This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $23,629,500 for the 1; 06- million-ton-per-year (MM tpy) mine to $79,907,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $35,336,500 to $1 18,863,500 for the same mines. Corresponding selling prices for the coal range from $13.57 to $11.36 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

An extensive laboratory grinding study was carried out on a magnetite ore in order to assess the grinding behaviour of magnetic concentrate and tail from low intensity magnetic separation (LIMS).The test work involved Bond ball mill testing, rod milling, low intensity magnetic separation (LIMS), and batch ball milling down to product sizes of around P80~25 microns. A total of 18 Bond tests and over 150 batch grinding tests and sieve sizing were carried out. Throughout the grinding tests, power draw was continuously monitored. The relationship between the grinding energy and product size was analysed using the conventional energy-size concepts. It was found that the Rittinger equation fits the experimental data well. However, Bond?s equation does not fit the experimental data well, and therefore a modified Bond equation was developed. Differences in grinding properties between the magnetic and non-magnetic component were analysed and compared to the bulk ore. It was found that grinding properties differ significantly and therefore separate grinding test work may be required for each grinding step in the magnetite ore beneficiation flowsheet. The new method, called BioSealing is based on activating the bacteries, present in soil and groundwater. The method was tested under field conditions in 2004 and applied at the HSL aqueduct of the 'Ringvaart Haarlemmermeer' in 2005.

The Loma Prieta earthquake occurred on October 17, 1989 at 5:04 PM, Pacific Daylight Time. It measured 7.1 in magnitude and was felt from Los Angeles north to the Oregon state line and east to western Nevada. The epicenter of the earthquake was located along the San Andreas Fault, in the Southern Santa Cruz Mountains just north of the City of Watsonville, California. It was the largest earthquake to occur in the San Francisco Bay area since the 1906 earthquake. A total of 87 aftershocks of Magnitude 3.0 or larger were recorded within 21 days after the seismic event. As a result of this earthquake thirteen State-owned and five locally-owned bridges were closed to traffic. Three of the most publicized State-owned structures closed to traffic were Struve Slough Bridge, San Francisco-Oakland Bay Bridge and Cypress Street Viaduct. Struve Slough Bridge was twin slab bridges that collapsed and were rebuilt and open to traffic three months after the earthquake. San Francisco-Oakland Bay Bridge experienced collapse of upper and lower spans at Pier 9 and was reopened to traffic one month after the earthquake. The Cypress Street Viaduct experienced collapse of 48 bents that resulted in the upper roadway falling onto the lower roadway.

The uranium-producing areas near Marysvale, Utah provide an unusual group of veins and replacement deposits associated with a Pliocene-Oligocene intrusive and extrusive igneous complex. Aside from several scattered occurrences in older volcanics, uranium-bearing veins occur in intrusive quartz monzonite or granite and in nearby rhyolite. The veins in general trend within a few degrees of N55-65°E, are more or less vertical, and are found along the western margins of a quartz monzonite intrusive. The replacement deposits are found in rhyolite intrusives and also in the lower portions of rhyolite flows close to places where veins forming solutions rising through quartz monzonite came into contact with the rhyolite. At least 14 veins have been mined since uranium mining operations began at Marysvale some 16 years ago, while ore has been extracted through about 10 miles of underground workings. The active mmmg area is approximately 3000 feet long and in the central portion 1500 feet wide. Ores have been found over a vertical spread of almost 2000 feet, between the highest occurrence on Jungfrau Hill ( ca. 7200 feet) and the deepest discovery of ore in a drill hole near the Prospector Mine (ca. 5200 feet). Under existing mining and marketing conditions, mining along the veins in the main area appears to have reached an economic limit at about 500-600 feet below the surface. However, orebodies in the rhyolite and in the upper portions of veins close to the rhyolite are subject to active mining. Isotopic dates indicate that the uraninitebearing veins and replacements are late Miocene or Pliocene (ca. 10-13 m.y.), the rhyolite is Miocene (avg. 17.5 m.y.), and the quartz monzonite and granite intrusives are late Oligocene (23.6 to 26.0 m.y.). The older Bullion Canyon Volcanic Series which encircles the area is Oligocene (28 to 31.1 m.y.). Two generations of alteration occur: ( 1) Earlier alunitic veins and replacement bodies are found in the Bullion Canyon Volcanic Series, none of which have produced uranium; (2) Later argillic alteration associated with the introduction of uranium is found along veins, replacing glassy rhyolite dikes and replacing phases of the rhyolite.

When mining accidents occur, workers often become trapped and/or incapacitated. Current rescue operations can be dangerous and too slow to produce favorable outcomes. Currently, no method exists for rescue crews to scout ahead at critical times to assess the situation. Sandia National Laboratories (SNL), through a National Institute for Occupational Safety and Health (NIOSH) sponsored program has developed the Gemini-Scout mine rescue platform. The Gemini-Scout was created to assist in underground mine rescue missions. It has been designed to go into potentially hazardous environments to assess the conditions (structural, air quality, temperature). In addition, it will enable two-way communications with potential survivors prior to human rescue teams being able to enter the area. The Gemini platform is a dual tracked-chassis design, which gives the robot excellent mobility in unstructured environments. The design includes a passive 2-degree of freedom joint between two identical bodies allowing for ±30deg of pitch and roll. In addition to the base mobility platform, the Gemini-Scout incorporates many other features to help it succeed in its underground mission. The electronics are mounted in explosion proof housings to ensure safe operations in hazardous gas environments. The platform is also able to operate in up to 18in of standing water with its elevated pan/tilt cameras for navigation. A four-channel video link and Two-way audio on the vehicle help to ensure located survivors can communicate with the robot operators. The platform also incorporates a Mine Safety and Health Administration (MSHA) approved multi-gas sensor to monitor air quality. SNL believes that this technology is broad enough to be appealing to other first responders, such as police, firefighters and medical personnel. Gemini could easily be fitted to handle earthquake and fire scenarios, and it could provide relief in currently inaccessible situations.

Experiments were conducted al temperatures of 480° to 800° C. and hydrogen pressure of 6,000 p.s.i.g. to determine the effect of coal residence time on the conversion of a high-volatile bituminous C coal to liquid and gaseous products when using a semicontinuous apparatus designed fur rapid heating and cooling of reactants. The objective of the studies at high temperatures was to determine if appreciable quantities of coal could be converted to gaseous hydrocarbons and low-boiling liquid hydrocarbons. Experiments at lower temperatures were designed to indicate shifts in product distribution with respect to temperature and to learn more about the general mechanism of the reaction when using close control of coal residence time. One percent molybdenum, based on m.a.f. (moisture-and ash-free) coal, was used throughout this investigation. At 800° C., 6,000 p.s.i.g., and "zero" residence time) the yield of gaseous hydrocarbons was about 38 percent and the yield of oil about 4.5 percent, based on m.a.f. coal. With IS minutes residence time, under the same conditions, the yield of gaseous hydrocarbons was approximately 80 percent with no increase in yield of oil. Apparently at 800° C., and hydrogen pressure of 6,000 p.s.i.g. coal was rapidly carbonized to char with expulsion of volatiles. Char was then slowly hydrogenated to gaseous hydrocarbons without production of oil.

The rapid evolution of computer and field sensor technology is now providing the ability to integrate mine and office operations. Digital maps and mine plans as well as CAD and GIS can be transferred to ruggedized field computers for development of real-time mine surveys and real-time GPS machine navigation and monitoring. Surveyors can insure that their surveys are accurate before returning to the office. Engineers and surveyors are also able to upload field computer-based surveys to mine planning software and directly to mine equipment including shovels, drills, and dozers providing the operator of the equipment with a real-time view of their work space. Production information can be transmitted through dispatch and/or centralized mine servers to update mine plans with mining progress and production data. Static mine models then become a dynamic element of operations, providing greater use of information that emphasizes the spatial aspects of the mine by providing real-time maps, productivity charts, and graphs. This information can be disseminated through various mine communication systems to provide operators and management with real-time feedback as well as daily and weekly reports. Integrated systems now being used in extensive trials are reporting productivity increases of 4 -7% or more thereby providing rapid payback to the mine.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

This report describes Bureau of Mines laboratory test results in electrokinetic dewatering and consolidation of metal-mine tailings. Tailings were placed in 0.3-cubic-foot Plexiglass models, and dc potential was applied until dewatering ceased. Time-oriented measurements of water removal, changes in resistivity, and power consumption were recorded during the dewatering process. Dewatered material was tested for moisture content and density. Equipment and procedures were developed to optimize the method for unclassified mill tailings from a particular mine in the Coeur d'Alene, Idaho, district. Results indicate the method to be highly effective in dewatering and consolidating this material.

The only nickel smelter and the only active nickel mine in the United States is Glenbrook Nickel Co., a joint venture (50% each) of Cominco Resources International Ltd. and Cominco Ltd. In 1989, with the nickel price riding high between $2.30 and $2.70/kg ($5 and $6/lb), Glenbrook seized the opportunity to purchase and recommission a southwestern Oregon ferronickel smelter and the adjacent nickel-ore mine. This Douglas County site is only about 97 km (60 miles) due east of the Pacific Ocean, and California's border lies a similar distance to the south. Hanna Mining Co. had closed the operation in 1987. And the following year, the equipment had been largely stripped for salvage value. From November 1990 through August 1992, the mine supplied an average 5 kt/d (5500 wet stpd) of ore. Currently, with import ore supplying 40% of the smelter feed, the mine's daily tonnage averages 4.2 kt (4600 wet st). From November 1990 through August 1993, the mine has delivered 2.1 Mt (2.3 million st) of ore grading 1.22% nickel with an average moisture content of 26%. Buffaloed nickel? A nickel is not worth what it was in 1989 and neither is ferronickel, with recent prices hovering around $1.13/kg ($2.50/lb). To survive, Glenbrook has focused on increasing smelter production to lower its operating costs. And this strategy has triggered several bold moves: • a new, $30 million, port facility and • a 10-year importation contract for ore from New Caledonia, an island approximately 1000 km (625 miles) east of Australia. For a Glenbrook update, a May 25, 1993 visit was made to the company's Oregon operations - the mine and smelter near Riddle plus its new Coos Bay port facility. Unfortunately, as the rain came down that day, so did news of another temporary shutdown. The previous suspension had lasted from Dec. 20, 1992 until Feb. 22, 1993. Barely three months back to work on a wet May afternoon, more than 250 of Glenbrook's approximately 300 employees contemplated yet another shutdown, effective July 31, 1993.

The practical concern of economic minability of large, high-grade manganese nodule deposits in the northeast Pacific Ocean is addressed in this Bureau of Mines report. Principal objectives are to (1) estimate tonnage and grade of deposits with significant potential and (2) describe and estimate profitability of operations designed to mine and process deposits with greatest apparent potential. Analysis of data from over 800 ship stations identified three areas for detailed study. Average metal contents of these areas range from 1.30 to 1.45 wt pet nickel, 1.00 to 1.24 wt pct copper, 0.21 to 0.26 wt pct cobalt, and 26.8 to 27.8 wt pct manganese. Estimated recoverable nodule resources are 67.0, 66.9, and 148.8 million dry metric tons (t). A system to mine, transport, and process nodules from the three sites is described and costed. Although hypothetical, the system utilizes hydraulic mining and Cuprion (Kennecott) processing, which have been successfully tested at pilot scale. Nickel, copper, and cobalt are the three primary products, but ferromanganese is a considered option. Estimated capital requirements are approximately $1.5 to $1.7 billion for three-metal production. If ferromanganese were recovered, an additional investment of about $130 million would be required. Operating costs range from $71 to $83 per dry metric ton of nodules without manganese, and from $103 to $123 per dry metric ton with ferromanganese. Discounted cash flow analyses predict low returns, ranging from 2.7 to 5.2 pct with ferromanganese and from 4.1 to 6.0 pct without.

China has made great progress in thick coal seam mining, commonly characterized by longwall top-coal caving mining and single-pass longwall mining with a large cutting height. At present, the maximum mining thickness of longwall top-coal caving reaches 20 m while that of single-pass longwall mining approaches 8.8 m. The top-coal caving–related technologies have significantly improved the mining efficiency of thick coal seams and have also made a great contribution to the centralized underground mining of coal. Thus, the number of underground coal mines is greatly reduced in China. However, due to the increase of the mining height and the changes in mining operations, the overburden movement caused by the mining of thick coal seams is more intense, and the influence scope is larger, which brings a series of new problems on ground control of longwall faces. The tenth annual Mine Resale Evaluation was held in conjunction with the RMCMI 2001 convention at the Steamboat Springs Sheraton Resort, Steamboat Springs, Colorado June 23 through 26. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged ?disaster? scenarios were held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz, Balaz & Associates, was in charge of coordinating the events. Six teams consisting of seven to twelve members each (totaling 60 members) participated in the three-day event. Each ream was required to respond to direr different real-life scenarios plus a written general knowledge test daily. Cindy Burnham has assisted Bali, for a few years. Her responsibilities include grading all of the written tests. This year's tour professional evaluators included Art Seanz (Hazardous Ma¬terials) of Western Environmental Associates ; Guy Norton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Morley Hense (Confined Space). Carolyn Durga, BHP Coal, also assisted in hazardous materials and medical scenarios. They each provided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactment, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navjo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solway Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The trams were asked to evaluate the program and the evaluators. They responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with trophies. Each member was also given a gold pin with the words Continuing Challenge - Ropes.' The pin was the first in a series that will be given over the next few years. The participating victims and evaluators were also commended for their outstanding efforts. Special signed "Victim" shirts were given to select volunteers. Sponsors for the Mine Rescue program were Flanders Electric Motors, Magnum Metals, Rocky Mountain Electric Motors, Sedona Consulting and Balaz & Associates. Many hours of volunteer tine and effort from various family members of participants helped make the 2001 event a huge success.

Three-dimensional velocity tomograms were generated on a daily basis to image mining-induced changes to the overburden above a longwall mine. The hypothesis was that a coherent redistribution of seismic velocity, due to the development of high-stress zones, could be imaged at the mine scale. Seam depth was 360 m and source location depth varied from 100 to 1000 m. Sixteen geophones were distributed over a 600 by 600 m square area on the surface above the mine. More than 12,500 events were recorded over an 18 day period. The recorded seismicity provided input for the local-earthquake tomography code, SIMULPS. Eighteen tomograms were generated and high-velocity regions correlated well with high abutment stresses. Additionally, the high-velocity regions were observed to redistribute as the longwall face retreated. These results indicate that velocity tomography can be used to provide a better understanding of temporal changes within a rock mass, and can potentially be used to produce a better understanding of the mechanisms that lead to unanticipated ground failures.
