Detailed comprehensive assessment of the performance of Afghanistan's mineral industry during 1987 is virtually impossible, owing to the paucity of reliable published information. It was evident, however, that the level of civil disorder, now in its eighth year since the arrival of significant numbers of Soviet troops, was in actuality little removed from open civil war. Insurgents controlled substantial areas of the country and imperiled any industrial activity in many places. Assistance programs by the U.S.S.R. and other Eastern European nations were directed at developing the country's meager mineral industry, but the economy was generally viewed as chaotic. The inflation rate was somewhere between 20% and 30%; major food shortages contributed to the discontent of the population, and numerous villages were devastated by Soviet and Afghan Government campaigns to destroy the insurgents and cut their supply routes. Moreover, proposals by the Soviets and the Kabul Government aimed at reducing tensions with the rebels and scaling down the warfare seemingly were taken by the opposition as signs of weakening by the Soviet-backed Government, and rather than reducing aggressions, seemed to heighten insurrectionist activities. Efforts to entice the substantial number of Afghans who have fled to nearby areas of Pakistan and Iran to return to their country seemingly were failures, and indications near yearend that the Soviet Union might soon begin withdrawal of its occupation force of nearly 120,000 did little if any to reduce disorder.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of Volume I and in the State chapters of Volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

This report discusses the configuration and system deployment for the postdisaster surface seismic system for detecting and locating trapped miners. It analyzes the results of 15 field tests to define a signal model, background noise levels, and subarray performance. A waveform modeling procedure is described and compared with observed waveforms. The resulting similarity indicates that the major factors affecting the signal amplitude, waveform, and spectral character are understood. A model is presented which gives the signal amplitude as a function of source type, source depth, and horizontal off- set between source and receiver. Using this model a curve is presented which gives the range at which a signal will be detected for different signal and noise levels. Finally, and most important relative to the mission of the sys- tem, the ability of the system to detect signals on one or more subarrays is put into a probabilistic framework. For a strong source it is almost certain that a subarray directly over the source will detect the signal. After signal processing, it is highly likely that signals will he detected on sufficient subarrays to locate the trapped miner. Location errors have been found to be less than 100 ft in the majority of cases. Techniques have been used that can reduce the location errors to this level even when soil layer variation between subarrays is severe.

The U.S. underground coal miner faces a continuing hazard from the fall of roof. At the root of many injuries and fatalities are weak or defective roof strata. Throughout mining history, millions of miles of entry have provided exposure of every conceivable geologic roof hazard. This report describes the geologic origin, association, and potential danger from the most common hazards. Discussions of weak rock include drawrock, rider coals, head coal, stackrock, and stream valley effects. Discontinuities, or roof defects, are described including, clay veins, slickensides, joints, and paleochannels. A number of examples from U.S. coalfields are used to document geologic structure and associated hazards. Roof fall analysis is a methodology used by NIOSH for hazard recognition and prevention; its application and benefit to the industry are discussed.

Several methods of calculating ore grades by diamond-drill sampling in the Homestake mine, Lead, S. Dak., have been evaluated by statistical analyses of assay data. The natural distribution of gold particles, partly masked through sampling and assaying procedures, is probably lognormal. As a consequence of the gold particles being clustered rather than randomly distributed within the ore bodies, (1) more mine samples are needed to obtain a specified precision of mean grade than the number predicted by the standard-error-of-the-mean law; (2) the variance of gold values is not inversely proportional to sample volume, and, therefore, small-diameter drill core yields samples nearly as good as larger diameter core; and (3) sampling at 5-foot intervals provides nearly as good results as sampling at shorter intervals.

Development of the mineral and energy resources of Afghanistan appeared to be a top priority of the Soviet-controlled Government in the country. In the Afghan Government's plan for 1980-81, the largest allocation in the development budget was for mines, industry, and energy (46.7%). In contrast, only 23.1% of the budget was allocated for agricultural development, despite the fact that the great majority of the population was dependent on farming. The mineral industry of Afghanistan consisted of the production of natural gas, cement, coal, fertilizer materials, and rock salt. Production levels for all of these commodities were down an average of 45% from those of 1978, before the Soviet invasion. Prior to the invasion, small quantities of asbestos, barite, and talc had been produced along with about 6,000 to 7,000 kilograms per year of lapis lazuli, a semiprecious gem stone. Afghanistan had supplied about 80% of the world's output of lapis lazuli. Following direct Soviet intervention, production of these minerals declined to near zero.

Before going directly to the analysis, it would be good to summar¬ize explosion-proof container approval methods. Both Magison (52) and Short (84) state that in general practice, the systems are certified for: 1. a rugged enclosure able to withstand an internal explosion but not allow explosively hot gases to escape, and 2. maximum surface temperature, with equipment operating inside, that will not ignite the surrounding atmosphere. Also, testing insures that any material in contact with the container surface will not be ignited by a hot spot. Associated with the first practice, the enclosures are inspected for: 1. a safe flange gap width, 2. a pressure increase during ignition, and 3. an hydrostatic pressure withstand level. The hydrostatic pressure level is almost always determined by a meas¬ured ignition-pressure test and is usually applied to prove the mechan¬ical design to some safety factor. Consequently, explosion-proof enclosure testing includes temper¬ature, permissible flame gap, and pressure. Specifications and prev¬ious research also can be similarly separated even though some interre¬lation exists between the flame gap size and internal enclosure pressure during an explosion. A method of error analysis has been applied to the location technique of non-linear least squares iterative inversion in order to evaluate the resolving power of several seismic array configurations with various assumed earth models and errors and inaccuracies in arrival times. The results obtained demonstrate that lateral accuracies of location are improved significantly when the depth of the miner is known. Lateral location to within 100 feet appears achievable in many instances. If it is possible to refine earth models significantly beyond what has normally been assumed in this work by the use of on-site data, or if the mine is shallow (300 feet or less), accuracies of-about 30 feet or so may be attainable. Inaccuracies in earth models of about 5% are found to contribute much more heavily to these location inaccuracies than errors of a few milliseconds in picking arrival times; however, arrival time errors of 15-20 ms or above will dominate these model inaccuracies. The expected accuracy of location is found to fall off very rapidly as the miner moves outside the array. The strength of this effect depends markedly upon the geometry of the array configuration and can be reduced by careful design. Also, as the size of the array is increased, expected location errors within the array are not altered much, but continue to match the error associated with the smaller array over a larger area (assuming that all stations can still pick up the miner's signals). Better location accuracy, especially with respect to depth control is achievable in an earth where the velocity is depth-dependent (increasing with depth) than in one which is homogeneous. As part of an investigation of the production of alumina by the nitric acid leaching of kaolinitic clay, the Bureau of Mines designed, built, and tested a fluidized-bed system for the calcination of aluminum nitrate nonahydrate to alumina, while recovering nitric acid. The calciner consisted of an 8-in-square by 36-in-tall vessel containing 18 in of fluidized solids. Molten aluminum nitrate, sprayed directly into the fluidized solids, formed sandy, granular alumina by growth of successive layers on fluidized particles. Solids were fluidized in a dense bed at temperatures of 250° to 500° C with steam, air, or mixtures thereof. Decomposition of nitrate ranged from 4 to 10 pet during single-pass steam or air fluidization, respectively. Alumina dust losses and low throughput are significant unsolved problem areas.

World political events that occurred subsequent to yearend 1990, but that bear heavily on the global mineral industry, have been of such importance that they cannot be disregaded, and certainly they contribute to any type of "outlook." However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. Despite the end of the cold war, the world remained fractionated, at least from the limited perspective of its mineral industry. The fractionation was not so much the result of adversarial politics between countries and groups of countries, although to be sure, such conflicts had not disappeared. Rather, the fractionation was in the widely divergent patterns of performance that resulted from the diverse conditions and problems facing the different countries and country groups.

Measurements of surface magnetic field noise were made at various locations over the Geneva Coal Mine near Price, Utah, on June 12, 1973. The locations selected were on the surface over emergency locator beacons underground at depths between 350 meters (1150 ft .) and 488 meters (1600 ft .) . The surface terrain where these measurements were made was mountainous, and access was difficult. There were no power lines within several miles, and the weather was clear; therefore, the magnetic noise levels were about as low as will normally occur. Results of measurements of distant sferics indicate rather sharp cutoff frequencies below which broad- band, impulsive noise is attenuated. The mechanism of propagation for this noise above the daytime cutoff frequency of 3500 Hz and the nighttime cutoff frequency of 1700 Hz is deduced to be a waveguide formed by the D or E layers of ionosphere as an upper plane and the earth as a lower plane. The measurement systems used are similar to those used earlier. The technique is to record broadband, analog signals, digitize the data, and use a fast- Fourier transform to obtain spectral plots. This tech- nique is novel in that it can measure simultaneously all magnetic field energy within a limited portion of the spectrum for a limited time, and, after processing, reproduce the events occurring in that time interval in great detail .

Develop technology that can reduce the dust exposure of a mine worker at the tailgate end of the longwall face by providing him with a clean split of air. Approach Use the jet spray air mover (JSAM) developed under a Bureau of Mines contract (refer to Technology News No. 117 for details on the development), to clean a small portion of the face air and to discharge the clean air behind a brattice partition. How It Works At most longwalls, air flows along the face from head-to-tail. Most of the airborne respirable dust generated along the face during mining is transported to the tailgate with the airflow. Any miner required to work at the tailgate is exposed to this dust. The only practical means of removing airborne respirable dust is with a scrubber. Simplicity and size made the JSAM the best choice for cleaning a portion of the tailgate air. The scrubber has no moving parts and is operated by water at low flow rates (<10 gpm) and fairly high pressures (250-500 psig). Many longwalls have sufficient water systems to supply the JSAM with adequate water pressures and flow rates. Also, the JSAM&apos;s size (4&apos;x 2&apos;x 1&apos;) allows it to be hung on one of the tailgate&apos;s shields or at some other convenient location. A clean split can be maintained at the tailgate by discharging the cleaned air behind a brattice partition at the work area. This should effectively seal off the clean air from the dusty air and provide the tailgate worker with a less dusty work environment.

Demand for arsenic trioxide dropped markedly during 1983, primarily as a result of a 27% reduction in cotton planting. As an oversupply of arsenic trioxide developed, prices declined for both domestic and imported material. Domestic Data Coverage.-Commercial-grade arsenic trioxide and arsenic metal were produced by only one U.S. company, which voluntarily reported its production to the Bureau of Mines. To prevent disclosure of proprietary data, the production data have been withheld.

The Bureau of Mines investigated a hydrometallurgical procedure to recover Co, Ni, and Cu from an electrolytic zinc industrial copper filter cake. The copper filter cake is presently unmarketable or of low value because economic and environmentally acceptable processing technology is lacking. Research by the Bureau of Mines has developed a multistage process for recovering or recycling over 93 pct of the Zn, Cd, Cu, Co, and Ni from this material. The stages involved are (1) wet sizing, (2) H2S04 leaching of undersized material, (3) H2S04-Mn02 leaching of H2S04 leach residue, (4) selective precipitation of As, Cu, and Co-Ni products, and (5) precipitation of manganese for recycling to the leach circuit. The final process residue is only 1.6 wt-pct of the initial cake and consists of lead sulfate.

Surface mining drastically alters the ecological characteristics of the area disturbed and in some cases has a decided effect on surrounding areas. Vegetation is removed, topographic features and characteristics are changed, and the original geologic overburden profiles are destroyed. Spoil banks generally are a heterogeneous mixture of rock fragments, rock particles, and soil-sized material derived from the overburden strata. With proper mining techniques, the various strata can be partially or completely segregated. Segregation of over- burden material offers the opportunity to bury the toxic, acid, or salt-pro producing strata under growth supporting material. In some situations, lower strata may have more desirable characteristics than surface material and can be placed near or on the surface. For example, limestone strata appear in some lower overburden profiles that have shale and/or sandstone near the surface. Also, some lower strata have higher nutrient levels that have been leached from the surface. Experience has shown that natural revegetation is a very slow process on strip mined areas. Native vegetation may not be compatible with the environment on the mined areas, for example : 1. Low nutrients in the spoil. 2. Toxic spoils (very acid or highly alkaline ). 3. Surrounding vegetation may be of the climax type and may not have pioneer- or primary-invader-type species present. 4. The seed source may be to far away from the adjacent mined areas. Early attempts to revegetate strip-mined lands with trees also proved to be unsatisfactory as they did not provide the initial ground cover required to stabilize the spoil. Erosion control with trees only may take up to 10 years before the canopies close and an effective cover is established. They are slow to form soil profiles and do not provide effective chemical pollution control until long after planting. A quick growing cover of herbaceous species is necessary to obtain quick stabilization and initial protection against erosion by reducing runoff and rain-drop splash. This Bureau of Mines publication describes the hardware system and software package for the semiautomatic acquisition and automatic processing of high-resolution mass spectrographic plates. The semiautomatic data acquisition allows a tenfold saving of time compared with manual data acquisition. Automatic processing of the high-resolution data to yield exact masses, intensity, and the corresponding empirical formulas is accomplished by efficient programming on a small, inexpensive, programmable calculator system.

"INTRODUCTION Oxygen, because of its vital relationship to man's physical well being, is the most important chemical_ element. It may be breathed, however, only in a rather limited range of concentrations and pressures without producing ill effects. An excess of oxygen may be equally as harmful as too little of it. Because of the importance of these effects, the study of the physiological action of oxygen has received attention for many years and by many investigators. Much of the investigative work has been directed toward determining the limits within which oxygen in abnormal concentrations and at abnormal pressures may be breathed with safety in such applica¬tions as deep-sea diving, work in comprossod-air, aviation, the wearing of apparatus designed to permit entrance into irrespirable atmospheres, and in the therapeutic applications of the medical profession.The Bureau of Mines frequently receives requests for information on the effects of breathing essentially pure oxygen, because of the Bureau's association with the use of self-contained oxygen breathing apparatus for entering irrespirable mine atmospheres, and the use of oxygen in conjunction with artificial respiration as a moans of resuscitation. The purpose of this paper is to summarize briefly the effects upon the human body of the inhalation of oxygen in various concentrations and at various pressures and to give reference to other published information that deals in greater detail with the diverse phases of the subject. The literature in this field is voluminous; therefore, a complete bibliography has not boon presented in this paper. No paper on this subject would be complete without reference to the classic pioneering work of Paul Bert (1) 3/ in this field. Articles such as those of Stadia, Riggs, and Haugaard (2), Bean (3), Specht (4), and others cited contain extensive lists of references that will leadthe reader to information in a degree of detail that is not within the scope of this publication."

One goal of the Bureau of Mines is to develop technology tp insure a dependable supply of minerals to the United States. To support this goal, the Bureau&apos;s Albany Research Center has modified a commercial atomic absorption spectrophotometer to rapidly determine trace levels of mercury by cold-vapor atomic absorption spectrophotometry. Such diverse materials as ores, mill products, stream water, sediments, and flue dust have been analyzed. A very high dynamic range of 0.2 ng/ml to 1 µg/ml of mercury in solutions is routinely analyzed by this instrument.

Because of the extreme interest in materials with high melting temperatures and the advantages offered over the powder route for making high-density material, arc-melting and centrifugal-casting methods were investigated for preparing shapes of hafnium carbide with and without excess carbon. Highly satisfactory equipment was constructed and efficient operating procedures were established. Also, methods for preparing consumable electrodes and shrink-tolerant graphite molds were developed. Although crack-free hafnium carbide (6.3 weight-percent carbon) shapes were not made, coherent castings containing 9 to 13.5 weight-percent carbon were produced; the same compositions were shown to be resistant to thermal shock. Selected physical and chemical tests were performed on castings chosen for investigation by chemical and nondestructive inspection techniques. Electrical conductivity and thermal expansion measurements were made. Measurable oxidation of all the compositions studied was observed to start between 500° and 600° C. Attack by nitrogen, however, did not occur until temperatures exceeded 2,000° C. A linear relationship of the logarithm of the diamond pyramid hardness to the temperature was noted. Considerable scatter of the bend-rupture strengths at room temperature and of the tensile strengths up to 2,000° C was found. However, at the latter temperature and above, a definite relationship of strength to temperature was observed and some ductility was noted.
