Develop a safer, more effective, and more efficient method to control fires in abandoned coal mines and waste banks. Maintain the costs of this new method at less than or comparable to conventional AMI fire control methods. How It Works Cryogenic extinguishment of subsurface fires is a method of heat transfer. Bureau-designed injection equipment produces a pumpable slurry of liquid nitrogen and solid particles of carbon dioxide. Liquid or gaseous carbon dioxide from a pressurized tank flows to a bell-shaped nozzle where the change in pressure causes the carbon dioxide to form a granular snow. The solid carbon dioxide is mixed with liquid nitrogen. A jet pump is used to move the slurry through the delivery lines and into a simple injection probe. At injection, the nitrogen vaporizes and the carbon dioxide sublimes. This phase change produces a cold gas (-180° C) that, as it expands and moves in all directions, removes heat and also displaces oxygen. This combined process inhibits the combustion process and lowers the temperature below the reignition point. When the liquid nitrogen and solid carbon dioxide are converted to gases, the expanding gas acts like a piston, forcing warm air out of the porous bed, Although smoke and hot gases arc forced from the burning coal, generally there is no significant increase in the odor associated with burning coal.

Aid mine operators as well as mine inspectors in making quick but sufficiently accurate measurements of the rock dust content of coal/rock dust mixtures. The Problem Past research has shown that accumulations of volatile coal dust in underground coal mines can be rendered non-explosive by dilution with chemically inert rock dust (usually limestone). Consequently, rock dusting is required by law in U.S. underground coal mines. However, mine officials and inspectors have no quick and reliable means to determine whether enough rock dust has been applied to achieve a mixture that is in compliance with the law. Even the compliance tests used by the Mine Safety and Health Administration (MSHA) are slow and involved. MSHA assures that a mine has been rock dusted adequately by collecting samples from rock dusted areas of the mine and sending the samples to a laboratory for analyses of the inert-dust content. The analyses may not be completed for more than two weeks, during which time the mine in question might be inadequately protected against coal dust explosions. To solve this problem, the Bureau of Mines devised a quick, simple and reliable device that can immediately determine the rock-dust content of a mixture of coal and rock dust.

To clean coal mine air by developing a low-cost scrubber suitable for belt transfer and similar applications. Approach Design a scrubber operated by water only, with no moving parts. Use conventional water spray nozzles located within a duct to both move and clean the air. Use a droplet eliminator to get the water droplets and mist back out of the airstream. How It Works Conventional scrubbers require a mechanical fan driven by either an electric or a hydraulic motor. They also require water sprays and some type of scrubbing mechanism. The water powered scrubber, however, offers higher reliability over conventional scrubbers since it utilizes the water sprays to both move the air and scrub the particulate from the air. Conventional water spray nozzles are placed near one end of a rectangular duct open at both ends. The sprays are directed towards the far end of the duct where a stationary wave blade water droplet eliminator is located. Movement of the water spray droplets coming from the nozzles generates (by momentum transfer) an air movement In the same direction as the sprays. The Bureau of Mines evaluated the hydraulic stimulation of a gob-degasification borehole to determine if this procedure would aid in degasifying a longwall panel. The stimulated borehole did not degasify the longwall panel as expected either before or after mining of the panel started. It reduced the underground methane emission only 11 pct, considerably less than the reductions effected by two unstimulated boreholes in the same panel. Some probable reasons for the reduced methane flow from the hydraulically stimulated borehole are very low reservoir gas pressure, location of hydraulically stimulated zones within the grouted casing, a casing break caused by lateral shifting, possible vertical movement of rock strata during caving, grouting of a 4-inch pipe blocking three stimulated zones, plasticity of shales, and possible hole damage by swelling of water-sensitive minerals. The borehole was also located between two second-mined areas, which may have allowed partial degasification of the overburden and the coalbed in advance of mining. Finally, a period of 3 months is probably not long enough for the borehole to degasify the overburden before mining.

This chapter presents data on occupational exposures from several sources. Data from compliance samples obtained by MSHA inspectors are presented in table 6-1 for coal mine dust and silica dust, and in tables 6-2 through 6-6 for metal fumes. Since these samples were taken for compliance monitoring rather than as part of a survey of the industry, it is difficult to predict how well they indicate actual exposures for all mining operations. In the coal industry, 7.8% of all respirable dust samples during 1986-1995 were above the permissible exposure limit (PEL). Of silica dust samples obtained during the 10-year period, 23.7% were above the PEL in coal, 16% in metal, 10.8% in nonmetal, 9.1% in stone, and 7.6% in sand and gravel. Of metal fume samples, silver samples showed the largest percentage above the PEL-approximately 48% of samples in both metal and nonmetal. Tables 6-7 and 6-8 present data on noise exposures from the MSHA "dual threshold" survey, which was published in the Federal Register [61 Fed. Reg. 66347 (1996)] as part of a proposed rule change for occupational noise exposure in mining. This study examined a group of samples obtained during 1991-1995 and compared the percent of samples that were above two separate specified limits. The first limit was the current noise standard, a time-weighted average of 90 dBA, calculated to include only exposures at 90 dBA and above. The second limit was a time-weighted average of 85 dBA, calculated to include exposures at 80 dBA and above. Tables 6-8 and 6-9 refer to musculoskeletal overload conditions examined in the National Occupational Health Survey of Mining (NOHSM) [NIOSH 1996]. Table 6-8 shows the operational definitions for each condition; table 6-9 shows the percentage of the workforce potentially exposed, by commodity. Across all commodities, a large proportion of workers were exposed to musculoskeletal overloads due to positioning of the neck and back; positioning and motion of the forearms, arms, and shoulders; heavy lifting; and positioning and movement of the lower limbs. The recorded overloads were defined in the survey and did not exceed any NIOSH, MSHA, or OSHA guidelines for musculoskeletal overloads. Further information on this survey appears in appendix A.

Although haulage truck collisions account for only a small percentage of haulage accidents, the likelihood of severe injury, or even death is very high when such a collision does occur. Most rear-end collisions also result in considerable equipment damage, creating a need for expensive repairs. To improve collision protection, some southwestern surface mines have, for several years, been fabricating and using extended bumpers. In cooperation with these mines, the Bureau of Mines has worked to improve this technology by evaluating the structural requiremnts of extended bumpers. How Extended Bumpers Help The Bureau found that when one large rear-dump haulage truck collides with the rear of another an extended bumper protects the driver of the vehicle that is struck by dissipating the impact energy into the rear tires and pushing the whole vehicle forward. An extended bumper also prevents the box on the truck that is hit from penetrating the cab of the other truck-a typical and serious collision hazard. A further advantage derives from the wide design of the extended bumper which helps prevent damage to truck ladders, thereby minimizing any entry or exit problems. Extended bumpers also provide safe work platforms at the front of large haulage vehicles.

Design a model health and safety program which, when implemented, can improve mine safety by reducing occupational injuries and accidents. Approach The Bureau of Mines developed a model program which identifies the elements essential to the effectiveness of health and safety programs designed for mining operations, and is readily adaptable to all types of sizes of mines. The model program primarily provides training on loss control and accident investigation and technical assistance with health and safety problems. In order to assess the effectiveness of the program, it was tested at both a coal and gold mining operation. Monthly statistics were generated to reflect the number of occupational injuries and accidents, and the severity of injuries (as measured by the number of work days lost during recovery). Observations were made of employees performing a large number of randomly selected jobs in order to estimate. the proportion of the workforce that was working in the presence of one or more of three types of safety deficiencies: Type A-individual job performance deficiencies which could be corrected by the employee alone I e.g., an employee is seen not wearing a seatbelt.

"SUMMARYThe Ringelmann Smoke Chart fulfills an important need in smoke abatement work and certain problems in the combustion of fuels. A knowledge of its history and method of preparation is, therefore, of interest to many. Since instructions on its use are not shown on the recent edition of the chart, those included in this revision of the previous information circular, by Rudolf Kudlich, now are a necessary complement to the chart. More detail regarding the use of the chart is included than was given in the earlier manuscript.INTRODUCTIONThe Ringelmann Smoke Chart, giving shades of gray by which the density of columns of smoke rising from stacks may be compared, was developed by a Professor Ringelmann of Paris. Maximilian Ringelmann, born in 1861, was professor of agricultural engineering at l'Institute National Agronomique and Director de la Station d'Essais de Machines in Paris in 1888, and held those positions for many years thereafter.The chart apparently was introduced into the United States by William Kent in an article published in ""Engineering News"" of November 11, 1897, with a comment that he had learned of it in a private communication from a Bryan Donkin of London. It was said to have come into somewhat extensive use in Europe by that time. Kent proposed in 1899 that it be accepted as the standard measure of smoke density in the standard code for power-plant testing that was being formulated by the American Society of Mechanical Engineers.The Ringelmann Chart was used by the engineers of the Technologic Branch of the Federal Geological Survey (which later formed the nucleus of the present Bureau of Mines) in their studies of smokeless combustion beginning at St. Louis in 1904, and by 1910 had been recognized officially in the smoke ordinance for Boston passed by the Massachusetts Legislature."

Crude petroleum, the only commercially exploited mineral resource in Cameroon, continued to dominate developments in the mineral industry sector. International mining concerns have expressed interest in developing Cameroon's bauxite and iron and steel potentials. Domestically, the mineral industry focused on production of fertilisers for agricultural development, infrastructure construction, and hydrocarbon development, through the nearly self-sufficient production of fertilizer materials, cement, and crude oil. The mineral sector contributed 5.6% to the estimated 1981 gross domestic product (GDP) of $6.5 billion.2 Petroleum exports accounted for approximately 4.5% of the 1981 GDP and exceeded coffee and cocoa exports for the second consecutive year. The trade gap widened during the fiscal year ending on July 80, 1981, owing to a 21% increase in exports and a 25% increase in imports. Offsetting these balance-of-payments difficulties, typical of developing countries' early economic stages, were increases in foreign exchange reserves to $71 trillion by May 1983.

The Location Group conversed in the Petroleum Room of the Green Center with the purpose of addressing the following list of topics in light of the Bureau of Mines' requirements for detecting and locating trapped miners by electromagnetic methods. These topics include: Noise, Sources, Antennas (transmit and receive), the Propagation Medium, Signal Processing, Optimum Frequency, Receivers, Pulse vs. CW Techniques, Passive Location Techniques, and Obstacles. Practical constraints such as equipment size, weight and power requirements, cost and intrinsic safety were kept in mind during these discussions. It was emphasized that in-mine equipment must be inexpensive, rugged, simple and lightweight. Otherwise, the mine operators probably would not buy it nor would the miners be able to effectively use it. Present techniques for experimentally detecting and locating trapped miners were discussed, along with techniques to improve their location accuracy. Analytical, numerical, and scale modelling methods were considered as a means of giving further insight into measurement, anomalies caused by terrain variations, conductivity contrasts, and obstacles. After discussion of these topics, conclusions were drawn and existing problem areas were identified. These problem areas were addressed in developing guidelines for future efforts. Following the discussion period, the Chairman gave a summary of the Location Group report and comments were solicited from the entire group. 2.0 GROUP DISCUSSION HIGHLIGHTS 2.1 Noise W. Bensema asked the group whether the noise data provided by NBS was adequate. It was determined that for location systems analysis, the most important form of noise data was the frequency spectra of vertical and horizontal magnetic fields on the surface, and the answer to his question was affirmative. Drs. Wait and Frischknecht pointed out the difficulty in accurately measuring the true vertical magnetic field since these measurements are heavily influenced by the loop setting and the local geology. Nevertheless, these measurements are important since the same perturbations would also affect a receiving loop oriented to receive the vertical magnetic field. Dr. Rankin pointed

Assure fail-safe stopping of a mining vehicle immediately following a loss of electric power. Approach A separate emergency brake system which actuates when electrical power is interrupted, was installed on several mining vehicles and tested in a long-term underground mining demonstration. How It Works Separate, spring-actuated brakes, which press against brake discs, are used to stop the vehicle following power failure. To allow norm al movement of the vehicle, hydraulic oil under pres? sure from the vehicle's hydraulic system is directed to a spring? loaded piston in each emergency brake housing. That pressure causes the piston to compress the spring and relieves the spring pressure against the puck, thereby allowing the brake disc to turn freely. See Figure 1 A. If the electrical power fails or if the machine is turned off, a valve in the hydraulic line to the emergency brakes opens. That valve, shown as ?Solenoid Valve (automatic)" in Figure 1, which is normally held closed by its electrical solenoid while the vehicle is electrically powered, is opened by the spring in the valve assembly. The U.S. Bureau of Mines has developed an acoustic test for determining if a rock salt sample is from a "normal" nongassy salt face or from a gassy face where an outburst has the potential to occur. The test is based on the observation that a salt sample taken near an outburst-prone zone produces an audible popping sound when it is dissolved in water. The sound is produced when pressurized gas that is trapped in salt samples is released. In the acoustic test, the sound is electronically measured, digitized, and transmitted to a microcomputer; the output is an average decibel value that classifies the sample as "normal" or "outburst." The acoustic test procedure and equipment are described, and raw test results and data analysis are shown. Results are also shown for several salt samples that were analyzed using a laser Raman microprobe.

In an effort to maintain an adequate supply of iron to meet national economic and strategic needs, the Bureau of Mines, U.S. Department of the Interior, is conducting research on methods for beneficiating the oxidized taconite resources located on the western Mesabi range in Minnesota, thus expanding domestic iron ore reserves. The selective flocculation and cationic flotation process was investigated in a pilot plant using an ore feed rate of 410 kg/hr (900 1b/hr) and 88 percent recycled water. Lime and a cationic flocculant were used to clarify the waste slurries treated in the water reclamation circuit. An oxidized taconite assaying approximately 36 percent Fe yielded concentrates averaging 63.5 percent Fe and 4.3 percent SiO2 and having an average iron recovery of 84.4 percent. The estimated reagent cost per tonne of concentrate was approximately $1.10. In an attempt to recover more of the iron lost in the flotation tailing, wet high-intensity magnetic (WHIM) separation was incorporated in the pilot plant circuit. The flotation concentrate grades obtained from beneficiation circuits with and without WHIM scavenging were similar, but when WHIM separation was used the overall iron recovery was increased by 2 to 9.5 percent, depending on the iron assay of the flotation tailing.

Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). The Bureau of Mines conducted research to devise technology for increasing the Nation's mineral supply by recovering valuable constituents from currently discarded waste materials. Municipal solid waste (MSW), presently a major disposal problem, represents a significant source of metals, glass, and a combustible fraction that can be used to supplement coal in generating heat and electricity. As part of the total metallurgical system to treat MSW, this study evaluates the combustible fraction of MSW to characterize the various combustible components and to identify the principal sources of elements that eventually may be objectionable from corrosive or environmental considerations. Several possible sources for cadmium, chromium, cobalt, copper, lead, nickel, and zinc have been tentatively identified. These sources are pigments, inks, paper stock, and additives to plastics. A correlation between industry consumption values and measured concentrations in MSW was found for several elements.

Enable mine personnel to determine the effectiveness of and to optimize the mine fire stench warning system without resorting to costly trial and error fire drills. Approach The mine fire stench warning system is used by underground metal/nonmetal mines to warn mine workers of a fire or other emergency. Stench is released directly into the mine ventilation and/or compressed air lines, and its repulsive odor warns miners to evacuate the mine or to follow other established emergency procedures. Unfortunately, since most deep metal mines have complex ventilation systems, some areas of the mine may receive nauseatingly high concentrations of stench while other areas, in more remote locations, may receive no warning or greatly delayed warring at best. The Bureau of Mines, through research, endeavored to solve this problem with a computer modeling system designed to calculate the distribution of odorant by the stench warning system.

Improve safety at mineral operations that use cyanide leach solutions to recover precious metals from finely ground ores, Approach Provide an alternative, non-acidic means of cleaning processing systems such as the State-of-Maine filter system, thereby reducing the exposure of workers to toxic hydrogen cyanide gas (HCN), The Problem Many gold and silver mining operations use cyanide solutions to dissolve gold and silver from ores. The precious metals frequently are recovered from pregnant leach solutions by the Merrill-Crowe recovery process, whereby gold and silver is precipitated with zinc dust. When that method is used, suspended particles in the leach solution must be filtered out before zinc precipitation can occur. This filtering is accomplished with small packaged plants, such as the State-of-Maine (SOM) filtering system. Unfortunately, the filters become clogged with calcium carbonate scale after about 2 to 10 days of operation and must be cleaned before further precious metals recovery operations can continue, Cleaning the system is a hazardous task because the acid is not compatible with the alkaline cyanide leach solutions, and toxic hydrogen cyanide (HCN) gas may be produced when the acid and solution are mixed. That gas, if breathed or contacted with the skin, can cause cyanosis which may induce nausea and even asphyxia and death. To reduce this danger, the Bureau of Mines has devised a safer method of cleaning clogged filters,

This report provides low-temperature heat-capacity data and entropies at 298.15° K. for magnesium metavanadate (MgV206) and magnesium pyrovanadate (Mg2V207). The work completes low-temperature measurements planned for alkaline-earth vanadates; an earlier report dealt with calcium vanadates.4 No similar data for these compounds have been published previously. Free energy of formation values at 298.15° K. were derived by combination of the present entropy values with heat of formation data. MATERIALS The materials used in the measurements were portions of the samples described in a previous Bureau of Mines publication by King, Koehler and Adami.5 Methods of preparation, chemical analyses, and X-ray examinations are covered in this paper. The indicated purity of the samples was 99.9 pct.

To reduce needless paging of persons by all phones in a mine or mill, while retaining all-location page capability. Approach Standard pager phones of any manufacturer are modified to include the option of selective calling and message holding. How It Works All commercial mine pager phones presently rely upon voice paging via a loud-speaker. When a page is initiated, every phone in the system broadcasts the audible voice page, even phones in locations where the desired person could not possibly be. The advantage of this scheme is that whole-mine paging occurs. The disadvantage is that persons soon begin ignoring pages because they occur all the time, and most are for someone else. Also, it requires considerable battery power from all phones making it necessary to change batteries very frequently, even in phone locations where personnel rarely go. In addition, if a voice page is made and not heard, there Is no way to leave the message. Therefore, persons who at a later time come near a phone, have no way of knowing a page was made and was not acknowledged. This results in situations that often have a direct bearing on safety and productivity.
