In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. The recycling of electronic waste (e-waste) tends to be a rather complex undertaking when considering the intimate bonding of materials in the average printed circuit board. The development of a recycling process is further complicated when considering the wide variety of products being generated under the heading of “electronics” as well as the constant change in materials of construction coupled with the speed at which electronics are changing. CSM researchers have undertaken a survey of the current state of pyrometallurgical processing of e-waste. This base-line will set the stage for the development of new recycling technology at CSM.

Currently six economic heavy mineral deposits are known on the Penholoway Terrace. These are (from south to north) the Green Cove Springs Mine (GCS), Boulogne Mine, Folkston Mine, Mission, Lulaton, and Ludowici. The GCS deposit is located to the west of Highway 17 between the towns of Green Cove Springs and Palatka in the state of Florida and has been mined since 1972. To the north, the erosion created by Black Creek restricts the northern extension of the orebodies and to the south a karst depression and erosion by the St. Johns River restrict southern extensions. The deposit is 20 miles long and up to 4.5 miles wide. Deposit thickness is from 5 feet up to 45 feet. The deposit is a series of regressive barrier island sequences deposited during the Pleistocene along the ancient Penholoway and Wicomico shorelines. The initial transgression of the ocean up to the location of the western Henry orebody was an extensive sea-level still stand as evidenced by the unit thickness and stacked transgressive regressive sequences. This period was followed by sporadic regressing seas and still stands, progressing eastward and stranding the sand bodies which make up the East Extended, TE, and East TE Ridge orebodies. The orebodies are underlain by predominantly non-mineralized fluvial sands and occasional back barrier lagoonal deposited clays. There is a predominance of wetlands on the southern extents of the zone as the surface elevations decrease due to a large karst depression.

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

For several recent TBM tunnel projects, unexpected ground conditions have been encountered, causing extra cost, considerable delay, and in some cases major claims. Undoubtedly, insufficient and/or irrelevant site investigation and testing are among the main causes of such incidents. The purpose of this paper is to review the main investigations and tests relevant for hard rock TBM projects, with particular emphasis on the considerable development that has taken place over the last few years. Also, guidelines for defining optimum scope and extent of site investigations and testing are discussed, as well as the importance of adjusting the investigations and tests according to complexity of the ground conditions and project type.

Newmont has a large integrated operation in Northern Nevada with numerous mines, stockpiles, and processing facilities. There are over ninety defined metallurgical ore types and over sixty defined gold recovery process options. To take better advantage of the available synergies, a complete Nevada wide mine plan and process model along with a mixed Integer and Linear Programming optimization tool has been developed and implemented. This system is maintained and operated by a Nevada Planning Group. Standard in-house planning software tools and methods have been implemented at all mine sites. While increasing the effectiveness of planning in Nevada, these changes have allowed a significant reduction in overall Mine Engineering staff.

This paper compares the ash slagging potential of Illinois No. 6 seam coal as raw coal, as commercially cleaned coal processed in a baum-jig plant, and as coal cleaned to a reduced ash specification at the Electric Power Research Institute's (EPRI) Coal Cleaning Test Facility. The comparison is based on ASTM ash fusibility data, a slagging index, gravity fractionation analyses of critical mineral matter compounds, and comparative pilot combustion tests. The first three grounds of comparison are laboratory data. The final comparison involves burning about 13.6 t (15 st) of each coal at Conoco's 4.40-kW/h (1.5 million-Btu per hr) test combustor. The evidence of these four comparisons indicates that lowering the ash specification of coal before combustion can significantly improve the ash slagging characteristics of Illinois No. 6 seam coal.

Zircon (ZrSiO4) sand production of about 1.1 Mt/a(1.2 million stpy) predominates the global supply of zirconium minerals. Baddeleyite (ZrO2) contributes less than 1 percent of supply. Zircon is almost exclusively produced as a co-product from the mining of titanium minerals, mainly from mineralized beach sands. In 2004, there were a number of new projects under consideration that were more dependent on zircon revenue than for titanium minerals. This reflected sustained higher zircon prices and forecast ongoing supply shortages in the absence of major new discoveries.

Ground engaging tools are used to prevent damage to the main components of earth-moving equipment. These tools consist of everything from shovel teeth to replaceable drill bits to dozer wear plates. The costs of these ?consumable? items are increasing with the costs of raw materials. This project developed a tool to be used by Newmont Mining Corporation to predict the consumption of excavator teeth. This paper presents the results of a Montana Tech research project in which an equation was developed to predict excavator teeth consumption based on production rates and rock properties.

In 1991, Placer Dome Venezuela established a 70% stake in Minera Las Cristinas, to mine the Las Cristinas gold deposits in Bolivar. This case study examines the multi-sectoral partnership arrangement that was developed to improve health services near the proposed Las Cristinas gold mine. The investment climate in Venezuela is uncertain and the socio-economic circumstances are potentially hostile. Despite that, the partnership between the mining company, local communities, government agencies and an international health nongovernmental organization (NGO) collectively leveraged nearly $2.5 million to build and operate a community health center.

Partition curves are used to evaluate the separation performance of gravity-based concentrators. The partition curve is used to identify the nominal density cutpoint and relative sharpness of the separation. In addition, the graphical representation makes it possible to quickly identify the root cause of misplacement based on the characteristic shape of the partition curve. Partition curves have been traditionally constructed using data obtained from float-sink tests using heavy organic liquids. These toxic liquids are environmentally unfriendly and have been banned in several countries. Another method of establishing the partition curve is to introduce density tracers into the feed and plot the distribution to the lights and heavies. For heavy mineral separations, this approach is generally impractical due to the fine particle size. In addition, the partition data obtained using these existing techniques do not account for secondary factors such as particle shape that may influence the separation. In light of these problems, a methodology was developed for constructing partition curves using experimental data obtained from microscopic grain-counts. This technique, which essentially uses the different mineral species as density tracers, provides a powerful tool for evaluating heavy mineral separations. A case study is provided to demonstrate how this analytical approach can be used to assess and improve the separaton performance in an industrial upgrade plant.

Large open pit mines in desert climates, such as the Phelps Dodge Morenci copper mine in Arizona, can create groundwater cones-of-depression of considerable size and stability. The hydraulic containment provided by the groundwater depression prevents migration of process solutions into the surrounding regional aquifer. Copper leach operations that fall within the groundwater depression may not require costly lining if passive containment can be demonstrated. An approach is presented in this paper that was successfully used to demonstrate passive containment. The approach includes a combination of groundwater modeling and a water balance analysis of leaching operations failing within or immediately near the open pit.

Pyrite cinder is generated by roasting pyrite for sulfur dioxide production. It contains up to 62% iron, but also may contain other hazardous or toxic materials such as Zn, Pb, As, T1, Cd, Cu, Sn and S. Furthermore, the physical characteristics are not properly suited for conventional sintering. As a result pyrite cinder is considered to be unsuitable for iron and steelmaking or for outside storage because of its potential for causing environmental problems. In recent years industrialized nations have put increasing pressure on the manufacturers to either use such waste products or properly dispose of them. In this study, solutions to both the iron recovery and disposal problem were attempted by pelletizing the pyrite fines with internal carbon. The pellets, after hydrothermal hardening, were reduced and melted in a furnace for hot metal production. Hot metal of usuable quality was produced and the hazardous materials were either collected with the fumes or in the slag.

The mining industry continues to underpin the regional economy. Australia, benefiting from a weak currency, receives 27% of the total goods export value from non-energy mining lead by aluminium, iron ore, gold and nickel. Consolidation has eliminated CRA, Comalco, North, Savage, Acacia, Ashton, Great Central, Aberfoyle, Placer Pacific, Plutonic, Normandy and RGC leaving Rio Tinto, BHP-Billiton, WMC, MIM and, increasingly, the South African companies Anglo, Gold Fields and Harmony as dominant players. Exploration stagnates with expenditure dropping 40% in Australia and 80% in PNG from peak levels. Major new regional developments include Rio’s West Angles iron ore project, Newcrest’s Ridgeway gold-copper mine and Inco’s Goro nickel-cobalt project in New Caledonia.

The use of membranes in wastewater systems has increased rapidly in recent years. Microporous or semi-permeable barriers augment conventional chemical or biological processes to meet stringent treatment targets. These developments enable elegant solutions to wastewater discharge challenges and extend the scope of water recycle redressing the overall water balance and operational economics Wastewater treatment processes are discussed by reference to the spectrum of waterborne contaminants and the respective membrane separation capabilities. The role chemical pre-treatment to enable physical separation of metals with micro-filtration (MF) is described and how integration of MF with reverse osmosis (RO) is used to control a broader range of dissolved contaminants Membrane configurations are considered apropos function, operational economics and sustainability. These features are exemplified with case studies. Firstly, MF alone following chemical precipitation for the removal of heavy metals, then MF onto two stages RO of different configurations for TDS reduction and waste volume minimisation and finally an open channel RO alone for the reduction of inorganic COD from a leach stream.

Field density studies carried out at the Phelps Dodge Chino Mine have found that truck-induced compaction is limited to the upper 2.4 meters (8 feet) of an individual lift. Hydraulic properties of material compacted to field densities were determined in a laboratory setting and saturated flow models were then run, simulating the effect of compacted zones within a stockpile. Modeling shows that compaction can effectively prevent solution flow through large portions of the stockpile, implying that great care must be taken to ensure that ripping is carried out to a full depth of at least 2.4 meters (8 feet) across the entire stockpile to achieve uniform solution flow. Uniform solution flow will result in maximum leach recovery.

Man’s search beneath the earth for minerals has always required light, and the devices used to provide illumination have been both innovative and unusual —from stone vessels holding fat and a wick of grass or fiber to a shower of sparks produced by a thin steel disc. While the date when lamps were first used in mines is unknown, Greek and Roman records from 3000 BC definitely mention their use in underground mines. Early Remans most likely used a lamp similar to the one depicted at right. Over the ages, various types of devicives and methods of illumination have been tried and used. One interesting scheme for underground light was to reflect sunlight down the shaft and along drifts using mirrors or other reflective materials. Bunches of resinous wood were also used for underground lighting in many parts of England. In the mid-18th century, the speding mill was developed in England. It worked by rapidly turning a thin steel disc against a flint, causing a shower of sparks to appear. The light produced was uncertain, highly variable, and unsafe in gaseous environments. In Europe, an open pan-type hanging oil lamp was developed and used in some operations in the 1700s. This type of lamp had one opening for a wick and a second opening for refilling the oil reservoir. The lamps were embellished with goad luck charms – a good luck rooster was used in many parts of Europe while a frog and “gluck-auf” were used in Germany. These lamps were introduced in Mexican mines, and a few have found their way into the southwest US. By 1850, a small wick lamp known as the lard-oil lamp, which resembled a tea pot, was invented in Scotland. These lamps were fueled with grease from a packing house –lard, bacon grease, or tallow. Whale oil was also used. Many improvements were made on these lamps, such as the use of windshields and the attachment of miners’ candle-holdm to support the lamp. While these lamps were handy and inexpensive to operate, they were dangerous because their large flame could ignite support timbers or other flammable materials. Miners from the United Kingdom brought this type of lamp into the US. Domestic producers of oil wick lamps were primarily located in Hazleton, PA; What Cheer, IA; Pittsburgh, PA; and Frostburg, IN. The first patent for an oil wick lamp was granted to W. Seybold of McKeesport, PA. Incidentally, these lamps were advertised in a 1903 Sears-Roebuck catalog for 10 cents apiece. Oil wick

This paper describes the microbiology basics underlying heap and tank biooxidation of metal sulfide ores and concentrates. The primary organisms are identified and described along with the reactions they catalyze and their growth requirements. Also described is the interaction between ore leaching bacteria and the leaching environment in terms of solution chemistry, temperature, and mineral precipitation. Specific factors and agents that stimulate or inhibit growth and activity of ore bioleaching will be identified. Some of these factors are organism-specific and others are generic for microorganisms that grow under acidic conditions. Current knowledge of the limits of bioleaching in terms of dissolved ions in leach solutions, pH, and temperature will be summarized.
