The domestic mining industry continued to be strengthened and revitalized in 1989. The healthy conditions and the industry comeback that began in 1987 continued to spread and became more established for many commodities. Relatively comfortable and stable commodity prices, still found predominantly in the metals sector, reinforced other operational factors in bringing vitality to the mining and mineral processing industries. New streamlined business practices, mine and plant modernizations, and the progressive use of new technologies successfully helped lower operating costs and increase efficiency during the past 5 to 7 years. An element common to these three factors of industry renewal and growth was the ever-increasing infusion of and growing dependence on constantly advancing computer technology applications. This trend of increasing computerization was occurring throughout the mining and mineral processing business while it similarly was in most facets of modern business and culture. Some commodities and companies still struggled to outlive sluggish prices and other unstable market conditions or to modernize their businesses, but increases in productivity and profits were more common. A trend toward increased mechanical excavation in nonsoil materials was beginning to surface as a substitute for standard cyclic mine development techniques, such as drill-and-blast and surface shovel-and-truck routines. More continuous mechanical excavation offered the potential for increased production, fewer people at the working face, better ground control, and generally improved safety. The main limitation was rock hardness. The construction industry had already recognized the benefits of tunnel-boring machines for long underground drives and mechanical planers for pavement removal. The Colorado School of Mines held a short course during the year entitled, "Mechanical Excavation Techniques in Mine Development and Production,'" which was at-tended by nearly 100 engineers from 12 countries. The consensus of attendees was that for the most efficient use of these machines and techniques, new mining plans needed to be developed beyond the simple adaptation of those excavators to existing mine plans.1

A 1-year program of exploratory research, to determine the feasibility of radar exploration in advance of coal mining, has been completed. Advance detection of obstructions including faults, clay veins, abandoned wells, and pyritic concretions would improve the safety and efficiency of mining. Initial calculations based on laboratory tests of the RF electrical properties of bituminous coals indicated feasibility; radar waves at frequencies below 100 MHz should be detectable through tens to hundreds of meters of coal and be well-reflected by clay, pyrite and metal obstructions. Using a proprietary, experimental, VHF short-pulse "mining radar" system, two cycles of field testing and equipment improvement were completed. Measurements were made in three bituminous coal mines, a quarry, and a salt mine. Comparisons were made with ground-penetrating radar equipment developed by others for salt dome exploration and for military tunnel detection. The proprietary mining radar equipment and techniques used were found to be the most effective known for coal exploration, but further improvements are needed; one major problem in all systems is interfering clutter signals arising in the equipment and from mine room reverberations through leakage coupling of the antennas to the air. Nevertheless, several practical goals have been achieved: excellent radar reflections were received and identified through up to 30 feet of coal; reflections from a wet, abandoned drill hole were identified by their polarization property and detected at distances up to 272 feet, and mine-wall reflections were detected at distances up to 735 feet (both through salt); propagation through and reflections from large vertical clay veins in coal were demonstrated; experimental results agree reasonably well with theory. The results and experience gained during the project affirm the feasibility of the method. They also provide a firm basis for the development of a practical radar technology for exploration in advance of mining. No Subject Inventions, as defined in the contract, were made in the course of this work.

The principal equipment in the catalyst plants at Ludwigshafen-Oppau was inspected and is presented in the form of flow sheets for the manufacture of four of the principal catalysts. The equipment is in many cases of special design rather than stock items that was built by the company and modified in the coarse of the growth of the high-pressure synthesis of hydrocarbons in Germany. It is believed that if the manufacture of catalysts were to be undertaken elsewhere, the selection of equipment for the operations involved could be made successfully from the guidance furnished by this rather general report. Five additional catalysts are described, also. II. CATALYST 5058 FROM FRESH TUNGSTIC ACID In a supply tank of about 2,000 liters capacity, 500 kg. of tungstic acid (W03.H2O) that contains about 92-93 percent of W03 is dissolved at 60-70° C. in 1,500 liters of mother liquor. The solution is-effected by stirring for about 1-1/2 hours. The mother liquor is obtained from a previous, lot of catalyst and is first adjusted to a concentration of 13 percent 1H3 by passing in gaseous ammonia. The solution is allowed to stand without stirring for 1 hour, then is pumped into the saturating vessel through a cloth filter (three-quarters hr. to one hr.). The saturator is purged with H2S and thereafter the solution, which has been cooled to about 75° C., is heated in an atmosphere of hydrogen sulfide with stirring to about 70° C. This charge is slowly cooled to 50°, and then more rapidly to about 20° C. (time of cooling 6-7 hours).

In the early nineties it was observed by several European investigators and by C. S. Rice4 that an explosion could be checked and would not propagate in the parts of a mine where shale or other inert dust was present in large amounts.5 After the disastrous Courrieres explosion in France that killed 1,100 men, coal-dust explosion tests were made in France in 1907 and in Great Britain in 1908 which resulted in the conclusion that if enough incombustible dust were properly spread throughout passageways charged with coal-dust, the propagation of an explosion by the coal-dust could be prevented. In 1908 the Federal government authorized the investigation of the causes of mine explosions and of possible methods of preventing them, with the result that during 1911 the United States Bureau of Mines, after making several tests, suggested that rock-dust be used in gassy or dusty bituminous coal mines. Since that time, experiments and investigations6 have proved conclusively that widespread explosions can be prevented in coal mines by efficient rook-dusting.

Since 1922 when the Bureau of Mines issued a report2 covering the slate industry in detail, changes in technology have taken place which have an important bearing on the industry. The present paper comprises a record of these changes. Though the value of slate, for roofing, structural, blackboard, sanitary, and electrical uses is generally recognized, it has many competitors. To meet this constantly increasing competition producers are promoting economies in manufacture, and improving processes, thereby lessening costs of production, and are placing on the market products of the highest possible quality, thus creating satisfaction and confidence on the part of the user. This endeavor to place the industry on a better basis, both as regards processes and products, is shown in the recent developments in technology which are presented herein. The work of the United States Bureau of Mines on stream pollution3 by coal-mine drainage has included a study of seasonal variations in acidity and volume of several streams in Pennsylvania. The acidity of these streams has been determined during the two or three years prior to 1930 and the results may be considered to represent "normal" low water conditions. The summer of 1930, however, was unusually dry and represents what may be termed "extreme" low water conditions on these streams. This report is a comparison of the results obtained for extreme low water of 1930 and for other years. The streams investigated were Buffalo Creek in Somerset County, Indian Creek (lower 5 miles) in Westmoreland County, Little Toby Creek in Elk and Jefferson Counties, Daguscahonda Run in Elk County and West Creek in Elk and Cameron Counties. These will be treated separately in the order given. Most of the descriptive matter and physical data pertinent to the streams and drainage basins are taken from published reports of the Pennsylvania State Water Supply Commission, 1917.4

In estimating the hazardous qualities of a dusty atmosphere it is frequently desirable to determine the composition of the air-borne dust. Samples collected from ledges or from the rock itself are likely to be unsatisfactory for this purpose owing to the possibilities of differential disintegration of the rock and of variations in settling rates of the different components of the minerals. It may be necessary, therefore, to collect samples of dust from the air. Samples collected from the air may be analyzed chemically, by X-ray diffraction, and by the petrogrephic microscope. Chemical methods are unsatisfactory owing to the small samples usually available and to the limitations and complexities of present methods. X-ray technique requires expensive apparatus not ordinarily available except in research laboratories. Owing to the simplicity and rapidity of petrographic examination of atmospheric mineral dusts, it was considered worthy of further study.

This Bureau of Mines investigation was conducted to obtain an experimental solution of stress changes in the vicinity of a circular opening in an infinite plate. Plates were stressed biaxially in compression and subjected, by four different-length shoes, to a uniform pressure at opposing points on the opening periphery. The principal stresses along the vertical and horizontal axes, which result from peripheral pressure, were obtained from the photoelastic analysis of four frozen-stress epoxy models. These principal stresses were then super-imposed on the mathematically determined principal stresses (along the same axes) obtained from a theoretical biaxial stress field in which the magnitude of the lateral pressure was one-third that of the vertical pressure. The results indicate that an increase in shoe length increases the radial compressive stress and the tangential tensile stress (except tangential compression at r/a = 1, which exists for all shoe lengths). Also, a partial control of the stresses within one-half radius of the opening surface is accomplished by a change in the magnitude and placement of peripheral pressure.

Preliminary tests on presplitting rock in the presence of an in situ static stress field were undertaken to study the influence of a horizontal static stress field on the creation of a vertical presplit fracture plane. These tests indicated that it is easier to fracture the rock parallel to the in situ maximum compressive stress than in other directions. Instrumented shots indicate that the interaction of stress waves generated by the detonating charges is probably responsible for starting tensile fractures between shotholes and that expanding gases may propagate these initial cracks by a wedging action. The hole spacing for presplitting appears to be equal to the half wavelength of the stress wave. However, wider hole spacing appears feasible if the initial fracture is started by closer hole spacing.

"Researchers at The Pennsylvania State University are engaged in a project to understand the mechanics of respirable size fragment formation in coal. The project is based on the premise that a thorough understanding of the fundamental mechanics of fine fragment formation may lead to techniques for reduction and better control of coal dust problems in mines. Presently, it is believed that the mode of fracture propagation which can range from pure tensile to pure shear or any mixed mode in between and the loading or displacement rate can influence the amount of respirable size fragments that are generated on new fracture surfaces during the fracture propagation process The essence of any coal cutting process is one of mixed mode fracture propagation. To study the crack propagation process, a unique mixed mode testing rig was designed and fabricated. This rig is capable of applying loads to a prenotched test specimen that range from pure Mode I (tensile mode) to nearly pure Mode II (shear mode) or many mixed mode loading combinations. It is also possible to apply different loading or displacement rates to the test specimen. With this rig, it is possible to create new fracture surfaces via the different fracture modes and under various loading conditions.These new fracture surfaces are examined with a scanning electron microscope (SEM) to characterize the amount of structural damage and respirable size fragment formation that occurs during the fracture process. Initial observations suggest that the amount of fine fragment formation and the new fracture surface appearance is related to the fracture initiation conditions, particularly the fracture mode and the loading rate. Mode II loading and higher loading rates seem to generate more structural damage and respirable size fragment formation that Mode 1 loading at slower rates.With the mixed mode test rig, the mechanics of fracture initiation for a single crack can be controlled to better understand its influence on respirable size fragment formation. Such understanding may lead to methods which characterize the tendency of specific coal seams to produce undesirable fine fragments during the fracture process, or it may lead to rational recommendations and design guidelines or coal mining machines which inherently produce less dust.IntroductionAs part of a larger effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners, researchers at The Pennsylvania State University are engaged in a project to understand the fundamental mechanics of fine fragment formation in coal. This project is part of a com¬prehensive research effort within the Generic Mineral Technology Center for Respirable Dust which is jointly administered by The Pennsylvania State University and West Virginia University.The principal source of the coal dust in underground mining is the cutting operation. The U.S. Bureau of Mines (USBM) and various European research organizations have conducted investigations into the mechanics of coal cutting for many years. These studies of airborne respirable dust (ARD) formation have concentrated on empirical studies of the various cutting parameters and their effect on ARD for¬mation. The parameters study include depth of cut, cutting speed and bit spacing.(1,2) Other studies investigated the effect of symmetric and asymmetric bit wear and various bit geometries and designs (3-5) Roepke(6) summarized the principals of proper coal cutting to minimize dust formation by recommending to ""cut at maximum depth (maximum advance rate) at all times, at minimum RPM, with the fewest possible bits, having the lowest possible included tip angle."" The Star mine, near Neihart, Cascade County, Mont., has been in continuous operation since the construction of a 50-ton bulk flotation mill in 1939. The mine was examined by G. N. Bennett, an engineer of the Bureau of Mines, in November 1942. At that time the life of the operation appeared to be limited and a program of crosscutting and core drilling were recommended. The program had as its objective the investigation of a promising undeveloped area lying west of the Star vein and, if possible, the development of enough reserves in this area to insure continuous operation during the war emergency. Development of additional reserves would then justify necessary changes in the mill in order to eliminate the heavy penalties imposed for excess zinc in the bulk concentrates. The Bureau of Mines work began in February 1944 and was completed in September 1944. The project was started by Wilder R. Brinton and continued by Thomas W. Oster, mining engineers in the Bureau's Montana district office. Beneficiation tests on are and concentrates were made after completion of the underground work. This report presents the factual data obtained during all phases of the Bureau's investigation.

"The National Academy of Sciences (1) recognized the importance of studying the spatial and temporal characteristics of respirable coal mine dust atmospheres. In this paper, the progress to date of a research project on dust transportation and deposition in mine airways is presented. A mathematical model is proposed for studying the transport of dust. A source representative of dust generation in underground coal mining is defined. The influence and applicability of surface roughness, dispersivities, coagulation and reentrainment to vine dust flow arc examined. A convective-diffusion model is proposed for the transport and deposition of dust in mine airways. Using the model, the spatial and temporal characteristics can be evaluated in terms of dust concentrations in the mine atmospheres.INTRODUCTIONThe prediction of the behavior of fine particles Is Important in many fields of science and engi¬neering including physics, chemistry, mining, mineral processing, and atmospheric science. In mining from the health point of view, fine coal dust is associated with the appearance of pneumoconiosis in miners exposed to the dust. Also, in addition to being a nuisance factor obscuring visibility and general mobility of miners, it can lead to sudden catastrophic incidences of explosions. This paper outlines the progress to date of a research project on dust transportation and deposition in mine airways. A mathematical model is proposed for studying the transport of dust for the various mechanisms. The dust dispersion is defined in terms of a dispersion term determined from experimental data by Skubunov (23). Coagulation is considered as one of the mechanisms that can lead to changes in the particle size distribution. Reentrainment as a possible secondary source of dust was examined during model development but was not included in the final model."

This paper describes in detail the cost of equipping and developing the Golden Belt mine, Yavapai County, Ariz. These costs should be typical of the average small gold mine in central Arizona which has been equipped with used machinery a, a minimum of capital expenditure. The conditions of remoteness, transportation, water, and power supply are about average for properties in the Bradshaw fountains and that vicinity. There are several mines in the district in the process of development and several dormant properties that might be opened in the future. The Golden Belt group of claims was taken over by the present management in May, 1931. Although some active development has been carried on in recent years, resumption of work at the old property required entire rehabilitation of the equipment and camp. As the water level had not been reached, there was no problem of dewatering. In the presentation of costs in this paper an evaluation of the cost of equipment and development work as taken over by the Golden Belt Mines, Inc., has been made. Enact data, however, on previous exploration and construction costs are lacking. The total cost of equipping and developing the mine to its present stage has been obtained by adding the disbursements of the present management to the above-mentioned evaluation. These costs do not include the cost of replacing camp, equipment destroyed by fires, of unsuccessful milling experiments, management, or obsolete equipment on the property.

Ore deposits in the? vicinity of Philipsburg, Mont., have been mined continuously since discovery of the Hope mine in 1865. Although originally famed chiefly for its silver production, since about 1917 the district has been the only important producer of battery-grade manganese ore in the United States. Also, it has produced substantial quantities of zinc ore and during World War I and World War II contributed notable amounts of manganese for metallurgical consumption. Nearly the entire production of base metal ores has been mined from the outcrop area of? a dolomitic limestone bed that plunges beneath overlying beds of limestone and shale northward from the outcrop area. The Hope silver mine, with a production record of over $4,000,000, was in one of the overlying limestone beds about 3,000 feet north of the base-metal producing area and about 1,000 feet vertically above the projected downward position of the dolomitic bed that has produced the base-metal ores. Furthermore, the Hope ore bodies were controlled, in part at least by east-west fractures similar to those that controlled the deposition of the base-metal ores.

The U.S. Bureau of Mines (USBM) Diesel Research Program emphasizes the development and evaluation of emission control devices to reduce exposure of miners to diesel exhaust pollutants. Studies by the USBM have shown that diesel exhaust aerosol (DEA) contributes a substantial portion of the respirable aerosol in underground coal mines using diesel equipment not equipped with emission controls. The USBM and the Donaldson Co., Inc., Minneapolis, MN, have developed a low-temperature, disposable diesel exhaust filter (DDEF) for use on permissible diesel haulage vehicles equipped with waterbath exhaust conditioners. These were evaluated in three underground, mines, to determine their effectiveness in reducing DEA concentrations. The DDEF reduced DEA concentrations from 70 to 90 pct at these mines. The usable life of the filter ranged from 10 to 32 h, depending on factors that affect DEA output, such 'as mine altitude, engine type, and duty-cycle. Cost per filter is approximately $40.

The desirability of efficient control of air currents, and the necessity of supplying metal-mine workers with better and safer working conditions, has created an active interest in metal-mine ventilation, especially in recent years. This paper discusses the subject both with regard to efficiency and economy, as well as safety and health. It is based on personal observations of the writer from over four year's study of metal mines in six States, in which more than 50 mines were visited. Many of these were studied in detail; in all several thousand working places were examined, and readings taken relative to ventilation run into the tens of thousands.Object of ventilating metal mines:Whereas in coal mines ventilation is generally regarded as essential, in many metal mines, especially shallow ones, the operators pay little attention to ventilation, or ignore it altogether. Recent shortage of labor, and numerous accidents to which State compensation laws have directed attention, are causing metal-mine operators to regard ventilation more seriously, especially in deep, large mines.There is, in fact, greater necessity for adequate ventilation of metal mines than of coal mines. The latter require air currents to remove explosive gases and the fumes of explosives, but metal mines, in addition to the need of removing fumes of explosives, and occasionally explosive gases, frequently have need of removing dusts dangerous to health, reduction of high temperatures and high humidity, and removal of inert but unhealthful gases like CO2 and nitrugen. The generally accepted superior healthfulness of coal miners as compared with metal miners, is probably due in large part to the better air circulation in working places of coal mines.

The Bureau of Mines conducted laboratory tests on samples of pozzolaniccement concrete to develop a low- strength backfill . Results show that support costs can be lowered by replacing a portion of the portland cement in mine backfill with pozzolan ( fly ash ) and lime . Unconfined compression tests on various ratios of fly ash to cement in 84 samples produced compressivestrength curves that can be used to estimate the best backfill mix for any mine .

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

This report covers the calendar year 1953 and has been prepared and submitted in accordance with the provisions of Sec. 106(a) and Sec. 212(c) of the Federal Coal Mine Safety Act (66 Stat. 692; 30 U.S.C. Secs. 451-483). During this first full calendar year of operations under the Federal Coal Mine Safety Act, the coal-mining industry of the United States attained the best injury records in its history - improving the former best records (made in 1952) by 91 fatal and 10,020 nonfatal injuries. Whereas, the mandatory provisions of the act were intended and designed to prevent major mine disasters, apparently the effects have reached beyond the scope thereof in reducing mine accidents generally.
