To pinpoint dust sources and to improve dust control on longwalls. Approach Use short-term gravimetric sampling to determine the severity of various dust sources, and to evaluate dust control techniques used in longwall mining. Short-term gravimetric sampling can be used to isolate dust levels produced by various dust sources. How It Works Traditionally, gravimetric samples have been collected over an 8-hour shift, yielding time-weighted, average dust concentrations. This method gives a good indication of the full-shift respirable dust exposure of underground workers, but is less than satisfactory for identifying dust sources, determining their severity, or for evaluating the effectiveness of dust control techniques. Short-term gravimetric sampling uses equipment available to all mine operators. Two individuals composing the survey team each collect multiple (three to four) gravimetric samples during selected segments of the mining cycle. Multiple samples are necessary to insure accuracy, and to obtain a valid average measurement of the respirable dust concentration when sampling for short periods of time (typically 20 to 30 minutes). The gravimetric instruments may be carried in a sampling package or in a "sampling vest." A fishing vest with four large pockets can be used for this purpose. The sampling pumps are carried in pockets and the sampling head assemblies arc hung across the front of the vest.

This report details a study which was designed to assess the effect of retroreflective material on detection and form recognition of workers in the mining environment. Further, the study attempted to determine an optimal configuration of retroreflective material with respect to amount and placement on the body to facilitate detection and form recognition. The study involved a one-fifth scale simulation of the perceptual task found in the underground low seam coal mine. Four different configurations of reflective material were presented in various body positions, common to low coal miners, at three different locations in the visual field, i.e., 10, 25, and 45 degrees from focal line-of-sight. All reflective configurations significantly improve detection and form recognition over configuration (cap only) worn by miners. As the amount of reflective material increased, accuracy also tended to increase. Based on the configurations investigated by this study, the Armband configuration (i.e., refectorized armbands, belt, self-rescuer and battery pack) was determined to be optimum. It is recommended that an actual field evaluation be made using the Armband configuration to establish if simulator results are generalizable to the underground mining environment.

Statistical data on injuries in the metal and nonmetal industry of the United States first became available to the Bureau of Mines by collecting reports from the operators for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1954, is the 31st publication (1933-34 was published as Bulletin 398) containing statistical data on injuries at metal and nonmetal mines and related plants, and it 1s the first such bulletin to be published since 1942. The last publication was Bulletin 461, Metal and Nonmetal-Mine Accidents in the United States, 1942. The unpublished statistics for 1943-53 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries and related employment at metal and nonmetal mines, but there is no Federal law that compels operators to submit such information. Therefore, all materials submitted are voluntary responses to the Bureau's requests for information. The figures presented herein may not be complete for the entire industry, nevertheless, every effort has been made to make them so, and the data given are believed to be representative of the hazards to which metal and nonmetal workers are exposed. Moreover, the figures are comparable as between States-which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or comprehend the relative importance of the various causes of injuries in the industry as a whole.

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

"Abstract. This paper attempts to characterize coal breakage due to the action of a continuous miner. Coal blocks with an approximate dimension of 45.7 cm x 38.1 cm x 15.2 cm (18 in. x 15 in. x 6 in.) were first subjected to confining pressures equivalent to in-situ conditions. Then the blocks were cut along the face/butt cleat direction by the cutting head of a specially designed unique automated rotary coal cutting simulator (ARCCS), simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-sit and operating parameters a number of other para¬meters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photographed and a velocity survey was conducted by using a sonic technique. At the end of each experiment, the coal fragments were collected in bags using a vacuum cleaner. These fragments were then sieved for size distribution analysis.INTRODUCTIONThe Federal Coal Mine Health and Safety Act of 1969 was enacted to emphasize to coal operators that the airborne respirable dust should not exceed 2 mg/m3, thus reducing the incidence of coal workers pneumoconiosis.Dust control techniques such as conventional water sprays and dust collectors are only partially effective and require additional equipment expenditures. A more authentic approach would be to reduce respirable dust at the source the continuous mining machine cutting head, where the fragmentation process occurs. Improving the fragmentation process by characterizing the coal breakage will not only reduce respirable dust at the face, but it will also decrease the amount of respirable dust that is liberated during the secondary handling.Fragmentation of coal can be expressed as a function of three major groups of parameters; namely, 1) coal properties, 2) in-situ conditions and 3) operating parameters. This paper deals with the characterization of coal breakage along both face/butt cleat direction as a function of machine operating parameters such as rate of advance, angle of attack, bit configuration, bit lacing (spacing and pattern) and bit speed at various equivalent in-situ pressures."

"ABSTRACTThe wetting behavior of coal has been determined in the presence of nonyl and octyl series of nonionic surfactants containing polyethoxy groups of different sizes. The wetting behavior was determined by a modified Walker technique and contact angle measurements. The results show that the wetting rate of coal varies with coal rank, structure of the hydrocarbon chain and number of ethoxy groups in the hydrophilic group of the surfactant. A close relationship has been observed between the wetting rates and the short-time advancing contact angles.INTRODUCTIONNonionic surfactants are used in many applications to improve wettability of solids. They can be used as dispersing agents [ 1 ] or dust suppressants [ 2-5 ] and to control the flotation, flocculation, filtration and flowability of particulates. This study was undertaken to study the effect of a series of nonionic surfactants on the wetting behavior of coal. Two series of surfactants, namely, ethoxylated nonyl and octyl phenols were used. The nonyl phenol series contains a linear hydrocarbon chain containing nine carbon atoms ( CH3( CH2 )8-C6H4,- ( OC2H, ) n, where n is the number of ethoxy groups) . The octyl phenol series contains a branched hydrocarbon chain containing eight carbon atoms ( ( CH3 ) 3CCH2C ( CH3)2-C6H4- ( OC2H4) n ).Initial wetting rates — modified Walker techniqueWalker et al. [ 6 ] developed a sink test to determine the wettability of coal particles. In this technique, coal particles are dropped individually onto the surface of surfactant solutions of different concentrations, and the most dilute concentration in which coal would sink ""instantaneously"" is determined. This technique is a variation of a procedure initially developed by Draves and Clarkson [ 7 to determine the effect of surfactants on wettability of cotton fibers. In this procedure commonly known as the Draves test, the concentration of a surfactant required to give a 'sink time' of 25 s is determined.Other investigators have used slight variations of the Walker method to study the wetting of fine particles [ 8-12 ] , by measuring the time for wetting a given amount of powder. There are differences in the manner in which the time of wetting is measured, however. Some investigators measure the time for the last trace of coal to disappear [ 8,11 ] whereas others determine the time for the vast majority of particles to sink [ 10 ] . Some investigators report a wetting rate [ 11 ] which is a value calculated on the basis of the time for the 'last traces of particles to sink'. The differences in choice of criterion for wetting can result in different values for wetting rates as illustrated in Fig. 1 which is based upon our measurements of the amount of powder wetted as a function of time. The procedure for wetting rate measurements is described in the next section. The technique in which time for disappearance of the 'last traces of particles' is determined gives the smallest value for the wetting rate, while the technique in which the time for wetting of the 'vast majority' of particles is determined will give intermediate rates. The terms 'last traces of particles' and 'vast majority of particles' are usually not defined explicitly and can lead to large differences in wetting rates measured by different investigators. Since our measurements show that the wetting rates for an assembly of powder decreases with time, we have used the initial wetting rates to compare the wetting behavior of coal in solutions of different surfactants."

"INTRODUCTION The manganese deposits of the Drum Mountain area were investigated as two separate projects. The first was begun in November 1940 and completed in August 1941, and the second began in January 1945 and ended in May of the same year. The first project was initiated as part of the Bureau of Mines program for development of strategic minerals for national defense. Subsequent operations disclosed conditions somewhat different than were expected, and it was decided that additional drilling should be done to delimit the ore bearing horizons further.The more promising manganese deposits in the Drum Mountains are situated on properties known as the Staats manganese mine and the Pratt manganese mine. The property controlled by the Pratt interests is under lease to the Ward Leasing Co. The 1941 project investigated the deposits on both properties, whereas the 1945 project was planned to explore further the oxidized ore bodies of the Pratt mine, although one hole was drilled in an attempt to extend the carbonate ore body on the Staats property (fig. 1).ACKNOWLEDGMENTSIn its program exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The purpose of this paper is to indicate some of the benefits that have been derived in the Zeigler No. 3 mine by using roof bolts under extremely adverse roof conditions J with the thought that much better results could be obtained in other mines with more normal roof conditions by applying some of the practices that were developed in this mine. Some of the benefits that have been obtained in this mine, which will be shown in this paper, are: 1. Increased tonnage per man-shift at the face when roof bolts are used, as compared to the tonnage under similar conditions when conventional timbering methods were used. 2. Increased efficiency of roof bolting by giving the foremen a definite plan to follow. 3. Reduction in delays caused by failures of the trailing cables of loading, mining, and drilling machines. 4. Reduction in the number of accidents after roof bolting was adopted. Inasmuch as the success that followed roof bolting in this mine was obtained under one of the most treacherous roofs in the Middle West, it is reasonable to suppose that correspondingly better results could be obtained under more favorable roof conditions by using the same procedure.

Hematite-to-magnetite reduction kinetics were investigated mainly in CO-CO2 atmospheres at temperatures ranging from 500° to 1,000° C. Reduction rates were measured with a thermobalance, which recorded the weight loss as the specimen was reduced. Reduction data on both synthetic and natural hematite spheres showed good linearity of ro [1-(1-R)1/3] with time, t, up to over 85 pct conversion to magnetite; the rate coefficient (k[L], cm/min) obtained from the linear portion of the plot was used to characterize the penetration rate of the hematite-magnetite interface. Gas composition, porosity, and silica content were major factors affecting the rate. Temperature dependency of the reaction rate was small, yielding a mean activation energy of about 3 kcal/mole. Silica additions increased the reaction rate, probably through an increase in the effective surface area and diffusion; however, above 900° C, silica can react to form fayalite. Experimental data showed that the linear thickening rate of the magnetite layer, normally evidence of a chemically controlled reaction, can also be indicative of a reaction controlled by both mass transfer and diffusion. Evidence from this study indicates that the dominant rate-controlling factor in the reduction of hematite to magnetite at high temperatures is transport in the gas phase.

A U.S. Bureau of Mines case study of pillar recovery in high-grade ore near the Ross shaft at the Homestake Mine, Lead, SD, has demonstrated the usefulness of the finite-element method for evaluating shaft pillar mining plans and shaft stability. This report focuses on mine measurements and calibration of the two-dimensional computer model and is the second in a series of three Reports of Investigations describing the Ross shaft study. In this study, borehole extensometers and other instruments were installed to provide data for model verification and to monitor the shaft. Results of the recalibrated two-dimensional model (UTAH2) confirmed the premining stability evaluation. However, after mining began, concern was expressed because cracks and other signs of ground motion appeared at considerable distances from the area of active pillar mining. In part 3 of the study, an intensive three-dimensional modeling effort using UTAH3 was initiated. The results again showed that the observed effects were within expectations and that the shaft would remain safe. Three-dimensional analyses of alternative pillar mining scenarios indicated that more of the shaft pillar ore reserve could be recovered than previously thought.

The program objective was to conduct surveys of respirable dust concentrations in coal mining operations at locations outby the working face. The results of these surveys were directed toward 1. identifying outby dust sources, 2. evaluating the severity of the major dust sources, 3. establishing dust sampling frequency, 4. establishing dust sampler locations, and 5. assessing the? areas of influence of the dust sources. The study included dust sampling of only nonhigh risk personnel and areas at six dif-ferent mines. Thirteen continuous mining, four longwall and two conventional mining sections were sampled. The severity of outby respirable dust sources such as load points, runways, dump points, beltways, transfer points and main haulage operations were characterized and areas within the mine were ranked according to severity. Information on engineering controls was also acquired. Guidelines for implementing a dust sampling program are presented and include sampler locations, ventilation surveys, dust surveys, effects of shift-to-shift variations, and sampling frequency.

The U.S. Bureau of Mines (USBM) has developed a computer-assisted Ground Control Management System (GCMS) for near realtime evaluation of underground coal mine ground conditions. The GCMS combines existing mine-monitoring system and sensor technology with automated computer analysis techniques to enhance the acquisition, analysis, and display of geostructural data. The GCMS, which combines mine structure data with other information, such as geologic conditions and mine layout, has provided information on mining-induced stress transfer and pressure buildup associated with several ground control events. The GCMS collects and analyzes shield-leg pressure, ground pressure, and strata movement data to evaluate the structural behavior of an active Western U.S. Iongwall coal mine. Field data are transmitted over a dedicated phone line to the USBM Denver Research Center (DRC) mine monitoring laboratory, 240 km (150 miles) from the mine site. Real-time collection, processing, and analysis of mine structure and shield pressure information has proved to be an effective method for near-face ground conditions while mining progresses. The GCMS provides the mine operator with information to rapidly identify and manage potentially hazardous ground conditions while mining is in progress.

Illumination plays a critical role in an underground miner?s safety because miners depend most heavily on visual cues to recognize hazards. Mobile mining machinery, located in the miner?s peripheral field-of-view (±10° to about ±60° off-axis), may pose potential pinning and striking hazards. The main objective of this research was to determine if there were peripheral visual performance improvements for the detection of moving objects when using cool-white light-emitting diode (LED) cap lamps as compared to incandescent (INC) light bulbs commonly used in miner cap lamps. The cap lamp variable of interest is the spectral power distribution (SPD); the illuminances were normalized by a diffusion filter. The second objective was to determine if age is a factor for peripheral visual performance. This is important because the workforce is aging ? the average miner age is about 43 years old. Thirty subjects participated in the study; ten subjects each in the age groups of younger (18 to 25 years), middle (40 to 50 years), and older (50+ years). Visual performance was quantified by the subjects? speed and accuracy of response to detect the rotation of high-contrast (white) circular targets located 3.83 meters (m) away at -20°, 40°, and 50° off-axis. The speed of detection and the number of missed target rotations (accuracy) were measured. The prototype LED cap lamp results were best with a 11% to 15% improvement compared to the INC and LED cap lamps respectively. Age does appear to be a significant factor. For the middle and older age groups?, target movement detection time increased 75% and 60% and the number of missed targets increased 500% and 450% respectively in comparison to the youngest age group. The results also suggest that target location is a significant factor. The subjects? target movement detection time for the 40° and 50° target movements increased 16% and 69% respectively as compared to the -20° target.

This report describes laboratory studies conducted by the Bureau of Mines to evaluate the effectiveness of 10 additives to inhibit the self-heating of coal. Aqueous additive solutions were applied to a bituminous coal with a high spontaneous combustion potential, and the minimum self-heating temperatures (SHT's) of the dried coal-additive mixtures were determined in the Bureau's adiabatic heating oven. The relative effectiveness of the additives was determined by the observed changes in the minimum SHT's of the mixtures, or by the time required for the sample temperature to reach 150" C, compared with the untreated coal and a coal-water blank. Sodium nitrate, sodium chloride, and calcium carbonate were found to be the most effective inhibitors, followed by ammonium dihydrogen phosphate, calcium chloride, ammonium chloride, sodium acetate, and potassium chloride. Two additives, sodium formate and sodium phosphate, promoted the self-heating process. Differential scanning calorimetry experiments on the coal-additive mixtures showed that reactions occurred between the coal and some of the additives, but these reactions did not influence the self-heating process.

The Bureau of Mines investigated flotation methods for recovering fluorite and byproducts from two samples of the Fish Creek deposit in Eureka County, NV. The preferred method for tre.ating a fluorite-beryllium sample included (1) fluorite rougher and cleaner flotation, (2) desliming at 20 um, (3) muscovite flotation, (4) silicate flotation, (5) sodium hypochlorite wash of silicate concentrate, and (6) beryllium rougher and cleaner flotation from the silicate concen-trate. Laboratory results showed that over 94 pct of the fluorite was recovered in a recleaner concentrate containing 98 pct CaF2, Beryllium flotation produced concentrates containing in excess of 5 pct BeO with recoveries over 70 pet. The preferred method used for a fluorite-mica sample consisted of (1) fluorite rougher and cleaner flotation, (2) desliming at 20 um, and (3) mica flotation using an anionic-cationic collector system. Laboratory results showed that 84 pct of the fluorite was recovered in a recleaner concentrate containing 96 pct CaF2, Mica flotation produced a concentrate containing 95 pct mica at 85-pct recovery.

The mineral industry in Burundi was a minor contributor to the country's gross domestic product (GDP), which was estimated at just $1 billion for 19812. Coffee and tea continued as the Nation's major export commodities. Mineral exports consisted of small tonnages of wolframite, cassiterite, and baetnasite. Burundi's trade balance of payments situation worsened in 1981, with import payments more than double export revenues. Petroleum imports alone equaled 46% of the export revenue total. By year-end, the only indigenous fossil fuel source to have been found in Burundi was peat, which the Government had been attempting to develop to alleviate some of the petroleum import requirements. In June 1981 the Irish Peat Development Authority, Bord na Mona, signed a 4-year contract with the Burundian Government to supply technical staff for the ongoing peat project work there. Funding for the project was provided by the VS. Agency for International Development and the Government of Ireland. The new contract, which was an extension of ongoing peat research there, represented Burundi's increased awareness of the value of its large peat reserves for both energy and agricultural uses. At yearend, Burundi's Ministry of Public Works and Mines was does to selecting a contractor to study the feasibility of developing Burundi's phosphate deposits. The study would determine the potential for establishing fertilizer production facilities based on the country's phosphate reserves at Matongo-Bandaga, The study's specific objectives are to prove mineral reserve tonnage and grade, draw up mining and processing facility designs, estimate capital and production costs, and conduct a regional market and distribution survey. The cost of the study was estimated at slightly over $1 million, and it should take approximately 16 months to complete. The proposed project will mark the Burundian Government's first step in its plan to exploit on a large scale its natural mineral resources for advancing its agriculture-based economy. Burundi was dependent on imports, which are expensive to transport inland from coastal ports, to supply its domestic requirements for fertilizer. This report presents a discussion of the spectra of 39 condensed thiophenes in which the structure includes at least 1 benzene ring. The vibrational bands present in three regions of the infrared spectra of these thiophenes were interpreted by comparing the similarities of the spectra of condensed thiophenes with the spectra of substituted benzenes. In the overtone-combination region 23 of the 39 condensed thiophenes had spectra which contained sufficient detail to be usable for correlating this region of the spectrum with the appropriate benzene spectrum. In the in-plane deformation region it was possible to make correlations for the vibrations of 18 of the 39 condensed thiophenes whose infrared spectra were studied. In the out-of-plane deformation region the C-H out-of-plane vibrations for hydrogen on benzene rings in the condensed thiophenes can be correlated using known data from substituted benzenes.

The Bureau of Mines performed experiments to determine concentrations of toxic gases and liquids, and smoke-particle diameters and diameter-concentrations evolved during degradation of PVC-derived brattice with and without nylon-woven fabrics, fiberglass, cotton, and jute brattices, and other mine materials. The samples were exposed in a 20-L chamber at temperatures of 1500 to 4500 C, with a chamber airflow of 10 L/min; 27.3 cm3/s of which was directed into a submicrometer-particle detector-analyzer. During the degradation of PVC-derived brattice, large concentrations of hydrogen chloride (TLV, 5 ppm; STEL, 100 ppm) evolved at a temperature as low as 2000 C. The minimum toxic load of 3.1 mg or 40 ppm in 50 L of dilution air, with O.l~g weight loss, may be reached at a mine face with 314,000 L of dilution air, at the 5th min, during which less than 1 kg of brattice undergoes combustion. Fiberglass, cotton, and jute brattices, pine wood dust, and coal dust showed small concentrations of carbon monoxide evolving during early stages of combustion. Hydrogen cyanide gas evolved from the PVC-derived, nylon-reinforced brattice; at a later stage of combustion, large concentrations pf carbon monoxide and dense smoke evolved from all PVC-derived brattices. Experiments to characterize smoke particles showed that marked differences exist in particle diameter-concentrations among the materials.

During 1983, the U.S. Bureau of Mines conducted a mineral survey of 19,700 acres that included the Fish Creek Mountains WSA (Wilderness Study Area), 15 miles southwest of the Salton Sea. Two United States Gypsum Co. claim groups in the WSA have more than .20 million tons of inferred gypsum reserves. These high-grade, surface and near-surface gypsum deposits are an extension of a gypsum bed that has been mined continuously since 1922. The Waters prospect in the central part of the WSA has large quantities of limestone suitable for many commercial uses. Sand and gravel is plentiful in the WSA in alluvial fan and ancient shore-line deposits. Limestone and alluvial deposits are not economic because similar material is closer to potential markets. No evidence of energy minerals or geothermal resources was identified in the WSA. A portion of the eastern Fish Creek Mountains WSA is leased for oil and gas exploration. United States Gypsum Co. holds eighteen unpatented placer claims in the northwestern part of the WSA. No other mining claims or mineral leases were identified in the study area. No mineral production is known from within the WSA.
