The material in this paper is intended simply to be an inquiry into some of the theoretical aspects of the occurrence of methane and carbon dioxide in coal, with a brief resume of the more recent literature. Several discussions of various phases of the subject have been published a few of which (4, 20, 25, 88, 90) have more or less extensive bibliographies of the earlier literature. In large measure the pertinent literature deals with the unusual aspects of the subject, and in consequence it might appear that the normal aspects have not been given due consideration here. The latter information is largely a matter of practical field experience, and since that which is normal to one locality is often abnormal to another no sharp differentiation appears to be necessary or, in fact, possible. No attempt will be made to present a critical discussion of the relations between the presence of gases in coal and pertinent geologic features or mining practice. Although the presence of foreign gases in the ventilating air of many mines is not particularly noticeable, in many others the evolution of methane and perhaps small amounts of carbon dioxide (or sometimes the reverse - large amounts of carbon dioxide with perhaps sore methane) is quite apparent. The presence of small quantities of carbon dioxide can be attributed to oxidation of the carbonaceous matter exposed to the air. In the few cases in which this explanation is not sufficient, obviously the carbon dioxide must escape as such from the coal and neighboring strata.

Recent studies indicate that the United States halt substantial reserves of ilmenite, one of the major titanium minerals. However, the studies showed that sources of rutile, another important source of titanium are limited. This paper summarizes and evaluates results and conclusions reached by the various investigations initiated by the Bureau of Mines and others pertaining to the titanium mineral resources of the Nation. Domestic occurrences of ilmenite that are economically exploitable by present-day beneficiation methods are found in Florida, New Jersey, New York, South Carolina, and Virginia. These deposits are estimated to contain 50.3 million tons of titanium dioxide (TiO2). Occurrences of ilmenite that cannot be processed economically under present technological conditions are found in California, Colorado, Minnesota, Montana, Oklahoma, Oregon, Rhode Island, and Wyoming. These reserves amount to 51.1 million tons of TiO2. Reserves of rutile found in the United States are estimated to be 1.8 to 2.1 million tons of TiO2. Other than occurrences in Florida and South Carolina, rutile is found either in small scattered bodies or in deposits where the mineral cannot be recovered economically by present beneficiation methods.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

The U.S. Bureau of Mines is evaluating water spray additives for the purpose of improving respirable dust control during coal mining operations, with particular emphasis on the longwall shearer. Recent field tests of surfactant-polymer reagents at two production longwall operations have shown favorable respirable dust reductions compared with water sprays containing no additive. Gravimetric dust samples obtained by a technician downwind of the shearer while following or preceding the machine showed dust reductions in the range of about 40% to 60% for some of the reagent formulations compared with using water alone. Three polymers were tested: two polyethylene oxide compounds of different molecular weight and hydroxypropyl methylcellulose (HPMC). All were effective for dust reduction, and two were cost effective when used in combination with sodium di(2-ethylhexyl) sulfosuccinate surfactant. How-ever, the use of these reagents requires the longwall operator to be more aware of headgate dust control. Experimental evidence indicates that dust captured by reagent-treated sprays at the shearer can be reemitted in the headgate area if stagcloader-crusher sprays and other dust controls are inadequate.

Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. This U.S. Bureau of Mines report is intended to assist coal mine operators in the selection of longwall supports by providing advanced guidelines for performance testing and standardized test documentation to facilitate support comparisons. These advanced guidelines culminate in a series of proposed tests to evaluate (1) support resistance characteristics, (2) stiffness characteristics, (3) leg mechanics, (4) stability, (5) load transfer mechanics, and (6) structural integrity. The Bureau has conducted extensive studies on shield mechanics to identify boundary conditions that induce loading in support components, which is often not included in current testing techniques. This report discusses influential parameters that affect support behavior and provides insight into how components are loaded and what conditions produce the most severe loading. Testing philosophies and techniques in both active and static frames are discussed. Proper methods for determining support resistance are described and instrumentation requirements for advanced performance testing are provided.

A prototype roof bolt which can be remotely placed by pumping has been developed by the Bureau of Mines. It is known as the "Pumpable Bolt". With the objective of field testing the effectiveness of the pumpable Bolt roof support system a mining machine was developed capable of installing Pumpable Bolts in the normal production cycle of a typical underground coal mine. The machine was built and the pumpable Bolt concept tested and evaluated as a total system in shop and mine tests. The machine was operated in the mining cycle of two mines and pumpable Bolts were installed at both mine sites.

(Measurements of stable isotopic variations (sulfur, carbon, and oxygen), supplemented by chemical, mineralogical, and petrographic analyses have been used to investigate the processes responsible for : (1) the incorporation of sulfur in coal, and (2) the (development of permineralized peat zones ("coal balls"). Sulfur isotopic results indicate that there are two principal sources of sulfur in the Pennsylvanian coals from the Illinois Basin: (1) "primary" sulfur assimilated by plants (low-sulfur coals), and (2) "secondary" sulfur produced by reactions involving H2S that was produced by the anaerobic reduction of sulfate in seawater which permeated the peat during post-depositional marine transgressions (the dominant source of sulfur in high-sulfur coals). Sulfur isotopic compositions of low-sulfur coals in Several Tertiary basins of Wyoming are consistent with a plant sulfur source. However, the inverse correlation between content and isotopic composition of sulfur observed in coals from the Powder River Basin suggest some "secondary" additions to these low-sulfur coals. Seveeral Quaternary (freshwater pears which were submerged by sea-Level rises during deglaciation over the past 30 ka have sulfur contents and isotopic compositions similar to high-sulfur coals. Carbon and oxygen isotopic compositions of calcareous coal balls from North America and Europe suggest that (1) the carbonate was derived from variable proportions of oxidized plant matter (typically predominant) and inorganic carbonate, and (2) the carbonate minerals were precipitated from fresh-to-brackish waters. Local geochemical and hydrological conditions were apparently more important than regional depositional environments in controlling the source of carbonate and the development of coal balls.

[A cost/benefit analysis was conducted by comparing the industry cost to protective structures on low-coal face equipment with the benefits paid for injuries/fatalities considered preventable by the use of these structures. Th industry costs were based on estimates by OEM's and rebuild shops for install protective structures on new and rebuilt face equipment. The accident benefit was based on evaluations performed by the USBM Accident Cost Indicator Model. Industry wide population data were developed on low-coal face equipment and injuries/ fatalities preventable with protective structures. The results of the analysis are to be used as a tool by USBM in determining the feasibility of continuing development of cab and canopy technology for low-coal equipment.]

The Bureau of Mines and the Alabama Power Co., jointly, conducted the first experiment undertaken in the United States in underground gasification of coal in place, at Gorgas, Ala. Milton H. Fies, manager of coal operations, Alabama Power Co., proposed the cooperative investigation to Arno C. Fieldner, chief, Fuels and Explosives Branch, Bureau of Mines; and assisted in supervising the experiment. The objectives of the experiment were to determine whether coal in place could be burned successfully and whether the burning could be controlled; the effect of the fire on the coal bed and the overlying strata; and the yield and quality of gas that could be obtained.

Technological advances in underground coal mining have reduced fatalities but may not have reduced worker exposure to cumulative injury risk factors. The objective of this study was to evaluate the prevalence of cumulative injuries before and after the implementation of technological advances in underground coal mining and to make a general cost estimate for these injuries. A previously published algorithm was utilized to identify cumulative injuries within the Mine Safety Health Administration (MSHA) database for two data sets: 1983-1984 and 2003-2004. For both, the following were determined: the number and percentage of cumulative injuries, the average days lost, the average age at the time of injury, the average years of experience and the general cost estimate by body part. The percentage of cumulative injuries remained largely unchanged (37 percent in the 1983-1984 period and 33 percent in the 2003-2004 period). The average number of lost days due to cumulative injuries increased (36±55 days and 62±82 days, respectively), which may have been due to the increased worker age (seven years older in the 2003-2004 period), increased length of employment (seven years longer in the 2003-2004 period) or other factors such as changes in medical practices. Cumulative injuries to the back decreased by 10 percent, while cumulative injuries to the knee increased by 8 percent. The reduction in back injuries may be due to the implementation of assist devices, while the increase in knee injuries may be related to kneeling/crawling in low-seam mines. Cumulative injuries were found to remain a major financial burden on the industry. Recently, National Institute for Occupational Safety and Health (NIOSH) developed tools to assist mining companies with incorporating an ergonomics process into their existing health and safety programs. The participating companies have reported tremendous success. Therefore, it is recommended that ergonomics processes be implemented as a means to systematically identify and address the root causes to cumulative injuries and ultimately reduce costs.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra rake for keywording and information acquisition are gratefully acknowledged. "INTRODUCTION This report is the first of several dealing with the application of flotation methods for beneficiating the calcareous and siliceous red iron ores and ferruginous sandstones of the Birmingham district. The flotation study was part of a general investigation of the concentratability of various iron ores of Alabama and other Southeastern States undertaken by the Southern Experiment Station of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama, Tuscaloosa, Ala.Batch testing and pilot-plant flotation testing of the calcareous red ores of the Birmingham district have been in progress for several years, and although some phases of the study are not yet completed, enough data are available to indicate that many of the ores will yield marketable-grade concentrates with good recovery.The first flotation tests on the calcareous red ores employing conventional methods either the iron oxides or the siliceous gangue materials failed to give the desired results. The inferior separations obtained or prohibitive reagent requirements made the methods unattractive. Other more effective flotation methods were sought. A laboratory study of various reagents was undertaken. It resulted in the development of two attractive methods embracing anionic flotation of the activated siliceous gangue from the retarded iron oxides. The methods were similar in that fatty acid or soap-collecting agents were employed in strongly alkaline pulps to float the naturally activated quartz from the iron-ore pulps. The methods differed, however, in the addition agent employed to retard the hematite or hematite and calcite. By proper choice and quantity of the addition agent, the calcite could be floated with the quartz or retarded with the hematite as desired. Ability to recover or reject the calcite gives added flexibility to the separation. Although the methods have their limitations and cannot be considered ""cure-alls,"" they have given encouraging results on a number of calcareous red ores that heretofore proved difficult to concentrate by conventional flotation procedures."

"INTRODUCTION The use of sheaths or hollow cylinders of flame-extinctive materials surrounding cartridges of permissible explosives has been developed during the last few years; the history of sheathed explosives in their salient development in Belgium was treated recently in a publication of the Bureau of Mines. 6/ This development is of great interest in explosives technology, for it holds possibilities of reducing further the ignition hazards that may cause many coal-mine disasters. The township interest in sheathed explosives in this country is attested by the passage of some State laws permitting the use of such explosives on shift 7/; inquiries are received in increasing numbers concerning the effects of sheaths on practical hazards as well as the general technology underlying their use."

Discarded automobiles represent the greatest single resource of reusable metals, plastics, and rubber in the United States. This report presents results of Bureau of Mines research, conducted from 1965 to 1983, on separating and recovering useful materials from the scrapped hulks, using old and new metallurgical techniques combined with standard scrapyard methods. The Bureau determined the materials composition of three composite cars designated as circa 1960, mid-1970's, and early 1980's, and used these cars to study smokeless incineration and hand-sorting techniques. In studies on treating rejects from automobile shredders, the Bureau designed a process that included air classification, water elutriation, magnetic separation, handpicking, and heavy-medium separation, and also investigated cryogenics and liquation. Complete recovery of cop-per and other metals was economically made by hand and tool dismantling, leaching, or selective melting of starters and generators. Techniques are also discussed for plastic recovery and waste tire treatment.

Coal carbonization, the basis of a major industry, consists in heating coal in the absence of air at various temperatures (ranging from 500° to 1,000° C.) that are selected according to the kind of products desired. During this treatment, the complex organic substances that comprise the major part of the coal are converted into several useful products that are quite different from the original material. The principal products of coal carbonization or distillation are coke and gas. These products, as well as others of which lower yields are obtained (light oil, tar, and ammonia), occupy an important place in present-day commerce and civilization. This paper is concerned with the composition of the tar and light oil, which, as complex mixtures of organic compounds, are the source of many important dyes, inter-mediates, medicinals, resins, etc. The volatile products obtained when bituminous coals are destructively distilled or carbonized are tar, aqueous liquor, and gas. These products vary in composition and properties, depending on the nature of the coal and the temperature and conditions of carbonization. The tar is a dark, rather thick and viscous liquid at ordinary temperatures, becoming semisolid when cooled to the freezing point of water. The aqueous liquor (chiefly water) contains several inorganic substances and certain organic compounds, which, because of their solubility characteristics, have been extracted from the tar. The carbonization gases consist chiefly of carbon dioxide, carbon monoxide, hydrogen, hydrogen sulphide, ammonia, methane, ethane, ethylene, and several hydrocarbons of higher molecular weight. The hydrocarbons of higher molecular weight (benzene, toluene, xylene, etc.) may be re-moved as liquids from the gas by suitable means. This liquid and the first fractions obtained on distilling the tar are known as light oil.

This final report summarizes the effort on a very aggressively scheduled and demanding development program undertaken by Westinghouse for the U.S. Bureau of Mines under Contract No. H0101262. The objective of this program was to produce hardware and test it to determine the efficacy of certain concepts of Coal Mine Rescue and Survival as established by the request for proposal and the study performed for the U.S. Bureau of Mines by the National Academy of Engineering (NAE). (These are stated in paragraph 1. 1 for reference.) In carrying out this program, Westinghouse provided specific hardware designs in consonance with the objectives of the concepts outlined in the NAE study final report. Though this contract did not require producing final design hardware ready for introduction to the coal mining community, components of the CMR&SS - as delivered - have some value in disaster situations and are to be kept on standby alert. Additional design and production development is required and should be undertaken on most of the subsystems and components before they can be used in the competitive coal mining community.
