Mine drainage has high acidity and sometimes contains more than the allowable concentration of ionized iron. In such a case, mine drainage is neutralized with calcium carbonate and calcium hydroxide to separate precipitates, such as the iron hydroxide and gypsum generated. Currently, most of these precipitates are not utilized and are accumulated in tailing dams. As a result, the service life of the tailing dams is reduced. This becomes a matter of concern, since securing sites for such dams is difficult. A most effective means of solving this problem would be to promote utilization of these neutralized precipitates. This paper reports on the results of studies on neutralized precipitates produced at the old Matsuo Mine (Iwate Prefecture), which has the largest neutralization treatment facility in Japan. As a result of the studies, the following was proposed regarding application of neutralized precipitates. Utilization as ferrite: Mix ferrous hydroxide and ferric hydroxide in water to synthesize magnetite-like ferrite, to be used in the manufacture of magnetic markers for a mobility support system for blind pedestrians, or in producing magnetic fluids for sink-and-float separation of nonmagnetic metals and nonmetals. Utilization as hematite: Bake ferric hydroxide to produce hematite, thereby extracting metallic iron for paint pigment as well as for the manufacture of ironware by local industry. Production of aluminum sulfate: Precipitate aluminum ions from water and add sulfuric acid to produce aluminum sulfate.

This paper presents a case study which applies risk assessment techniques in evaluating potential environmental problems associated with past waste disposal practices at a 65 acre non-ferrous metals and metal alloys manufacturing facility. Waste management activities at the site involved a number of surface impoundments for gangue material, neutralized acid rinse waters, acid rinse sludges, demolition debris, storm water runoff, stockpiled ores, and a permitted residual waste landfill. As a result of these activities, the She contained 9 identifiable waste management areas impacted by over 35 potentially hazardous chemicals and metals. Extensive environmental data obtained from investigations at the Site revealed heavy metal and volatile organic chemical contamination in various environmental media. These data were utilized to evaluate potential risks to human health and the environment. The human health risk assessment estimated potential health risks to workers, residents, and Site trespassers under current and expected future uses of the Site. Areas of the Site were identified which were considered to present potential health concerns under the various exposure scenarios. Results from the human health risk assessment were utilized to develop cost effective risk based soil remediation goals protective of the public health and environment.

Production scheduling of an open pit mine is one of the most important steps in open pit mine planning. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value and overall economic feasibility of a project. It is becoming more and more critical to obtain an exploitation schedule of a deposit such that highest possible returns are achieved from a project. As the mining industry mines lower and lower grade ores, production scheduling is becoming a key item which can make or break a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. There is not a single, mathematically proven, optimum mine production scheduling algorithm which is widely accepted and used today. In an attempt to determine a production schedule which is optimum, a new algorithm was developed. This algorithm, in theory, is based on the lagrangian concepts of mathematics and in practice is based on the parameterization concept of mining. This paper describes the fundamentals of this newly developed algorithm.

INTRODUCTION Conventional roof support methods such as mechanical and resin bolting provide adequate support for a wide variety of coal mine roof conditions. However, roof falls remain the single largest cause of death and injury in underground mines and seriously hamper production in many operations, demonstrating that these methods of roof support are not universally effective. One of the most recent and successful advances in coal mine roof control has been the introduction of the roof truss. Although past work on roof trusses (Gambrel1 and Haynes, 1970; Sheory, et al, 1973) shows little quantification of this support technique, numerous field examples have been cited where the truss effectively supported roof which could not be controlled by either mechanical or resin bolts (Kegel, 1969). The truss combines the advantages of both inclined roof bolts and post-stressing the roof. However, the full benefits of roof trusses will only be realized when design criteria to optimize support capacity are determined. The number of trusses required for a given roof condition can then be minimized, reducing installation time and making them economically more feasible. The purpose of this research is to develop roof truss design criteria based initially on laboratory studies of gravity-loaded multi-layered photoelastic mine models. Laboratory test results will then be modified where necessary following future field testing. The ensuing relationships should provide the field engineer with a reliable means of calculating optimum truss configuration, capacity, and spacing for a set of known roof conditions.

In the spring of 1988, Freeport-McMoRan Resource Partners Ltd. Partnership, IMC Fertilizer Inc. and Homestake Mining Co., as joint venturers, were awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 91372. This was one of 11 leases awarded to the joint venturers. Following the initial discovery wells in December 1988, delineation drilling confirmed proven sulphur reserves of 68 Mt (67 million long tons). Proven, recoverable oil and gas reserves are 6.2 Mm3 (39.4 million bbl) and 1114 Mm3 (7.2 billion cu ft), respectively. Development of the sulphur mine was given approval as a fast-track project in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and were also given fast-track status. Fast-track for these projects meant design and engineering would not be complete before construction began. Joint venture The Main Pass Joint Venture is one of 13 joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corp., a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has since changed its name to Homestake Sulphur Co. Texasgulf assigned its interests to its parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This joint venture, the first of its kind, was created to acquire offshore leases, explore, develop and mine sulphur. The Interior Department's Minerals Management Service (MMS) announced a lease sale date of Feb. 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the 13 leases the joint ventures bid on, 11 were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Ltd. Partnership. Resource Partners is the operator on all of the leases.

A powerful methane explosion in the mid-shaft pump station of a main service and ventilation shaft killed several persons on the station; more workers were killed when a mancage travelling down the shaft fell to the shaft bottom under a pile of broken concrete slabs from a brattice wall destroyed by the explosion venting into the shaft and a tangled mass of twisted steelwork from the equipped compartment. The newly-commissioned shaft serves a recent extension of an established mine on the Orange Free State (OFS) goldfield in South Africa. After outlining the circumstances in which the paper was written, and reviewing the nature and extent of the methane hazard in OFS mines, the paper describes the physical layout of the shaft and summarises evidence given by witnesses at the official inquiry concerning events prior to the explosion. No attempt is made to apportion blame for the incident.

The increased emphasis on environmental protection, together with the exorbitant costs, or in many urban areas the complete unavailability of surface space, has resulted in a burgeoning demand for greater use of underground space. More and more, those considering new or expanded facilities are looking toward the possibility of utilizing underground space for communications installations, for transportation of people, industrial products, water, sewage and energy, and for industrial installations. Happily, this growing demand for use of underground space is accompanied by fast forward strides looking toward more efficient underground excavation techniques. The tunnel boring machine is already here and where ground conditions are suitable for its use it can greatly reduce the cost of underground excavations, savings of one-third or more often being realized. Research is underway involving excavation by use of laser beams, jetting, vibrations, improvement of tunnel boring machines to make possible the excavation of harder rock, and other advanced techniques. The Engineering Foundation estimated in 1973 that tunneling costs can be reduced as much as 30 percent by rapid excavation methods which are expected to be developed through ongoing research programs in the next few years. Your American Society of Civil Engineers reported in 1973 that $60 billion per year, or 15 percent of the gross national product, could be saved if facilities required to support life were located in the subsurface. Studies looking toward improved contracting practices are going on under the sponsorship of the National Academy of Sciences, and Mr. Al Mathews who is heading this program will address you during this session on the status of this project. The successful demonstration of a precast segmented concrete liner in the Lexington Market Section of the Baltimore Regional Rapid Transit System (BRRTS) is an important step forward in our continuing efforts to control tunneling costs in the USA. In addition to its contribution to specific savings in future tunnels, this demonstration project has taught other lessons about the U.S. tunneling industry and about the process of "mainlining" new and improved technology into that industry. This paper will present an overview of the Lexington Market Demonstration Project from its beginnings to the present time. In addition, it will discuss other implications which have an important bearing on the extent to which tunnels will be used in future transportation systems in the USA. THE HISTORY Precast segmented concrete tunnel liners are not new. An unbolted version was reportedly used in New York City in the 1930's. The modern bolted configuration has been in use in foreign countries for more than 15 years. Indeed, consideration of the use of precast bolted segments below the water table in the USA dates back to the BART system in San Francisco in the 1960's. At that time, they were evaluated and it was concluded that the state of the art would not allow segments to be precast to the required tolerances. This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. The mining business in general, and coal mining in particular, is exposed to frequent and significant swings in the business cycle. Marginal coal production enters the market place in a nearly perfect competition. It must be priced aggressively if market share is to be gained. The minimum price acceptable from the standpoint of the producer is reached at the point where total variable cost are recovered. Competition occurs as companies move to reduce their variable costs in an effort to cover some portion of their fixed costs at reduced market prices. Production planning and scheduling plays a critical role in reducing costs. Multiple scenarios based on changing market conditions require that competing firms have tools available to evaluate the economic impact of transportation, blending, and processing options. In certain applications, significant cost savings can occur as a result of blending or altering preparation levels. Linear programming provides a tool with which to evaluate options and acts as a like between the mine plan and marketing decisions.

A physical model has been developed to simulate the flows and mixing of gases in the waste of a longwall retreat coalface. The model is used in conjunction with computational modelling, and the distributions of permeability and gas emission in the model waste follow those in computer simulations (Pokryszka et al 1996). The physical model represents at 1170th scale a 200 m long, 3 m high coalface with a waste extending up to 280 m to the face start line. The model is tilted to the same seam slopes as the real face, e.g. 22° ascensional ventilation along the face and 7" slope to the dip. The purpose is to investigate the flow of three components: ventilation seepage flow through the waste; methane; and nitrogen injected to quell spontaneous combustion. A heavier-than-air surrogate gas (SF,) is used in place of methane, and therefore the model is inverted so that gas layers form along the 'roof". The main forces driving the flows in the waste (pressure gradients due to ventilation and the density difference of gas layers) are kept in proportion by appropriate scaling of the permeability. Calibration and validation used data from a coalface at a mine in the Lorraine coalfield. The model is now in operational use.

The polyolefins, mainly polyethylene and polypropylene particles, are used as an active filler material in polymer-polymer blends and are being used for the modification of asphalts to pro- vide for high-load, low-maintenance road construction. The stability of prepared blends depends on the interaction forces between polyolefinfiller and the matrix and/or between two polyolefin filler surfaces in the polymeric matrix. Various additives, especially surfactants, can be used to modify these interactions and improve the stability of polymer blends. In current research, direct force measurements between polyethylene (PE) surfaces in n-tetradecane, a nonaqueous solvent imitating the polymer matrix, were performed in the presence of lauric acid and dodecylamine using the AFM colloidal probe technique. Additionally, the zeta potential of polyethylene particles in the presence of surfactants in n-tetradecane was measured. The interac- tion forces between the polyethylene surfaces can be described as a combination of electrical double layer repulsion and steric repulsion between polymer chains extending into the n-tetradecane sol- vent. The addition of surfactant to the n-tetradecane was found to increase the repulsive force between the PE surfaces. The strongest repulsion was observed for dodecylamine. Additionally, the temperature efect on the interactions in n-tetradecane was studied. It was found that steric repulsion between the PE surfaces increases with an increase in temperature.

Areas of bubble contact were delineated for topaz and tourmaline in the presence of chloride, fluoride, sulfate, phosphate, oxalate, and citrate ions using dodecylamine hydrochloride collector. The limits of pH and the minimum collector concentration were established using the bubble pick-up technique. Bubble contact did not occur below the p.z.c. (point of zero charge), estimated to be 5.6 for topaz and 6.6 for tourmaline, in the presence of chloride ion. Flotation below the p.z.c. was, however, extended by citrate, oxalate, phosphate, sulfate, and fluoride ions. Oxalate, citrate, and fluoride ions displayed the greatest pH range of activation, followed by phosphate and sulfate ions. Chloride ion acted as an indifferent electrolyte. Topaz was selectively activated with respect to tourmaline by fluoride and phosphate ions. Topaz was activated by fluoride ion between pH 2.4 and 5.6. Tourmaline flotation in this pH range was virtually insignificant. Topaz was activated by phosphate ion between pH 4.9 and 7.4. Tourmaline flotation in this pH range was only partial. Activation appeared to be strongest when anionic protonated species were in maximum concentration. Strong activation also corresponded to very stable metal ion species thought to be formed on the surface of each mineral.

BACKGROUND OF TARP The first settlement in Chicago in the 1830's was only 0.61 m (2 ft) above the level of Lake Michigan. The area was flat and swampy with local streams and rivers generally flowing to Lake Michigan. Repeated outbreaks of cholera and typhoid fever in the middle and late 1800's led to the reversal of the river system (away from Lake Michigan to the Mississippi River). As a result of this reversal, the Chicagoland area has had to restrict water withdrawals from Lake Michigan and has had to develop and implement water management programs in compliance with orders set down by the Supreme Court of the United States. In order to comply with restricted lake diversion requirements and to compensate for a natural setting which was essentially hostile to human habitation, it has been necessary to embark on the construction of massive public works which include the world's largest water filtration plants, the world's largest wastewater treatment plants and finally the construction of TARP. The rivers and streams in the Chicago area are the headwaters of the Illinois waterway system. These headwaters are heavily polluted from combined sewer overflows of the area. Present pollution control laws require that combined sewer overflows be eliminated so that the rivers and streams can be used by the citizens of Cook, Du Page and Will Counties and other downstream communities. Fifty-three of the older most densely populated communities including the City of Chicago, covering an area of 971 sq km (375 sq miles), are served by combined sewers. INTRODUCTION Disposal of coal refuse is a costly and challenging problem facing the coal industry today. After the Martin County Coal Company slurry spill and the subsequent regulatory changes state and federal agencies are now beginning to require companies to justify new slurry impoundments. The authors have performed an analysis of different means of disposing of coal refuse for a major coal producing company located in the eastern Kentucky coalfields (the name of which will be withheld for the purpose of this paper). The company’s existing slurry impoundment is nearing its maximum permitted elevation and also an elevation where it may come in contact with abandoned underground workings. Due to the increased concern with underground mine works near slurry impoundments, additional consideration was given to raising the existing impoundment. Several other alternatives were evaluated, including but not limited to raising the existing impoundment, constructing a new slurry impoundment, constructing slurry cells, belt presses and others. This alternatives analysis was performed as part of a Section 404 permit for a valley fill and is currently being reviewed by the U. S. Army Corp of Engineers. All of the known possible alternatives were discussed in detail in the analysis. Due to the findings of the alternatives analysis, the company considers the engineered construction of the proposed impoundment to be the most favorable option of all the other alternatives evaluated, from both an economic and environmental standpoint. ALTERNATIVES EVALUATION FOR COALREFUSE/SLURRY DISPOSAL Background The company currently operates several deep mines and employ over 300 people and produces over 3.9 clean Mt/a (4 million stpy) of high quality, low sulfur coal. Currently, coarse refuse is belted to a valley fill, while, fine refuse is pumped to the existing impoundment. Coarse refuse is trucked to the existing impoundment as needed for construction purposes. The average recovery is approximately 50%; therefore, over 3.9 Mt/a (4 million stpy) of coal refuse must also be separated and placed.

Coal mining is one of the major sources of methane release to the atmosphere by human industrial activities and is believed to contribute to -30% of the total methane emissions from industrial activities. In 1993, world saleable black coal production, attained almost 3.5 billion tonnes from which around 65% was produced underground. Coal in underground mines can contain high quantities of methane and some deep coal seams have methane content as high as 50 cubic meters per tonne of coal. Gas is re- leased during coal mining from the mined seam and in a higher degree from the neighboring unmined seams and gas bearing strata which are fractured as mining advances. This paper de- scribes a study which was undertaken to estimate the extent of methane emissions from coal mining in the world. Measured emission related data were collected from most underground coal producing countries in the world. The data included methane flows in the ventilation system, methane flows in gas drainage system, in-situ gas content, methane utilization and coal production. More comprehensive data were collected from a range of gassy and non-gassy Australian mines. Residual gas content of samples from run of mine were also measured. Using the Australian data, mathematical expressions were established to evaluate methane emissions as a function of coal production and in-situ gas content for other mines. These emission models were then used to evaluate the emissions for the countries or coal basins without measured emission data. Trends in methane emissions from underground mining for the year 2000 and beyond were also estimated.

Construction of the first phase of the Sao Paulo Metro, the North-South Line, will be completed late in 1974. The downtown section of this line consists of 2.2 miles of 19.6-foot diameter soft ground tunnels and 3 subway stations. The entire tunnel - station package was let to one contractor. A plan and profile of the tunnels and stations is shown on Figure 1. Passage of the tunnels under Boa Vista Street in the Sao Paulo Financial District was one of the major challenges. The street is only 50 feet wide from building line to building line and flanked by 10 to 20 story buildings. The tunnels pass within 4 feet of adjacent footings. Further south, the tunnels run 13 feet below the flat foundations of the Caixa Economica, a massive 11 to 14 story building. Surface settlement had to he limited to less than .07 feet/tunnel and good face control and grouting procedures were essential. For this reason, full face cutting wheel tunneling machines were selected to drive the tunnels south of the Access Shaft Prestes Maia which included Boa Vista Street and the Caixa Economica. The tunnels north of the Access Shaft Prestes Maia were driven under a fairly wide Avenue and greater settlements were permitted. Open face shields were selected to drive these tunnels. Most of the work has now been completed and analyzed. Acoustic pollution (noise) is a significant mine environmental system problem. The U.S. Bureau of Mines (USBM), Environmental Protection Agency (EPA), Department of Labor (DOL) and other researchers have all performed contributory research on noise in mining environments. The present study addressed the problem of unavailability of a computerized, practical, routine, user-friendly, and user-editable, prose-styled application program with which one can determine (a) the noise exposure indices among mine workers, (b) mine system noise exposure level on time-weighted average basis, and (c) predictive relationships among mine workers' age, prior exposure to abnormal noise levels, prior auditory pathologies and the risk/degree of mining-induced hearing impairment. Results showed that such a program ("NEIL") is accomplishable. Additional results revealed that most U.S. mines operate within the statutory noise exposure levels. Furthermore, the mine worker's age was statistically confirmed to be the main predictive risk factor for mining-induced occupational hearing impairment.

This paper outlines a proposed research project to investigate secondary sulphide ignitions. Sulphide dust explosions have resulted in loss of production and considerable capital and equipment replacement cost in Canadian mines. The practical application of laboratory test results to actual mine situations presents a complex problem and is a field requiring immediate investigation. The factors contributing to the outbreak of sulphide ignitions are not clearly understood. This indicates a need for future research to study the influence of blasting parameters, exhaust temperatures, and dust characteristics on secondary ignitions at source. The aim is to establish realistic quantities for each of the parameters and develop a model that will incorporate field and laboratory quantities. It may be possible to predict outcomes of sulphide ignitions when the parameters are known. It is also planned to study the techno-economic feasibility of the preventive and control methods. One aspect of planned future research requires quantification of some terms by obtaining measurements of pollutant concentrations and size distribution of the airborne dust in an underground environment immediately after a main blast. A blast-proof aerosol sampling package to measure the source term will be designed. This sampling package will consist of a sampling section and a shield which will be capable of withstanding a blast explosion. The accuracy in measuring the variables and combination of variables will be the main focus in this proposed study.

In considering the use of underground space for civil works functions, there are several criteria that must be met if transfer of any of them is to occur. It is important to recognize that these criteria involve social and political as well as conventional engineering and economic considerations. It is the purpose of this report to identify certain of these criteria and develop a set of measures that will permit the evaluation of the potential benefit of transferring civil works functions underground. The work reported here was completed for the ASCE and is contained in the report, Undergound Space, 1973. If one examines the total direct and indirect economic return from the location of civil works in subsurface rather than surface space, sizeable benefits accrue. This occurs largely because design, construction, operating and maintenance costs of these systems are highly dependent upon the forces exerted on these systems by the surface enviroment itself. Transferring of these facilities to underground space would eliminate a large segment of those costs. It is equally true that civil works functions compete with other uses for surface space and generate significant conflicts with these competing uses. Highway construction takes land from other productive uses. Electrical transmission lines conflict in terms of safety and aesthetics with adjacent social activities. Assuming that construction costs can be made equivalent, the analyses in the previous report indicate that the locating of all civil works functions underground would yield an annual net savings to the society of the order of 60 billion dollars.
