Mining managers trying to rapidly reduce production costs tend to implement a traditional set of top-down managerial practices: layoffs of employees, renegotiation of supplier contracts, cancellation of employee training, restrictions on travel, reductions in office supplies, and so forth. While these practices do reduce costs, the benefit is often limited in both magnitude and duration, and the workforce is usually left demoralized. Successful cost-cutters take a different approach. They make the continuous reduction of costs a priority for all members of the organization, whether managers or workers. The culture of these firms emphasizes the commitment, voluntarily given, of individuals and work groups to this goal. Cost cutting practices often reject all of the traditional methods mentioned above, but are far more numerous, innovative, and successful. This culture of cost reduction is the result of a set of leadership competencies that establish direction for the organization, align the organization’s various constituencies with this direction, and motivate and inspire the organization. Dramatic cost reduction then becomes a routine task rather than a heroic achievement.

In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

You here are all familar with the myriad of new laws, some enacted and some pending, that affect the mining industry. These laws, for example those dealing with suspended matter, affect us in Alaska as they do you. Likewise, our friends in government, the Geological Survey and the Bureau of Mines, provide us with the same fine services that they do elsewhere. I am not going to speak today about these, but concentrate on one act of Washington, D.C. the impact of which is felt, for now at least, principally in Alaska. A little more than a year ago, I spoke in Spokane on the subject, "Governmental Challenge to Mineral Development in Alaska." I outlined some of the policies of Government which were operating to change the rules under which the industry operates and to alter the relation- ship between government, industry, and the individual. At that time the Native Claims Settlement Act had not been passed, but was on the verge of being so. In reading over what I said in Spokane, I note that I touched on many points where Government was actually challenging mineral development in Alaska. With the passage of the Alaska Native Claims Settlement Act, many of these actions were given a cloak of legality, and machinery was set up to concentrate the drive to tie up the public domain, machinery which will allow govern- mental control and interference with the actions of individuals on something like 90% of Alaska's land surface. This remarkable law is going to affect each and every one of you. Now, a year after its passage, we are only just beginning to see its lesson for the future. It was created by a coalition of powerful groups, who got other groups to support them by promising to deliver something they had no intention of delivering. Alaskan issues are again being used to get various groups not to oppose legislation which will severely harm them. It will help to understand the nature of this new drive if we understand the Native Claims Act and how it came into being.

Auxiliary Equipment pumping systems to support primary, secondary and regrind grinding circuits will be the primary focus of this paper. Every grinding system is unique and requires special design considerations for proper application of pumps to transport mill discharge. To satisfy the majority of applications, a new series of pumps has been developed by Svedala, known as World Class Pumps. Selection of these newly developed pumps for each type of grinding circuit will be presented. Specific components of selection are materials of construction, piping system, classification method, material characteristics and slurry characteristics. Both horizontal and vertical pump applications will be reviewed with emphasis on rules of pump piping and sump design.

Vanadium is a transition metal, ductile and silver-gray. It is harder than most metals and steels and it has a good resistance to corrosion. It is stable against alkalis and sulfuric and hydrochloric acids. Vanadium is oxidized in air at about 660° C (1,220° F), although an oxide layer forms even at room temperature. The chemistry of vanadium is noteworthy for the accessibility of the four adjacent oxidation states, 2-5. In aqueous solution, the colors are lilac V2+, green V3+, blue VO2+ and, at high pH, yellow VO42-. Considered to be as abundant as zinc, metallic vanadium is not found in nature, but it is known to exist in about 65 different minerals. Economically significant examples include patronite (VS4), vanadinite (Pb5(VO4)3Cl), associated to the uranium mineral carnotite (K2(UO2)2(VO4)2?3H2O) and in a vanadium mica called roscoelite K(V3+,Al,Mg)[(Si,Al)4O10] (OH)2. Other important vanadium ore oxides are montroseite (V,Fe)O(OH) and corvusite (Na,Ca,K)V8O2.4H2O. Much of the world?s vanadium mine production comes from magnetite-hosted deposits and, to a lesser extent, sedimentary-hosted sandstone.

Few departments of mining, metallurgical or petroleum engineering in the United States have critical mass. Cost per student credit hour (SCH) in departments across the country are usually the highest among engineering departments, which are the highest on campus. Almost all departments are operating at fixed costs and enrollments could easily double without incurring much additional cost. However, the cost per SCH would remain unacceptably high and the probability of doubling enrollment is nil. Declining enrollment is a more likely future. The pressure to reduce SCH from university administration is unrelenting. And it has the potential for doing serious damage to program quality when standards and requirements are lowered in attempts to maintain enrollments and increase retention.

To evaluate methane explosion hazards in longwall coal mines, a CFD model was developed along with a 1/40th-scale, optically accessible model of an underground longwall coal mining section. In this project, CFD models assisted in the design of the physical model to ensure specifications were met for accurately representing the scaling physics as well as to assist in narrowing the experimental matrix and identifying key locations for sensor placement to measure velocity, pressure, and gas concentrations. This research will help develop strategies for methane monitoring that prevent methane ignitions and explosions in longwall coal operations.

Caterpillar recently held two, two-day demonstration programs for its mining customers. The event, billed as MineDemo by Caterpillar, consisted of two sessions held on consecutive weeks at the company's Tinaja Hills proving ground south of Tucson, AZ. The program included several classroom sessions that focused on Caterpillar equipment applications, including the VIMS (vital information management system) and the CAES (computer-aided earthmoving system). Also included were field demonstrations and the opportunity to test drive mining-related heavy equipment, including dozers, trucks, graders, shovels and loaders. Featured at the event were the recently upgraded 785, 789 and 793 C-Series trucks. Caterpillar recently announced the availability of the 136-t (150-st) 785C and the 177-t (195-st) 789C. The upgraded haulers have replaced the respective B-Series models. The 218-t (240-st) 793C was introduced in 1996. It, too, has been upgraded but retains the C-Series designation. While attending the press event, the author had the opportunity to test drive the 793C at the Tinaja Hills test site. It was amazing how well the machine handled. The operation was smooth and the braking system was precise. The cab was extremely comfortable. To see a C-Series truck in action, the author also visited Newmont Mining's Mesquite Mine, located in Cali¬fornia, across the border from Yuma, AZ. The Mesquite Mine operates a new model 785C truck. At the mine, temperatures have been measured as high as 58° C (138° F) in the pit. Needless to say, the ability to operate dependably in extreme heat is an important consideration for the mine operators. An interview with the driver and later with management confirmed that the 785C has worked out well. The driver praised the comfort of the cab and the ease of operation. Management reported significant fuel savings and was impressed by the truck's maintenance features.

"The development of a multiple level underground mine is a complex task in which geology, engineering, ground control, and unit operations are integrated into a single mine design. The components are inter-dependent and must function cohesively to ensure a profitable underground mining operation. To optimize reserve recovery, mine planning should begin from the lowest level and progress up. This limits any misjudgments or oversights of a given level affecting the underlying levels and ensures the ability to maximize recovery from each level.Mine planning should start with the exploration and characterization of the geologic setting. Once the reserve geology and quality is well understood, then mine planning can begin with respect to the following:,Orientation of mine works with respect to horizontal stress,,Access to the reserve,,Determination of opening widths,,Selection of back, floor horizons and pillar centers,,Selection of development and secondary mining heights,,Appropriate interburden thicknesses, and,Examine the stability of the multiple level mine through numer¬ical modeling.The multiple level mine design process and decisions are presented through a case history example. The theme is that there is one opportunity to “get it right” as well as many chances to overlook a small aspect within the design that will plague the mine throughout all levels and through the entirety of its operating life.INTRODUCTIONAs surface quarries reach their economic stripping limit and encroach on mineral and/or reserve boundaries, they approach the end of surface mineable reserves. Furthermore, modern urban sprawl has placed previously remote surface quarries within suburban development and neighborhoods, leading to significant increases in noise, dust, and vibration grievances by the community and regulators (Newman, 2017). Many mining operations have begun year-round production of underground reserves to meet growing market demands. This does not permit the typical sequence of stripping overburden in the winter to provide limestone to mine during the construction season. Underground stone mining operations in the United States commonly utilize a room-and-pillar mine layout with drill-and-blast production methodology for the development of the reserve. Within the Midwest and Eastern regions, thick and flat-lying limestone formations lend themselves to the utilization of multiple level mining layouts. While a multiple level mine plan will increase the overall recovery of the reserve, greater overburden depths, multiple level geometry, and the presence of discontinuities all require an emphasis on ground control for the planning and development of a safe and productive multiple level underground stone operation."

Introduction On the banks of the Columbia River, about halfway between Seattle and Spokane, sits Wenatchee, WA. It calls itself "the apple capital of the world." And it has a gold mining history that dates back to the 1880s. It was just outside Wenatchee - three blocks outside, to be exact-that Asamera recently dedicated its $60 million Cannon underground gold mine. At full production, it is estimated the Cannon mine will yield between 5 and 5.6 t/a (160,000 and 180,000 oz per year) of gold. That would make Cannon the largest North American underground gold mine to be brought into production this year. Cannon should also be among the top 10 of all North American gold producers. Asamera officials project Cannon's operating costs at about $4.8019 ($150 per oz). At that rate, the mine should also be one of the lower cost and most profitable gold mining operations in North America. One reason for low operating costs is low electric power costs. The Cannon operation will be paying about 2.5 cents per kWh for hydroelectric power supplied by the Bonneville Power Authority. Proven and probable ore reserves at Cannon are in excess of 4.7 Mt (5.2 million st). Reserve grades average 7.29 g/t (0.21 oz per st) of gold in three ore zones, in order of discovery - B, B West, and B North. The ore bodies could have been mined by open-pit methods. But underground mining was chosen for environmental reasons. In addition, the rich B North ore body extends beneath a nearby horse stable and arena. The Cannon mine area comprises some 20 km2 (5000 acres) in Chelan County. The mine site is located at the 305 m (1000 ft) elevation in Dry Gulch at the base of the Cascade Mountains. The initial estimate of mine life for the Cannon operation is eight years, depending on gold prices. But Asamera officials believe the Wenatchee area has excellent potential for future gold discoveries. Asamera, Inc. of Calgary, Alberta, owns 51% of the Cannon property, through its wholly-owned Asamera Minerals (US). Breakwater Resources Ltd. of Vancouver, British Columbia owns 49% of the operation. The Cannon mine is named in honor of longtime Asamera, Inc. executive and current company director, geologist Donald G. Can¬non. It was he who first brought the Wenatchee property to Asamera's attention and urged the company to pursue it. Asamera is a major explorer and producer of oil and gas. Its Cannon operation is the largest and most significant to date in its mining division, according to Rob¬ert G. Welty. He is Asamera's chairman and chief executive officer. It should be noted there was an element of serendipity involved in Cannon's development. The development program be¬gan when geologist Cannon visited the Wenatchee area. He was visit¬ing old mining districts. He liked what he saw. The Cannon property was eventually optioned for ex¬ploration, including a modest drilling program.

By understanding the ore breakage characteristics and utilising comminution circuit modelling, the benefits of SAG mill feed size manipulation can be readily assessed. This paper looks at the benefits and problems of total secondary crushing of mill feed and advocates partial secondary crushing as a means of improving grinding efficiency for certain hard ores. Case studies are reviewed for new and existing SAG mill circuits.

When methods to prevent the occurrence of fire in underground mines fail, the next line of defense is to rapidly and reliably detect the developing fire, so that subsequent evacuation and control procedures can be safely and successfully implemented. To provide this capability requires an understanding of the operational principles of different types of fire sensors, their merits as well as their limitations, and performance characteristics of the monitoring systems that control and process sensor data; an understanding of how fires develop and the different types of fires that can occur, along with their characteristics and the hazards they present; an understanding of the impact of the mine environment and routine mining activities, not only in terms of these effects on fire sensors but also in terms of the impact of mine ventilation and mine geometry on fire growth, fire characteristics and the detection process. All of these factors are components of the technology of fire detection, and when insufficient knowledge of any of these components exists, the ability to implement adequate mine fire detection systems is diminished. Within the last decade, significant advances have been made in fire detection technology applicable to underground mines. These advances include not only the development of improved sensors and better monitoring systems, but also an expanded understanding of how to deploy sensors, set sensor alert/alarm levels, account for ventilation effects, etc. In addition, there has been an increase in our knowledge of the types of fires that occur, the types of combustibles involved, characteristic times for fire growth and development, the levels of heat, smoke and gas that are produced and the hazards that result. It is the intent of this paper to provide not an overview of current mine fire detection technology and, also, to present data obtained for some smoke sensors that have potential for use in underground mines. The paper will also discuss the data, information and resources that are currently available and seek to identify those areas most in need of further research and development.

"The cut-off grade is one of the important parameters of mining production. Different material cut-off grade is directed to different destinations. Based on reasonable and optimal cut-off grade, long term mining plan and investment decision analysis can be made for mining managers. In view of multiple-metals open-pit, the paper has proposed that multiple-metals cut-off grade optimization model is set using the objective function to maximize net present value (NPV). The method of equivalent coefficient calculation is proposed to convert multi-metals cut-off grade optimization to a single metal cut-off grade optimization. Then the optimization model is applied in a molybdenum and tungsten large open-pit mine in china. The parameters of concentrate price are calculated by PRT in the model and the curve of grade-recovery rate is analyzed and studied according to actual production data. Based on 3D metal deposit model, the distribution of grade-tonnage is analyzed. At final step, an optimal cut-off grade is proposed to guarantee to maximize NPV. The example shows that the model of multiple-metals cut-off grade optimization can provide reasonable analysis for optimal multi-metals cut-off grade and develop optimal production strategies. Introduction Cut-off grade is one of the most important parameters in metal ore mining because of its influence on the overall economic profit of mining production. Along with the development of the mining production, dynamic optimization of cut-off grade is necessary through the analysis of technical economy. It is better to manage the mining production according to the variation of market. The cut-off grade plays an important role in mining production."

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

Installation of a Load Commutated Inverter (LCI) provides an economical method for conversion of a Fixed Speed Semi-Autogenous Grinding Mill into one with variable speed, qualities. Though capital intensive, the conversion appears to be one of the most cost-effective methods to gain the advantage of critical speed variations for variable ore characteristics. Expected advantages from the installation of LCI drives at the Goldstrike Mine were decreased liner wear, decreased media consumption and additional grind for increased production rates. These issues as well as construction, economics and performance will be discussed in the presentation. The utilization of the existing equipment came to play an integral part of the study and economic justification of the overall project.

Silver paste including nano sized particles maintains conductivity in high temperatures without forming oxide layers. In the industry, printing process produces wasted silver paste inside the cylinder and on silk-screen. Pyrometallugical silver recycling methods have environmental problems and do not extract pure silver after removing polymer and organic materials during the extraction process. In this study a simple wet process, of recycling the waste silver paste, using ammonia, was conducted. Silver ion extraction yield was increased using oxidant in the ammonia solution. Possible extraction yields, such as pH, concentration, temperature of ammonia, oxidant concentration and the extraction time. The particles that were obtained after the extraction process will be used as porous hydrophobic catalytic and applied to AI mask and hydrophobic ink. Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. China, a globally recognized major mining country, holds one of the largest quantities of tailings pond country in the world. The total number of mines in China has been ranked first in the world. It is a major concern for Chinese safety management to give great importance for tailings pond safety, stability and sustainable development. For the past few years, China has increased efforts to investigate and govern discrete issues of tailings and to carry out a series of special renovation and comprehensive treatment actions to improve safety management levels and to decrease the likelihood of tailings pond accidents. In the end of 2015, China successfully eliminated hazardous tailings ponds and dangerous tailings ponds. Moreover, the total number of tailings decreased from 12,273 to 8,869. However, there are still 1,425 "head-top" tailings that threaten the lower masses’ safety. This greatly signifies the Chinese tailings pond safety, stability as well as sustainable development. In turn, this may improve the Chinese tailings life cycle safety management system and help reach the goal of attaining closed-loop management in the tailings pond life cycle. Based on the summary of the tailings pond accidents in both China and other countries from 1961 to 2015, and by analyzing the types and causes of accident, this paper investigated the successful experiences and effective measurements of British Columbia (Canada) and Australia in the tailings pond life cycle safety management. This paper summed up each country’s tailings life cycle safety management requirements and analysed the characteristics and differences of tailings safety management by comparing 5 aspects: tailings life cycle safety management process, main design parameter, construction requirements, monitoring, and the tailings pond closing management. Based on these observations, this paper suggests some measurements to improve the tailings pond life cycle safety management in China, such as strengthening tailings pond safety management, improving tailings classification, increasing design parameter values, establishing mine reclamation fund, and so on.

The Sam Goosly or Equity silver deposit is fundamental- ly a discovery based on the analysis and interpretation of reconnaissance geochemical samples. The discovery was made by Kennco in an area of heavy forestation and wide- spread cover by thin glacial debris. No major mines had been discovered in the vicinity of the discovery prior to the geochemical reconnaissance, and the interpretation of the geochemical results therefore was based on data available through geologic mapping and the sample collection process. In the period 1959-1961, PE. Hirst and his crew, in 1962- 1965 P.T. Blackand his crew, and in 1966-1967 C.S. Ney and P.T. Black and their crew collected geochemical samples from the area of what is now the ore body. Several of these samples were compiled and reanalyzed in the winter of 1966- 1967 for various trace elements, including fluorine. A strong, almost 16-sq-km (10-sq-mile) fluorine anomaly was projected along with a very weak heavy metal anomaly. On the basis of this anomaly, a chalcopyrite-bearing quartz monzonite was discovered in 1967. This was a misleading, noneconomic discovery not associated with the Sam Goosly discovery. The interpretation of the geochemical data by Barakso that summer indicated that another source was responsible for the fluorine anomaly. The conclusion was based on the assemblage of trace elements. Therefore C.S. Ney recommended further regional soil sampling to check the original data. The early results of this follow-up sampling found over 33 ppm silver. First float, then ore outcrop was found in the area of the silver anomaly. The attached reprints complete the development of the property after the discovery of the outcrop of ore.
