Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

It is an honour to be invited as a speaker to this ICCR conference and a pleasure to be with you here in South Africa. I have been asked to talk about the competitiveness of coal versus other energy alternatives. Coal supplies nearly one-quarter of the global primary energy. Its most direct competitors are gas, nuclear and renewables. Oil is predominantly for transport fuels. Fuel oil is competitive with coal when crude is below its long-run average price and has some niche opportunities. But I will confine my comments to nuclear, renewables and particularly natural gas as the most potent current competitive threat to coal. Competitiveness is more than just cost and price; there is environmental acceptability, security or reliability and increasingly image. These factors are more of a spectrum than discrete issues. Dollars and cents remain the key issue for competitiveness but one must recognize the impact of politics in sustainable development and energy security.

The name FISH (Fully Integrated Sort House) refers to a class of technology deployed at Jwaneng Mine final diamond recovery. The FISH concept is based on three pillars, namely: ?Improved sorting efficiency FISH is based on laser technology, which is more efficient than hand sorting for certain product categories. Laser sorting is based on measuring in-elastically scattered light from molecules and this is referred to as Raman spectroscopy. The Raman scattered light occurs at wavelengths that are shifted from the incident light by the energies of molecular vibrations ?Availability of production information Roller gap diamond size distribution information is generated on line for upstream process optimization ?Improved product security A ?hands-off? philosophy reduces security risk during operation and maintenance of the plant. In addition, a number of lessons were learnt about the application of new technologies in the industry: ?The required human competency profile demanded by new technology should match the available competencies of the operational staff ?An integrated information management system should be fully functional for both production management and diamond control purposes ?Operational feedback must be correctly evaluated to identify design, maintenance, training and operational issues so as to accelerate the maturity of the new technology within the time span of the sustainable operations project ?Project execution and technology maturity risks have to be evaluated and married to ensure risk mitigation by means of suitable project resource and contracting model selection.

When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progresses to make in that direction, although improvements usually pay for themselves very quickly.

Please allow me the temerity to reply to your reply to my contribution as follows: A fracture is brittle if plastic deformation is absent or, conversely a fracture is ductile if plastic deformation is present. Consequently, brittleness is specified by the degree of plastic deformation at fracture. This is the generally accepted definition. If other material properties (e.g. the quorient or the product of the uniaxial compressive and tensile strengths) under certain conditions are influenced by brittleness, or brittleness by them, these should not be called brittleness. If the one or the other author does that, he simply uses imprecise language. Even your remark, that ?Inyang and Pitt (1990) stated that the ratio of the compressive strength (sc/st) is directly proportional to brittleness?, confirms that the two quantities are not considered the same. For example:? The well known definition that a material is linear?elastic if the strain is directly proportional to the stress?does not mean that stress (measured in MPa) and strain (measured in %) are the same thing.

The transmission of excessive vibration to the human body can cause physical stress that may result in crippling pain or permanent disability. Rock drills are known to transmit high levels of vibration that are difficult to attenuate through conventional approaches to vibration isolation. However, it can be shown that once the ISO frequency weighting has been applied, most of the vibratory effect of the rock drill?s motion is concentrated at the drill?s operating frequency. This observation opens the way for utilizing a concept known as vibration absorption, aimed at attenuating the rock drill?s vibration. In essence this entails using the inertia of a secondary vibratory system to counteract the motion of the handle. This article documents an investigation into the use of such an absorber for attenuating rock drill vibration and demonstrates the feasibility of such an approach. A mathematical model of such an absorbing handle was developed and used for design studies. Based on these investigations an experimental prototype model was manufactured and tested. A significant reduction in vibration levels could be achieved.

A new hydrogen production process, named the HyPr-RING, has been proposed. Fundamental concept of the HyPr-RING is integration of water carbon reaction, water-gas shift reaction and CO2 absorbing reaction in a single reactor. Firstly, thermodynamic analysis was done to judge the possibility to realize the process. It was found that high pressure and temperature condition, such as 20 MPa and 1000 K, is required to promote this integrated reaction. Next, experimental verification of the new process was done under the high pressure and temperature reaction conditions. As the results, integration of above three reactions in a single reactor can be done successfully and produced a large amount of hydrogen as estimated by thermodynamic analysis. Experiments showed that organic materials including coal, heavy oil, biomass, plastics can be used in this process. In the gaseous phase, no pollutants such asH2S, SO2, COS are detected so that gas cleanup system is not required for power generation when this process is used. Finally, a process design was made to estimate process efficiency. Theoretically, 1 mole of carbon can generate 2 moles of hydrogen and cold gas efficiency of this process estimated as more than 80 per cent. This Technical Note was presented as a poster at the Western Cape Mineral Processing Symposium held in August 2001 The cleaning of fine coal (-1000 µm) in today?s coal preparation plants is an economically important factor. Coals with high ash contents are, in general, commercially undesirable. Current well-known techniques for treating fine coal include froth flotation and spirals. The primary critical factor with regards to spirals is the efficiency of the process whereas that of flotation, is the cost of there agents used. Research into enhanced gravity separation techniques has resulted in several commercially available enhanced gravity separators. This project was based on a preliminary investigation into the feasibility of one such separator, to effectively treat fine (-500 µm) coal. Experimental variables included particle size and speed of rotation of the said instrument. The performance of the separator was compared to the results obtained from liquid density separations done for the two coal fractions evaluated. From the results obtained in this preliminary study it appears that the piece of equipment investigated does not measure up to expectations. Recommendations for further investigation include the evaluation of the instrument on other South African coals to obtain conclusive results.

The aim of this investigation was to study the influence that varying production rates have on iron sinter quality. This was done by performing sinter pot tests at different pressure drops over the sinter bed, namely 11 kPa and 15 kPa (for 500 mm total bed depths). During each of the sintering processes temperature-time profiles were recorded of the top, middle and bottom layers of the sinter bed. On completion of the sinter process the sinter cakes were divided into top, middle and bottom layers. The physical properties of each layer were subsequently characterized by performing a tumbler test and a sieve analysis. A comprehensive mineralogical study was also conducted on each layer. This study revealed that sinters of similar cold strength could be produced under the examined production rates. However, a higher production rate was accompanied by an increased amount of fines. The cold strengths of both sinters significantly increased from the top layer to the bottom layer of the sinter bed. This strength variation is not related in any simple way to the phase composition. TauTona Mine (the renamed Western Deep Levels East) is using a longwall mining method with stability pillars to extract the Carbon Leader Reef at a depth ranging from 2097 metres to 3456 metres below surface. Seismic activity and the complexity and hazards associated with negotiating geological features at great depth pose the most severe hazard to deep level gold mining in South Africa. It impacts negatively on safety and the profitability of the mining. The critical success factors in longwalling at depth are: ?Sound mining strategies and face shape control ?Ensuring follow behind development infrastructure is kept up to date ?Support system design as a strategy to effectively limit the serious effects of damaging seismicity. This paper describes the following: ?Implementation of the required mining strategies ?The evolution of a new stope support system and problems associated with its development and implementation. How this support system was adapted for the successful negotiation of major geological features with known seismic potential and problems encountered ?Current initiatives to optimize follow behind development infrastructure ?Current initiatives in designing a new gully support system and problems experienced with its development and implementation. Finally, this paper will deal with the way forward, briefly covering areas like the above-mentioned gully support system, the proposed phased introduction of technology, and the use of alternative mining layouts.

The Rhodax inertial cone grinder, designed by France?s FCB Group Fives, is the result of three years, theoretical and mechanical research in the field of compression grinding by the research staff of FCB?s CRM minerals research centre. A number of potential uses have been assessed and will be discussed in the paper. The crusher is an inertial grinder that works on the pressurized bed fragmentation principle. The fragmentation force is caused by the rotation of unbalanced masses rather than by an eccentric mass, as is the case in a conventional crusher. This makes it possible to achieve very high reduction ratios. By controlling the speed of rotation of the unbalanced masses, the grinding force can be modified, thus changing the product size distribution. The paper describes the machine layout, operating principles, control parameters and will briefly describe the results obtained on reef, waste and ROM reject pebbles. Some comparisons are made with conventional crushing.

It is well documented that a significant amount of the new PGM (Platinum Group Minerals) production that is coming on stream now, and over the next few years, is to come from the UG-2 reef. Clearly the reservations, or perhaps the perceived reservations, attached to the processing of this ore are no longer there. What were the metallurgical issues that delayed the exploitation of the PGM values from this reef? Traditional furnaces treating Merensky concentrates were not able to accept the concentrate produced from a UG-2 plant due to the relatively high chromite content of this product. The chromite reports to an insoluble spinel phase that accretes in the furnace, resulting in the necessity to shutdown and dig the furnace out periodically. This was clearly not an attractive economic option, so producers stayed away from it in the early days. The Merensky ore had all higher base metal credits anyway, and you needed them to get a matte fall, so there was no driving force to look seriously at the UG-2 reef. Platinum demand at this time could be easily met from the Merensky ore, so the motivation to tackle more complex ores was not there. The low price of PGMs meant that these operations were not particularly profitable and there was little effort directed at improving the operations. Concentrators were generally not run very efficiently and the emphasis was on cost reduction through increasing milling rates.

In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

A prediction model, developed by Central Mining Research Institute (India) for evaluation of fire risk rating of underground coal mine panels in bord and pillar working in respect of their proneness to spontaneous heating, is presented in this paper. The concept used in this model is innovative and user friendly. This model may be applied to a panel where extraction is carried out using any of the techniques: i) depillaring with formation of small pillars as final operation, ii) extraction by broadening of galleries, iii) depillaring with hydraulic sand stowing, and iv) depillaring with caving. Here, major fire risk parameters are short-listed and divided into three broad groups in accordance with the nature of their contribution to the spontaneous heating of a mine panel. The paper describes the procedure for estimating the fire risk rating of individual groups using separate objective type models developed for this purpose. Then it evaluates the overall fire risk rating of the panel by combining the fire risk ratings of all the three broad groups. The model is tested with the field data collected from different collieries spreading across the country and with the laboratory data for critical assessment of fitness. This study investigates the enrichment of a low-grade colemanite concentrate (-3 mm) using a Knelson centrifugal gravity concentrator. Due to its low boron content, the concentrate is unsaleable and has to be stored under appropriate conditions to avoid potential environmental problems. The low-grade colemanite concentrate was comminuted to size fractions of-1 mm, -0.5 mm, and -0.15 mm before treatment in the Knelson Concentrator. The effects of particle size, fluidizing water velocity, and bowl speed on the enrichment process were examined. The B2O3content of the concentrate was increased from 33.96% to a maximum of 45.52%. B2O3recovery increased with increasing bowl speed and particle size, and decreased with increasing fluidizing water velocity. The enrichment process also rejected arsenic and iron to some extent, with a maximum reduction of arsenic from 1360 g/t to 765 g/t and iron from 0.88% to0.33%.

The data base of failed pillar cases as used by Salamon and Munro (1967) in their original analysis to determine the strength of coal pillars empirically, has been updated for this study. It is shown that the Vaal Basin and Klip River coal fields exhibit similar behaviour that differs from the failures in other areas, i.e. failure at high safety factors within a short period of time. Those collapse cases have been omitted from the new data base. Failures in the other areas that occurred after 1967 have been added. Using a technique to minimize the area of overlap between the populations of safety factors of failed and intact pillar cases, the new data base was re-analysed in conjunction with the original Salamon-Munro data base of intact pillar cases, from which the cases in the areas of weak coal were likewise eliminated. It was found that a linear formula reduced the overlap area by22%. The new formula predicts higher strength for pillars with a width-to-height ratio greater than approximately 2.0 to 3.0 and a lower strength for smaller pillars. It was also found that in order to obtain the same relative measure of stability as with the Salamon-Munro formula, the strength constant in the new formula should be within a range of 2.8 to 3.5 MPa. For most current South African coal mining conditions, using the new formula for pillar strength will result in leaving smaller pillars without sacrificing stability. The reason for this is that the Salamon-Munro formula under-estimated the strength of larger pillars and over-estimated the strength of smaller pillars. The new formula will thus result in improved reserve utilization without sacrificing stability.

Paper written on project work carried out in partial fulfilment of B.Sc. (Eng.) (Mining) degree As a partial fulfilment for the degree of B.Sc. (Eng) (mining) at the University of the Witwatersrand, a dissertation was to be completed in the mining industry. This was done at Finsch mine, with the purpose of determining the best solution to the required secondary breaking problem. In order to complete the study of the secondary blasting method available for use in the new block 4, cave mining method at Finsch mine the following problem statement was identified and solved ?The methods currently in use, for the secondary breaking of oversize rocks at their source in the current production levels, are to be investigated, and their applicability to the new block 4mining project determined?. To effectively achieve this problem statement above; time was spent researching and investigating, in depth, the methods that are currently in use at both Finsch and Koffiefontein mines; so as to gain practical knowledge of these. The methods were identified and independently evaluated, taking into consideration factors such as costs of the equipment, time to break oversize rocks, advantages, disadvantages, safety and labour requirements, etc. This in turn then allowed for a direct comparison between the methods and the decision as to the best to apply to the new block 4 production level. The methods that were investigated included: ?Concussion blasting, where concussion bombs and lay-on charges are used to break hang-ups and boulders. ?Drill and blast methods, where holes are drilled in large rocks and charged manually with explosives. ?Emulsion secondary blasting, which is a new project in use at Koffiefontein mine from African Explosives Limited. ?The Ro-BustTM breaking system, a hydro-fracturing breaking system. Once all the methods had been evaluated and compared it was found that the Ro-BustTM Breaking system was the most applicable for the breaking of boulders, with, the Emulsion Blasting System being used for hang-ups. Process mineralogy forms an integral part of geometallurgy, with ore body characterisation being but one piece of the puzzle in optimising value derived from ore. This value is not only financial, but importantly speaks to sustainability from environmental and social standpoints. The reactive approach of traditional process mineralogy is increasingly being replaced by predictive methods in the geometallurgical sphere, for which mineralogical information must be timeously acquired on judiciously selected sample sets to understand ore variability and its impact on orebody processing. Such processes are not only metallurgical, but must incorporate mining and waste management protocols. Dwindling resources like water and energy also demand innovative approaches for lowering consumption and/or promoting recycling along the value chain. Addressing such challenges relies on appropriate characterisation of ore behaviour under different process regimes. Coupled with this, emerging characterisation tools are increasingly applied to understand the mineralogy of unconventionallypresented and difficult-to-process ores to meet societal and technology demands. Such tools are often accompanied by the generation of large, computationally intensive datasets, for which data management and storage are key requirements, particularly when deciphering temporal trends in ore and process variability. This paper will elaborate on these themes with examples that highlight the importance of process mineralogy throughout the minerals value chain. The re-use of waste water from coal preparation plant tailings is always desirable, but is generally problematic in terms of solid-liquid separation. Dewatering and disposal of coal slurry at a high percentage of moisture poses a major technological and environmental challenge to mining and mineral processing industries world-wide. Characterization and flocculation of these coal tailings reveals that the separation of fine coal tailings depends on factors such as size distribution, slurry viscosity, zeta potential, pulp density, circuit design, plant operating parameters, and the behaviour of solid particles in an aqueous medium. The present study was carried out on -600 mm coal tailings collected from a coking coal preparation plant of Jharia Coalfield, India, using anionic flocculent. Characterization studies revealed that the zeta potential was highest (-44 mV) at a pH of 9.0, the size range of the particles was 1.1?700 m, and the average ash content was 62.57%. Flocculation studies were performed at different solid concentrations, pH values, and polymer dosages. The results indicated an efficient settling rate of 178.15 mm/min at 8% solid (w/w) at a flocculent dosage of 32.50 g/t solid. The turbidity of the clear liquid obtained was 7.42 NTU.
