Introduction The post World War II nuclear arms race and interest in nuclear power generation resulted in a significant demand for uranium in the 1950’s. This led to the development of uranium solvent extraction technology and uranium became the first metal to be recovered on a large scale by solvent extraction (SX) (1), interestingly more than 100 years after the extraction of uranium from an acid nitrate solution using diethyl ether was first reported by Peligot.(2) For a variety of reasons discussed elsewhere (3,4) there have been upheavals in the supply demand picture and price for uranium since the 1960’s. (Figure 1) The low price of uranium from the mid 1980’s until 2004 resulted in a depression of new resource exploration and mine development along with uranium mine / mill closures and decommissioning. People with skills in uranium processing could not find suitable employment and many experienced engineers and metallurgists took jobs elsewhere or retired. This resulted in a significant brain drain with respect to uranium processing technology.

The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." Other aspects are important, too, says Fitch, including drill hole sections. "We use all the basic capabilities the system provides in the complete package," he explains. Thallium is an uncommon heavy metal that may be found in concentrations that exceed regulatory limits in mining influenced water associated with processing cadmium, copper, gold, lead, and zinc ores. This study evaluated cost-effective modifications to lime precipitation treatment to reduce thallium concentrations to below the EPA drinking water MCL of 2 ppb. The oxidative precipitation of Tl+ to Tlß+ by potassium permanganate was explored for thallium removal at low concentrations (1 ppm initial thallium). Laboratory batch tests were performed to evaluate the removal of thallium from synthetic solutions. Three ratios of potassium permanganate to oxidizable metals in solution were used (one-half, one and two times stoichiometry). Thallium was removed to less than 1 ppb for all stoichiometric ratios evaluated within 10 minutes of reaction. The efficacy of oxidative precipitation for thallium removal is presented.

RJB Mining is the largest coal producer in the UK. In January 1995 the Company acquired the Central North and Central South Regions of British Coal consisting of: ? 15 operating collieries -including capital equipment ? 2 care and maintenance mines ? 16 operating Opencast sites ? Interest in 26 prospective and 46 potential Opencast sites ? Approximately 417 million tonnes of proven and probable reserves and considerable mineral resource ? 9 million tonnes of coal stocks ? Long term contracts to supply approximately 90 million tonnes of coal to National Power and PowerGen to the period of 3 March 1998 ?Approximately 7,600 employees and 4,500 mining contractual labour. Up to the acquisition RJB Mining had the capacity to produce 14 million tonnes of saleable output with an approximate 1,500 strong workforce.

Industries are challenged to meet increasingly stringent regulations for selenium and metals. Cost-effective treatment is required to minimize the economic impact of environmental compliance. Low-cost biological treatment of selenium can be achieved passively using biochemical reactor cells composed of natural organic media components such as wood chips, sawdust, hay, composted manure, and peat. The reactor cells create an anaerobic microenvironment for biological reduction and sequestration of selenium and other metals. Biochemical reactors can be combined with constructed wetlands for flow equalization and to remove the organic byproducts in reactor cell outflow. Passive treatment reduces capital cost and operational effort compared to more expensive and complex physical and chemical treatment. Recent pilot and full-scale projects by mining companies and by the US Bureau of Reclamation demonstrate that passive treatment can achieve compliance with selenium concentrations over a range of flows and environmental conditions. Case histories of passive selenium treatment systems and their key findings are provided, and prospects for future applications are summarized.

Gold Fields acquired an option to purchase the Cerro Corona Project, located in Hualgayoc, Cajamarca Department, Perú, in December 2003. In January 2006, the option was taken up and the transaction closed. During the intervening months, Project development occurred against the backdrop of a Presidential election, increasing national social activism and environmental regulation, rapidly escalating operating and capital costs, as well as unprecedented demand for engineering and technical skills. Project “Lessons Learned” are outlined and discussed in the context of an evolving strategy.

Goldcorp Inc. has mining operations and exploration projects throughout Canada, the United States, Mexico, Guatemala and Honduras; as well as partnerships in Argentina and the Dominican Republic. In rural areas of developing countries it is very common to have mining operations surrounded by diverse communities consisting of people with limited, or no formal education. This is fertile ground for anti-mining NGOs to cultivate. The limited educational backgrounds of the people, coupled with a company desire to maintain a low profile can lead to a problematic lack of trust between the local communities and the mining company. As part of its commitment to environmental stewardship and sustainable development, Goldcorp has implemented various programs to build trust at these operations, as well as incorporating this policy into any new projects prior to commencement of operations. This paper is intended to describe two initiatives that have shown positive results for both the communities and the Marlin Mine.

In the mining and quarry industries, rock fragments are often transported by conveyor belt. To estimate the qualities of the rock fragments (i.e., size distribution and shape), an operator must take samples from the conveyor and manually perform a sieve analysis, which is time-consuming and tedious. Alternatively, an image-analysis system can be used to monitor the fragment quality on a fast moving conveyor belt. However, images of fragments on a fast moving belt vary to such a degree that the quality of any two successive images are not the same, and some of the images are of such poor quality that they are unrecognizable by human eyes. If poor-quality images are directly analyzed by a segmentation algorithm, the analysis will not be satisfactory. To resolve this problem, it is necessary to use an image-classification pro-gram for the automatic selection of fragment images with good quality. Because of this need, an image-classification program was developed and tested both in the laboratory and in the field. Testing of the system on different types of fragments showed that the system works reasonably well.

Since 1973 when the first edition of the SME Mining Engineering Handbook was published, many significant changes have occurred in the US mining industry. The industry went through a fairly prosperous period immediately after 1973, but then many economic pressures came to bear on mining companies, particularly in the metal and coal branches of the industry. These pressures changed both the mining methods used and the general economics of the mining methods. As a result, the industry today is different in many ways titan it was in 1973. A general summary of some of the more important changes that have come about will be provided here as well as some assessment of the effects of these changes on the choices of mining methods. In the metal mining industry, the most significant trends were increased surface mining, the use of larger and more efficient equipment, and increased technology and automation. The primary impetus for these changes was unprecedented competition from foreign producers. In many cases, this competition came about because of the nationalization of foreign mines and the tendency for these mines to become a source of foreign exchange. Arch Coal Inc. has implemented and sustained Best Practices at its four western mines through utilizing foremen in ongoing time studies. A prime benefit is the unique opportunity provided to front line supervisors. To date, 48 supervisors have participated in this program. Each quarter a new team is assembled with members from each operation. During three month blocks the supervisors conduct studies at each mine and identify best practices to implement at their own mine. Ongoing Best Practice and Action Item lists are reviewed each study. Mine management edits, prioritizes and monitors the completion of the proposed action items.

Most mining and metallurgical plants have developed predictive maintenance policies based on statistical analysis and special techniques, like vibration analysis, oil and lube analysis for critical equipment. Process control strategies have also been installed in several metallurgical sites. These control strategies require instrumentation maintenance from local personnel. The availability of real time and process history to identify the most critical part of the processing system from mechanical integrity is a must for global plant optimization. Specialized performance control monitoring algorithms are required to justify their existence and contribution to the bottom line. Emerging technologies are combining these techniques into a single total plant system. Tools are required to assist in troubleshooting and adapting these process control instruments and strategies. The key is the plant equipment and process control availability and utilization rather than just maintenance.

The evaluation of raw materials in terms of quality profile, mineralogical character and mechanical properties is of great importance to the cement industry. The variability of their chemistry and structure is among the decisive design parameters in the choice of any mining, handling and preblending systems. Furthermore, clinker and cement production require sound estimates of the above parameters, to help produce some appropriate and realistic raw mix configurations and achieve minimum standard deviation of the major components. This paper addresses this subject from the perspective of a cement producer and presents the principles of a methodology aimed at optimizing mine planning and process design. Finally, results from case studies on actual sedimentary deposits currently in operation are discussed.

Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

Historically, this area produced gold and silver from many well-known vein deposits, like Tayoltita, Topia, and San Jose de Gracia. Modern exploration identified three categories of deposits: 1) low grade porphyry golds in shallow level dacite porphyries; 2) batholith-related deposits; and 3) those formed in volcanic sequences of Late Cretaceous to Late Tertiary. At least four porphyry golds have been identified, of which Metates is best known. These are formed by and within daciteporphyries, associated hydrothermal breccias and sometimes within surrounding meta sediments. Their ages are from mid-Cretaceous to Early Tertiary. Precious metal deposits associated with batholiths occur as veins, contact haloes in meta sediments or volcanics, skarns, tectonic breccias, hydrothermal tourmaline breccias, dacite dikes or as disseminated or stockwork deposits such as La Fortuna.Several new gold discoveries were made in older EarlyTertiary Volcanic Sequences and in the younger Tertiary volcanics within prominent structures exceeding 3 to 5 km in lengths. Some of these are open-pittable but most have to be mined by underground methods.

Australia’s mineral valuation code continues to evolve, while mineral valuation standards are also being written for Canada and Southern Africa. The author is leading a task force for writing the extractive industries addition to the International Valuation Standards. Meanwhile, the International Accounting Standards Board is continuing the development of an extractive industries addition to its International Financial Reporting Standards, with an emphasis on valuation reporting. This paper analyzes the need, content and ownership for a U.S. minerals appraisal standard in the context of both these developing international standards and also existing U.S. regulations and appraisal standards. The author provides many questions for research and debate.

Owing to the selective oxidation and uneven combustion that occur on the surface of carbon anode, some carbon particles detach and form carbon residue, which is defined as spent anode slag (SAS). The highly graphitized and toxic impurities such as fluorite ( CaF2), corundum (α-Al2O3), and cryolite ( NaAl11O17) are crucial components of SAS resource but are difficult to separate from graphite. This study developed a method of using water-soluble (emulsified) kerosene to separate the carbon particles from the toxic impurities in the SAS resource. The flotation purification approach of utilizing conventional kerosene was experimentally investigated and compared with that of using water-soluble kerosene. The results showed that with the use of emulsified kerosene, the maximum combustible matter recovery of the carbon particles was 89.86% while that of using traditional kerosene was 80.30%. The emulsified kerosene was comprehensively examined by various instruments to clarify its adsorption mechanism on the carbon particle surfaces. Because of the superior dispersibility of emulsified kerosene, it effectively envelops carbon particles with a smooth surface, oxygen-containing functional groups, and hydrophilic C–F bonds, thereby increasing the surface hydrophobicity and flotation responses of targeted carbon particles.

Although salmonid fishes (including Pacific salmon and trout) have only intermediate sensitivity to copper (Cu) for traditional toxicity endpoints (survival, growth, and reproduction) and thus do not ?drive? the freshwater Cu criteria (e.g., see species-sensitivity ranking in US EPA 2007), Cu concentrations as low as 1 to 2 µg/L have been reported to impair olfaction (the sense of smell) in salmonids in laboratory experiments using dilute fresh water (see references in Meyer and Adams 2010 and DeForest et al. 2011). Olfaction is crucial to predator avoidance, recognition of kin, and reproductive synchronization (Baldwin et al. 2003); and Cu is of general ecotoxicological concern because it can be present in acid/mine rock drainage, industrial and municipal effluents, agricultural runoff, and urban stormwater runoff (Meyer et al. 2007). Therefore, there is public concern that the current regulation of Cu in surface waters is not stringent enough to protect salmonid fishes against olfactory impairment (e.g., OSU 2007; Pearson 2007). Because the toxicity of metals to aquatic organisms is a function of water chemistry [e.g., acute toxicity of Cu generally decreases as pH, water hardness (Ca2+ + Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase; Meyer et al. 2007], hardness-based freshwater criteria for metals are lower at lower water hardness. The recently-developed biotic ligand model (BLM) explicitly takes into account all four of those water chemistry parameters and the concentrations of other major inorganic cations (Na+, K+) and anions (Cl-, SO42-) to predict the acute toxicity of cationic metals (e.g., Ag, Cd, Cu, Ni, Pb, Zn) to aquatic organisms; and the BLM has been adopted by the U.S. Environmental Protection Agency (US EPA) to calculate acute and chronic national freshwater criteria for Cu (US EPA 2007). Consistent with observations of Cu toxicity to aquatic organisms, BLM-based Cu criteria generally are lower at lower pH, water hardness, alkalinity, and DOC concentrations. Therefore, although threshold concentrations for olfactory impairment by Cu can be low in dilute fresh waters, the corresponding hardness-based and BLM-based Cu criteria for the same waters also tend to be low. This leads to a logical question: Are Cu criteria already protective against impairment of olfaction in salmonid fishes, thus obviating the need to decrease those criteria even lower to protect against adverse effects to this physiological/ecotoxicological endpoint? Herein, we demonstrate that in all studies conducted to date, the US EPA?s BLM-based freshwater Cu criteria would have been protective against olfactory impairment in salmonid fishes, but the US EPA?s hardness-based criteria would not always have been protective. This distinction is important because all 50 States in the USA still use hardness-based Cu criteria in their water quality standards, and only some of the States allow use of the BLM to calculate site-specific Cu criteria. Additionally, in the absence of empirical results for calibration of a saltwater Cu-olfactory model, we demonstrate that a proposed unified freshwater-saltwater Cu-olfactory BLM predicts the US EPA?s current saltwater Cu criteria would be protective against olfactory impairment caused by Cu in sea water.
