Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

Three large deposits of good quality lignite were located and delineated in the Central Otago region between October 1978 and July 1979. The program was initiated and funded by Mines Division of the Ministry of Energy as part of the national Coal Resource Survey. The exploration work was carried out by Lime and Marble Limited on a contract basis (Bowman, 1980). The three deposits were all potentially mineable by open cast methods and possessed combined indicated and, inferred reserves in the order of 1000 x 106 tonnes. They ranked with the previously discovered Eastern Southland 1ignites and as such constituted an important national energy resource. Fifteen months later a second more detailed investigation of similar duration was undertaken by the Liquid Fuels Trust Board (LFTB). The objective was to upgrade and refine the geological data base of all of the nine South Island 1ignite deposits in order to make preliminary economic assessments of their potential. Again Lime and Marble Limited acted as the exploration operator (Bowman, 1981a, 1981b, 1981c).

The problems of using comparatively simple x-ray diffraction equipment for quantitative analysis are examined. Internal standard and direct calibration procedures based upon the measurement of integrated diffraction energy (diffractometer peak area) have been developed for the determination of quartz in Broken Hill dusts. By these methods an accuracy of ± 10 per cent of the true value can be obtained and this can be improved to ±2 1/2 per cent by statistical methods if necessary.Rapid analysis for the components quartz, muscovite, rhodonite, galena, fluorite, sphalerite, calcite, and garnet has been developed by adaptation of direct calibration procedures and use of maximum diffraction energies (diffractometer peak height). THE following note describing the behavior of copper under rather unusual conditions is offered here for its suggestiveness rather than as a complete study of the question. The examinations described were made because of a request for information concerning the embrittlement of copper when heated in a molten salt bath (sodium chloride) for the purpose of cleaning it, as well as for softening it. It is well known that metals may be rendered very brittle by electrolytic action, in aqueous solutions, in all probability by the action of nascent hydrogen, and it was suspected that perhaps the embrittlement of the copper by means of the molten salt was produced in a somewhat similar manner. It was found that the copper was in contact with iron (or steel) while immersed in the molten salt, through the occasional use of an iron stirring rod, iron forceps for handling the pieces, and an iron pot for containing the fused salt. In the electrochemical potential series iron and copper stand some distance apart, copper being electronegative to the iron. Assuming that the two metals bear a similar relation to each other, when immersed in a bath of molten salt, as they do in an aqueous solution, they would be expected to form a galvanic couple, the copper being the cathode. By this means the copper might be embrittled, as often happens in aqueous solutions, by the action of the liberated hydrogen. In this case, however, the embrittlement must be attributed to some other agent than hydrogen. To demonstrate how copper may be embrittled under these conditions, two small rods, one of copper and the other of mild steel, approximately 3/8 in. (9.5 mm.) in diameter, were immersed in a bath of sodium chloride that had been heated somewhat above its fusion point (melting point of sodium chloride is 819° C.) and an electromotive force of approximately 6 volts from a storage battery was impressed upon the system. This exposure to tremolite asbestos and fibrous erionite is typified ??domestic?? due to its prevalence in regions with natural deposits of tremolite asbestos (or fibrous erionite) where the material from tremolite asbestos or fibrous erionite is used for domestic applications such as whitewashing. However, these exposures may be useful in examining the potential consequences of even small amounts of amphibole asbestos fibers in the ambient air. It can also elucidate the effects of fibers that behave like amphibole asbestos. History In approaching the subject of diamond-drilling practice, a brief history of the origin and development of the diamond drill may be of interest. The use of black diamonds for boring holes in rock was discovered in 1863 by Rudolph Leschot, a French engineer. In 1864, he employed a diamond bit to bore holes for blasting purposes in the construction of the Mont Cenis tunnel between France and Italy. The method was introduced and developed in the United States in the late sixties. The first deep hole was drilled for coal in 1870, near Pottsville, Penn., by M. C. Bullock. This hole was seven hundred and fifty feet deep. It can be inferred that the diamond drill was introduced into Canada in 1871, when a bore-hole, known as Harper's bore-hole, was drilled for coal at Springhill, Cumberland county, Nova Scotia; and at the old Silver Islet mine, near Port Arthur, the diamond drill was in use as early as 1872. Diamond Drills While M. C. Bullock was developing the diamond drill for exploratory work, the Sullivan Machine Company, of Claremont, N.H., was developing the diamond channelers and gadders for quarry work. These quarry machines were very successful until the high price of black diamonds became prohibitive. In 1878, Albert Ball, chief engineer of the Sullivan Machine Company, designed the Sullivan diamond drill so well known today. The first of these drills went to the Lake Superior iron ranges. After 1880, use of the diamond drill expanded rapidly and spread to all parts of the world where exploratory work was being done. In recent years, the type of diamond drill has not changed much, but better material is going into its construction. Steel castings have replaced cast-iron. Ball and roller bearings are now used instead of brasses and babbits. Gun lubrication has eliminated the oil-can. These improvements make a drill that can be operated for long periods without expense for repairs.

In 1887 I proposed slight changes to the classification generally used, for more convenient description of our coal-fields in my report on the statistical history of coal in the States during 1886 for the United States Geological Survey. So far, most social performance monitoring systems have not gone beyond listing the impacts on various stakeholders. Executives have had to rely on intuition to devise interventions that would improve the impacts. This paper describes a survey process, known as the Stakeholder 360 (S360), which eliminates much of the guesswork. The paper reviews key studies showing that raising the levels of communication, trust, and common vision among stakeholders leads to the acquisition of the resources needed to improve the socio-economic situation. Therefore, the Stakeholder 360 measures the levels of these three factors in the relationships between a company and its stakeholders, and among the stakeholders themselves. In a validation study at a gold mine in rural Papua New Guinea, the S360 produced a socio-political ?roadmap? that showed management and stakeholders alike which relationships need more communication, trust, or common goals/vision. Management used the findings to create alliances that helped the government move forward on a regulatory regime for the mine closure. The community used the findings to focus its planning for life after the closure. An S360 survey conducted six months later revealed a decline in dependence on the mine and an overall increase in levels of mutual understanding.

Keywords: Self-propagating high temperature synthesis, AlN, Powder synthesis The particle size and shape effects of starting raw powders on the synthesis of aluminum nitride by self-propagating high temperature technique under high nitrogen pressure were investigated with various AlN diluents and Al reactants. It was found that the structure of beds of the starting raw particles largely affected the pore channels for nitrogen gas infiltration as well as the passages for combustion propagation before and during the reaction, resulting in the morphology and purity changes of the synthesized products. The AlN product of purity over 98% with about 30 microns was obtained.

"INTRODUCTION As one of the most pressing and important political debates of this century, climate change has captured global attention and is forcing governments to take action towards decreasing GHG and carbon emission levels below what was previously thought to be necessary. With the ever-increasing price of diesel fuel accompanied by the popular topic of carbon taxes and greenhouse gas emissions, the mining industry is looking to industry specialists for assistance. The benefits of a no-idle policy reach far beyond carbon reduction and fuel savings, ranging from decreased maintenance to increased engine life. With products like battery powered A/C systems and diesel-fired heaters, going no-idle is easier today than ever before. With both systems being manufactured to withstand the harsh environments of the mining industry, the end user will see a seamless change from conventional, inefficient belt-driven systems to future, stand-alone mobile equipment HVAC. THE HISTORY OF GHGS AND CLIMATE CHANGE In 1896 Svante Arrhenius first claimed that the combustion of fossil fuels may eventually result in enhanced global warming, but not until 1955 did Gilbert Plass draw global attention to global warming by summarizing that adding carbon dioxide to the atmosphere would intercept infrared radiation and thus warm the earth. Then in the early 1960’s Charles Keeling developed modern technology to produce concentration curves for atmospheric CO2 (Figure 1). In 1988 the Intergovernmental Panel on Climate Change (IPCC) was founded by the United Nations after acknowledgement of a rising global annual temperature. The IPCC consists of over 2500 scientific and technical experts from more than 60 countries, and because climate change could not be solved by a single country, the Kyoto Protocol was negotiated in 1998 requiring all participating countries to reduce their GHG emissions by at least 5% from the 1990 levels. The Protocol was signed by 186 countries in 2001 (since then several countries have retreated from the agreement, including the United States)."

This job was done in Morristown, NJ, with mono fluid system jet grouting for the construction of a new bank building. After the demolition of the existing two story structures, an excavation in loose sandy fill materials was necessary in order to reach the new structure basement level. Due to this jet grouting was selected as a medium to provide both excavation support and permanent underpinning, minimizing the adjacent building settlements. These two adjacent buildings were partially underpinned with a "gravity wall" made with 2 and 3 rows of secant vertical and inclined jet grout columns. Besides the classical jet grouting control methods, during the jet grouting execution, all the drilling and grouting parameters were recorded by a proprietary system called "Slogger". Additionally, after the jet grouting execution, an innovative result control technique was used by means of the application of the same parameter recording system. Some of the production columns were re-drilled and a comparison was made between the obtained drilling parameters and those obtained for the same age test columns. Under the referred existing conditions and in comparison with the conventional underpinning techniques, this project demonstrated that jet grouting, with proper execution and result control, can be faster than them and can maintain the building structural stability and act, at the same time, as a retention system minimizing the existing building settlements.

Fragmentation analysis of blast or crushed rock material is a time-consuming and costly process. During the last two decades, the mining industry has been investigating image-based analysis systems as an alternative to generate fragmentation results. Many image-based techniques and commercial products have emerged during the last few years, and the mining industry has recently begun using these tools for real-time estimation of size distributions. Some existing systems require manual image editing to add or delete edges (or net) before executing the fragmentation analysis routine. This manual procedure may take hours of time for each image analyzed. Reliable and robust image segmentation should be able to handle a wide range of rock textures and sizes under a variety of lighting conditions. This paper describes a novel software application, which has the capability to autonomously capture images and analyze them to generate the particle size distribution. The system can also process a batch of images captured during a fixed duration of time and produce the overall particle size distribution. The new method has different layers of segmentation modules, which allows the system to operate under a wide range of rock textures and lighting conditions. A new grey-level slicing technique is developed which can perform under a range of illuminating conditions. The Canny-based edge detection technique is used to segment rocks appearing in dark regions.

"Les Terrains Auriferes (LIA) Property, formerly the Malartic Goldfield (Goldfield) mine, ceased its remaining milling operations in the fall of 1994. During the early years of mining, the mill processed a non-sulfide ore with substantial carbonate mineralization.In 1977 after an extended shutdown period, ore from a nearby property, Bousquet, was processed at the mill. That ore contained larger quantities of sulfides, and unlike the old tailings, had acid generating potential.Upon closure of the L TA mill, the closure options considered for the L TA site were to cover with:1. a thin cover of 0.5 metres of borrow material (sand and gravel) to achieve basic erosion protection/stabilization; collect acidic seepage and treat with lime.2. a 2 metres of non-acid producing tailings; final surface to be vegetated.3. an engineered oxygen barrier consisting of a multi-layer cover; final surface to be vegetated.The paper presents the technological and economical methodologies that were used to select the closure alternative, describe the associated construction challenges that were faced with the implementation of the multi-layer cover concept and presents preliminary results on the cover's performance.In addition to being the first full scale demonstration of this type of multi-layer engineered oxygen barrier cover technology, this project had the advantage of using non acid producing mine tailings as part of the reclamation solution."

Multiple-seam mining operations induce surface subsidence basins different from those caused by mining in a single coal seam, and also disturb the mining operations in the other coal seams. A computer program, CISPM-MS (Comprehensive and Integrated Subsidence Prediction Model for Multiple Seam Mining), has been developed to predict the final surface movements and deformations as well as the interactions associated with multi-seam coal mining operations. The program applies a newly developed subsurface subsidence prediction model that is able to consider the geological stratification variations. In predicting surface subsidence, the surface movements and deformations caused by the individual mining operations as well as the interactive effects are all considered. A case study is conducted in this paper for validating the program.

Functional mineral pigments are used in large quantities in paint, paper, plastics, rubber, textiles, agriculture, and several other industries. U.S. consumption in 1969 is estimated at over 5 million tons a year, valued at nearly $150 million, as shown in Table 1. Originally extender pigments were employed only to lower cost. They were thought of merely as adulterants to replace more expensive prime pigments and binders. However, over the years their role has become better understood, and today their main functions are: - Increasing strength, stability, and service life. - Improving surface properties. - Enhancing application and processing properties. - Extending prime pigments. - Controlling viscosity and package stability - Lowering overall costs of the finished product. The principal minerals used as functional pigments are kaolin, ground calcium carbonate, talc, and asbestos. Other minerals include barytes, attapulgite, diatomite, mica, ground silica, wollastonite, and nepheline syenite. Several synthetic products, including precipitated calcium carbonate; precipitated, gel, and fumed silica; alumina trihydrate; and barium sulfate, compete with mineral products. They are more expensive, but often have more closely controlled particle size or other properties because they can be tailor-made according to the requirements. This paper covers only natural products selling for $10 or more a ton, approximately the lower limit for pigment grades. Data refer only to consumption in pigment applications. For example, such applications as filter aids for diatomite are not included. Key properties of the major mineral pigments are given in Table 2. It is important to note that these properties are primarily physical rather than chemical. In general, these products are sold to performance specifications for what they can do rather than on chemical composition specifications on what they contain.

Early in my term of office it was announced that my Presidential Address would make particular reference to the subject of Mine Taxation in Canada. With this purpose in view there was drafted a Balance Sheet and Earnings' Statement of a Gold Mining Company. This in turn was submitted to the Dominion Income Tax Authorities in Ottawa and to the Minister of. Mines of each of the several Provinces of Canada. The response to the invitation was not as complete as we had hoped it would be, but the figures that were obtained will be presented during the present meeting, and they constitute, I hope, a sufficient basis for extended study and additional enquiry during the year to come ( 1) . In the form letter that accompanied our request to have the submitted earnings assessed, I made the following assertion: "In this work we have three objects in mind. 1.--We will get direct comparison between the different Provinces in Canada. 2.-We will in this way educate our members concerning taxation as it affects the mining industry. 3.-We will publish the details as to how the assessment is calculated by each body, so that a Mine Manager in the most remote district will have a ready reference to guide him in his annual return to the taxing bodies. As things stand, there is no intention of making this a basis for a critical attack on the present rates assessed. It is intended as an authoritative summary of actual conditions as they presently exist".
