In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

Kerr-McGee Coal Corporation has used diesel face haulage and support equipment at its dual-seam Galatia Mine in Southern Illinois since production activities commenced in 1983. The mine began production from its lower seam, the Harrisburg No. 5 coal seam, in October 1983 and from the upper Herrin No.6 coal seam in April 1985. Before production began, the company developed a program designed to make use of the flexibility offered by diesel equipment. While productivity was an important goal, the top priority of the program was to provide a safe and healthy work environment for the miners. Management believed that high productivity would naturally follow. History has proven this belief to be true.

Uranium tailings at Cotter Corporation's Canon City, Colorado Mill were moved to a double-lined impoundment, but uranium and molybdenum salts remaining in the fractured bedrock underlying the old tailings ponds seeped into groundwater. Fluor Daniel GTI recommended an in situ geochemical fixation remedy, flushing Best Sulfur Products' calcium polysulfide reductant into the subsurface with clean water. Residual metals became immobile, trapped in the bedrock. Fluor Daniel GTI designed and implemented the process on ten acres with high metal concentrations. Cotter is operating and monitoring the system, which can be expanded to "hot spots." The original remediation time was estimated at less than five years.

This paper deals with some aspects of concrete construction in remote locations and/or cold climates. The writer's experience covers 25 years in construction in western and Central Canada. I will bring forth some pertinent observations and cost facts learned from this experience. Let us start by saying that there is nothing more important than preplanning the entire project. By this I mean the production of the engineering design, working drawings, soliciting of prices and ordering of all equipment and contractors work, the delivery of all equipment and all onsite work. All of this should be placed on a master schedule, preferably a C.P.M. We have been using C.P M. Scheduling for all of our work for 5 years and have found it in-valuable. This preliminary schedule will show initial items of work and target dates. After main equipment orders are placed and deliveries confirmed, the construction schedule can be revised to include manpower and construction equipment requirements. From this information the size of camp is determined. This, of course, must be ordered several months ahead. The manpower schedule can be broken into trades to tell us the number of men of each trade required at any time. This is important in helping to determine where the men must come from and whether or not any incentive is needed to get them. The schedule will also point out if it is impossible to get the project closed in before winter becomes too severe unless overtime is worked or the project is started in early spring. In most parts of Canada cold weather starts in October and lasts through April. A common term of reference has been to wait for the frost to come out of the ground before starting work in the spring. Currently, around 100 million tons of construction materials and aggregates are shipped annually by rail. And recently, producers are looking much more carefully at rail not only to reduce fixed costs through increased volume, but also to eliminate operating headaches, such as increasing community pressures about trucks on the road, noise and dust. Many producers are uncertain as to how to enter the rail shipping business since railroads have historically been reluctant to ship small quantities short distances. This article provides strategies to help producers examine and pursue moving their rock by rail.

Irrigation simulates a climate change so that crops can be grown that otherwise would not thrive. The abundant sunshine and warm weather of many arid regions induces a rate of growth in excess of that in cooler, moister regions. Hence, the arid part of eastern Washington, traversed by the Columbia River, is admirably suited to irrigation. The Pasco Basin lies in south-central Washington at the south end of the Columbia Basin Irrigation Project of the U.S. Bureau of Reclamation. The Basin, because it lies in the rain shadow of the Cascade Mountains, receives only 6 to 10 inches of precipitation a year with somewhat greater amounts, commonly as snow, on the higher hills. Recent extremes included 3 inches of precipitation from August 1967 to August 1968, and 12 inches in the succeeding "12 months. Most of the precipitation falls during winter. If it were to fall in summer or were evenly distributed throughout the year, evaporation rates probably would produce a true desert.

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned --to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health --NIOSH --the beneficiaries of each other's findings. Unquestionably, there are lines of separation. The main responsibility of the agency I represent, MSHA, is enforcement of the nation's mine safety and health laws. But we also have an additional responsibility and that is to coordinate and give priority to research in a never-ending hunt for answers.

Despite its evolution, the Mining Law continues to be criticized as outdated. Recent developments in expanded PTFE membrane filter cloths offer high flow rates and sub-micron particle removal. These high strength, industrial grade filter cloths can be tailored for tubular filters, leaf filters and rotary vacuum drums. Filtration techniques using tubular filters make possible filtration of difficult slurries with the elimination/reduction of filter aids and chemical additives. This paper describes principles of surface filtration, applying the membrane filter cloth and comparisons to gravity separators. Benefits to the mining industry include clear effluent, enhanced solids recovery and accelerated cost payback.

The necessity to protect the environment can limit mining activities and make some areas less attractive for the prospecting and exploration of mineral deposits. In Poland, the main environmental factors that restrain Irumng are: 1. Regional A Protection of the landscape B. Protection of ground water from contamination and depletion 2. Local A Conservation of fertile soils B. Conservation of forest resources C. Preservation of natural, cultural, and historical monuments The regional factors listed above that can limit mining are presented on a map of Poland. These data, combined with maps of known and potential mineral deposits, make it possible to delineate general levels of limitation for various mining-related activities varying from "no existing environmental limitations" to "no allowed industrial activity" As an example, a compilation of such data is presented for lignite exploration and mining in Poland. Lignite deposits occur within Upper Paleocene to Upper Miocene clastic strata at depths ranging from a few to 300 m. The thickness of the lignite is generally a few meters, but can locally reach over 100 m within grabens. As a result, the overburden-to-lignite thickness ratio varies from less than 1 to over 20. Within the same Tertiary strata, and within overlying Quaternary strata, several aquifers exist that produce good quality water that may be contaminated or depleted during lignite mining. The protection of these ground waters is the main factor limiting lignite mining and should be addressed in mining and environmental policy and planning.

The Rosebud district is located in the Kamma Mountains, southeast of the townsite of Sulphur, Nevada. Since discovery in 1989, LAC Minerals, in joint venture with Equinox Resources, has delineated a resource containing approximately 570,000 ounces of gold and 5,500,000 ounces of silver. The deposit is of the volcanic-hosted epithermal quartz-sericite type. Mineralization occurs in tabular zones in and along the hanging wall of the South Ridge fault, and in cross-cutting high-angle structures. Multiple stages of discontinuous stockwork gold-and silver-bearing quartz-calcite-clay veins cut variably clay-altered, silicified, and sericitized rhyolitic Miocene volcanic rocks.

Column experiments were performed to determine the ability of Madison aquifer material to adsorb arsenic and other constituents in a heavily mined watershed of the Black Hills in western South Dakota. The Madison aquifer is a karstic dolomite and limestone reservoir that is exposed on the flanks of the Black Hills. Streams that cross the Madison in the eastern Black Hills typically lose all their flow to the aquifer at sinkholes. In this work, Madison aquifer material was obtained for loading of six-inch diameter columns, which were backfilled with Madison aquifer water. Stream water then was allowed to displace the aquifer water during column testing in order to simulate mixing of the two waters at sinkholes and to determined adsorption of arsenic and other dissolved constituents. Initial results show that some adsorption of arsenic occurred when compared to more conservative tracers such as nitrate.

Climate change presents risks to mine infrastructure, operations and long-term obligations to protect environmental conditions. Management strategies and design of infrastructure and containment systems based on past or current climate conditions may be inadequate in the future if changes in climate are not taken into account in planning for mine operations, decommissioning, closure and post-closure. Data-driven assessments using climate model projections of the future can be used to quantify: • Changes in site-specific risks to mine structures, access, containment facilities, operations and staff safety. • Changes in vegetation and water balance/chemistry, and potential for acid mine drainage, erosion and design failure. Climate- and weather-related risks are a serious threat to the mining industry, but risk transfer solutions can alleviate these vulnerabilities. Mining companies can protect themselves through bespoke solutions which provide operators, investors and buyers with protection against weather-related disruptions to operations by hedging to smooth revenues. Using risk transfer structures to mitigate climate risks is a mechanism that is available to all types of mining operations world-wide. In this paper, we describe methods for evaluating site-specific climate change impacts and developing risk transfer solutions to mitigate their effects. EVALUATING MINE RISKS FROM CLIMATE CHANGE The best available tool for understanding potential future changes to the earth’s climate system are global climate models (GCMs) (IPCC, 2014). GCMs are computer simulations of the climate system which include the atmosphere, ocean, land surface, cryosphere and biosphere. Because of the computational demands of running a global model for many decades, the spatial resolutions of the GCM grids are necessarily coarse, typically on the order of 100-300 km. GCM data are therefore suitable for evaluating future physical risks on global or continental scales, but may not be appropriate for evaluating location-specific risks (e.g. Kotamarthi et al., 2016). For site-specific, quantitative physical risk assessment, GCM projection data are “downscaled” or adapted for use at the local level using statistical techniques together with observed data (statistical downscaling) or using high-resolution regional climate models (RCMs) that focus on a single geographic region and have spatial resolutions of 10-50 km (dynamical downscaling). Downscaling bridges the gap between the GCM scale and regional/local scale. Through the downscaling process, new information is added to the GCM output from observations and/or RCMs, resulting in patterns for weather variables that are more consistent with local terrain and weather influences. Downscaled climate change projections for the mine site are selected considering mine location and geography, the availability of local observations, and the performance of the downscaling method and global/regional models used to develop the projection in simulating the variable under study. Where possible, we use projections from an ensemble of global and regional model runs spanning a range of future greenhouse gas (GHG) scenarios.

"An innovative method to reduce acid rock drainage (ARD) and sediment loading of a recreational lake was used in the Red River watershed in northern New Mexico. The Red River drains a mining district that contains multiple naturally occurring hydrothermal alteration zones that release ARD and sediment to the river during episodic summer rain storms. A lake is near the mouth of the watershed and is filled with water from the river through a sluice gate and diversion. An automated actuator was installed on the sluice gate to close when the river is impacted by high-suspended sediment. Water quality probes were installed at the sluice gate to monitor the river water for turbidity, specific conductivity and water depth. If high turbidity is measured, the sluice gate closes automatically. Remote access is setup with a computer view screen to review the real-time system status. Once the turbidity drops below a threshold, the sluice gate is reopened remotely. The automated sluice gate has successfully reduced the amount of ARD and suspended sediment entering the lake. This reduction has resulted in an improved aquatic habitat for the fishery and benthic macroinvertebrate community. BACKGROUND The Red River is located within the Sangre De Cristo Mountain Range in northern New Mexico. The river drains an area of approximately 190 square miles and spans elevations from 6,600 feet at its confluence with the Rio Grande to its headwaters near 12,000 feet (Figure 1). The river generally flows to the west along most if its length.The Red River watershed includes several hydrothermal alteration zones. The alteration zones were created by intrusion of high-silica granites and subvolcanic porphyries, with associated hydrothermal fluids, into the volcanic rocks of the Questa Caldera. The hydrothermal alteration is also responsible for the molybdenum deposits in the area. Rapid chemical weathering and physical erosion of pyrite-rich hydrothermally altered rocks has resulted in the formation of alteration scars. The alteration scars are characterized by steep, erodible slopes with little vegetation and incised gullies. Debris fans from the drainages containing active alteration scars have formed and typically consist of poorly sorted sand and gravel that is distinctly pale yellow in color. Some of the more prominent scars are located in the Hansen, Straight and Hottentot Creek drainages downstream of the town of Red River."

Mining is one of world's oldest industries. Its rich history continues into modern times. The Waste Isolation Pilot Plant (WIPP) located in southeastern New Mexico is writing the next chapter in mining history. In fact, WIPP technology is the key to closure of the nuclear cycle with the disposal of nuclear waste in a deep geological repository. It might seem odd that the age-old institution of mining would be linked to the problem of nuclear waste disposal. In fact, the nuclear industry would not exist without mining. Uranium ore is mined from either underground or surface mines as the initial step in harnessing the magnificent resource of nuclear energy.

Although flotation is the generally accepted process employed to recover gold and silver as well as copper, lead, and zinc from primary sulfide ores, the metallurgical requirements for the treatment of massive sulfide ore deposits differ markedly in many respects from those employed for the more common disseminated porphyry deposits. In Arizona, some properties classified as other then massive sulfide deposits because of mining and geological characteristics have produced mill-feeds similar to those from massive deposits. Several such occurrences are noted. The process requirements for massive sulfide deposits and unique mill-design implications are discussed in the perspective of world-wide economic considerations and the individual regional metallurgical and economic constraints in the United States.

Studies of the northeastern Mississippi bauxites were initiated primarily for the purpose of ascertaining the quality and quantity of the ore. Subsequently, this ore was found to have a rather dubious economic value as was previously suspected but never established in earlier economic reports (1, 2, 3). However, the quality of ore was found to be higher than previously thought. Even though the ore bodies were determined during the early stages of this study to be too thin, small and widespread for commercial production a continuation of the study was not abandoned. On the contrary, the present investigation was intensified concentrating less on the economic application and more on stratigraphy and genesis. Considering the ever increasing demand for aluminum products the northeastern Mississippi bauxite district which includes portions of Tippah, Benton, Pontotoc, and Union Counties may soon become, in spite of inferior quantities of ore, an attractive area for bauxite production. Presently, however, the meager quantity of ore discourages exploitation. On the other hand, these northeastern district bauxites are facies of more extensive units of lignite bearing high aluminum clays, and considering the advances in aluminum extraction from clay these clays may in the future beckon mining interest. The bauxite of the northeastern Mississippi district, mapped as a part of the Betheden Formation (4). has an outcrop trend along the county lines of Tippah and Benton Counties and the extreme western portion of Union and Pontotoc Counties. In 1989 Newmont Gold company initiated a project to develop a treatment process for higher grade refractory gold ores to be mined from deposits along the Carlin Trend in Nevada. Extensive laboratory and pilot testing have identified a unique whole ore roasting process for oxidizing these ores prior to gold recovery by conventional cyanidation techniques. Subsequent detailed engineering studies by Fluor Daniel evaluated three different dry grinding flowsheets for feed preparation to this roasting circuit. The selected flowsheet will incorporate a two compartment ball mill with an attached drying chamber that is driven by a 11.2 MW (15,000 hp) wrap-around motor.

Conveyor systems are an essential part of many material movements in all conceivable areas of application. They are used to transport goods in raw materials extraction, agriculture, and even articles for daily use. In the process, not only distances of several kilometers but also differences in altitude of several hundred meters are bridged. The layout of the conveyor usually follows the topography at the respective installation site. Particularly in the case of large height differences, safety devices must be provided to prevent uncontrolled movement. Backstops can take over this task in predominantly ascending overland conveyors and are used either as a primary or as a secondary safety system in conjunction with a service brake. They are always used when the system comes to an unplanned standstill, whether due to a power failure, an emergency stop or a defect. When designing backstops, it must be ensured in any case that all conceivable circumstances are taken into account so that failure is ruled out without the product being unnecessarily large in size. Various safety factors are applied, some of which are even prescribed by authorities. One example is the Australian standard on machine safety for bulk material belt conveyors (AS/NZS 4024). This stipulates a redundant acceleration safety device that can absorb at least 150% of the maximum load.
