The region of Asturias, located in the northwest of Spain, has an extensive mining history; coal, gold, zinc, lead, copper, cobalt, mercury, iron, manganese, fluorspar and others have been extracted from the antiquity. In the Asturian Central Coal Basin, the closure of all open pit coal mines and their restoration, the progressive closure of underground coal mines that is happening from the 1980?s, and the restoration of spoil heaps, provides post mining lands for alternative uses. In relation to metallic mining, the abandonment of all mercury mines without restoration in the 1970´s, has left significant quantities of wastes and mining works. More than thirty years later most of them remain without restoration. In these sites the legacy of the historical mining activities is apparent in the form of shafts, galleries and transversals, old mining installations and spoil heaps. Mine wastes have eventually become important Hg and As pollution sources, resulting in a widespread contamination of the surrounding soils and surface waters. Abandoned mines of other metals such as copper, cobalt, iron, etc. and industrial minerals such as fluorspar, have also left a mining legacy to take into consideration. In this context of declining mining areas, some remedial options have been applied to specific areas resulting in alternative uses as pastures, agro-forestry, industry and socio-cultural activities.

In this paper, the authors attempt to develop engineering based approaches for estimating safety factors against pillar and floor failures and predicting likelihood of subsidence events over abandoned coal mines in Illinois. There are two critical problems involved in the analysis: determination of geotechnical properties, and consideration of time effect. The authors attempt to solve the problems by generating hypotheses, which are used to modify existing engineering models for estimating pillar and floor safety factors. The modified models are validated using data from two well established databases of subsidence events over active and abandoned mines in Illinois. The data analysis suggests that most of the trough type subsidence events in Illinois were caused by floor failures rather than pillar failures. The subsidence incubation period seems to be directly related to initial floor safety factors at the time of mining. This correlation can be used to predict the likelihood of subsidence and to assess subsidence risks within both spatial and temporal contexts where detailed mine maps are available.

9.1-CLASSIFICATION OF MINERAL DEPOSITS AND ROCK MATERIALS After a mineral deposit has been discovered, delineated and evaluated, the next step is to select a mining method that is physically, economically and environ- mentally adaptable to recovering the mineral from the deposit. The term "mineral deposit" is used to denote a concentration of mineral (including rock and coal). Even where there is considerable past experience available, many of the critical design criteria must be determined utilizing only information obtained from an examination of exploratory drill core specimens. The factors that affect this selection are as follows: (1) the spatial characteristics of the deposit (size, shape, attitude and depth); (2) the physical (or mechanical) properties of the mineral deposit and surrounding rock; (3) ground water and hydraulic conditions; (4) economic factors, including grade of the ore. comparative mining costs and desired production rates; and (5) environmental factors, such as the preservation of the surface overlying the mine, and the prevention of air and water pollutants. Of these factors, the spatial characteristics of the deposit and the physical (or mechanical) properties of the mineral and surrounding rock limit the methods that can be employed to mine it. Six types of mineral deposits are recognized, as follows: 1. Massive-A deposit of considerable lateral and vertical extent in which mineralization (or ore) is relatively uniformly distributed. Disseminated copper ores are typical deposits. Dome salt also is included in this classification. 2. Bedded or Tabular-A mineral deposit that parallels the stratification, most often in sedimentary rock, usually laterally extensive, and of limited thickness. Most coal measures and some evaporite mineral deposits (e.g., potash) fall in this class. 3. Narrow Vein-A zone or belt of mineralization (ore) typically long, narrow (less than 10 ft), often dipping steeply, and usually lying within boundaries separating it from neigh- boring rock. Many gold and other metallic minerals occur in narrow veins. 4. Wide Vein-As defined under narrow vein except that the vein thickness is greater than 10 ft. 5. Lentictclar or Pocket-An isolated ore body, or an enrichment of limited vertical and horizontal extent in a massive, bedded or vein deposit. Lead, zinc and iron ores often occur in this type of deposit. 6. Placer-A surface or near-surface deposit, usually tabular and may be of consider- able areal extent, containing mineral particles (e.g., gold, platinum) in detritus (e.g., sand, gravel). The rock materials associated with mineral deposits are classified as follows: 1. Detritus-Sediments and other accumulations of solid particles produced by the mechanical and/or chemical disintegration of rocks, and usually having a low cohesive strength and very low compressive strength (e.g.. soil, sand, gravel, alluvium, playa). 2. Jointed and Fractured-Unbonded-A rock mass, often occurring on or near the surface or in fault zones, in which the joints or fractures contain alteration or decomposition

INTRODUCTION The selection of the optimum coal preparation plant flowsheet is a vital part of the development of a new plant or the expansion of an existing facility. Selection of an inappropriate flowsheet or individual equipment items can result in costly production losses, or needless expenditures or redundant or oversized equipment. The accuracy of the flowsheet selection process is, like most decisions, heavily dependent upon the amount, reliability, and quality of the database. A flowsheet which is based on simple borehole information from an area that has experienced little or no previous mining activity must necessarily include significant allowances for uncertainties. However, a plant which is to be built at an existing mine with good information on run-of-mine (ROM) coal quality, as well as bulk washability data and accurate projections of future quality, can be optimized. The following chapter will describe the processes which should be followed to select the most appropriate flowsheet for each unique operation. They include: 1. Examining and adjusting the washability database to reflect the ROM feed. 2. An evaluation of clean coal specifications. 3. Selection of the level of washing required. This includes no washing, if the coal is already at the desired specification, all the way through to complex total washing circuits for metallurgical grade coals. 4. Selection of the appropriate circuit such as dense medium bath vs. Baum jig. The most appropriate circuit is generally determined on the basis of economics. An approach for performing the evaluation will be desired. 5. The steps that need to be followed to develop a balanced plant flowsheet. ADJUSTING WASHABILITY DATA It is not unusual to have as many as 10 to 20 sets of washability information available for a particular mining property. These may be a combination of core and bulk samples or all bulk samples. In the latter case, they may also be face and/or ROM samples. It is necessary to reduce all of this information to a single set of washability data that is representative of the mean feed to the proposed preparation plant. This set is used to compare the clean coal yield and quality characteristics of the various flowsheet options. The term "representative" has some serious negative connotations. It is recognized that ROM coal quality will vary throughout a mine. However, over a period of 250 to 350 days per year, certain trends can be established. If possible, this "representative" sample should be close to the coal quality of the mean daily sample in terms of raw ash and sulfur contents, clean coal yield, and clean coal ash and sulfur content. In this paper, we present a physiographic classification of gravel deposits, identify some field measures of aggregate quality, and describe sampling strategies for mapping aggregate quality in the Front Range Urban Corridor of Colorado. Gravel occurs in four types of deposits along the Front Range of Colorado: (1) piedmont alluvial fans, (2) high dissected terraces, (3) high (continuous) terraces, and (4) floodplains and low terraces. The four deposit types are the basis for definition of gravel-deposit models, which differ in geologic environment, deposit characteristics, deposit size, environmental impacts of mining, and post-mining use. Of the four types, floodplains and low-terrace deposits have been exploited most for gravel. High terraces also have been mined. Deposits of high dissected terraces and dissected alluvial fans have produced minor amounts of gravel, mostly for use as local fill. Studies to identify useful field measures of aggregate quality and to determine the appropriate scale for sampling were conducted on gravel deposits beneath the flood-plain and low terraces of the South Platte River north of Denver and the Cache la Poudre River between Ft. Collins and Greeley. Gravel deposits of the South Platte were selected for study because they represent the last major resource of gravel for aggregate in the Denver metropolitan area. The Cache la Poudre valley is the primary source of gravel aggregate for rapidly urbanizing areas around Ft. Collins and Greeley. Of all the field measures of gravel quality, the most important is particle size. Various parameters that measure particle size were investigated, but the easiest to determine, and the most useful to the aggregate industry, are measures of the proportion of coarse sizes. Particle size varies widely in gravels of the urban corridor. Gravel lithology, particularly the presence of deleterious particles such as reactive volcanic rocks and decomposed rocks, must be determined to assess aggregate quality. Studies of South Platte and Cache la Poudre gravels have not revealed large proportions of deleterious lithologies. Studies of particle shape revealed only small numbers of physically weak shapes in both the South Platte and Cache la Poudre gravels. Particle shape does not appear to vary from place to place in the gravels. Rounding, or the ab¬sence of angular corners, may play a role in the tendency of loose gravel to yield under load. South Platte and Cache la Poudre gravels are rounded, and rounding tends to increase upstream. Before the quality of gravel in a valley can be assessed, the stratigraphy of the gravel must be known because it affects sample design. If only a single gravel layer is to be studied, only the thickness of the gravel must be known before sampling. If, however, more than one layer of gravel-distinguished by particle size, sorting, or lithology-is present, sampling must take into account the thickness and distribution of each layer. For example, three gravel layers of different particle size underlie the floodplain and low terraces of the South Platte. The tributary Cache la Poudre, on the other hand, contains gravel layers that can be distinguished only locally and vary slightly in particle size. Sampling experiments were conducted on gravel bars in the South Platte River and in gravel pits on the floodplain and low terraces of the South Platte and Cache la Poudre Rivers. Experimental results indicate that, even where sample error is large, regional and stratigraphic variation may be measured if it is large relative to sample error. Using vertical trench samples weighing an average of 40-90 pounds, down-stream decrease in coarse particle size was mapped for Cache la Poudre gravel, and differences among superposed gravel beds were measured for South Platte gravel.

Existing reports on the effects of mine subsidence on water wells and springs appear to be inconsistent. Some report quick and complete recoveries to pre-mining conditions while others indicate long-term or permanent effects. It is clear that topographic and geological factors as well as precise position with regard to the mine are important in determining probable effects of subsidence on aquifers. Ridgetop aquifers which are well above regional base-level are much more susceptible to disturbance by mining activities than those located topographically lower. Effects seen are attributed largely to increased permeability, both horizontal and vertical. of the aquifer rocks. The deeper aquifers usually show short term losses or water-table declines. but the effects on the ridge-top aquifers persist for longer periods or may be permanent. Subsidence enhances permeability. so that infiltrating water moves much faster to lower levels. causing pond and stream losses and declining levels in wells as well as declining flows of springs of the higher aquifers, while increasing levels and flows of the lower aquifers. Additional effects are shifts of spring locations caused by minor tilts due to differential subsidence and redirection of shallow flows by changes of horizontal fracture permeability. These effects are seen as mining of a panel progresses beneath the site. and are often repeated when adjacent panel mining fronts pass the site. Analysis of water well level and spring flow records indicates that the effects are greatest at the edges of longwall panels in the tensional regime. These effects are amplified for locations close to topographically steep terrain and in close proximity to fracture traces mapped from medium-to small-scale aerial images.

"The excavation of a tunnel in highly weathered and strongly fractured rock masses due to tectonic actions is still a challenge. In order to maintain reasonable productivity, excavation through a wide zone of highly tectonized rock mass requires a detailed, integrated study of the construction solutions and a monitoring system to minimize the process time and to optimize the adopted consolidation measures in accordance with a predefined matrix of possible support systems. This paper summarizes some interesting data acquired during the excavation of the Brenner Railway Base Tunnel system between Italy and Austria. The Brenner Base Tunnel (BBT) runs through the fault line between the European and the African tectonic plate. This big fault zone is called “Periadriatic Line.” In particular, data acquired in the exploratory-service tunnel have been analyzed. Furthermore, the base concepts for defining the consolidation and support solutions adopted for the excavation of the exploratory tunnel are described. INTRODUCTION The Brenner Railway Base Tunnel (BBT) is a system of underground structures and tunnels that is designed to connect Italy and Austria using new railway standards. It is based on high speed (HS) concepts and applies the European Standards for Interoperability (TSI). The railway includes twin tunnels for a total length of about 55.0 Km without considering the connection tunnels to the existing underground railway in Innsbruck. Including the latter, the total length of the tunnel system reaches 64 Km, and is among the longest tunnels in the world. The Italian section passes through the so-called ""Periadriatic Line,"" which is an important tectonic structure generated by the collision between the European and the African tectonic plates. Despite the extensive investigations carried out (boreholes down to 700 meter depth), significant geological and mechanical uncertainties inside the Periadriatic formations remained unsolved. In order to elevate the level of confidence and observe the behavior of the rock mass at a representative scale, the BBT Authority decided to excavate in advance the service tunnel, which has taken the function of an exploratory tunnel. The data and observations collected during its excavation would provide important insights for the design of the main tunnels."

As a result of concern for the citizens of the State of Illinois who owned structures above underground mine workings, the Illinois State Legislature passed House Bill 158 in 1978. This bill amends the Illinois lnsurance Code and creates the Mine Subsidence Reinsurance Fund which is an insurance pool that is to receive a state appropriation of $500,000 as "start-up" money. One hundred thousand dollars has been paid to the fund as of October, 1982. The Fund is to return this appropriation to the State and is to remain self-supporting from premiums. The Fund utilized a pre-existing institution, which also was an insurance pool, the "Fair Plan Facility" and its governing Board, consisting primarily of insurance executives, to administer the program. The Mine Subsidence lnsurance Act went into effect October 1, 1979, and the bill provides that property owners in the State of Illinois may purchase up to $50,000 of mine subsidence insurance which is attached to their fire insurance policy. The deductible is normally 2%, but cannot be less than $250 or more than $500. The annual rate structure for residential structures in 1981 for $50,000 coverage is $10 (frame), and $12 (masonry). The rate structure for commercial buildings is based on the value of the building and the rates for $50,000 maximum coverage is adjusted upward. The insurance was mandated by the State Department of lnsurance and rolled onto the insurance policies of the homeowners in 34 counties which had been recognized as having sufficient exposure to subsidence damage to be covered by the Act. One percent or more of the land surface is undermined in each of the 34 counties. In the other counties undermined in the State of Illinois, insurance is available to the homeowner upon request to the private insurance carrier.

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

INTRODUCTION This paper is one of a series dealing with mining methods and costs, prepared and published under the sponsorship of the US Bureau of Mines (USBM) and made possible through the cooperation of many mining companies in the US and foreign countries. The data presented have been obtained from papers previously published by the Bureau dealing with indi¬vidual mines, from the technical press, and from infor¬mation furnished by the mining companies. DEFINITIONS Top Slicing The term top slicing is commonly applied to that method of mining in which the ore is extracted by a series of timbered slices, beginning at the capping; the slice is caved, bringing down the capping to the floor of the slice; the succeeding lower slices are mined up to the overlying mat or gob, consisting of an accumulation of timber from the upper slices and broken capping, which follows the mining progressively downward (Fig. 1). The term has also come to be applied to the mining of ore bodies only one slice thick, by a series of tim¬bered slices one beside the other. The timbers are blasted out, bringing the capping down to the floor, suc¬ceeding slices being driven alongside those already caved (Fig. 2). In USBM classifications of mining methods, top slic¬ing has been placed under the heading caved stopes. The method differs fundamentally, however, from the cav¬ing methods of mining in which the breaking of the ore itself is accomplished by caving action induced by undercutting. In top slicing the ore is broken by the ordinary methods of drilling and blasting, and only the capping is broken up by caving. Main Levels or Haulage Levels Main or haulage levels are the main extraction levels on which the ore is hauled to the shaft. These levels and the shaft constitute the preliminary development of the mine.

A review of the literature reveals that methods for simulating the coupled behavior of size reduction and liberation are limited to binary mineral systems containing one composite particle class. The aim of this paper is to describe the development of a mathematical model to simulate such behavior for binary and ternary systems containing multiple classes of composite particles. A modified Levenberg-Marquardt algorithm and a finite difference Jacobian are used in conjunction with the developed model and a set of constrained equations to estimate all kinetic parameters. This estimation scheme is validated for a binary ore (sphalerite-dolomite) with five composite particle classes using experimental data.

The recognition of perlite as a distinct volcanic glass, and of the arcuate fractures that often characterize these natural glasses, dates back at least to the late 19th century and perhaps into the 18th century (Howell, 1974). Some authors suggest that recognition of perlite dates considerably further into antiquity, perhaps to the 3rd century BC (Caley and Richards, 1956). Most recent definitions identify perlite by the presence of vit¬reous, pearly luster and by the presence of characteristic concentric or arcuate perlitic fractures. As discussed more fully below, arcuate fractures in perlite need not be megascopic. The textures of perlite which commonly occur in deposits range from dense to highly vesiculated to pumice-like. Thus, the classical definition of perlite is descriptively restrictive compared to the natural range of textures and neglects to address the issues of genetic origin and geologic occurrence. In spite of the petrological usage of the term perlite, the in¬troduction of expanded perlite aggregate into industrial markets caused the term to be applied as well to the lightweight, cellular aggregate that is produced through the rapid thermal expansion of milled perlite ore. Perlite is distinguished petrologically from other natural glasses by a silicic or rhyolitic composition by the presence of 2 to 5 wt% total chemical water held within the glass structure and often by the presence of pearly luster and onionskin-like perlitic fractures. Worldwide, occurrences are associated with Tertiary through early to middle Quaternary volcanics and with the glassy portions of silicic domes and flows, with vitric tephra, with the glassy chill margins of dikes and sills, and with the glassy portions of welded ash flow tuffs. Less commonly, perlite is reported in association with the glassy portions of volcanic plugs and lacco¬liths. The perlite carapaces that partially or fully comprise extru¬sive domes and flows are often thick and areally extensive, and thus provide commercially attractive targets for low cost open pit mining. Perlite tuffs and tephras are also important commercial sources. Mining costs are minimized by open pit quarrying and by either bulldozer ripping or blasting. Crushing and sizing facilities are generally close to the pits. Due to the low weight and large volume of expanded perlite, unexpanded perlite that has been crushed and sized is usually shipped nationwide directly to local markets where it is expanded and processed for distribution to end users. The vast majority of international trade is in unexpanded perlite. In the United States, the evolution of the expanded perlite industry can be traced to the late 1930s and early 1940s when expanded perlite aggregate was introduced into gypsum plaster and concrete markets as a substitute for vermiculite (Schundler, Jr., oral communication, 1991) and was promoted for use in a much broader spectrum of products (Howell, 1974). By the early 1950s, end user markets were well established and small expanders were numerous east of the Mississippi River. Today, mining and expan¬sion is undertaken throughout the world. Worldwide production of perlite is dominated by the former Soviet republics, the United States, and Greece. Total worldwide production of processed perlite during 1990 is estimated at roughly 1 778 000 tons (Davis, 1991). The physical properties of expanded perlite that give this prod¬uct unique commercial value include: low bulk density, chemical inertness, high insulating ability, nonflammability and fire resis¬tance, and its ability to retain water. These and other physical properties give expanded perlite value in such uses as: lightweight acoustical and thermal insulating aggregate; component in plaster, insulating cements and lightweight concrete; loose fill insulation; as aggregate in horticultural applications; and in milled form as filter aid. In the United States and Europe, the largest end use is within building construction products.

Since 1974 researchers at Michigan Technological University have been studying mine subsidence in the Iron River District of Northern Michigan. The district, which was active from 1881-1978, has had numerous cases of subsidence. Much of the subsidence resulted from rock mass failure but some appeared to have developed primarily in the thick glacial overburden which is a typical feature of this area. This latter observation led to the recognition that some of the surface subsidence was due to piping; i .e., loss of overburden material to the mine voids by groundwater flow (Johnson and Frantti, 1978). The Sherwood Mine was the last mine to operate in the district. With its closedown scheduled for late summer of 1978, a unique opportunity to monitor the mine as it flooded was presented. It was reasoned that with the cessation of pumping, groundwater would rise in the overburden and the mine would flood. The physical characteristics of the mine were favorable for piping to occur as the mine flooded. With the permission of Inland Steel Mining Company and the support of the U. S. Bureau of Mines, a project to monitor the Sherwood Mine for piping subsidence began in June of 1978. This paper present aspects of this study pertinent to the piping-induced subsidence events which occurred at the Sherwood Mine in 1980 and 1981, including acoustic emission monitoring of the subsidence activity, hydrologic monitoring of the groundwater regime and the flooding mine, laboratory modeling of the piping mechanism, and analytic procedures which are under development.

The design of an underground mining operation requires the integration of transportation, ventilation, ground control, and mining methods to form a system which provides the highest possible degree of safety for mine personnel; the lowest cost per ton of product; the most suitable quality of final product, considering its intended use; the maximum percent recovery of the reserve, consistent with cost and subsidence rights; and the minimum disturbance to the environment. The selection of mining method is generally the controlling factor in overall mine design. Some important considerations in the choice of mining method are : 1) Depth of cover over the coal seam. 2) Strength and thickness of rock strata in the overburden. 3) Characteristics of the coal seam, including thickness, nature and location of impurities or irregularities, dip (or pitch), nature and direction of cleavage, hardness, and structural strength of the coal. 4) Nature and strength of the immediate roof (top) over the coal seam. 5) Nature and strength of the floor (bottom) under the coal seam. 6) Presence and amount of explosive gas (methane). 7) Quantity of water likely to be encountered in the mining operation. 8) Any previous or concurrent mining in seams above or below the coal seam to be worked. 9) Any restrictions on recovery required for subsidence control. Topographical and geological reports and maps of the area are usually available from state and federal geological surveys, and contain excellent general information to guide more detailed investigations. Exploratory drilling, and the plotting and analysis of the information thus obtained, are essential steps in any development program, and aid in the correlation and evaluation of information gained by other means. Other good sources of information are operating coal mines that may be in the same seam in nearby properties. Such mines may indicate in advance much about roof control, drainage, ventilation, and other mining problems.

4.1 – DEFINITIONS 4.1.1-MINERALS, ROCKS, ORES AND NONMETALLIC MINERALS F. N. EARLL A mineral is a naturally occurring inorganic element or compound. Most minerals are distinctly crystalline in habit, and many commonly occur in well-formed crystals or crystalline aggregates, but a few species are characteristically amorphous or noncrystalline. Nearly 2,000 mineral species are now recognized but, perhaps fortun¬ately, a rather large proportion are rarely encountered. Even so, the application of modern mineral-detection and identification techniques reveals the presence of surprising numbers of mineral species, even in deposits of outwardly simple mineralogy. A rock is an aggregate of grains or crystals of one or more minerals. Some rocks are essentially monomineralic. Thus, limestone consists largely of the mineral calcite, and many sandstones are dominantly quartz. Most rock varieties, however, contain a number of mineral species, and their classification or identification depends upon the minerals present, their relative abundance, and such factors as rock tex¬ture and origin. Ore is defined as an accumulation or deposit of one or more minerals that can be exploited at a profit. The profit criterion commonly is taken somewhat liberally, however, for, although always present, the specific mineral content that constitutes a viable product is transitory. The term ore, usually, but no longer consistently, is restricted to the description of mineral deposits that are of value for their metal content. Nonmetallic deposits, although similar to metallic ores in many respects, generally are valued for the minerals or compounds present, as with rock salt (halite), rather than for individual contained elements, though such minerals as elemental sulfur are of much value. 4.1.2-ROCK TYPES F. N. EARLL Rocks arc grouped tinder three broad headings: (1) igneous rocks formed by the crystallization of magma; (2) sedimentary rocks formed by surface processes of weathering and deposition; and (3) metamorphic rocks, which may have been derived from either of the foregoing, but have undergone important physical and/or chemical changes through the application of heat or pressure, or both. The three groups can he further subdivided for convenient reference. Thus, igneous rocks are described as being abyssal or plutonic if formed at great depth, hypabyssal if formed at intermediate depth, and extrusive or effusive if formed at or on the earth's surface. The sedimentary rock group is similarly subdivided into clastic sediments and chemical precipitates. The clastic sediments form by deposition of preexisting minerals that were released from their place of origin by weathering and were transported to their point of deposition as discrete grains

Size reduction is very energy intensive and is the single most power-intensive operation in mineral processing plants. Research has shown that only a small part of the energy is utilized efficiently. One of the major thrusts of all equipment manufacturers has been to improve this efficiency. Choosing the right equipment to maximize energy utilization in any comminution application has always been the utmost criteria. Due to the high energy cost and depletion of good grade minerals, it is becoming essential to optimize all the subsystems within a given comminution system for the overall economic success of such ventures. Bradley Pulverizer Company of Allentown, Pennsylvania recognized this and started offering its Feeder Controller in 1988 for automatic feed control. After its first successful operation, Bradley made this as a part of all of their grinding system standard offering. It was also recognized that the Feeder Controller was just a beginning and more automation and controls would be required for an overall, efficient grinding system.

The effect of the stability and rheological properties of magnetite dense medium on the separation performance of a 6" dense medium cyclone (DMC) is studied with the use of fine density tracers. The tests in which different size fractions of magnetite are used to prepare the dense media reveal that at low medium densities (<1.5 s.g.), the best separation is achieved when using the magnetite with intermediate particle sizes (du3.2=18 11m). At medium densities above 1.5 s.g., however, it is beneficial to use coarser magnetite. With the fine magnetite dense medium, an increase in medium density results in a decrease in separation efficiency. With the coarse magnetite, an opposite trend is observed; the separation efficiency is improved with increasing medium density. An accurate cutpoint control is critical in gravity separation. The cutpoint shift for coarse feed particles is found to decrease with increasing medium stability (density). It assumes values close to zero in a highly stable fine dense medium. When the size of the treated particles is small (<0.5 mm), the cutpoint shift is mainly determined by medium rheology. With increasing medium density, a continuous increase in cutpoint shift is observed.

"This paper presents the evaluation Montana Tech completed for the Western Energy Company Rosebud Mine relating to the benefits of survey data collected using novel technologies over traditional methods for topographic surveys. These technologies include Unmanned Aircraft Systems (UAS), photogrammetry, and laser scanning/LIDAR. Utilizing these technologies, large areas such as reclamation areas and cast blasts can be surveyed in a timely manner for use by the mining operation. The areas that were evaluated were the improvements in the safety of employees and the time required to collect data. In addition, there is also a potential cost savings for the operation, all while not affecting the accuracy of the data that is collected. PROJECT BACKGROUND Accurate topographic survey data is critical to successful surface mining operations. It is used for mine planning and design as well as permit compliance. Currently, employees typically collect survey data using GPS equipment or total stations. These methods can be dangerous, as they require employees to work near large operating mobile equipment, edge of high walls, and on piles of stacked steep-sloped loose material. Aerial and satellite photographs, performed by a contractor, can be used to obtain some of this information, but it is expensive and may not be attainable during overcast conditions. Montana Tech, along with the Rosebud Mine, conducted research on the accuracy, cost, and other benefits of survey data collected using novel technologies. Some of the methods studied include, but are not limited to, Unmanned Aerial Systems (UAS) or Vehicles (UAV), photogrammetry, and laser scanning. These methods were evaluated to determine if these technologies provide mining companies with a safer, cost effective, and accurate method to collect data for surface mining operations. The project scope was to evaluate various surveying techniques to determine which techniques would be applicable for the Rosebud Mine and complete a trade-off study comparing the new techniques with currently used methods. The trade-off study included an analysis of the technological differences between the methods, safety and legal considerations for the new techniques, operational limits, and the costs associated with each technique. Working with the Rosebud Mine team, techniques were selected for field trial and accuracy comparison. This paper presents a literature review of applicable technical papers and a summary of the Federal Aviation Administration regulations for UAS, followed by a study comparing conventional GPS topographic surveys with UAS based systems and laser scanning systems. The comparison of the various methods was broken into the following four categories: operator safety analysis, time comparison, survey accuracy, and cost analysis. After all of these portions of comparison were completed a recommendation was provided based on the evaluation that was performed."
