Of the various critics of federal energy and minerals policy we are hearing these days--and they are legion--few make their points more vividly than our fellow SME member and eloquent spokesman for the mineral industry. Mr. Eugene Guccione. In a moment of comparative mellowness. Mr. Guccione recently characterized Washington's time-honored legislative and bureaucratic machinery as a case of "...scientific illiterates asking the incompetents to do the unnecessary." I hope the prevailing industry view of government is not quite that harsh, and yet one cannot deny that government intervention is indeed pressing in on the mineral industry with increasing force. What is happening today in Washington and in state capitols will have enormous impact--both short and long term--on the future of coal and mineral production in the United States. Symptoms of this trend are everywhere. In the first place, there is a sentiment, widely held and still spreading, that the government must become involved-- that no matter what the problem, the solution lies in more government intervention. Free enterprise versus statist, reflex reaction organizations. When it cones to regulation in the resource field, there is too often a tendency to start out by assuming guilt on the part of the mineral industry. This can lead to laws governing mineral recovery that are more punitive than constructive...laws drawn up with little research into the scientific or economic considerations involved.

The hydrodynamic bearing was first described by, Reynolds in 1886, and has since been widely applied in motors, engines, compressors, hydroelectric turbines, and other machinery. For various reasons, the hydrostatic bearing currently predominates in the large, horizontal rotating machinery field (e.g. grinding mills). However, the current industry trend towards increasing size and energy efficiency has resulted in renewed interest in the advantages of hydrodynamic bearings. These advantages include structural improvements, reduced bearing friction, improved bearing life, improved transient characteristics, and reduced lubricant pump size and power requirements. In particular, the higher energy efficiency results in substantial savings on large machines. This paper describes some aspects of the design of large hydrodynamic bearings based on thirty years, of experience in the design of such bearings on grinding mills ranging in journal size from 2.1 m to 6.4 m, see Table 1.

Prior to 1912, coal research for Republic Steel, Corporation was limited to a periodic box test conducted in a commercial coke oven. Then in 1912, a Koppers movable-wall test oven was -built to research wall pressures for selected blends and to conduct other varied research work. In the 1950's economic pressures caused a reassessment of position resulting in the establishment of a Coal and Coal Chemical research group in 1956. In 1958 this group, along with other groups of research endeavor were incorporated into the new Republic Steel Corporation Research Center at Independence¬ Ohio. Currently this section is divided into four groups. 1) Coal Preparation, 2) Coal-Chemicals, 3) Coal Characterization, and 4) Coal Carbonization. The objective of each group is described, and a brief listing of the work done under the first three groups is indicated. A more detailed description of the studies by the Coal Carbonization group of the coking characteristics of Republic Steel Corporation's coals as blended among themselves or in conjunction with selected purchased coals follows. The wall pressure, contraction, and stability index criteria are specified, and the method of assessing these criteria as a function of blend composition is indicated.

Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

Field data from coalbed methane wells indicate a significant variation in composition as a function of flow rate and time. In particular, San Juan Basin wells have displayed an increase in C02 concentration over time. Prediction of gas quality is critical to the economic evaluation of any coalbed project. Previous models have forecast only pressure and production profiles, ignoring compositional variations. In this study a multicomponent model that incorporates binary isotherms for methane and carbon dioxide has been developed. An extended Langmuir isotherm is used for the adsorption representation and a constant separation factor (similar to relative volatilities in distillation) describes the phase distribution of the species. This separation factor depends both on the surface characteristics of the coal and on the adsorbing species. The chromatographic separation equations have been superimposed on Darcy's law flow. The formulation allows decoupling of the pressure and compositional partial differential equations. The equations have been cast in dimensionless form and solved for pressures and compositions. It is observed that the composition of the preferentially adsorbed C02 increases at the wellbore as a function of dimensionless time. The dimensionless time is directly proportional to the real time and coalbed permeability and is inversely proportional to the gas viscosity, coal porosity and the square of the length of the reservoir. As the separation factor increases, the compositional variation increases. This variation in produced C02 concentration is also greater when the initial C02 concentration in the reservoir is higher. A sensitivity study has been performed to identify the effects of important parameters such as isotherm variables and reservoir characteristics on pressure and composition profiles.

As part of the Bureau of Mines research on identification of asbestos fibers, a method was discovered for removing asbestos fibers from water. This report describes this process and its theory of operation. The surface charge of amphibole minerals in potable water was found to be negative, and in common with most other silicate minerals, the isoelectric point of amphibole asbestos fibers lies in the pH range 4 to 6. Magnesia is one of the rare oxides with a high isoelectric point of about 11. The surface of magnesium oxide will, therefore, be positively charged in water at pH 6 to 6, while the electric charge an. amphibole asbestos fibers is negative. Because of the electrical attraction of these oppositely charged solids, it was possible to remove negatively charged asbestos fibers from water by percolating water that contained suspended-asbestos through a porous bed of magnesium oxide particles. A bed of 100/200-mesh MgO was added to a glass tube with a cotton plug. Aqusous suspensions of 1 to 10 ppm cummingtonite asbestos (amosite), crocidolite, and chrysotile were percolated through this porous plug of MgO. Even though chrysotile is positively charged below pH 11, MgO is an effective filter medium for removing it. The highly basic MgO appears to cause the chrysotile to flocculate and attach to particles within the bed. Scanning electron photomicrographs indicated that essentially complete removal of the fibers from water was accomplished. Other materials tested as contact filter media and found to be ineffective or only partially effective were sand, calcite, carbon, diatomaceous earth, and cellulose. Acidic alumina collected amphibole fibers but not chrysotile fibers.

There are a number of air classifiers manufactured throughout the United States and the rest of the world. The classifiers manufactured by Alpine, A. G. of Augsburg, Germany, are unique in their abilities. It is this uniqueness that I wish to delve into and in this respect we will limit this discussion primarily to the classifiers as manufactured by Alpine. It has been reported in the past that these classifiers were introduced into the. United States in the late 50's. Until the introduction of the Alpine Classifiers, air classification seldom produced a satisfactory fractionation of a product below 45 microns (325 mesh) or above approximately 22 mesh. It has been a common practice to classify fine materials which used water as a carrier medium The use of centrifuges are today producing thousands of tons of finely partitive powders in the very small particle size range. The use of centrifuges in connection with wet grinding mills has increased the rates of production of these mills considerably.

It is common to nine a coal seam affected by previous extraction of a coal seam below. As a result of that severe problems may occur during the extraction process. This paper presents the analysis of undermining effects based on field observations. A simplified method for the evaluation of risk in undermining operations is presented and predictions of the degree of possible damages to the undermined coal seam is given.

Silicon is usually considered to be a useful metallic alloying element. To be more truthful, it is not a metal at all, but a semiconductor, whose electrical resistance (when pure) is high and decreases with temperature. We will join the metallurgists, at least for this paper, and refer to it as a metal. In its commercially available form, silicon is metallic in appearance, brittle, with a density of 2.33, less than that of aluminum. Silicon dioxide or quartz has a high heat of formation, which not only makes the metal a useful reductant for other materials, but also makes it difficult to reduce from its ore. The melting point is 1412°C, slightly less than steel, but substantially higher than aluminum or cast iron. The alloys of silicon with iron, usually called ferrosilicons, have some unique advantages. The melting points of most alloys are substantially below those of iron or silicon (Fig. 1). The two major compounds formed (FeSi and FeSi2) help somewhat in the reduction of silicon by their energies of formation, but the influence of these phases on the mechanical properties is more important. Four major groups of alloys are made -- silicon metal (>95% silicon), 75-85% ferrosilicon, 50% ferrosilicon, and silvery pig iron (12-22% silicon). The alloys between 50 and 65% silicon and between 25 and 40% silicon are normally avoided because of structural instabilities, presumably of the two compounds, leading to disintegration of the alloys on cooling.

An alternate development drilling strategy to the one currently in use at the nine was investigated using geostatistics for a portion of the pit. The study area consisted of 4,000' x 5,000' in plan and 1,080' in elevation. The massive orebody, the three-dimensional nature of the problem, and the location of ultimate pit limit in the study area all created some unique problems in devising the development drilling strategy, as compared to the two-dimensional tabular deposits such as coal deposits. Rather than using the confidence interval of the global reserve estimate as the main criterion for development drilling, the confidence interval of short and medium range mine planning blocks was used as the objective. Based on somewhat arbitrarily selected level of confidence, the results from this study showed that a total of 50 DDHs rather than the planned 62 DDHs is sufficient in the study area, if the selected confidence levels are acceptable to the management. This paper also emphasizes the importance of the particular objectives being used in development drilling and how they influence the "optimai" place- ment of the development drill holes.

The Republic of South Africa is an outstanding example of the benefits to a new land by the application of individual enterprise, capital and know-how. While South Africa was colonized by European and Bantu people some 300 years ago, it was only 70 to 80 years agog when diamonds were discovered at Kimberley and gold on the Witswatersrand, that the mining, industrial and commercial potential of the country began to emerge. South Africa s national income rose from R1, 200 million in 1945 to over R4 billion in 1960 (1R = 10 shillings = $1.40 U. S.) The annual national income per head of population -- including all races -- is currently R254 (£127) This compares with £24 for India., £30 for Nigeria, and £50 for Ghana. Allowing for the increase in population, the increase in real income per head of population was about 40% during the past 15 years.

The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.

The White Pine Mine is the second-largest active underground copper mine in the United States, covering an area of approximately 13 square miles in the Upper Peninsula of Michigan. The mine operator intends to initiate in-stope solution mining by circulating a solution of mine water, sulfuric acid, and ferric iron through rubblized ore and recovering copper from solution. As planned, the solution would be retired in the mined-out stopes following completion of solution mining activities. Investigations into the fate of the retired solution mining fluid indicate that the solution, through time, will change from an acidic, metal-rich solution to a near-neutral, reducing solution containing much lower concentrations of metals. Investigations include reaction path modeling (EQ3/6) and laboratory and in-mine experiments. The combination of neutralization and reduction will result in precipitation of most metals, primarily as metallic sulfates, chlorides, and sulfides.

Kaolin is mined from extensive sedimentary formations in the eastern Amazon River Basin of Brazil. Production began about 25 years ago from 30 meter thick beds of ultra-fine particle clay of superior viscosity along the Jari River north of the Amazon. Operated by CADAM S.A., capacity now exceeds 750,000 tonnes per year ot high glossing paper coating kaolin product. South of the Amazon on the Capim River are two new operations: Para Pigmentos S.A. and Rio Capim Caulim S.A. The purity , and large coarse plate-shaped particles of these Capim kaolins support production of superior brightness and whiteness paper coating and filling grades. Annual capacities are reported to be 150,000 to 300,000 tonnes each, with expansions planned. Most of Amazon area kaolin production is shipped to western European, Asian, and North American markets.

What unusual features are there about finding, winning, and using the industrial minerals of Canada which may be of interest and yet not widely known. Have you, for example, ever wondered where the raw material for those distinctive greenish grey statuettes, so readily recognizable as Eskimo carvings, comes from? Although stone suitable for carving is obtained at several northern locations, in recent years the Federal government, the Quebec government, and one or two private companies have shipped supplies of various rock types from other sources to central distribution points in the Canadian north for the express purpose of providing Eskimo artists with raw materials for carving. The Ouachita, Ozark-St. Francis, and Mark Twain National Forests are located within the Ozark and the Ouachita Mountains regions of southern Missouri, central and northern Arkansas, and eastern Oklahoma- an area generally referred to as the Ozark-Ouachita or Interior Highlands. These national forests share many similarities in geography, biotic resources, and areas of shared public, market, and user interests. The three national forests have joined together to evaluate the natural resources within the Highlands and to study the impacts of the forests on local and regional economies and on the people who use these national forests and their resources. Other federal, state, and local government agencies and universities have joined with the Forest Service in this project, broadening the assessment area beyond the national forest boundaries to include 107 counties in Arkansas, Missouri, and Oklahoma. The diverse, resource-related data for the as- sessment area address social, economic, terrestrial, and aquatic issues and conditions throughout the Highlands. The assessment report currently is being developed by the Forest Service and will include an accoMpanying CD-ROM. The Ozark-Ouachita Highlands assessment has provided a forum for minerals- and geology-related resources, industries, social significance, and potential to be profiled and discussed along with other critical assessment resources. The state geological agencies in Arkansas, Missouri, and Oklahoma were active contributors to this effort. Their reports and other key data bases developed and used for the minerals sections of the published assessment report will be available either as a supplemental CD-ROM or on the Internet. Updated information on the progress of the assessment report can be found at the Ouachita National Forest Website, at <http://www.fs.fed.us/oonf/ouachita.htm>. This will also include a matrix displaying the minerals in the assessment area, their occurrence by assessment-area counties, and a potential ranking, as well as information on interesting geologic features. The state and federal reports, resources, and data bases, have helped answer key questions concerning mineral resources and related issues in the Highlands:

For the past few years, the Cyprus Bagdad Copper Company began experiencing a significant "ore-dilution" problem from its low grade open- pit copper mine located at Bagdad, Arizona. To pinpoint the causes of this dilution, a study was initiated to investigate as well as to improve in-pit ore-waste selection-procedures using conditionally simulated ore-bodies. Prior to the actual use of conditional simulation; a comparison of different estimation methods for a mined-out area in the pit was performed. Specifically, kriging estimates were compared against the original estimates of the company which were based on the polygonal approach. The results of this comparison clearly identified part of the so- called "ore-dilution" problem, which was the initial over-estimation of average ore grades from blast rounds, using the polygonal approach. The results from the use of conditionally simulated orebodies demonstrated that the "ore-dilution" problem can be reduced by more than half if in-pit ore- waste selection is based on the kriged estimates rather than the polygonal estimates. This simulation study also showed that the current use of the polygonal approach has the effect of shipping a larger tonnage of lower grade material to the mill.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. "INTRODUCTION Urban tunneling is often related with special geotechnical risks. Typical causes are difficult (hydro)geological conditions, a very low overburden and the presence of critical and vulnerable (infra)structures in the influence zone of the construction (e.g. existing tunnels, roads and pavements, sewer pipes, gas and power lines, landmarked buildings, historic monuments). To manage these risks appropriately, an early detection and warning of unexpected behavior of the affected geotechnical objects ground and tunnel, as well as existing structures are mandatory. To accomplish this, the design and execution of a dense geotechnical monitoring program is of high importance. In more detail, this means specifying and performing a systematic and continuous acquisition, processing and analysis of monitoring data to support decision making. In recent years the development of new automatic sensors and (wireless) data transfer techniques and the general trend towards an automatic acquisition of monitoring data has led to an enormous increase of data production frequencies and volumes. In order to handle this data explosion efficiently, information systems and geo-databases have been developed and used successfully in many projects. They represent IT tools that support the different tasks of a given geotechnical monitoring program including data acquisition, transfer, check, processing, backup, analysis, distribution, reporting and, last but not least, alarming. Meanwhile, some tools already have developed the capability to connect to other theme-specific databases used in the project and, thus, serve as a central data management system for all kind of digital data produced. This makes possible the implementation of further useful functions and services supporting tunneling tasks such as machine control, tunnel simulation, geological prediction, process optimization, etc. where data from different engineering disciplines must be combined and processed in an integrated way. In the following chapters our aim is to describe how monitoring data management, geotechnical monitoring, alarming and reporting are organized and technically implemented at the metro project Cityringen in Copenhagen (Denmark). We want to highlight the specific role and tasks of the used tunnel information system in the project, and particularly inform on the most relevant challenges."

This will enable asset owners to have a trusted practical guide that can support technical and commercial decisionmaking regarding tunnel assets and aging infrastructure. It will also provide updated guidance for a spectrum of stakeholders including: • Consultants. • Contractors. • Planners, insurers. • Academia. • Government. Industry views will be crucial in the preparation of the Guide that will assist proactive & predictive planning and maintenance regimes and the availability of the asset. The Guide will enable changes in current working practices, share updated recommendations and provide a route map to implement future requirements for tunnel asset management. The generic content of the Guide would be applicable to North American practice.
