The implementation of NAFTA in January 1994 was expected to have small but beneficial effects on the Mexican economy, mostly through increased investments. Mexico's mining industry was especially likely to benefit, as mineral investment funds would be diverted to the now safer Mexico and away from similarly endowed but more risky Latin American mineral economies. The results during the past two years have shown that it is government and macroeconomic factors that influence investment flows, rather than the fine tuning of trade flows through so called “free-trade" agreements.

It highlights the transition from early metallurgical forecasting methods to a comprehensive model that includes spatial distribution of metallurgical forecasts. This model helps in planning and adapting to the variability in ore characteristics, such as hardness and mineralogy, which affect processing performance.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The purpose of this paper is to inform members of the coal producing and consuming community about techniques used by The Carter Mining Co. to control product quality at a large surface coal mining operation. During the early years of mining operations, coal quality received adequate attention but the company's main emphasis was to build up its production rate and minimize mining costs. While these goals are still of prime importance, coal quality has received additional attention in recent years. An objective that no coal shipment should exceed any contract or company-imposed coal quality specification has been successfully met. To implement this guideline, geology and coal quality modeling procedures were improved, in-pit drilling and blending programs were refined, and detailed shipment procedures were developed.

The marine geologist and coastal engineer have at their disposal a wide variety of geophysical tools with which to investi¬gate sea floor topography and structure. Such devices include towed magnetometers, shipboard gravimeters and a variety of acoustical systems for recording the relief of the sea floor and buried structural features. The versatility of this latter group of systems lends itself to a variety of applications essential to those projects where excava¬tion of the sea floor is required. This paper describes the use of several acoustic devices and their Limitations and presents a case history in which a rapid survey from a small vessel provided detailed information critical to the planning stage of a specific coastal project. In this discussion, shallow water is defined as depths less than 150 feet. At present, this limit includes the maximum depth of economic dredging and most other offshore activities. To be sure, the maximum depth at which routine useful work can be accomplished is rapidly increasing, but the majority of current marine activities are located in water depths here defined as shallow.

The global mining industry is in the process of redefining its activity and purpose in terms of sustainable development. This process is impelling a growing number of companies to engage their stakeholders on environmental and social issues. Nongovernmental organizations (NGOs) have customarily acted as critics of the mining industry's performance. A new relationship between mining companies and NGOs is emerging in the context of sustainable development, ranging from dialogue to joint action. If positive interaction among mining companies and NGOs is to succeed, clear terms of engagement must be articulated, and measurable progress toward achieving both corporate and NW objectives must be demonstrated. The experience of Placer Dome is illustrative of the rewards and challenges of engaging with NGOs.

A new method for the design of long- wall chain pillars, called Analysis of Longwall Pillar Stability (ALPS), is described. The method provides estimates of the relative stability of different longwall pillar designs during all stages of their service life. The key issue addressed by ALPS is the magnitude and time-of-arrival of the longwall abutment loads applied to chain pillars. A field study was conducted and other available field data were analyzed in order to develop an approach for estimating the abutment loads. An example based on longwall experience in the Pittsburgh seam is used to illustrate how ALPS can be used in mine design.

A computer model is developed for the problem of dispersal of dust (suspended particulate matter) resulting from blasting operations in surface mines. Undulated surface (lower boundary) simulation was carried through sixth order polynomial by least square approximation. Segmentwise terrain simulation was linearly added to build ground feature extending either side of the blast location. Assuming the initial dust concentration in the vertical column to. be uniform and treating the finite vertical line sources as a series of point sources to height, H varying from zero to top of the dust mushroom, integration was done of the concentration effects from H = 0 toL tan[0] (L = horizontal distance of the blast location and [0] is the angle of the top of dust cloud from the point of observation). Using frame of reference moving with the mean wind, the ground level 'concentration (GLC) has been computed over the undulated terrain. Standard deviation (s) of concentration has been parameterized based on mixed layer similarity theory in convective boundary layer.

The major source of water for Southern Nevada is Lake Mead. However, the existing pump station located on Lake Mead is inadequate for one of the fastest growing areas in the United States. In order to keep up with the increasing demand for water in Las Vegas, a parallel system is being constructed. The intake for this system is being constructed approximately 68.58m (225ft) below the surface of Lake Mead. The lake tap consists of installing casing and secant piles to support the shaft collar, excavating a 21.34m (70ft) deep intake shaft, and installing a3.66m (12ft) diameter steel liner.

A geophysical investigation can provide valuable geologic information needed to characterize sand-and- gravel deposits and can be an attractive complement to more common characterization methods such as drilling. Although such investigations have been conducted already, a comparison of the different geophysical methods used in these investigations apparently has never been done. For this reason, a study was initiated by the Mineral Resources Program of the U.S. Geological Survey to determine the advantages and the limitations of different geophysical methods when used to evaluate alluvial sand-and-gravel deposits. The study is focused on those geophysical methods that are commonly available, because these are most likely to be used by industry. Furthermore, the study is focused on surface geophysical methods. Heretofore, four different methods have been evaluated. Three of the four methods-time-domain electro-magnetic (TEM) soundings, frequency-domain electro-magnetic profiling, DC-resistivity soundings-are similar in that they all measure the electrical resistivity of the ground with depth. Ground-penetrating radar, however, maps changes in the dielectric permittivity and for the electrical resistivity with depth. For all, four methods, the objective is to relate the measured physical quantity to the stratigraphy of the alluvial sediments.

Simulating a ventilation network of an underground mine can help in solving complex ventilation systems with many features, selecting proper fan specifications, location and settings. Early computer systems running simple network simulations were able to provide solutions to the most common and immediate problems regarding underground mine airflow. The more advanced systems available today can perform more sophisticated modeling and simulation of a mine?s ventilation network and present their results in a more understandable and easy to communicate form. This paper presents a ventilation network case study from an underground mine. All aspects of mine ventilation network modeling and simulation are discussed as well as the results from the simulation process. The algorithms and techniques used are thoroughly explained. Some useful guidelines for the application of ventilation network software are also provided in the text.

A clear and accurate knowledge of the status of ventilation in an underground mine is essential to continuing safe operation. In a small mine with a few working faces, the problem is simple and can easily be solved by choosing the appropriate fan. In larger, more complex mines the problem of supplying the working faces with fresh air is a problem beyond the scope of 'finger in the wind' analysis. In today's climate of stiffer government regulation and mining company concern for the safety of workers, computer programs which analyze ventilation networks are helping mining companies meet the standards. The development of computer programs for ventilation network analysis is summarized. Early programs were developed at universities or government agencies and required large expensive computers. As computers have become smaller and less expensive, the development or revision of programs for micro computers has become more available. Prices have lowered to the point of affordability even for medium and small companies. A list of ventilation network analysis programs is provided along with a summary of capabilities, costs, and hardware requirements for each program.

The reaction kinetics of the acidulation of Moroccan phosphate rock (32% P?05) using 45% nitric acid were investigated using the Shrinking Core Model (SCM) , a newly developed Diffusion Model (DM) and a newly developed Combined Reaction and Diffusion Model (CRDM). This was achieved buy conducting a number of experiments in a controlled batch reactor system at different temperatures. The conversion and the reaction rate were calculated at different time intervals. The SCM based on reaction time and the CRDM characterize the acidulation process of phosphate rock. Diffusion of nitric acid and the products of acidulation at the early stages of reaction through the phosphate rock were found to be the rate-controlling step, resulting in a dif- fusion coefficient, which controls the mass transfer process. The reaction kinetics were found to fit first-order kinetics especially during early stages of reaction time. The deviation of the kinetics from first-order at later stages was due to the fact that the overall reaction was mass transfer controlled with respect to nitric acid and products diffusion.

Since 1990, the entire Romanian mining industry has suffered a major restructuring, i.e. technical and economic. The large majority of the remaining active mines are these with a chance for economic comeback. This is also the case for the mines that belong to MINVEST Deva Company; most of the mines are closed, and are waiting to be reclaimed. The authors present the closing procedures of the former copper mining perimeters managed by MINVEST. It is well known that pollutants of concern for the environment must be monitored to obtain reliable information on the quality of ambient conditions and to minimize their impact on the environment. Consequently, the monitoring problems during the closing procedures will be presented.

During the last ten years, Paques Inc. has been engaged in the development and installation of treatment systems to remove sulfur compounds from water and gaseous streams using biotechnological processes. Metal and sulfate can be removed from mine waters in two biological steps. In the first step, sulfate-reducing bacteria converts sulfate to hydrogen sulfide (H2S). The HS reacts with the dissolved metals to form insoluble metal sulfide precipitates. In the second step, sulfide-oxidizing bacteria convert excess H2S to elemental sulfur. The Budelco Zinc Refinery in The Netherlands installed a groundwater treatment system to remove metals and sulfate using the biological steps described above. The system has been operating since May 1992 and has been treating 5,000 m3/d (180 thousand cu ft/day). A pilot plant began operation in November 1995 at Kennecott's Bingham Canyon Utah copper mine to develop processes for metal and sulfate removal from groundwater and for the selective copper recovery from leach water. The use of on-board scrubbers on continuous miners is an important aspect in efforts to reduce the amount of dust that heading workers are exposed to. As part of the CSIR:Mining Technology's research programme to combat dust, a collaborative project with the University of Pretoria was conducted to evaluate scrubbers. Based on fundamental parameters that were identified to play a role in determining the efficiency of scrubbers, a protocol for testing scrubbers in the laboratory environment, as well as the working section, was established. Tests on various prototype scrubbers were conducted in the laboratory environment. These tests proved some of the fundamental premises according to which scrubbers were designed. By testing some of the newer scrubber types underground, insight into the effect of alternative design aspects on scrubber efficiencies was obtained. The importance of the factors which play a role in reducing the amount of dust in the air is illustrated, as well as the role which other non-design factors play in the reduction of dust levels.

Mining methods used to protect the workings in underground salt mines against the destructive activity of natural factors are presented in this paper. Major hazards and methods of elimination of their impact on the stability of workings, were determined. Old and modern technical means and technologies used for protection and preservation of the selected most interesting sites were characterized. The results of surveys and studies allowed proposing the change of mine structure i.e. dividing it into monumental and not-monumental part, which should improve execution of necessary protective works.

Mine-to-Mill® optimization is a total systems approach to the reduction of energy and cost in mining and mineral processing operations. Developed at the Julius Krutschnitt Mineral Research Centre in Queensland, Australia, it attempts to minimize energy consumption through the optimization of all steps in the size reduction process. The approach involves sampling and modeling of blasting and processing, followed by computer simulation to optimize the operation and develop alternatives. The most promising alternatives are implemented, and sampling is conducted to quantify energy savings. In the current DOE-sponsored research project, the primary objective is to adapt the Mine-to-Mill® technology to the aggregates industry. The project is being carried out at two quarries operated by Luck Stone of Richmond, Virginia. This paper presents work conducted at the Bealeton quarry.

The dephosphorization of iron ore and reduction in Fe loss in process are currently the foremost technological challenges facing the mineral industry of Meishan Iron Ore. These problems can be resolved to a greater extent by an apatite flotation process which depends on selective flotation reagents. The primary objective of this research work is to develop new type of flotation collectors for dephosphorization of weak magnetic iron ore. Detailed discussion is given on the influence of collector dosage, pH, dispersants and pulp temperature on the flotability of apatite, siderite and hematite using the collectors of Oleyl sarcosinate(OSS), Alkyl polyoxyethylene ether phosphate (AEP) and the mixtures of OSS and AEP A key feature of the flotation was the use of the mixtures of OSS and AEP as a selective collector for phosphate. The effects of chemicals and operational variables on the phosphorus flotation from the weak magnetic iron ores have been investigated. The test results shows that floating the phosphorus minerals with new type collectors can reduce the phosphorous content in the flotation concentrate to an acceptable level of less than 0.20% P with increased Fe recovery.

In three recent publications, Klimpel et al (1988) and Klimpel and Hansen (1988, 89), the theory and invention process behind the identification of two new classes of sulfide mineral collectors were summarized. These two new families can be represented by the 111 generalized formulate: R1-S-R1 -NRI III (denoted as the F-series chelation family) and R-S-R or R -CHSCH-R (denoted as the S-series redox family). The influence of systematic changes in the various R groupings on laboratory batch flotation cell tests has been covered in the above references and will not be repeated in this paper. In particular, the recent article by Klimpel and Hansen (1989) should be studied as a research introduction to this paper.
