Produce an annotated bibliography to serve as a comprehensive source of published information available on the use of soil amendments in coal mine reclamation and the characterization of coal mine soils. The Problem There is a substantial amount of information available tin coal mine reclamation and revegetation, particularly on the use of soil amendments to ameliorate site conditions and aid vegetation establishment, growth development, and productivity. Additionally, site characterizations based on chemical, physical, and mineralogical properties have been thoroughly researched. This information, however, is widely disseminated throughout various professional and scientific journals, State and Federal documents, proceedings of conferences, theses, and other technical writings. A critical need exists for a comprehensive and up-to-date summary of published information concerning the uses, methodologies, and types of soil amendments that arc necessary for reclamation success.

The mineral industry of Benin continued to be confined to the production of cement, crude oil, salt, and sand and gravel. Only crude oil and cement were exported, with the value of crude oil exports and cement exports constituting about 20% and 2% of export revenue, respectively. The value of crude oil exports was less than the cost of imports of refined petroleum products. Production of crude oil was unchanged from 1986, averaging 5,500 barrels per day (bbl/d). The Government managed the facilities at the Semé Oilfield while actively seeking a new manager to replace Pan Ocean Oil Co. of Switzerland, whose contract was canceled in 1986. Recoverable reserves of crude oil were estimated to be between 18 and 30 million barrels.

HELIUM shipments in 1963 exceeded the volume shipped during the previous year for the 14th successive time. Shipments from Bureau of Mines plants were 627.3 million cubic feet, an increase of 5 percent over the volume shipped in 1962. Production from Bureau of Mines plants totaled 774.2 million cubic feet. The Bureau purchased 1,420 million cubic feet of helium in the helium conservation program and stored it underground for future use. Each of the five plants, financed and built by private industry for helium conservation, made deliveries during the year. Helium continued to playa key role in space, atomic energy, defense, and other research programs. Additional capacity for liquefying helium became available, and the first civilian helium-cooled nuclear-powered reactor in the United States began pre-operation testing.

Public interest in atmospheric pollution by automobile exhaust gas and in the ventilation of vehicular tunnels makes it desirable to ascertain whether the use of modern automobile fuels is tending to change the amount and composition of the products of combustion. The Bureau of Mines, in cooperation with the Ethyl Gasoline corporation4, has completed a series of testis to determine whether any significant difference exists in the carbon monoxide content of the exhaust gas produced by an internal-combustion engine when its fuel is changed from straight gasoline to the same gasoline containing Ethyl fluid whose active ingredient is tetraethyl lead. In the tests data was sought relative to the composition and mount of the gas produced by ordinary comparatively low-compression motors as well as by higher-compression motors in which distinct detonation occurred with straight gasoline, but which operated without detonation when using the same gasoline containing tetraethyl lead.

The effect of the temperature of SmF3-LiF electrolyte on the electrolytic preparation of samarium-cobalt alloy by the consumable cathode technique was investigated. The temperatures of the cathode zone, alloy collection zone, and samarium oxide (Sm203) feed zone had to be controlled carefully to obtain a satisfactory samarium-cobalt alloy product. Any appreciable deviation from certain temperature values adversely affected yield and product quality.

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0, 22.5, and 45). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined.Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01).Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (atleast for older specimens)

This chapter explains the Federal regulations governing the use of dust respirators in mines and tunnels and describes the most common dust respirators used. Filter materials and filter efficiencies for respirators are discussed. This chapter also gives some guide-lines for respirator use and recommends sources for more dust respirator information. Respirator effectiveness in reducing dust exposure usually exceeds the effectiveness of most engineering control methods. RESPIRATOR REGULATIONS [Different regulations govern respirator use in coal mines, metal/nonmetal mines, and tunnels under construction.] Coal mines under Mine Safety and Health Administration (MSHA) jurisdiction. Coal mine operators are required to meet dust standards using only engineering control methods. Typical engineering control methods include ventilation and water sprays. Respirators are not regarded as an engineering control method, so respirators cannot be used in lieu of engineering controls.

The Mine Safety and Health Administration. Department of Labor, requires coal mine operators to measure compliance with federal re¬spirable dust exposure standards periodically using approved gravi¬metric samplers. However, the gravimetric approach, with its inher¬ent delays, cannot provide dust concentration data quickly enough to allow on-site correction of inadequate dust control strategies or re¬moval of personnel from harmful environments. Furthermore, alleged tampering with dust samples collected to determine compliance with standards prompted the Secretary of Labor to appoint a special Respirable Dust Task Group to study options to improve monitoring and control of respirable coal mine dust. The Mine Safety and Health Administration&apos;s Task Group recommended that the U.S. Bureau of Mines develop a fixed-site monitor that would provide continuous information to the mine worker and mine operator regarding dust levels and the status of compliance with the applicable respirable dust standard. In response to the Mine Safety and Health Administration&apos;s request, the U.S. Bureau of Mines is investigating several sensor tech¬nologies for continuously monitoring respirable coal mine dust. One of these technologies is the Rupprecht and Patashnick Co. tapered element, oscillating microbalance. The bureau is in the process of investigating the suitability of using this sensor in the high humidity and vibration environment of underground coal mines. Maintaining ground stability in the gate roads, particularly the tailgate, has always been critical to the success of longwall mining, both in terms of safety and productivity. Several new support technologies have been developed in recent years to replace conventional wood and concrete cribbing for secondary roof support. Since their performance characteristics are unique, the best practices that have been developed with conventional wood cribbing may not be applicable for these alternative support technologies. Therefore, with so many options to consider and the importance of achieving adequate ground control at minimal cost, the trial and error approach to longwall gate road support is no longer prudent. This paper discusses a design methodology for standing secondary tailgate supports. This design technique requires in-mine measurements of tailgate support loading and convergence to establish a tailgate ground, reaction behavior based on the support and strata interaction. The methodology uses the performance characteristics generated in the National Institute of Occupational Safety and Health (MOSH) Mine Roof Simulator (MRS) to match the stiffness and load characteristics of various supports to the measured ground reaction behavior. It can be used to determine the appropriate -- application of alternative roof support systems or to design in- mine trials such that a fair and equitable comparison of different support systems can be made. A case study if the methodology at a western Pennsylvania mine site is presented in the paper, including a comparison of four alternative support technologies to conventional wood and concrete cribbing historically used at this particular mine.

Ground check monitors may be made in several configurations. Each type has unique characteristics and provides different safety attributes when applied to different mine situations. In this paper, the monitor types are discussed in relation to the mine situations. It is shown that the selection of the monitor type can have a significant effect on the safety of the resistance grounded power system. The options are discussed, and the conclusion is drawn that only one monitor configuration can provide maximum safety. Unfortunately no monitors of this configuration are presently available. In addition, when the monitor capabilities and ground wire configurations are considered as a system, it can be shown that certain configurations will lead to maximum safety. This paper presents experimental results for conveyor belt flame spread from tests conducted in a small-scale tunnel. The purpose of this study is to investigate the effects of belt type, ventilation velocity, belt surface-to-roof distance and ignition source power on the flame spread properties. The tunnel used was 4.9 m long by 0.46 m square with the ventilation velocity ranging from 0.7 to 3.2 m/s. The ignition source was an impinged methane jet burner with heat output ranging from 7 to 21 kW. The belts tested included non-fire resistant rubber belts, fire-resistant rubber belts, fire-resistant neoprene belt and fire-resistant PVC belt with belt samples measuring 0.23 m wide by 2.5 m long. Experimental results show that with a ventilation velocity of 1.02 m/s all conveyor belts could be ignited, and that with sufficient ignition source power, flames spread the full length of the belt sample. The data showed a coupling effect of the ventilation air velocity and the belt surface-to-roof distance on the flame spread rate. For instance, flames could not spread with a ventilation velocity higher than 1.52 m/s and a surface-to-roof distance of 0.22 m. The use of the measured CO/CO2 ratio as an indicator of combustion stoichiometry is also discussed.

RECOMMENDATIONS FOR FURTHER WORK Based on the development effort and full-scale tests conducted during this program, a number of technical areas for future research and development have been identified. Further work in these areas would help to improve the reliability, speed of operation and efficiency of the remote sealing system. Recommendations for future work are summarized as follows 1. Development of an Inert Gas Generator For the sake of expediency in conducting the field test program, fresh air was used as the fluidizing medium for the fly ash. However, in an actual mine fire application the use of fresh air is likely to be prohibited. An inert gas, such as nitrogen, carbon dioxide or air containing less than 8 percent oxygen would be required. Using combustion as a means of reducing the oxygen content of air appears to be an attractive solution to the generation of the high flow rates of gas required (2500 to 5000 scfm). Such an inert gas generator would serve a dual purpose for the overall fire extinguishing operation. First, it would provide the inert gas for fluidizing the fly ash. Second, it could be used for inerting the fire area after the seals had been placed, thereby reducing the time required to extinguish the fire. It is recommended that the Bureau undertake a program to develop a field-operable, inert gas generator to satisfy these two requirements. 2. The objective of this U.S. Bureau of Mines hydrologic-subsidence investigation was to evaluate the effects of longwall mining on the local ground water regime through field monitoring and numerical modeling. Field data were obtained from multiple-position borehole extensometers (MPBX&apos;s) that were used to measure subsurface displacements. Survey monuments were installed to measure mining-induced surface deformations. Numerous drawdown and recovery tests were performed to characterize hydrologic properties of the overburden strata. Coreholes were drilled above the study area to determine lithologic and strength characteristics of the overburden strata using the rock samples collected. Electronic recorders were installed on all monitoring wells to continuously monitor ground water levels in coordination with mining of the longwall panels. A combined finite element model of the deformation of overlying strata, and it&apos;s influence on ground water flow was used to define the change in local and regional water budgets. The predicted effects of the postmining ground water system determined by the model correlated well with field data collected from the field site. Without an infiltration rate added to the model, a static decrease of 3.0 m (10 ft) in water level would occur due to mining of both longwall panels and if an infiltration rate was inputted in the model, no predicted long-term effects would occur to the ground water system.

Cement kiln dust (CKD) is a waste product generated at the rate of 4 to 12 million tons per year in the United States. The dust has considerable resource potential as a neutralizer for coal mine waste effluents and as a lime substitute in the agriculture and construction industries. However, little information has been published on the composition and characteristics of CKD, and a concern arose over the potential environmental effects of the waste when an analysis of a single sample from West Germany revealed lead and zinc concentrations of 5,620 µg/g and 16,200 µg/g, respectively. This paper reports determinations of heats of formation (from the oxides and elements) of crystalline cadmium metasilicate and crystalline lead meta-silicate by hydrofluoric acid solution calorimetry. The results, in conjunction with known entropy values, yield free energies of formation. There are no earlier data of this type for cadmium metasilicate. The results of this investigation for lead metasilicate deviate from the literature values (which are less reliable) in the direction of increased thermodynamic stability. Both cadmium and lead metasilicate are much less thermodynamically stable with respect to their constituent oxides than are the corresponding compounds of the alkaline earth metals.

The National Institute of Occupational Safety and Health has classified diesel exhaust as a potential human carcinogen. Though standards for diesel particulate matter (DPM) in the work place have not been established, concern for the health of miners is prompting mine operators to consider methods for reducing worker exposure to diesel exhaust. Approach One of many methods for reducing DPM being investigated by the Bureau of Mines is the use of additives in diesel fuel to improve combustion. Research Results Three fuel additives have been tested in Caterpillar and Deutz diesel engines which are similar to types used in underground mines. One iron-based additive containing ferrous picrate had no effect on emissions. A second iron-based additive containing ferrocene reduced DPM between 5 and 45 pet depending on engine operating conditions. The 37-pct reduction for an 8-minute duty cycle, which includes a wide range of transient loads and speeds, is considered to represent in-mine performance.

Thirteen miners died as a result of 2 explosions in the Jim Walter Resources No. 5 mine near Brookwood AL in September 2001. Both explosions were ignited in intake air entries, and both were probably ignited by electrical equipment. With few exceptions, permissible equipment is not required in intake air entries of US underground coal mines Researchers with the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory. studied the electrical equipment ignition sources for the Brookwood and other w disasters to develop recommendations for preventing similar disasters Adherence to National Electrical code® requirements for flexible cords installed in hazardous (classified) locations may have prevented the second massive Brookwood explosion. The 30 CFR Part 7 requirements for battery assemblies should be reevaluated, taking into consideration United Mine Workers of America recommendations and the Zone 1"increased safety" standard requirements for battery assemblies, Class 1 Division 2 or Zone 2 explosion protection techniques are recommended for intake air equipment so that they do not present a methane air ignition source under normal operation before mine power is shut down during emergencies Battery powered circuits intake air that are likely to remain energized during emergencies should be protected by more stringent protection techniques, to protect rescue/recovery personnel. Use of Salamon&apos;s stability criterion in underground mine design can prevent the occurrence of catastrophic domino-type pillar failure. Evaluating the criterion requires computation of the local mine stiffness and knowledge of the post failure behavior of pillars. This paper summarizes the status of the practical use of this important criterion and suggests important research to improve our capabilities. Analytical and numerical methods are used to compute the local mine stiffness. Work to date in computing local mine stiffness relies mainly on elastic continuum models. Further work might investigate local mine stiffness in a discontinuous rock mass using alternative numerical methods. Existing post failure data for coal pillars are summarized, and a simple relationship for determining the postfailure modulus and stiffness of coal pillars is proposed. Little actual postfailure data for noncoal pillars are available; however, numerical models can provide an estimate of post failure stiffness. Important factors controlling postfailure stiffness of rock pillars include the postfailure modulus of the material, end conditions, and width-to-height ratio. Studies show that the nature of the failure process after strength is exceeded can be predicted with numerical models using Salamon&apos;s stability criterion; therefore, a method exists to decrease the risk of this type of catastrophic failure. However, the general lack of good data on the postfailure behavior of actual mine pillars is a major obstacle. Additional back-analyses of failed and stable case histories in conjunction with laboratory testing and numerical modeling are essential to improve our ability to apply the stability criterion.

Improve the safety of roof bolting machine operators working in underground coal mines while maintaining or improving efficiency of the roof bolting operation. Approach The Bureau of Mines funded research under contact to develop equipment that would assure greater safety in drilling holes and installing roof bolts. The research led to the design and fabrication of a roof-boiling machine that allows its operator to per-form drilling and bolting tasks while under permanently sup-ported roof or canopy protection. How the Prototype Works The major components of the remote-control roof bolter are a flexible-shaft drill that provides continuous drilling capability without the need to Stop to add drill extensions for long holes; a roof-bolt inserter that can bend a longer-than-seam height roof bolt into the drilled hole; and a roof-bolt lifter/torquer that completes insertion of the roof bolt into the hole and torques it to the desired tension.
