Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. "In July 2012 construction started on the Grosvenor project, a five million tonne per annum underground longwall mine planned for Moranbah in Central Queensland. Grosvenor is located immediately to the south of the existing Moranbah North mine which has been in operation since 1998. EPBM technology is being used for the first time in Australia for excavation of a coal drift. The TBM was used to build two drifts on the project, one for the coal conveyor which will transport to surface, and another for people and equipment to access the underground once the mine’s operational (as shown in figure 1). The TBM will pass beneath a steel archway roof that has been installed at the drift’s entrance and begin drilling into the ground to build the seven metre diameter tunnel, descending at an angle of one in eight until it reaches the depth of the coal seam approximately 160 metres below.INTRODUCTION AND BACKGROUND The first TBM used in a coal mine was in 1962, a Wohlmyer, in Westerholt, Germany. A further 75 km of tunnels were excavated in coalmines within Germany between 1971 to 1983. This paper will review the Grosvenor Mine project (Grosvenor) owned by Anglo American Metallurgical Coal (Met Coal) includes the construction of a new underground coal mine and surface facilities on the northern boundary of the town of Moranbah in the Central Queensland Bowen Basin coal precinct. The contract to undertake the underground development works was awarded to Redpath in 2012. The scope of the Grosvenor Project was to construct temporary office and workshop facilities, install 2 portal arches, backfill boxcuts and infrastructure, excavate by EPBM method 967 m of 1:6 gradient Conveyor Drift and 1,258 m of 1:8 gradient Transport Drift, development of 2,520 m of pit bottom area roadways and development of 10,550 m of the first longwall tailgate. The Acid Mine Drainage has characteristics of low pH, high concentrations of heavy metal ions, such as Fe2+, Mn2+, Cu2+ and Zn2+. In this paper, the composite particles that consisted of bentonite and steel slags were used to dispose the Acid Mine Drainage. Bentonite is the mineral materials and can adsorb heavy metal ions excellently. The steel slags are alkaline and industrial solid waste for the treatment of the Acid Mine Drainage. The main influencing factors, such as adsorbent dosages, shaking rates, concentrations of heavy metal ions, temperatures, adsorption time and pH value were studied by the static experiment. Increasing the adsorbent dosages and the concentrations of the heavy metal ions, speeding up the shaking rates, raising the temperatures, extending the adsorption time and improving pH would improve the removal efficiencies of heavy metal ions. Through considering the removal efficiencies and the treatment costs, the optimum reaction conditions for the four kinds of heavy metal ions were obtained. The adsorbent dosage 21 mg/L, the rotational speed 120 r / min, the temperature 25?, adsorption time 100 min and the initial wastewater pH 7. The four kinds of heavy metal ions existed independently in the simulated mine wastewater. The highest initial concentrations of Fe2+, Mn2+, Cu2+ and Zn2+ were 150 mg/L, 100 mg/L, 170 mg/L and 140 mg/L respectively. The removal rates were 93.42%, 92.64%, 93.86% and 95.17% respectively. The determination of the particles’ SEM-EDS Microscopic characterization showed the composite particles could play a part in neutralizing, absorbing and the chemical precipitation. The acidity decreased notably and the heavy metal ions of Fe2+, Mn2+, Cu2+ and Zn2+were adsorbed and precipitated effectively. The research results can extend the practical engineering application of the composite particles.

Petrographic properties of carbonate rocks are useful guides to the utilization of these rocks in SO2-scrubbing systems. High porosity and fineness of grain are thought to be the principal properties that contribute to high dissolution rates of the rocks in the scrubbing liquor. Lake marls and chalks are the major types of carbonate rocks that have these properties. Lake marls are composed mainly of equant grains of calcite (mean grain size generally less than 4 microns) weakly agglomerated in- to larger, porous particles. The marls commonly consist of 80 to 90 percent CaCo3 as calcite and aragonite. Impurities are, for the most part, quartz silt and organic matter. The average pore volume for samples of lake marls (1- to 1.2-mm particles) is about 0.50 cc/g, which corresponds to a porosity of about 57 percent. The mean size of pores in these marls is generally between 1 and 2 microns in diameter. Surface areas of lake marls range from 0.8 to 6.8 m2/g. Chalks have grain sizes and shapes similar to those of lake marls, but they generally have smaller amounts of quartz and organic matter and minor amounts of clay minerals. Pore volumes differ from one chalk formation to another; the 1- to 1. 2-mm particles average about 0.20 cc/g, which corresponds to a porosity of about 35 percent. The mean diameter of pores in chalks tested ranges from 0. 15 to 0.76 micron. Surface areas of chalks range from 3. 2 to 20. 1 m2/g. In the United States lake marls are restricted largely to Pleistocene- age sediments that occur in the states around the Great Lakes. Chalk and chalky limestones are restricted mainly to the Upper Cretaceous and Tertiary strata in the Kansas-Nebraska-Colorado area and in the south- eastern states, from Texas to Florida. Results of laboratory tests of the relative dissolution rates of samples at pH 6 and 44°C indicate that, in addition to many lake marls and chalks, oolitic aragonite, pelecypod shells, and carbonate waste sludges from certain industrial plants also have high dissolution rates.

This paper describes the geology and geotechnics associated with construction of the Thames Tunnel, part of the UK’s Channel Tunnel Rail Link (CTRL). The 2.5km long twin tunnels run beneath the river Thames at depths of up to 40m and are currently under construction. They pass through varying geology comprising alluvium, terrace gravels and chalk with flints and are currently being bored using Herrenknecht mixshield slurry tunnel boring machines (TBM’s). This paper outlines the lithology and engineering properties of each geological formation and describes the geotechnical processes, potential hazards and difficulties experienced in the works. A summary is given into the extent of the investigative work in terms of route selection, tunnel design, TBM optimisation and further details are provided on the geotechnical aspects associated with the construction of the tunnel approach structures and the tunnels.

Introduction As the world economies continue to face an increased demand for natural resources to support growth in the established and developing world, the western mining industry has expanded its operations and funding of mineral developments into new and relatively unexplored regions of the world. Mining companies worldwide, in order to grow in a global economy, are now actively exploring and developing mineral resources in the emerging markets of South and Central America and most recently have expanded activities throughout Asia. South East Asia Resources (S.E.A. Resources) has recognized the vast resource potential offered by countries such as China, India and Indonesia, Asia's main driving forces of economic growth and has made a commitment to be actively involved in the area. These countries rich in mineral resources, represent some of the highly prospective and underexplored regions on earth. Their vast potential has been underestimated because of political reasons and overlooked as Central and South America still continue to be the focus of exploration for many mining companies. Most of these Asian countries have faced a prolonged period of political unrest and it has not been until recently that they have begun to enjoy a relatively stable political climate which has encouraged foreign investment, growth and economic development. These countries are in need of capital to develop their infrastructure and market economies. Their wealth in resources is one of the best methods to achieve their goals. Gold is usually one of the first targets to be extracted from developing economies. Equivalent-sized gold projects tend to cost less to develop and require less supporting infrastructure than base metals. These projects are easier to finance and, most important of all, tend to give a quicker return on investment than that offered by base metals. They also provide the economy with precious foreign exchange, international investment and the technology required to build the country. Following is a graph representing the global re-allocation of the total capital investment on the twenty largest gold projects now under construction with the total for those under construction in 1990.

Traditionally, water removal has taken a backseat to many other coal mining functions. However, it is a vital part of the total mine support system. In many US coal mines, more tons of water are removed each year than tons of coal. An excellent discussion of general drainage characteristics can be found in Chapter 8 of Elements of Practical Coal Mining, published by SME-AIME. This chapter is organized into three major sections. These are: designing effective drainage systems; constructing the main mine pumping station (static system); and constructing a portable pumping station (dynamic system). Each topic presents a separate discussion of the elements a construction foreman or engineer should consider for effective installation and operation of the mine drainage system. In addition, a list of pumping equipment manufacturers is available to interested persons and follows these sections.

"Temporary mechanical ventilation is one of the fundamental requirements in guaranteeing a healthy atmosphere in underground construction works in order to protect the health of persons working on the site. It is therefore essential to conceive a system which meets the requirements of the whole of the worksite and for all phases of work which takes into account all aspects pertaining to its design, dimensioning, justification, installation, maintenance and validation. In doing so, the ventilation design and the selected apparatus to be installed shall meet with the degree of health protection and the quality of air of the worksite as defined by the legislation in force in France, through limiting the concentration of the different pollutants associated with the site activities. Consequently, when presenting a mechanical ventilation project, all of the participating parties and especially the contractor make a commitment to guarantee sufficient volumes (or airflow rates) of fresh (non-polluted and oxygenated) air and extracted (polluted) air in order to meet these limitations and maintain them in all conceivable site configurations. This article sets out the most important aspects of the implementation of a ventilation project from the initial design stage through to its application, discussing French legislation, ventilation principles, calculations and techniques with regards to underground construction sites. BASICS OF VENTILATION Mechanical ventilation studies are concerned with all of the site workstations and work phases which are sources of pollution and apply to all zones of the underground worksite with the goal of maintaining the concentration or composition of this pollution below the permitted levels and comply with the following three basic principles which are complementary to one another without being in contradiction. •,The first principle consists in eliminating or limiting as much as possible the emission of any polluting, irritant, or dangerous substances, by specifying appropriate construction techniques and equipment (use of electric motors, combustion engine equipment: filters, tanks, catalyzers, use of less polluting explosives, damping down dust with water or wetting products, damping down and diluting certain gases using water mists). •,The second principle is designed to capture residual polluting substances emitted close to the source in order to prevent them from spreading into the worksite atmosphere (extraction ventilation with ducting up to the source – upstream of the extractor fan – and use of downstream filters before expelling the polluted air to the exterior). •,The third principle involves accompanying the capture of the pollutants with additional blowing ventilation specific treatment of substances dissipated by and distant from the source of pollution (acceleration of the drift air flow in order to confine dust and better capture it, supply ventilation with ducting in order to dilute the gases emitted and discharge them to the exterior)."

INTRODUCTION Thermal dryers have been utilized for reducing moisture of bituminous coal since the late 1930's. Since that time, numerous changes in the coal industry have motivated advances in thermal drying technology. The purpose of this paper is to discuss the changes that occurred to dryer design and focus on current practices of fine coal drying. The major topics discussed in this paper are: - Early Thermal Dryer Design and Evolution - Current Drying System Design and Associated Components - Current Economics of Fine Coal Thermal Drying - Future Markets and Design Considerations EARLY THERMAL DRYER DESIGN AND EVOLUTION Background The practice of drying fine coal with heated air has been performed for more than one half century. Throughout that period, both Metallurgical and Steam coal producers have used this method for reducing the surf ace moisture content of their fine plant products. During the late 1930's and early 19401s, vibrating bed and flash dryers were used to per- form the drying duties. Closed water circuits and vacuum filtration had not yet been integrated into process circuitry and centrifugal dryers were in their early stages of development. During that same period, changes in mining practices were reshaping the distribution of coal to our processing facilities. Plants originally designed for the purpose of processing coarser fractions of coal were being burdened with additional quantities of fine coal. Those plants, unable to recover fine coal, would reject these solids to plant bleed. The higher incidences of stream pollution that resulted from these events prompted clean stream legislation and the need for new, more efficient fine coal recovery circuits. The coal processing industry responded to these needs by integrating closed water circuits and filtration into circuits. The fine coal filter cakes recovered exhibited poor handling characteristics by themselves and often required further dewatering to improve their characteristics. Flash dryers at that time were being used to dry the coarser products. For those facilities operating flash dryers, the solution to this new problem appeared to be simple. The filter cake was combined with the coarser (-1/4") coal and then introduced to the flash drying column for drying. The filter cakes, however, presented significant problems for the flash drying systems. Heavy lumps of filter cake could not be dispersed and conveyed by the rising hot air and as a result would settle out in the bottom of the column. This material, known as "drop-out", would then accumulate and require further handling. The solution to this problem was not an easy one. Sophisticated mixing equipment was employed to condition the feed to the dryers. As attempts to minimize drop-out with this approach failed, the only recourse was to collect the material with conveying systems and recycle it back to the plant or dispose of it. The additional costs of handling this material reduced the attractiveness of the flash systems and opened the door for the development of a new, more cost effective coal drying system. Due to the nature of the problems experienced by the flash systems, fluid bed systems were considered. Fluid bed dryers were being used in other industries at that time but had no operating history in the coal industry. Dorr-Oliver transferred technology from other industries and built the first fluid bed drying system for fine coal.

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. INTRODUCTION Hydraulic fracturing was applied in horizontal drill- holes in the Salado salt formation near Carlsbad, New Mexico. Tests were performed approximately 650 m be- low surface to validate the design of a Waste Isolation Pilot Plant (WIPP) for the disposal of radioactive waste from defense activities of the United States. Hydraulic fracturing was performed primarily to determine whether the virgin in situ stress state at the WIPP site is isotropic and whether the magnitude of the virgin in situ stresses corresponds to the weight of the overburden. Beyond these limited objectives, however, measurements are now being reviewed to evaluate the usefulness of hydraulic fracturing in salt formations in general. Such measurements are desirable to determine stresses induced by mining and to monitor time-dependent stress changes around underground excavations in salt masses. Hydraulic fracturing was chosen because it is the only technique that can be readily applied in virgin ground far from existing mine openings. The method also appeared to yield directly the magnitude of the least compressive principal stress, regardless of the mechanical properties of the rock mass. A knowledge of the least principal compression was deemed sufficient to establish the isotropic character of the virgin in situ stress field under two conditions: (1) the Salado formation was mechanically isotropic, i.e., the fracture toughness did not vary normal and parallel to bedding so as to permit preferred fracture paths, and (2) pressure measurements were combined with determinations of the orientations of hydraulic fractures and, more generally, with observations of the characteristic hydraulic fracture patterns. The latter was possible by locating the drillholes for hydraulic fracturing along the axes of drifts that were mined several months later. The success of general stress measurements by hy- draulic fracturing of salt subjected to anisotropic stress conditions was and remains less certain. While the smallest in situ compressive stresses should still be equal to instantaneous shut-in pressures, there may not exist any unique relationships between the greatest and intermediate in situ principal stresses on one hand and the primary breakdown and fracture reopening pressures on the other. This problem would be a consequence of stress relaxation due to salt creep around any drillhole in which hydraulic fracturing tests are conducted. Moreover, lab- oratory measurements suggest that creep and stress relaxation could be so rapid that it might not be possible to interpret the measurements for anisotropic stress conditions even if hydraulic fracturing were performed as soon after drilling as possible. The primary objectives of the stress measurements in the WIPP were met by combining hydraulic fracturing tests with finite element analyses of the effects of salt creep, observations of hydraulically induced fracture pat- terns, and laboratory hydraulic fracturing tests on oriented core. In situ hydraulic fracturing tests in long drillholes were preceded by several trial tests to establish the best test methods and to demonstrate that salt could be fractured. The resolution of anisotropic stresses and special problems, e.g., in the identification of instantaneous shut-in pressures, are currently being addressed in hydraulic fracturing tests in a mine pillar, in tests following different delays between drilling and fracturing, and in tests with different frac fluids. This paper will review the main results of the analyses above and of one group of hydraulic fracturing tests at different distances from existing excavations. The paper will conclude with a brief description of the geometry of the hydraulically induced fracture patterns. Because of space limitations, it will be assumed that the reader is familiar with hydraulic fracturing or will first consult other sources (e.g., Cleary, 1980; Gronseth and Detournay, 1979; Zoback and Haimson, 1983; Nemat-Nasser et al., 1983; Kim et al., 1984)

Lateritic gold has been the object of study only for a very few years, though nuggets have been mentioned in earlier works even as early as 1984 by Hartt in Brazil. In Mato Grosso State, lateritisation is intense, as is common in all tropical forest areas of the world. Exploration has revealed the presence of recoverable "nugget gold" of variable sizes (30 - 200 gms) but frequently of good size (0 - 40 gms), especially near Cuiaba and Alta Floresta regions. In both of them the host system is a lateritised breccia indicative of a fault or shear zone breccia, though in different lithological domains. The Cuiaba occurrences are phyllitic and show a profile as follows, from top to bottom: 1) Compact ferralite crust. 2) Oolitic to pisolitic compact crust (+ some gold). 3) Mottled concretionary laterite crust. 4) Lateritised "eluvial material" (gold nuggets). 5) Mottled patchy to banded laterite. 6) Banded lateritised phyllite with lenticular to banded goethite. 7) Altered red goethitic phyllite, with quartz veins (+ fine gold). 8) Unaltered grey phyllite with quartz veins (Protore). The Alta Floresta-Juruena River occurrences are volcano-sedimentary and show a profile as follows: 1) Deep brown siltitic, argillaceous and arenaceous material with organic matter (+ gold). 2) Modular and concretionary laterite, compact and indurated, with arsenophyrite in quartz fragments (gold nuggets). 3) Band with silty-clayey matrix and arenaceous in nature. 4) Bedrock meta-arcosian arenite. 5) Volcano-sedimentary with rhyodacites and andesitic basalts, with intercalations of arkosic and greywacke nature. Breccias and quartz veins, and granites associated in different portions (Protore).

12.1 INTRODUCTION This chapter deals with the tools required to design leach operations to minimize spillage from leach pads and ponds and erosion damage during flood events or prolonged wet periods. It outlines methods used to design for prolonged dry periods when water shortage can be a problem. Seasonal operational aspects such as winter shutdown and coping with spring snowmelt periods are also discussed. General criteria useful when designing pregnant and barren solution ponds are also outlined. The aim of these notes is to provide designers and operators with a simp1ified approach to developing design parameters which make effective surface water management easy to achieve without resorting to extensive or elaborate analyses. Section 12.2 briefly outlines the types of problems associated with wet climates and floods, as well as dry periods. Determination of flood design parameters is discussed in Section 12.3. Circuit water balance and pond sizing are outlined in Section 12.4. Pond design considerations are included in Section 12.5. Worked examples are included in Section 12.6. 12.2 RAINFALL/RUNOFF PROCESSES There are two types of rainfall-runoff processes that are important when designing heap leach facilities. The first of- these is the short-term, intense rainfall or snowmelt events that occur over a period of a few minutes or hours, causing flooding that can lead to erosion damage and overtopping of ponds and containment dikes. Specific problems that can manifest themselves during these events include: • Washout of access roads; • Damage to containment dikes; • Flood water contamination of circuit water; • Damage to process water ponds by perimeter erosion or overtopping and erosion; • Loss of process circuit fluid due to breaks in containment dikes or process water ponds; and • Erosion of leach pile and consequent sediment contamination of process fluid. Other types of rainfall -runoff processes that could cause problems are the long-term-(generally months-long) wet or dry periods. Extended wet periods

Introduction The reclamation of mine/mill tailings areas is undertaken for a variety of objectives including safety, appearance, economical use of lands and forests and long term storage of a future resource. The establishing of criteria for these objectives at any site is a shared task of the government and mining company. Our attention in this paper is directed to uranium mine/ mill tailings as they are handled in the Canadian industry and in the unique Canadian climate. We focus our attention on the state of the art. Uranium is a ubiquitous mineral forming an average of 4 g per tonne of the Earth's crust. Ores are mined at about 500 g per tonne so that the residual content of uranium in tailings is comparable to average background levels. However, as in most mine/mill operations, the ore contains other minerals that become readily mobile after milling operations. Thus the main objective of tailings impoundment is the stability both physically and chemically of the mobile materials. Since the requirements for the operation and construction of tailings areas in Canada have changed considerably over the past decade, there exists a great many mine/mill tailings areas which while considered adequate in their day, would not meet modern criteria. However, most of these installations pose no concern or hazard to the public. The proximity of mine/mill development to inhabited land areas has necessitated more stringent modes of tailings operations and provisions for tailings site reclamation. The more important of these have been: 1) the prevention of dyke failure, with large liquid-solid outflows onto adjoining lands, and 2) the prevention of seepage from the tails of pollutants such as chlorides, sulphides, heavy metals and radionuclides. Uranium mill tailings are discharged as a slurry from the concentrator after the removal of generally only about 1000 g, or less, per tonne of uranium from the as-mined ore. As a consequence, a great volume of low level activity waste is generated. The apatite deposits in east-central Bahia, Brazil, are about 50 km east of Serra do Jacobina, between lat. 11° and 12° S. and long. 39°40' and 40° W. Apatite was found and examined at 15 localities in a mineralized belt that strikes about N.25° - 30 W. over a distance of about 100 km, but the size of the deposits has not yet been determined. Rocks of the region consist of a sequence of Precambrian migmatites and quartz feldspar paragneisses containing units of pyroxene-rich rocks, lenses of sillimanite-bearing quartzite, amphibolite zones, and calc-silicate marble lenses. Pegmatites and granites of probable anatectic origin (anatexite) are abundant. Faults are numerous. Clastic sediments of Tertiary and Quaternary ages cover most of the area; thus, outcrops of the Precambrian rocks are sparse. Trenches and pits have exposed mineralized zones as much as 10 m wide at some localities within the region. A layer of apatite at least 1 ½ m thick is exposed in a trench at Lagoa do Mel. At Rio do Peixe, vertical shafts have penetrated a mineralized zone, to a depth of as much as 13 m, of which about 25 percent is apatite. Apatite is massive or forms minute crystals, stringers, and disseminated grains in alkalic host rocks. At Apolinario, euhedral crystals of apatite are as much as 50 cm long and 30 cm in diameter. Associated minerals include vermiculite, biotite, scapolite, opal, chalcedony, epidote, montmorillonite, chlorite, kaolinite, sericite, magnetite, and limonite. Apatite is everywhere intimately associated with pyroxene-rich rocks, alkalic syenite pegmatites, and alkalic granite pegmatites. At Panelas-Retiro, apatite is associated with pegmatites, crystalline calcite (vein calcite), vermiculite, and pyroxene-bearing rocks. Analyses of samples show that the apatite is radioactive and rare-earth-bearing. Traces of vanadium and titanium were detected by spectroscopic analysis. The apatite was probably derived from phosphatic zones in the original Precambrian sedimentary rocks and has been crystallized and some mobilized by high-temperature regional metamorphism (higher amphibolite facies) into veins, pegmatites, and along certain preferred beds and fractures. Radiometric and geophysical surveys, in addition to conventional geological investigations, are planned to further investigate the nature and economic potential of the deposits.

SHELDON P. WIMPFEN The measure of the success of any mining operation is the size of the difference between sales realization and cost of product, including operating, sales, administra¬tive, capital and others. Evaluation of a mining project necessitates projecting costs and sales realization as accurately as possible. Possible variations in specific cost elements and sales prices must be considered. To accomplish this, project studies should include giving effect to possible fluctuations to determine the break¬even points with varying costs and prices. Development of cost data is never an easy task. Mining is characterized by a great variety of conditions which result in still more variables. Achieving realistic figures as of any specific time involves consideration of changes, which may be frequent, in labor-contract terms and equipment used, variations in working condi¬tions and mining practices, and changes in mineralization and metallurgy. The purchasing power of the dollar, which has been declining persistently, also affects the situation at any given time. The only thing that can be said of costs, with certainty, is that they will change. With this in mind, the "guideline" data in this section are offered for the use of the mining engineer. It was provided for the most part by representative companies, whose contributions are gratefully acknowledged. In reviewing the tabu¬lations and other material it is of course necessary to remember that the data presented are valid only for the time periods specified, and will change with changing economic conditions in any other. 31.1-CAPITAL COST OF PLANTS Plant capital costs are set forth in Tables 31-6 and 31-7 by year of construction. To estimate capital cost of plants built in future years, various cost bases and indexes are utilized. INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores, such as cobalt, platinum, gold, silver, etc. Flotation of metal sulfide ores has been successfully practiced at the industrial scale for more than 50 years. It is the relative technical/economic ease of floating metal sulfide minerals that has been a major driving force behind the rapid expansion in the supply/demand of metals over this 50 year period. It is estimated that 1.6 billion tons of feed sulfide ores are processed each year in the free world based on the froth flotation process, Klimpel (1987) and the manufacture/use of associated chemical reagents is a major portion of the 1.5 billion dollars (U.S.) free world mining chemicals business, Klimpel (1988b). The use of froth flotation appears to be increasing partially due to the ever decreasing feed grades and liberation sizes of the feed minerals. Froth flotation has shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a variety of equipment configurations. Such operations exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the widely used mechanical flotation cell is scalable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required -- pH regulators, frothers, collectors, activators, and depressants -- are all relatively inexpensive and common. They are not usually used in large quantities. While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very ample. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic sources having suitable-grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 987 were known and manufactured in some form 25 years ago. This is clearly not typical of reagent development in other process-related industries. In addition, the industrial-scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully on an industrial scale for many years. Thus the industrial process of froth flotation, especially as applied to the recovery of sulfide minerals, poses a dilemma: such a process is widely used, economic, versatile, forgiving, etc. and yet is still not very well understood in a mechanistic sense leading to prediction of results from fundamentals even after 50 years of usage. Lack of such predictive ability has not limited the general over-all industrial use of froth flotation in sulfide mineral recovery. Rather the lack of

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. There are a number of factors, including mine geometry, local geology, geotechnical properties of overburden materials, surface topography, sequence of overburden strata, and extraction rate, affecting characteristics of surface subsidence imposed by large underground excavation. Among the factors, the first three have the major impact on magnitude and area of influence of final subsidence. Hence, a model has been developed, considering mine geometry and geologic and geotechnical properties of the associated area, to predict maximum possible subsidence and subsidence profile at any cross-section within the subsidence influence zone. Based on extensive field measurements and mechanics of strata behavior, under the action of overburden pressure in the vicinity of the large underground excavation, the vertical plane of influence zone has been divided into five areas: 1) excavated, 2) caved, 3) fractured, 4) highly deformed but continuous, and 5) subsided zones. In the final state of subsidence each area maintains a certain volume expansion/contraction, i.e. a factor which depends on geologic, geotechnical properties of overburden strata and state of stress within the subsidence trough. The cumulative volume expansion and contraction partially compensates for the extracted volume and the difference between the two is reflected as the subsided area in the form of the area within a curve defined by a probability function. The input parameters for the model are mine geometry (i.e. length and width of the panel), depth of cover, and geologic and geotechnical properties of overburden strata (i.e. percentage of hardrock, sandstone and limestone, and soft rock, shale within the overburden strata and Rock Quality Designation). The model calculates angle of draw for the site, expansion factor for each zone utilizing empirical relationships, maximum possible subsidence and plots the subsidence profile curve. The model is developed for a longwall excavation with unique characteristics of prediction of angle of draw and maximum possible subsidence for a given geologic and mining condition at any cross-section within the influence zone of subsidence.
