To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by the National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m (984 ft), while the length of the panel is changed between 1,000 to 2,000 m (3,280 to 6,560 ft). The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined.

Paper 1: Risk of gastrointestinal cancers from inhalation and ingestion of asbestos, John F. Gamble Selikoff suggested the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers in an early study of insulation workers. In this paper, John Gamble reports on his extensive review and reanalysis studies that address the relationship between asbestos exposure and GI cancers. The purpose of the review was to evaluate the association between asbestos exposure and risks of stomach, colorectal, colon, and rectal cancers separately. Gamble evaluated exposure?response (E?R) relationships using surrogate exposure methods ??because few individual studies of GI cancer have reported exposure? response analyses.?? The principal asbestos exposure surrogates are: (1) the rate ratio (RR) for lung cancer; and (2) the percent of mesothelioma among exposed workers. Analyzing SMRs for GI cancers from individual studies versus the risk of lung cancer and mesothelioma provides crude estimates of E?Rs for asbestos exposure and GI cancer. There are hundreds of passive treatment systems accepting mining influenced water (MIW) throughout the world. Some systems do not perform to design expectations while others, including volunteer systems, have successfully operated relatively unattended for decades. The primary reasons for this situation include the common misconceptions that (1) a “cookbook” approach to design is valid for a wide array of MIW chemistries and site conditions, and (2) low maintenance means “no maintenance.” Passive treatment systems for MIW are typically manmade ecosystems that are designed to handle a specific range of metal loading conditions and MIW geochemistry. Thus, when design conditions are exceeded, the suite of microbial to macroscopic ecosystems may be slow to recover or mature. This should be no surprise to designers. But when a particular system fails, it may be inappropriately attributed to the technology, not the design. This paper presents a standard “phased” design protocol that appears to work and provides examples of sub-par performance of selected passive treatment systems.

The Nutley Quarry Trunk Sewer Project is a good example of a tunnel that went through difficult and complex ground. The 2 m (7ft.) diameter and 840 m (2,750 ft.)long tunnel passed through soft ground, mixed face, and hard sandstone. The soft ground and mixed face tunneling provided several challenges. During excavation of the tunnel, the Contractor encountered a number of unanticipated large boulders. In addition, the length of the mixed face portion of the tunnel increased by 100%. The Contractor tried various construction techniques to overcome the difficult ground conditions and complete the project. The tunneling progress was slower than expected. The Contractor claimed extra costs for differing site conditions. Through discussions and negotiations between the Contractor, Engineer, and Owner, all of the changed condition claims were settled before the construction of the project was completed. This paper addresses the difficult ground conditions, claims evaluation, and how they were resolved by cooperative efforts between the Contractor and the Owner/Engineer.

The Office of Mine Safety and Health Research of the U.S. National Institute for Occupational Safety and Health (NIOSH OMSHR) conducted laboratory testing of a self-tramming, remotely controlled mobile Dry Scrubber (DS) that J.H. Fletcher and Co. developed under a contract with NIOSH OMSHR to reduce the exposure of miners to airborne dust. The scrubber was found to average greater than 95 percent dust removal efficiency with disposable filters, and 88 and 90 percent, respectively, with optional washable filters in their prewash and post-wash test conditions. Although the washable filters can be reused, washing them generated personal and downstream respirable dust concentrations of 1.2 and 8.3 mg/m3, respectively, for a 10-min washing period. The scrubber’s velocity-pressure-regulated variablefrequency- drive fan maintained relatively consistent airflow near the targeted 1.42 and 4.25 m3/s (3,000 and 9,000 ft3/min) airflow rates during most of the laboratory dust testing until reaching its maximum 60-Hz fan motor frequency or horsepower rating at 2,610 Pa (10.5 in. w.g.) of filter differential pressure and 3.97 m3/s (8,420 ft3/min) of scrubber airflow quantity. Laboratory sound level measurements of the scrubber showed that the outlet side of the scrubber was noisier, and the loaded filters increased sound levels compared with clean filters at the same airflow quantities. With loaded filters, the scrubber reached a 90 dB(A) sound level at 2.83 m3/s (6,000 ft3/min) of scrubber airflow, indicating that miners should not be overexposed in relation to MSHA’s permissible exposure level — under Title 30 Code of Federal Regulations Part 62.101— of 90 dB(A) at or below this airflow quantity. The scrubber’s washable filters were not used during field-testing because of their lower respirable dust removal efficiency and the airborne dust generated by filter washing. Field-testing the scrubber with disposable filters at two underground coal mine sections showed that it could clean a portion of the section return air and provide dust reduction of about 50 percent at the face area downstream of the continuous-miner operation.

Occupying a refuge alternative (RA) is an accepted practice in mine fires and explosions when escape is not feasible. MSHA has promulgated a final rule on refuge alternatives that includes a recognition that thermal environment is an important consideration. To this end, an environmental index was specified. The question remains about how to test a refuge shelter to demonstrate that it meets the final rule. The analysis followed five activities: A. Provide an estimate of heat generated by an individual refuge alternative occupant; B. Evaluate the Steadman Apparent Temperature criterion of 95°F; C. Discuss simulations based on body temperature or skin temperature limits; D. Suggest method of simulating human heat generation during refuge occupancy; and E. Suggest alternative methodologies/criteria for evaluating heat and humidity survivability inside a refuge alternative.

New developments in the non-invasive and real-time measurement of the velocity profile of slurry flow in horizontal pipes will be described. This information can be used to determine the approach and onset of solid deposition on the bottom of the pipe. Having this information in real time can enable operation at lower velocities or higher solids concentration or both while avoiding solids deposition or plugging and their associated operational costs. In addition, advances have been made in the measurement and trending of pipewear on slurry lines. In contrast to manual methods, CiDRA?s system uses a permanently or semi-permanently installed ring of conformable ultrasonic transducers clamped onto the outside of the pipe. These transducers are used to measure the thickness of the pipe under their respective locations. This results in better repeatability, accuracy, and failure prediction, along with reduced labor costs. The benefit is significantly improved pipe wear monitoring in pipelines with abrasive solids. This provides an improvement in the ability to insure safe operation and avoidance of costly operational and environmental damage due to leaks caused by pipe wear.

For short tunnels, a reinforced cast-in-place lining is not economical and shotcreteis a logical substitution. In the past, reinforced shotcrete linings have been constructed with lattice girders and welded wire fabric. For the Russia Wharf Tunnel in Boston, MA, the Contractor, with the help of the Dr. G. Sauer Corporation offered the MBTA a VECP to substitute the reinforced cast-in-place concrete lining with a steel fiber reinforced shotcrete lining. The challenge was to adequately model the ductility of the steel fiber reinforced shotcrete and to test the shotcrete prior to and during construction to assure quality control. To our knowledge, this type of numerical simulation has not been used on any other tunnels in the US.

An OCS Expert control system was implemented by Svedala Cisa at the Minera Maricunga Refugio Crush-Leach Operation near Copiapo, Chile. The purpose of the Expert system was to maximize production through the primary and secondary crushing circuits and help balance crusher usage between each stage to maximize total plant production. Interesting aspects of the control strategies are discussed. Benefits of the control were verified through a randomized On/Off test program. Tonnage increases ranged from 5% to approximately 20% at good confidence intervals. Benefits analysis results are discussed. The crushing plant at Refugio is very remote and is located at approximately 15,500 ft. This poses many challenges. The effect of altitude and remote location on plant operation are discussed.

The Upper Reach segment of the Northeast Interceptor Sewer (NEIS) is a3.2-km-long tunnel excavated in interbedded marine sedimentary deposits with approximately 40 m of cover. The tunnel was initially classified by Cal/OSHA as “potentially gassy.” During excavation, high levels of hydrogen sulfide and methane were encountered, prompting Cal/OSHA to reclassify the tunnel as “gassy.” In addition, the tunnel excavation encountered an abandoned, 100-year-old water tunnel known as the “Narrows Gallery.” This existing tunnel was completely full of water and under 30 m of hydrostatic head. This paper will discuss the unanticipated difficulties and design solutions implemented to construct a gassy tunnel exposed to high volumes of water.

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. INTRODUCTION Coal mine worker overexposure to coal and quartz dust continues to be a problem at underground coal mining operations in the U.S. The U.S. Mine Safety and Health Administration (MSHA) recently changed the standard for coal mine worker respirable dust exposure from 2.0 mg/m3 average during an eight-hour shift to 1.5 mg/m3 average over the actual working shift, effective as of August 1, 2016 (1). If more than 0.1 mg/m3 quartz mass is found in the coal mine worker dust sample, the applicable respirable dust standard is further reduced to the quotient of 10 divided by the percentage of the quartz in the sample (1). Over 90% of the mechanized mining units operating in U.S. underground coal mines are continuous mining machines (2). MSHA inspector dust samples from 2009 to 2012 showed that 3.7% of continuous miner operators exceeded the 2.0 mg/m3 dust standard, while 8.8% of these dust samples exceeded the new 1.5 mg/m3 dust standard and 9.7% of these samples exceeded the reduced quartz standard (3). Additionally, roof bolter dust samples at these mechanized mining units during this same period have exceeded the 2.0 mg/m3, 1.5 mg/m3, and reduced quartz levels at 1.1%, 3.7%, and 10.6%, respectively (3)."

The CTC (Certified Trading Chains) mineral certification system has been piloted in Rwanda since late 2008. CTC project implementation is jointly driven by the Federal Institute for Geosciences and Natural Resources (BGR) and the Rwanda Geology and Mines Authority (OGMR), in cooperation with other national stakeholders. Five Rwandan mineral producers participate in the CTC project with their flagship mining concessions. Based on independent third-party audits, CTC certifies supply chain due diligence measures of these companies engaged in the artisanal mining sector through on-the-ground assessments of mining conditions, transparency, as well as mineral origin and traceability. The CTC system thus allows responsible mineral producers and their clients to verifiably demonstrate supply chain due diligence and good governance in conflict-affected and high-risk areas.

February 2, 1999 marks a milestone in earth-moving technology at the San Miguel Lignite Mine. It was on that date that The North American Coal Corporation (NAC) took delivery of three Leica Dozer 2000 GPS grade control systems for use on its bulldozers. The primary reason for the purchase of these grade control systems was to prove that GPS technology could safely and economically be utilized on heavy equipment to assist operators in defining grades. If these properties were successfully demonstrated, the ultimate vision of the project was to expand the system to a point were GPS would become the primary means of providing grade control information to the mine’s heavy equipment operators. Twenty nine months and more than $500,000 later this vision was realized when the final bulldozer operating at the San Miguel Lignite Mine was equipped with Dozer 2000. Presently North American Coal has a total of nine Dozer 2000 GPS grade control systems at San Miguel providing cut and fill information to operators 24 hours a day. These grade control systems have allowed the San Miguel operation to increase safety, reduce costs, improve operator attitude, and better ensure environmental compliance. This article discusses both the nature of these benefits and some of the issues that had to be dealt with along the way.

Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

Roadheaders are commonly used in coal mines for roadway excavations. The prediction of roadheader performance is necessary for the planning of roadway projects and the estimation of costs. Recently, a new rock mass cuttability classification (RMCC) system has been introduced for roadheaders used in coal mines. In this study, the validity of the RMCC system was investigated for different types of roadheaders and different coal mines. Four different coal mines were visited, and the performance measurements of different axial and transverse roadheaders were carried out during the excavation of roadways. Uniaxial compressive strength, volumetric joint count, the strike and dip of joints, joint aperture, the Cerchar abrasivity index, and water ingress were determined in field and laboratory studies to calculate the RMCC index. The analysis of the data demonstrated that the correlation coefficients between the net cutting rates and the RMCC indices were higher than 0.94, suggesting that the RMCC system was valid. It was concluded that the RMCC system could be reliably used for the evaluation of roadheader performance in coal mines.

Namibia is known as water stressed country with a limited amount of fresh water. Therefore, the use of water is an important topic in the country’s development agenda. Water is a shared and finite resource, with high social, cultural, environmental and economic value. However, freshwater resources are under pressure from ore processing, industrialization, urbanization and the demands of a growing population. In Namibia, ore processing, coupled with the anticipated increase in water demand for human consumption and other uses, has created significant stress on the limited water resources of the country. This is critical in the mining industry as water remains typically the prime environmental medium (besides air) that is affected by mining activities. This study sought to investigate the strides made in water management in mining, especially in environmentally sensitive areas of Namibia. Most mining companies operate next or alongside farms, national parks and fishing areas. The overall objective of this research was to highlight the current practices in Namibia’s mineral industry operating in environmentally sensitive areas especially in areas where uranium is being mined and processed. The methodology consisted of comprehensive literature review, field visits to the case study areas, and comparative studies with best practices. This study shows that over a ten-year period, freshwater consumption was reduced by over 55% per tonne of milled ore in uranium mines, resulting in substantive financial savings as well as the delay in water augmentation through desalination. The strategies employed by the Namibian companies involve inclusive stakeholders’ engagement, recycling and reuse, and the minimization of water losses. The realization that the water challenge cannot be solved by any one party acting alone has been fundamental in ensuring environmental compliance within the mining industry in Namibia. Namibia’s industrial leaders have increasingly recognized that reducing the water footprint of mining activities must be one of the key performance indicators for management. The major finding of this study was that Namibia with its unique ecosystems, mineral reserves, and emerging industries can harness a wide range of resources both to improve the welfare of its citizens and to protect the integrity of its environment.

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep ( > 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

The primary grinding stage in the Vuonos concentrator comprises a rod mill in open circuit and a semi-autogeneous mill in closed, circuit with a hydrocyclone classifier. The instrumentation of the grinding circuit is displayed in Fig. 1. All the measurements have computer interfaces and all the control circuits have been implemented by the process control computer. The crushed ore feed to the rod mill is measured by a belt-weigher and controlled by a belt-feeder. The pulp density in the rod mill is stabilized by proportioning the waterfeed at the mill inlet to the crushed ore feed. The slurry level in the pump sump is measured by a pressure transducer and it is controlled by charging the speed of the direct-current drive pump.

INTRODUCTION It has been recognized for some time that major changes in mining methods will be required in the near future. Two types of factors contribute to this need for change. Intrinsic factors include ground control problems associated with mining at increasing depths, noise, dust, toxic fumes, and logistics problems which arise from operation in a cyclical fashion. Extrinsic factors include competition for labor from industries offering safer and less difficult work, pressure for less impact on the environment, and changing economic and political conditions. The search for new mining methods has resulted in extensive research being carried out on such novel approaches as thermal fragmentation, high-pressure water jets, sonic drilling, microwave fragmentation, and laser cutting, among others. Joy Manufacturing Co. has elected to concentrate on impact breaking in stopes as a first generation continuous hard rock miner. IMPACT BREAKING Fragmentation techniques show a drop in specific energy as efficiency improves. Specific energy is the energy consumed per unit volume of rock removed and is affected by such variables as rock material properties, fragmentation method used, operator skill, tool design, etc. Mechanical fragmentation methods generally have specific energies much lower than that of the more novel methods. Table 1 shows impact breaking to have an efficiency exceeded only by that of drill and blast methods and it is this high efficiency which led Joy to impactors as the subject for research on potential mechanisms for continuous mining in hard rock.
