Rare earth metals (REMs) play a significant role in the manufacture of permanent magnets, fluorescent lamps, catalysts, medicines, super alloys etc. Recently, China, which controls 97% of world trade in REMs, imposed restriction on its export. Consequently, the global demand of REMs is escalating and is expected to exceed the supply by 40,000 tonnes annually. Present review paper reports the flow-sheets of commercial processes based on pyro-hydro and hybrid techniques as well as systematic research for process development to recover REMs from primary and secondary resources. This review paper also reports the recommendation and future prospective to fulfill its demand and supply gap keeping in view environmental prospective.

"The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

A mine is essentially a series of operations, including drilling and blasting, crushing, milling, flotation, and leaching, that are interconnected and therefore interrelated, with the performance of one operation affecting the performance of another. Optimizing each stage separately without considering the whole system often causes potential economic benefits and energy savings to be missed. However, the PIO methodology is a thorough approach which considers these individual process activities within the context of the whole process. The basic principle is to optimize the process as a whole, rather than each process step in isolation from the others. Metso?s Process Technology and Innovation (PTI) group offers a global consulting service for the mining and construction industries. A significant amount of this consulting work involves process integration and optimization (PIO) studies. When conducting a PIO study, every aspect of the process is considered. In addition to drilling and blasting, transportation, handling and storage, crushing, screening, grinding, flotation, separation, and recovery, other aspects including equipment utilization and energy consumption and even greenhouse gas emissions are also included if necessary. In a PIO project, it is very important to understand what type of material is being processed at any point in time. That is, which domain or domains is the material part of? This is necessary in order to observe the effect of different ore sources (and the blending of sources) on concentrator performance. Linking the ore from the pit to the concentrator required the development of an ore tracking system. As a result, PTI developed a radio-frequency based material tracking system called SmartTag?. This system allows tracking of ore from its source through blasting, run-of-mine (ROM) pads, crushers, intermediate stockpiles, and finally into the concentrator. Using the SmartTag? system, definitive correlations can be made between the performance of the plant and the plant feed characteristics, including the domain from which the feed ore originated. Since its commercialization in 2007, SmartTag? has been used in the majority of PTI?s consulting projects and several permanent systems have been installed worldwide1. Successful applications of the SmartTag? system have encouraged development to allow the system to be used in a wider variety of plants, in particular plants with finer crushing and screening stages. This paper describes how the SmartTag? system is being utilized by PTI and the benefits being gained by its use in PIO projects, as well as presenting some case studies.

"This study presents an approach to establishing relationships between metallurgical performance and the characteristics of the bubble population (gas dispersion) inside flotation cells. Bubble size Db, superficial gas velocity Jg, and bubble surface area flux Sb (Sb = 6Jg/Db) measurements were obtained along with metallurgical samples in full-size equipment processing different ore types. The gas dispersion was manipulated by changing the operating conditions of the cells (gas flowrate and frother type) and the metallurgical performance (grade-recovery) was determined. In two cases, the Sb had a strong relationship with grade and recovery, hence, Sb could be used as practical operating parameter. In another case, Sb did not correlate with recovery. The reasons were attributed to creating small bubbles using frothers with desired anti-coalescence properties. This illustrated that bubble size was the key parameter for metallurgy rather than Sb.INTRODUCTIONUnravelling the mechanisms that govern the relationships between metallurgical performance and the characteristics of the bubble population (gas dispersion) inside a flotation cell remains a major challenge. Information on this subject is scarce in the literature, particularly, plant-scale data. The report of Jameson and Allum (1984) appears to be the first gas dispersion study conducted in industrial (mechanical) cells. To introduce concepts, some aspects of their work are reviewed here.The prime motivation of that study was to establish whether any particular cell design (among 44 cells surveyed) could produce very small bubbles (< 0.1 mm), which laboratory research suggested would increase the recovery of fine particles. Although one of the outcomes was that the (examined) cells did not seem to produce such small bubbles (Sauter mean1 D32 ˜ 0.9 mm), the analysis highlighted the importance of including other factors. Jameson and Allum indicated that, besides bubble size (Db), other characteristics of the bubble dispersion should be considered, namely: gas holdup ?g – the fraction of cell volume occupied by bubbles, superficial gas velocity Jg – is the gas flowrate divided by the cross-sectional area of the cell and, bubble surface area flux Sb – the rate of production of (new) bubble surface area (m2/s) per m2 of cell cross-sectional area. It should be noted that, whereas Jg, ?g and Db can be measured directly, the Sb is derived: Sb = 6Jg/Db, where Db is usually substituted by the Sauter mean diameter (D32)."

AN analysis of the bituminous coal situation by an authority who traces the production, mining, safety, markets and labor trends in comparison with other fuels. BEFORE 1918 the production of coal experienced a steady growth, with slight recessions in ouput in only twelve years (1837, 1841, 1852, 1855, 1861, 1874, 1876, 1889, 1894, 1905, 1909, 1914), and in each of these cases the loss was recovered in the following year and the increase continued. In each decade the output was doubled. Prices, while not high, allowed some profit. In 1918 during World War I, an output of 580 million tons was reached and with the exception of 1923 this total was not again reached until 1942, in World War 11. Losses of output in this period were much greater than ever before; in 1932 the total was 270 million tons less than in 1918 or 1923, and the loss after 1923 was not recovered until 1942. The greatest output was 631 million tons in 1947.

Silicon Carbide is an excellent refractory material. Its physical properties make it extremely useful, particularly in applications where corrosion resistance and wear are important considerations. Commercial silicon carbide refractory is frequently manufactured by bonding silicon carbide particles with clay; however, clay may cause problems in the sintered products. This study investigates the potential of replacing a portion of the clay with andalusite powder. The results show that micron size andalusite powder can improve not only the strength of the refractory but also the sinterability. The mechanisms for these improvements are discussed.

P. Mousset-Jones I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The most recent comparative study by D. S. Lindsey of the Montana College of Mineral Science and Technology also shows a similar ranking between ordinary kriging versus probability kriging, which is an extended version of indicator kriging. "A shored enclosure was required to access a control structure upstream below the dam of a deep lake. The shoring involves the interaction of the structure, soil, and water and the loads imposed include the hydrostatic forces of the water, soil pressures as well as dynamic forces due to currents and waves. Deep excavation support systems have traditionally been designed using classical methods that involve direct computations of earth pressures. However, traditional analysis does not take into account soil-structure interaction. Numerical modelling offers better means to analyze soil-structure interaction. This paper presents a 2D finite element (2D-FE) analysis of a deep excavation support structure that was required to remove and replace a control structure at the upstream toe of a dam. The sheet-piling shoring was designed to withstand the lateral pressures from 14 m deep free water and 5.5 m deep excavation below the free water to reach the required excavation level to replace the gate structure. Elastic-plastic analyses were performed to predict the stresses and deformations of the complicated shoring structure and excavation bottom. The soil parameters, procedures used to develop the 2D-FE model, and the results are discussed in this paper. The shoring system is currently under construction.INTRODUCTIONA deep shoring system enclosure is required to keep out water and soil and to provide a support for unbalanced loadings due to dewatering and/or, excavation in order to permit construction of the permanent structures in the dry. A braced shoring system consists of a single wall sheet piling which is driven into the ground to form a “box” around the excavation site and is braced on the inside. After bracing the sheet piling, seal concrete is placed into the bottom to prevent water from seeping into the open excavation from underneath the sheet piling, and the water is pumped out to provide the dry work area. The braced shoring involves the interaction of the structure, soil, and water and the loads imposed include the hydrostatic forces of the water, soil pressures as well as dynamic forces due to currents and waves. Deep excavation support systems have traditionally been designed using classical methods that involve direct computations of earth pressures, (active, passive, or apparent pressures). There have been some uncertainties regarding the actual distribution of earth pressures due to influence of the support wall flexibility, as these traditional methods do not take into account soil-structure interaction. Numerical modelling offers better means to analyze soilstructure interaction."

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, The United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Norway, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

Navachab Mine experiences difficulties with pit wall stability in certain areas of the mine. The main reason for the instability is the fact that the geology comprises many joints and faults. Blasting, without impacting negatively on the stability of the pit walls, poses a major challenge.

The production of oil during the early development of new oil fields is usually accompanied by large quantities of natural gas. Since in most fields gas under pressure is the main source of the energy causing the oil to move through the sands into the wells and thence to the surface, coincident production of natural gas will continue as long as present-day producing methods are used. Generally the use of this gas is restricted, since markets are not readily available. Consequently, a large portion of the gas produced is often wasted by being blown into the air. The magnitude of gas waste is well brought out in the following statement by Miller:5 Only a few outstanding examples need be cited to show the enormous production of gas that accompanies the discovery of new sources. In April, 1927, the Ventura field produced approximately 210,000,000 cubic feet of gas a day; and during the summer of 1927 Alamitos Heights reached a peak gas production of 102,000,000 cubic feet a day; on December 1, 1928, as a result of the summer&apos;s deeper drilling in the Long Beach field, surplus gas production amounted to 125,000,000 cubic feet a day. It is estimated that in January, 1929, the Santa Fe Springs field will have a daily gas production of 387,000,000 cubic feet from the recently discovered Buckbee oil zone. Of this amount 274,000,000 cubic feet a day will be the surplus above the amount required for field and plant fuel, taken out by utility corporations, and that used in repressuring the Meyer sand which lies above the Buckbee zone.

In the UK, powered supports are normally salvaged from longwall faces on completion of production, for reuse on the next unit. Where a spare set of supports are held, the salvaged supports are often stored in underground roadways awaiting installation. One mine in the UK extracts a 5m section, and holds two sets of 2x950t powered supports, each weighing approx. 35t and having closed dimensions of 8m long, 2.5 high and 1.75m wide. As the first set would not be required for over 12 months, and because of space limitations below ground, it was decided that the supports would be left in situ, the district sealed, and reopened at a later date for support salvage. The paper described the decision making process, and the inertisation of the sealed district utilising nitrogen generated on the mine surface and piped to the point of use. The re-entry and re-ventilation of the district are also described. The paper then goes on to describe in more detail the discovery of a spontaneous combustion event that occurred in the waste behind the powered supports, and its treatment and control using extra nitrogen brought to the mine by tanker and introduced at strategic locations along the faceline via boreholes, leading to a successful salvage and re-sealing.

The development of forced aeration as an approach to enhancing copper sulfide leaching is traced from its earliest development up to present day operations using this technology. Both large-scale field tests and commercial operations are covered. The historical portion is preceded by an introductory discussion of the role of air (oxygen) in sulfide leaching. Sufficient aeration may be achieved via naturally induced convective airflow. However, cases are identified where this is insufficient, leading to retardation of the sulfide leach rate. For these situations, forced aeration may be beneficial. The historical portion of the paper focuses on the major field tests that have been conducted in Montana, Nevada and Utah, along with commercial operations in the United States, Australia, Chile and Peru. The paper concludes with some general comments about the applicability of forced aeration, which are based on the information developed to-date.

"Although Canada has achieved one of the highest living standards in the world, people and organizations have, over the past decade, begun to question the cost and means of this achievement. Concern has been expressed about the degree of environmental disturbance arising from industrial activities which have greatly contributed to our increased living standards. These industries include hardrock mining, pit and quarry operations, hydro-electric schemes, various agricultural enterprises and urban land developments.In the construction and operation of the above industries many environmental problems arise because the natural vegetative land cover is destroyed or drastically disturbed. Disturbance may occur to such a degree that revegetation is di ffi cult, often it appears impossible. Portions of the environment around such industries remain aesthetically unacceptable and appear to offer little or no potential for future resource use in wildlife, recreation or agriculture.The general public cannot dissociate itself from the activities of the aforementioned industries. It has, over many years, accepted the benefits and conveniences arising from those activities. Despite this, the increasing level of public concern imposes upon industry a need to alleviate or repair past, present and future environmental disturbance. Therefore it is incumbent upon industry to modify present technology or develop new techniques which would allow the disturbed environment to be easily and rapidly repaired."

This U.S. Bureau of Mines report reviews the first 2 years of the agency&apos;s progress in implementing total quality management (TQM), which the agency refers to as Quality Improvement (QI). All employees have been trained in basic TQM concepts, a cadre of facilitators has been selected and trained, and 13 Bureauwide teams are addressing specific issues that were identified by Bureau employees nationwide as problem areas. Also in place are a Quality Council composed of the Bureau&apos;s top executives, a Quality Management Board, and eight QI Working Groups to provide a national 01 infrastructure. There are also Quality Steering Groups at each Bureau location nationwide to address local concerns. In addition to the narrative text, the texts of salient memoranda and other documents are included as appendixes.

The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings and one fatality. To better understand the factors contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out studies in a 12-foot diameter sphere to identify key factors that may enhance the levels of CO associated with the detonation of several commercial trenching explosives. The gaseous detonation products from emulsions, a watergel, and ANFO blasting agents as well as gelatin dynamite, TNT, and Pentolite boosters were measured in an argon atmosphere and compared with those for the same explosives detonated in air. Test variables included explosive formulation, wrapper, aluminum addition, oxygen balance, and density. Major contributing factors to CO production, under these laboratory test conditions, are presented. The main finding is the high CO production associated with the lack of afterburning in an oxygen poor atmosphere. Fumes measurements are compared with the manufacturer’s reported IME fume class and with the Federal Relative Toxicity Standard 30 CFR Part 15 in order to gain an understanding of the relative toxicity of some explosives used in trench blasting.

The Washington Suburban Sanitary Commission (WSSC) has recently completed design for the Bi-County Water Tunnel Project. The project will include a 10-foot diameter, 5.3-mile long hard rock tunnel located within the Piedmont Physiographic Province in Montgomery County, Maryland. The rock formations present along the alignment are comprised of igneous and metamorphic lithologies. This paper presents the steps taken to characterize the complex geology along the tunnel alignment into a single ?Engineering Unit? based upon the intact rock and rock mass properties. The Rock Mass Rating (RMR) system is planned to be used as the basis for dividing the ground into three ?Excavation and Support? classes. This RMR approach was selected to establish contractual baselines as presented in the Geotechnical Baseline Report (GBR) and is intended to facilitate management of the ground support characterization during construction.

Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant. &nbsp; One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.
