INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. Early identification of adverse geologic conditions and high stress concentrations during the high-speed extraction of coal using modern mechanized longwall systems is a major challenge facing the mining industry. Often, unexpected geologic anomalies that affect rock mass quality are encountered more rapidly, leaving the mine operator with insufficient time or information to deal with the changing ground conditions. The RockVision3D™ seismic tomographic system, developed by NSA Engineering, Inc., offers substantial benefits over conventional geologic/stress-detection methods and has been used successfully in coal mines worldwide. Tomographic images, produced economically and in near-real time, are easy to interpret, allowing mine operators to deal with potential hazards on a day-to-day basis.

Doyon mine, Quebec, Canada evaluates the possibility of desulphurizing their tailings to produce material to be used in as cover over the acid generating tailings disposal site. Laboratory tests were conducted and showed that a single-layer cover made of desulphurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modelling with the software Vadose/W was undertaken to optimize the design parameters, namely cover thickness, water table position, and residual sulphide content of desulphurized tailings following laboratory work. It was found that the optimal configuration includes a 1 m desulphurized tailings cover containing 0.8%S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux towards acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective chosen for Doyon mine (10 mol/m2/year) with the protective sand layer, even in extremely dry conditions.

Empirical and numerical methods are the two extremes of the tools available for the seismic design of subsurface excavations and underground structures. Both have their limitations: when relying on purely empirical methods directly relevant experience may be scant; site data may be insufficient to justify a comprehensive dynamic analysis. The primary purpose of this paper is to review the analytical tools available to the design engineer of subsurface excavations and underground structures. Particular attention is devoted to simplifed models that appear to be applicable in many practical cases.

Cominco Metals, in cooperation with two Canadian Universities and the Government of Canada, is developing applications for column flotation in the treatment of lead and zinc ores. Plant scale results at Polaris and pilot plant studies of Sullivan, Pine Point and Red Dog ores show column flotation to have significant advantages over conventional mechanical flotation for lead and zinc cleaning. Results from these ongoing studies are discussed in relation to ore texture, mineral recovery, impurity behaviour, scale-up and control.

The Swiss are currently building the world’s longest tunnel, the 35-mile long Gotthard Base Tunnel. At Sedrun, for the first time in tunneling, four Roadway Support Machines will drive through most difficult ground, supporting variable diameters of up to 13 m. The machines are prepared for their first deployment. At Amsteg, two Hard Rock TBMs have successfully crossed a known fault zone by applying full circle steel arches and shotcrete immediately behind the cutter head. Comparisons between Drill& Blast and Hard Rock TBM are shown.

The mining industry has had three difficult years. Commodity prices have remained low and investor confidence in the industry has been shaken. And even though the Asian economy appears to be improving, it will be some time before this improvement will translate into better commodity price conditions for mining. In addition, increased environmental and social restrictions that have been placed on the industry in developed and developing countries have made mining a more difficult proposition. And, if that is not enough, the global mining industry has found itself in fierce competition with Internet businesses for investor capital. Despite that gloomy picture, more than 10,500 mining industry professionals from about 70 countries gathered in Toronto, Ontario March 5-10, 2000 for the Mining Millennium 2000 conference. This meeting was a joint effort between the Canadian Institute of Mining, Metallurgy and Petroleum(CIM) and the Prospectors and Developers Association of Canada (PDAC).The joint meeting also featured two trade exhibitions and more than 150speakers. PDAC’s trade show attracted about 400 exhibitors and an additional 200 in the concurrent Investors’ Exchange. CIM’s exhibition attracted about 600 equipment and service companies.

The East Bay Municipal Utility District’s Claremont Tunnel is an 18,000-foot long water tunnel that crosses the Hayward Fault zone near Oakland, California. It was originally completed in 1929. This project involved the construction of a bypass tunnel through the fault zone, including an enlarged vault section designed to accommodate up to 8.5 feet of horizontal offset. Ground conditions encountered included sheared and crushed serpentinite and clayey fault gouge, and presented specific challenges for construction. A special excavation and support sequence used concrete-backfilled side drifts as foundations for the vault steel sets. It also allowed for a 20-foot-wide top heading and bench excavation in soft and squeezing ground conditions.

This paper reflects the challenges encountered during the construction of the light rail tunnels under Boyle Heights, in Los Angeles, California. Equipped with two state-of-the-art EPB TBMs, the construction team undertook the mining of twin bored tunnels in the Los Angeles alluvium. The gassy underground conditions dictated many aspects of the design of the tunnels, as well as the tools and means used for their construction. This paper will detail the challenges encountered during construction, as well as the means, methods and logistics used on the project. Discussion includes: EPB TBM machines with some very unique/specific features; complex assembly sequence due to limited shaft access; final precast concrete liner with double gaskets; NATM cross passage excavation in soft ground and below the water table; compensation grouting; mucking shaft arrangement.

There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

Coal gasification solid residue (slag) contains unconverted carbon (char) which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal -3.4 mm gasifier slag (~85% ash) to separate high (~100%) ash slag from low (~50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71% was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1 mm in size.

"Within the energy concept of the German government, the operating time of nuclear power plants was initially extended from about 8 to 14 years. It is planned, however, that every power plant will gradually be decommissioned until 2025 and that simultaneously the amount of renewable energies will successively be expanded. According to the political state, nuclear energy is a discontinued model. Looking at the global energy market, though, an obviously opposed development can be observed. At the moment, 443 nuclear power plants are running worldwide and further 62 facilities are being built. These about 500 nuclear power stations have to be supplied with nuclear fuel right now and in the future. The present paper will describe the worldwide use of nuclear energy, the extraction of the nuclear fuel uranium and in detail the available and predicted resources of uranium. The conclusion of the paper is the statement that uranium as nuclear fuel is no scarce resource but sufficiently available."

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. Cripple Creek and Victor Gold Mine is an epithermal gold deposit located in the Rocky Mountains of Colorado. Surface operations are continuing along with an expansion for an onsite mill to take place in the next couple of years. The surface pit is currently progressing downward from an oxidized zone into a transitional, more sulfide/ telluride-rich zone. Gold mineralization includes native gold, electrum, and tellurides. Cyanide heap leaching is the recovery process for the oxidized ore with the sulfide/telluride-rich ore to be processed at the new onsite mill. Ore characterization prior to mining is vital when there are two possible recovery processes. This characterization is dependent on geometallurgy. To identify the causes of the variability, multiple parameters are analyzed and assayed. These parameters are measured by a variety of analytical testwork. The analytical testwork provides measurements for the desired parameters. Geometallurgical models are developed for the parameters per recovery process, so estimations can be inserted into the resource model to optimize operations and recoveries.

Newmont Mining has a large, integrated gold-mining operation in northern Nevada with several mines, stockpiles and processing facilities. There are more than 90 defined metallurgical ore types and more than 60 defined gold-recovery process options. Newmont developed a mine plan and process model to take better advantage of the available synergies at its Nevada mines. This plan includes a mixed integer and linear programming optimization tool. This system is maintained and operated by a Nevada planning group. Standard in-house planning software tools and methods have been implemented at all mine sites. These changes have allowed a reduction in mine engineering staff and have increased the effectiveness of mine planning.

G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

Bacterial populations play an active role in mineral weathering in subsurface and near-surface environments e.g., supergene enrichment of Cu at Morenci, AZ. An invitro bacterial biofilm model was used to examine the interaction between Sporosarcina ureae and ionic gold(which is toxic) or amino acid-gold complexes in gold mobility. The immobilization of ionic gold was between80-90% for 1 week but as the available, cellular reactive sites became saturated immobilization decreased to 14%within 2 weeks. In the asparagine-gold system, gold immobilization occurred at a high rate (80-90%)throughout the experiment with limited toxicity towards Sporosarcina ureae.

Agglomeration techniques are widely used by industry to form fine particles into larger masses that are easier to handle and process. One area where agglomeration is potentially useful is in heap leaching operations. With-out agglomeration, fine particles travel through the heap, clogging the spaces between the larger particles and resulting in poor leach solution flow. Poor flow of leach solution will result in long leach rates and/or decreased metal recovery. Agglomeration immobilizes the fine particles and therefore improves heap permeability to fluid flow. Additional additives (binders) are needed to prevent agglomerates from breaking up as leaching solution percolates through the heap. Type II Portland cement and lime are two well-known binders used in gold and silver leaching, but these are limited to alkaline leaching environments. Various other products have been tested as binders, including polymers. This paper summarizes the benefits of agglomeration in heap leaching and the results obtained from the testing of several different agglomeration binders in heap leaching operations.

INTRODUCTION Measurement of certain data associated with nuclear testing necessitates the reception of waves at the instrument location which are unaffected by reflection off internal structures or tunnel surfaces. Therefore, in order to provide necessary facilities for the fielding of experiments in support of the underground nuclear testing program, the Defense Nuclear Agency (DNA) commissioned a cost and feasibility evaluation pertaining to the design and construction of large underground cavities in Rainier Mesa. The effort included research into past experience pertaining to the excavation and support of large underground caverns, assessment of the geological conditions which exist in Rainier Mesa, preliminary design of the chambers and their rock support systems based upon the geological setting, development of mining plans for the excavation of the caverns, and estimation of the cost and manpower schedule to complete construction. This paper summarizes the results of the feasibility evaluation. The investigation was limited to modified hemispherical configurations ranging in size from 24.4 to 91.4 m (80 to 300 ft) in diameter. Two cavity support systems were considered. The first employs internally installed rockbolts as the means of primary rock support while the second involves the use of annular tendon galleries located above the chambers from which primary support members are introduced prior to general excavation. The internal support configuration was considered for cavities with spans of 24.4, 36.6, 48.8, and 54.9 m (80, 120, 160, and 180 ft) while the external support configuration was considered for cavities with spans of 54.9, 73.2, and 91.4 m (180, 240 and 300 ft).

"Coal is mainly composed of energy-producing elements carbon and hydrogen. In addition to these elements, coal usually contains many other valuable elements, including iron, aluminum, silicon, rare earth elements, lithium, gallium, germanium, vanadium, uranium, titanium, scandium and phosphorus. These coalassociated elements are significantly enriched in coal combustion byproduct fly ash because the majority of the main components, carbon and hydrogen elements, being removed. Table 1 provides the chemical composition range of the main element oxides in 12 Chinese fly ash samples collected from coal power plants located in Northeast China, Northwest China, Southwest China and Southeast China. It can be seen from Table 1 that the major mineral components of different ashes are similar, but the bulk chemistry of different fly ashes may vary due to the changes of ratios of the mineral components in different coals. The major mineral components in various Chinese coal combustion fly ash are silicates, iron oxides and unburned carbon.Chinese coal fly ash usually contains about 5 to 15 percent of unburned carbon, which are generally chars with irregular shapes and wide particle size distribution. In addition to unburned carbon, XRD analysis of four Chinese fly ash samples from Liaoning, Shanxi, Guizhou and Shandong provinces indicates that the fly ash samples are composed of minerals such as quartz (SiO2), mullite (3Al2O3.2SiO2 or 2Al2O3.SiO2), hematite (Fe2O3), maghemite (gamma form of hematite, ?-Fe2O3) and magnetite (Fe3O4). The mullite and quartz particles are usually present as spherical particles because they are formed by melting clays, feldspars, quartz, calcite and other common minerals in coal during coal combustion. The silicate particles have usually entrapped gas to yield hollow spherical particles because their lower melting point facilitates gas entrapment.The iron oxides are usually spherical also. The magnetite (Fe3O4) is derived from pyrite (FeS2), hematite (Fe2O3), siderite (FeCO3) and limonite (2Fe2O3.3H2O) in the coal. Maghemite (?-Fe2O3) is formed by dehydration of the mineral hydrohematite (?-FeO(OH)) and/or oxidation of magnetite (Fe3O4) during coal combustion. Maghemite (?-Fe2O3) and magnetite (Fe3O4) are strongly magnetic, so they are recovered from Chinese coal fly ash and widely used for coal processing in China (Fan et al., 2005, 2000)."
