IN THE early stages of the depression the Utah Copper Co. realized that an unemployment problem would he created which demanded an intelligent and sympathetic solution. The company recognized that as many men as possible must be kept at work on a basis which would ultimately permit of the most efficient reabsorption of displaced labor. The company therefore determined to distribute available work among the greatest number of men and to that end adopted a system of rotating employees on a part-time basis. An employer requires a certain number of days' or shifts' work during the month. Obviously one employee working thirty days or shifts a month is equal to two employees each working fifteen. In principle, therefore, where two employees equally fitted to do certain work are available the work could be divided between them on an equitable basis and twice as many persons would benefit. A rotation plan on this basis was adopted by the Utah Copper, Co. on Jan. 30, 1930. Some variations of the orig¬inal plan have been made from time to time, the reasons for which will be discussed.

A PAPER recently presented before the Anthracite Section of the A. I. M. E. by S. J. Phil- lips, Mine Inspector, Fifth Anthracite District, Department of Mines of Pennsylvania, covering the water hazards in the anthracite coal mines of the Lackawanna River Valley, was especially timely because the conditions there are duplicated to a large extent in the Wyoming Valley, which is traversed by the Susquehanna River with its many large tributary streams. Also, in the southern anthracite field, where there are a number of large creeks, similar pumping problems and mine water hazards will in time be presented if mining is continued to its conclusion.

WITH J. T. Ryan, of Pittsburgh, in the chair, 40 men on Monday afternoon were attracted to the first meeting of the new Health and Safety in Mines Committee. The speakers were well received and the discussion was good and virile. The field and scope of the new Health and Safety in Mines Committee was reviewed briefly, yet concisely, by Scott Turner. This committee is to cover the whole mining industry, in which much progress in reducing accidents has been made in recent years. Members of the A.I.M.E. can considerably assist in this important problem.

GOING west from Denver on Route 6, the direct road to Grand Junction, one gets the first glimpse of mining a few miles east of Denver near Idaho Springs where the workings of defunct gold mines are visible on the sides of mountains along the highway. One enterprising company is turning a profit by showing tourists through the mine and mill and then selling them gold samples on the way out. We have always known that mining people are ingenious, but this proves it. About five and a half hours fast driving west from Denver brings one to Rifle, Colo., which is the site of the oil shale mine, retorting plant, and refinery of the U. S. Bureau of Mines. As you drive up to the mine, you can see a portal high on the face of the cliff in front of you where the mine surface plant literally hangs by its toenails. Below, the retorting plant and refinery gleam in the sunlight. Up at the mine, Fred Wright will show you how the oil shale is extracted in two benches (a third bench would be used for commercial mining) by the room-and-pillar method. In mining the top level, an underground crew of thirteen men have been able to produce 1500 tons of shale in each eight-hour shift. To do this, the mine is thoroughly mechanized. The mining method is de- scribed in the September issue of Mining Engineering.

Technology has no recognized rank in what is called polite literature; the subject-matter of engineering is not supposed to lend itself to artistic treatment; we are the hewers of wood and drawers of water to the high-priests of learning that live on the cold summit above our humbler dwellings. Therefore the hierophants smile at the notion of 'style1-" that curiously personal thingy-in technical writing. The "great art" of Pater, the "inevitable phrase" of Raleigh, the "note of distinction" that Arnold demanded are said to be beyond the scope, as they are supposed to be beside the need, of a writer on geology or engineering. This is a narrow view. Science, no less than belles lettres, calls for the best exercise of the human intelligence; the art of writing should be employed as skilfully and as earnestly in a description of the structure of the Sierra Nevada, or of the construction of a tunnel through the range, as in a rhapsody welcoming the rosy fingers of the dawn. The idea still lingers that fine writing does not befit technology, even though the masters of the Victorian period-Huxley, Tyndall, Ruskin-proved that science is worthy to be arrayed in the best robes that the looms of thought can weave. At the beginning of these lectures I quoted Barrie's remark touching the inability of the scientific man to express himself. That imputation has been passed to the technologist, whose utilitarian pursuits are supposed to make him too clumsy for the refinements of human speech. We may not have acquired the self-consciousness of those writers on Art whose "power of expression is so cultivated that their sensual caterwauling may be almost mistaken for the music of the spheres"; nor can we imitate the politicians, who have the ability to speak far beyond anything that they may have to say; but we too have a litera-

J. H. HEGINBOTHAM, a, metallurgist of the General Engineering Co., talked on "Current Milling Practice at Kirkland Lake," at the December meeting of the Utah Section. The ore is enough alike through the whole district so that some generalizations and comparisons may be made. The question as to whether or not the flotation process should be used in the flowsheet for extracting gold by cyanide solutions is still being vigorously debated, and it will seemingly need some years for a definite answer to be given. Most of the gold is either free, though much of it is finely dispersed in quartz, or occurs with pyrite. At times there may be 2 per cent of telluride compounds in the ore, but the amount of gold telluride present is small and has not been definitely established. It has been shown by Dr. Haultain and others that though gold tellurides may be so finely disseminated that it is necessary to grind the ore exceedingly fine, the compounds themselves are not difficultly soluble. (An increase in temperature helps to dissolve tellurides, and also to settle pulps.) It is likely that if the ore were ground through 400 mesh, practically all of the gold would be soluble. AT a joint meeting of the Tulsa Geological Society and the Mid-Continent Section of the A; I. M. E., held at Tulsa on March 21, the history of unit development in the Kettle- man Hills field was discussed. Robert C. Patterson? Super- visor for the U. S. Geological Survey at Taft, Calif., was the speaker. An abstract of some of his remarks follows: On July 1, 1923, curtailment agreement for two years was made between the operators of North Dome Kettleman and the U. S. Department of the Interior. In this it was agreed to consider a plan of unit development, or other cooperate method of developing the structure. As a result, Kettleman North Dome Association was incorporated in December, 1930, as a non-profit cooperative corporation under the laws of California. Approved in January, 1931, by California Oil and Gas Supervisor and by Secretary of Interior. On Feb. 10, 1931, it became an active organization through election of executive officers and eleven- directors. General manager chosen. Association started to function April 1, 1931. Assumed control of 10,800 acres of proved and semi-proved land, as shown in Table 1.

COAL companies in the anthracite region are studying various methods of mining that will permit a considerably shorter life of gangway and therefore a decrease in the maintenance charges. Maintenance charges in the upkeep of gangways where the measures are steeply pitching are high due to the excessive cost of the replacement of timbers and the cleaning up of falls. Therefore, if the length of gangway in the coal beds can be decreased and the mining more concentrated, the life of the coal gangways will be decreased and consequently the maintenance charges will be lower per ton of coal produced. Customary practice in the anthracite region is to drive long coal gangways and to work the breasts as the gangway from which they were driven is advanced.

INVESTIGATIONS by the Bureau of Mines of deposits containing strategic minerals were authorized by what has become known as the Strategic Materials Act (Public No. 117, 76th Congress, Chapter 190. 1st Session). A later act providing an appropriation for the first of four years through which the investigations are to be conducted was signed on Aug. 9, 1939. No time has since been lost as seven field projects already are being vigorously prosecuted, and two others no doubt soon will be in course of execution. Project engineers were at their stations within two days after funds had been made available. Crews have been hired; equipment and supplies have been purchased; 5 bids for diamond drilling have been obtained and the drilling has started base camps have been established: ground has been cleared; and several thousand feet of trenching, test-pitting, and sampling have already been done. At the Reno Experiment Station of the Bureau, a special metallurgical laboratory has been provided to make assays, analyses, and tests upon samples of ores from all projects under investigation.

IN ATTEMPTING to summarize briefly the reconstruction of the Hecla plant since the fire, three important facts must be held in mind; namely: a hurry-up job with the shadow of an insurance company in the background; restriction of working space in the narrow Burke Canyon; and building two-thirds of the plant on a filled area. Construction work was carried on without interruption through the winter season. These adverse conditions have contributed many obstacles not ordinarily encountered in mining work. The first problems immediately after the fire were organization and policy; the-former to create an efficient construction crew out of a mining organization; the latter to determine the type and extent of surface plant to be built. The new crew was organized from a nucleus of mine employees, 25 per cent. of the old crew remaining for construction work. Permanent fireproof buildings were decided upon, the general arrangement of the new plant to be similar to the old one as far as possible, at the same time enlarging it 100 per cent. in anticipation of the demands which would be made upon it when the Star Mine began operating. Cleaning up the wreckage was a big job, the extent of which is indicated by the fact that 30 carloads of scrap iron and steel were moved off the property. In re-establishing transportation facilities at the plant, a previous disadvantage of a steep grade on the high line was obviated by excavating 1600 yd. of solid rock; the fire having destroyed all town buildings below, made this work possible.

THE most common difficulty faced by an engineer or mine operator when opening a new property in a new field is the lack of roads and of cheap transportation. This one item often swings the balance of success or failure in starting a project. In Alaska, as elsewhere, such problems are more or less serious. In the boom days around the Valdez district, as well as in other parts of this territory, freighting was accom¬plished by dog teams or horses, or even by men that were willing to put their shoulders into harness, because there were virtually no roads. More important, there was only one time when supplies could be transported, and that was when there was suffi¬cient snow on the ground following a heavy wind. Then, and only then, could one depend on the snow to support horses and sleighs, and be sure that the gulleys, streams, and crevices in the glaciers were filled with snow to avoid pitfalls. THOUGH the dust-control systems in the crushing plants and other buildings at Morenci do not differ materially from similar installations in other large copper reduction works, it is probable that in few other plants has as much attention been paid to the dust problem. Possibly the most striking feature of the Morenci installation is the manner in which the necessary equipment has been built into the various structures, and the absence of unsightly pipes, ducts, and fan houses. That this result has been attained is due, in no small part, to the basic conception that the control of the dust in a milling plant should be an essential part of the process itself and not something to be tacked on later after the plant is in operation. The control systems were designed and developed along with the general plant construction program and when the first car of ore was dumped into the crusher the dust-control equipment was ready.

WHEN I was in South Africa during the latter part of 1904, there were three known tin-fields, which may be called the Cape Town, the Bushveld and the Swaziland fields. THE. CAPE TOWN TIN-FIELD. This district is situated near Kuils river, 20 miles west of Cape Town, and 5 miles from Kuils River station on the Cape Town & Stellenbosch Railway. The deposits are in granite, intrusive in the Malmesbury beds, which are supposed to be of Silurian or Cambrian age. The granite, resisting denudation better than the surrounding shales,, has formed low-lying hills, the highest of which, the Bottlelary Berg, is 1,510 ft. above sea-level. , The rock consists of quartz, orthoclase feldspar and biotite mica; tourmaline is also present. The feldspar occurs in large crystals. The rock is generally decomposed on the surface, and the decomposition sometimes extends as deep as 100 ft. This formation-granite intrusive in Silurian shales-extends for many miles to the northeast, but so far as I know the Kuils River deposits are the only ones now known to occur in it, though probably further prospecting will reveal other deposits. This particular discovery was accidental;. alluvial tin being found in the course of boring for oil. The Kuils River Deposit. This comprises both lode and alluvial tin. The lode strikes N. and S., and dips about 30° E. into the hill. It is 5 ft. wide, and composed of dense white quartz, in which pinkish-gray cassiterite is distributed in large crystals. The vein also contains considerable quantities of wolfram. Industrialization is raising the standard of living of people everywhere. The common man is demanding and getting more of everything. Perhaps more markedly than most other things, he is consuming more water. A hundred years ago water for domestic use, in all but a few large centers, was lugged from wells in buckets. This still is true in many rural areas, even in the enlightened United States of America. but pumps and pressure systems are rapidly replacing the "old oaken bucket," even on farms and in isolated country homes. Nevertheless, many still fail to see water as a ?commodity? in the same sense that coal, lumber, fertilizer, and bread are considered as commosities. Water is too frequently taken for granted.

THE opening session of the Institute was held at Hazle Hall, Tuesday evening, October 27th, with a large attendance of members. President Raymond called the Institute to order, and after a few introductory remarks, introduced Mr. I. Lowthian Bell, President of the Iron and Steel Institute of Great Britain, and Honorary Member of the American Institute of Mining Engineers. Mr. Bell was received with great applause, and made his acknowledgments in a brief speech, of which the following is the substance: He desired to thank the Institute personally for the honor conferred upon him in his election to membership, and also for the invitation extended last year to the body of which he was President. The difficulty felt by many members of the Iron and Steel Institute, of leaving for a long journey the works of which they had charge, aggravated by special industrial troubles at the time of the invitation, had obliged them to conclude that it could not then be accepted in a fitting manner. The iron manufacture of this country is a subject of great interest to Englishmen, who look with pride upon the achievements on this side the water of the descendants of a common ancestry. His own reception in this country had far surpassed in cordiality even the well-grounded anticipations he had formed from the assurances of the President and other friends. Notwithstanding the flattering manner in which his friend, in introducing him to the Institute, had spoken of his contributions to the science of iron metallurgy, he could not take to himself alone the significance of this welcome. He knew it was a recognition of the services rendered by the body which he had the honor to represent; and he was glad to see present a member of that body, Mr. Thomas Whitwell, who had fortunately been able to make the journey at this time, and whom he had had the pleasure of meeting on the shores of Lake Champlain. MINE VENTILATION is an important factor in mine maintenance as well as having direct bearing on labor efficiency. Effective ventilation systems are costly, especially those for the deeper mines, but with intelligent direction the worth of a system is usually greater than its cost. In most mines using mechanical ventilation, and practically all deep mines, it has been found beneficial to equipment, timber, and the ground, to run the fan or fans continuously even though production has been curtailed or entirely suspended. Therefore, economies in ventilation may be overlooked when general cost reductions are necessary. The operating costs of a well-designed ventilation system should be capable of reduction during periods of curtailed or suspended operations. A mine that is ventilated by splits, or that can be sectionized, can reduce its fan-power costs considerably, and provisional divisions can sometimes be made in other mines, in which the air is ordinarily coursed through all the workings, without harmful effects.

ELECTRIC power requirements for Climax are similar to those of most metal mines, except that large blocks of power are used underground and there are a number of other unusual applications. Power is furnished to the Company by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are designed so that with the addition of forced cooling their capacity may be increased a third at 12,000-ft. altitude. On the secondary side of this bank is a 15-kv., 1200-amp. oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches. A detailed description is given of Bunker Hill's concentration process employed at the company's lead-zinc property in the Coeur d'Alene district, Idaho. The plant is equipped to process 3000 tpd of Pb-Zn ore. The history of the Bunker Hill mine dates back to Aug. 26, 1885, when Noah S. Kellogg found the outcrop of the Bunker Hill orebody on the hillside of Milo Gulch above the present town of Wardner, Idaho. A small concentrator was erected in 1886, and before the railroad came, the mine output was transported by mule teams to the head of navigation on Coeur d'Alene Lake. After ten years of production, an interest was purchased in the Tacoma smelter at Tacoma, Wash., to which the entire output was shipped. In 1916 and 1917, a modern lead smelting plant and refinery was erected, and a modern electrolytic zinc reduction plant was built in 1927-1928 by the Sullivan Mining Co. which was 50 pct owned (and now totally owned) by the Bunker Hill Co. The first concentrator, a 100-tpd capacity plant, was built in 1886 near the Reed Tunnel in Wardner. The treatment consisted simply of crushing ore to 2 in. and then to 1/2 in. through rolls in closed circuit with a bucket elevator and trommel screen. The undersize was further sized in trommels to 10 mm and 3 mm. Oversize from the latter was treated in Hartz jigs. The 3 mm undersize was classified in crude hydraulic classifiers furnishing sands to sand jigs, the overflow being dewatered in a long V tank which supplied sands to a Cornish buddle and to Frue vanners. The concentrates were of excellent grade, old records showing assays of 69 pct lead and 29 oz. of silver per ton. Tailings were high inasmuch as the provision for treating the slimes was inadequate. Since the erection of the first mill, the Bunker Hill plant has gone through many changes and improvements. In succeeding years, the flowsheet was enlarged somewhat with Huntington and Chilean mills, vanners, tables, ball mills, and flotation cells being progressively added. In the transition period to the present day practice, the object was not only to improve the equipment for better mechanical performance, but to add new equipment whenever practicable so as to improve both grade and recovery of the product at a lower cost. For the modern plant and flow-sheet, see Figs. 1 and 2. The history of flotation at Bunker Hill dates back to 1913 when experimental work was done in a cell in which the pulp was circulated through a centrifugal pump set outside the cell and discharged against a baffle in the cell. The cell was built with a spitzkasten, and the quiet zone in the latter tended to let the froth break down before it got to the overflow weir. To remedy this situation, a belt drag with light metal flights was arranged for drawing off the froth over a ramp in each cell. Recovery of lead was not as high as present day practice, but was so much better than the vanners that the cells were multiplied gradually to eight cell units. The mill men called them mud hens. Flow between the cells was controlled by a weir, which determined the pulp level in each cell. These early machines were called Bunker Hill machines. The tailings were later treated in pneumatic scavenger flotation machines in a series, producing concentrates for retreatment in the Bunker Hill cleaners as well as the final tailings. This system of flotation served with minor changes until the Fahrenwald machine was developed at Bunker Hill during the period from 1921 to 1925. In 1925, the Fahrenwald flotation machine gradually replaced the Bunker Hill machine, although the Hearing pneumatic scavengers for retreatment of the tailings from the Fahrenwald machines were retained in the lead section until 1928. The use of the Hearing pneumatic machine for cleaning the rougher concentrates was begun in 1924. In 1941, plans were made for remodeling and modernizing the concentrator, the goal being a modern concentrator employing the latest equipment and milling practices. The old wooden building was to be replaced by a steel and concrete structure. Shortly after preliminary work got under way, the United States entered World War II and the demands for metals increased. To meet this requirement, the management decided to increase the capacity of the concentrator to 1800 tpd. This was accomplished in record time by the construction and operation of a sink-float plant. Installation of this plant was the first step in the general plan for modernization. In 1947 the concentrator (including the sink-float plant) was enlarged to handle 3000 tpd. Milling operations today are at the rate of 2300 tpd, five days per week. During 1959, 453,000 tons of ore was beneficiated. The Bunker Hill concentrator is in three sections: the crushing plant, a 3000-ton capacity storage bin, and the concentrator building. The crushing plant is of wood design with a gunnite coating on the exterior.

THE properties of the Patiño Mines and Enterprises Consolidated, Inc., a New York corporation, are near Llallagua in the department of Chayanta in the west central part of Bolivia, South America, about 80 miles southeast of Oruro and 250 miles southeast of La Paz, the largest city in Bolivia and its virtual capital. The properties are accessible by railroad from three points on the west coast-from Mollendo, Peru, across Lake Titicaca, from Arica by way of La Paz, and from Antofagasta, Chile. The latter route, although the longest, is recommended by the companies as affording a more gradual introduction to the high altitudes; the mine being 13,000 ft. above sea level. The company operates its own railroad from its properties at Uncia to Machacamarca on the Chile & Bolivia R. R., a distance of 60 miles. This railroad is well equipped and well operated, and its location among the mountains surrounding Uncia represents excellent engineering skill. In fact all of the railroads, although they are of only a meter gage, are remarkable for the excellence of their construction, the arrangement of their dining and sleeping cars and the precision of their operation. There is only one drawback to rail- road and hotel accommodations and that is the absence of heating facilities, which does not seem to affect the natives but keeps a tenderfoot's teeth chattering continually. The company is a consolidation of the Patiño company, owning properties at Uncia, with the Compafiia Estanfera de Llallagua, a' Chilean corporation owning contiguous properties at Llallagua. Before the consolidation these companies were deadly enemies, and there still remain at the surface plant at Uncia the fortifications and underground defences provided during the warfare between the two factions. Also, in the Azul, or "Blue" tunnel at the junction line between the two properties is a strong steel barricade still bearing marks of the bullets fired during the various armed tilts between the workmen of the two companies. The headquarters for the mining operations and the milling plant have been moved since the consolidation from the original location at Uncia to the Llallagua side of the mountain, where the Chilean company's operations were carried on. The historic old town of Uncia, with its massive stone buildings of Spanish design, is a wreck, while the Llallagua side is being rapidly built up with modern structures.
