The European Economic Community (The Common Market) is now shifting from I a coal oriented to an oil oriented economy. The proportion of energy supplied by oil has increased from only 13% in 1950 to 38% in 1962, and will approach 50% by 1970. In the past five years Common Market petroleum demand has in- creased 15% per year compared with only 3% per year in the United States. This rapid shift to oil can be explained by looking at oil's competition, First; there is simply not enough other energy - European coal, natural gas and hydro-electric power - to meet the demand, Secondly, oil?s primary competing energy in the Common Market is coal, and Community coal is high-priced - it costs more than two and a half times as much as U. S, coal at the pithead. The third reason for the shift to oil is consumer preference for the ease of handling, convenience and cleanliness of liquid fuels. As these reasons suggest, much of the shift to oil and the resulting growth in demand would have occurred whether or not the Common Market organization had existed. On the other hand, the Common Market has stimulated the use of oil by causing a higher rate of energy consumption, and oil has been the beneficiary of most of this growth.

A review is made of the actual costs of recent foreign mineral exploration programmes in third world countries. Target identification leading to the selection of areas, or macro-targets, must follow a well planned and defined series of steps. Suggestions are made with respect to this inter-active project development work. Potential revenues in the broad sense will always determine the overall economics of exploration but clear objective philosophy, good planning and adequate financing are essential for exploration success. Considerable opportunities exist for making important foreign mineral discoveries and broad selected suggestions are made for the identification of exploration areas in relation to high-grade and precious metal mineralization.

Exploration is the systematically financed and technically oriented search for mineral wealth. Almost all established mining companies have an exploration department. The size of a company's search varies over the years as the company's profits, or the corporate philosophy change. While the established mining companies have exploration departments, they are also alert to acquiring discoveries made by others -- especially by prospectors and small companies without the resources to develop their find. The emphasis in some large companies stresses self-generated discoveries while others rely heavily on acquisitions; again, over the years the emphasis may alternate. In the last analysis, essentially all new mineral wealth was found through someone's exploration effort. Before we discuss how exploration is financed, it will be informative to analyze how discoveries have been made and by whom. Recently, the author conducted a survey of randomly selected major mining companies to answer these questions. Most companies responded and many went to considerable effort to give complete and detailed answers. I thank all for their help and cooperation. The questionnaire is attached as Appendix I. Appendix II is a list of the 400 companies that replied in a complete enough manner and format to be analyzed here. The results of the questionnaire are given in Table 1. "Underground construction poses certain challenges for all parties involved because the actual ground conditions are often unpredictable. Highly complex projects like tunnel construction are affected by various uncertainties. To address this complexity, the construction contract has to be flexible enough to be adapted to the actual conditions (e.g. divergent ground conditions, work delays). However, the adaptation of a tunnel construction contract does not guarantee the absence of a margin of interpretation. The perfect construction contract is an illusion because ex ante statements of the actual ground conditions are not feasible. This paper will discuss contractual parameters that must be considered in order to enable an effective adaptation of the contract during excavation. It is therefore necessary to discuss the following topics: decision-making competence, variable remuneration, fair-risk allocation, value engineering and partnering between client and contractor. INTRODUCTION Thinking of tunnel construction processes, engineers’ first (or at least second) association is about ground conditions. When constructing under the surface, the project is directly related to the ground conditions; however, ground conditions are known fairly well in advance. The estimated conditions can be the same or can also differ from the existing ones. A clear view of the conditions is possible only by driving through the section. What Hoek calls “Geological unpredictability which is guaranteed to provide some surprises in even the simplest tunnelling job” is, in addition to contractual issues, one of two critical aspects of modern tunneling (Hoek 1982). Almost no research tries to figure out, what flexibility in this context means and how to approach it in the contracts. Papers dealing with the New Austrian Tunnel Method (NATM) pose some principles to meet the requests for flexibility (cf. Austrian Society for Geomechanics 2011). However, it remains unclear how to create contracts in order to make them “flexible” enough to react to divergent ground conditions."

Many devices used in mining are not monitored by sensors or do not have their own intelligence. By retrofitting sensors and real-time data processing, machines can be integrated into an existing digital infrastructure. Within the project Mine.io funded by the European Union a Sandvik DE110 exploration drill rig is being digitized using various AI algorithms at research and education Mine “Forschungs- und Lehrbergwerk Reiche Zeche (FLB)” of TU Freiberg. The aim is to increase the productivity of drilling with real-time evaluation of the current rock to be drilled and the current maintenance status of the drill rig. The drill rig is equipped with a speed sensor, pressure sensors in the hydraulics, 3-axis vibration sensor, borehole length measurement and temperature sensor. The sensors are additionally attached to the drilling rig and no structural changes on the drill rig are necessary. All data are processed real-time at a server structure outside of the mine using AI algorithms to analyze which rock (ore or host rock) is being drilled and to perform predictive maintenance. Processed Data are visualized for the operator to optimize the workflow and the productivity.

The Bureau of Mines' rapid method of dewatering fine-particulate slurries uses extremely high molecular weight polymers. These polymers form large, strong flocs which can be dewatered by sieving or sedimentation. However, sometimes these flocs deteriorate rapidly if water is not removed immediately. During field tests, clay slurries have been encountered that could have been dewatered economically if it were not for the rapid floc deterioration. A kinetics study was conducted to determine the rate of kaolin-PED floc degradation in which polymer addition, to bring the flocs back to their original condition, was used to determine the extent of floc decay. Results showed that the amount of polymer added, to replace polymer lost by spreading, was less for the lower PEO concentrations. For this clay-polymer system, floc breakage as judged by polymer additions followed first order kinetics. It was also found that the addition of fluoride ion stabilized the kaolin flocs.

It has been 2-1/2 years since the Congress passed the Surface Mining Control and Reclamation Act of 1977 (PL95-87) the Office of Surface Mining every deadline specified in the Act. Hopefully the Congress will begin to realize that specifying unrealistic deadlines does not accomplish the end desire of legislation any sooner -- it only adds to the confusion, and actually hinders orderly, efficient progress. OSM has been sued by all categories of involved parties -- environmental activitist organizations, the states, and the coal operators. This situation has resulted for two reasons: (1) insufficient time was allotted by the Congress to properly develop the regulations and program, and (2) OSM?s philosophy that it must dictate every detail of reclamation operations from Washington, even though many of its people are inexperienced with coal mining. These law- suits are now demonstrating their value. OSM is showing signs of "pulling-in-its horns" and, hopefully, will approach the revised regulations in a more realistic fasion.

There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. The Office of Coal Research has been supporting the development of processes for producing synthetic pipeline gas from coal since 1964. .Some of this work has also been jointly supported by the American Gas Association. The work has progressed through laboratory investigation, to bench scale, to pilot plant. It was far from a crash program, generally being fund-limited.. As of one year ago, we had reached the following position: 1. The Institute of Gas Technology HYGAS. process pilot plant in Chicago, Illinois, was in the process of being finally completed. This plant is designed to produce about 1,500,000 cubic feet of pipeline-quality gas per day from 75 tons of coal. 2. The Consolidation Coal Company, CO2 Acceptor Process pilot plant in Rapid City, South Dakota, was well._ on its way to completion. This plant, designed primarily for lignite and subbituminous coals, has about one-half the design capacity of the HYGAS plant. Additionally, the initial construction did not provide for cleanup and methanation; only the preliminary synthesis gas is produced. 3. The Bituminous Coal Research, Inca, BI-GAS pilot plant was in a preliminary design stage. A site had been selected near Homer City, Pennsylvania, to build this plant, planned to consume 120 tons of coal per day. Meanwhile, as you are all well aware, a natural gas shortage was developing in this country. Much has been published about it, so I will not. bother you with further details. Three dimensional surface approximations are important means of evaluating physical and environmental factors that affect surface coal mining and reclamation. Computer approximated surfaces are projected as an array of square grid cells where individual cells define each parameter value respective to locations on the grid. Grid surfaces or grid cells within a surface can be compared or modified through application of standard mathematical functions. Surface approximations can be used to define the quantity and quality of marketable coal and to evaluate thickness and quality of overburden. Surface approximations also can be used to evaluate overburden swell factors wherein changes in post-mine topographic relief are related to expansion of unconsolidated materials in the backfill. Application of computer approximated surface to analysis of approximate original contour (AOC) standards allows an assessment of the quantity and geographical displacement of overburden and the distribution and numerical level of slope.

A mixed-integer formulation of the mine scheduling problem is discussed and applied for the purpose of optimizing both the mine production sequencing and the mill blending and processing problems simultaneously. Previous attempts at solving these problems separately, although successful, fail to take into account the interrelationships between these problems. Project structure serves as the outline of this paper, which is directed towards a mining engineering audience. Generalized in its organization, this concept is useful for long, intermediate and short range scheduling. Actual applications are mentioned which show that the concept is also applicable to mining a variety of ores.

It has been said that good things come in threes. In the case of screening for mining and quarry operations, profit comes in three distinct phases: layered, basic and sharp screening. But how good they are ? whether they maximize efficiency and improve the potential for success ? depends on having the right screen media on the deck for each of the three phases. A relatively new method for achieving that goal is a blended screen media approach that incorporates the ideal screen media for each phase and the ideal mix of media for the process overall. The goal in implementing a blended solution is to find the optimal combination of open area and durability. If this combination is found, maximum product quality and profits will be realized by increasing efficiency of classification while minimizing downtime and maintenance costs.

In recent years, considerable advances have taken place worldwide in the design and construction of first tunnel linings. With these advances, there is a tendency to move away from traditional support that includes heavy open profiles of rolled steel arches, to a lighter solution with the use of an optimized tubular steel cross section rib, and shotcrete reinforced with steel mesh and/or steel fibers, providing a continuous support (Lunardi, 1982). The development of tubular ribs has provided greater design options, increasing flexibility to engineers and contractors while providing a efficient and cost effective construction method. In this article, the authors describe numerical and experimental investigation on this problem, suggesting as a new first lining steel arch design approach by using tubular ribs cross section as new technical solution for first lining underground support.

Stripping of gold and silver from carbon is effected by means of two main processes (AARL and ZADRA ). The main rate-enhancing parameter in the stripping of gold and silver is temperature. A secondary rate-enhancing parameter is ionic strength. (1) Stripping is usually conducted within a solution containing sodium cyanide (0.1 -0.5% ) and caustic ( 1 -3%). The development of a chemistry that increases the rate of gold and silver stripping from carbon in a manner proportional to its concentration is described. Its use in atmospheric and pressure strips is also outlined.

In this study, several methodologies to manage low grade and often competent portion of the ore have been proposed and tested in lab, pilot and operational scales. Relevant to this subject, the Cooperative Research Centre for Optimising Resource Extraction (CRC ORE) has developed Grade Engineering® (GE) concept to modify feed streams by rejecting the low grade and possibly hard components in the stream at the early stages of a value chain. Application of GE requires to understand the impact of the process on the value chain as they are value modifiers on in situ opportunities. Traditional modelling approaches and tools do not have the ability to run the analysis in a block model scale with high fidelity in an integrated value chain. Integrated Extraction Simulator (IES) in conjunction with sophisticated analytical tools such as a neural network (NN) was used to develop and reconcile a fully integrated value chain. The value chain model makes it possible to run all available blocks in the Geomet block model, which could be several millions, under possible scenarios for Grade Engineering for economic evaluation analysis and mine planning.

This late 1979 Bureau of Mines report presents current stocks and monthly consumption rates for Guyanese refractory bauxite (GRB), with emphasis on the impact of the GRB shortage on the refractory and downstream industries, general background material, and an evaluation of the situation resulting from the strike of Guyanese bauxite workers during the summer of 1979. A study by the Bureau indicated that industry stocks contained little more than a month's supply of GRB--30,000 calcined short tons (CST), at present consumption rates of 25,000 CST per month. The report was requested by the Federal Emergency Management Agency (FW) in response to refractory industry requests that the Government release GRB from the National Stockpile to minimize forecasted industry problems. The report traces the historical innovations in the high-alumina and/or bauxite-type refractory products industry, eventually leading up to fabrication of modern, high-quality firebrick and monolithic refractories.

Gold and silver processing techniques are some of the oldest in the mining industry. Gold mining of high grade veins and deposits has existed for centuries. However, only with the higher gold prices in recent years and heap leaching techniques have the low grade gold and silver deposits become feasible to mine and process economically. By mining and hauling 3,600,000 tons of ore per year at an average grade of 0.03 ounces/ton gold and 0.385 ounces/ton silver, the Zortman- Landusky operations became profitable in 1982. To maintain profitably, a stripping ratio of less than one ton of waste to one ton of ore, and mine run ore placed on the leach pads which will yield approximately seventy percent go1 d recovery.

The Minerals Industry makes heavy demands for and on its Material Handling equipment. It also gives progressive management the opportunity for considerable savings, ad consequently increased profits. In some cases, cost of Materials Handling amounts to 40°/o of the total cost of the ultimate product. Handling costs are hidden in overhead, indirect labor, excessive maintenance, productive workers performing handling tasks, and, a great many more. Even though Materials Handling is the oldest occupation of mankind, it is only within the past twenty years that it has emerged as a specialized field. While this industry has made full use of all types of mechanical and vibratory conveyors, pneumatic conveyors in their proper application can be a distinct asset. me use of pneumatic conveyors by this industry however is limited- to a certain extent by the particle size of your products through the various phases of manufacture, as well as their bulk density. However, with increasing knowledge of the fluidization of dry materials, their use is becoming more wide spread.

In phosphate flotation, more than 90% of the finer fraction (-35, + 150 mesh) is recovered as opposed to 70% of the coarser material (-16, + 35 mesh). On the other hand, coarser fraction is higher in phosphate content than the finer feed. Consequently, improvement in the coarse recovery is highly desired. It was determined on bench scale that emulsification of the collector (fuel oil and fatty acid mixture) can lead to enhanced recovery of coarse particles. Flotation of phosphate with emulsified collector resulted in improved recovery and grade also on the plant scale.
