The mining industry is presently one of the most heavily capitalized industries in the U.S. (U.S. - Statistical Abstracts, 1979). U.S. sales of new mining equipment (not including environmental, preparation, or long distance transportation equipment) are projected to reach approximately $5 billion/year in 1980 (Frost and Sullivan, 1979). Of these new equipment sales approximately 30 to 40 percent of this equipment will be used to replace old equipment. Therefore, an increase of efficiency in the use of equipment replacement capital could have substantially positive effects for the U.S. mining industry. This is very critical in these times of restricted capital availability, double digit inflation, burdensome governmental regulation, and rising foreign competition in the mining industry. This paper examines the numerous factors that constitute the typical mine equipment replacement problem. A computerized, mathematical model is formulated to utilize historic cost and production information to predict equipment cost versus age for the existing and potential replacement machines. Another part of this computerized model determines the best equipment replacement strategy that accomplishes estimated production goals at a minimum discounted cost. This computerized model is an easily used, consistent method of determining the optimum replacement age for any equipment unit or fleet of equipment at a mining operation.

The day after I reached New York, on January 30th, John Ryan of Anaconda told me where they wanted me to go. Late in 1916 the Russian Czar, desperate for money and supplies with which to carry on his unhappy share In the first World War, sent emissaries to the United States to see if our great mining companies might be interested in trying to find mines and to bring them to production in the millions of acres of the Imperial Estates in Russia and Siberia. It looked like a long chance as no one knew whether or where there might be important ore bodies. Even if they found them it might be a hopeless task to equip them under wartime conditions But the American copper companies had plenty of money and they were used to taking risks. They made a supersecret agreement with the Czar's deputies to send an exploring expedition to Russia at once I never learned the names of the other companies but Anaconda was to man- age the venture. Horace Winchell, then the leading mine geologist In the United States, was to be in charge of operations. Charles Janin, an eminent placer and dredge expert, was to study chances for producing gold and platinum. Though at 33 years of age I was much younger than the others, I was chosen to hunt for copper and other valuable metals. Charles Boynton, a business man who had lived in Russia and had married an attractive Russian woman, was to join the party and carry on any necessary financial or diplomatic affairs. He had gone on ahead to arrange for our reception Finally a graduate student from Ann Arbor named Steinberg was to go along as Interpreter. The US Bureau of Mines (USBM) has been investigating the use of polyethylene oxide (PEO) as a flocculant for a variety of mineral wastes. As part of this investigation, the hydrodynamics of the flocculation process were studied. It was determined that to obtain optimum dewatering results, the factors of energy input into the stirrer, polymer concentration, and polymer dosage must be considered. It was found that at a given polymer concentration, there were an optimum stirrer speed and polymer dosage. With excess PEO, the amount of water removed in the trommel decreased, but no evidence for steric stabilization was observed.

The Building Products Company is Phoenix based and owned by Mission Clay products of California. Building Products is the only manufacturer of vitrified clay pipe in Arizona. The marketing area includes Arizona, Nevada, Utah, New Mexico, and California. Building Products, promoted by Arizona Public Service, was formed in 1970. Raw-materials prospecting was undertaken for 2 years, after which a $5-million plant was built. Initially, a satisfactory vitrified product could not be made with the raw materials then in hand. Subsequent prospecting and testing led to an acceptable raw-materials mix. Testing to upgrade the final product is a continuing process. The basic raw-materials supply must be adequate, secure, and capable of sustaining close tolerances in the final product. These needs are met by mining four geologic materials at three different localities: (1) refractory aluminous shales (two horizons-one pit) Colorado Plateau Province (Mogollon Rim); (2) less refractory aluminous materials from late Cenozoic lacustrine materials near Dewey in the Transition Zone (TZ); and (3) Precam¬brian "slate" from near New River along the southern edge of the TZ. Other additives include grog (ground-up, broken pipe) and barium carbonate that ties up what gypsum there is. Calcium magnesium carbonates are deleterious components that are minimized by careful selection of the mined products. The raw materials are blended and mixed, ground to 12 mesh, mixed in a pug mill, depleted of air, extruded into pipe ranging from 6 inches to 42 inches in diameter, transported to a hot-air drying room, fork-lifted to an appropriate kiln, and fired at a 1900-2000° F range. The "Rim" kaolinitic shales, being the most refractory ingredient, stabilize the pipe during the firing process. They are very plastic, and therefore facilitate extrusion. The Dewey clay fuses at a low temperature and forms an impervious glasslike binder. It also is plastic. The "slate" forms platy particles that tend to orient themselves during laminar flow. This provides strength for both the green and dried product. It doesn't absorb water, which helps the drying process. Grog remains stable during firing, and therefore helps to control shrinkage. The development of appropriate raw materials and proper mixtures has been done empirically.

The Dulles Corridor Metrorail Project is a $3-billion project that will link Dulles International Airport with the downtown center of Washington D.C. by way of a single seat train ride. The project is mostly above ground, but it does include two short, yet complex, tunnels through the area of Tyson?s Corner. The project is being completed in two phases. The Dulles Transit Partners (DTP), led by Bechtel, was awarded the first phase, a $1.6-bil-lion phase that includes 17 km (11 miles) of track with five stations. At Tyson?s Corner, the project includes twin 730-m- (2,400-ft-) long, 6-m- (20-ft-) diameter tunnels. Bechtel is self-performing construction for the $1.6-billion design-build job. Gall Zeidler Consultants was hired by DTP as designer for the NATM tunnel portion of Phase 1, and Beton-und-Monierbau was hired as tunnel subcontractor. Tyson?s Corner is an affluent and congested area that sits 152 m (500 ft) above sea level. To get through the area, it was decided that tunnels would be the best option with the least amount of disturbance to the surrounding areas. However, with extremely shallow groundcover above some points as well as soft soil throughout, the tunnels are also the most complex aspect of Phase 1. About 213 m (700 ft) was constructed utilizing the cut-and-cover method. The remaining 518 m (1,700 ft) is being constructed using the New Austrian Tunneling Method, which integrates the principles of the behavior of rock and soil masses under load, and monitoring the performance of underground construction during construction. ?The tunnel only falls 2 m (7 ft) from one end to the other and we pass through two soil conditions, they are both soft ground,? said Dominic Cerulli, tunnel task manager for Bechtel. ?Soft ground is very tricky because you have to close the ring in a timely manner to minimize settlements at the surface. If you don?t close the ring quickly to achieve a round structure that?s good in compression, the tunnel could start necking and squatting and the ground above it will settle. We are under major roadways, so excessive settlement would be a bad thing.?

Federally owned mineral deposits generally fall into one of three categories: (1) minerals locatable under the General Mining Law of 1872; (2) minerals leasable under the Mineral Leasing kt of 1920; and (3) minerals salable under the Materials Act of 1947. Unlike valuable deposits of gold, silver, copper, iron, lead, etc., which may be locatable, industrial minerals are acquired through a variety of methods depending on use, composition, and date of acquisition. Table 1 may be used to establish the method of acquisition for most industrial minerals.

Water only cyclones, sometimes referred to as hydrocyclones, are one of the newest types of coal processing equipment. These devices have achieved wide acceptance as fine coal cleaners in the past decade. Many metallurgical coal plants employ water only cyclones to process 0.5 mm x 0 size coal. Some of these plants have as many as 40 to 50 305-mm-diam units with each unit receiving as much as 9 t/h of raw feed. The growth in the utilization of hydrocyclones is due partly to the energy shortage, partly to the general increase in over-all coal preparation, and also because of a need for a simplified fine coal (0.5 mm x 0 size) gravimetric separator. Large diameter water only cyclones are also available and in use to process feed sizes up to 32 mm in size. However, the size normally employed for cleaning 0.5 mm x 0 coal are 356 mm or 305-mm-diam for single-stage circuits. In two-stage circuits, the secondary units are normally the same diameter as the primary units or smaller, such as 203-mm-diam. By using the small diameter cyclones and treating a closely sized feed, 0.5 mm x 0 only, it has been found that the probable error or imperfection of the water only cyclones is comparable to that obtained on the same size fraction treated in a large 610-mm-diam heavy media cyclone washing 38 mm x 0. The water only cyclone can approach the efficiency of a heavy media cyclone when cleaning fine solids because it creates its own dense media by accumulating high specific gravity particles in the wide angle conical section of the cyclone. A cut-away cross sectional view of a water only cyclone is shown in Fig. 1. It is also true that when treating a wide range of sizes (38 mm x 0) in heavy media cyclones, the smaller size particles (0.5 mm x 0) separate in proportion to the split of the media through the cyclone rather than by particle density.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health administration (OSHA) are accepted by MSHA relative to caal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. Of the 155 developing countries in the world, approximately half produce minerals other than common building materials, and only 32 account for more than five percent of world pro-

INRTODUCTION Annual coal production rose to over 1.03 billion st (931 Mt) in 1990. At the same time the number of mines producing this increased tonnage has decreased over 60% in a 30-year period, from 9230 mines in 1960.1 The great increase in production made possible through continued mechanization requires greatly improved loading facilities just to get coal away from the mine. Also the trend to combine production from more than one mine and cleaning it in a single preparation plant continues. A recent census of US coal preparation plants indicated that 310 plants were in operation.2 In addition to increased loading capacity, storage and blending facilities are more necessary both at the producer and user end. In this climate of rapidly changing technology, any written account is faced with the possibility of obsolescence before its appearance. Thus, this chapter seeks to define the common and current practice in coal loading and storage facilities with the full knowledge that this practice is an ever-moving target. FUNDAMENTALS OF COAL STORAGE Storage of coal is becoming an increasingly important part of coal handling systems at mines, particularly since the advent of the unit-train concept in transportation. In order to take advantage of reduced transportation rates on trainload shipments of coal offered by unit-train movement, operators have found that storage is an economic necessity. In unit-train practice, large predetermined quantities must be loaded in relatively short periods of time, as opposed to conventional practice where coal is loaded at a speed dependent on the production capacity of the mine and/or the cleaning capacity of the preparation plant. Clean coal storage is generally practiced in order to accomplish one, or a combination, of the following objectives: 1. To load out promptly and economically. 2. To facilitate blending in order to even out chemical and physical inconsistencies and to prepare desired products or to attain maximum product uniformity. 3. To store certain sizes whose prices and market demand fluctuate with seasons and to permit shipping in good weather. Coal storage, then, is necessary and desirable, both from production and utilization standpoints. There are, however, several undesirable aspects attendant to the storage of coal, the most important of which are oxidation and spontaneous combustion, changes in properties which may affect utilization of the coal, degradation of coal due to rehandling, and the added cost of handling and storage facilities.

A coupled finite element geomechanical- hydrology code is currently under development for application to the problem of predicting groundwater disturbances associated with mine subsidence. The structural-fluid coupling is addressed by calculating the subsided mine geometry, with emphasis placed on determining the strata disturbance and locating damaged regions, for input into a hydrology code, which determines localized volume flow rates and aquifer fluctuations. Benefits from coupling will be best realized when field measurements, an additional aspect of the study concurrent with analytical investigations, indicating the relationship between increasing rock strain and increasing permeability are incorporated into hydraulic material descriptions. Hydrologic and struc- tural calculations are presented to demonstrate computational capabilities applicable to mine subsidence

Gold has always fascinated mankind. From Tutankhamen's mask to the huge nuggets that have been found in the Australian outback, gold has quickened the pulse and fevered the eye. But in recent years, governments around the western world have shown a singular lack of interest in research into gold processing, with many programs being cut. There are some notable exceptions, fortunately, and this paper summarizes a large research effort that is well supported by the Australian government and the Australian gold industry. The AJ Parker Cooperative Research Centre for Hydrometallurgy is an unincorporated joint venture between the CSIRO Division of Minerals, Murdoch University, Curtin University of Technology and the Western Australian Department of Minerals and Energy. The Australian Mineral Industry Research Association (AMIRA) is the Parker Centre's broker for generic R&D contracts with industry. Each of the partners makes available staff, students and equipment to further the work of the Parker Centre, and the Australian Government provides additional funding. The Parker Centre is nearly five years old and has grown spectacularly in that time. There are now about 30 full-time-equivalents of effort from 50 scientists and engineers, as well as about 40 postgraduate and honours students. The fundamentals of the key operations in hydrometallurgy are studied in three programs: leaching (which includes pretreatment by roasting etc), precipitation (or crystallisation), and surface processes (which includes solid/liquid separation, adsorption, solvent extraction, etc). A large part of the Parker Centre's R&D is directed towards gold processing technology. In Australia, a dramatic increase in gold production, from about 30 to nearly 300 tonnes per year (1977-1997), has been made possible largely as a result of a brilliant metallurgical innovation, the carbon-in-pulp process. However, falling head grades eg 2.56 to 1.84 g(Au)/t over the last 10 years, and environmental concerns, are squeezing profit margins. There is increasing pressure to reduce costs, and the Parker Centre program is focussed on providing the scientific understanding required to do this. A selection of research highlights will be given, to indicate the depth and breadth of the R&D at the Parker Centre.

A new approach has been developed that is capable of ascertaining the ore component that is responsible for the preg­robbing of pregnant pulps. Many gold mines are currently treating ores containing a component that is detrimental to the recovery of gold, in that they "preg-rob" the pregnant pulp by adsorption of some of the dissolved gold. The identity of the preg-robbing component in this type of ore has been the subject of considerable debate over a lengthy period, th various suggestions including amorphous carbon, chlonte, chalcopyrite and layered silicates, such as the phyllosilicate minerals pyrophyllite, kaolinite, phlogopite and illite. A means is now available to identify and characterize the preg-robber in gold ores. This new approach consists of contacting the ore with a synthetic aurocyanide solution, identifying the mineral grains by optical microscopy and analysing each grain individually using high-sensitivity electron microprobe analysis. The approach is exemplified in this initial study by identifying the preg-robbing component in an active sample of gold-bearing shale to be an amorphous carbonaceous phase consisting of discrete particles of about 5 µm diameter interspersed with shale particles and agglomerated into grains of up to 100 µm diameter. Microanalysis of these grains as well as other mineral particles revealed that the gold content of some of the carbonaceous grains was close to 7000 g,lt, with no gold being detected in any of the other mineral phases that were found to be present (e.g. quartz, chlorite, muscovite, pyrophyllite, etc). Bulk analysis of the sample for carbon and gold confirmed that gold loadings of around 7000 g,/t would be expected if all of the gold were adsorbed onto the carbonaceous component. The carbonaceous constituent is probably also responsible for the anomalously high surface area measured for the material. It probably acts in a similar fashion to activated carbon, and the correct choice of organic blinding agent will decrease the extent of preg-robbing by lowering the activity of the material for gold, without causing any downstream problems such as fouling of the activated carbon used for gold recovery

Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

If I told you tonight at the outset that my prognastications for the future of mine ventilation were imparted to me by a palm reader or inspired by a vision, you'd dismiss what I had to say before I said it! If, on the other hand, I told you that my forecasts were the result of an elaborate computer model, derived from a complex algorithm, which in turn relied on finite element analysis -- and the entire projection confirmed by on-site experiments with a turbo hybrid-flow mine fan -- you'd sit up in anticipation and hang on my every word!! All of which places me in a terrible dilemma, because my predictions really lie somewhere in between. My intent is to talk to you out of my background of forty years in mine ventilation, looking ahead to conditions that I expect to prevail in the next fifteen years. You may be curious why I picked an unlikely time span of 55 years for my overview, and my response is that it bridges a career lifetime. "The last forty", of course, corresponds with the period of my professional employment since graduating with a B.S. and M.S. here at Penn State. "The next fifteen" bridges the period I expect (the Lord willing) to remain professionally active -- and coincidently brings us into the beginning of the 21st century. (I must confess to stacking the deck a bit: Since it's infinitely harder to look ahead than to look behind, I purposely minimized the forecast period and maximized the history! Besides, "forty" and "fifteen" have a nice phonetic ring, perfect 20/20 vision sums to "forty", etc., etc.). With these disclaimers, I'll invite you to join me now in a fast 55-year overview of mine ventilation, of necessity limited to a broad-brush treatment of the subject. (After all, this is an after-dinner talk, not a marathon!) In each- segment, I've selected the seven topics that seem to me of paramount importance: in the first part, seven accomplishments in retrospect, and in the last, seven expectations for the future. (The number "seven" needn't confound you, either: In the bible, it signifies "wholeness" or "completeness".))

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. The NMBGMR is slowly converting historical data into a relational database using Microsoft Access 97. The purpose of this database is to provide data on districts, mines, and mills in New Mexico to government agencies, public organizations, industry, and citizens to make informed decisions about resource development, resource management, water supplies, environmental impacts, hazard assessment, and waste disposal. Once the data are entered into the database with locations, the data can easily be converted to GIS format for displaying as different map layers.

The difficulties encountered in justifying replacements for over-age mobile mine equipment at the Gay Mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians, or computer oriented. The Gay Mine is located 17 miles east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Company and the FMC Corporation with 1.5 MM - 2.0 MM tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24 yard scrapers; twenty-one 30-50 ton end dump trucks; four 32 42 yard shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units. Authorization of capital expenditures for equipment replacement is dependent upon a favorable profitability index (true rate of return on investment) plus a favorable payout time. The system is based on cash flows and requires the determination of (1) the net cash outflows in the form of capital expenses plus (2) the expected cash inflows resulting from reduced expenses and depreciation tax credits. After adjustments for taxes and the time value of money, the net amounts are used to calculate the required indices. The basic elements for the system related to the replacement of mobile mine equipment include: (1) the determination of dollar penalties to be expected from the continued use of aging equipment; (2) the selection of equipment that will provide the greatest return on the investment dollars; (3) the quantification of the expected savings; and (4) the calculations of the prescribed indices.
