As a means of preventing accidents and advancing health and safety , the Holmes Safety Association disseminates information , gives instructions on subjects related to safety , and promotes first -aid and other forms of protective and accident - prevention training . This organization is intended to work and cooperate in the closest possible way with existing mine or plant safety organizations in conducting educational , social , and recreational activities for the promotion of health , safety , and efficiency .

The work of the electrical section of the Bureau of Mines may be considered to have had its beginning in April , 1909 , when H. H. Clark was , appointed electrical engineer in the U. S. Geological Survey. The first manuscript prepared by members of this section was Miners Circular 5, which was issued in October , 1911. During each succeeding year additional papers have been published dealing with questions relating to electrical safety. Since 1916 the electrical section has also conducted laboratory investigations on flame safety lamps and gas- detecting devices and has published reports relating thereto . The following selected list of publications covering safety studies and activities of the electrical section has been prepared for the convenience of those who wish to keep themselves advised concerning electrical safety matters . The list includes only such publications as are applicable to present-day prac tices .

In 1930 , 65,448 long tons of virgin or primary tin were consumed by 1,292 establishments in the United States , representing about 91 per cent of the total consumption as computed from imports , exports , and stocks at the beginning and the end of the year . The reported consumption was equivalent to 38 per cent of the world's tin production in 1930 , estimated at 171,000 tons , and was 12 per cent less than the 74,369 tons consumed by 1,307 establishments in 1928 . Decreased consumption of new tin in 1930 ás compared to 1928 was a reflection of the general industrial depression . All of the tin- consuming industries showed substantial decreases except tin plate and terneplate , white metal , and tinning , which showed small tonnage increases aggregating only 1,200 tons . The largest tonnage decrease was in the use of new tin in babbitt which declined 33 per cent in 1930 as compared to 1928. This was largely attributable to the decreased production of automobiles and trucks , which was 24 per cent lower in 1930 than in 1928. Percentage decreases in other important tin- consuming industries were as follows : Solder 18 per cent , bronze 19 per cent , tin foil 40 per cent , chemicals 23 per cent , tin oxide 44 per cent , and type metal 46 per cent . The distribution of the amount consumed by various uses during 1927 , 1928 , and 1930 is shown in table 1 . Consumption studies indicate the fact that variation in tin consumption from year to year parallels the fluctuations in demand for the already wellestablished tin products . For example , the manufacture of motor cars and trucks3 required only 11,000 tons of tin in 1930 compared to 19,000 tons in 1928 ; the canning industry continues to require the greater portion of the tin plate and much of the solder . Recently developed industries , while affecting total consumption of bearing metals , solders , etc. , to some extent , have made little change in the relative importance of these commodities as consumers of tin .

Burundi, a small central African republic located between Tanzania and Zaire, remained essentially a nation of small family farms in 1978-79 with approximately 95% of the population engaged in subsistance agriculture. Coffee and tea continued as the nation's major export commodities. Mineral exports, small tonnages of cassiterite, wolframite and bastnasite, accounted for an estimated 3% of total exports in 1978 and 2% in 1979, or $2 million2 in both years. Burundi's major mineral imports in 1978-79 were cement, iron and steel, and refined petroleum products. Abnormal weather conditions, a drop in world coffee prices in 1978, and the conflict in neighboring Tanzania and Uganda in late 1978 and early 1979 combined to re-strict economic growth in Burundi during 1978-79. The gross domestic product (GDP) posted a gain of 6.7% in real terms for 1978 and an estimated 2.5% for 1979 which was significantly less than the 13.7% recorded in 1977, a time of high world coffee prices. The manufacturing and construction sectors were hard hit in 1979 by the conflict between Burundi's eastern neighbors because of transport disruptions which made building materials and manufacturing inputs almost unobtainable.

"INTRODUCTION The accurate determination of the free silica index in coal mine dusts is an important requirement because severe health hazards are believed to be associated with the inhalation of respirable-sized silica particles.1-6 Free silica refers to the three polymorphs of silica (Si02)viz., quartz, cristobalite, and tridymite-although quartz is usually the dominant form in most mine dusts.6 The free silica index is the concentration in micrograms of free silica in air per m3 of air sampled corrected to standard conditions of 25°C and 760 mm/Hg, the present MSHA (Mine Safety and Health Administration) limit on time-averaged basis being 100 µ.g/m 3 for coal mines. A recent review7 has concluded that quartz, cristobalite, and tridymite particles impart nearly equal long-term hemolytic damage when compared on a per unit surface area basis.At present, two experimental methods-viz., transmission infrared spectroscopy (TIRS) and x-ray diffraction (XRD)-are commonly used for the determination of silica concentrations in mine dusts. In TIRS, which has been adopted by MSHA and is commonly called the P7 method, the silica absorption band near 800 cm - 1 is used for quantification. However the mineral kaolinite, which is commonly present in mine dusts, also has absorption band, albeit weaker, at 800 cm- 1• To correct for this interference, one uses the stronger 915-cm -1 band of kaolinite to determine the concentration of kaolinite, and the kaolinite contribution to the absorbance at 800 cm-1 is then determined from a calibration curve, leading to the determination of silica by subtraction. In the XRD technique, usually an internal standard such as CaF 2 is used to determine the concentration of silica from line intensity measurements. XRD has the added advantage that concentrations of quartz, cristobalite, and tridymite can be determined.8•9 In an exhaustive study on the precision of the techniques ofTIRS and XRD for monitoring worker exposure,9 the conclusion has been reached that both methods measure silica within 253 of the ""true"" value 953 of the time in a single laboratory."

The preface of the United States Bureau of Mines Manual of First Aid Instruction contains the following paragraphs: One of the most important inquiries that Congress has authorized the Bureau of Mines to conduct relates to health condi- tions among those engaged in the mineral industries. Investigations made early with a view to bettering these conditions demonstrated the need of prompt care of injured miners, as, under the difficulties inherent to mining and other mineral industries; wounds seemingly unimportant, if not treated promptly, may become infected and possibly cause permanent crippling or even death of the porach. In the past many seriously injured persons have been treated by fellow workers ignorant of approved means of treatment and transportation and have been handled in such a manner as to cause suffering and to accentuate injuries to such a degree as to bring about permanent disablement. Accordingly, the need of general instruction in first aid became apparent. It must be recognized that the conditions in and about the mines, mills, smelters, quarries, oil fields, etc., usually present difficulties not found in large industrial centers where experienced surgeons are available and hospitals close at hand. Many mines are isolated and, when an accident occurs several miles underground, there may be a serious lapse of time before the injured person can be brought to the surface and taken to the hospital or given attention by a sur- geon who may have to come a long distance. Under such conditions it has been frequently demonstrated that, if effective first aid is not given, the injured person may die or become permanently crippled... First-aid instruction has been found to be an excellent aid3in pre- venting accidents. Electrical resistance heating to effect thermal fragmentation of semiconductive rock was examined by the Bureau of Mines. Tests were carried out on copper-bearing ores of the Nonesuch Shale Formation in the laboratory and in the the field at White Pine, Mich. Fieldwork included primary and secondary breakage tests. Heating tests on in situ rock failed to produce thermal dam-age to an extent considered useful; however, boulders up to 30 ft3 were effectively broken by the method. Power input to the test rock was taken from a 50-kV, 5-amp dc power supply.

I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. Behind all the changes in the mineral industry, the driving force has been the increasing demand of an expanding population for more metals and minerals with which to advance civilization. "A microscope-based spectrophotometer has been developed to measure superoxide release from single pulmonary alveolar macrophages (PAM) or other phagocytes in culture. Results indicate that PAM respond to stimulation by phorbol myristate acetate (PMA). It appears that some PAM do not release 02 upon stimulation by PMA; however, those that do release 0, show differences in: (I) the total amount of 0, released, (2) the rate of release of 02 and (3) the time delay for release of 02. The significance of measuring 02 release from single cells is two-fold. It allows the simultaneous study of 02 release and electrical potential changes across the membrane of PAM and it allows the study of differences in 02 release among cells. Thus, the function of Normal PAM and the dysfunction of PAM exposed to coal dusts can be more closely studied on single cells.Pulmonary alveolar macrophages (PAM), free cells found in the lungs, protect the lungs by removing inhaled foreign debris and bacteria. The macrophages do this by engulfing and then internalizing the foreign matter (phagocytosis). Stimulation of PAM causes the release of super-oxide radical (02) which has been shown to be the primary metabolite involved in the killing of bacteria by phagocytes (3,8,12). The super-oxide radical is highly reactive and is spontaneously or enzymatically converted to other antibacterial oxidants, including hydrogen peroxide (H202), singlette oxygen ( 02), hydroxyl radical toil'), and hypochlorous acid (HOCl) (2, 3,8,11,12).Exposure of PAM to dusts may lead to dysfunction of this cell-type and to a greater risk of lung damage or infection upon subsequent exposure to toxic dusts. To date, much of the research with this cell-type has used cytotoxicity (cell death) as a measure of dysfunction. Although this is an important end point, PAM dysfunction may occur at doses below those which lead to cell death. In addition, dysfunction has been measured using large numbers of cells. In order to obtain a clear understanding of the mechanisms involved in dysfunction, measurements should be made on single cells. As mentioned earlier, one of the major roles of this cell type is its anti-bacterial actions. Therefore, asessment of release of superoxide radical in single cells is important in determining the functional behavior of PAM before and after exposure to dusts. Since measurements of 02 production have not been made on single cells the purpose of this study is to develop the methodology needed to study release of 02 from single cells.Recent studies have suggested that a relationship exists between the release of 02 and changes in the electrical properties of phagocytes. The change in membrane potential is thought to be the initial step in superoxide production (6,9). Stimulants which cause 02 release also cause changes in the transmembrane potential of phagocytes (9) and in the permeability of the cell membrane to ions (6). For example, stimulants which cause the release of 0, from neutrophils have also been shown to increase the membrane transport of Na+ , K+ and Ca+2 and stimulation of macrophages leads to increases in Na and perhaps Ca permeability with a subsequent change in membrane potential. In some cases, phagocytic activity has been shown to depend upon the extracellular concentrations of these ions (6). Holian and Daniele (7) have shown evidence that the redistribution ofcellular Ca in alveolar macrophages is an initial step leading to 0, release. In order to provide direct evidence that 02- production is related to electrical changes across the plasma membrane of phagocytes, these two phenomena must be analyzed simultaneously on single cells. Ultimately, measurements of 0, release using the methodology developed in this study will be combined with electrophysiological tech¬niques to study both superoxide release and membrane potential changes simultaneiously on single PAM, and to examine the effects of coal and mineral dusts on their physiological fu"

The precious stones rubies and sapphires are transparent varieties of the mineral corundum . Essentially they are aluminum oxide , but the aluminum is often replaced. by small amounts of chromium , titanium , or iron . The chromium is said to give a red color , titanium a blue , and iron a yellow . True rubies range from rose to a somewhat purplish red and are sometimes termed " oriental rubies " to distinguish them from spinel rubies , stones of inferior hardness , density , and value . " Oriental rubies " are very rare , and the so-called " pigeon's blood" variety is the most valuable . Sapphires normally range in color from palest blue to deepest indigo , but actually all precious varieties of corundum of any other color than red are called sapphires . The most esteemed tint is like that of the blue cornflower . Colorless corundum of gem quality is called white sapphire ; the yellow variety is described either as yellow or as golden sapphire ; and the pale pink is classed as pink sapphire . The word " oriental " is also used as a prefix in naming varieties of corumdum of less popular colors . For instance , oriental emerald is used for green corundum, oriental topaz for yellow , and oriental amethyst for violet to purple varieties . The chief physical characteristics of rubies and sapphires are hardness , adamantine luster , and moderately high specific gravity ( 3.9 to 4.1) . Next to the diamond, corundum is the hardest of all minerals ; in fact , the sapphire is number 9 on Moh's scale , ranking between the topaz and the diamond. Rubies crystallize in 6-sided prisms terminated by flat faces and other varieties of corundum with twelve inclined faces , six above and six below , meeting in a girdle . Corundum is doubly refractive , with a direction of single refraction running parallel to the edge of the prism . The refractive indexes are very constant, the ordinary index ranging from 1.766 to 1.774 and the extraordinary index from 1.757 to 1.765. The double refraction always remains the same.

"INTRODUCTION As a byproduct of its mineral investigation program, the Bureau of Mines has developed a number of operating devices and techniques worthy of note. This paper, prepared under the direct supervision of Paul T. Alisman, chief, Salt Lake City Division, Mining Branch, and under the general supervision of Lowell B. Moon, chief, Mining Branch, reports upon ore such technique.The Wright borehole-surveying instrument developed at the Homestake mine, Lead, S. Dak., has been described in several publications. 3/ For the benefit of those to whom the publications are not available, the instrument is described here. However, this article will be concerned mainly with the technique developed by the Federal Bureau of Mines for using the instrument.In the use of the Wright borehole-surveying instrument, it was found advantageous to develop a standard practice of operation covering type of film, preparation and care of film, loading film in instrument, placing instrument in container, exposure time, unloading film from instrument, development of film, and determination of dip and strike from film impressions."

Provide reasonably priced, reliable fire protection for loading shovels. Approach An automatic fire, sensing and suppression system using both dry chemical and Halon 1301 was developed. It is more rugged than similar industrial-type fire protection systems. How It Works Temperature sensors detect heat from a fire, and trigger the system. These sensors are located inside the machinery house and under the house and shovel frame where it rotates around the crawler chassis ring gear. An alarm is sounded, and extinguishing agents are released either in the machinery house or in the ring gear area. The system can also be triggered by a manual control. If the fire Is detected in the machinery house, all power is shut down to the motor-generator sets, ventilation fan, and all electrical controls. Doors are automatically closed. After a delay to allow time for the ventilation fan to stop, Halon 1301, a gaseous fire extinguishing agent, is released inside the machinery house until it reaches a concentration of about 7 percent. This concentration is sufficient to extinguish a fire, but isn't toxic to personnel

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of Volume I and in the State chapters of Volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

The Bureau of Mines air-sealed a 77-acre) above-drainage coal mine to evaluate sealing as a means of reducing the acid and metallic salt contents in drainage from abandoned mines. An approximate reduction in acidity of 150 ppm (equivalent to 193 pounds per day) and in iron of 98 ppm were directly attributed to sealing. The topographical, hydrological, and other factors involved in air-sealing are discussed, and the construction used to seal the mine is described.
