Developing a laboratory procedure for the determination of coal-seam compressive strength has been a subject of discussion for many decades, and the reliability of laboratory determinations is often the subject of debate. A coal seam’s characteristics, the method of sample collection, the specimen preparation method and the testing procedure can often result in drastic variations in the test results. In this paper, the development of a laboratory testing procedure for the determination of coal-seam compressive strength is presented. Two samples that were collected from different coal seams were tested in this study. First, the inherent characteristics, i.e., coal structure. Hardgrove grindability index (HGI), Slake durability index, proximate analysis and mechanical properties (Young's modules and Poisson's ratio), of each coal were determined. The results were used to categorize the coal scams in terms of the characteristics liable to produce variable strength data in typical laboratory tests. Second, two commonly used laboratory specimen shapes, cylindrical and cubical, were tested to determine which shape produced the most reproducible strength values. Third, four loading rates within the static testing range, i.e., 0.007, 0.07, 0.34 and 0.7 MPa/s (1.0, 10, 50 and 100 psi/sec), were used to determine the ideal loading rate. Finally, the number of test samples required to produce strength data within the acceptable standard deviation, considering coal seam characteristics, were established. Background Laboratory testing of coal specimens for the determination of seam compressive strength has been a subject of discussion since the early 1900s. Many researchers have tested coal specimens to estimate coal-seam compressive strength for use in pillar design to insure the safe operation of [ ] mines (Unrug et al., 1986; and Hirt et al.. 1992). Yet, there is a lack of a universal procedure, and, no matter which approach is used, it becomes the subject of intensive debate. A great deal of work has been performed on the subject, and there is much information available in the literature. Some of this work concerns quantifying the influence of specimen shape and size on compressive strength (Bieniawski. 1968: Barron et al.. 1992: Khair and Xu 1994; and Khair 1994). As indicted in the literature, coal is a heterogeneous material, consisting of discontinuities such as cleats and bedding planes, which are likely to produce variable strength results (Holland, 1964; Unrug et al., 1986). Since 2016, electromagnetic interference (EMI) of personal dust monitors (PDMs) with magnetic proximity detection systems (PDSs) has been observed in underground coal mines. The EMI causes the magnetic field measurements of a PDS to change, which, in turn, alters the calculated location of the miner relative to the machine. Any altered location calculation can potentially cause the PDS to fail to warn a worker who is at an unsafe distance from the machine, arousing a serious concern on safety hazard caused by EMI in underground mines. The search for EMI mitigation strategies led to the development and use of large shielding pouches and boxes to hold the entire PDM to reduce its magnetic emission. Research on these pouches and boxes found that although they were able to reduce the emitted radiation from the PDM, they also disturbed the magnetic field of the PDS, affecting its performance. Researchers from the National Institute for Occupational Safety and Health (NIOSH) have focused on shielding internal PDM components rather than shielding the entire PDM. The PDM air pump motor is one of the PDM components that has been identified as a major source of electromagnetic radiation and has been selected for further study and tests. The measurements show that a small copper or aluminum foil enclosure can effectively reduce the magnetic emission of the motor by between 50 and 85% at 73 kHz. This study compares the test results of the air pump motor with various cost-effective shielding materials. The data provided in this paper can serve as a reference for shielding enclosure design of the PDM air pump motor to reduce its electromagnetic emission as one form of EMI mitigation strategy.

Estimating the lithologic composition of gravel deposits for aggregate quality using standard field and laboratory techniques is costly and time-consuming. As an alternative, digital geologic maps and elevation models may provide a means for predicting the lithologic composition of channel and terrace deposits. Digital geologic maps can be used to evaluate the distribution of map units: their geomorphic setting, and the physical properties of the gravel source. To test this concept, the lithologies and topography of the upper drainage basin of the Big Thompson River along the Colorado Front Range were used to examine various factors that may control the final lithologic composition of channel and terrace gravels downstream. The simplest factor is the area of each of the map units in the upper drainage basin area, which can be easily measured from the digital geologic map. The percentage of each map unit within the total area provides a estimate of the pro- portions of each map unit that might be expected to occur in the downstream gravels. Published estimates of the hardness and durability of each map unit were used to calculate physical property-weighted areas; these areas are an estimate of the potential of each unit to be eroded and transported as gravel-sized particles. The areas of each map unit at 1-kilometer intervals from the drainage basin exit point were used to calculate a distance-weighted area for each map unit. For this study, a simple inverse relationship (area/distance) was used for distance weighting, but a more complicated distance function may ultimately be required. The topographic setting of exposed rock units should exert a significant influence on whether material will move slowly or rapidly through the drainage system. Two topographic factors were examined: gradient and slope. A simple gradient between map unit occurrences and the exit point of the drainage basin was used to calculate a gradient-weighted area estimate for each map unit. The slope-weighted area estimate uses the slope steepness (in degrees) in the immediate vicinity of each map unit occurrence as a measure of the tendency of material to begin moving into the sediment transport system. The primary intent of this study was to test the concept of using digital geologic map and elevation images to estimate gravel composition, rather than actually producing a useful analysis of a drainage basin. Each of the controlling factors was examined independently to gain an understanding of the magnitude of the effect of each factor. Ultimately, a comprehensive predictive model will be constructed using a combination of the various controlling factors.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

Thiele Kaolin Co. has invested much time and money in achieving and maintaining its IS0 9002 certification. Through a regimen of process control and documentation, routine audits and a commitment to quality management, this kaolin producer is a competitive pigment supplier in a worldwide market. Background In 1987, the International Organization for Standards developed the ISO 9000 quality management system. This series of standards is used as a means to ensure customers that a quality management system is in place. Certification of a company does not mean that an individual product is of high quality. Rather, it demonstrates a supplier's ability to meet its customers' product and service needs. It also shows that a company has documented records to assure product consistency. The ISO 9000 system was begun in England during the early 1980s. During the mid-1970s, the British manufacturing industry was experiencing low quality. In an attempt to boost quality standards, the British government established the BS 5750 standards system. In 1987, BS 5750 was incorporated into ISO 9000. The ISO 9000 series consists of three levels of certification. ISO 9001 is the model for quality assurance in "design/development, production, installation and servicing." This standard applies to companies that rely on research and development to bring products that frequently change to market. ISO 9002 involves "production and installation" only. This standard is relevant to industries that produce a specific product according to specifications - either their own or their customer's. ISO 9003 is the model in "final inspection and test." This standard is the least detailed of the 9000 series. It is also the most applicable to companies that purchase, inspect or sort and resell. The quality system requirements for certification are outlined in the 18 elements of ISO 9002. These include: 4.1 - Management responsibility. 4.2 - Quality systems. 4.3 - Contract review. 4.4 - Design control. 4.5 - Document and data control. 4.6 - Purchasing. 4.7 - Control of customer-supplied product. 4.8 - Product identification and traceability. 4.9 - Process control. 4.10 - Inspection and testing. 4.11- Control of inspection, measuring and test equipment. 4.12 - Inspection and test status. 4.13 - Control of nonconforming product. 4.14 - Corrective and preventive action. 4.15 - Handling, storage, packaging, preservation and delivery. 4.16 - Control of quality records. 4.17 - Internal quality audits. 4.18 -Training. Continuous improvement, though implied in maintaining these requirements, could potentially be included in the quality system requirements in the next revision. [INTRODUCTION] The significance of gamma exposure to uranium miners has been recognized only in the last few years. Most ore deposits which have been underground mined, were 1% or less U308. Full-time mining of this grade ore can result in exposure exceeding 1 Rem per year. Several companies in Saskatchewan are planning to mine recently discovered ore bodies which contain ore pods in excess of 10% U308. The purpose of this paper is to present dose data which can be used to estimate gamma exposure from high-grade ore deposits, and to present mining techniques which will minimize miner exposure. [Dose Estimates] When one has a point source of radiation, the conventional laws of isotropic emission and the fall of dose with square of the distance, make dose calculations relatively easy. However, if one has an area source of infinite thickness, the assumption must be made that a uniform gamma flux is being emitted from all faces of the source (Figure 1). Dose from gamma emission would fall off only due to air attenuation up to such a distance at which the source can be considered to be a point source (usually 10 times the largest dimension of the source). For short distances, such as to the cab of ore-moving equipment, the dose reduction would be negligible. Assumptions: 1) Radium and gamma-emitting daughters are in secular equilibrium with uranium. 2) All gamma radiation is emitted from radium and its daughters. 3) Average gamma energy of 0.8 MeV. 4) Uranium ore has a linear attenuation coefficient of 0.212 cm-1, similar to that of Si02(sand). 5) Uranium ore density of 3.0 gm/cm3. 6) One curie of radium emits 6.84 x 1010 photon/sec(l). 7) One percent uranium ore contains 1 x 10-8 Ci/cm3 of radium. 8) Each MeV of 0.8 MeV photon results in a dose of 2.10[ ]10-3 mRem/hr. per MeV/cm2 -sec. 1) 9) Minimum ore depth 100 cm. 10) Linear attenuation coefficient instant for radium gamma of 0.374 cm -1 [ ] The photon flux from a radioactive slab is computed as follows: [Flux = photon/cm3 3(1) 2u S] [where, us is the linear absorption coefficient of s the source (uranium ore).] Thus, 1% uranium ore, in the form of an infinite slab, emits 1613 photon/cm2-sec, which results in a dose rate of 2.71 mRem/hr. The simplest natural ventilation cycle is similar to a Joule or Brayton cycle. This comprises two reversible adiabatic processes in the shafts and constant pressure processes underground and on surface. The thermal efficiency of such a cycle is given by the temperature increase in the downcast shaft divided by the absolute temperature of the air at the bottom of the downcast shaft, and is independent of the temperature increase underground. This efficiency is comparable to the Carnot efficiency, which is the greatest possible value between constant temperature reservoirs, source and sink. Two variations of the Joule cycle are investigated, using numerous work examples. In the first, dry air is used as the working substance, a fan is provided at the top of the upcast shaft, and various mass rates of flow are used with frictionless shafts and a constant resistance value in the horizontal mine workings. The lost work less the fan work gives the natural ventilation work, and this divided by the enthalpy increase in the workings gives the thermal efficiency. The thermal efficiency increases dramatically with mass rate of flow, although the enthalpy increase remains constant. This appears to violate the second law of thermodynamics, since the frictionless case has a Carnot efficiency. When the lost work is added to the enthalpy increase, however, the efficiency decreases slightly from the Carnot value, to conform with the second law. This increase in efficiency with mass rate of flow is often referred to as the reheat effect, although the air is not heated. The second investigation is similar to the first, except that the air entering the downcast shaft contains a small amount of water vapor, and there is evaporation in the mine workings only, until the air entering the upcast shaft is saturated. There is, of course, condensation in the upcast shaft. In this case, it is not possible to calculate the Carnot efficiency, but the thermal efficiency is 20 to 40% of the similar dry air values. This decrease is much more than can be accounted for by the larger value of specific heat for water vapor. In addition, the natural ventilation work is almost constant with increased mass rate of flow, and the thermal efficiency based on heat addition tends to decrease. The thermal efficiency based on heat and lost work decreases in conformity with the second law. The reasons for the differences in behavior between dry and moist air are not readily apparent.

Of the six forms of asbestos, only three have been used to any significant extent in commerce. These are chrysotile, crocidolite, and amosite. Between 1870 and 1980, approximately 100 million tonnes of asbestos was mined worldwide, of which more than 90 million tonnes was the chrysotile variety, about 2.7 million tonnes the crocidolite variety, and about 2.2 million tonnes the amosite variety. The three principal diseases related to asbestos exposure are (1) lung cancer, (2) cancer of the pleural and peritoneal membranes (mesothelioma), and (3) asbestosis, a condition in which the lung tissue becomes fibrous and thus loses its ability to function. These diseases, however, are not equally prevalent in the various groups of asbestos workers that have been studied: the amount and type of disease depend on the duration of exposure, the intensity of exposure, and particularly, the type or types of asbestos to which the individual has been exposed. Lung cancer is caused by exposure to chrysotile, amosite, and crocidolite asbestos; however, increased risk of this disease is usually found only in those who also smoke. Asbestosis is caused by prolonged exposure to all forms of asbestos, whereas mesothelioma is principally caused by exposure to crocidolite asbestos. There is good evidence that chrysotile asbestos does not cause any significant amount of mesothelioma mortality, even after very heavy exposure. The common nonasbestiform amphibole minerals, cummingtonite, grunerite, tremolite, anthophyllite, and actinolite, which are often defined as "asbestos" for regulatory purposes, have not been shown to cause disease in miners. Chrysotile asbestos, which accounts for about 95 percent of the asbestos used in the United States, has been shown by extensive Canadian studies to be safe when exposures do not exceed 1 fiber per cm3 for the working lifetime. Chrysotile dust levels found in buildings rarely exceed 0.001 fibers per cm3. Such dust concentrations will have no measurable health effect on the building occupants. Present and future controls of minerals defined as "asbestos" and removal of asbestos from buildings and homes may cost many billions of dollars. Much of this expense is unnecessary and even counterproductive. Asbestos abatement could in fact produce a health risk to those exposed to dusts during and after removal operations overly restrictive controls could force the use of poor or dangerous substitutes, and could greatly affect the hard-rock mining industry.

In the past mining engineers have tended to rely heavily on the advice of fan manufacturers in relation to fan equipment issues. A more adequate approach was advocated in a paper [ Wallis, 1965 ] submitted to the Eighth Commonwealth Mining and Metallurgical Congress held at Surfers Paradise, Australia during 1965. At that time Mount Isa Mine were in the process of installing 3 large 6096mm (20ft) diameter vertical axial flow surface fans of an advanced type [ Mathews et al, 1967 ]. The preliminary feasibility studies prior to preparing the detailed job specification for this project were extremely thorough with the result that it was possible to include detailed information and instructions in the document, ensuring the procurement of equipment that was satisfactory in all respects. Full advantage was taken of expert services provided by external organizations during the large coordinated multi-disciplinary exercise. My continuing activity and development in relation to the technology of axial flow fans is now at a stage where all known design and performance data are accessible through CAD programs [ Wallis and Kipp, 1987 ]. The extensive calculations that were necessary in 1983 can now be carried out in a mere fraction of the time, and with complete confidence. Model testing in order to validate the fan and duct design proposals is, in my view, no longer essential. The first of the computer programs enables a mine ventilation engineer to study a large number of alternative axial fan arrangements for comparison with the centrifugal alternative. By entering the volume flow rate, fan pressure and air density, he can then with ease, and rapidly, investigate the effect of various blading arrangements, downstream evasee area ratios, and hub ratios, on fan diameter and speed, with their related attainable fan efficiencies. This procedure had its origin back in the 60s when I was advising mining companies on new fan equipment. At that time such an investigation was quite lengthy and lacked the precision and completeness that is now available within the present programs. To obtain the major benefit from these outputs, it is most important not to be disconcerted by the three very important nondimensional parameters, namely, the tip flow coefficient (LAMt), the fan pressure coefficient (Kt or Kit), and the swirl coefficient (Es and/or Ep) as these are important when assessing the various design proposals. When seeking an understanding of the role and importance of each of these variables, ample help is provided in the user manual; the design recommendations are summarized in the help screens which are readily accessible within the design programs.

On my arrival in New York after the Russian examinations John D. Ryan, president of Anaconda, asked me what my plans were. I told him I wanted to be useful somehow in the World War that we had entered while I was away, but I did not know how. Ryan and Thayer told me that the new American Air Corps was gathering a group of executives, most of them young, to go to France as Army officers to help with the industrial side of our aviation activities. This would include construction of military airports, maintenance, and supply for our rapidly growing Air Corps. They thought I might be accepted in this group of about 30. It seemed to be just what I wanted, and I put in my application at once. My application was accepted about three weeks later and I was told to come to Washington to take physical and other tests and to meet others of the group. I liked them. They were a cross section of competent American manufacturers, bankers, automobile executives, and merchants. I was the only miner. I had many discussions in the days in Washington with members of our organization and others I knew who were going into war service. Attitudes were very different from those 55 years later. There was no discussion as to whether war was right or wrong. We were in it and must do all we could to help. At the same time there was a holdover from the days when, at least for the elite, war was high adventure. Even the most high-minded did not then realize that war is a horrible form of wholesale murder and, in 1917, it would have been treason to suggest this. I had two weeks before our industrial group was to start work which gave me time for a hurried trip to Berkeley where Dorothy and I announced our engagement.

INTRODUCTION A population of several thousand uranium miners in the Colorado Plateau region of the United States has been under surveillance since 1957 using sputum cytology and other procedures. Attempts were made to collect sputum samples annually for those miners showing normal sputum or only minor abnormalities, and on a semi-annual schedule for miners having more severe cytological abnormalities. For individuals having carcinoma in situ or malignant cells in their sputum, samples were taken more frequently. As in any human population, however, these schedules were not always adhered to, and samples were often acquired less often than scheduled. On the basis of the thousands of sputum readings that have resulted from this surveillance, one can calculate the durations or sojourn times which individuals spend in the various cytologic states into which the sputum readings are classified. This paper presents some preliminary, descriptive results concerning relationships among the cytologic state duration distributions in this population, and their associations with other variables such as radiation exposure and cigarette smoking. There are several reasons for studying cytology results in this observational setting. Of considerable interest is the opportunity to gain insight into the preclinical natural history of lung cancer. Such information would be valuable in the future design and interpretation of screening programs for the early detection and treatment of lung cancer, should this activity prove to be of benefit in experimental trials. Secondly, it is of interest to determine if some characteristic of sputum cytology readings can be utilized to determine a decision point at which to transfer a uranium miner to another job category within the industry in order to effectively reduce his probability of developing lung cancer. For example, a reading of moderately atypical cells in the sputum has been suggested as a possible decision event which would be sufficient to warrant such a transfer. In the analysis which follows, an attempt will be made to develop information relevant to these issues. The data base for our analysis, largely developed over a period of more than 20 years by Drs. Geno Saccomanno and Victor Archer, contains sputum readings classified into one of eight cytologic states: normal, metaplasia, mild atypia, moderate atypia, marked atypia, suggestive, suggestive-equivocal, and malignant. The two suggestive states will not be considered as these categories seldom contain enough observations to generate meaningful results. The duration in a given cytologic state for a given individual is calculated as the sum of the intervals between consecutive sputum readings in that state. When two consecutive readings are in two different states, half the between-readings interval is assigned to each of the two states. Among all individuals in the data base, only those having at least two sputum readings are used so that a duration can be calculated. Furthermore, the analysis is limited to individuals whose successive readings are no more than 24 months apart, so as to focus on a population which was under surveillance on a reasonably regular basis. RESULTS The overall distributions for the cytologic states are displayed as histograms in Figures 1-3.

In the period 1982-1992, world trade has increased in real terms about 65% (Anon., 1992b). The nominal value of this trade in the early 1990s is approximately $5 trillion. In 1970, mineral commodities constituted approximately 20% of the value of world trade. By 1980, despite rising petroleum prices, mineral commodities made up about 18% of the total value of world trade, with crude oil amounting to 16% and other minerals the remaining 2%. By 1987, the major worldwide economic slowdown and falling oil prices meant that minerals constituted only about 10% of the total value of world trade, or about $500 billion in 1987 (Kimbell and Zajac, 1988). The importance of minerals in world trade since 1987 has remained at about these levels. Approximately 40% of world mineral commodity production is traded internationally. Some economists predict that minerals and other commodities are likely to continue to decline in relative importance in terms of the value of world economic output, as well as world trade, into the foreseeable future (Thurow, 1992). This projected decline in commodity demand may also be related to much slower global economic growth over the next decade (Alperovitz, 1992). Industrial minerals and rocks constituted roughly 2.5% of total mineral commodity exports in the late 1980s, but their relative importance as a portion of mineral commodity exports nearly doubled in the decade 1977-1987 (Kimbell and Zajac, 1988). Industrial minerals constitute the most rapidly growing share of total mineral commodity exports. In addition, price declines among industrial minerals were uncommon in the decade 1977-1987 (Kimbell and Zajac, 1988). While prices of sulfur and most of the fertilizer minerals have seen some erosion and slow growth in markets in the period 1987-1992, other industrial minerals have increased in both value and share of the export market (USBM, 1992). The place of industrial minerals in world trade becomes even more significant when one looks at shipments of chemical fertilizers and basic chemicals that are counted as manufactured products rather than industrial mineral commodities. The United States is the major world producer of industrial mineral commodities and products made from these nonmetallic minerals and rocks. The former Soviet Union, now The Commonwealth of Independent States (CIS), and China have very significant deposits of industrial minerals. Japan exports significant quantities of cement. The US, CIS, and Morocco export large amounts of phosphate rock. Canada and Germany export substantial amounts of potash. Sulfur from Poland, industrial diamonds from South Africa, Zaire, and Brazil, and fluorspar from Mexico are all important exports.

Once considered the dowdy country cousins of the glamorous metallics, industrial minerals are shedding their old image. They are neither common nor easy and their time has come in an age of increasing specialization. Consider that of the 45 or so industrial minerals and rocks listed in [Table 1], almost three-quarters have ten or fewer significant suppliers (i.e., those individual countries contributing 2% or more of total world production); in more than half the cases, 85% of world production is accounted for by only five countries or fewer. Curiously, even materials that appear to be virtually ubiquitous like crushed rock and common salt have significant production vacuums. For example, there is a severe lack of sound aggregates along the US Gulf Coast and common salt production on a large scale is virtually absent in central Africa. These examples all underline the obvious, but acute truism that "The single most important fact about mineral resources is that they are not distributed equally over the world" (Flawn, 1966). Just as significant today is that human resources are not distributed equally over the world, and so arise some interesting commercial incongruities. In certain regions raw materials are plentiful but consumers are not, and without a market a mineral deposit is merely a geological curiosity. Elsewhere, there may be a market but no local raw material supply. For example, despite a huge market there is no or virtually no commercial production of chromite, diamonds, and manganese in the United States and Canada, nor phosphate rock, diamonds, rutile, and zirconium minerals in western Europe. In contrast, Australia with its small domestic market is the world's largest supplier of bauxite, diamonds, ilmenite, natural and synthetic rutile, and zircon; the same is true for South Africa which is a leading producer of chromite, manganese, diamonds, andalusite, ilmenite, rutile, and zircon (Table 2). In the commercial world, Nature's uneven distribution is counterbalanced by deep sea international trade.

"In our work, the preparation technique of high pure manganese sulfate directly from low-grade rhodochrosite ore (MnCO3) was studied and improved intensively, including the effective leaching process and the short purifying process. Based on the same ion effect, the repeated leaching of rhodochrosite with sulfuric acid is proposed to improve the solubility of Mn2+ and inhibit the dissolution of the impurities Ca2+ and Mg2+. Moreover, the repeated leaching process could make full use of rhodochrosite and lower the dosage of sulfuric acidas raw material. With the aid of theoretical calculation, Ba(OH)2 was chose to adjust the pH value of manganese sulfate solution, and BaF2 to remove Ca2+ and Mg2+completely in the process of purifying. The results demonstrate that the extraction ratio and the recovery ratio of manganese reached 94.3% and 92.7%, respectively, which shows the prospect of industrial application. In manganese sulfate production, the heavy metal impurities have been decreased to less than 1ppm. Moreover, the content of calcium, magnesium and sodium has been decreased to less than 20ppm, which meets the standards of high pure reagent for energy and electronic materials. Our study enlightens an approach to the sustainable application of low-grade rhodochrosite.Introduction Low-grade manganese carbonate ores (=14%) becomes gradually the main resources for exploitation and applications in China according to national mineral resources survey (Tan et al 2004 and Singh et al 2017). Therefore, the electrolytic deposition technique of rhodochrosite faces great challenges including low electrolysis efficiency, high-resource input and high-pollution discharge (Fu et al 2010, Michelis et al 2009, Zhang et al 2013). Recently, more and more amount of manganese series with high or super high purity such as MnSO4, MnO2, Mn3O4 and MnO is demanded with the development of energy and electronic materials. Due to low-grade ores containing multiple elements such as iron, silicon, calcium and magnesium, conventional preparation of manganese sulphate with high purity from electrolytic product is characterized by long production-cycle and high-energy consumption (Subrat et al 2011, Mpho et al 2013). By contrast, hydrometallurgical method combined with thermal decomposition, hydrothermal synthesis and sol-gel processes has been widely studied because of its high efficiency, low consumption and low cost (Chen et al 2008). But the key problem in direct preparation of manganese series form low-grade rhodochrosite is to remove completely the multiple impurities such as iron, silicon, calcium and magnesium (Liu et al 2014). So it is urgent to develop a sustainable alternative approach with character of short process, high efficiency and environmental friendly."

INTRODUCTION The increasing price of gold and silver over the past 10 years has caused increasing activity in the exploration, evaluation and development of precious metals projects. Many of these deposits are relatively low grade and short lived which makes them economically sensitive to the major project variables such as metal price, capital cost, operating cost and of course, tonnage and grade. These deposits often have a high variability (a coefficient of variation -- o/u -- of 2 to 5) and an intermixing of ore and waste, making ac- curate ore reserve estimation difficult, especially when using traditional estimation techniques. Often, the estimation errors are not the 10-20% that we see in base metal deposits, but the errors in grade and tonnage can be as high as 50%, which can obviously have a very substantial impact on project Recent developments in geostatistics when coupled with a sound geologic under- standing of the deposit can significantly improve reserve estimates of these variable precious metals deposits. Examples will be given of actual deposits where the traditional estimates were significantly different from the mining reality. An attempt will be made to explain the applicable geostatistical tools with a minimum of geostatistical jargon and without complicated formulas. The key to improving the reserve estimates is a clear understanding of the deposit geology and especially the structural controls, the use of local estimation techniques that recognize the intermixing of ore and waste and the effect of selective mining on recoverable reserves, and the use of a global reserve estimation technique to check the results of local estimation. Geologic Controls The vast majority of gold and silver deposits being mined or developed in the western United States would be classified as epithermal deposits. These are formed by hydrothermal fluids (hot water) flowing upward through the rocks and depositing the precious metals as the fluids cool or reach areas of lower pressure or favorable chemical sites. These environments are similar to present day hot springs-type environments with some deposits being clearly associated with surface hot springs such as the Homestake McLaughlin deposit in northern California. These hydrothermal deposits can occur in sedimentary rocks resulting in deposits such as those of the Carlin district or the Jerritt Canyon deposit or the hydrothermal systems can occur in volcanic rocks forming deposits such as Round Mountain, Manhattan or Paradise Peak. The mechanisms of formation were similar in either case with the solution flow controlled by geologic structure and precious metals deposited when the conditions of temperataure, pressure and chemical environment were favorable. The gold and silver hearing solutions travel through permeable faults and fracture systems depositing the metals along these channels. The grades are often highest in the central parts of these conduits (veins) with lower grades in the surrounding rocks. An understanding of the nature, distribution and orientation of these plumbing systems is important to a realistic reserve estimate. The point to be emphasized here is that, good, sound geology in the form of geologic mapping, logging of rotary chip samples and a few carefully logged core holes can signifi- cantly improve an ore reserve estimate.

The four unit Cholla coal fired power station at Joseph City, Arizona, consumes coal from the McKinley mine located in western New Mexico. Since coals may contain relatively high uranium or thorium concentrations and may release quantities of detrimental progeny of these elements to the environs, there is concern that releases may pose an adverse environmental impact or even a health hazard to the workers. Thus, an effort was made to quantify the radionuclide content of the coal and compare the results with radionuclide concentrations already present in the vicinity of the plant. Additionally an attempt was made to assess any potential for significant enhancement of the levels of radioactivity in the environment or to plant personnel. Background gamma radiation measurements at and near the plant ranged from 8 to 12 [µ]R/hr (70 to 105 mR/yr) with a few localized anomolies measuring to 18 [u]R/hr (160 mR/yr). Levels on top of the coal storage piles decreased to ~ 6.5 [u]R/hr (60 mR/yr). Apparently the direct radiation emitted from the coal is less than the background levels in the vicinity of the plant. Measurements performed on top of several coal seams at the mine confirmed low radiation levels emanating from coal, but readings more than doubled when the overburden was monitored. Laboratory gamma spectrometry confirmed the lower amounts of natural radioactivity in the coal when compared against soil and water samples obtained in the vicinity of the plant and the overburden at the mine. In an effort to see if there is biological enhancement, animal feces was sampled. The radiation variations were found to be influenced primarily by naturally occurring potassium-40 which varied from ~ 1 to 18 pCi/gm rather than fluctuations in the uranium and thorium series. The potassium-40 concentrated in the ash were similar to the concentrations in the environs around the disposal ponds while Radium-226 concentrated in the fly ash was ~ 3 times that found in the immediate surroundings. Radon-222 gas concentrations in buildings at or near the plant ranged from 0.5 to 1.8 pCi/l and were generally lower than indoor concentrations measured in the Phoenix area. The burning of coal at the Cholla station does not appear to increase ambient levels of radioactivity found in the surrounding environs or to the workers. However, the use of byproduct fly ash for construction purposes may need to be examined.

Though Germany has a very old mining history, her experience in uranium mining only started in the late sixties. Today in the Federal Republic of Germany (FRG) there are only 5 small mines in the exploration stage, namely Menzenschwand and Müllenbach in the Black Forest and Mähring, Popenreuth and GroBschloppen in northern Bavaria. In all these exploration mines much development is required to define shape and size of ore bodies. Mining engineers, government authorities and environmentalists alike are very much concerned about environmental safeguards and protection of mine workers against radon and its daughter products. Miners are affected by internal and external radioactive exposure. In general the external [f3]- and [µ] -exposures can be considered as small in comparison to the internal exposure and are therefore not discussed in this paper. The internal exposure is caused by the inhalation of radon and its daughter products and is relevant to the lung as the critical organ. The nobelgas radon is inert and does not from compounds with other elements easily. Contrary to the physical half-life of 3,8 days the biological half-life of radon is only 10 to 20 minutes. During the rentention time in the body only approximately 1 % of the long-lived decay products are retained in the system (SCHOGER, 1976). In this connection is it important that the radon resorption as well as the radon secretion varies individually and depends to a large extent on the age of the person (SCHOGER, 1960). RENOUX et al. (1978) have determined that the greatest part of the a(-activity in the air is attached to aerosoles with a diameter of 0,4/14. The radiation exposure of the lung by radon is negligible if compared with the exposure by short-lived decay products. For this reason one has introduced the concept of the potential [o](-energy (P) of the short-lived radon decay products, which means the total [ct]-energy, which is produced when an atom decays in the decay-series down to the long-lived lead-210. [ ] The unity of the potential [o]-energy concentration in the SI-system is 1 j/m3 air. In radiation protection however a specific unit is used namely the working level (WL): [ ] The WL-unit, though internationally recognised has not been introduced officially in Germany. Because of the large amount of tunneling still to be done in the FRG, the various mines departments responsible for safety and health in mining ask searching questions such as: - What are the laws governing radon emanation in tunneling? - Can workers be adeguately protected against radiation hazards? - How should one drive through high grade uranium ore? - What happens if the ventilation system breaks down?

The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use theirs in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 m (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two¬seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al.( 1990), surprisingly, does not give any geologi¬cal interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics. It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimen-

Introduction Opencast surface mining requires blasthole drilling to achieve mine planning. No single method of mining is right for all conditions. Occasionally, mine planners introduce a project with little regard to drilling and blasting. These costs are usually a significant percentage of total mine overhead. One drilling and blasting method that can be used to reduce overall mine expense is inclined or angle hole drilling. But inclined-hole drilling will not cut costs unless a set of required circumstances is met. Several conditions of mine design indicate the use of angle drilling. Geotechnical problems must first be analyzed. Primary considerations are safety, fragmentation, production, and maintenance. Secondary considerations are, in some instances, reduction in amount of explosives, which lowers blasting costs; reduction of practical fragmentation beyond blasting pattern limits; and reductions in overall costs due to reduced volume of excavation. Future trends in blasthole drilling may include incorporation of drill equipment designed to allow rapid change from vertical to inclined drilling. This will allow the operator to adapt to changing hole requirements with minimal production loss. Another improvement may be the ability to chamber holes at any elevation throughout the hole depth. This will allow more charge to be placed at strategic locations to improve fragmentation. Merits of Drilling Inclined Holes Drilling is performed to create voids for explosives. It is done either to recover minerals or to excavate a volume of earth. The manner of mining or excavation can greatly affect the economics of the overall project. Many innovations and methods have been tried, but the most practical and economical is still drilling holes and using explosives to fragment the material. To break up the material, the practice has been to place charges within the mass. This is done by drilling holes of a specific diameter and depth into the material. The holes are of such magnitude as to develop sufficient energy to break or loosen this material, providing for easier removal. In general, more open or exposed faces must exist to aid material breakage when blasting. Inclined drilling can be advantageous in open-cut mining with highwall depths of at least 24 m (80 ft). A minimum of two faces are open in open-cut mining and the material can be thrown outward to cover pre-mined volume. This cuts cost by eliminating the need to remove or relocate a large portion of material. Sometimes the material is of such a mass that more energy per unit is required to loosen it than can easily be done by blasting vertically. Inclined holes allow a more uniform loading of drilled holes. The unit of energy is raised, so little or no secondary blasting is required. This usually comes about only if the main plan calls for drilling holes deeper than 24 m (80 ft). For shallow holes, spacing and burden can be made closer to allow sufficient energy to blast the toe.
