This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

Mineral aggregate, the most widely used mineral resource globally, has attracted little academic or public interest. Of all mining developments, the aggregate resource is seldom factored into resource management decisions. This lack of recognition to the strategic aggregate resource has significant economic, environmental, and social implications. Impact to the economics, the environment, and the community coincide with the key elements of the United Nations concept of ?sustainable development?. To build on the concept, the mining sector contracted the International Institute for Environment and Development to assess how mining activity contributes to sustainability. As a result, a useful assessment process was developed by the Mining, Minerals and Sustainable Development (MMSD) Task Group entitled ?Seven Questions to Sustainability: How to Assess the Contribution of Mining and Mineral Activities.? In Alberta, recent opposition to mineral resource development by community residents offers an opportunity to employ the MMSD?s assessment procedure. The public opposition to the mining activity was addressed through a stakeholder planning process initiated by the municipal council of Sturgeon County, Alberta. As a result the Calahoo/Villeneuve Area Structure Plan (CASP) was formulated and adopted. To measure the effectiveness of the CASP planning process in terms of sustainability, this paper applies the MMSD?s Seven Question assessment to the Calahoo/Villeneuve Area Structure Plan.

The Bureau of Mines made a study of mines and prospects of the Benton Range RARE II area (No. 5056), Mono County, California in October and November 1980. The study area is west of Owens Valley and 30 mi (40 km) north of Bishop, California. The mineral deposits were evaluated by examination of mines, prospects, and mining claims by the Bureau of Mines. Geological, geochemical, and geophysical studies were conducted by the Geological Survey. The principal mineral commodities of the Benton Range RARE II area are gold and silver but tungsten deposits may also extend into the area. Properties with resources are listed in table 1; their locations are shown on figure 1.

Recent hotel investment projects in China often involve very tight programmes for design and construction. An example given in this paper involves a 24-storey reinforced concrete hotel tower with 460 bedrooms and a 3-level podium commercial complex. The building is supported by relatively widely spaced columns and shear walls below which 88 number large diameter piers were excavated through fill, silty and bouldery clay on to dolerite and slate at depths between 15 to 3 0m below ground level. Whereas much experience has been accumulated in Hong Kong, hand-excavated pier foundation was only adopted for the first time in Dalian. This paper describes and discusses the various factors influencing the choice of the type and design of the foundation system. The criteria for determining appropriate founding levels are then explained. During installation, revisions to the acceptance procedure were made to cater for local conditions. Emphasis is placed on the role of the geotechnical engineer in making on-site decisions during construction. The advantage of the foundation system in accommodating on-site changes resulting from local complex ground conditions is demonstrated. The pier foundations were successfully completed ahead of programme.

CAPTAIN JOHN H. BALLAMY John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on August 9, 1918. Captain Ballamy was born at Plymouth, Pa., in 1886 and graduated from the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. He continued this diligent and energetic practice for many years. For sixteen years he continued in the employment of the Delaware, Lackawanna & Western Railroad Company's coal mining department, first as a practical miner, next as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company's office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. CAPTAIN JOHN H BALLAMY. Captain Ballamy's military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers' training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on August 9, 1918.

A water balance model with deterministic and stochastic components was developed and used for the Gilt Edge Mine Superfund Site, South Dakota, to evaluate risks of contaminated runoff discharging to surface waters based on assumed water treatment plant (WTP) rates for different remedial alternatives. The objectives of the modeling were to use a stochastic approach for analysis of precipitation based on historic records, and for probabilistic estimation of annual and monthly runoff from primary disturbed/mining activity areas that currently requires, or will need, treatment at the WTP, water storage and changes in a major pit, and risk of contaminated water bypass of the WTP to a downstream drainage. Subareas/source areas generating contaminated runoff requiring treatment were delineated. A simple water balance model was used based on precipitation inputs and evapotranspiration and groundwater losses. Annual and monthly precipitation records for Lead, South Dakota were used to estimate precipitation at the mine site. A lognormal distribution was estimated for monthly precipitation. The stochastic software package/Excel add-in “@Risk” was used to generate random monthly precipitation values using a Monte Carlo method based on the distributions. The average annual and monthly distribution of pan and lake evaporation, and groundwater losses were also estimated for the site. Stochastic outputs from the model for the end of each month and year included contaminated runoff requiring treatment, water storage in mine pits and the risk of WTP bypass given different assumed WTP rates. The probability of the time required to dewater the pits was also modeled.

"This paper proposes a new direction to implement an underground mine communication system. It presents actual underground communication systems and discusses their technological limits. A new system based on a wireless local area network (WLAN), together with its main systems characteristics, is then proposed. This paper also presents an experimental protocol for radio frequency propagation measurements. Finally, the paper describes the projected implementation of a WLAN in an experimental mine. IntroductionDuring the last decade, a number of Canadian mining companies have invested in modern communications systems in order to automate processes and reduce operational costs. Safety of miners is also a concern, regulated by health and safety regimes.Underground communication systems rely mainly on analog technology (especially the leaky feeder). Digital upgrades have been made to modernize this technology using a coaxial or fibre optic cable to transmit voice, documents, commands, controls, and video. Therefore, all wired equipment can benefit from an increase in efficiency from the digital technology.However, when it comes to mobile equipment, the only medium was, and is, still radio waves. With the advent of the wireless local area network (WLAN) standard, one can use a technology similar to that of the cellular phone to connect transparently different equipment. WLAN enables the transmission at rates higher than 2 M bits of voice, documents, commands, controls, identification, and of course, digital video. This technology was developed with inbuilding use in mind. Now, one can try to adapt it to underground mines."

The research described in this Bureau of Minus report was conducted to improve the chromium-iron ratio of offgrade chromite. Two methods were used: (1) Iron was selectively reduced from chromite by carbothermic reduction in an electric-arc furnace, and (2) a mixture of carbon, chromite, and sometimes fluorspar was chlorinated to remove a substantial part of the iron. Chromite concentrate from the Mouat deposit in Montana and from northern California was used in the test work. Chromium-bearing slag and chromite that had been beneficiated by a roast-leach process were each smelted to produce high-carbon ferrochromium. Iron was selectively reduced in a laboratory-scale., electric-arc furnace. Carbon additions to the smelting charges varied from 40 to 100 percent of the stoichiometric requirement, and slag basicities were varied from 0.4 to 1.0 chromium-iron ratios of more than 4:1 were obtained with 89 percent recovery of chromium in a chromium-bearing slag.

The seismicity of the Witwatersrand Basin and Bushveld Complex has been analysed, revealing significant differences in source and damage mechanisms. A comparison of mining taking place at similar depths and extraction ratios indicates that the seismic energy release rate is considerably lower in the Bushveld Complex. Technologies introduced in the past decade to manage the risk of rockbursting are reviewed and assessed. These include geophysical methods to detect hazardous structures ahead of mining, new mining layouts and support systems, and the mechanization of in-stope processes. Despite important differences in geology, in situ stress, mining layouts and methods, there are many opportunities for the reciprocal transfer of knowledge, experience and technology between the gold and platinum mining sectors to improve the management of the rockburst risk.

A study of the electrolysis of PbS in molten PbCl2 showed cathode efficiencies which increased with current density at fixed sulphide concentrations, and decreased with increasing sulphide concentration at fixed current densities. The anodically produced sulphur dissolved rapidly in the melt, the rate increasing with temperature and sulphide concentration. Experiments with diaphragm cells, made to determine the relative effects that dissolution of lead and sulphur have on the cathodic current efficiency, demonstrated that dissolution of sulphur was the major contributor to the lowering in efficiency.

The selection of Sydney and Port Kembla for the First Ordinary Meeting of the Institute for 1938 was, no doubt, a recognition of the celebrations marking the 150th Anniversary of the first settlement of this country. In selecting a theme for my Presidential Address, I propose to depart from the precedents of my distinguished predecessors, as I feel that this year of celebration is the natural year for a brief review of the history and progress of the Institute.In July, 1892, the Amalgamated Mining Managers' Association of Australasia held its Annual Conference in Ballarat, Victoria, when Mr. Uriah Dudley, who attended as a delegate from Broken Hill, brought forward the advisability of the formation of an Australasian Institute of Mining and Metallurgy. Mr. Dudley was authorised to take such action as he thought fit, and the result was the formation of a Provisional Committee in Broken Hill of men who were mostly members of the American Institute of Mining Engineers. Broken Hill was therefore really the birthplace of the Institute.A circular headed Broken Hill, September, 1892, with the signature of Uriah Dudley, Acting Hon. The problems associated with squeezing rock conditions in tunnels are well known and have been extensively investigated in the past. Although squeezing conditions are predominantly found in tunnels developed in weak rock types it has been noted at the No. 6 Shaft of Hartebeestfontein Mine where the host rock consists of hard, brittle quartzites. This paper investigates typical time-dependent deformation mechanisms in the rock at Hartebeestfontein Mine. The paper will focus on observations made in a strike-orientated tunnel that intersected weak quartzite layers, that were sandwiched between two competent quartzite beds. The observed squeezing mechanism is dominated by creep along bedding planes with a soft talcaceous infilling that behaves in a clay-like fashion when saturated in water. Stress-induced deformation processes, some distance into the sidewall of the excavation, force the already fractured periphery of the excavation into the void. A laboratory study of the creep of intact rock and discontinuities collected at this site was conducted to characterize the time-dependent behaviour. The difference in creep rates between the two types of quartzite found at this site is described in the paper. Creep tests performed on the talcaceous infilling material found that its presence allows substantial shear creep along discontinuities. Attempts were also made to simulate the squeezing mechanism observed underground with numerical techniques. Due to the discontinuous nature of the mechanism described above, a viscoplastic displacement discontinuity technique was used as it allowed for the explicit simulation of discontinuity creep. The results of the modelling and how it compared with the observed behaviour are described in the paper. Environmental impact statement The work described in this paper will not cause any new, or contribute to any existing, hazards confronting the environment.

Detonating cord is a staple of the explosives industry, used widely in the civil and defense industries. Detonating cord is a thin, flexible plastic tube filled with pentaerythritol tetranitrate (PETN). It has many applications in mining, construction and military disciplines. For civil applications, it is used to connect and initiate a series of blastholes in a desired pattern. In the defense sector, it can be used as a detonating agent, a priming agent or alone as an explosive charge. Research has been done to understand the initiation and detonation physics on the detonating cord. However, its sympathetic detonation characteristics needed to be further analyzed. The sympathetic detonation of the detonating cord can lead to the poor performance of production shots in mining or civil applications and unsafe conditions in defense applications. This paper focuses on the analysis of different factors involved in the sympathetic detonation of various sizes (grain weights) of detonating cord. The variables analyzed include the minimum distance between segments of detonating cord and grain weights. These variables were analyzed by securing segments of detonating cord at measured distances apart on a steel plate and detonating them. The physical examination of the aftermath of this detonation included a qualitative recording of data. Applications of detonating cord that could be affected by this research include mining and construction blast initiation, explosives disposal, and breaching.

Paper presented at the conference: Risk assessment in the extractive industries, held in Exeter, UK, 23-24 March 1994, and first published London: IMM, 1994, preprint volume, 11pp., 15 refs. Hazards such as vibration, dust emission and fragment projection can result in an area called the Danger Zone being set around a blasting site. Traditionally Danger Zones have been set solely on the basis of consequences (e.g. based on the maximum distance of rock projection or expected ground vibration plus a defined safety margin). Advances in risk assessment and its growing acceptance as a safety management tool have led to the setting of Danger Zones based on both consequences and frequency of occurrence. This allows distances to be optimised on the basis of acceptable risk levels rather than the potential consequences of infrequent events. MANY investigations of the rate of the sulfur transfer reaction between carbon-saturated iron and blast furnace type slags have been made." It is evident that the reaction is complex, the rate being affected by the presence of elements dissolved in the metal that are readily oxidized and therefore capable of existing in the slag phase. Thus Goldman, Derge, and Philbrook- have shown that carbon, silicon, manganese, and aluminum, in order of increasing effectiveness, accelerate sulfur transfer from iron containing these elements to blast furnace type slags. Quantitative information is still, however, not available on the relation between what have been termed side reactions, such as silicon transfer and CO evolution, and the sulfur transfer reaction itself. In other words, the stoichiometry of the reaction has not been investigated. In the present investigation, the transfer of all reacting elements and the evolution of CO have been measured simultaneously in order to establish the mechanism of the reaction which occurs in practice. Information of this nature cannot be deduced from equilibrium studies. It should be pointed out that in kinetic studies of this type quantitative conclusions are applicable only to the system studied. This restriction should be borne in mind when attempts are made to compare results from different investigations. Apparatus The apparatus used enables slag and metal samples to be taken at frequent intervals and also provides a continuous record of the amount of gas evolved. A sketch of the apparatus is given in Fig. 1. It may be considered in three sections: 1) furnace section, 2) blank volume section, and 3) pressure measuring section. Alberta is labouring, and has laboured, under serious difficulties in the marketing of ?her coals, due to a number of conditions which now obtain, but all of which appear capable of solution, and their elimination would insure a very largely increased market for the vast coal resources of that province. It is perhaps necessary to again mention the fact that 15 per cent of the world's coal resources are to be found in Alberta; 21 per cent of that of North America; 72 per cent of that of the British Empire, and 87 per cent of that of all Canada. While we talk largely of the great wealth of Canada, the immensity of her vast natural resources, it is axiomatic that the mere presence of any natural product in a country does not in itself constitute wealth for that country, unless these raw materials can find a market, either in their raw state, or by the process of manufacture. There are many factors, however, which enter into the marketing of any commodity. The chief of these, in my opinion, is price competition. High costs of production materially reduce the radius in which any product can be marketed, and this applies particularly to coal. Mining costs in the province of Alberta are necessarily high at the present time, due in a large measure to the ease with which the 'gopher hole' mine can be opened with small capital.

The total world steel production in 1998 amounted to approximately 780 000 000 t. The share of electric steelmaking was in the range of 35 per cent and is expected to increase further to over 40 per cent of the world's production within the next ten years. As electric steelmaking is primarily based on the use of scrap and as it is progressing more and more into higher steel grades the need for low-residual metallics will become increasingly important. Consequently, the demand for scrap substitute material will increase, reflected in the world wide spate of interest for DRI (Direct Reduced Iron) and HBI (Hot Briquetted Iron). The increased significance of DRI/HBI as a substitute for steel scrap has obviously emanated also from its comparatively lower and more predictable costs per ton and definable chemistry. In 1998 already 37 million tons of DRI/HBI were globally produced.

Nickel laterite deposits are typically formed from tropically weathered mafic-ultramafic complexes. The resulting nickel concentration is found within soil horizons and is mineable with regular dozer units. At the time of mining, digging elevations are needed at selective mining units (SMUs). Moreover, for mine planning, the costs due to dilution and lost ore require mining elevations to be specified. A conditional simulation approach is used to calculate ?optimum? SMU mining elevations. Multiple realizations of the ore base surface are simulated. For a single bottom surface realization, dilution and lost ore costs are calculated over the entire vertical extent of each SMU. The optimum mining elevation is the elevation where the lowest summed cost of ?accepting dilution? and ?wasting ore? occurs. The reported SMU dilution is the cost of mining the volume of waste located below the bottom surface and above the optimum mining elevation and the reported SMU lost ore is the cost of not mining the volume of ore above the bottom surface and below the optimum mining elevation. For all ore bottom surface realizations, optimum SMU mining elevations and their associated dilution and lost ore costs are calculated and compiled to represent production uncertainty.

The refining of two molten Ag-Cu alloys, containing 7.5 and 11.2 mass% Cu, with a borosilicate slag was investigated using both air and pure O2 to determine the effects of the following variables: flow rate of oxidising gas; injection time; mass of sodium borosilicate flux; and injection of the oxidising gas into either the slag or the metal. The results demonstrate that more than 90% of the Cu can be removed with Ag losses of less than 5% and that refined metal with a Cu content of less than 0.5 mass% can be produced. Ag losses to the slag increased with the amount of Cu removed, and a mechanism is proposed to account for this
