The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

However excellent the geologic map of an area is, it can only show what is exposed on the ground. It cannot and should not generalize the information nor complete the picture by inference: this is left to the examiner. Consequently, it becomes justified for him to use all expressions of geologic structure in order to gain an additional dimension in geologic interpretation, and particularly so in mineral exploration. In previous studies related to Arizona, the known faults were the starting points and a host of interpolated, supporting geologic factors described in earlier publications ascertained the presence of a series of structural trends and lineaments found to be rather continuous and persistent, even though unsubstantiated by geologic maps. In present studies pertaining to the humid environment, with the same aim of seeking major structural trends and lineaments, the starting points are morphologic expressions such as straight lakes and straight segments of rivers, among others, because there generally is not enough geology available. An example is given herewith for an area that straddles the International Border, north of Spokane. In both semi-arid and humid environments, one observes that mineral deposits quite often occur close to the intersection of a major fracture or lineament with some secondary trend.

A computerized system (SCAPEVIEWER) based on landscape indices and artificial intelligence techniques is proposed in order to classify landscape images into various categories according to the quality of the pictured scenery. Photographs (totally 108) from various landscapes have been clustered, from seven experts in accordance to the mean estimation of landscape quality, into distinctive (C1), typical or common (C2), and indistinctive (C3). For each of the landscape photographs, ten (10) environmental and operational indices have been selected and determined, corresponding to visibility (V), naturalness (N), relief (R), flora quantity (FC), flora quality (F), water (W), skyline (SL), visual entities (G), season (S), and viewer position (P). These landscape indices are fed to a classifier. The classifier is a feed forward Neural Network (NN) trained by a novel hybrid method combining genetic algorithms and the back-propagation algorithm with adaptive learning rate and momentum. A total classification rate of 93.5% has been achieved, using only 8 input neurons. The discarded input neurons correspond to the indices S, and P. The pilot system SCAPEVIEVER has shown the feasibility of landscape photograph classification into three categories (C1, C2, and C3) according to the landscape quality, selecting simultaneously the most robust indices, by means of a computerized system combining the knowledge of an expert with a NN based classifier.

An ultrasonic, pulse-immersion apparatus and method are described for determining the effects of moisture on the dynamic elastic properties of rock. The method provides an alternative approach for assessing the moisture sensitivity of rocks. Ultrasonic wave velocities are continuously monitored in immersed rock samples as a function of water absorption and time up to saturation. Moisture effects on compressional wave velocity vary as a function of the type of rock and the time and amount of water absorption. Regression analyses are used to curve-fit plots of the data and to derive empirical expressions for compressional wave velocity as a function of water content for different categories of rock. Results indicate that compressional wave velocity can be used to predict both the moisture content and its effect on strength and deformational properties of rock. These results have potential for detecting or monitoring bad roof conditions in situations where the mine rock exhibits strength degradation with moisture absorption.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This research will be presented in a series of papers, this one and two more that will be published on Mining Engineering?s web site, www.me.smenet.com. This paper identifies the variables associated with risk in mining projects, and their effects. The second paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved. There are several major competing entities, including BHP Billiton, Rio Tinto, Anglo American, Xstrata, Freeport-McMoRan, Chinese government- run companies and Japanese trading companies, that have large foreign holdings, controlling deposits in most of the world?s established and productive mining districts. In general, the mining industry considers the United States, Canada, Australia and the European countries to have good mining investment environments, but because the major companies have already achieved market dominance in those countries, large investments are required there. Newcomers seeking to enter the industry, either as producing companies or as investing partners, often have difficulty breaking into these established markets. Thus newcomers are increasingly turning to new areas like South America and Africa, which are relatively less developed. The competition among businesses to secure a share of the new market is intense, but there are still good investment opportunities. However, because most of the countries in these areas are not well developed, several additional risks are associated with participation in mining projects in those areas.

The borate deposits of Death Valley, first exploited in 1882, were a major world source of boron-bearing products until shortly after very large deposits near Boron, California (Kramer) came on stream in 1926. Borate mining in Death Valley then became moribund, with most extant deposits held as reserves backing Kramer. Tenneco began borate operations following acquisition of claims in 1967 and is the only active borate producer inside Death Valley National Mon¬ument. Borate ores, confined to the lower Furnace Creek Formation (early to middle Pliocene), initially precipitated in a shallow lake fed by boron-rich volcanic hot springs associated with the Basin and Range province. Later diagenesis and remobilization plus regional folding, faulting, and erosion altered and complicated originally simple borate mineralogy and distribution. Dominant ore minerals are ulexite (NaCaB509.8H20), probertite (NaCaB509.5H20), and colemanite (Ca2B6011.5H20). Tenneco currently operates two open pits near Ryan, California. Mining is by bulldozer-pushed scrapers hauling waste and front-end loader/off-highway truck combinations for ore and waste haulage. Archeological, environmental, and aesthetic considerations influence both mine plans. Boraxo Pit, opened in 1970, has deep ore (stripping ratio 10 to 13:1) which occurs along a fault and as beds in shale on the hanging wall. Problems include pit wall instability (adverse bedding), non¬ripable calcareous shale (11,000 fps), and mixed ore separation. Sigma Pit, opened in 1975, has shallow (stripping ratio 1 to 1). low dipping, bedded ore in shale. Massive ulexite and "granular" un- cohesive colemanite present problems in mining and milling. Colemanite is crushed to -6 inches, washed, dried at 350°F, then calcined at 800°F with 100 tpd capacity. Crushed (-6 inch) ulexite or probertite is Raymond milled to customer specifications with a capacity of 1000 tpd.

This paper describes uses of sodium sulfide in the flotation of oxide and sulfide minerals of copper, lead, and zinc. The activation and depression effects of sodium sulfide are of particular importance because of their applications with oxidized lead and copper ores. In spite of its industrial importance; however, the nature of the heterogenious reactions between sulfide ions in solution and the surface of oxidized minerals has not been fully understood. Hence, proposed mechanisms of the sulfide action in flotation, methods of measuring and monitoring of sodium sulfide in flotation pulps, and variables influencing the sulfide addition are analyzed. A review of recent studies shows that sodium sulfide addition to flotation pulps can be monitored and hence the optimum dosage controlled using the platinum and/or sulfide specific ion electrodes. The use of these electrodes for improved reproducibility of bench-scale experimental data and plant implementation of laboratory results is described.

"It is important to make a clear distinction on the scope of work of the Global Mining Standards and Guidelines (GMSG) guideline for sampling grinding circuits. Many mineral processing practitioners are familiar with the sampling and surveying of comminution circuits, in particular grinding circuits, for performance diagnosis and the identification of optimization potential. These surveys often provide information for population balance modelling of individual comminution and classification unit processes, and consequently require a large amount of information to calibrate and validate the unit models. As a result, these surveys are labour intensive, somewhat expensive, depending on internal capabilities of the mine site or company and have a long time span from initial planning to final reporting. They also require a high level of expertise to process the survey data, simulate the circuit and make sensible recommendations on follow up actions.As a result of these factors, full grinding circuit surveys are not a common occurrence at a large number of processing facilities, and several years may pass before follow up surveys are conducted. In the ensuing gap between surveys, the efficiency of the grinding circuit must often be taken on faith, and this is considered an unacceptable lapse in an environment of strained natural resources and low commodity prices.To support the rapid and productive energy efficiency analysis being promoted by the ICE working group, a much simplified survey and analysis process is required. The process reflected in the GMSG guideline is indeed more conducive to frequent analysis, at a skill level that is well within the capabilities of the average plant metallurgist. As a result, it becomes feasible to conduct mini-surveys of plant performance, which can be used to quickly and precisely diagnose the high level impact of process changes. These methods can also be manipulated by an experienced practitioner to provide sufficient information for modelling of the circuit to estimate the impact of process changes, allowing an initial rate and rank exercise to focus plant optimization efforts."

Tunnels and underground projects are inherently more risky than vertical projects, which typically utilize more conventional design and construction approaches and are undertaken in the context of relatively ascertained and defined conditions. On tunnel and under-ground projects, there are a host of special risk factors, including unknowns and uncertainties as to the physical and behavioral characteristics of the ground, the inextricable interdependence and necessary interaction of design decisions and construction means and methods with those ground conditions as well as the manner in which risks are allocated among project participants for un-anticipated subsurface conditions. Public-private partnerships (PPP) projects, in their own respects (and independent of any major subsurface component), pose significant risk for all private sector participants. The main driver of owners to procure projects using PPP is financial, as often all, or substantially all, of the design and construction risk are transferred to the private sector consortium, including the design-build (D-B) team. For a concerning number of those public owners, that risk transfer regime includes rather onerous and aggressive contractual terms that allocate to the private sector participants substantially all risks associated with the encountering of unanticipated subsurface conditions. These aggressive risk allocation provisions, while directly impacting project participants upstream of the consulting engineer, have an indirect and corresponding risk intensifying effect upon consulting engineer professional liability exposure. There are many factors that result in increased professional liability exposure for consulting engineers involved in PPP projects. Toxic gases produced by the detonation of six explosives were measured in an underground hardrock metal mine during actual mining operations. The six explosives included two semigelatin dynamites, three slurry explosives and an ammonium nitrate, fuel-oil/ammonia dynamite combination. Explosives were detonated at the face of a drift and the toxic gases produced by the detonation were trapped to the end of the drift by a bulkhead located a short distance away from the face. Toxic gas concentrations were then measured with direct readout instruments and together with the containment volume, the toxic gas volumes per mass of explosive were calculated. Toxic gas measurements were found in the following ranges (ft3/lbm): NO, 0.010-0.035; NO2, 0.003-0.019; CO, 0.08-0.30; S02, 0.00-0.05; and CO2, 0.7-1.8. Results showed that toxic gas production (ft3/lbm) correlated with the densities (kg/m3) and energy densities (kJ/kg) of the explosives tested.

Mine worker exposure to respirable coal dust and silica dust can result in coal workers’ pneumoconiosis and silicosis which are occupational respiratory diseases that have no cure and are ultimately fatal. In 2021 the Mine Safety and Health Administration reported just over 11,000 operating metal/nonmetal mines with the potential for silica dust exposure for just under 200,000 miners. The National Institute for Occupational Safety and Health (NIOSH) conducts respirable coal and silica dust research associated with mining through its Office of Mine Safety and Health Research. NIOSH respirable coal and silica dust research began under the U.S. Bureau of Mines (USBM), which initially examined silica dust, progressing to include coal dust, with a stronger focus after 1969 with the passage of the Federal Coal Mine Health and Safety Act. A review of extramural research to develop real-time respirable silica dust monitor is presented along with a brief history of silica dust regulation.

The integrated grouting method, as developed in the USSR, can be applied to multi-purpose operations that in¬clude the construction of shafts, drifts, and tunnels. In the USSR it has been used extensively for primary and final grouting of underground excavations in mining engineering and civil engineering projects. It has been applied in projects where the primary objective was waste contain¬ment. It has also been used to control subsidence beneath buildings located over mined out openings and to eliminate the flow of ground water beneath and around dams. This chapter considers several industrial applications in the form of case histories. The word integrated means that grouting activities were integrated with other activities. 9.1 CASE HISTORIES OF GROUTING FRACTURED ROCK WHEN SINKING VERTICAL SHAFTS The integrated grouting method has been applied most widely in the sinking of vertical shafts in fractured, satu¬rated rock. As explained previously herein, grouting oper¬ations preferably are carried out from the ground surface where they are integrated into the schedule of the setting up of the shaft excavation and construction equipment. Such integration reduces significantly the length of time required for preparation of shaft construction and the time required to sink the shaft. The increased efficiency is achieved by the elimination of cementing operations from the working face upon the penetration of each aquifer. Concomitantly, labor and energy consumption during shaft sinking are minimized because the more complicated and labor-intensive work is carried out at the surface section. Table 9.1 presents the essential parameters for the pri¬mary grouting of saturated fractured rock carried out by the integrated method when sinking vertical shafts. 9.1.1 NAGOL'CHANSK MINE NO. 1-2, VENTILATION SHAFT NO. 1 The integrated method of grouting saturated fractured rock through holes drilled from the surface was employed for the first time during the sinking of vertical shaft No. 1 at the Nagol'chansk mine No. 1-2 in the Don Basin. The shaft had an inside diameter of 6 m. The grouting operations commenced by using cement grout with a density of 1.7 to 1.8 g/cm3. Clay-based grout with cement and other addi¬tives was used only for grouting the aquifers where cement grout proved to be ineffective. By the time of the grouting of ventilation shaft No. 1, hydrodynamic analytical methods were well in hand and a preliminary method for designing isolation curtains had been developed. A method for designing and drilling ori¬ented directional drillholes whose natural curvature re¬flected the characteristics of the fracturing had been devel¬oped. The majority of the necessary equipment had been developed. Clay-based grouts were considered ready for the first industrial application. The hydrogeologic environment at the Nagol'chansk mine No. 1-2 contained many prolific aquifers. According to monitored drillhole data, the total expected inflow into ventilation shaft No. 1 without grouting was 425 m3/hr. This large ground water inflow rate was supported by in¬formation obtained during the sinking of the main shaft and from the auxiliary shaft of the "Nagol'chansk" mine No. 1-2. The construction contractor at the site began sinking ventilation shaft No. 1 to a depth of 217 m by cement grouting from the working face of the shaft. As a result of the cement grouting operations, the inflow of water was reduced from 105.4 to 40 m3/hr over this 217 m interval. However the residual inflow rate caused the shaft to become functional at the depth of 217 m. At this point all grouting operations were transferred to SPETSTAMPONAZHGEOLOGIA (STG) in an effort to improve the operation. In order to carry out preliminary grouting from the sur¬face, seven drillholes were installed and designed for re¬ceiving grout. Drilling was implemented by the ZIF-1200A rig to the design depth of the shaft. The geometry of the principal fracture system that would be encountered by the shaft was estimated while breaking ground using informa¬tion from other shafts. The drillholes were arranged so that they cut through the aquifers uniformly around the shaft. Some preference was given to intercepting the aquifers that were located along the rock dip above the shaft bottom because it was established that the ground water in the aqui¬fers flowed downward along the dip into the cone of de¬pression of the shaft. Investigations in the drillholes using the DAU-3M flowmeter described in Chapter 3 showed that all of the nine aquifers were penetrated by the time a depth of 690 m had been reached. The flowmetric information showed that aquifer numbers [1 and 2], [4, 5, and 6], and [7 and 8] had practically identical hydrogeologic characteristics; so it was decided to connect them into combined stopes and inject the grout using five stopes instead of nine. Table 9.2 shows the results of the grout injection into the aquifers. The volume of grout pumped into the separate intervals through single holes varied from 204 to 15 m3. The U.S. Bureau of Mines and Great Salt Lake Minerals and Chemical Corp. developed a froth flotation process for concentrating potassium salts from Great Salt Lake solar evaporites containing about 5 percent K. The crude evaporites, which were predominately halite (NaCl) with smaller amounts of kainite (KCl.MgSO4.2.7H20) and schoenite (K2SO4MgSO4.6H20), were conditioned in a saturated brine solution, thus converting nonfloatable kainite to the floatable mineral schoenite. Schoenite was then selectively floated with a medium-molecular weight fatty acid. Continuous small-scale pilot plant testing indicated that 80 percent of the potassium could be recovered from the crude evaporites in flotation concentrates assaying about 11 percent K.

In this study, numerical simulations of yield pillars employing the finite element method with time-dependent Drucker-Prager material model are conducted. The stress control mechanism of yield pillars on weak floor strata is studied. The development of pillar yield zone, the distribution of pillar stress and the development of failure zone in the weak floor strata are investigated. The study indicates that a properly selected yield pillar size may significantly reduce the peak stress induced in the weak floor strata and effectively control the development of failure zone in the floor.

Spirals, the most common equipment for the separation of heavy minerals such as chromite, are greatly affected by size distribution and the liberation degree (hence the specific gravity and size) of the feed particles. In this study, the efficiency of spirals in separation of low-grade chromite particles has been investigated by studying the distribution of grade, size distribution and liberation degree of feed, concentrate, and tailings of spiral. For this purpose, mass balance constraints were applied to the spiral-containing chromite processing circuit. Afterwards, the grade variations and size distributions have been investigated. According to the results, when the feed to the spiral has a larger size distribution, the enrichment ratio of the feed is 1.32 and, with the smaller feed size, this value has increased to 1.99. When the spiral feed has a larger size distribution and higher specific gravity, the recovery of chromite increases with increasing particle size up to 250 microns, and then with increasing particle size, recovery decreases with a relatively steep slope. Evaluation of spiral efficiency with respect to particle liberation degree has also shown that despite the high degree of liberation of spiral feed in size fractions smaller than 75 microns (88.9%), the liberation degree of spiral concentrate and tail in this faction is equal to and less than that of feed, which can indicate poor spiral performance in these size fractions.

Abstract. The commercial importance of hydroxyoximes as extractants for copper has given impetus to basic studies on the chemistry of metal extraction by these compounds. The discovery of accelerator compounds which produce catalytic effects on hydroxyoxime extraction rates has led to mechanistic studies of these rate processes. While these studies have highlighted the importance of interfacial chemical reactions in the extraction process, it is not yet possible to unambiguously describe the mechanisms of metal extraction in these systems or the associated catalytic effects. This paper reviews progress in understanding the mechanism of metal extraction by hydroxyoximes.

The influence of mining on the hydro-geomechanical environment is greatly constrained by alternating mining geometries. The limiting magnitudes of surface subsidence and groundwater flow over the mining area, as a result of geometry changes, can be reasonably predicted through a coupled finite-element model introduced in this paper. Verification of the model has been tested using real and conceptual case studies which reveal that changes in strata conductivities are strongly related to the strata deformation induced by mining. The greatest modification of hydraulic conductivities occurs within the caving or severely fractured zones. The study indicates that narrowing the panel face width will substantially reduce both the intensity and extent of mining damage to the overlying strata, limit surface subsidence and constrain the change in hydraulic conductivity to a reduced scale and smaller extent, particularly as mining depth increases.

This paper reviews the growth pattern in bauxite and alumina production, and primary aluminum smelting through 1980. Because the alumina and primary metal are intermediate products of the major integrated aluminum companies, it is not possible to determine their production costs. The costs indicated in this paper are order of magnitude costs based on published figures and the market price of these products. The conclusions in this paper indicate the general pattern of growth in the aluminum industry and are not meant to be a substitute for the feasibility and economic studies that are needed for individual bauxite mining, alumina refining and aluminum smelting projects.

The reduction roast-ammonium carbonate leach-hydrogen reduction process for laterites has been under development by Sherritt Gordon for the past 20 years. The process can treat high iron or low iron laterites, with some process modification, and gives extractions of 88-93% Ni or 82-88% Ni, respectively. Five campaigns on a 1 tonne per day Pilot Plant and four campaigns on a 35 t/d Demonstration Plant have been carried out on laterite from three different deposits, and many other laterites have been investigated in the laboratory. The Marinduque Surigao Nickel Refinery in the Philippines was designed on the basis of this work. The process comprises roasting to selectively reduce the nickel and cobalt in the laterite, leaching the calcine in ammonium carbonate to dissolve the metals, recovery of cobalt by precipitation of a mixed metal sulphide, concentration of nickel from the carbonate solution by basic nickel carbonate precipitation and recovery of high purity nickel by hydrogen reduction of nickel from ammonium sulphate solution. Ion exchange has been developed as an alternative to BNC and for recovery of trace nickel from BNC barren liquor. Details of the development of some of the process steps through the laboratory to commercial plant are discussed. The process metallurgy has been confirmed in the commercial plant.

"The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. ITA’s membership is comprised of member nations as well as sponsors and affiliate members.The United States has had a prominent role in ITA since its 1974 inception, when it was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD). Bill Lucke, from the U.S., who was in charge of tunnels for the U.S. Federal Railroad Administration, was a member of the organizing committee that created ITA and became a vice president of ITA. Jack Lemley served as president of ITA from 1983 to 1986. Dick Robbins was active in ITA and served for many years as a member of the ITA’s Executive Council and as first vice president.
