The Virginia Operations of Consolidation Coal Co. include a diversity of mine fan configurations which have been tested to quantify pressure losses through the inlet ductwork. Airflow and pressure measurements were taken at four shaft sites to calculate losses for the 90-degree bend at the top of the shaft and the self-closing dampers or closing doors located between the shaft and fan. Velocity contours were then developed from the test data to determine flow patterns in each fan system component. In addition, yaw and pitch angles of airflow through the fan annulus were measured to evaluate turbulence levels created by various inlet ductwork designs. The test results indicate that proper design of the shaft collar and ductwork arrangement for main mine fans can substantially reduce system pressure losses and air turbulence. BY minimizing the pressure drop experienced on the surface, these design improvements enable the bulk of the total pressure developed by the fan(s) to be utilized in the mine.

THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. An underground mine fire can seriously threaten the lives of all personnel in the mine. This fact makes fire emergency planning a high priority in the mining industry. The optimum warning alarm must be fast and able to reach all miners, regardless of their location or work activity. Current means of fire warning are varied, and include such methods as stench, telephones, and word-of-mouth (messengers). Unfortunately, none of these methods are entirely satisfactory. A novel fire warning alarm which enables instantaneous warning of all underground personnel, the Canary Nine Messenger System, has been developed by VLF Magnetic Systems Inc. in conjunction with Noranda Technology Centre and the U.S. Department of the Interior - Bureau of Nines. The warning is sent by an electromagnetic signal which penetrates through mine rock to receivers housed in the battery packs which also power each miner's cap lamp. A loud buzzer in the integrated battery/receiver unit and the flashing of the cap lamp alerts miners to incoming messages. Testing of prototype equipment has demonstrated that the transmitted signal is capable of penetrating through over a mile of mine rock and activating the receiver. This report describes the theoretical basis for through-the-rock ultra-low frequency electromagnetic transmission, and the design of recently available transmitter and receivers.

The FIPR/SAPR process is FIPR's third approach to develop a viable alternative to the Crago "Double Float" process for phosphate flotation. SAPR stands for Single-collector, All-anionic Phosphate Recovery. The FIPR/SAPR process - offers a universal flowsheet for any anionic reagent system and flotation feed of varying sizes. For an unsized or fine flotation feed, the FIPR/SAPR process consists of the following steps: 1) high-solids conditioning with an anionic collector; 2) anionic rougher flotation, with the rougher concentrate sized at 48 (or 65) mesh and the +48 mesh recovered as a final product; and 3) cleaning flotation of the -48 mesh fraction from step 2. In a variation of step 2, the rougher concentrate from the first two cells may be collected as a final product, and the rougher concentrate from the last two cells sized at 48 or 65 mesh. The new process was tested with a blend of anionic collectors, achieving single-digit Insol at 85 + % recoveries.

Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risks and the effectiveness of caps and covers. The information can also be used in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs) and lysimeters. Many of the monitoring devices can be linked to a data logger and telemetry systems, enabling monitoring data to be downloaded from the office.

The study of the apatite deposits of the Aldan Shield shows wide spread of the Precambrian apatite-carbonate ores and possibilities of using them for extraction of apatite. Dependency of flotation on ore minerals was studied according to the following scheme: preparation of the monomineralic samples of anhydrite, gypsum, chlorite, serpentine, phlogopite, apatite; mixing them in apatite ore of the average composition; followed by flotation. Another series of the experiments was conducted to ascertain a dependence of flotation activity of the different minerals on the different flotation reagents, which were used as collectors. It has been shown that apatite from silicate-carbonate ores is most extractable because it has the biggest size of grains and is the most free of inclusions. Beneficiation of the sulphate-containing apatite-carbonate rocks is possible when flotol - 7.9 is used as a collector. Meanwhile, the use of the tallaktam leads to an increase in the sulphate recovery. The estimation of individual technological features of the layered Mghydrosilicates and their influence on the process of beneficiation has been examined using samples of apatite-dolomite ore (P205-8%) with the addition of the phlogopite, serpentine and chlorite. The results show that there is little influence of the chlorite presence on the flotation while the serpentine presence leads to a decrease of the flotation, because of its high specific surface area.

Nevada now has, or will have, 35 pit lakes resulting from open-pit mining below the water table. State regulators are requiring that the ultimate pit lake water quality be predicted as part of the permit application process. Water balances/pit lake filling rates must be esti¬mated in support of the geochemical modeling. In Nevada, analytical and numerical methods have been employed for the study of pit lakes. In the current work, analytical solutions are investigated for one pit lake, the Getchell south pit lake, which previously filled be¬tween 1968 and 1982 during a hiatus in mining. Water levels vs. time are available for this lake and these data have been fitted with a hyperbolic curve. This water-level-vs.-time curve was used in simple water-balance computations to find the net inflow rates by forcing computed water levels and volumes to match those of the known water levels and volumes through time. The model described here provides realistic volume fluxes into and out of the lake on a monthly basis as the pit lake filled.

The Central Florida Phosphate District, one of the most productive phosphate districts in the world, has been mined principally within Polk and Hillsborough Counties, Florida. Recent development is extending the district southward into Hardee, Manatee, and DeSoto Counties. This area is known as the Southern Extension. The combined area of these two phosphate-bearing areas encompasses about 2,000 square miles. Structurally, the district and its Southern Extension lie at the southern end of the Ocala Arch and are flanked by the Hillsborough High to the northwest. South of this area is the South Florida Embayment. The Osceola Low lies to the east. The phosphorite within the Central Florida Phosphate District generally dips very gently (<0.1°) to the south. The boundaries of the central Florida Phosphate District are generally defined by thinning of the phosphorite due the adjacent structurally high areas to the north, west, and east, and by increased clay, CaO, and MgO content reflecting lithologic differences to the east and south. The Bone Valley Member of the Peace River Formation and reworked sediments of more recent age were the primary ore-bearing horizon in the Polk-Hillsborough County area. As those reserves are depleted, the less desirable phosphorites of the Peace River Formation are being exploited in the Southern Extension.

Laboratory tests were conducted to evaluate the silica collection efficiency of flooded-bed scrubbers using six different filter panel designs at two operating velocities. Test results indicated that reductions in filter density negatively impacted respirable dust collection. Silica collection efficiency for the least-dense filter was as much as 33 % lower than the collection efficiency of the most-dense filter. At the low operating velocity, the least-dense filter allowed more than 40% of the respirable silica dust in the scrubber intake air to pass through the unit and back into the mine environment. Operation of the scrubber at the higher test air velocity increased silica collection efficiency regardless of the filter panel tested The density of the filter panels also impacted the quantity of air moved through the scrubber, with higher-density filters reducing scrubber airflow. For each filter, the relationship between dust-collection efficiency and air-moving capacity must be considered to determine the overall effectiveness for each mine application.

The stability of mine roofs in permafrost zones is determined mainly by temperature and ice content. The deformation resulting from creep and temperature-dependent physical properties of frozen rock mass is the dominant component of total deformation. Roof bolts can consolidate the roof and control its deformation. In this paper, a finite-element model, for the analysis of the effects of roof bolting in a frozen rock mass is presented. The model includes the variables normally encountered when analyzing the effects of roof bolting in rocks. It also accounts for properties unique to frozen rock mass: creep deformation and the change in Young&apos;s modulus with changing temperature. The model shows that, as bolt spacing decreases, there is a trade-off between increased roof stability from increased mechanical support and decreased stability from increased conduction of heat into the frozen roof. This result was expected and shows that, for a given set of rock-mass conditions, including ice content, temperature, particle size, etc., there is an optimum bolt length and bolt density for minimum roof deflection.

Companies are constantly searching for more effective methods of controlling and reducing costs. In recent years increased emphasis has been placed on cost reporting to the middle manager and down to the first-line foreman because this is the place where the money is really spent. Traditionally, operations management has been relegated to using cost systems designed by financial management for the use of financial management. They reflect the machinery necessary to produce profit and loss statements, and so-called cost reports emanating from these systems frequently have a heavy orientation toward product costing rather than the cost that an individual manager or foreman actually controls. In addition to direct operating costs by function or product type, they often include overhead allocations from local operations as well as from the home office. This type of full-absorption costing has many worthwhile uses but is of little or no use to operations management for cost control purposes. It is particularly discouraging to many supervisors because it includes so many categories of cost over which they have little or no control. It is for this reason that modern, aggressively managed companies are increasingly moving in the direction of responsibility cost reporting. It is the objective of responsibility cost reporting to report only direct operating costs over which the individual manager or foreman has complete control, thus facilitating cost control by fixing responsibility for cost.

Recycled materials are increasingly being used in road construction to supplement natural aggregate derived from crushed stone, sand, and gravel. An understanding of the amount of substitution that is taking place, its economics, and factors affecting the level of substitution is useful in estimating the potential for recycling and in assessing the total supply of aggregate. While U.S. consumption of recycled aggregates from crushed concrete is estimated to have increased 160 percent between 1994 and 1996; it comprised less than 5 percent of total aggregates consumed in 1995. Construction waste supply is regional, and is determined by infrastructure decay and replacement rates. Aggregate recycling rates are greater in urban areas where infrastructure is being replaced, natural aggregate resources are limited, disposal costs are high, or strict environmental regulations prevent disposal. Recycling is expected to increase as construction contractors attempt to save on transportation, disposal, and new material costs. Aggregate producers include recycled material as an option to consumers in order to prolong the life of their reserves and improve their range of products. Recycled aggregates can be a supplement for natural aggregates in selected applications, but their use should be evaluated locally based upon relative cost, quality, and market factors Because aggregate recycling is often affected by local and regional transportation systems, disposal and tipping fees, resource supply, the market for specific products, and municipal support, costs for three representative fixed site operations of different sizes were modeled. Under study conditions, all were found to be profitable, but highly dependent upon local tipping fees and market prices, which can differ significantly by location. Smaller operations were found to have different operational dynamics, often requiring creative marketing or incentives to maintain profitability.

The following pages take us through a progression of developments and expectations brought about by the computer: the tremendous versatility of this new tool and its swift development; the widespread changes and problems it introduced; the new and revolutionary management theories it prompted and the widely supported centralized service concept it introduced to information processing. It continues with a discussion of Phelps Dodge&apos;s early experience, its ,operating environment, and its strategy development-attention to operating units and later headquarters with stress on service needs of users. It concludes that for computing to be effective it must fit in with the bay in which the company operates and must be sensitive to the needs of the people it serves.

The xanthate adsorption mechanism on pyrite was investigated with an emphasis on solubility studies. Additionally, adsorption studies, Eh and infrared spectrophotometer measurements were performed. Pyrite floats at pH levels between 3 and 6 using ethyl and amyl xanthates with a maximum at pH 4. The solubility of pyrite in the absence and presence of xanthate was investigated in detail with respect to pH and conditioning time. Experimental results showed that the solubility of pyrite increases from 60 to 120 ppm (10-3 to 2x10-3 mol/ L) in the presence of xanthate at pH 3. Fourier transform infrared (FTIR) spectra of ferric xanthate, dixanthogen and pyrite conditioned with xanthate indicated that dixanthogen is the only species that can be determined on the pyrite surface. Adsorption tests showed that the highest level of xanthate adsorption was in the acidic range; yet higher adsorption densities were detected in neutral solutions compared to alkaline conditions. Electrochemical data suggest that the doubling of the iron concentration is due to the reduction of ferric ion to ferrous by xanthate while xanthate is oxidized to dixanthogen. Dixanthogen formation together with the hydrophobic iron hydroxy-xanthate complex on the surface is proposed to be responsible for pyrite flotation. The U.S. Bureau of Mines evaluated the dust control effectiveness of two-phase flow systems in a full-scale model mine using a mockup of a Joy 14CM continuous mining machine. In a two-phase flow system, air and water flow simultaneously through the nozzle. Air pressure varies from 10 to 60 psi, and water at 30 to 50 psi. Coal dust was introduced at the face, and dust concentrations were monitored at the operator locations and in the return. When compared with a conventional spray system, a symmetrical two-phase flow system reduced dust levels during the box cut by 43 pct at the operator location, and 30 pct in the face return. Dust levels, however, increased at the off-operator position during the slab cut. A directional two-phase flow system reduced dust levels at both operator locations by more than 90 pct in the box cut mode. While the use of two-phase flow systems will reduce respirable dust levels and water usage, it requires an air supply to the miner. Moreover, the ability of the two-phase flow system to redirect the dust cloud makes nozzle orientation a critical factor.

INTRODUCTION The early record of tunnel excavating machines in hard rock tunneling has not been one to particularly brag about. We have all heard the stories of major difficulties when trying to break hard rock with machines at promised advance rates of several times that of conventional drill and blast. Unfortunately, sometimes this has not happened. It has been through this trial of the past generations disappointments that today&apos;s TBM&apos;s have evolved to their present high level of performance in a wide range of ground conditions. Today&apos;s machines offer much increased reliability and durability. This translates into high availability to the tunnel contractor. Although there still are occasional disappointments being reported, the state of the art is that reliable and predictable machine excavation of rock now is both a reality and well founded expectation. The most recent editions of Atlas Copco&apos;s MINI/MIDI Fullfacer, we feel, make a strong contribution to the reliable performance of todays TBM&apos;s---especially in small-size rock tunnels. This report will, 1.) explain the equipment and effect of rock both on the cutting technique and machine performance; 2.) list advantages of the non-circular shape, during and after construction; 3.) list applications in civil and mining industries; 4.) discuss North American experiences, performance and costs; 5.) list advantages over drill and blast and; 6.) discuss briefly lease arrangements.

INTRODUCTION Semiautogenous (SAG) grinding technology first started to be seriously considered for comminution circuit design in the mid-1960s as an alternative to the three-stage crushing circuits and rod-ball mill circuits in vogue at the time. Since this time the application of SAG mill technology has become widespread with over 250 mills larger than 20 feet in diameter sold (Jones 2002). The vast majority of concentrators constructed over the past quarter century have utilized SAG mill technology, and a SAG-based comminution-based circuit is generally the first choice considered for new projects. Since the first generation of SAG milling technology was applied, many lessons have been learned, and new supporting technologies have emerged which make the design, installation and operation of SAG &-based grinding circuits more robust and efficient. This paper will discuss the current status of SAG and associated technologies. MILL MECHANICAL DESIGN ISSUES Table 1 summarizes the manner in which SAG design capability has evolved over the past 30 years. Increases in mill diameter came slowly as the industry took a wait-and-see attitude as the technology of larger mill diameters was advanced. The first 32-foot- diameter mill was ordered in 1969. It was not until 1979 that the technology jumped to the 34-foot-diameter mill and 1988 for the first 36-foot-diameter mill. The first 38- and 40-foot-diameter mills were both ordered in 1996. At least five 38-foot-diameter and two 40-foot-diameter mills will be in operation by mid-2004. Advances in structural analytical techniques and increased computational power, coupled with field measurements of large operating mills, have increased the confidence of the mill suppliers in their designs and the operating companies in the viability of larger diameter mills. During 1997-2001, an EC funded project investigated the environmental consequences of the use of industrial waste and sewage sludge based artificial top soils (ATS) in rehabilitating large coalmine waste dumps in the Saar region of Germany. Both the laboratory leaching tests and field lysimeter data analysis carried out by the research partners have shown that the amount of dissolved heavy metals in the leachate was low, and generally below the regulatory limits. However, the dissolved amount of nutrients, especially mineral nitrogen, was found to be relatively high. The hydrological properties of waste rocks and ATS mixtures were established through history matching of the laboratory column tests and the field measurements. 1D column models and 3D field models were used to numerically simulate pollutant transport at the ATS rehabilitated waste dumps. This paper presents the findings of the numerical modelling research carried out for the characterisation of hydrological and pollutant transport properties of rehabilitated coalmine waste dumps in the Saar coalfield.
