Determine the minimum waterflow rate needed for effective control of dust produced by cutting machines used to mine water-soluble ores. Approach Conventional wet-bar cutting techniques were studied to evaluate their dust control performance, and the optimum water flow needed for dust suppression was determined. Wet-bar type cutting techniques are used to help control mine dust by keeping the cutting chain wet. As the chain cuts the kerf, it dampens the dust produced by the cutting action at the point of generation. The Bureau, under contract, evaluated three basic wet-bar techniques, as shown in the diagram: water-trickle system A uses a gravity-feed or low-pressure (less than 50 psi) pump to send water through the bar and to discharge it at the bar tip. Water-spray system B uses a low-pressure spray nozzle located at the front of the cutter head. For protection the nozzle can be located within the cutter

"A complete list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1947, was published as Information Circular 7432. 3/The present list is a supplement thereto that includes all of the equipment approved during the calendar year 1947.The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7432 showed six air compressors on the active list; two additional compressors, Nos. 7 and 8 in this category, were approved during 1947.Items 2 and 7, unmounted loader and power unit, respectively, under Loading and Conveying Equipment, item 2, rubber-mounted mining machine and item 8, distribution box, appear in Information Circular 7432. They are repeated to show that approvals of these four equipments were extended to cover an additional voltage rating which requires material change in design.Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. This circular is published so that the industry may be kept informed as to the many types of machines, devices, and lamps that are available for reducing explosion and other hazards incidental to coal mining. INTRODUCTION It's a pleasure to be with you and to share in this opening session for the 27th Annual Institute on Mining Health, Safety, and Research. As we come together today, I would like to reflect for just a moment on the past Institutes. Much of the progress in Mine Health and Safety has been the subject of presentations and discussions at the previous Institutes, either by identifying the issues, proposing techniques to overcome the problems, or presenting new findings to address important issues for the mining industry. May I extend our thanks and congratulations to VPI and to the planners and organizers of all of these Institutes for their important contributions to our mutual goals of improving mine health and safety. In the time available today, I would like to accomplish two objectives: 1. Provide my assessment of the current status of the Mining Health and Safety Research Program; and 2. Share with you the continuing need and direction for the Mining Health and Safety Research. MINE HEALTH AND SAFETY RESEARCH TODAY Mine Health and Safety Research was conducted formerly at four geographical locations within the USBM, specifically: Pittsburgh, Spokane, Twin Cities, and Denver. Although the Twin Cities and Denver Centers were closed, we have been successful in relocatingfmaintaining much of the core competencies to conduct a responsive, multidisciplinary Mine Health and Safety Research Program. The current staff at Pittsburgh and Spokane directed toward Health and Safety Research totals 397. This includes Lake Lynn Laboratory, about 60 miles southeast of Pittsburgh, where large-scale mine fire and explosion research is conducted. With the closures and transition we have worked to maintain the core competencies necessary to address Health and Safety issues. In some cases we have made arrangements to provide the requisite core competencies through external organizations. An example is the reassignment of the diesel particulate instrumentation capability from Twin Cities to Pittsburgh. In the case of diesel emission control, due to the cost of relocating laboratories and the lack of the appropriate skills at Pittsburgh or Spokane, the emission control laboratory is now being operated in Minneapolis through a contractual arrangement with the University of Minnesota.

Develop a 22-ton capacity temporary mine roof support light enough to be easily lifted and transported manually from one place to another. Approach Several potential approaches were investigated in developing a new temporary support. An all-hydraulic, high-strength aluminum design was chosen as the best. The support was designed, fabricated, and tested in several mines. The first units, built for 6- to 8-foot seam heights, have a load- bearing capacity of 22 tons, and weigh only 55 pounds. How It Works The lightweight hydraulic support is designed for use in any temporary support situation in place of wood posts or steel mechanical or hydraulic supports. This includes use prior to roof bolting in room and pillar mining and in longwall development sections, use as head and tailgate supports for a longwall, and use as turn posts and breaker posts in retreat mining operations. Designing coal pillars to provide resistance against overburden and gob loads has long been an aim of rock mechanics engineers. This requirement has become more imperative as greater overburdens are encountered and when mining in stiff coal-bearing strata. Current design procedures rely on theories of coal pillar behavior that take into consideration a common hypothesis. This hypothesis states that the elastic core is surrounded by an inelastic yield zone. The distribution of stress at low-to-moderate pillar loads has been effectively defined by this hypothesis. However, it suffers greatly when applied to large width-to-height (w/h >lo) coal pillars under considerable overburden (>500 m) . In these situations, the hypothesis says the elastic core can achieve unrealistic stress states giving the pillars extremely high calculated strength. A growing body of field studies has shown this is not the case. It has become clear that same other mechanism must be involved. It is the purpose of this paper to discuss the importance of an interface slip mechanism between the coal- bed and the surrounding strata in controlling the extent and pattern of stresses and deformations in a coal pillar.

This report describes three cases of carbon monoxide (CO) poisoning in a manhole, including one fatality, from CO migrating through soil after nearby use of explosives. A municipal sewer project involved installation of new pipes and manholes. Work of the general construction contractor was interrupted when a subcontractor detonated 265 pounds of nitroglycerin-based explosive 40-60 feet south of the manhole to break up underlying rock. A construction worker who descended into the manhole 45 minutes after the explosion collapsed within minutes, and two co-workers descended into the manhole to rescue him. One rescuer retrieved the unconscious worker, and the other rescuer died in the manhole. All workers had elevated carboxyhemoglobin levels. In the subsequent NIOSH investigation, air monitoring was conducted with real-time instruments, and air samples were collected in Tedlar bags. Laboratory analyses of the bag samples collected near the bottom showed 1905 parts per million (ppm) CO, 19.5% oxygen, and 3% carbon dioxide. Direct reading instruments showed progressively higher concentrations as the sensor was lowered into the manhole. Subsequent chamber tests on sample explosive yielded 27 liters CO per kilogram detonated. Based on this value, the surface blast at the construction site may have produced about 3,250 liters (114.8 cubic feet) CO. The CO in this incident most likely was released from the nearby explosion and migrated through soil and fractured rock into the manhole. The blasting and construction industries should be made aware of this previously unrecognized CO exposure hazard associated with surface blasting. The extent of CO exposure from explosives used in construction is not known, and additional information on the extent of CO exposure must be collected. In addition, confined space entry procedures (including monitoring confined space atmospheres before entry) should be observed; CO monitoring of confined spaces in the presence of blasting can prevent future incidents such as this one.

Provide a more efficient method of cooling hot working environments in deep mines than is possible with single stage spray coolers or cooling coil heat exchangers. Approach Pass warm mine air through several stages of horizontally oriented water sprays fed by the chilled water supply of the mine. How It Works This concept extends the capabilities and potential applications of the coolers described in Technology News nos. 71 and 93. In this multi-stage design, hot ventilation air is cooled while passing through horizontal water sprays. Air enters the cooler through a diffuser section which slows the airflow and distributes it evenly across the cooler with a minimum of pressure drop. This ensures uniform exposure of the warm air to the cool water and consequent high thermal efficiencies. In the three-stage cooler shown, cold mine service water is sprayed from the first water stage manifold on the downwind end of the cooler. Slightly warmed water from this spray stage is collected in a sump, pumped and then resprayed through the second stage manifold. The process is repeated again for the third-stage. An overall counterflow heat exchange effect is thus achieved by exposing the hottest incoming air to the warmer, third-stage water spray first and to the coldest, first-stage water spray last. Wave plate eliminators can be employed between stages of water sprays to increase thermal efficiency or at the outlet to minimize the water discharged into the mine ventilation air. The Bureau of Mines investigated coal-mine-type short-delay electric detonators marketed by three domestic manufacturers to determine the accuracy of delays and the probability of overlap between adjacent de- lay periods. The Winzer index was computed and compared with the probability of overlap. A close agreement between the Winzer criterion and overlap probability was demonstrated. A permissible blasting unit capable of delivering a maximum firing energy of 4.0 J and a digital oscilloscope were used to measure the delay time with an accuracy of 20.25 ms. Another oscilloscope and a pulse transformer were used to record firing current. Experimental data indicated negligible overlap probability in detonators of shorter delay periods: periods 1 to 4, which correspond to 25 to 250 ms. However, a significant probability of overlap was detected in some detonators of longer delay periods: periods 5 to 9, which cor- respond to 300 to 500 ms.

To minimize support costs and to improve ground control by improving wood-crib design and utilization through the development of engineering methods that will match the placement and performance of the wood cribs to the load conditions imposed by the mine environment. Background While wood cribs are used extensively to stabilize mine openings, their utilization is often based on historical practice or trial-and-error rather than on engineering design. This has led to conservative crib utilization where more capacity than is necessary is employed or inadequate capacity is provided when mine conditions worsen. Critical design parameters, such as the stiffness of the support structure, are often ignored. Optimum crib design and employment is becoming increasingly important as the utilization of wood cribs increase due to the growth of longwall mining, and as the cost of wood continues to rise. A single longwall operation will spend as much as a million dollars per year on the support of the gate roads.

For several years, researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) have been using geotechnical instruments in underground mines to study ground control problems and develop means of reducing accidents and fatalities caused by ground falls. This paper describes many of the different types of instruments, sensors, and data acquisition equipment that have been used for these studies; briefly explains the advantages and disadvantages of various sensor technologies; provides practical recommendations regarding the use of specific instruments and data acquisition systems; and outlines a general approach to the design and implementation of a successful instrumentation plan. A wide variety of instruments are commercially available for measuring deformation, strain, stress, and/or load. If used correctly, these instruments can provide important quantitative information regarding the mining-induced behavior of the host rock, the performance of ground support systems, and the safety and stability of underground workings. Data collected from these instruments can warn mine staff of impending ground control failures or hazardous working conditions, as well as provide valuable information for the design of ground support systems and the configuration and sequencing of mining excavations. We hope that the practical information presented in this paper will encourage a more widespread use of geotechnical instruments in underground mines and lead to reliable measurements that aid the engineering decisions affecting the safety of miners.

Only limited work has been reported in the literature about the use of latex in soil. Unisol 91 2,3 (a 9:l oil-latex emulsion made b International Synthetic Rubber Company) and Phil1ips Petroset4 geotechnic emulsions are surface soil stabilizers which penetrate a maximum of two inches, but do not reduce permeability. Diamond Alkali 5 found that styrene-butadiene rubber latex as a one percent latex-soil mixture reduced permeability to 0.7 from 21 feet per year under a head of twenty feet of brine. We have found no literature reference for use of latex as sealant at depth in the soil, although asphalt has been applied at depth using civil engineering methods6,7. Most of the materials investigated as soil sealants in the present work were latexes, although some studies were also conducted with a variety of inorganic and organic chemicals. Of the latexes tested, most were rubber but a few were plastic, e.g. polyvinyl chloride. Sealants examined in this investigation are listed individually in Table I with supplier, code number, and other pertinent information. The materials consisted of the following general classes with additional details as indicated: 1.Anionic latexes: a. styrene-butadiene copolymers and terpolymers (SBR) b. butadiene-acrylonitrile copolymer (Paracrils®) c. polyvinyl chloride homopolymers and copolymers (WC) d. ethylene-propylene terpolymer e. vinyl acetate homopolymers and copolymers (VA) f. acrylics (acrylate copolymers) g. 2-chlorobutadiene homopolymer (chloroprene) (prepared specially as cationic material coagulated by soil). 2. Water Soluble polymers: a. polyvinyl ether b. methylcellulose c. polyethyleneimines d. polyacrylic acid homopolymer e. copolymers and terpolymers with acrylic acid types (water soluble as sodium or ammonium salts) f. alginates g. monomers (for polymerization in soil, e.g. acrylamide)

To prevent injury to miners caused by violent whipping of mining machine trailing cables. Approach: The hydraulic cable controls are adjusted to reduce whip by visual reference of the cable sag to the height of the cable guide. How It Works: The cable sag is adjusted by visually estimating its height above the ground, at a specific reference distance behind the machine. This reference distance is measured horizontally back from the point where the cable leaves the cable guide. The Reference distance is 2H where H equals the height of the cable guide above the floor. See Figure 1. Cable sag should be less during rewinding than during unwinding. During cable unwinding, the cable height (at the refer¬ence distance) should equal 1/31-1. During rewinding, the cable height should equal ½ H. Field tests were made on several manufacturers' equipment after adjusting cable sag as above. Cable whip was greatly reduced for all, and whip was almost eliminated on a shuttle car equipped with a Joy Manufacturing Company 500108-104 cable reef and the newer (nonporous) shuttle valve. The following directions are for adjusting cable sag on a shuttle car equipped with a Joy Manufacturing Company 500108-104 Cable Reel equipped with the newer shuttle valve. Cable sag can be adjusted on machines equipped with other cable reels and valves by referring to the manufacturer's manual and making the appropriate cable valve adjustments.

The systems contributing to the cost analysis, and the flow of data input and output related to these systems, are brought into focus in Figure 6. The various sub-systems of the Master Design Simulator provide the raw operating data basic to the cost model which, operating independently, accumulates the raw input, assigns costs to this data by standard or modified costing procedures, manipulates the costs into standard formats and outputs the data for managerial evaluation. Cost Modeling Direct costing methods are not complex in the sense that elemen¬tary arithmetic is employed using the same basic relations for each cost category. The basic cost model relations described above are illustrated in Figure 7. The greatest difficulty encountered in the transition from a dy¬namic systems simulation model to a costing model is the time frame of the input and output data. Dynamic simulation models utilize a small time increment, on the order of seconds or fractions of seconds, to analyze system operations and interactions. On the other hand, for cost computation and reporting, the smallest relevant time unit is the shift, with reporting periods expanding to days, weeks, months, and years. Complications arise in the accumulation of data for the various report periods due to the use of the Gregorian calendar by modern so¬ciety. The potential for simulation for the life of the mine, possibly in excess of 50 years, increases the complexity of the costing process

The effect of wind speed upon aerosol penetration into an idealized enclosure was studied The idealized enclosure was a painted plywood box that was 1 2X1 2 XI meters in volume Two fans supplied 1 7 m3 /min of filtered air to this enclosure at a static pressure of 2 8 mm of water The enclosure had a 7 5 cm diameter vent port which was isolated from the air flow around the enclosure To simulate holes in real enclosures, three 16-cm diameter holes were drilled on the front and back sides of the enclosure This simulated enclosure was placed in a tunnel-like structure The air flow from an ultra-light air craft was directed at the front of the enclosure The air speeds were varied between 14 and 36 km/hr as measured by rotating vane anemometer Static pressure in the enclosure was measured with an electronic manometer Two optical particle counters measured the particle number concentration of particles between the 0 35 to 0 5 µm inside and outside of the enclosure Aerosol penetration into the enclosure was computed as the ratio of the aerosol concentration inside the enclosure to the concentration outside of the enclosure The enclosure static pressures measured increase from 2 8 to 3 4 mm of water (P=00001) Aerosol penetration into the enclosure increased linearly with air velocity above 20 km/hr Theoretically estimated penetrations were correlated with observed penetration into the simulated enclosure When simple linear regression was used to model the observed penetration as a function of the estimated penetration, the value of the slope was 0 69±0 12 and the P value for the regression model was less than 0 0001 These results indicate that enclosure static pressure needs to be higher than the wind's velocity pressure in order to minimize aerosol penetration into these enclosures

"Previous Work:As outlined in previous papers* ond clays for graphite crucibles have been tested at the plants of the Detroit Lubricator Co., and the Detroit Copper and Brass Rolling Mills, Detroit, Mich.These tests indicated that there were two American clays (Missouri pot clay and Illinois kaolin) that tested better than the Klingenberg (German) clay. Dorset (English) ball clay was tenth in the list.Making the Crucibles:After it had been determined that American clays can be used successfully in graphite crucible manufacture and service, the next step in the investigation was to determine the value of American graphites as compared to the foreign, These final tests were carried out at the plant of the Detroit Lubricator Co., through the courtesy of Mr. G. B. Duffield. The crucibles, as previously. were made at the plant of the Vesuvius Crucible Co., Swissvale, Penna., from a formula compiled by the Bureau of Mines and under the supervision of Bureau engineers.The graphites to be tested were given an initial to indicate their source. The number of crucibles made and shipped are set forth in Table 1."

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

Bulk carriers, freighters, and tankers are the three classes of seagoing vessels engaged in transporting mineral commodities. However, vessels in these classes are not exclusively devoted to mineral commodity transport. Bulk carriers move considerable tonnages of agricultural products as well as crude minerals, their concentrates, mineral fertilizers, and the like. Freighters, owing to their great variety, can be devoted wholly to hauling mineral products or wholly to nonmineral goods, as well as carrying mixed mineral commodities and nonmineral commodities. They include general cargo ships, full container ships, partial container ships, roll-on/roll-offships, and barge carriers. Tankers, although largely engaged in moving crude oil and refinery products, also transport liquid chemicals, molasses, wine, liquefied natural gas, and other fluids. Although physical characteristics of vessels such as size, draft, crew requirements, type of propulsion system, ratio of gross tonnage to cargo tonnage, and fuel costs have undeniable influences on shipping industry performance, problems of and changes in the quantity and types of materials moved also significantly affect the shipping sector of the world economy, and thus have a bearing on the minerals sector of that aggregate. Unfortunately, comprehensive global data reflecting changes in these critical variables are not published.

"INTRODUCTION The Big Four fault and the Sandy Creek fault, with several cross faults, traverse the Stalion-Curnel fluorspar prospect in a northeasterly direction. The Big Four mine, about three-quarters of a mile northeast of the prospect, is the only active mine in the immediate area.A resistivity survey was made of a portion of the prospect by the Division of Geophysical Exploration, Bureau of Mines, in May and June 1946. As a result of this survey, five holes were drilled by the Bureau of Mines during the period from October 8 to December 16, 1946. Two Longyear No. 12 Junior Straitline diamond drills were used for the work.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. 1.In 1972 over 595 million tons (51+0 million metric tons) of bituminous coal were mined; 49% of this tonnage was obtained by surface mining methods. Authorities have predicted that the tonnage of surface mined coal will increase in the future, especially since oil and gas resources are becoming limited. 2. Demands for clean air have increased mining activities in the low-sulfur coal deposits in the West. Pollution problems arising from these operations will be considerably different than those found in the East. The deposits are located in arid to semi-arid regions. Coal seams are generally aquifers and are a principle source of fresh water. Therefore mining may result in alteration of groundwater distribution patterns by aquifer disruption. In general, pollution problems associated with western mining are not well characterized. 3.Since any disturbance of the surface will alter the environment in the vicinity of the disturbance, pre-mining planning is a prerequisite to any environmentally successful surface mining operation. If properly carried out, the adverse social, economic, and environmental effects of coal surface mining will be minimized. Certain land areas will be unsuitable for surface mining where: a.Reclamation is not physically or economically possible. b.Mining is incompatible with existing land use plans. c.The proposed mining area is of critical environmental concern. Core drilling is the most satisfactory method of obtaining accurate information for pre-mining planning. 4. Unaccountable strip mining in the past has created problems that are still present today. Contour mining methods that involve the indiscriminate dumping of overburden on the downslope is one of the largest single sources of sediment from strip mining. However, land disturbed by strip mining can be reclaimed. Techniques have been and are being developed by which mining and reclamation are integrated into a single operation. Mountain top removal, head-of-hollow fill, and block cutting are examples in contour surface mining. These methods drastically reduce pollution problems associated with contour stripping.
