The countries of Southeast Europe are rich in aggregates, but neither management nor supply are coordinated within or across this area. There are open issues in SEE on the local scale as well as on regional/national and transnational scales that will need to be addressed in order to meet societal expectations related not only to the security of aggregates supply for economy, but also those linked to environmental concerns and social issues. The Sustainable Aggregates Resource Management project (SARMa), an EU Southeast Europe (SEE) activity, has as its objectives the development of common approaches to sustainable aggregate resource management (SARM) and sustainable supply mix (SSM) planning in SEE. In this paper we describe the SARMa project structure and report results for Work Package 3 activities pertaining to best practices for environmental management, the reduction of illegal quarrying, and the promotion of recycling of quarry wastes, construction and demolition wastes and other materials.

The Communaute Urbaine de Montreal is currently involved in construction of the South Interceptor which consists of 53 kilometers (33 miles) of 1,800 mm (6.0 ft) to 5,400 mm (18.0 ft) diameter tunnels for the purpose of collecting, storing, and delivering sanitary and combined sewage to the treatment plant. Work is divided into ten separate contracts; nine of which have already been bid. The purpose of this paper is to describe construction activities that have been performed through the end of 1986 with emphasis on a general layout of facilities, a summary of subsurface conditions, and brief descriptions of actual construction activities for the six contracts where tunneling has been performed. All projects are being excavated with tunnel boring machines.

The indicator random function formalism allows a common coding of hard numerical data, constraint intervals, and soft qualitative information as prior probability distributions. The soft kriging algorithm allows interpolating these priors into posterior probability distributions of the unknown. The curse of ?negative kriged grades? is solved. The consideration of additional soft information, whenever deemed necessary, becomes possible within the framework of well-proven kriging techniques.

Shortly after Asarco Inc. purchased the Ray Mines Division from Kennecott in 1986, the company began an expansion program to increase copper production. The Bechtel Corp. oversaw engineering procurement and construction management for a new in-pit crusher, overland conveyor system and concentrator facility. Construction started in May 1990 on these facets of the expansion project. The concentrator was commissioned in February 1992. The Ray concentrator uses a single-line, semiautogenous grinding circuit (SAG) with a design through¬put of 27 kt/d (30,000 stpd). In the early 1960s, Kennecott conducted pilot plant grind tests of Ray mine ores to determine their amenability to SAG and autogenous grinding methods. Those tests, though, were not followed up. During 1973 and 1982, Kennecott conducted additional pilot testing on some of the softer ore types. In 1989, Asarco ran a final series of SAG pilot grinding tests at Lakefield Research, which became the basis of the new Ray concentrator grinding circuit. Even though pilot test work demonstrated that some of the Ray ores gave satisfactory results during the autogenous grinding tests, the SAG option was selected for the primary comminution device. Due to the wide range of mineralogies encountered in the Ray ore body, selective mining and blending of these ores would be required to achieve the necessary production efficiencies and throughput rates using an autogenous grinding circuit.

INTRODUCTION In each given set of operational criteria for tunnel design, ground conditions dictate the selection of the most appropriate construction method and tunnel lining. The designer has the responsibility to choose or restrict the choice of the tunnel lining to insure that the final solution provides a cost-effective permanent construction which will require the minimum of maintenance and endure to the benefit of future generations. This Paper deals with some of the aspects of precast concrete tunnel linings, their history and development through the years. It does not purport to be a comprehensive review of all that has ever been tried or developed but, hopefully, a starting point to encourage discussion and development for the future. BOLTED LINERS As a result of anticipating a shortage of cast iron tunnel lining in 1936 when work was proceeding on London Transport's Central Line Metro, a design for the precast reinforced concrete bolted lining was born. The design took the form of the traditional cast-iron lining but with substantial concrete stiffeners to take the shield ram forces. This new lining was used to construct some 14,000 feet of running tunnel using a ring width of 1'8" which was the standard cast-iron width of the time. (Groves, G.L., 1943)

One of the Swiss transalpine highways includes two remarkable tunnels: the 16.3 km long Gotthard Road Tunnel and the 9.3 km long twin tube Seelisberg Tunnel, both presently under construction. Large diameter shafts up to 900 m long are required for ventilation. Excavation techniques for rock formations ranging from loose sedimentary rock to granite and very hard siliceous limestone were carefully evaluated. The methods finally applied include excavation of shafts in hard rock, conventional drilling and blasting, excavation by ripper-tooth excavator ("Big John") in marlstone, shield protected heading in loose material and soft rock, and tunnel and shaft lining, both by poured concrete and by prefabricated elements. A critical review of the success of these methods can now be made after a five year construction period.

With the construction management team established and a full funding agreement secured the Washington Metropolitan Area Transit Authority (WMATA) now has the manpower and the financial resources to continue Metrorail construction into the 1990's. This paper describes WMATA's new role as construction manager after the transition from Bechtel Associates and gaining the full funding agreement with the Urban Mass Transit Administration (UMTA) and regional governments to complete 84.7 Metrorail miles (136km). The authors review the most recent station and line tunneling projects. WMATA's contractors have employed the state of the art soft ground and hard rock tunneling equipment and methods - an earth pressure balance TBM, a closed face TBM, and the New Austrian Tunneling Method (NATM). In final, the paper previews future underground work to be let under the funding agreement.

INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

The NS9 Drop Shaft contract formed part of the Waste Pollution Abatement Program (WPAP) conducted by the Milwaukee Metropolitan Sewerage District (MMSD). The contract involved the construction of two shafts, a deaeration chamber and connecting tunnel, and ancillary facilities. Portions of the construction were located in saturated overburden where dewatering was prohibited. Ground freezing was utilized for temporary support of the excavation. This paper concentrates on the freezing system and the excavation of frozen ground, with particular emphasis on the use of mechanical cutting equipment, including a raiseborer and a roadheader.

Two key components make up the core of a rapid excavation operation. They are: the breaking up of the rock and its removal. Owing to the complexity inherent in mechanical rock-breaking and the relative infancy of the art, for a number of years the first of these two components has received virtually undivided attention from the industry. Only recently has some concern been expressed about the technology and the economics of the much ignored second component: muck removal. As the continuous boring machine's percentage downtime continues to trend lower in the future, the need for adequate and more effective materials handling systems in rapid excavation will become increasingly more acute. (1) Recognition of the need for a broader and more far-sighted approach to our problem has been eloquently underscored in the conclusions of the Committee on Rapid Excavation sponsored by the National Research Council: "Ultimate attainment of the desired cost and speed improvements is significantly dependent on recognition of the excavation process as a system whose subsystems are critically inter-related. Substantial amounts of full-scale field testing of integrated driving, muck removal, and support subsystems are required." (2)

The US Bureau of Mines investigated the selective electrowinning of Ag and Au from cyanide solutions contaminated with Cu with the goal of decreasing the amount of Cu codeposited. Decreasing Cu codeposited will reduce refinery costs. Direct current was applied to the cell in pulsed and square wave voltages at 0.7 A h/150 mL of solution. Times tested for each cycle ranged from 1 to 10,000 msecs. Graphite, lead and stainless steel were evaluated as electrode materials. Square wave electrowinning at 70°C (158° F) gave the best separation of Ag and Au from Cu. Applying 2.5 V during the duty cycle, 0.0 V the rest of the period, a duty cycle of 10% to 30%, and a period of 100 msecs to 1000 msecs gave the following results: Ag concentrations decreased from 34 µg/mL to 0.1 µg/mL. Au concentrations decreased from 54 µg/mL to 0.2 µg/mL and Cu concentrations remained almost constant at 560 µg/mL.

The US Bureau of Mines is investigating the fundamentals of the flocculation process. The objective of this study was to determine the effects of various physico-chemical parameters, namely, shear rate, polymer dosage, and polymer concentration, on floc growth and to determine the applicability of a model for predicting polymer flocculation behavior. A rapid in-line particle size analyzer was used to follow the progress of both the floc growth and the breakage as a function of time. A genetic algorithm (GA) was used to determine the unknown parameters in the model and to fit a curve to the experimental data. The results showed that the model reproduces the experimental data with only reasonable accuracy and that it was relatively insensitive to the parameters. Results of the flocculation study showed that increases in the polymer dosage had a greater effect on the time required to reach the maximum floc size than on the floc size itself: It was also determined that, given all the above parameters, the degree of slurry mixing during the flocculation process had the greatest bearing on floc growth.

INTRODUCTION The planned 166 kilometer (103 mile) Metro rapid rail transit system in Washington, D.C. is being designed and constructed by the Washington Metropolitan Area Transit Authority. At the present time, 112.6 kilometers (70 miles) of this system is in operation and contains 21 route-kilometers (13 miles) of rock tunneling, and 14.5 route-kilometers (9 miles) of soft ground tunneling. An additional 2.4 kilometers (1.5 miles) of single track tunnels in rock are planned and 6 additional contracts will consist of some 8 kilometers (5 miles) of twin tunnel, resulting in 16 additional linear kilometers (10 miles) of single track tunnel in soft ground. The Authority plans, upon its evaluation and the recommendation of the General Engineering Consultant, to include an alternative design incorporating the convergence confinement method of construction known as the New Austrian Tunneling Method (NATM), for Sections E-5, E-6e and E-8a of the E-Route. The Metro system is constructed in a variety of geological conditions and crosses the boundary of two major geographic provinces. The selective depression of pyrite from the Kentucky No. 9 coal seam was systematically examined using various kinds of inorganic and organic chemicals. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates was explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta-potential measurements. It was shown that pyrophosphate reacts strongly with the iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

The phosphate fertilizer industry is a large activity in Brazil because the soil has a phosphorous deficiency. The phosphoric acid that is produced is extensively used in the production of fertilizer. It is produced by reacting phosphate carbonaceous rock with sulfuric acid, generating phosphogypsum as a by-product. In 1991, there were about 29 million tons of phosphogypsum stored in Brazil. This has increased to an estimated 280 million tons in 2001. While the phosphogypsum is used in the cement industry and also in agriculture, the quantity used is much less than the production rate, and the stockpiles are still increasing. The radioactivity of this waste may not allow its continued use as a construction material and some other uses. However, Brazilian phosphogypsum contains a smaller quantity of radioactive materials than is reported for phosphate rocks from other countries. One important reason is the geological origin of the Brazilian apatite. All the large deposits being currently mined are igneous, not sedimentary, as is the majority of the phosphate rock produced around the world. An extensive study is being conducted to characterize the phosphogypsum generated in two production facilities in Sao Paulo state to develop safe uses for this waste and determine the environmental impact caused by the present method of phosphogypsum disposal.

When Dick Robbins asked me to give a keynote address, I felt it might be in order to review some of the practices and techniques used in tunneling and work up to some of the concepts now used to mine and construct tunnels. Needless to say, there have been many changes in tunneling technology and also many changes in the Safety Codes controling them. An example of this latter change was the fact that in 1931, my father excavated the Owyhee Tunnel No.5 with gas locomotives. He was able to do it because there was no natural gas in the rock and the ventilation system was designed to free the tunnel atmosphere from powder and exhaust fumes. Today OSHA rules would never permit gas locomotives underground, although there were no incidents on this particular project. One of my first tunnels, as Project Manager, was the Clear Creek Tunnel for the Bureau of Reclamation. Our method of handling muck was the Conway Muckers. This unit was a valuable improvement to the hand mucking of previous generations. The Conway was also used in our Navajo Project, in New Mexico. Unlike the Clear Creek project, where water was one of our main problems - up to 7,200 gallons per minute, at a pressure of 395 pounds per square inch - in the Navajo Tunnel, we had a mixed face which caused a major problem with our support system. In one of the Navajo Tunnels, there was a major cave-in, when the squeezing shale came in during an attempt to strengthen the support system. Although moving shale was not a constant problem, there were areas where the shale was five to six feet above the spring line.

INTRODUCTION The prediction of the engineering behavior of a rock mass depends upon the systematic analyses of the results of an exploration program, and upon the recognition of the significant rock properties in the early stages of excavation. The variations in rock properties in different geologic terrains and the state of the geotechnical art preclude complete success in the former case, and we therefore must rely heavily on the experience gained in the latter phase. The geotechnical information obtained from these two phases is only of value to the design engineer when applied to the rock behavior during excavation and subsequent plant operation. Pertinent questions which must be answered include: how does the joint orientation and frequency effect tunnel support and overall cavern stability; how does the depth of surficial soil or weathering effect foundations or slope stability for portal cuts; are there permeable zones within the rock mass that could lead to leakage problems around penstocks and is the material in these zones soluble or likely to pipe in the long term; and does the proposed engineering structure fit the terrain, or will it inevitably lead to problems requiring extensive remedial treatment. INTRODUCTION Phase I of the Los Angeles Metro Rail Project, known as MOS-1 (Minimum Operable Segment-1), is the first phase of the 27 km± (17 mi) subway starter line. MOS-1 is currently under construction and involves approximately 6.4 km (4.4 mi) of subway, five stations, yards and shops routed through the downtown area of Los Angeles. The project will form the initial heavy rail backbone of a more extensive light and heavy rail transit system planned for the greater Los Angeles area in the future. Construction Contract A-171 is one of 4 tunnel contracts within MOS-1 and involves construction of twin tunnels running from the downtown metropolitan area west to MacArthur Park. The heavily populated and developed downtown area, potentially gassy ground conditions, and the possibility of undocumented abandoned oil wells in seismically active southern California made the design and construction of Contract A-171 a uniquely interesting project. This paper summarizes the construction history to date (December, 1988) including design geotechnical considerations, tunnel support design, as-built geologic conditions, shield tunneling performance through soft ground, and ground response. A prototype expert advisor was developed by the U.S. Bureau of Mines to systematically offer advice on the control of a Florida phosphate operation. The PC based system receives input from remote sensors for circuit parameters such as feed rate, reagent addition, and pH and from operator entered information such as the quality of the concentrate and tailings in each of the coarse, fine, and amine flotation circuits. The computer evaluates the information using rules obtained from industry representatives and Bureau flotation experts. Recommended actions and questions are displayed to quickly guide the operator to a problem within the flotation circuit and suggest a solution. This process control system could provide more uniformity among the flotation operators and also serve as a trainer for new operators. In addition, it represents a step toward fully automated systems for phosphate flotation.

El Abra has the world's largest leach, solvent extraction and electrowinning facility, The crushing plant capacity is 120,000 metric tonnes per day and the cathode production capacity is 225,000 metric tonnes per year. The El Abra mine and plant are located in the Province of El Loa, in Region I1 of Chile, 55 km. north of the city of Calama. The ore deposit outcrops on the southern slope of Cerro Pajonal at an altitude of 3,900 to 4,100 meters above sea level. The processing plant and camp facilities are located at a lower 3,300 meter elevation on an alluvial slope, 15 km southeast of the deposit. The operating company, Sociedad Contractual Minera El Abra, is 51% owned by Cyprus Arnax Minerals Company through the Cyprus Climax Metals Company subsidiary and 49% owned by Corporaci6n Nacional del Cobre de Chile (Codelco). The present paper describes the ore reserves, mine operations, crushing, leaching, solvent extraction, electrowinning and infrastructure facilities.
