Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

Several hydrometallurgical leach processes have been recently proposed for the recovery of copper from copper concentrates. These include the Cymet Process of Cypress Metallurgical Processes Corporation, the Arbiter Process of the Anaconda Company, and the Treadwell Process of Treadwell Engineering company(1). These processes and similar processes for recovery of other minerals, have several phenomenological similarities which make their quantitative description difficult at best. These include (a) the presence of more than one phase, (b) non-uniform mineralization of the feed concentrate, (c) surface and diffusional effects, and (d) a particle size distribution which varies with time. Semi-theoretical, rather than purely empirical, treatment of such processes in their developmental stages will result in a better understanding of the physico-chemical mechanisms in effect. This, in turn, will allow reliable process designs to be made on reasonable time scales for reasonable development costs. Once a production unit is built, such an approach will provide straightforward methods for process control and optimization. A research and development effort to determine criteria and procedures for semi- theoretically characterizing such mineral leach recovery processes has been initiated in a joint venture by the Arizona Bureau of Mines and the College of Mines at the University of Arizona. This group has as its task the mathematical characterization of hydrometallurgical leach recovery processes using semi- theoretical mechanisms for the underlying phenomena. The resulting models are experimentally verified and parameterized on the laboratory scale in such a way that they can be utilized with similarity criteria to provide reliable scaleup to production designs. This discussion will be centered around the elements of such an approach and how they fit together.

At the Kakogawa works of Kobe Steel. Ltd., the agglomeration facilities are composed of a pelletizing plant and sintering plant. This aim is to utilize raw materials efficiently and stabilize the raw material resources. Therefore at Kakogawa works, the blast furnaces (BF) have been operated with high pellet ratio and various developments for pellet properties have been achieved to improve the blast furnace performance. These developments include dolomite-fluxed pellets, new-porous pellets and crushed pellets. As a results of these improvements, pellets have achieved almost the same performance as sinter at high temperature regarding properties such as the softening, melting and reduction behaviour. However, some problems on shape have remained to be solved. Spherical pellets flow easily into the center of the furnace and form mixed layers of pellets and cokes. Therefore, in BF operations with these pellets it becomes more difficult to keep proper and stable gas distribution.

Improving the mineral industry's tarnished image describes in a nut- shell the reason why the Speakers Bureau of the Tucson Subsection of the AIME was formed. Let's go back in time about 3 years to the fall of 1971. Literally thousands of bills detrimental to the mineral industry were being introduced into Congress and State Legislatures. Unfortunately, many were being passed and signed into law. Clean air and water, zero pollution, preserve the environment, ecology, biodegradeable, wilderness were the words that the self- styled ecologists and environmentalists were preaching. The mineral industry either sat mute or in place of acting, reacted in a way certain to attract a maximum amount of bad publicity with a minimum amount of rhetoric. A mining company president, for example, commenting on the primary air standards in Arizona was reported by the press as having said, "we'll shut all the smelters down and put thousands of Arizonans out of work if we have to meet the Arizona standards." Or another defending a poorly planned highly visible open pit nonmetallics operation, "we'll take the whole mountain down if we want to, and nobody can stop us" and still another manager of Operations, "the bottom line is all that counts, to hell with all of this environmental nonsense."

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

Large scale equipment can reduce both capital and operating costs for concentrators. Large semiautogenous mills can be effectively utilized in big mills but they must be kept fully loaded to take advantage of their great potential. With varying hardness ores, controlling throughput is difficult and careful design must take this into consideration. A variable speed drive on large primary semi- autogenous mills can overcome this problem to a considerable degree. This paper provides a base case using standard accepted technology of two wound rotor single speed 4,476 kW (6,000 hp) motors to drive the primary SAG mills of a hypothetical 36,364 mtpd (40,000 stpd) typical porphyry copper mill. One other fixed speed drive will be described and five variable speed drive configurations will be reviewed. Capital costs for the entire grinding circuit, from crusher product to flotation feed, were developed for the base case and each of the alternatives. A technical evaluation comparing the advantages and disadvantages of each drive is presented.

Plant testing of DuPont's Activator Technology in the vat leach circuit of the Homestake mine shows increased gold recoveries of 3-5%. Activators are catalysts of gold dissolution in cyanide solution. DuPont received the patent for this technology in January, 1996. The test was run in the west sand plant alternating control and activated vats to reduce the variability in head grade and cyanide consumption. Activated vats had gold in the preg solutions earlier, higher gold recovery, and lower gold residuals. Activator addition did not adversely affect mill operations or the environment. Optimization of the technology continues.

Experiments were carried out on 76 mm laboratory heavy medium cyclone treating -2.0 t 0.5 mm coal and on two 600 mm industrial heavy medium cyclones treating coal in the size range -13.0 t 0.5 mm. The variables studied were spigot diameter and feed medium gravity. The generalised distribution curve for the separation of coal in these heavy medium cyclones has been defined by the equation [ ] The specific gravity of separation SG has been found to increase linearly with increase in feed medium, gravity (SGf). The relationship for SG of industrial cyclone is given as 50 SG = -6.801 t 6.463 SGf t 0.0327 Spig 50 -0.02625 SGf. Spig. Further, the probable error for the separation has been found to be linearly related to (SG50 - SGf ) according to the equation [ ] The model equations developed have been used to select appropriate levels of operating conditions to achieve an increase in the yield by about 2 to 4% without affecting the quality of the product.

The mining industry appears to be slowly rebounding. But many individuals and company officials are still smarting from the beating they received during the recent recession. As a result, companies have taken the "lean and mean" approach. As pointed out at the Oct. 24-26, 1984 SME-AIME Fall Meeting in Denver, CO, companies are placing more emphasis on optimizing their operations through more efficient mining and processing technologies and equipment. Empathizing with the mining industry's woes was the meeting's welcoming luncheon speaker, John D. Withrow, Jr., executive vice president product development for Chrysler Corp. Withrow paralleled Chrysler's problems of a few years ago with the current problems facing the US mining industry. He said Chrysler's come-back centered around its engineering and technical personnel, who regained "their seat at the head table." "In short," Withrow said, "we had lost the competitive edge. By cutting costs and people and improving our products we got everybody to believe we could." The 2700 participants at the Fall Meeting attended technical sessions geared toward turning mining back into a productive and profitable industry. Sessions and symposia included papers on precious metals extraction, crushing and grinding innovations, geomechanics, environmental control, health and safety, and various commodities. This article briefly highlights some of the papers presented. To order preprints of these technical papers, see ME, December 1984, pages 1620 and 1621. Computers Gain Mining Acceptance High tech has reached mining. As evidenced by many papers, computers have become valuable tools in many applications. These include tailings ponds operation and waste management; truck dispatching; mine design, simulation, and scheduling; monitoring; and reclamation. Mine planning is generally labor intensive and requires a considerable amount of the planner's time. P. K. Chatterjee, X. Chung, and Y. Jianjy described a computer-generated interactive graphics approach to under-ground coal mine planning that lessens the manhours involved in producing plans. The computer program examined exploratory borehole information. This included coal seam thickness, tonnage, quality constraints, and the nature of their distribution. Layout designs were then initiated and a probabilistic simulation performed to determine production levels of different extraction strategies. The interactive graphics approach gives planners the ability to quickly evaluate several layout alternatives and select the best one. For surface coal mines, M. A. White, of Arch Minerals Corp., explained several computer programs that aided in his company's surface mine plans. Several drill hole database and modeling pack¬ages are available. But Arch tech¬nicians developed specific pro¬grams for model strip areas. They were used to form long-term pro¬jections for various area and semi¬area stripping operations. They also generated reports on yard¬age, tonnage, quality, and ratio in¬formation. The information is used in budgeting, to compare mine plans, and to analyze acqui¬sition candidates. While computer-based truck dispatching systems have been used in mining for some time, earlier systems were run on ex¬pensive mainframe or high per¬formance minicomputers. As such, computer-based truck dis¬patching systems have been too expensive for all but the largest mines. Recently, however, a microcomputer-based system, af¬fordable to smaller mine opera¬tors, has become technologically feasible. Y. C. Kim and W. E. Kolb re¬ported on a simulated microcom¬puter system that uses strategi¬cally placed signposts in the pit area to automatically detect truck movements. A microprocessor in the signpost sends information to the microcomputer. The computer determines the truck's assign¬ment and alerts the dispatcher. He radios the driver his assign¬ment. In addition to the technical pa¬pers, an introductory short course on microcomputers was offered at the meeting. L. M. Kass and J. P. Editor&apos;s note: Minerals concentration is a disparate area, one involving many disciplines. Flotation, flocculation, reagents, microbial processes, gravity and magnetic separation, and the areas of coal and oil shale - concentration is relevant to all of these. In his article, Nagaraj reviews the latest developments and findings in concentration that have ocurred during the past year. Flotation The Monograph Series "Development in Mineral Processing," (Elsevier, 1985) was devoted to "Flotation of Sulfide Minerals." This volume has 26 articles covering the aspects of flotation chemistry, process development, plant design and equipment, and modeling and process control. The numerous articles on sulfide flotation had one recurring theme - the role of electrochemical processes and redox potentials in flotation and depression. Significant advances have been made in this area. A differential desorption-reflotation process was developed for the beneficiation of calcitic phosphate pebble (Hsieh and Lehr, Industrial Engineering and Chemistry, 1985). The carbonate and phosphate minerals were first separated from silica using fatty acid and the modifiers diphosphonic acid and HF. The collector on phosphate was then desorbed using sulfuric acid, and calcite was selectively floated without additional collector. A two-stage conditioning - initially at pH 10, followed by that at pH < 4.5 - with sodium oleate was developed to improve the separation between apatite and dolomite (Moudgil and Chanchani, Minerals and Metallurgical Processing, MMP, 1985). Separation of Mussorie rock phosphate in India from gangue calcite, dolomite, silicates, pyrite, and carbonaceous impurities was achieved with a three-stage flotation only on -75 µm (-200 mesh) fraction (Vaman Rao et al., International Journal of Mineral Processing, IJMP, 1985). The separation of fine SiC whiskers from other products of coked rice hulls by immiscible liquid and froth flotation was achieved using M1BC, pine oil, and mineral spirits (Parekh and Goldberger, MMP, 1985). Flotation was more economical. The carrier flotation separation of hematite fines from quartz fines was effected using coarse hematite as a carrier and oleic acid and ferric chloride (Cristoveanu and Meech, CIM Bulletin, 1985). Potash recovery from brines by laboratory-pan solar evaporation and amine flotation was discussed by Foot and Juiatt (Salts and Brines &apos;85, Proceedings, 1985). Flotation in a 45-kg/h (99-lb per hour) unit recovered more than 95% of the potash in schoenite and sylvite concentrates containing 28% and 62% K2O, respectively. The effects of fresh concrete into cement and aggregate by a single-step flotation process in aqueous suspension was described (Naegle, Chemical Engineering Science, 1985). The physico-chemical principles for the selective separation of proteins from mixtures using flotation were discussed by Ostermaier and Dobias (Colloids & Surfactants, 1985). Selective flocculation of hematite from silica was studied by Bagster and Mcllvenny (IJMP, 1985). Selective flocculation was more favorable with more highly charged anionic polyacrylamides and with high molecular weight. The cationic and non-ionic polymers flocculated both minerals. In minerals mixtures, there appeared to be very little selectivity unless a combination of dispersant and electrolyte was used. The effect of dissolved minerals species, such as Cu, Fe, and Ni on flocculation of chalcopyrite, pentlandite, millerite, pyrrhotite, and covellite was studied by Acar and Somasundaran (SME-AIME, 1985). Reagents There were some major advances made in reagent development for the minerals processing industry. Cyanamid introduced several classes of collectors, one of which - the diaryl monothiophosphates as acid circuit col¬lectors of sulfides and oxidesulfide ores - was commercialized in 1985. The monothiophosphates are more stable and powerful collectors than the xanthates and dithiophosphates. Hydrolyzed dithiophosphate containing 80% monothio and 20% dithiophosphate was found to give optimum recovery of copper from crude cementation precipitate and separation of Cu and Ni sulfides from matte (Akimova et al., Obogashch, Tonkov, Rud, OTR, 1985). High temperature pressure oxidation (>190°C) is a wellrecognized and versatile metallurgical oxidative pre-treatment process commonly used to liberate gold from refractory sulfide ores and concentrates. The pressure oxidation of refractory gold ores was first commercially applied in 1985, at Homestake Mining Company’s McLaughlin mine in the United States. Since that time numerous refractory gold and other high temperature pressure oxidation facilities have been built throughout the world. The design of each facility was met with unique challenges and opportunities which have led to an array of plant configurations, pressure oxidation autoclave sizes, and sulfide oxidation capacities. This paper presents a historical review of high temperature pressure oxidation operations and current projects in execution with a focus on the autoclave vessel design, circuit configuration, and unit sulfide oxidation capacity as a basis for characterization and comparison.

The Bullfrog and Montgomery-Shoshone deposits, near Beatty, NV, have a combined drill-indicated reserve of 15.8 Mt (17.4 million st) of ore. Average grade is 3.5 g/t (0.103 oz per st) gold and 8.2 g/t (0.24 oz per st) silver. The deposits occur in Miocene volcanic rocks that underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff that experienced brittle deformation during plate movement. Open space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micrometer-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults. The Bullfrog and Montgomery-Shoshone are volcanic-hosted, detachment fault-related, epithermal quartz calcite stockwork gold deposits. Bullfrog&apos;s minable reserve is 13 Mt (14.3 million st) of ore grading 3.8 g/t (0.11 oz per st) of gold. At Montgomery-Shoshone, 2.7 Mt (3 million st) minable tons at 2.5 g/t (0.072 oz per st) are present. Preproduction stripping has begun at the Bullfrog ore body. A 7.7-kt/d (8500-stpd) carbon-in-pulp (CIP) mill is under construction. In 1990, Bond Gold expects to be producing about 6.2 t/a (200,000 oz per year) of gold.

The US coal industry has been using continuous room-and-pillar mining (CRPM) machines for more than 30 years for longwall development. This equipment has also been used for production mining in areas that are not appropriate for longwall mining. From 1977 to 1987, the portion of annual US production mined by continuous miner (CM) sections grew slightly from 65% to 70%. Over this time, mine operators and manufacturers have made some advances to attain the full production potential of this method. This is evidenced by the fact that average tons per eight hour shift for continuous miners in the US grew from 180 t (200 st) in 1977 to 431 t (475 st) in 1987. The authors (1990) reported that the increase in productivity was due to several factors: • a drop in prices; • a more mature workforce; • union stability and incentive programs; •procedural improvements; and •technological advances. The authors estimated that about one-third of the increased production came from the first three and other unaccounted for factors and one-third each for the last two. Even though improvements were considerable, continuous miner capacity is much higher than 431 t/shift (475 st per shift). For example, the machinery is capable of mining more than 9 t (10 st) per machine for the 6.5 available hours per shift or 3.5 kt (3900 st). However, this has never been attained on development. Removal of S02 from smelter gases is being investigated, using an innovative technique that results in the almost simultaneous recovery and production of elemental sulfur. S02 is removed from the gas stream by scrubbing with suitable aqueous salt solutions or high-boiling organic fluids. The S02-laden liquor is then reacted with H2S Crystalline, high-purity sulfur is instantly precipitated and, after filtration, the regenerated liquor is recycled. The H2S required for the process is produced by reacting a portion of the recovered sulfur with hydrogen or with methane and steam. The chemistry and results of preliminary laboratory research are discussed.

Since 2019, approximately two dozen international battery recycling companies have been operating at the commercial or pilot scale [1]. However, current process capacity does not exceed 100,000 tons of end-of-life (EOL) lithium-ion batteries (LIB) per year, and the current recycling rate is only about 5% in North America [2-3]. Recycling metals from EOL LIBs is not only essential to waste minimization and environmental stewardship, but also a source of critical materials, which can contribute towards supply chain stabilization. LIB recycling can be roughly divided into three categories: direct recycling, pyrometallurgy, and hydrometallurgy. Direct recycling seeks to retain as much of the manufactured effort with minimum chemical processing [4]. The evolution of battery designs and chemical compositions are challenges to this approach [5-6]. Pyrometallurgical processes are robust and flexible allowing a broad spectrum of batteries with minimum pre-processing requirements. Some of the matrix issues are solved through combustion of some constituents. Smelting is strongly tied to fossil energy and air emissions are a concern. In addition, pyrometallurgical processes are not stand alone, as hydrometallurgical refining normally required to separate and recover the metals of interest (Co, Ni, and Cu) from the produced alloy and Li from the slag [7]. Hydrometallurgical processes can be highly selective and efficient in recovering high purity materials [8]. In general, hydrometallurgical processes are considered cleaner and less costly than high temperature processes [4,9-10]. Extensive chemical consumption and waste generation significantly increase the operating costs and overall environmental impact of the hydrometallurgical processes [11]. Leaching of metals from LIBs is dominated by the mixture of sulfuric acid (1 to 4 M H2SO4) and hydrogen peroxide (1 to 15 wt.% H2O2) [10]. Although organic acids have been tested as lower environmental impact alternatives, the reported pulp density operations are low < 60 g/L [10-11]. For the H2SO4/H2O2 leachates, high leaching efficiencies >90% are reported for Co, Ni, Mn, and Li from cathode materials at temperatures over 40 ⁰C and pulp densities between 30 to 200 g/L [9-10]. H2O2 acts as reducing agent to convert Co+3 and Mn+4 into their soluble forms, Co+2 and Mn+2 [12]. Despite the claims of H2O2 being a clean reducing agent [13], production of H2O2 has significant environmental impacts as determined by life-cycle analyses [13-14]. Moreover, the costs and risks associated with H2O2 transportation and storage cannot be ignored [15].

A number of interesting and. important phenomena were revealed during a study of the response of beryl to sulfonate flotation (1). Perhaps the most important observation is the effect of various cations on flotation response. Experiments showed that in the vicinity of pH = 3. 0, about three ppm Fe.+++ increased recovery of leached beryl from about 60 to 100 per cent, whereas about four ppm Ca++ reduced the recovery from 60 to 2 per cent. With the exception of ferric iron, all of the other cations investigated reduced flotation recoveries drastically at this pH. As postulated in the paper "Sulfonate Flotation of Beryl", (1) even with low concentrations of polyvalent cations and sulfonate (on the order of one ppm), cation¬ sulfonates are precipitated immediately in solution. That is, blueish-white clouds .were noted to form after given additions of salts to. known solutions of sulfonate. Furthermore, it was also shown that one-hundred-fold more ferric iron than necessary to form the precipitated cloud had to be added to effect complete flotation. In other words, some form of solid ferric sulfonate was found to function as the collector in these systems. The form of the compound was suggested to be Fe (RSC3)2OH and that bonding to the surface occurs through the hydrogen of the hydroxyl. As the form of this compound was shown to be dependent on the extent of hydrolysis of ferric iron, it is to be expected that ferric iron will be unique in some pH region. Further, if the presence of hydroxyl in the neutral precipitated compound is of primary importance, then other cations should function similarly but at different values of pH, since they will hydrolyze at different concentrations of hydroxyl ion. To determine whether the premise of hydrolysis is correct, the study was extended to quartz systems lit the presence of various cations at various values of pH.

A concentrate biooxidation process was successfully demon­strated in the field in a remote part of northwestern Mexico. A 275 tonne (300 st) biooxidation heap was constructed using GeoBiotics' proprietary GEOCOAT™ coated concentrate process. The pyrite/chalcopyrite/sphalerite concentrate was bioox­idized in the heap for 60 days. Cyanide leach recovery of the con­centrate increased from 68% gold recovery at a cyanide consump­tion of 1.6 kg NaCN/g Au (llO lbs/oz) in the as-received concen­trate, to 94% gold recovery at a cyanide consumption of 0.37 kg NaCN/g Au (27 lbs/oz) in the biooxidized concentrate. The heap was constructed at a rate of7 tonnes (7.5 st) concentrate per hour, using typical heap leach equipment and easily scalable methods. Heap operations demonstrated that energy dissipation in the humid summer environment was easily controlled by low pressure aeration and management of solution chemistry and application. Observations of the demonstration heap appear to support the presence of reflux of moisture within the biooxidation heap.

The U.S. Bureau of Mines conducted copper exchange capacity (CuEC) tests for six common clays under simulated in situ leaching conditions. Regression equations were obtained from the data expressing the CuEC as a function of Cu concentration, pH, and temperature. Further testing resulted in regression equations expressing CuEC&apos;s of Na and Ca montmorillonites and attapulgite as a function of Cu concentration, pH, and the concentration of metal ions which compete with Cu for exchange sites. Using these equations, an analysis was made of the impact each clay could have on overall copper recovery. The results suggest that Ca and Na montmorillonite clays could have a major impact on Cu recovery and that attapulgite and illite clays could have a smaller, but still significant, impact. Kaolinite and ripidolite clays pose little threat to loss of copper from in situ leaching solutions. Copper losses are decreased by the presence of competing ions, and A1 and Mg have the largest impact of those ions normally present in Cu leaching solutions.

The impact of surface coal mining on the geologic materials and ground water in different geologic settings is being investigated by the Illinois State. Geological Survey at three abandoned surface mines in Illinois. At a site near Ottawa in La Salle County, the overburden prior to mining consisted largely of pyritic shale; sand was the major component of the overburden and spoil at a mine near Coal City, Grundy County. Clays, lacustrine silts, and some shale and limestone were the dominant premining overburden materials at a mine near Harrisburg, in Saline County. Ground-water elevations at Coal City and Harrisburg are approximately at premining levels, whereas at Ottawa they are near the base of the spoil. Ground-water quality has deteriorated at all three sites, especially at Ottawa and Harrisburg.
