What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

Worldwide, the major Manganese ores can be separated into three different types: ?Oxidized ores (MnO2): in Australia, Gabon, Brazil,?. ?Semi-oxidized ores (Mn2O3): in South-Africa, Australia,?. ?Carbonated ore (MnCO3): in Ghana, South Africa, Kazhakstan?. The other Manganese ores are less rich but can be used locally or in the neighbour countries (China, Ukraina, India?). Since the beginning of the 20th Century, Manganese has played a big role in the steel industry process average usage ratio: 9,5 kg/mt of steel). The recent grow-up of this industry has led to an increase of Manganese ores demand. In parallel, several companies have increased their Manganese ore producing capacity. In this presentation, we explain the link between the main Manganese ores characteristics and the key different factors for an effective and low cost Mn alloys production (HCFeMn and SiMn): ?Chemistry ?Size ?Reactivity Then we will point out the advantages of Comilog ore and Sintec ® usages in various Manganese alloy metallurgical process compared with the other main ores and with the local ores. Some advised formulations for the different kinds of furnaces and alloys will be also discussed.

Cadmium occurs in the Broken Hill Lode essentially as a camouflaged element, substituting diadochically for zinc in the sphalerite.Analyses of a series of zinc concentrate flotation products, prepared from samples of ore taken at intervals throughout the developed lengths of the several orebodies forming the lode, have revealed a pattern in the distribution of cadmium relative to zinc. This pattern appears to reflect the temperature and order of deposition of the several orebodies, and the direction of movement of the mineralizing solutions.INTRODUCTIONThis investigation into the distribution of cadmium in the several orebodies of the Broken Hill lode was undertaken by the Mineragraphic Section. of C.S.I.R.O. in conjunction with the Broken Hill Geological Research Committee, as part of a study of Broken Hill mineralization.It arose from the examination of cadmium and zinc assays supplied by Mr. T. A. Read, Chief Metallurgist of the Broken Hill South Ltd.; of experimental zinc concentrates prepared from localized samples of the No, 2 and No. 3 orebodies in the Broken Hill South Mine. These assays suggested that the two orebodies were characterized by distinctive ZnjCd ratios.In view of the possible sigmficanc'e of such a difference, comparable data were sought from each of the other mines. The necessary samples of ore were collected by the geological staffs of the several mines. The preparation of separate zinc concentrates and lead concentrates from these samples, and their assaying, was conducted by Mr. Evan Hardy, for the North Broken Hill Mine, and its assodated leases, and by Mr. D., Swan, under the direction of Dr. J. MINERAL production in almost all European countries suffered a sharp setback because of the war. Plants were damaged, transportation facilities disrupted, and labor dispersed and demoralized. Since the war, due to lack of confidence and economic stability, there has been little incentive to rebuild and expand the mineral industries even though a big demand at high prices exists for mineral products. Most mining and metallurgical companies in Europe hesitate to invest their capital because of the tendency towards nationalizing industry, high taxes, and low output of labor, as well as the deficiency of mine supplies and equipment within their countries. In short, they do not have faith in the future, and for these same reasons and fears most of the mining companies in America will not risk capital investment in Europe. In Europe, including the United Kingdom, free enterprise has been losing ground and as a result the foundation of their economic welfare is being undermined. American mining interests willing to take the initiative could help in counteracting this influence if a way were found for them to co-operate with the European producer without too great a risk.

1. The investigation shows that the Pewee, Big Mary, and Windrock are the most important beds in Anderson County. About 73 percent of the known recoverable reserves of coal in the county are in these beds, and from them comes 94 percent of the production. The remaining reserves tabulated in this report are in the Joyner, Jellico, Coal Creek, and Poplar Creek beds, and 6 percent of the county production comes from these beds. No production is being reported at present from the Jellico bed, although it was mined years ago. 2. Known measured and indicated reserves in all beds, bared on a minimum thickness of 1/4 inches and on 1,800 short tons put acre-foot of coal in place, are estimated to be 170 million torts as of January 1, 1953 Of this total, 155 million tons is in beds 2S inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to they total estimated reserves.

Construction of a pump station, consisting of an inlet chamber, wet well and pump chamber, required excavation to a depth of 9.7 m (32 ft) below ground surface and more than 7.6 m (25 ft) below the ground water table in a rural, but rapidly developing part of southern New Jersey. Private houses are located [ ] within a few hundred feet of the pump station that use shallow wells for water supply. The pump station design anticipated support of the entire pump station on shallow foundations bearing directly on the underlying natural soils. However, during construction, uncontrolled ground water flow caused ground loss and damage to the bearing qualities of foundation soils. As a result, remedial repairs were required including support of the pump station on drilled pile foundations and releveling of the pump chamber that had settled. This case study is an example of where a poor understanding of the significance of upward flowing ground water had a major impact on the cost of construction. Anticipated subsurface conditions The pump station layout is shown in Fig. 1 with the locations of two borings made prior to construction superimposed. One of the borings was located within the footprint of the deep wet well excavation. Generally, this is not advisable where a deep excavation is required below the ground water table. This is because there is a history of projects where ground water seepage, or pressure, has broken out into an excavation through an ungrouted borehole and compromised the integrity of foundation soils. Logs of the borings did not indicate that the borings [ ] were grouted upon completion.

This paper will discuss the design, construction, and performance of the support of excavation on the San Diego State University LRT Station. The vertical elements of the system include drilled secant piles and drilled soldier piles. We will discuss the geo-technical characteristics, design and construction considerations, loading criteria, construction techniques, schedule constraints, and performance of the pile and support of excavation systems. In consideration of the conference theme, there will be a discussion of the successful accomplishment of meeting the interim milestone dates of the Contract. The project team cooperatively worked to design and install approximately 1,100 drilled secant and soldier piles as well as excavate and install the balance of the support of excavation elements in such a manner as to minimize the disruption to campus students and operations.

The applicability of borehole assaying techniques, both conventional and advanced, to orebody evaluation in the mining industry is reviewed and assessed, and the research, development, and demonstration programs necessary to apply the various logging techniques to mining are outlined. At present, the principal method of orebody evaluation in the mining industry is coring. However, coring is costly and time-consuming, and potentially great savings can be realized if all or part of d coring program is replaced by a borehole logging suite specialized to the needs of the particular mining industry. Using a set of 12 minerals, most of which are essential to the U. S. economy, an algorithm is presented for calculating the priority of developing suitable borehole assaying technology to replace all or part of the coring in each mineral industry, The priority is expressed in terms of dollars currently spent for that portion of present orebody evaluation techniques which may eventually be replaceable by in-situ assay techniques. The orebody assay requirements (grades, accuracies, etc.) of the 12 selected mineral industries, as determined from mining industry interviews and published literature, are compiled and represent performance criteria for borehole assaying instruments for the particular industry. Current logging techniques, applied chiefly in the petroleum industry, and advanced assay techniques which are or may be packageable for borehole use are evaluated to determine their performance characteristics. The performance characteristics of the various conventional and advanced techniques are then compared with the performance criteria in each of the 12 mineral industries in order to determine the potential benefit derivable from each technique. Finally, the benefit available from each technique, averaged over the 12 mineral industries, is compared with the cost of development of the technique, to determine the overall priority for investment in research to develop the technique for use in mining. The technology assessment and cost-benefit analysis shows neutron activation analysis in its various forms to have the highest priority for research and development as a borehole logging technique. Other techniques found to be promising include x-ray fluorescence, x-ray diffraction, photoluminescence (optical fluorescence), and infrared spectroscopy. Of the 12 industries considered in the study, those where the need for advanced borehole logging technology is greatest are uranium, copper, gold, and iron.

A Good Product Range - So What! While in terms of water, waste management and environment protectrion, the Gippsland Basin may appear to have a good product range, what does this really mean? What it means is that, like any product range, the virtues of the product range must be sold and accepted by a majority of the public. The social, economic and environmental benefits of any enterprise using these products must be sold and accepted by the regional population. Many a budding entrepreneur has failed because he assumed that the public would accept his product, so good did it appear to be! However, we know that such an assumption must be avoided and that a great deal of time and effort needs to be invested in promoting and gaining acceptance of a product to ensure a long term and viable market.

Labour protection, that is prevention of occupational disease and reduction in the frequency of accident, has always been a matter of major concern of mining industry. Management and the government should promote and maintain high safety standards through some measures to reduce accident frequency and occupational disease. This can be achieved by using the science and technology for improving the working conditions, educating workers and managers about accidents and prevention techniques. The detailed analysis of an accident requires knowledge of many factors such as location, time, type, cost of accident, victim, nature of the injury, personal and environmental factors etc. that can be obtained from the standard coded accident report form. There is a need to prepare safety data in a common format to produce a common safety reporting system and ‘Occupational Health and Safety Management Tool’ is being designed to manage this by using database and Internet technology. Precautions should be taken according to results from database queries by providing comprehensive and accurate national data. To have an accident is unfortunate, however, to have an accident and learn nothing from it is unforgivable. Since World War II, the need for the use of explosives with testing, construction, demolition, mining and quarrying near urban areas has increased dramatically. Once remote, testing areas have been encroached upon by commercial and residential areas. Evidence has been found that overpressure levels near these areas can be estimated using meteorological conditions. This paper reviews a study where 205 test shots were fired, meteorological conditions recorded, and over-pressure levels estimated using multiple regression techniques.

The main orebody of the Bodangora mine is a metalliferous quartz reef within a major fault plane in the strongly folded and faulted volcanic rocks of the Ordovician-Silurian Oakdale Formation. The similarity of the type of mineralization to that of other pyrometasomatic deposits in this area suggests that the mineralizing fluids originated in the nearby Wuuluman Granite.The associated Mitchell's Creek West or Dick's reef is discussed briefly.

Concentrates of titaniferous minerals containing around 30 wt% Ta2O5 are processed hydrometallurgically by hydrofluoric acid leaching and solvent extraction, followed by the precipitation of hydrated potassium heptafluorotantalate. A fundamental study of the thermodynamics of this precipitation and recrystallisation was undertaken to increase understanding of the conditions most conducive to the production of pure, well-crystallised K2TaF7. Activity-pH diagrams for the Ta-K-F-H2O system explained the dissolution of Ta2O5 in fluoride solutions quite well and also the precipitation-recrystallisation of K2TaF7.H2O. X-ray diffraction and scanning electron microscopy confirmed the thermodynamic observations. It was concluded that the best precipitating agent for K2TaF7 from fluoride solutions is KF but a recrystallisation step in a HF environment produces purer, well-crystallised K2TaF7.H2O, eliminating oxy-salts and other impurities

Fan applications in the mining industry have changed during the last 70 years. In 1922, J.R. Robinson authored a technical volume entitled Practical Mine Ventilation. At that time, atmospheric control had only recently shifted from natural to mechanical. The large, mechanical draft fans that were used then were centrifugal. The fans ran at low speeds, about300 rpm. Most were steam-engine driven. In the late 1920s and early 1930s, mines became larger, increasing the pressure and volume requirements of the fan equipment. Axial fans were designed to run at much higher speeds (710 to 880 rpm) and were driven by electric motors. They were also smaller and less expensive to install than the cumbersome centrifugal units. However, changes in mining have resulted in progressively higher static-pressure requirements. So centrifugal fans are once again proving to be a good choice.

"1.1 Location and Transportation ServicesNanisivik Mines Ltd. is located at latitude 73°, 3,200 km north of Montreal and 700 km north of the Arctic circle, on the south side of Strathcona Sound, which is an arm of Admiralty Inlet, in Northern Baffin Island. The orebody and mill site are 4 km distant from Strathcona Sound which provides deep water anchorage for ocean transportation of concentrate to Europe during the short northern shipping season from mid-July to mid-October.The operations and the resident community have direct jet aircraft service from Montreal two days per week, and local nights connect with other Arctic communities in the northern Baffin region. Bulk supplies and general cargo are delivered in the summer shipping season.1.2 HistoryThe Texas Gulf Sulphur Company, now Kidd Creek Mines Limited, staked claims in the Nanisivik area in 1957 and carried out exploration through to 1968. After the Kidd Creek orebody was found, Texas Gulf optioned the property in 1972 to Mineral Resources International Inc. (MRI), which undertook further exploration and completed a feasibility study.Nanisivik Mines Ltd. was formed in 1975, with MRI as the majority shareholder and minority shareholdings held by Metallgesellschaft, Billiton and Texas Gulf. Strathcona Mineral Services Limited was retained to manage the project during both the construction and operational phases."

This study is an appraisal of the feasibility of recovery and the possible chemical and physical uses of the limestone from the Greenbrier Formation in western West Virginia. Data on minability, occurrence, quality, and markets were obtained from published and unpublished sources and by a limited mail survey combined with personal contacts. The estimated costs of recovery by deep mining techniques are considerably higher than competitive surface and shallow subsurface operations. Compositional in formation available for this study was limited but indicated the suitability of the limestone for most physical uses and some chemical process uses in appraisal of the uses and demand reveals that immediate markets may be difficult to establish, but for some uses long-term prospects may be encouraging, especially if the quality of limestone would be suitable for lime manufacture or use as metallurgical fluxstone.

This investigation was planned to determine:1. The precipitation-hardening properties of the copper-nickel-phosphorus alloys; and2. The influence of arsenic and bismuth, singly and together, on the mechanical properties of these alloys.It was carried out in conjunction with an investigation, previously published in these Prooeedings on "The Influence of Various Elements on the Mechanical Properties of Copper containing a small percentage of Bismuth," and also formed part of a study of the influence of bismuth, nickel and phosphorus on the properties of commercial arsenical-copper.The first part of the present investigation arose out of a discovery some years ago of precipitation-hardening in phosphorus-deoxidized coppernickel boiler tubes, containing approximately 2% nickel and 0·03% phosphorus, supplied to an Australian Railways Department. At that time there was little information available on precipitation-hardening in copperrich copper-nickel-phosphorus alloys, but at the end of 1935 a short paper on the subject was published by E. C. Rollason and T. G. Bamford(2) and at the beginning of 1940 a comprehensive account was published by D. K. Crampton, H. L. Burghoff and J. T. Stacy.(3) Although the investigation carried, out independently by the present author was not as comprehensive as that of Crampton, Burghoff and Stacy, the results are in agreement with those of the American as well as of the British authors; hence, only a summary of this aspect of the work is needed here to establish a basis for a study of the influence of bismuth and arsenic.PREPARATION OF TEST PIECESAll alloys were melted under charcoal in plumbago crucibles in an oil-fired furnace and were poured out of contact with air into oil-dressed moulds to give billets either 7· 5 in. long X 0.83 in. diam. X 1·3 lb. weight or 12 in. long X 1·125 in. diam. X 3·3 lb. weight depending on requirements (the larger size was used, for example, in establishing the annealing characteristics of the precipitation-hardening alloys). The raw materials were electrolytic copper of the composition described in the previous paper(I) 6% copper-arsenic, 14% copper-phosphorus, 1:7% copper-bismuth, and Mond nickel in the form of "shot." The method of producing test pieces from these billets and the annealing treatments ana tests to which the pieces were subjected have been described in the previous paper.

The deterioration of concrete, steel, and timber is a serious hindrance to construction in marine and corrosive environments. Composite materials such as fiber-reinforced polymers (FRP) can offer performance advantages for construction in these environments. In the last decade, piling made of FRP composites has been used experimentally throughout North America. However, composites face obstacles because they do not have a long track-record of use in civil engineering structures. A comprehensive review of the current experience in research, testing, design, and practice of composite piling is presented in this paper.
