To a greater or lesser extent, the economies of the smaller Caribbean Island countries continued to have common problems. These included unemployment, inflation, foreign exchange shortages, trade deficits, and unstable world prices for their exports. Declining prices for petroleum provided some relief from scarce foreign exchange. Overall, the mineral sector remained stable. The Amerada Hess Corp. crude oil transshipment terminal on St. Lucia was completed during 1981. However, there were no shipments during the year. No official reason was offered for the delay in opening the terminal, but it may have been related to the world surplus of crude oil that occurred in 1981. There has been no further action on the refinery, which was to complete the island's petroleum complex. During the first half of 1981, an announcement was made that a second oil transshipment terminal would be built on St. Lucia. The report indicated that the terminal was to be financed by Saudi Arabia and include underground storage. After the original announcement, no further information was made available. This terminal, like the Hess petroleum complex, may have been temporarily postponed because of the crude oil surplus.

The concept of data availability must be addressed, because there are perceptible changes from year to year, and the availability of accurately reported, precisely defined statistics and nonstatistical information provides the only sound basis for analytical studies required for government policy planning or industry market analysis. As the countries of Eastern Europe and the former U.S.S.R. undergo the transition from centrally planned economies to market economies, there has been a perceptible increase in information availability for rather obvious reasons. Any industrial operation seeking economic assistance from Government and/or private sources outside the country in which the facility is sited must provide some appraisal of its operations at the time it seeks assistance, as well as some information on previous performance to serve as tools in evaluating its potential under the proposed development scheme for which it seeks financial assistance. Additionally, there was growing governmental recognition that concealment of much of the national mineral production, trade, and consumption data for purposes of national military and/or economic security probably never was very successful, never was really necessary for most commodities, and certainly proved unnecessary with the end of the so-called cold war. "INTRODUCTION The greatly diversified and increased uses of beryllium and its con& pounds in recent years have focused attention on the health hazards incident thereto. The Bureau of Mines has a fundamental interest in safety and the elimination or reduction of health hazards in the mineral and allied industries, and it recognizes that serious hazards are inherent in the production and use of beryllium and its compounds. This circular presents a review of the literature pertaining to such health hazards but does not describe original research by Bureau personnel. Most of the bibliography has boon either quoted in part or abstracted in an effort to present information in a comprehensive and readable form.In reviewing the literature, differences of opinions wore recognized in the writings of the respective authors, but no attempt was made to evaluate such differences. This presentation was devoted strictly to reporting without editorial comment.SUMMARYAlthough beryllium was known to industry for about 150 years, its toxicity did not present any serious problems in the United States until the advent of World War II, when the increased use of this element and its compounds brought to light several toxicologic reactions occurring primarily in the lungs and skin of workers handling it. The pulmonary effects, characterized as acute pnoumonitis and chronic pulmonary granulomatosis in beryllium workers, are far more serious than the dermatological manifestations.The addition of beryllium to the list of toxic industrial metals has boon so recent that there is still some confusion in the clinical picture. Data on magnitudes of exposure likely to be responsible for the production of disease are not yet adequate. There appears to be no relation between the severity of exposure and the development of cases some of those having had severe exposure have not developed a reaction, whereas those having a slight exposure in some instances have developed a response."

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. The Bureau of Mines believes that all coal mines are potentially gassy; for the purpose of administration in the prevention of explosions and fires, the Bureau recommends: That any coal mine wherein methane or other combustible gas can be detected in amounts as much as 0.27 of 1 percent or more by frequent systematic searches shall be classified as a gassy mine. Permissible methane-indicating detectors such as are given in I.C. 7110 or subsequent lists of Bureau approved methane-indicating detectors, or conventional methods of sampling and analysis of required accuracy may be used. The concentration referred to in the decision is percent by volume.

"INTRODUCTION The underground mine of the Miami Copper Co. has operated since 1927 without a fatality from blasting or the handling of explosives. To improve safety and efficiency, electrical blasting has been used exclusively since 1934. During the period January 1, 1934, to December 31, 1948, inclusive, over 4,000 tons of explosives were used to produce 60,925,071 tons of ore with 896,760 feet of development footage and 2,591,788 square feet of undercut area.The purpose of this paper is to recount the company's precautions to insure safe handling of explosives at this operation, where safety involves careful planning rather than ""trial and error.""GENERAL INFORMATIONThe Miami Copper Co. operates on underground mine in a large, low-grade, Porphyry copper deposit near Miami, Ariz. The deposit contains numerous fractures and planes of weakness, which contribute to ease of working the ore bodies by the block-caving method of mining.An individual stope-caving method is used with stoles 150 feet by 200 to 300 feet and 30- to 50-foot pillars between stapes. After the stope is undercut, the ore is drawn through the draw raises on the grizzly level, and thence through the transfer raises to the ore chutes on the haulage level.Access to the mine is by four active shafts, three of which are primarily for ventilation. No. 5 shaft is used for both hoisting and service. There are four operating levels in the mine. The elevations of the grizzly levels are governed by the contour of the bottom of the ore body and therefore vary in different locations in, the mine.Grizzly levels are on the 850, 900, and 975 levels. The 1,000 level is the haulage level. This mine operates in very low-grade ore and requires economical handling of large tonnages safely and efficiently."

This report, one of a series prepared by the Federal Bureau of Mines on the technology of titanium, describes the development of an electrorefining cell from which cathode deposits up to 30 inches long can be produced. Data show individual deposits to be homogeneous, comparable from top to bottom, and not varied in quantity or quality of metal over the entire length of the deposit. Investigations concerned with various diameter cathodes showed that cathode current efficiencies were materially reduced with cathodes less than 2 inches in diameter. Deposits produced on 1/2-inch-diameter cathodes showed cathode current efficiencies of 19 percent and on 1-inch cathodes, just over 22 percent, whereas deposits produced on 2- and 4-inch-diameter cathodes showed about 70-percent current efficiencies. A series of 20 deposits on 4-inch-diameter cathodes was produced under simulated production operation. The average current efficiency, based upon a divalent ion, was 72 percent with 11 1/2 pounds of metal produced per cycle of operation - 98.8 percent of which had a Brinell hardness number (B.h.n.) of 80 or less.

"This Bureau of Mines publication presents a statistical analysis of official U.S. Mine Safety and Health Administration (MSHA) metal and nonmetal mine fire reports from 1950 through 1984, plus accounts of selected nonreportable fires (less than 30 min and no injury) and opinion data on fire hazards from mine safety directors. Fires were analyzed by time trends, ore type, ignition source, burning substance, location in mine, equipment involved, means of detection, duration, number of injuries and fatalities, mining method, and successful extinguishing agent. The leading ignition sources were electricity in underground fires and engine heat in reported surface fires. The most frequent burning substance was combustible liquids for all nonreportable fires, reported surface fires, and reported underground fires from 1978 to 1984. For underground fires reported prior to 1978, timber was the leading burning substance. Mobile equipment was the type most frequently involved in both underground and surface fires. Underground fires occurred most often in haulageway or drift areas, and reported surface fires occurred most often in plant and mill buildings, while most nonreportable surface fires occurred in other areas. The most common methods of extinguishment were water hose lines for reported fires and dry chemical handportable extinguishers for nonreportable fires. INTRODUCTIONIn support of the Bureau of Mines research on mine fire protection, two separate baseline studies on mine fire incidents have been prepared. The first study addressed coal mine fires. The results of that study are summarized in the Bureau's Information Circular 8830, ""A Statistical Analysis of Coal Mine Fire Incidents in the United States From 1950 to 1977."" This second report, addressing metal and nonmetal mine fires, is the companion to IC 8830. Together, these two reports provide a comprehensive, factual summary of the mining industry's fire experience.This report, like IC 8830, covers (1) MSHA fire incident reports, (2) records of nonreportable fires (less than 30 min and no injury), and (3) mine safety directors' opinions on fire hazards. The MSHA fire reports provide the most reliable, objective, and accurate historcial record of the major noncoal mine fires that occurred during the study period (1950 through 1984). However, MSHA fire reports alone understate the true magnitude of the fire problem because metal and nonmetal mines have been legally required to report fires to MSHA only since 1968. Although some fires were reported prior to 1968, doubtless a great many were not. Also, the reporting regulations that took effect in 1968 specify that only fires lasting 30 min or longer or involving an injury need to be reported. MSHA fire reports are thus limited in scope by MSHA's legal authority. In order to provide a more comprehensive data base, it was also necessary to gather and analyze mine company records of nonreportable fires."

Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

"INTRODUCTION The most productive area of the eastern Virginia pyrite belt lies to the north of the village of Mineral., in Louisa County. The largest producers of pyrite ore in the area were the Armenius, Boyd Smith, and the Sulphur mines.The Boyd Smith mine started production about 1890 and operated more or less continuously until 1922, when competition from the Gulf States and Spain closed the pyrite mines in Virginia. There are no reliable records of production or value of minerals produced.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the most effective utilization of our mineral resources to the end that they take the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, Oliver C. "INTRODUCTIONMine ventilation planning is an engineering design process requiring a substantial amount of qualitative knowledge obtained through experience. A concept for a knowledge-based ventilation expert system was developed by Ramani and Prasad (1987).1 11 An expert system based on the above scheme was conceived with the motivation of providing a tool to facilitate decision making for ventilation engineers in the context of computer assisted ventilation planning. Options for the implementation of the system were then examined and several commercial, personal computer (PC) based shells assessed toward this end. The options considered, the evaluation criteria and procedure arc discussed in Prasad ·and Ramani, (1989).Cll Following the above study, a scheme was developed to represent the components of the expert system.<3> Evaluation of several commercial shells indicated that there was none available which permitted interfacing with a large external algorithmic program. It was therefore decided to develop the KBS in LISP and custom build the necessary interfacing routines to ""hook out• to the network analysis program (NAP). Due to this choice of development strategy, the computer implementation aspects of the KBS arc important as all the interfacing components had to be developed with the basic tools offered by LISP.In this paper, the implementation of the knowledge based system (KBS), in terms of its component, the interfaces among the various components of the KBS and between the KBS and the user arc described. The ventilation KBS consists of an AES (analysis expert system), an IES (interpretation expert system)' and an algorithmic NAP (network analy5is program). The AES analyzes the input to the NAP considering the legal 5tipulations governing the various mine ventilation network parameters and principles of good ventilation, helping the ventilation engineer develop and represent represent the problem for solution by the NAP. The IES diagnoses the output from the NAP in terms of the critical parameters in the context of the given problem. Thi5 loop is continued till a satisfactory salution is obtained. The implementational details of the AES, the IES and the approaches to the validation of the expert system arc also discussed."

The Bureau of lines as repeatedly called attention to dangerous practices in the transportation and opening of kogs of black blasting powder. In 1914 Diwin Higgins (Prevention of Accidents from Explosives in Metal inos, Miners' Circular 19, Bureau of Mines, p. 15) stated "canisters should always be opened by removing the bung. To use a pick or other sharp tool for cutting a hole in the canister is dangerous. After the necessary amount of powder has boon taken out, the canister should be kept closed. The powdor should always be handled at a safe distance from an open light." In 1919, Geo. S. Rice (onthly Statement of Coal line Fatalities for June, 1919, Bureau of Mines, pp. 16 to 18) calls attention to the dangers that arise in underground transportation and handling of explosives, and calls special attmtion to the danger of hauling explosives in motor trips; the unnecessary risk involved in hauling men on the trip at the same time, and the necessity of keeping open lights away from black blasting powder. In 1919 the writer (Sensitiveness of Explosives to Frictional Impact, Tech. Paper 234, Bureau of Mines, pp. 13, 15) called attention to the fact that black blasting powder is not as sensitive to frictional impact as the nitro-glycerin dynamites and the gelatin dynamites. Black powder may be ignited by direct impact and the writer believes that this may occur without presupposing a preliminary spark. It is well known, however, that black blasting powder is very sensitive to ignition by spark flame, or heated materials, and these may be produced by an electric current, by an open light, by incandescent particles from a pipe, cigar, or cigarette, by the tearing of metal sheets or scraping of metal against metal, and possibly, by other means. -- The above discussion will serve to introduce a newly recognized hazard the ignition of black blasting powder by the forcible opening of kegs with wodden tools. The details of three accidents in which kegs of black blasting powder ex- ploded instantly when a wooden tool was driven forcibly through the top of the kegs are as follows: 1. In 1915, a powder man employed by a coal mining company stated that he was opening a 25-pound log of black blasting powder by driving a hole in the top with a wooden sprag when the powder in the leg ho was opening ignitod. This caused the ignition of fifty-two additional 25-pound logs of the powder, and the fatal burning of this and another powder man. The ono making this statement lived five hours after the explosion.

An important activity of the Bureau of Mines is the promotion of safety in mining and industry . In connection with these activities , the Bureau determines the explosion hazards of combustible gases , liquids , and solids , and investigates means by which explosions may be eliminated or reduced in violence . The limits of inflammability and ignition temperatures of combustible gases , vapors , and solids are of practical importance because such materials can be manufactured , transported , and used with greater safety , provided the range of concentrations and temperatures that cause explosions are known. Acetic anhydride , ( CH3CO) 20 , with which this report is concerned , is a liquid at ordinary temperatures . It is used in the preparation of a number of organic chemicals and in the manufacture of photographic film and of artificial silk . It is perhaps the most important acetylating agent for industrial uses - a property that is especially important at this time because of its direct application in the manufacture of munitions . The sample tested was supplied by the Carbide & Carbon Chemicals Corporation . Its specific gravity was given as 1.083 at 20/20 . The vapor pressures , supplied by the manufacturer , are plotted in figure 1 .

" Oil shale contains little or no oil as such , but it contains an organic material from which oil may be produced by destructive distillation" . This statement , or others conveying the same meaning, appears in many popular and techni cal articles on oil shale . It is based on the belief that the ordinary solvents of petroleum have but little action on the organic substances contained in oil- yielding shales , although on distillation these same shales may yield upwards of 50 gallons of crude shale oil per ton . A 50 - gallon shale thus yields by distillation 18.73 per cent of its weight as oil ( assuming the specific gravity of the oil to be 0.900 ) , although only a relatively small part of this can be recovered by extraction with such solvents as chloroform , carbon tetrachloride , and the like . In the course of certain experiments designed to determine the solubilities of different shales after they had begun to yield oil by distillation , it was found desirable to determine the quantity dissolved from certain unheated shales by various solvents , at or near the boiling points of these solvents . The method used and results obtained are presented below. These experiments were made in connection with the oil - shale investigations being conducted by the U. S. Bureau of Mines , in cooperation with the States of Colorado and Utah .

"INTRODUCTION AND SUMMARYComplaints have been made regarding dust respirators that may be used in coal-mining operations. Some of these complaints may be due to improper use of the respirator, inadequate knowledge of its purpose and mode of functioning, poor choice, poor fitting, or inadequate maintenance. It is hoped that this circular will answer these complaints by discussing the various factors relating to the proper use of dust respirators in general and in coal mines in particular.It is pointed out that dust respirators are not to be used as a substitute for dust-control measures. The construction, functioning, choice, fitting, and maintenance of dust respirators are discussed.FIELD OF USEThe function of the dust respirator is to prevent the wearer from inhaling harmful quantities of dust by removing dust from the air he inhales.A dust respirator is not to be used as a permanent substitute for dust-control measures. It is to be used as a temporary substitute until dust-control measures can be instituted or as a protective means where dust-control measures are impracticable, as in applying rock dust in bituminous-coal mines.The following sections of the ""Federal Mine Safety Code for Bituminous-Coal and Lignite Mines in the United States"" 2/ emphasize the fact that every effort should be made to keep the amount of dust in the air of the working places as small as possible:"

This report describes a high-speed streak camera technique for measuring the lateral shock pressure generated by a cylindrical explosive charge detonated from one end. Experimental data show that the magnitude of the lateral pressure is approximately 50 percent that of the pressure generated from the terminal end of the charge for three explosives studied.

An accurate characterization of the vibration environment and a vibration qualification test derived from it will be a very useful tool for manufacturers of instrumentation for use on underground coal mining equipment. Recognizing this, the Bureau of Mines sponsored a study wherein vibration levels were measured on mining equipment to form a basis for developing the required vibration test. The data base was composed of 160 samples taken at different positions on a variety of underground machinery. The data were analyzed and presented in a format typical of military vibration qualification tests. The form was shown to be virtually identical to the swept sine test envelope specified in MIL-STD-810B for tracked vehicles.

Bench-scale laboratory tests were made by the Bureau of Mines of a segregation-flotation concentrate, assaying 20.43 percent copper, to investigate the influence of various ratios and concentrations of ammonia and carbon dioxide on copper extraction. Leaching the concentrate with a solution containing 900 pounds of ammonia and 360 pounds of carbon dioxide per ton of feed, followed by washing the leach residue with 1.75 tons of a 10-percent solution of ammonium carbonate and about 1 ton of water (as steam) per ton of solids, resulted in a copper recovery of 96.3 percent. Resegregation and flotation tests of the washed residues revealed that 85 percent of the copper in the residue could be recovered. Steam distillation tests of a typical ammoniacal leach liquor, assaying 39 grams copper, 105 grams ammonia, and 77 grams carbon dioxide per liter, recovered over 99 percent of the copper as a mixed oxide-carbonate precipitate. The ammonia losses in leaching, filtering, washing, and distillation were 0.12 pound per pound of copper recovered in the precipitate. Calcination and subsequent hydrogen reduction of the precipitate yielded a metallic copper powder assaying 98 percent Cu, 0.87 percent Si02, 0.10 percent MgO, 0.54 percent CaO, and 0.41 percent R203.

"During recovery operations following a recent coal-mine explosion, 12 small fires were encountered near the break line of pillar extraction in a large panel. All of the fires except one were quickly extinguished by the rescue and recovery parties. This fire had found its way into a large quantity of loose material at a corner of the cut-through between two rooms, about 100 to 150 feet from the break line of an extensive goaf; had it been necessary to seal the fire, the inclusion of this break line not only would have made the work difficult but would have made the section hazardous as it probably would have given off gas. The fire covered a floor space of about 100 square feet and when discovered was burning briskly, with the flame extending to the roof at a height of 3 or 4 feet; it was the cause of much apprehension on the part of those in charge of the recovery operations and resulted in delaying the work considerablyThe object of this article is to describe in detail the method by which the fire was brought under control and finally extinguished, so that other persons encountering similar conditions may have the benefit of the experience.When the fire was discovered a request for rock-dust, fire extinguishers, and other fire fighting equipment was telephoned to headquarters on the surface. The promptness with which fire fighting equipment and material was provided was a big factor in finally extinguishing the fire and illustrates one of the many advantages of a good organization for fire-fighting. Material was transported in mine cars to a point on the main hauling road about 1,200 feet from the fire. It was then carried to the scene of activity by workmen. The first material to be delivered at the fire was a number of fire extinguishers of various types. The contents of 30 to 35 of these were discharged on the fire and with the aid of a small quantity of rock-dust were sufficient to smother the flame temporarily. It was the opinion of several persons who were present when the fire extinguishers were used that the acid-soda type of extinguisher gave more effective results than the two or three other types used.When the contents of all of the fire extinguishers had been exhausted the fire was temporarily smothered, but as there appeared to be danger that the flame would burst forth again, means for completely extinguishing the fire were"

Bureau of Mines studies show than an electronic counter can be used for determining just concentrations from midget impinger samples collected in bituminous coal mines. A sample correlation coefficient of 0.91 for data obtained using the electronic counter and the Bureau of Mines microprojector procedures indicates a significant linear relationship between the methods. The electronic counter provides better counting precision and reduces analytical time.
