Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

The simple act of taking a sample implies that someone will use the information contained in the analytical result to make a decision about a course of action. In the mining industry, the decisions may involve huge capital commitments for opening or closing a mine, or marginal tactical costs that involve deciding if a truckload of mineralized rock should be sent to the mill for processing, or the waste dump. Sampling is among the most fundamental activities in a mining operation, and this paper aims to examine some of the technical issues that can assist in ensuring that samples are representative and correct. Insights into the scale of variability require that we disaggregate sampling variance into its component parts and evaluate each one individually. The work of Pierre Gy in understanding the different sampling errors is the first step in establishing an optimal protocol. This must be followed by the appropriate measures to ensure the protocol is implemented such that minimal bias is introduced in the sampling process. Even with these insights the possibility exists for large unseen and hidden costs can accumulate in a mineral development because of sampling errors. These hidden costs arise due to misunderstanding of the principle factors that affect the size of sampling errors, such as the mass of the sample, the effects of splitting a sample to reduce the mass, and the influence of the nominal particle size. The handling of sample material without due regard to the sampling characteristics of the material being sampled is also a major source of sampling errors. The most significant problem is due to the influence of the so-called volume-variance effect. This effect is a consequence of the support effect and the information effect both of which relate to the difference in size at which samples are collected and mining blocks are extracted. The information effect is a function of the availability of data at the time that decisions are made about the destinations of mineralized rock, namely the mill or the waste dump. Implementation of appropriate sampling protocols in the mineral value chain remains a challenge throughout the industry. The growing understanding and deepening appreciation of sampling theory and methods means we stand on the threshold of a new era for implementing and understanding appropriate sampling procedures and protocols. In the interests of optimal development of the national patrimony it is suggested that standardization through the identification of structural problems and continuous improvement of mining processes be instituted at a national level.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

Electricity supply constraints in SA are increasingly challenging mines to operate more energy efficiently without reducing production output. Mining compressed air systems are well known to be operated inefficiently and are also a major power consumer. Two available and proven technologies can be applied on new and existing mines to replace or and optimise available compressed air facilities and achieve meaningful reductions in electrical power consumption; ? Hydro powered drilling and mining is significantly more energy efficient than compressed air and provides drilling rates that are twice as fast. ? Stope drilling systems using compressed-air or water drills allow further energy savings. The technologies are discussed and a broad strategy to selectively apply these them together is presented.

"A laboratory froth flotation experiment was conducted on a low-grade carbonatite copper ore sample obtained from Phalaborwa in the Limpopo province of South Africa. The sample was a homogenous hydrocyclone overflow which serves as the feed to the flotation cells at Palabora Mining Company (PMC). The sample has an average copper assay of 0.59% with predominant copper-bearing minerals being chalcopyrite, bornite and cubanite. The carbonatite nature of the ore comes from the high content of calcium (28.85%) and magnesium (6.84%) minerals. Collectors used were sodium diethyl dithiocarbamate and potassium ethyl xanthate alongside Senfroth 38 supplied by Senmin. The results showed that at 200 g/t mixture of collectors (50:50), an optimum grade of 8.03% Cu in the rougher flotation concentrate was achieved at 74% recovery, while during the second flotation, 24.65% Cu was obtained at 74.4% recovery using a Senfroth 38 dosage of 6 L/t with 100 g/t mixed (50:50) collectors. The particle size and pH value of the pulp played a significant role in that the mixed collectors performed efficiently at pH above 8.3 and at room temperature while particle sizes greater than 53 µm were well concentrated when compared with those of less than 53 µm. INTRODUCTION The need for copper ore concentration research is on the rise as a result of the depletion of deposits and the advent of low-grade copper ores. Although most copper ore deposits have other valuable minerals that support their economic extraction, the increase in technological innovations as regards copper usage and applications has increased the demand for copper. Several factors influence concentration results in a froth flotation column, of which the reagent used is most influential."

Phase equilibria have been determined experimentally for pseudo-ternary sections of the form ?MnO?-(CaO+MgO)-(SiO2+Al2O3) with a fixed Al2O3/SiO2 weight ratio of 0.17 and MgO/CaO weight ratios of 0.25 and 0.17 respectively for temperatures in the range 1473-1673 K. The primary phase fields present for the MgO/CaO weight ratio of 0.17 include manganosite (Mn,Mg,Ca)O; dicalcium silicate a-2(Ca,Mg,Mn)O?SiO2; merwinite 3CaO·(Mg,Mn)O·2SiO2; wollastonite [(Ca,Mg,Mn)O?SiO2]; diopside [(CaO,MgO,MnO,Al2O3)?SiO2]; tridymite (SiO2); tephroite [2(Mn,Mg)O?SiO2]; rhodonite [(Mn,Mg)O?SiO2] and melilite [2CaO?(MgO,MnO,Al2O3)?2(SiO2,Al2O3)]. For the section with MgO/CaO weight ratio of 0.25 the anorthite phase (CaO·Al2O3·2SiO2) is also present. The liquidus temperatures of ferro- and silico-manganese smelting slags have been determined. The liquidus temperatures at low MnO concentrations are shown to be principally dependent on the modified basicity weight ratio (CaO+MgO)/(SiO2+Al2O3).

"A study of five commercially available solvent-extraction diluents in combination with three commercially available extractants under sub-Saharan African copper solvent-extraction conditions yielded intriguing results. A variety of physical and chemical property analyses showed that the diluents have some property differences, but overall the properties are similar and provide comparable solvent-extraction performance. Although each physical chemical property technique provides useful information, no individual test result suffices for prediction of diluent performance. Furthermore, a diluent should be evaluated within the conditions for which it is targeted to determine a true measure of performance. Overall, the diluents studied possess appropriate physicochemical properties for sub-Sahara Africa copper solvent-extraction conditions and can be utilized to achieve efficient, safe and reliable operations. INTRODUCTION Background Today, commercial SX diluents are available globally from a limited number of manufacturers. Production quality and consistency of these diluents have improved tremendously over the past 20 years. For example, diluent flash points have been increased incrementally to improve transport and handling while reducing fire hazards. In addition, properties have been successfully modified to minimize evaporative losses, ultimately reducing SX plant raw material costs. Diluent manufacturers have also focused on meeting performance requirements of SX plants, including eliminating components detrimental to SX operations, such as olefinic groups that can react with various species resulting in changing phase-disengagement properties over time, as well as ensuring that proper hydrocarbon components are present within diluent mixtures to maintain good reagent–metal complex solubility. These challenges have been met in the midst of ever-increasing stringent environmental regulations. Sub-Saharan Africa copper SX operations pose a unique set of conditions for diluents due to inherent ore compositions and the associated high reagent concentrations required for complete copper extraction. Chevron Phillips Chemical Company, LP has been manufacturing hydrocarbons and hydrocarbon-based diluents since the mid-80s, applying this experience to identify the physical properties considered crucial for proper performance in SX operations. This paper documents the findings of a study utilizing commercially available diluents in combination with extraction reagents commonly utilized in African SX operations to evaluate the relative performance of the diluents under sub-Saharan Africa copper SX conditions."

This paper highlights several management practices from the oil and gas industry to support the proposition that financial performance in the finite, non-renewable resource business relates more to upstream rather than downstream activities. Based on the analysis of nine oil and gas companies, this study supports a previous study involving fourteen mining companies that showed reserves growth is one of the main levers of value creation in mining. Interestingly, this study also finds that the oil and gas industry has been historically more profitable than mining. The reason, it is argued, is that oil and gas companies count on management practices that focus primarily on the upstream segments of the business, compared to the traditional downstream focus of mining. This paper delves into these ideas to conclude that what mining may need to improve its competitive advantage is a new organizational framework. Another conclusion is that the upstream management focus is vital not only for strategy formulation in the resource business, but also for policy formulation in economies based on the export of finite, non-renewable resources.

The current commodity boom is depleting the ore bodies at a rate not seen in the past. As the existing ore bodies get depleted, only the more inferior bodies are left for exploitation. This places an emphasis on beneficiation to upgrade the lower grade ore to high-grade feedstock for downstream processes. This paper discusses the role of dense medium separation in this quest for high-grade feedstock for the future. It covers the production and utilization of ferrosilicon and gives a future perspective of the technology. It concludes about the way ahead and the challenges facing the processing fraternity and mining industry.

Artificial neural networks (ANNs) have found their applications in the modelling of unit operations of mineral processing plants. In this research, laboratory-scale tests were conducted, using a three-inch diameter Mozley hydrocyclone. Main parameters included pressure drop at inlet, solid per cent, vortex and apex diameter were adjusted. The corrected cut size (d50c) and the flow rates of underflow and overflow were determined. Multi layers perceptron (MLP) feed forward network architectures were designed to predict the responses. The results showed a good correlation between experimental and network output, for corrected cut size and flow rates. The need to establish and harmonise methodologies to quantify air emissions, atmospheric dispersion and the consequences of air pollutants (especially hexavalent chromium) from the ferrochrome industry became important aspects with the increasing demands for comprehensive impact assessments. The paper includes a synthesis of current knowledge on the following aspects: ? Locally and internationally accepted methodologies for the quantification of chromium emissions, including sampling methods and emission factors; ? A compilation of recognised and accepted air quality sampling and laboratory analysing techniques; and, ? Dispersion modelling and impact assessment tools. Depositing and removing materials from the chromium ore stockpile and wind erosion of exposed stockpiles result in mainly chromite emissions unlikely to contain significant amounts of hexavalent chromium. Pre-treatment processes such as drying, crushing and screening also produces chromium emissions, but mainly as trivalent chromium. The smelting of chromium is the major source of chromium emissions - open furnaces have the highest uncontrolled chromium emissions, followed by semi-closed and closed furnaces, respectively. Based on the current knowledge on emission rates, interim emission factors for particulate, total chromium and hexavalent chromium releases are provided. Ambient sampling and analytical methods to determine environmental exposure of the general public require that hexavalent chromium needs to be quantified in very low concentrations. Suggested sampling and analytical methods for both source characterisation and ambient monitoring are provided. The selection between dispersion models needs to be based on the size of the modelling domain and the complexity of the terrain. The discussion on dispersion models includes the US EPA?s Industrial Source Complex Model (Version 3), the AERMET/AERMOD suite of models and the CALMET/CALPUFF suite of models. Guidelines are also proposed for environmental exposure assessments including cancer and non-cancer health effects.

In cement-based products, such as concrete and mortars, a balance between the particle sizes of the components must be kept in order to obtain the required material properties, such as workability and strength. Sometimes the aggregates lack the necessary amount of fines, hence fine particles, i.e., filler materials, have to be added. Large quantities of filler material are needed in the production of modern concrete types; one principle of self-compacting concrete (SCC) is, for instance, the use of large amounts of fillers to reduce the friction between the coarser aggregates. Use of by-products such as slag, dust or sludge from the metallurgical industries as filler materials in concrete may help to conserve natural resources and at the same time be an economically positive option. However, to be able to successfully use the available materials they must be suitable for the planned purpose, i.e., they must be compatible with cement. In this paper three different experimental studies of steel-slags will be discussed. The aim of the studies has been to investigate if it is possible to improve the steel-slags properties, by selective screening, fine wet grinding or remelting, so that the steel-slags can be used as mineral-addition/filler material in concrete. The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

The Corridor Sands deposits of heavy mineral sands represent the largest known economic resource of titanium dioxide minerals. The West Block of Deposit 1 alone contains Measured and Indicated Mineral Resources of 1.7 billion tonnes containing 4.14 per cent ilmenite, estimated in accordance with the JORC standard, sufficient for at least the first 20 years of mining. Total mineral resources are estimated to be approximately 17 billion tonnes at 5 per cent Total Heavy Minerals (THM). Test work was undertaken on the West Block of Deposit 1 over a period of two years in order to develop the process flow sheet to bankable standards. Geological, mineralogical and metallurgical test work was integrated from a pre-feasibility stage to the full bankable stage. The process flowsheet was developed with the central objective of the production of saleable products, of consistent quality and acceptable to the respective end-markets. The aim of this paper is to describe the way in which the various challenges for the project have been addressed by using integrated geological and mineralogical information, which has resulted in the development of a complete flow sheet. The process confirmed that material within customer specifications could be produced, once various metallurgical parameters were understood. This flow sheet development progressed from laboratory test work through to full field trials at pilot plant scale on large consignments of mineralized material. The flow sheet was developed to such a standard as to be used with confidence for both engineering design and cost estimates, and to determine the recovery factors to be used in financial evaluations. "The demand for energy has continued to rise worldwide in line with population growth. The majority of South Africa’s electricity is supplied by coal-fired power stations. The amount of fine coal (-2 mm) generated at coal processing plants has increased, due mainly to mechanized mining methods. Fine coal retains more water, which lowers its heating value.Drying the coal is costly and it is difficult to achieve the required moisture content. Consequently, coal fines are often discarded. An estimated 8% of the total energy value of mined coal is lost1.Fluidized bed technology is often used to dry coal thermally, but this method is expensive and has an adverse environmental impact. The objective of this study was to investigate the removal of moisture from fine coal (<2 mm) in a fluidized bed operated with dry fluidizing air at moderate temperatures as the drying agent. The effects of different air temperatures and relative humidity levels were investigated in a controlled environment. The study further investigated the influence of coal particle size on moisture removal.The drying rate was found to increase with increasing temperature. The relative humidity of the drying air had a more pronounced effect on the drying rate, even at temperatures as low as 25°C.. It became more challenging to remove moisture as the particle size decreased. The gain in calorific value was greater than the energy required to dry the coal samples, showing that a fluidized bed using moderately warm dry air is an energy-efficient drying technology. Advanced optimizing control of the fluidised bed zinc roaster has been in use for an extended period at Boliden Kokkola and the implications are seen as extended bed stability, increased throughput and far better on-line availability. The roaster furnace control system developed is based on a dynamic and predictive furnace model, with parameters determined experimentally at the site. The controller maximises the concentrate feed and keeps the furnace operational parameters inside limits given by raw material mix and equipment constraints. The products of a zinc roaster, calcine, sulphur dioxide and the side products, such as mercury, meet gradually more stringent requirements, in particular as to their assays and total recoveries in the process chain. The end users of sulphuric acid in northern Europe, among others in the pulp and paper industry, require mercury levels much less than the conventional 0.2-0.4 ppm Hg. Therefore, secondary de-mercurising circuits have been used over the last five years for further cleaning the SO2 stream allowing production acid grades with less than 0.08 ppm Hg.

Deformation Rate Analysis (DRA) and porosimetry have been used to demonstrate the “stress memory” effect in rock and to estimate the vertical in-situ stress in samples of fine-coarse grained sandstone and carbonaceous mudstone. The results of this study indicate that the stresses predicted using both methods are similar to those determined from depth and density of the overburden rocks. The results confirmed that DRA was still applicable even when the core had been sampled 18 months prior to testing. Additionally, the DRA results were modelled using the software PFC2D. A uniaxial test was modelled using the same rock parameters as those observed for the actual core samples. This numerical technique can be used as an aid for DRA results analysis, and can also be used to predict the minimum stress level at which the DRA technique is applicable. The results confirm that any rock mechanics laboratory having standard test equipment could apply the DRA method combined with standard UCS testwork to determine the in-situ stress. Mit der Analyse der Deformationsrate (DRA) und der Anwendung der Porosimetrie wird der Spannungsgedaechtnisseffekts (Stress Memory Effect) im Fels demonstriert, und es werden Abschaetzungen fuer die vertikale in-situ Spannung einer Probe aus mittelgrobem Sandstein und carbonierten Lehmstein getroffen. Die Ergebnisse dieser Untersuchung zeigen, dass die mit Hilfe dieser beiden Methoden ermittelten Spannungen sind vergleichbar. Die Ergebnisse bestaetigen, dass DRA noch anwendbar ist, wenn die Proben schon 18 Monate vor Untersuchungsbeginn gesammelt worden sind. Darueber hinaus wurden die DRA Ergebnisse mit Hilfe des Sofwarepakets PFC modelliert. Ein einaxialer Test wurde mit genau die gleichen Felsparametern, die fuer die eigentliche Probe gelten, modelliert. Diese numerische Methode kann sowohl als eine Unterstuetzung fuer DRA Ergebnisanalyse als auch zur Ermittlung der minimalen Spannung, bei dem die DRA Methode noch anwendbar ist, herangezogen werden. Die Ergebnisse bestaetigen, dass jedes Felsmechaniklabor, das mit den ueblichen Testgeraeten ausgestattet ist, die DRA Methode in Kombination mit dem Standard UCS Testarbeit zur Bestimmung der in-situ Spannungen anwenden kann. L&apos;Analyse du Taux de la difformité (DRA) et les porosimetry ont été utilisés démontrer le " effet de la mémoire " du stress dans roc et estimer le stress dans - situ vertical dans échantillons de grès du grained fin grossier et mudstone carbonifère. Les résultats de cette étude indiquent que les insistances ont prédit utiliser les deux methods est semblable à ceux déterminés de profondeur et densité du surchargez des rocs. Les résultats ont confirmé ce DRA était encore même applicable quand le coeur avait été goûté 18 mois avant tester. En outre, les résultats DRA étaient des modelled qui utilisent le logiciel PFC2D. Une épreuve de l&apos;uniaxial était modelled qui utilise les mêmes paramètres du roc comme ceux observé pour les réels échantillons du coeur. Cette technique numérique peut être utilisée comme une aide pour DRA résulte analyse, et peut aussi être utilisé pour prédire le niveau du stress minimum à que la technique DRA est applicable. Les résultats confirment que tout laboratoire des mécaniques du roc qui a le matériel de l&apos;épreuve standard pourrait appliquer la méthode DRA combinée avec testwork UCS standard pour déterminer le stress dans - situ.

This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.
