This report (Safety File 3.0) is the fourth in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]

"The Berkeley safety station of the U. S. Bureau of Mines was recently informed that a geologist was killed through entering an abandoned 90-foot exploratory shaft without making a preliminary test of the shaft atmosphere. He was one of a geological party which was investigating coal lands in California. The only light that he carried into the shaft was an electric flash light. After he had descended a short distance, one of his associates on the surface heard him exclaim, ""This place is full of gas, I am coming up"", He had no more than finished the remark when he was seen to lose his grip on the ladder and fall down the shaft. He was apparently weakened from impure air in the shaft, and could no longer suppers himself on the ladder. When his body was recovered, it was found that his neck had been broken by the fall.This is the ;second recent accident that has been called to the writer's attention where a life has been lost in abandoned exploratory workings; the other fatality being in Minnesota where a mining engineer was overcome while sampling a shallow pit in iron-ore formations. This engineer was on the bottom of the shallow pit and died before help could reach him. It was generally supposed that each of these deaths were due to poisonous gases, but the writer believes, after reviewing the information available, that death in both instances may have been directly caused by deficiency in oxygen.Frequently in the daily press there are items relative to lives being lost through cleaning out old wells, and as a general rule such accidents are also caused by impure atmospheres.In every abandoned shaft or pit, or in fact, any old working where the air has been stagnant for a considerable time, there is always danger of oxygen deficiency, as the oxygen which originally comprised one-fifth of the atmosphere may be appreciably replaced by gases that do not support life, usually by carbon dioxide (black damp) or methane (fire damp). Much valuable information on the subject of mine atmospheres, mine gases, and the effect of oxygen deficiency onthe human system is contained in Miners' Circular 14, ""Gases Found in Coal Mines"" by G.F. This report presents results of a cooperative research project between the U.S. Bureau of Mines and Beth Energy Mines, Inc. Four coreholes (two before mining and two after mining) were drilled at a longwall mine operating in the Lower Kittanning Coalbed to obtain coal and rock samples from overlying strata to determine their gas content at various times in the mining cycle. The results of those tests indicate that 91 pct of the gas removed from the overlying strata came from coalbeds. Material balance calculations were made to compare the volume of gas produced both from gob gas vent holes drilled on the panel and gas removed by the mine's ventilation system with the volume of gas removed from strata directly overlying the panel to a height of 275 ft. This analysis indicates that only 40 pct of the total gas produced from the panel actually came from the strata directly overlying the panel. The remaining volume of gas production probably migrated to the Iongwall gob from overlying, and perhaps underlying, strata immediately adjacent to the panel and perhaps from greater distances downdip because of the establishment of a long-term pressure gradient in the study area.

Several solid sorbents were compared for their effectiveness in removing sulfur dioxide from flue gases. The materials were tested for the rate of sorption and capacity at about 300° C, and rate of regeneration around 700° C in thin beds and in 4-inch-diameter fluidized beds. Rates of material loss were also estimated. The sorbents tested included three samples of alkalized alumina, two samples of sodium carbonate-impregnated alumina, and one proprietary sample of porous silica impregnated with copper and iron compounds. The results showed that all the alkalized aluminas had good sorption capacities and rates, required high temperature regeneration, and suffered excessive material loss; the sodium carbonate-impregnated aluminas (1) had high sorption rates but barely adequate capacities, (2) required high temperature regeneration, and (3) suffered excessive material losses; and the copper-iron impregnated silica suffered only slight material loss and could be regenerated at a relatively low temperature, but the sorption rate and capacity were too small. None of the sorbents met all the arbitrary performance criteria that follow: sorption rate constant of 1 min-1, sorption capacity of 0.1 g sulfur per g sorbent, regeneration rate constant of about 0.075 min-1 at a reasonable temperature, less than 0.07 pct per hour material loss during operation, and a chemical life of 500 cycles.

US. National Institute for Occupational .Safety and Health (NIOSH) researchers are conducting a Cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently sun eyed. The sound levels of milling and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This article presents the results o f the noise research conducted in both underground and surface limestone manes, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

Many of the support concepts currently used in the United States originated in South Africa. These products include the Hercules Crib1, Propsetter, MX Prop, Rocprop, and Spider Prop. Another recent development has been the introduction of hydraulic prestressing units, such as the Jackpot system, to various U.S. standing support systems. Several other prop-type supports with similarities to systems used in South Africa are in use in U.S. coal mines. Some exciting new developments that improve the installation and yield performance of props are also underway. In addition to prop-type supports, crib-type supports and single-unit systems such as the Can support are also frequently utilized in longwall tailgates in the U.S. The goal in U.S. support development is to enhance roof support capability while alleviating material handling barriers to reduce injuries associated with support handling and installation. Support products are generally full-scale tested at the National Institute for Occupational Safety and Health (NIOSH) in the unique Mine Roof Simulator load frame. The performance testing protocol is designed to simulate the full range of load conditions that occur in underground mining to identify the performance deficiencies and limitations of the support products. Once the products complete the performance evaluation, they are implemented into the NIOSH Support Technology Optimization Program (STOP). STOP is a window’s based software program that was developed by NIOSH for facilitating the design of standing roof support systems. STOP has become an industry standard to compare the performance capabilities and facilitate the application of these support products into various mining conditions. The purpose of this paper is to provide an overview of the support design and application philosophy in the United States.

The Bureau of Mines studied 780 acres of the 24,130-acre Sheldon Contiguous Wilderness Study Area (CA-020-1012) in 1985. The study was done at the request of the Bureau of Land Management and authorized under the Federal Land Policy and Management Act (Public Law 94-579, October 21, 1 976) in order to evaluate the mineral resources. The study area is located in Washoe County, NV, about 35 miles northeast of Cedarville, CA. A search of county courthouse records and an examination by foot traverses through and adjacent to the study area did not reveal evidence of any mining or mining exploration activity past or present. In addition, evidence of any form of rock alteration was not observed. Evidence of mineral resources is not apparent. Although basalt, the only rock-type present in the study area, can have some limited industrial applications, sources closer to potential markets probably would preclude rock from this area being economically competitive. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Sheldon Contiguous study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys ;s to provide data for President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

Available statistics on 1989 worldwide consumption of selected nonfuel minerals shown in table 5 show increases for 11 of 14 listed nonfuel mineral commodities with 1 unchanged from the 1988 level, a departure from the pattern of the past 2 years, in which each of the listed commodities registered gains. The 1989 results, however, were better than those for 1986 when only seven listed nonfuel mineral commodities recorded gains with one un- changed from 1985. Consumption of the two ferrous metal raw materials listed advanced as functions of increased output of pig iron and crude steel. The increase in iron ore consumption exceeded the increase in iron ore output, suggesting a slight drawdown of world iron ore inventories. The estimated in- crease in iron and steel scrap consumption was slightly greater than the minuscule increase in world steel production, but it is believed that there was little change in the ratio of iron ore to scrap in steel plant feed on a global basis.

The Bureau of Mines has developed a method for identifying fine particles of beryl in mineral samples by preferentially staining the beryl grains. The sample is first subjected to a heated sodium hydroxide solution to etch the beryl particles, which are subsequently stained an intense blue color in a boiling alkaline solution of quinalizarin. Positive identification of beryl grains permits quantitative analyses by microscopic techniques. INTRODUCTION Beryl, a beryllium aluminum Silicate, is the principal ore mineral of beryllium. The only known commercial concentrations of this mineral are found in pegmatite dikes of granitic composition. Normally beryl is associated with muscovite mica, quartz, and the sodium-and potassium-bearing feldspars (orthoclase, microcline, and albite). Other beryllium-bearing minerals which are found occasionally in minor amounts with beryl are phenacite, a beryllium silicate, and chrysoberyl, a beryllium aluminate.

This is an audience, I know, that shares my interest in a subject that is currently getting a lot of attention -the tendency of our Nation to draw increasingly on overseas supplies of certain mineral commodities, and proportionately less on domestic sources for these minerals. That we do obtain substantial quantities of some essential minerals from abroad is easy to demonstrate. That we will continue to do so in the foreseeable future is not in doubt. Uncertainty begins, however, when we try to interpret the significance of these facts. As with many phenomena, their meaning is open to a variety of interpretations.

"Arsenic has been recently quoted at 10 1/2 - 11 cents per pound, an increase over the prevailing price of last fall, when arsenic was cents, as against pre-war prices around 4 cents is evidently a sustained demand for this material. The following statements are intended to summarize briefly some particulars regarding arsenic.Commercial arsenic is the white arsenious oxide (As203). This is the form in which it is generally marketed, as the uses of arsenic demand its industrial application in this form. Arsenic as an element finds rather restricted use in the hardening of lead shot, ere it is to some extent replacing the use of antimony, while white arsenic is employed in a variety of manufacturing processes, chief of which is the manufacture of insecticides and sprays. The poisonous nature of most arsenic compounds, the commonly known ones being paris green and lead arsenate, and its relative cheapness, make arsenic a material suitable for this purpose. The stimulation of agriculture during the war greatly increased the demand for arsenical insecticide. Glass making consumes a large amount of arsenic as it has been impart increased brilliancy to the glass. Crude commercial arsenic is often used to kill weeds along railroad tracks. Arsenious oxide is used also for preserving hides, while the disulphide, AS2S2), finds an application in dehairing hides for the finest grade leather, as it least affects the product. Orpiment (As233), is used in textile dyeing. Wall paints and wall paper formerly consumed considerable arsenic in the form of paris green, but this use has been largely,given up due to the poisonous nature of the dust from the product. Sodium arsenate for a similar reason, is now little used in printing where it had found application. The great objection to arsenical yes and paints is the risk of poisoning from use of the manufactured article. Sodium arsenite is the principal poisonous in¬gredient of many cattle and sheep dips. Arsenic compounds are also used medicinally."

The Bureau of Mines has improved a mine dust incombustibles analyzer originally developed at the Bartlesville Energy Research Center (BERC). This analyzer provides quick, accurate analysis of the percentage of incombustible material present in dust samples taken from mine ribs, roof, and floor so that costly overdusting may be eliminated while still maintaining a proper level of incombustibles. The changes being effected on the present design of the BERC model IV rock dust analyzer should simplify its operation and calibration procedures, resulting in increased accuracy.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 334-acre Mountain Lakes Wilderness Study Area (OR-011-001) in order to evaluate its identified mineral resources. The study area is located in Klamath County about 15 miles northwest of Klamath Falls, Oregon, and is adjacent to the Mountain Lakes Wilderness. The area is underlain by Pliocene-age basaltic andesite. No mining districts are in the study area nor were any claims recorded or found. There are no oil and gas lease applications. There are no identified mineral resources in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Mountain Lakes WSA (Wilderness Study Area), at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. "INTRODUCTION Over the past several years a new type of cascade impactor that utilizes small nozzle diameters (micro-orifice nozzles) has been under development (Kuhlmey et al., 1981; Marple et al., 1981). The small nozzle dimensions allow for particles to be collected as small as 0.024 µm aerodynamic diameter on the last stage of the impactor. To obtain a reasonable flow rate of 30 I min - i through the impactor, a large number of nozzles (up to 2000) are required per stage.Furthermore, by locating the nozzles of multi-nozzle stages in a prescribed manner (described in detail by Marple et al., 1981) and rotating the impaction plates relative to the nozzle plates, uniform deposits can be achieved on the impaction plates. As described by Marple et al. (1981), the advantages of a uniform deposit impactor over the conventional impactor that collects particles only beneath stationary nozzles are: (1) maximum use of the impaction substrate surface, reducing both particle bounce (if substrates are greased) and tare weights of the substrates (if particle mass is measured gravimetrically); (2) deposited particles can be analyzed for elemental composition by X-ray fluorescence (Dzubay and Rieke!, 1978); and (3) the pressure in the impactor can be kept relatively high compared to low pressure impactors that depend on a large slip correction to achieve small particle collection (some types of particles may evaporate at low pressures). The work described in this paper investigates two additional advantages of a uniform deposit impactor. These are: (1) the possibility of collecting two separate deposits at one time on one stage for two types of analysis techniques, and (2) the possibility of utilizing piezoelectric quartz crystal impaction plates more effectively by eliminating the deposit location sensitivity nature of the crystals (Schulze-Frohlich, 1981 ).MICRO-ORIFICE UNIFORM DEPOSIT IMPACTOR (MOUDI)A photograph of an eight-stage MOUDI is shown in Fig. 1. Each stage body of the impactor supports the impaction plate for the stage above and the nozzle plate for the stage below as shown in Fig. 2. By rotating alternate stage bodies, while holding the other stage bodies stationary, the impaction plates (or nozzle plates) will be rotated relative to the nozzle plates (or impaction plates).Rotation of the alternate stage bodies is achieved by gears on these bodies that mesh with gears on an electrically driven drive shaft of a rotating mechanism (Fig. 1 ). The alternate stage bodies are restrained from rotation by pins that rest on the drive shaft."

This circular has been prepared for the guidance of safety engineers, shot firers, and coal-mine inspectors concerning multiple blasting with short-delay (millisecond-delay) detonators. These special precautions are suggested in addition to those normally followed in blasting, as outlined in the Federal Mine Safety Codes 5 6/ and in Miners' Circular 58.7/ INTRODUCTION The use of short-delay blasting has been proposed for promoting safety and increasing the rate of production in coal mining. Ideally, short-delay blasting, as compared with equivalent single-shot blasting, reduces exposure of the shot firer to dust, fumes, and weakened roof; as compared with equivalent simultaneous blasting, it reduces roof disturbance.

The cheapest method of handling gravel in placer mining operations is by hydraulic mining . In working gravel deposits by hydraulic mining , it is essential that an abundant supply of water under sufficient head can be economically developed and that there is sufficient grade for sluice boxes and for disposal of the tailing . Without dumping facilities , simple hydraulic mining is an impossibility . The cost of hydraulic mining may range from 2 cents a yard under favorable condıtions to 12 or even 20 cents under less favorable conditions and to 35 cents or more a yard in Alaska , according to conditions of operation , and if frozen gravel is encountered . When it is necessary to elevate gravel , the costs may exceed 60 cents a cubic yard . When the natural conditions do not permit of hydraulic pining proper , other methods of elevating the grade are employed , some of which are described below . Bucket dredging has replaced hydraulic mining in importance in California and other states where hydraulic mining was once extensively carried on , and is by far the cheapest method of elevating gravel when mechanical methods are required and the physical conditions are suitable for dredging . Dredging costs vary greatly under the different conditions encountered , and the total amount of gold to be recovered must of course be enough to warrant the cost of a dredge installation . "Experience and experiment have goth shown that a cloud of coal-dust in air can be inflamed and an explosion developed only when a certain minimum concentration of the dust in air has been equaled or exceeded. Those who have had experience in the handling of coal know that dust is frequently present in the air and may be of sufficient density to obscure an ordinary electric light at a distance of 40 or 50 feet; yet flames may be, and times without number have been, introduced into such clouds, when no additional coal-dust has been stirred up, with no effect other than the burning of the dust particles which actually enter flame. Evidently the density of the dust cloud is insufficient to give self-supporting combustion.The minimum amount of dust in air required to give a spreading flame will vary with a number of factors such as the composition of the dust and its size. This amount in a unit space may be considered analogous to the lower limit of inflammability of fire damp (methane) in air, although the variation in limit of explosibility of gas is small even when conditions of the experiment are altered. In large-scale determinations of the lower limit of inflammability of coal-dust there is no certain method by which a sample of the dust cloud can be snatched and its density determined. It is necessary to produce the best possible dust cloud from a known weight of dust, in a known volume and assume - probably with considerable error - that the dust cloud is reasonably uniform. The dust cloud must be formed and the source of ignition applied to it simultaneously; this is generally accomplished by the use of blow-out shots of black blasting powder, dynamite, or similar explosive so prepared as to blow out like a cannon shot, or by a gas explosion. The more violence attending the source of ignition, the greater is the probability that all the dust is raised in a uniform cloud; and the greater the length or intensity of the flame, the greater are the chances of ignition. As a result one may obtain a variation in apparent minimum density with different sources of ignition. This difference is more apparent than real and must remain until devices for instantaneous sampling of dust clouds during explosions are perfected."

A high-speed streak camera method for making equation of state measurements (shock and particle velocities) on samples of rock under dynamic load conditions is described. Experimental data are given for tests on 12 samples representing 5 rock types. Analysis of these data shows that the method is practical and that good reproducibility of results can be obtained. The pressure range covered in the tests was from 1 to 50 kilobars.
